Sherry Robinson, chairwoman of the Community Campaign for an MRI, a sub- committee of the Rouge Valley Health Sys- tem Foundation’s Image is Everything cam- paign, said despite just reaching the half- way mark, the hospital still plans to deliver the machine to the community. “In September, we are hoping to close down Harwood Avenue and drive it down the street,” she said. The Community Campaign has been working tirelessly since June to help raise the funds and it’s been well-received in Ajax, Pickering and Whitby. On a home assessed at $308,600, that works out to $54 more for Regional ser- vices, such as police, transit, land ambu- lance, and homes for the aged. “From a staff perspective, this is reason- able and affordable,” Finance Commis- sioner Jim Clapp said Wednesday while outlining the budget to Regional council. “We think it’s an affordable and reason- able increase for the taxpayers.” Staff had been given a budget target of a 3.15-per cent tax increase. However, with assessment growth and property reassess- ments factored in, the increase dropped to 2.42 per cent. Councillors voted 24-3 in approving the budget. The Region has a gross budget of about $936 million, with property taxes cover- ing $514 million. The rest would come from provincial grants and subsidies, and user fees. Highlights of the budget include $153.6 million for the Durham Regional Police, about $38 million for both Durham Region Transit and solid waste manage- ment, and $277 million for other Regional services. About $2.3 million of the transit bud- get is for service enhancements, includ- ing the restructuring of routes in Ajax and Pickering, and improved service to Dur- ham College and UOIT. In his presentation, Mr. Clapp cautioned councillors that decisions made this year would affect next year’s budget. “In 2012, you will be faced with an increase right from the get go based on this budget. It comes with a price tag,” he said. “There are no zeros on the horizon. There are increases.” The Region is projecting a budget sur- plus of about $5.2 million and Durham has a policy that any surplus goes into the Rate Stabilization Reserve Fund (RSRF). The Region is budgeting for a three-per cent increase in the Ontario Works case- load. Any amount above three per cent would come from the RSRF, Mr. Clapp said. “That’s what that fund is for.” He said taking money out of the RSRF to lower the tax increase would “just be add- ing to the problem next year. If you add, you have to provide for it every year and we don’t have the funds to provide it. “I strongly advise you not to raid the Rate Stabilization Fund,” he said. “If you want to cut the budget by $5 mil- lion, cut services and not something that’s only there one year,” he said. “If you want to reduce the budget, reduce the budget, but leave the business plan there.” A one-time reduction would be “arbi- trary. You’ve got to find the money next year,” Mr. Clapp added. Oshawa Councillor John Aker wanted the increase to be even lower, suggesting $2.5 million of the surplus be used. “I believe taxpayers need some relief. I believe we’re moving to more prosperous times,” Coun. Aker said. Coun. Aker said $2.7 million would still be going into the RSRF. Ajax Councillor Colleen Jordan opposed Coun. Aker’s suggestion, saying, “It’s nice to come in lower. We all wish we could be, but this is the responsible route.” Clarington Mayor Adrian Foster said Coun. Aker’s idea came down to politics and policy, and “my sense is, it’s not good policy.” Councillors rejected the suggestion 24-3. Not a concern at all.” The leak of water cir- culating through an old spent fuel bay occurred late Monday after a pump seal failed. About 73,000 litres -- enough to fill three-quarters of a backyard pool -- was released from Pickering A generator. While such a spill is uncommon, it’s categorized as “very low risk” because of the negligible amount of radiation, Mr. Gruetzner said. With world attention riveted on the nuclear crisis in Japan, the Canadian Nuclear Safety Commission also said that the radiation posed little risk. Pickering A has two operating Candu reactors. The nuclear plant, along with its sister plant Pickering B, produces enough energy to fuel a city of 1.5 mil- lion people. Mr. Greutzner said the first order of business would be to find out why the seal failed, then replace it. Constable Glen Turpin was not given the opportunity to respond to a Superior Court judge’s interpretation of an exchange caught on surveillance tape at the Whitby police station, and therefore didn’t have a fair trial, says the recently released ruling. The court set aside Const. Turpin’s con- victions for assault causing bodily harm and threatening, and ordered a new trial. “The appellant was denied the opportu- nity to make full answer and defence,” said the ruling, written by Chief Justice Warren Winkler. “The appellant suffered prejudice in the conduct of his defence.” Const. Turpin never denied that he used physical force and rough language in deal- ing with a drunk and belligerent prisoner he arrested on the night of March 12, 2006 for causing a disturbance at a Whitby bar. But he said his methods, which included pushing the man to the floor and warning him he risked being beaten up, were aimed at making him comply with orders. Following a trial in late 2009 Superior Court Justice Myrna Lack found Const. Turpin, 42, had lied when he testified on his own behalf. A key factor in that finding was the statement the officer made to the inebriated prisoner. Const. Turpin testified he tried to sub- due the prisoner by warning him: “If you don’t knock it off, I’m gonna knock your teeth right through the back of your head, do you understand me?” Although the surveillance tape reviewed in court was garbled, Const. Turpin’s state- ment wasn’t challenged during the trial. But during her deliberations the judge independently reviewed the tape and con- cluded Const. Turpin had said, “When I get you off camera, I’m gonna knock your teeth through the back of your head.” Justice Lack rejected Const. Turpin’s defence that he was employing reasonable and tactical force and found him guilty. The Court of Appeal ruled Const. Turpin should have been given an opportunity to respond to the judge’s interpretation of the tape. “Fairness demanded that he be afford- ed an opportunity to meet the case being made out against him,” the ruling said. No new trial date has been set. Officers seized a quantity of marijuana, magic mushrooms and cocaine, along with $27,000 in cash from the residence. Police also seized a vehicle as proceeds of crime. At the time, social media played an inte- gral role in reporting news from the rav- aged country, as aid workers and other for- eigners on the ground Tweeted about the devastating circumstances. Now, with the tragic situation in Japan, we’re once again seeing the impact of social media in an emergency and this time it’s even larger. The major difference, when it comes to social media, between Japan and Haiti is that as a developed country, the Japanese population is extremely active online. In Haiti it was mainly foreigners blasting out general information and families had no way of communicating with loved ones after phone lines went down. In Japan, it was the Japanese people who were posting status updates about themselves and their families. Tweet-o-Meter, after the quake, noted that the number of tweets from Tokyo spiked to 1,200 per minute following the quake. Facebook data shows usage spiked first in Japan and other parts of Asia follow- ing the quake followed by North America as people woke up to news of the tragedy. Shortly after, Google also launched its People Finder service to help re-connect people with their loved ones. On March 11, Facebook reports there were 4.5 million status updates from 3.8 million people using the words ‘Japan’, ‘earthquake’ and ‘tsunami’. Many of them were words of sympathy and prayers, but in our globalized world many of us have some connection to someone in Japan. I was relieved to see a status update from a Canadian family I know currently visiting Japan. Japanese people overseas combed social media sites like YouTube looking for infor- mation about their hometowns and one woman in California only found out her family survived after a friend pointed her to a video clip from a news report posted on YouTube. According to mashable.com, people in Hawaii were alerted to what time the tsu- nami was expected to hit their shores via posts on social media even before their government started disseminating the information. In Canada, many of us tweet- ed or Facebooked information on donating to charities like the Red Cross via simple text messages. Recently, the prime minis- ter of Japan created an English Twitter feed (@JPN_PMO) which supplies translations of his Japanese tweets. And in the wake of the dire situation at the Fukushima Daiichi nuclear plant, it seems like we all became nuclear experts, closely following the situation and also sharing articles about whether it could happen here in Canada. In fact, I would guess that people in Dur- ham are much more aware of how our local reactors work than they ever were before. And as the situation in Japan continues to unfold, we’ll continue to grab onto the lat- est news after our friends share it through social media. Those gentle words of advice from Citizenship Judge Philip Gaynor con- tinue to resonate after 40 new Cana- dians took an oath of citizenship this week in Durham Region. The group, all of whom have made homes here in their adopted coun- try, hail from far-flung corners of the earth. There is young Norbert Bal- int from Romania, a Pickering high school student who aspires to become a police officer. There is Samuel Greenaway, a Whitby resident who arrived in Can- ada 18 years ago from the Caribbean island of Dominica, a new Canadian who has come to prefer the crisp cold and drifts of Canadian winters over that of summer humidity. There is Jeremiah Adubasim, a Nige- rian native who travelled the world, including Canada, who “knew I must come back here to live.” Their stories share a common thread with the others who joined them on Wednesday: the lure of a nation built on diversity, steeped in a tradi- tion of tolerance and acceptance, and focused on the future. We welcome these newest residents of Durham Region, share in their celebration, and acknowledge their choice to call Canada home. But, as Judge Gaynor noted Wednesday, with the rights that come with being Cana- dian, there also comes responsibili- ties. To that end -- bolstered by the elo- quent words of Judge Gaynor in wel- coming this crop of Canadians -- we hope that our new neighbours con- tinue to add value and weight to their communities, and encourage them to embrace even more fully the best that Durham and Canada have to offer. It’s true that much of Canada’s strength is found in its diversity. It’s true that our nation holds much potential, driven by people like you, like Jeremiah Adubasim, like Norbert Balint and like Judge Gaynor, himself a native of Ireland who emigrated in 1963. We extend a warm and hearty hand- shake to our newest fellow Canadians, welcome them once again, and share in a hopeful wish for their continued success. Canada is a great nation, and truly a place one can call home. The owner of Spa Sedona in Ajax and the former chairwoman of both the Ajax-Pickering Board of Trade and the United Way of Ajax-Pickering-Uxbridge learned the hospital had no MRI when her son needed one. “I was shocked by that,” she said, adding many others seem surprised the hospital doesn’t have the machine. She had to take him all the way to Northumberland Hills Hospi- tal in Cobourg and had to wait six weeks just to get an appointment there. So, when chatting with Tracy Paterson, the foundation’s vice- president of development, she mentioned the ordeal and said she’d love to help get the com- munity involved in raising funds. Ms. Paterson herself knows the importance of an MRI as a breast cancer survivor. “She said ‘call me,’ and I did,” Ms. Paterson said. Ms. Robinson enlisted about 20 community members and they brainstormed ways to raise awareness and funds. They’ve hosted everything from celebri- ty bartending events to golf tour- naments and have been pleased with the support. Whether it’s the $2,000 recent- ly donated by the Pickering East Shore Community Association, Lincoln Avenue Public School raising $350 through a bake sale or $100,000 from the Picov family, everything adds up. “There are tons of things people can do in their organizations,” Ms. Robinson said. The Whitby Dunlops donated ticket sales from a recent game and companies have been donat- ing proceeds collected on dress- down days. A lot of people have been simply asking for donations for the MRI in lieu of gifts when hosting dinner parties. “Actually, we’ve gotten $5,000 through people who have done that,” Ms. Paterson said. Durham was going to charge any- one wanting a copy $675, the same price Covanta Energy Systems is asking the Region to pay. Covanta, the company selected by the Region to design, build and operate the incinerator, prepared the CofA and submitted it recently to the provincial environment min- istry. Oshawa Councillor Nancy Dia- mond said the three members of the advisory group who represent environmental organizations were told by Regional staff they would have to pay $675 for a printed copy of the certificate. Coun. Diamond questioned an “open and transparent govern- ment” when it was charging $675 for a report. “Surely we can provide a copy of the certificate of approval for those on the energy-from-waste advisory committee,” she said dur- ing a recent council meeting. Works commissioner Cliff Curtis said the $675 is the amount Covan- ta is charging the Region for a copy. “We’re quite happy to make a CD available at no cost,” he said. Copies were going to be made for area library branches and the Clar- ington town hall, he noted. “I’ve had a request for a number of copies from the public. If we give it to one, we have to give it to all. I’d need $50,000 in the budget,” said Mr. Curtis. Regional Chairman Roger Ander- son said the cost is what Covan- ta charges the Region. “We didn’t make the document. It’s not ours.” Coun. He was seven or eight years old when his father asked him to sit down and watch the movie Back to the Future. “That inspired me technologi- cally,” Breen says. “But the score itself over the whole movie, something clicked, some kind of connection was made there.” He thought, ‘this is something I want to do’. Breen’s followed his passions and in June will graduate from the RCC Institute of Technology with a bachelor of technology in electrical engineering technol- ogy. But it’s his other love that took centre stage recently: Breen’s piece, Pickering Fair, won first prize in the Pickering Commu- nity Concert Band and City of Pickering contest to commem- orate Pickering’s bicentenni- al. Breen had the pleasure of conducting the PCCB when it played the work for the first time at Pickering’s birthday party on March 4. The Markham resident has been composing seriously for five years or so and, beyond tak- ing music in school, has no for- mal musical training. Breen does have an expert mentor, however, in Scarborough composer Donal Coakley, who will visit and give him feedback on his pieces. Breen turns 21 later this month and already has 10 to 15 finished works under his belt, anything from two or three minutes to seven or eight minutes long. In the bank (“I save everything”) are “probably hundreds” of musical fragments, a number of which will become pieces. One of these fragments was started last June and came in at roughly three-and-a-half min- utes in length. Four months later, fellow musician Keith Chapin suggested that Breen enter the contest. He was already work- ing on another piece for the Markham Concert Band but decided to return to the work he’d started in June. When Christmas holidays arrived, and with a Jan. 1 deadline for entries looming, visiting family took up a lot of his time. But when every- body had gone to bed, Breen would sit up in bed with his lap- top and headphones working on the composition. He finished it on Dec. 29 and express shipped it to Pickering. Pickering Fair is an overture or concert overture, like many of Breen’s pieces. “I’ve been told my writing’s a lot like pop,” he says. Breen half agrees with the assessment, but says it’s not 100-per cent pop. In the slower sections of his pieces, he says there’s a complete reversal to more of a classical kind of feel. Like a poet, he says that some- times an idea comes quickly and can be finished in relatively short order. Other compositions can take years. Breen joined the Markham Concert Band in 2006 and became a member of the Pickering Community Concert Band after learning he had won the competition. Not that he’s a stranger to the group. Breen had an existing connection with the PCCB as Doug Manning conducts both bands. As well, the PCCB had already performed one of his compositions. He was already thinking of joining the PCCB when winning the competition sealed the deal for him. Breen plays baritone sax and took up clarinet in Grade 7. His favourite memories of elemen- tary school are watching the Grade 7 and 8 bands playing and spending recesses practis- ing in the music room, “annoy- ing the teachers.” O n e day he would like to compose a film score. He was pleasantly shocked on learning he had won the compe- tition. “It was kind of unexpected,” Breen says. “Everybody was like, ‘you shouldn’t be surprised’, but I am.” The win earned him $500. GRANTS Writers’ community in the money Durham group gets cash from Ontario Trillium Foundation DURHAM -- A busy local group is hiring a staff member after receiving $58,300 from the Ontario Trillium Foun- dation. The Writers’ Community of Dur- ham Region was founded in 1995 and now boasts 350 members. The group plans to hire a project administrator with the funds. “This grant comes at just the right time,” said WCDR president James Dewar. “We want to expand our services to create new local writers’ circles, offer new training workshops and keep up ongoing professional development opportunities, and this is beyond the scope of our already too-busy volun- teer board. Having a project adminis- trator will make it possible to do what we do best and reach a wider audi- ence.” The OTF grant will cover the administrative assistant’s salary, office equipment and supplies, accounting software and travel expenses over the next two years. The Grade 12 student at Pickering High School is fleet of foot, but short on words, in describing his entry in the IAAF World Cross Country Championships to be held in Spain on Sunday. King will be part of a Canadian contin- gent that earned the right to go to the World Championships after the national team won gold ahead of the USA and Jamaica at the North American and Central American Championships that were held in Trinidad on Feb. 19. King was among the lead pack in the race, finishing sixth overall. He expects to line up for the 8km race in Spain with more than 100 runners in the U20 category. “I don’t really have that big of expecta- tions,” said the 18 year old before departing. “I just want to do well and run my fastest.” His fastest, on a good day, will have him finishing the 8km route in about 23 minutes, a time he hopes will land him in the top-30 among the elite young runners in the world. In past years, countries have sent their top six runners to compete at the World Cham- pionships. Sunday’s race will be a culmination of a lot of miles during training runs in Pickering, Ajax, Aurora and Scarborough over the years. “I started cross country in elementary school but I didn’t take it too seriously,” he says of his beginnings in the sport. His focus changed when he got to grades 8 and 9 at the encouragement of his dad. Weather conditions over the winter months have made training a little tricky, and it will be compounded in Spain where King expects to encounter warm tempera- tures, unlike the chilly numbers here. Beyond the World Championships, King isn’t sure what the future holds. “I’m looking for a scholarship but I haven’t committed to any schools yet,” he says. To that extent, he is planning to return to high school for a fifth year in the fall, hop- ing that another semester will create more options academically and athletically. With the inclusion of Sevens rugby in the 2016 Olympic Games in Rio de Janeiro, sev- ens tournaments like this month’s competi- tion in Hong Kong (seven players aside as opposed to the traditional 15) have taken on an added importance for Rugby Canada. Canada currently sits outside the top 11 ranked countries in the Sevens series, but with the announcement of a solid roster for the Hong Kong tournament, Canadian offi- cials are looking to compile valuable rank- ing points. In 2010 Canada won the Hong Kong Sev- ens Bowl competition, and a repeat of that performance would give the Canadians key rankings points in the standings. Moonlight has been part of the national seven-a-side team’s past two international appearances. The Hong Kong tournament begins March 25. Canada’s first opponent is Argentina. Canada also faces Australia and Zimbabwe in pool play. BASKETBALL Keane one of 20 on Wooden Award Ballot for top player EAST LANSING, MICH. -- Michi- gan State women’s basketball senior Kalisha Keane was one of 20 student- athletes announced to the final 2011 John R. Wooden Award ballot. The Ajax native became the first Spartan to be named Big Ten Player of the Year earlier this month. She also was selected to the First Team All-Big Ten, earning all-conference honors for the fourth-straight season. Keane leads MSU in scoring with 15.9 points per game, also ranking second in assists (2.1) and steals (2.4), and third in rebounds (5.0). She also leads the team with 2.1 three-pointers a game. Keane was one of three Big Ten student-athletes on the list, joining Ohio State’s Jantel Lavender and Northwestern’s Amy Jaeschke. TRACK Rumble tops on the NJCAA indoor track in the 1000m TEXAS -- Ayesha Rumble, a former Pine Ridge track athlete, recently won the 2011 NJCAA 1000-metre title at the NJCAA Indoor Track and Field Champi- onships in Lubbock, Texas. Competing for Iowa Central Com- munity College, she won the 1000m national college title in a school record time of 2:58.14. She finished second in her opening heat in a time of 3:03.97, which was also a personal best, and school record at the time. She was fifth going into the final and pulled an upset to win the event. Her feat helped Iowa Central to a third place finish overall in the team standings behind South Plains C.C. (Texas) and Barton County College (Kansas).
