Bill 177 had its first reading in May 2009 and is currently on its second reading. If it makes it through a third reading and is enacted, it should be challenged in court, said Whitby Trustee John Dols- tra. “I believe this is a bill every school board in the prov- ince ought to wake up to,” Trustee Dol- stra said. “I don’t support this bill at all. The Bill will make all Ontario school boards more accountable for student achievement if passed; the current Edu- cation Act doesn’t say they are responsi- ble for improvements, according to the Province. “I also think this bill discriminates against elected officials,” Trustee Dols- tra said. The Province is penalizing all school boards because of the Toronto Catholic District School Board’s abuse of financ- es, he continued. Last year, the Province took over the Toronto board after issues such as ille- gal health benefits and car allowances were revealed. What happened with the Toronto Cath- olic board was so unacceptable, school boards should have expected something like this to follow, said Ajax Trustee Marilyn Crawford. But this bill takes things fur- ther, making school boards accountable for everything even though they have no control over fund- ing for schools, she added. Pickering Trustee Sherry Croteau has concerns over what’s considered student success because there are different ways to mea- sure than just provincial testing. “I felt this bill completely ignored this,” she added. “I think what this is, is a political doc- ument that shifts blame,” Oshawa Trust- ee Kathleen Hopper said. But Pickering Trustee Chris Braney thinks Durham District School Board is up to the challenge. “I think we’re going to be in good shape if this does get passed,” he added. Oshawa Trustee Michael Barrett has issue with being held to a different code of conduct than other elected officials. If they’re going to be held account- able for student success, he wants to ensure they have the tools to impact it, he added. The role of trustees has been dimin- ishing since the introduction of Bill 160 in 1994 and has continued with the Lib- erals as well, Trustee Barrett said. “It’s like saying to your child, ‘I’m going to hold you accountable, but I’m not going to tell you what I’m holding you accountable for’,” he added. “Will trustees disappear? Absolutely not because we are the cheapest whip- ping boy in the province,” Trustee Bar- rett said, adding they are the ones who stand between angry parents and the Province. The board will be drafting a letter on its position to be sent to the Ministry and other elected officials. FAST FACTS Bill 177 According to the Province, if approved, Bill 177 will: - clarify and emphasize the mandate of school boards, duties, and responsibility for student achievement. - clarify the roles of trustees, board chairs and directors of education, setting out duties in legis- lation to help eliminate confusion and keep focus on student achievement and well-being. - establish audit committees and adopt a provin- cial code of conduct for trustees; currently, not all boards have audit committees. JASON LIEBREGT / METROLAND Draft ministry document would have boards become landlords BY CRYSTAL CRIMI ccrimi@durhamregion.com DURHAM -- Empty space in schools could soon become the place for more community service, but the possibility may not be all positive. Issues such as collecting rent, contract conflicts with custodial staff, and tax exemptions are some of the concerns Durham District School Board staff listed in relation to a Ministry of Education draft policy on facility part- nerships. “There are a lot of issues that are not included in the policy; one is becom- ing a landlord,” said Ed Hodgins, the board’s superintendent of business and financial services, during its Oct. 5 standing committee meeting. The Ministry of Education asked for feedback on the new policy by Oct. 9 so it can review and update the memo before sending it out in its final form. Through the policy, boards have to indicate where schools or additions may be needed in the future, where schools may be candidates for closure or long-term lease opportunities, and where schools may have unused space for two to five years. Lists need to be compiled and made available to potential partners, and available on board websites by Feb. 28, 2010. A general public meeting regarding the availability of space before March 31 is another requirement. The Ontario Public School Board Association is drafting a letter regarding the many concerns about the policy, said Oshawa Trustee Michael Barrett. The sharing space portion of the draft policy applies to facilities with uti- lization equal to or less than 60 per cent, or with 200 or more unused pupil places for two years. Boards can declare the space surplus and follow dis- position requirements, or work with an entity for a joint use agreement, according to the report. It’s expected the fees or rent charged for space will cover operating, main- tenance and capital costs of the area. Any renovations would be paid for by the group. Boards would be expected to remove the pupil capacity from the space occupied by partners, reducing the amount of top-up funding they would receive from the ministry. Consideration would need to be given to who is responsible for the build- ing, landlord responsibilities, collective agreements relating to custodial care, and the impact on liability and property insurance. “There are poten- tial issues around the funding of a site purchase,” Mr. Hodgins said. Boards are currently exempt from property taxes and they would need to consider if having tenants and co-builders with different status could impact that. It also needs to be considered how having a co-builder could impact the board’s ability to level an educational development charge in growth areas. Other concerns were also listed, such as how long-term leas- es could impact school closure capabilities. But not all trustees are worried about the policy. “I think this is very interesting and exciting actually,” said Pickering Trust- ee Sherry Croteau. With the impending development of the Seaton lands in Pickering, the board could start to talk with municipalities about those partnerships with schools, she said. The college is asking the Region for $5 million over a five-year period to help pay for a $21-million expansion. College president Don Lovisa told Regional Council’s finance committee last week the expansion of the Whitby campus would attract about 1,200 stu- dents over the next three to four years. The college is in midst of a three-phase expansion at the Whitby campus. The first phase, costing $9 million, is almost complete, Mr. Lovisa stated. The second and third phases would cost $21 million, he noted, adding the second phase is about to start. With the Region’s $5 million, the col- lege will fundraise $6 million, with $10 million coming from the provincial and federal governments through the Knowl- edge Infrastructure Program. “Your investment in the local econo- my through these new state-of-the-art educational facilities ... will attract stu- dents from across the Region, province and country to a post-secondary hub of excellence, will encourage more stu- dents, faculty and staff to build their futures in this exciting community,” Mr. Lovisa said. “In Durham Region, there are signifi- cant developments planned or under- way that are predicted to create thou- sands of new jobs in the next three to five years, including the proposed devel- opment of the Seaton lands in Pickering and the building of new nuclear facili- ties in Clarington,” Mr. Lovisa said. “We are asking the Region to invest $5 million to this $30-million expan- sion project while Durham College will secure the remaining $6 million through fundraising and seeking additional sup- port from the provincial and/or federal government,” he said. “Today we ask you to invest in that prosperity through a multi-year contri- bution that will ensure Durham College grows and prospers for generations to come.” In addition to focusing on skilled trades, new courses at Whitby would be in food sciences and agriculture, he noted. “You’re in the business of education. We’re in the business of running a com- munity. I’m looking at this as an invest- ment,” Oshawa Councillor John Henry said. Phase two would start in the next couple of weeks and Phase three next spring. Regional Chairman Roger Anderson referred the matter to the 2010 budget process. “Any funding would be over five years,” he added. Mr. Lovisa said 1,200 students would pump $6 million to $7 million “in new revenue while we spend locally. “Millions of dollars are invested in our economy. Brothers Victor and Kenneth Emkeit are spearheading a Halloween display on Eyer Drive with the assistance of some neigh- bours to both celebrate all things spooky and to fill the food hampers of needy fam- ilies served by St. Paul’s-on-the-Hill Com- munity Food Bank. They’ve been busy in recent weeks ham- mering, cutting, forming and creating a host of Halloween-related props and scenes in an admirable bid to generate Halloween excitement and social aware- ness. Several homes on Eyer Drive (in the West Shore community of Pickering) will be decked out with realistic-looking tombstones, an eerie crypt, tumble-down fences, scary characters and more to give you a seasonal fright. Fundraising raffles, games and refresh- ments are also available for residents who come out to take part in the event, all to raise money for those facing a long autumn and cold winter without ade- quate food supplies. It is precisely this sort of community leadership that Pickering and Ajax resi- dents should look to if they are keen to do something for others in their neighbour- hoods. A good idea, a common purpose and just one or two engaged residents with a view to helping others is all it took for this Halloween display to move from concept to reality. And though Halloween will come and go quickly just as it does every year, the benefits will last well into late fall and beyond as food bank officials add to their stocks with the proceeds from this event and others like it. We offer a tip of the hat to the Emkeits and others in our communities who answer the call from within and do what they can to give a hand up to others. The other season of giving is just around the corner. Take the opportunity to answer the call and make good on the promise of the efforts made by others. HEALTH Extra precautions will help reduce incidence of H1N1 influenza To the editor: We’ve had flu, SARS, Swine Flu (H1N1) and who knows what else is yet to come - - superbug? It’s a different flu season this year. Public health services departments and Ontario ministries keep repeating statis- tics, talk about expected outbreaks and provide education such as coughing into your arm, and how to properly wash your hands. Up until now no one has brought up the subject of wiping your hands. Where are the hand towels? I shop at various stores and guess what? These companies and others provide hot air blowers that really do nothing in the way of eliminating hand-to-door con- tamination. This shows me that the people in charge of this area do not really take their respon- sibility seriously enough and are putting consumers at risk. What I’m getting at is, all retailers/ res- taurants that have washrooms should have paper towel dispensers so that users can throw it into a basket beside the door. By implementing this suggestion, there would be less contamination from people who do not wash their hands. Other alternatives would be to have con- toured entrances, no doors, or automatic doors. Imagine the savings on doors. Ken Tropak Oshawa HEALTH Harmonized sales tax is here to stay To the editor: Re: ‘People will simply get used to pay- ing new harmonized sales tax’, letter to the editor. As indicated in a recent letter, the new harmonized sales tax due to hit pock- etbooks of Ontarians next year is just another example of the continuing insa- tiable appetite of all levels of government for our tax dollars. For example, Oshawa property own- ers pay some of the highest taxes in the GTA, higher than comparable properties in Toronto. And further hikes apparently loom for 2010. Raising taxes, or introducing new taxes is a very calculated measure on the part of governments, factoring in the antici- pated level of taxpayer blow-back. The Ontario Liberals know from experi- ence that by the time the 2012 provincial elections roll around, the furor and gen- eral discontent surrounding the planned HST will have generally abated. People have lives to live, jobs to work and families to care for, and we have only so much time and energy for outrage. And the provincial Conservatives would no doubt quietly continue to implement the new tax system should they be elect- ed to office. Yes, write your MPP or MP, or contact your local councillor to show that you do care about increased taxes or any other matter that concerns you. It’s important to let them know how you feel - they do sometimes listen. And often you’ll receive a response, thanking you for your input. But the HST is a done deal, and will hit all of us every day of the week in most of our regular transactions, whether it’s increased condo maintenance fees, high- er prices for your hair cut at the barber’s, or more money for your morning Tim Horton’s. Blow-back and outrage have expiry dates, and the politicians and their faith- ful bureaucrats know this full well. The owners of 2 Brothers Handy Men Service, who also specialize in sell- ing kids games and building and selling props, have been working hard on turn- ing their home, along with those of their two neighbours, into a graveyard that will be open to the public from Friday, Oct. 30 to Sunday, Nov. 1 from 7:30 to 10 p.m. “I’ve had a lot of people driving by that thought they were real,” Kenneth said as he showed off his handiwork, a grave- stone made out of wood and covered in cement that could easily pass for some- thing from the 19th century. “We start out with modern-day stuff and then we make it look old,” he said. Victor has basically envisioned the crypt, and Kenneth builds the props to make it come to life. A tombstone will take Victor a day and a half to create, and a coffin will take him around two. “Everything is handmade, even the blood,” Victor said. The graveyard, which will be surround- ed by old-looking fences and pillars, will include coffins, scary dummies, torture devices, tombstones, grave markers, a book filled with scary stories and dry ice to set the mood. There will also be free kids’ games where the children can win prizes such as stuffed animals and vam- pire teeth. The event will include free photo opportunities and Tim Hortons coffee for 50 cents and hot chocolate for 25 cents. People can buy raffle tickets for $1 each to win their own custom-made coffin, and prizes will be given to those in exceptional costumes. Victor, the father of five, said he and Kenneth often put on fireworks displays for the neighbours to enjoy, and have held community fun fairs at Lookout Point Park in the past. “We like to see them have fun,” he said. Besides, these types of community- friendly events seemed to be more popu- lar back when they were kids. “These things are the things I miss,” he said. Victor Emkeit Students promote proper chemical disposal BY KRISTEN CALIS kcalis@durhamregion.com PICKERING -- If Pickering residents have noticed a flyer in the shape of a fish hanging on their door handles, it’s the result of hard work of students at a cou- ple of elementary schools. Students from both Altona Forest Pub- lic School and St. Anthony Daniel Cath- olic School in Pickering were recently treated to a day of learning about storm drains and the effect dumping harm- ful chemicals down those drains has on animals native to Durham. The Yellow Fish Road program, devel- oped by Trout Unlimited Canada, start- ed in 1991 when yellow fish were paint- ed beside storm drains to remind the public about the impacts of pollution entering urban storm drains. New to the program this year are yel- low fish discs stuck to curb tops adja- cent to the storm drains. They have a longer life span than the painted ones, and will also include the message that storm drains flow into rivers and lakes. Each disc also has a contact number should residents have questions about the program or storm drains. Representatives from Toronto and Region Conservation Authority (TRCA), partners on the project, took the stu- dents out to the storm drains to install the new discs, and helped them deliver flyers to households to inform residents of the program. Eighth grader Mariah Ramlogan was impressed with all she learned. “If we don’t protect the environment we won’t have anywhere to live,” she said. “We only have one earth so we have to protect it.” Alex Payne, a TRCA outreach program education instructor, said the students noticed evidence of hazardous waste that have gone down the drains, such as leftover paint. He found the kids were happy to be involved in the project. “We usually get a very positive response from them,” he said. The kids also learned about the ani- mals indigenous to the area when Mr. Payne passed around furs of those native to Durham Region. They learned that water travelling down most drains, including detergents from car washes, chlorine from drained pools, and pesti- cides from lawns, goes directly to lakes, rivers and streams without purifica- tion. “All of the animals would be depen- dent on that water,” Mr. Payne said. The TRCA hopes the efforts will catch on throughout Durham. I have barely lost any weight and I feel as though I’m doing all of this hard work for nothing. What am I doing wrong? Answer: Exercise is great and it offers several health benefi ts but, for the purposes of weight loss, it just isn’t enough. Without a proper nutrition plan with the right combinations of nutrients to nourish and fuel your body, your weight loss efforts may be minimal with maximum frustration! Let’s take someone who is 190 lbs, exercising diligently three times per week walking at a moderate pace for one hour. That person would burn approximately 300 calories each time they exercised, for a total of 900 calories each week. In order to lose 1 pound of body fat, you need to burn 3,500 calories. So, this person wouldn’t even be close to losing half of a pound with exercise alone. This isn’t taking into consideration that if you burn 900 calories and take in 1,000 extra calories from a hamburger and fries for example, you haven’t lost any weight at all! After the successful May launch of Operation Clean Sweep when Ontario Power Generation volunteers helped 13 seniors in Ajax and Pickering with spring cleaning yard work free of charge, the volunteers have decided to do it once again later this month. The idea is to turn work that’s usually heavy duty into light work seniors can easily main- tain. Ajax, however, ran away with the win, with a 22-0 victory. BASEBALL LONDON -- Pickering’s Andrew Bergman went the distance, and then some, helping his Western Mustangs earn a trip back to the OUA champion- ship baseball series. Bergman led the Mustangs to a 5-1 win over the University of Toronto Varsity Blues at Labatt Park to sweep the best- of-three semifinal matchup. The win sends Western to the OUA final for the fourth time in the last five years. Bergman made that official on Sun- day. “I felt great out there,” said the vet- eran pitcher on the OUA website. “It was just a really great game. It feels great to be able to get a really hard-fought win against a good team.” And a hard-fought win it certainly was. Until the Mustangs pushed across four runs in the top of the 10th inning, both starters were locked in a pitcher’s duel. Toronto’s Tyler Wilson allowed just a pair of hits through four innings, while Bergman took a no-hitter into the fifth before giving up a double that later scored. That knotted the score at one, until the 10th when the Mustangs scored four times. Bergman, who came out for the start of the 10th, picked up the win for Western. The right-hander worked 9 1/3 innings, allowing just one run on four hits and a pair of walks while striking out seven. “I was able to keep my pitch count down because they (Varsity Blues) are a real aggressive team at the plate, and they put a lot of balls into play early in counts,” Bergman said. “And once again our defence played phenomenal. All the pitchers just know that we can rely on this defence of ours.” With the win, the Mustangs earned a trip back to the OUA championship series after missing the finals in 2008. Prior to that, Western had won three straight OUA titles. The Ajax, Pickering ringette organiza- tions have been serving the communities for many years. The girls in the organiza- tion not only play in the community, but also travel around Canada and overseas. Over the years many of the local teams have played in tournaments and exhibition games in Finland. In return Finland has sent teams to the annual local tournament. Recently the club received a grant from the Trillium Foundation to expand the organization and create more programs. One of the programs is a subsidization pro- gram where qualified families will have the opportunity to enjoy the season and equip- ment at no charge. In conjunction with that, there is also a transportation program set up for families enrolled in the house league program who have no means of getting to the rink on their own. The Ajax, Pickering Ringette Associations strive to serve the community and the main goal is to make the organization a multi- cultural sport representing all the cultures in the community, bringing all the girls together not only learning the game and skills of ringette, but also all the cultures in the community.
