He’s also finding help through the Pickering Veterans’ Association. Elsie Hetherman, the president of the associa- tion, is searching for other Afghanistan veterans and vets of all recent Canadian missions to join the group. The reason is simple: “To get these guys some camaraderie.” She also plans to bring in specialists to help the vets with therapy and psychological issues. Aside from talking, she hopes they’ll do fun things together, such as arrange outings and paint ball tournaments. They’ll also be encouraged to speak to students and Boy Scouts, for example. In 2006, referendums were held in Pickering, Ajax and Oshawa regarding the question of whether the regional chairman should be voted in by the general public via direct election, rather than the current method, which is through a vote by regional councillors. Pickering residents voted an overwhelming “yes” when 89 per cent agreed the provincial government should enforce direct election on the matter. However, council never actually did put in the request to the province after the referendum was held, Ward 3 City Councillor David Pickles said after looking into the matter. Therefore, Coun. The Durham Regional Police laid 60 charg- es for holding or using a cell phone while not in the hands-free mode and three charges for holding or using an entertainment device while driving. Bill 118 came into effect on Feb. 1, making it illegal to use hand-held wireless devices, such as cell phones, BlackBerries and iPods, while driving. During the first week, police report compli- ance with the new law was very high. “Motor- ists are reminded that holding or using these devices while driving is very unsafe and now illegal,” says Sergeant Nancy van Rooy. “Dis- tracted driving is one of the leading causes in motor vehicle collisions and is sometimes compared to driving while impaired.” The fine is $125, plus a $25 surcharge for victims of crime, making the total $150. POLICE Sixty three charged in Durham for using cell phones while driving durhamregion.comNews Advertiser • February 12, 20104 AP DURHAM -- As the 2010 budget season swings into full gear, politicians will be care- fully framing their tax increases in order to sell them to voters. If previous years are any indication, expect claims of X municipality had the lowest tax increase, Y municipality has the lowest tax rate and so on. An honest look at proposed tax increases demands a look at where they started from. There are three components to the prop- erty tax bill: local taxes, Regional taxes, and the education tax levied by the Province. The education tax rate is the same for all Durham homes. The Regional rate varies based on number of hours of Durham Region Tran- sit service and waste service in each munici- pality. Whitby and Oshawa collect their own waste while the Region collects it in the rest of the municipalities. The disposing, includ- ing recycling, and processing of the waste is a Regional responsibility. Water and sewer rates are paid for by the people who use those services, on their water and sewer bills. For example, if you live in rural Pickering and have a well, your tax dollars do not go towards the operation or upgrade of water treatment plants in Dur- ham. In the sidebar, readers can find the 2009 residential tax rate for Durham’s eight municipalities. In brackets I’ve listed how much that would cost for a home valued at $200,000. Each municipality has a different average assessment for homes, so I arbitrari- ly selected $200,000 for a simple compari- son that allows for simple math if folks want to estimate their own home’s taxes. The fig- ures do not factor in the reassessment cycle which can lower or increase the actual rates, so there may be slight differences in the actu- al property tax bills. To demonstrate why the 2009 starting points are important, let’s look at some actu- al municipal examples. The City of Oshawa has passed a 0.9-per cent tax increase, which may or may not end up being the lowest in Durham. With- out factoring in changes due to assessments, this increase would bring its local rate up to 0.747833 per cent, bringing the total local taxes on that $200,000 home to $1,495.67, a $13 increase. Meanwhile, Ajax passed a 2.75-per cent tax rate increase, bringing the tax rate to 0.399580 per cent for a total of $799.16 on that $200,000 home, a $21 increase. So, a bigger tax rate increase for Ajax resi- dents, but a much smaller total tax bill on that $200,000 home. And although the Ajax rate increase is three times that of Oshawa, the actual dollar increase is less than dou- ble. Ajax councillors have said that they’ve had the lowest average tax rate increase of any municipality from 2007 to 2009. But as the 2009 figures show, the municipality with the highest average increase, Pickering, still has the lowest overall rate among lakeshore municipalities. Ultimately, when it comes to the budget process, taxpayers don’t care about percent- ages and statistics, they care about exact- ly how much money is coming out of their pockets and that’s the number to keep in mind. AP McDonald’s managers will work in the Olympic Village BY REKA SZEKELY rszekely@durhamregion.com AJAX -- Ajax residents Neely Arsenault and Melissa Keeler may not be elite athletes, but they’re still being rewarded for their hard work with a trip to the Vancouver Olympics. Both women manage McDonald’s restau- rants and they’ve been selected to work at the McDonald’s in the Olympic Village during the games. The two women left for Vancouver on Tuesday and on Monday, they received a slew of good wishes and hugs from employ- ees at the Bayly McDonald’s which Ms. Keeler manages. Ms. Arsenault manages the Hwy. 2 location, across the street from the Durham Centre. “I think it’s just a great opportunity ... most people can’t say they’ve been presented with this kind of opportunity,” said Ms. Arsenault. The employees were selected to go by Brad- ley Jacobson who is the franchisee for three McDonald’s restaurants in Ajax. Qualification for stores was based on the quality of their service. “They’re the people that have been with me the longest and have contributed to the suc- cess of McDonald’s in Ajax,” said Mr. Jacob- son. Both women have worked for McDonald’s for more than 15 years, starting out as teenag- ers. They’ll each work six-hour shifts, five times a week, at the McDonald’s in the Olympic Vil- lage serving people from around the world. They expect to see athletes, coaches and media personalities stopping by. “I wouldn’t mind seeing Wayne Gretzky or any of the figure skaters. Kurt Browning, I’m sure he’ll be there,” said Ms. Keeler. “There’s a very good chance we’ll see a lot of the ath- letes.” In addition to working, the McDonald’s employees at the Olympics will get a chance to attend some of the events and attend social events. Ms. Arsenault, a mom to six- and a seven- year-old, has promised to go souvenir shop- ping for them. “Absolutely, for every day I’m there,” she said. “I have to send postcards daily and go on MSN.” She added the 18 days she’ll spend in Van- couver will be the longest she’s ever been away from her kids. Although both women are man- agers, they won’t be serving in a manager’s role at the Olympics since that would have required a longer time commitment. Ms. Keeler said they’re used to working on the line and jumping in when things get busy. “Quite frankly, I’d be a fry person if that meant the opportunity to go,” added Ms. Arsenault, referencing one of the jobs in the restaurant. As to their co-workers, they’ve gotten noth- ing but good wishes. “I just felt excitement, that’s all I heard about for almost a year,” said Ms. Keeler. Mr. Jacobson confirmed that the Ajax employees are all sending their best wishes with Ms. Keeler and Ms. Arsenault and he invited residents who aren’t going to Vancou- ver to watch the games at his Bayly Street res- taurant where the flat screen TV will be tuned into the Olympics. He said the staff will be getting into the Olympic spirit as the company is a spon- sor for the games and the restaurant will be decorated with an Olympic theme. For some reason, the ‘insult to democra- cy’ right here in Durham Region seemingly goes unnoticed. Durham continues under the outdated system of having an appointed Regional chairman. It’s a municipal election year, so the issue of how to fill the chairman’s seat has come up again. Local councils are being asked to put the question on this year’s municipal election ballot. In 2006, Ajax, Pickering and Oshawa all included a referendum question on the bal- lot, asking voters if they would support elect- ing the chairman. Overwhelmingly, 88 per cent of those who cast a ballot said yes. They wanted to pick who represented them. After all, we elect mayors, councillors, trustees, MPPs and MPs. Yet the most pow- erful municipal position in Durham contin- ues to be filled by an outdated method of councillors appointing the chairman. Myer Siemiatycki, a professor in the poli- tics department at Ryerson University, said a directly elected chairman would “give everyone a vote. It would significantly raise the profile of Durham Region.” If Durham “wants to put itself out there, with a higher profile, a direct-elect chairman would go a way to create such a mandate,” Mr. Siemiatycki added. For years, municipal politicians in Dur- ham have lamented the lack of clout the Region has provincially. Mr. Siemiatycki said a directly elected chairman could go to the Province and say “‘I have a mandate of any number of thou- sands of Durham Region residents. I can create a strong political voice for Durham Region.’” A look at other regions shows one of the arguments against an elected chairman, that it could lead to amalgamation and one big city, doesn’t hold water. Halton Region has been electing its chairman since the mid-1990s and the last time we looked at a map, Oakville, Burlington, Halton Hills and Milton were still there. In fact, Halton Chairman Gary Carr said, “It’s important for people to elect the person they want as chairman. It gives you cred- ibility. I have the backing on what I ran on. I wouldn’t do it if I didn’t have the backing of the people.” True words, those. It’s time Durham fol- lowed suit. Time to elect Durham’s Regional chairman Winter is a good time to get to know goldfinches A message on my answering machine brightened up my day: Marion Pearson reporting that she’d spotted a European goldfinch among the common Ameri- can goldfinches dining at her feeder in Enfield. I saw lots of gaudy ‘foreign’ goldfinches in Ireland this summer and could imagine how surprising it would be to have a bird with a bright red face and white cheek patch show up among your buff-grey, winter-plumage gold- finch flock. Surprising and delightful. Marion’s rare visitor was likely an escapee from a cage somewhere instead of a long-distance flier from across the Atlantic. Widespread in the wild throughout much of Eurasia, European goldfinches are bred in captivity around the world, enjoyed for their bright colours and pleasant twittering song. Released birds over the years have nested successfully and become established in the Azores, Bermuda, New Zealand, Uruguay, Aus- tralia and Argentina. I’ve seen them around Adelaide and Buenos Aires. Attempts to introduce the species on Long Island, New York a century ago were successful for a few decades, but when the area became built up, the pop- ulation died out. Recently, many European goldfinch- es seem to be nesting near Chicago, descendents of birds released by a local importer and breeder there. It remains to be seen if they’ll become established, but with many European knapweeds, teasels and burdocks growing in North America, they should have lots of their favourite plants to forage on. And they readily visit bird feeders in winter. Why would someone release a non- native songbird from its cage? The bird flu scare a few years ago may have been one reason, with owners afraid they might catch something from their pets. As well, certain religious groups believe releasing birds from captivity will gain people merit in the afterlife and some pet stores have customers who do so. So was the European goldfinch that showed up in the heart of Algonquin Park last July 18, at a feeder at the Canoe Lake Portage Store, an intrepid wander- er blown across the ocean? Or had it just been released in some prayerful private ceremony? We’ll likely never know. We do know that though they might travel in mixed flocks in winter, Europe- an goldfinches don’t compete with our native ones during nesting season. The former start breeding in April, the lat- ter not until July, when thistles are done blooming. Our native goldfinches line their nests with soft, silky thistledown and feed their babies a milk of half-digested this- tle seeds. Winter is a good time to get to know goldfinches, which especially love com- ing to niger feeders. Watching them slowly transform from dull grey to their bright yellow breeding plumage is a traditional joy of spring. And if you see one with a red face and white cheek, phone me! It’s also an unelected position. With 2010 an election year for municipalities, the debate over how the Regional Chairman’s position should be filled -- directly elected or through an appointment -- is again starting to boil. John Mutton, the former Clarington mayor, is making the rounds of municipal councils, seeking support for a second referendum on how to fill the position. Mr. Mutton is also seeking the chairman’s position when Regional council holds its inaugural meeting in December. In 2006, Oshawa, Ajax and Pickering each had a referen- dum question on the ballot and 88 per cent supported an elected chairman. The earliest an election could be held for chairman would be 2014. Myer Siemiatycki, a professor in the politics department at Ryerson University, says larger municipalities are usually the ones pushing for a change. Most people would prefer to have the option of voting “to fill this important position rather than basically a backroom deal by those already elected,” Mr. Siemiatycki says. “It gives people a far more direct say. “I would especially expect the larger municipalities to favor this. The larger municipalities would rightly perceive it will give their municipality more leverage in selecting who repre- sents them.” On the other side, “It would be pretty expensive price of entry for any candidate.” In Durham, the size of the Region would increase the cost, he notes. Durham covers 2,590 square kilometres (1,000 square miles). “It takes five MPPs to do the area I represent,” says current Regional Chairman Roger Anderson. Prospective candidates “would need a large, sophisticated war chest,” Mr. Siemiatycki states. Add an election staff and “it’s ramping up the cost of run- ning for office. It would preclude any number of candidates,” he says. Directly electing a chairman would “give everyone a vote. There’s the potential to narrow the field. It would significant- ly raise the profile of Durham Region,” he adds. If Durham “wants to put itself out there, with a higher pro- file, a direct-elect chairman would go a way to create such a mandate.” A directly-elected chairman could say “‘I have a mandate of any number of thousands of Durham Region residents. I can create a strong political voice for Durham Region’,” he says. Having an elected chairman “could go a ways to take some steps to a more defined single community. Everyone would have a vote. It would provide a common frame of refer- ence, which they don’t have now,” Mr. Siemiatycki says. “It could strengthen the Region’s identity. That could be a good thing.” A Regional chairman is the only pol- itician whose total preoccupation is Regional council, he points out. “No question, he has sub- stantial political power and authority. That’s why I think as Durham and, I think, as urban- ized municipalities struggle with industrial decline and reinventing themselves as urban places, the risk is worth it,” Mr. Siemiatycki states. “He would have a strong, clear voice. One voice to speak for those municipalities. It would clearly be a stronger man- date. I think it would be good for the Region.” Mr. Anderson has steadfastly opposed a direct election, saying, “As chair, I take direction from Regional council. As an elected chair, I wouldn’t have to.” Given the Region’s geographic size, it would cost hundreds of thousands of dollars for an election campaign, Mr. Anderson notes. “Does an elected chair get to appoint the commit- tees? If elected, they would have an agenda. Should the agenda be done by committee, which is how it’s done? If so, the Regional chair should appoint them,” he says. That’s the method used in Toronto, he states. “I see Toronto politics and I don’t like it.” There are people who “might not like the chairman. That can be fixed. “There’s nothing wrong with having a referendum,” he says, but adds rather than a single question, voters should have options. In Peel and York regions, the chairman is appointed by councillors at the inaugural meeting. Since 2000, the chair- man for the Region of Waterloo has been elected. The chairman of Halton Region is directly elected, some- thing Gary Carr, the current chairman, supports. “It’s important for people to elect the person they want as chairman. It gives you credibility. I have the backing on what I ran on. I wouldn’t do it if I didn’t have the backing of the people,” Mr. Carr says. “I think it’s a good one. It’s like a mayor. It gives you the credibility with the people.” Halton moved to an elected chairman in the mid-1990s. Mr. Carr has a long history of elected office in the Halton area. He was first elected an MPP in 1990 as a Progressive Conservative. In his final four years at Queen’s Park, 1999 to 2003, he served as the Speaker of the Legislature. From 2004 to 2006, he was a Liberal MP. That name recognition served him well financially when he ran for the chairman’s post in 2006. He only spent $15,000. “I was already established as an elected official.” His main opponent spent about $90,000. As for an elected chairman pushing his own agenda over that of council’s, Mr. Carr says, “It’s the same thing with a mayor. What has to happen, you do have to work with people to push ideas forward. “You are elected. It gives you more credibility. It’s no differ- ent than a mayor. He has to work with his council and move things forward,” Mr. Carr states. “It’s more important to give people the opportunity to decide.” Mr. Siemiatycki agrees with that assessment. “When deci- sions are made by regional council, it creates an active kind of onus. You want to be re-elected, you have to make nice with those councillors, if you want to get re-elected.” Mr. Carr says the Halton chairman doesn’t appoint coun- cillors to the various committees. He noted in Toronto, the mayor has a “cabinet” that decides on which councillors are on what committees. “I’ve seen both sides of the aisle. What I like about at our level, you’re free to do what’s best for the people. My boss are the people of Halton, not the people sitting around a council table,” Mr. Carr says. Ward 3 City Councillor David Pickles recently gave notice that he and Ward 1 Regional Councillor Bonnie Littley will introduce a motion at the next council meeting to ask the Region to hire or estab- lish the position of an integrity commis- sioner to serve the Region and all eight of its municipalities. The integrity commissioner would review inquiries or complaints on matters regulated in the municipalities’ code of conduct or code of practice. Changes in 2006 to the Municipal Act allowed individual municipalities to estab- lish the role. Coun. Pickles feels a shared commissioner will maintain accountabil- ity and transparency in Durham’s munici- palities. It would also be economically fea- sible, practical and consistent, he said. Clarington’s council is expected to con- sider the motion at its March 1 meet- ing. Coun. Pickles is glad to see others are endorsing the idea and hopes more municipalities will catch on. “There’s a greater efficiency and account- ability if other councils will change the position,” he said in an interview. This tournament victory gives the local boys four tournament wins out of the six tournaments they entered this season. Con- sidering the stiff competition they faced in each of these tournaments, the combined Ajax Knights win/loss record for tournament games this season is impressive at 23-3-0-1. In the opening game against OMHA arch rival Richmond Hill Stars, a 3-1 lead in the third period slipped away as the Stars were not to be denied and rebounded with three unanswered goals for a 4-3 victory. Greg Waller, Nick Mainelli and Tyler Robinson contributed goals in the losing effort. Ajax played possibly its best game of the season, completely dominating another perennial rival, the Toronto East Enders of the GTHL, in the next game. The 4-1 victory helped secure a position in the semifinals. The goals were contributed by Greg Waller, Nick Mainelli, Patrick Mayhew and Tyler Robinson. Needing only one out of a possible 10 points in the third round-robin game, Ajax, led by Derek Jackson, Ryan Kirk, Bryan Bar- ton and Kyle Hay, played strong hockey and got two tournament points in the first period to secure a playoff birth, but lost the game to the GTHL Vaughan Rangers by a 3-2 score. Ajax goals were scored by Donnie Watson and Shaun Adams. The semifinal game against the Missis- sauga Braves of the GTHL was high spirited. Ajax took a 2-1 lead into the third period on goals by Tyler Robinson and Brett Pankhurst. Goalie Matt Weston then closed the door while goals by Brett Pankhurst, Tyler Rob- inson and Shaun Adams secured a 5-1 win and a place in the Silver Stick championship game for Ajax. This is a learn-to-skate program that teaches basic skating skills and encourages participa- tion and fun. This pro- gram caters to skaters of all abilities from the first- time skater to the more seasoned skater. The pro- gram ranges in age from age 3 all the way up to adults of all ages. This competition brought out the sports- manship in these skat- ers as they moved from stage to stage perform- ing various skills. Each stage had three skill com- ponents and two chal- lenge events. The skaters performed skills, such as forward and backward skating (timed events), stops and footwork step sequence that the skat- ers made up with their coaches and practised during the weeks leading up to the event. The chal- lenge events included things like jumps, spins and forward sculling. The children felt like champi- ons as they received rib- bons with a 1st, 2nd or 3rd place standing. All other skaters received a partici- pation ribbon for each skill performed. At the conclusion of the event, all the skaters took a victory lap around the rink, waving to the family and friends in the stands. They then took centre ice and bowed to the audience. The smiles and enthusiasm of these skaters brought a smile to all the coaches’ and program assistants’ faces as they watched each and every skater shine on the ice. Five of their children were born in Quebec and an- other three followed in Ontario. In 1972, they moved to NWT where Ruth continued her teaching career until 1979 when they retired to Anglemont, B.C and fi nally settling in Salmon Arm, B.C in 1998. Along with teach- ing, Ruth was passionate about swimming, dancing, crocheting, smocking, cribbage, bowling, reading and knitting for her many children, grandchildren and great grandchil- dren. Ruth has always been an active mem- ber in the community; including involvement in the Anglemont Seniors Center, The Royal Canadian Legion, Lady's Auxiliary, and B.C Senior Games. Ruth competed in the BC Seniors Games as a swimmer, and sat on the Board of Directors for approximately 10 years. Ruth's wonderful attitude about life has been passed down through the genera- tions, and everything was possible in her eyes. Her constant activity was such a good role model for both family and friends--there was no sitting on the sidelines for her and she and Guy were always there when new feat presented itself. She has touched so many people and each one came away feel- ing younger, better and more able to face the world. For this we will be eternally grateful. Ruth and Guy had planned to celebrate their 70th wedding anniversary in Barbados with family and friends. A celebration of life service will be held at the NORTH SHUSWAP COMMUNITY HALL on May 22, 2010 at 2 pm. This is also the time of year that we hear the most complaints about cats urinating around the home. Not only can this be in response to their sudden lack of wandering space, but it is a common problem of indoor cats as well. In general, inappropriate urination or “house-soiling” is a relatively common problem among our feline friends, and is one of the top reasons cited for surrendering cats to rescue centres. House-soiling in cats can be due to either physical or behavioural problems or even a combination of both. Urinary tract infection or the presence of urinary crystals or stones can cause frequency and pain of urination. Changes in the household, such as renovations, moving, work schedule changes, addition of other cats, and changes in litter box location, litter type and number can also impact our sensitive feline friends. As cats have only a limited number of ways to express their distress, either physical or emotional, they often resort to the one thing that will always get our attention – urinating around the house. There are many ways to deal with this unfortunate circumstance, but the reasons behind the “accidents” need to be investigated.
