PICKERING -- Cops who thought they’d happened upon a drug deal in Pickering Tuesday instead wound up busting two men for fraud. Durham police officers working in the area of Fairport and Kingston roads shortly after 9 p.m. observed a hand-to- hand transfer at a gas station they initial- ly thought was a drug deal involving sus- pects in a car and a gas bar attendant. When they pulled a BMW over what they found inside wasn’t drugs but fraud- ulent gift cards. An investigation revealed the sus- pects in the car were pressuring the gas bar worker to allow them to make cash advances on the cards, which contained stolen credit card data, police said. Sobanakanth Manoharan, 23, of Markham, and 22-year-old Melvin Rasanayagam, of Toronto, face fraud- related charges. CRIME Suspected drug deal leads to fraud bust in Pickering DURHAM -- Are you paying attention, Durham Region? Since they began enforcing the Prov- ince’s new legislation tar- geting distracted drivers, Durham police officers have charged about 100 people per month for using phones, in- car screens and other attention-diverting devices while at the wheel. The more than 400 tickets handed out since Feb. 1 break down like this: • The vast majority -- 399 tickets -- have been written for using hand-held com- munication devices while driving. • Eight motorists have been ticketed for having a display screen visible while driving. • Six drivers were caught using some sort of hand-held entertainment device while negotiating traffic. Durham police remind motorists they’ll continue to be diligent in enforcing the laws, which are aimed at reducing the number of collisions caused by distract- ed drivers. The average ticket cost is in the $150 range. Following a News Advertiser investigative piece, Durham College’s panic over Panama campus, Minister John Milloy participated in an interview to discuss the issue of inter- national expansion by post-secondary insti- tutions and what is being done to ensure the same lack of oversight which occurred at Durham doesn’t happen elsewhere. Jim Wilson, the Progressive Conservative’s colleges and university critic, had no com- ment on the issue and was reviewing the situ- ation, according to an e-mail from his execu- tive assistant, Dave Prisco. “I think in the case of Durham, certainly in reviewing your story, it was certainly made clear that people admit mistakes were made, but steps have been taken to rectify the situa- tion vis-a-vis Panama,” Mr. Milloy said. The story looked into how, in 2008, a cam- pus in Panama was created without board of governors’ approval required under the min- ister’s binding policies, how the discoveries came out, what consequences and chang- es have since occurred and which ques- tions remain unanswered. The project began under the leadership of then-president Leah Myers, now a high-ranking official at Mr. Mil- loy’s ministry. She resigned from Durham College in May 2008, two years after assum- ing the position. At the time, the college invested $500,000 it now considers a loss in a campus in Banga- lore, India, that never welcomed a single stu- dent, and spent another $500,000 on the Pan- ama location, which in late 2009 took gradu- ate students who promptly sued the college, claiming programs promised weren’t deliv- ered. Although Mr. Milloy is unaware of any simi- lar concern at another college, internation- al post-secondary education is a priority in Ontario. “As I said, you referenced it, we have a minister’s directive or a policy directive on oversight of those operations and it’s some- thing worth taking a look at to make sure we can, as we expand our international presence both inside Ontario and out- side, that it’s something that’s done properly,” he said. “I have a lot of confidence in the sys- tem and I think Durham was an isolat- ed incident,” he said. “I’m certainly not aware of any other incidents that took place; that being said, we are taking a look at the policy directive and seeing how it could be strengthened.” He says he’s not aware of another incident where the minister’s binding policies were not followed. Ultimately it’s up to the board of governors and the senior administration to ensure they are, according to Mr. Milloy. The revelation of Durham’s for- eign campus development came at a time when the college had been run- ning consecutive deficits: $11.5 million in 2006/2007; $9.9 million in 2007/2008, and just under $4 million the following year. At the college’s request, a third party, Dr. Ralph Benson, was brought in by the Province in late 2008 to see what the problem was. “There were some concerns that were raised at Durham around governance around financial issues, we were certainly aware of some of the concerns around their interna- tional operations, so Dr. Benson went in, he did a thorough review. By the time his report was done, the concerns and problems around Panama had been acknowledged and actions taken to address them.” When asked how much of the lack of over- sight that occurred at Durham College had to do with the school’s relationship with the University of Ontario Institute of Technology and its use of shared staff, in particular the CFO, Mr. Milloy said he couldn’t speculate on the details. ”I know that one of the issues Dr. Benson looked at was governance in his report. He was looking at the operations of Durham Col- lege and certainly its relationship with UOIT was something he took a look at, but in terms of the specifics, I’m not in a position to com- ment,” Mr. Milloy said. Although Durham College made the request to have someone brought in to review its finances, that decision wasn’t made in a vacuum, Mr. Milloy said in discussing why the ministry didn’t automatically become involved following the schools repeated defi- cits. “As I said, we have a very close relation- ship with the administration of all our colleg- es and certainly we work closely with them, particularly as they come to budget time, to look at the state of their finances ... I mean I think we were, as I said the back and forth, it was I think an acknowledgement or a con- sensus on both sides that having a third party come in would be helpful.“ When colleges do run deficits, there is a process they have to go through, he said. Todd McCarthy, a partner at Flaherty Dow Elliott and McCarthy and former campaign chairman for Finance Minis- ter Jim Flaherty, was chosen on June 16 to run for the PC Party in the next pro- vincial election on Oct. 6, 2011. He was the only candidate. “I’m honoured to have the confidence of my party to be the candidate in 2011 and I want to listen to all of the citizens and all of the voters,” said Mr. McCar- thy. The riding is currently held by Liberal Joe Dickson, but the Liberals have not yet held their nomination meeting. “Joe is a very nice man who has my total respect for all of his community service ... but I believe his party and gov- ernment are out of touch with the citi- zens they’re supposed to serve.” Among the issues he’d like to see addressed are clogged roads and public trans- portation. Specif- ically, he called the decision to end the Hwy. 407 extension at Simcoe Street in Oshawa instead of Highway 35/115 in Clar- ington “a disas- ter”. He also said he’s opposed to an airport in north Pickering. Mr. McCarthy’s previous political expe- rience includes serving as a Catholic school trustee in the 1990s and his legal specialty is civil litigation. He currently serves as a deputy judge of the Superior Court of Justice for the Central East Region. Gregory Carter admitted Tuesday that in the course of his work as a witness in fam- ily court child custody proceedings, he had made diagnoses he was not qualified to make, and claimed he had obtained a doctorate in psychology although his cre- dentials were never accepted by the col- lege. The actions, which amounted to dis- graceful misconduct, took place in the midst of “very sensitive family law pro- ceedings,” prosecutor Jennifer McKendry told a five-member disciplinary panel. The panel suspended Mr. Carter from practising for three months beginning July 15 and ordered that when he resumes practice, any work he does on custody and access files will be supervised by an approved professional. He also received a reprimand from the college. Mr. Carter, a psychological associate who has conducted numerous parenting assessments for the Durham Children’s Aid Society, admitted he had breached restrictions that prohibit him from offer- ing independent diagnoses of psychologi- cal disorders. In the case before the dis- ciplinary panel, Mr. Carter recommended two young children be placed in the cus- tody of their mother, finding the father suffered from mental illness. Mr. Carter agreed he arrived at the conclusion with- out sufficient basis. The father, identified in the file as Mr. S., complained to the college that Mr. Carter had offered an opinion he was not quali- fied to make and falsely claimed to have a doctorate of psychology. The Whitby man, who was present Tuesday, agreed with the punishment meted out to Mr. Carter. “I think the fact that there’s a suspension is significant,” said the man, who said he’s spent his life savings fighting for custody of his children. “But he hasn’t been told to fix the prob- lem,” he said. “Now I have to go back to court to get my kids back.” Several other Durham Region residents who said they’ve made complaints to the college about Mr. Carter were pres- ent Tuesday. One Oshawa woman, who said her daughter was apprehended by the CAS on Dr. Carter’s recommendation, complained to the college in 2008 and is now appealing the action taken then -- a warning from the college. Another man who has filed a complaint said he lost custody of his kids after a report from Mr. Carter to family court. Also present was a Clarington man whose complaints to Durham police led to charges including perjury, fraud and obstruction of justice against Mr. Carter. Police allege Mr. Carter falsely represent- ed himself as having a doctorate in psy- chology while testifying in family court. Tuesday, Ms. McKendry said while Mr. Carter properly identified himself as a psychological associate, he claimed he had obtained his PhD after he was regis- tered with the College of Psychologists, but “this was not true. In fact, (Mr. Carter) obtained his doctorate degree before his certificate of registration was granted, but this degree was not recognized by (the college).” Mr. Carter’s lawyer, Lisa Hamilton, said the man had not acted illegally in calling himself a doctor. But in early 2009, the col- lege tightened criteria for using the title in the practice of psychology, she said. Mr. Carter’s criminal charges are still before the courts. Some complainants are also considering civil action, a lawyer involved in the case confirmed Tuesday. But the performers will all be 20 years of age at the oldest. “We’re really focusing on the youth in this festival,” says Paul Murray, co-founder and director of the July 1 Music By the Bay Festival. “It gives them that first big break to play on a big stage and they’re so appre- ciative of it and it’s great to see young tal- ent.” The third festival (it was formerly called the Flavours By the Bay Festival) features 26 bands, compared to last year’s 13 acts. Murray notes that he and his wife and fes- tival co-founder, Lori Murray, probably received around 140 submissions to play the event. After auditioning the bands online, the Murrays made their choices, and bands from all over Ontario, including Stittsville, Peterborough, London, Hamilton, Port Perry, Port Colborne, Ajax and Pickering, and even farther afield are on the sched- ule. The music goes from noon to dusk on two stages, one at Millennium Square at the foot of Liverpool Road and the second at the Promenade Walkway a little further north. When the music ends on the outdoor stages, The Bluesers perform a free show at The Waterfront Bistro at 10:15 p.m. to wrap up the event. The timing is no accident as Murray says the City of Pickering fireworks display should be starting at around 9:40 p.m. The festival, including the closing party at the Bistro, is free and Murray notes that the couple could have easily expanded the festival this year. “We could have taken it to a two-or- three-day festival but we’re not ready,” he says. If the demand, from musicians and the audience alike, warrants it, Murray says they will consider moving the event to a larger park and adding a day or two in the future. When contacted, Gibson guitars, based in Nashville, agreed to donate a guitar for the event. Pickering resident enrolled in Toronto FC Junior Soccer Academy BRAD KELLY bkelly@durhamregion.com PICKERING -- Le Rohne Young has no way of knowing where the path he is on will even- tually lead him, but for now, he knows he’s headed in the right direction. The Pickering resident is among a number of young soccer prospects enrolled in the Toron- to FC Junior Academy program, spending every day becoming not only a better player, but learning valuable life lessons about com- mitment, dedication and time management. “First of all, they will train in a professional environment,” says Pickering Soccer Club head coach Tony LaFerrara of the development program that a number of elite players across the province are taking part in. “It’s something similar to what they have in Europe with the big clubs. He will have opportunities from the program to be on the national team program, or given an opportunity to play on the reserve team and maybe if he’s good enough play on the first team. “He is on the right path for a professional career.” Pickering is one of eight clubs in Ontar- io who have partnered with Toronto FC for the program. Initially, seven Pickering play- ers were identified as potential candidates for the program, with Young selected to con- tinue on. The identification process began in February for Young, and since then, he has made the trek into Toronto to train five and six times a week, all the while trying to keep up with school work and the normal distractions a teenager encounters. “It’s hard,” says the Grade 9 student at St. Mary. “I don’t usually get home before eight o’clock. I only have a bit of time to do my work.” While the program includes a mixture of on and off field training, Young came to the real- ization early on that only his best effort will keep him in the program long term. “Performance has to be good all the time. You can’t be good one day and not the other day. That shows you are not consistent. “I hope to become a better soccer player. Coming from Pickering to Toronto FC, it’s a big jump. So, just to get better and maybe go up to Toronto FC first team,” are the goals he has set. While the Pickering club did its homework through a number of meetings and open dia- logue before committing to be part of the pilot project, in the end, the group led by LaFerrara determined that the program was in line with their criteria of player development. “We put the kids ahead of everything else when it comes to player development,” he says. “It’s easy to assemble a team that can win championships. The club will be celebrating its first-ever Dolphins Day on Sunday, with inflatable games, food, camel rides and more. BASKETBALL Second annual Triple Double camp set to go AJAX -- The Triple Double Basket- ball Camp returns this summer for a second year. Based at Ajax High School, the camp offers five weekly sessions for players aged 6-18, with daily drills and skills from 8 a.m. to 3 p.m. Ses- sions run from July 12-15, 19-22, 26- 29, and Aug. 3-5, 9-12. The camp is divided into two age categories. For kids aged 6-12, the camp offers skill development and fun games to help improve ball handling, shooting, defence and passing. For teens aged 13-18, skill devel- opment drills are a little more intense, with lots of scrimmage time. Players will improve their understanding of the game, with ball handling, shooting, defence and passing also a priority. A wide assortment of training equipment will be utilized, including an agility ladder, hurdles, reaction balls, skipping rope, speed rings, parachutes, a lateral speed resistor and resistance belts.
