It’s been one year since the Rouge Valley Health System (RVHS) announced plans to move inpa- tient mental health beds out of Rouge Valley Ajax and Pickering hospital to Centenary hospital in Scarborough. Management hoped to cut costs, since the hospital was running under a massive deficit, and improve services. “The debt was threatening our ability to pro- vide (the best) quality of care, so we had to get our finances in order,” chairwoman of the RVHS board of directors, Janet Ecker, said in an inter- view. Councillor Johnson said the Region has to plan for growth, which it’s doing with the Pro- vincially required growth plan, and accom- modate the new residents moving to the area. Mayor Dave Ryan agreed. “You have to put a pin in the map some- where,” he said. The Province believes Durham will reach one million people by 2031, and the Region of Durham has to submit its plan to accom- modate that growth by June. The plan was narrowly passed by council recently, but residents weren’t thrilled with it. The plan is premature, said Angie Jones, adding baby boomers are getting older and people are having fewer children. “We don’t even know what we’re planning for,” she said. The plan projects Pickering will have a pop- ulation of 226,000 by 2031 and 77,000 jobs. It predicts an additional 36,000 housing units between 2015 and 2031. The plan identifies a transportation hub at the GO station in south Pickering, and staff asked that the GO station planned for Seaton also be deemed a trans- portation hub. Staff requested some changes to the plan, but agreed with it over all. All lands in northeast Pickering (the white- belt lands) are proposed for future urban uses. A shovel hasn’t hit the ground in Seaton, yet Durham is seeking even more land for growth, a resident criticized. “Are environmental consequences even considered in this anymore?” Steve Murray said. In the case of an economic depression, he said, local farmland could be a huge asset, and many people see agriculture as the next economic boom. “We’ll have squandered our chances,” he said. The City does, however, support protection of agricultural land outside of the whitebelt. Peter Rodrigues said more environmental assessments should be done on areas such as Seaton and Carruther’s Creek and added prime farmland should be preserved. He also felt the proposed airport in north Pickering, which has been a possibility since 1972 but has never come to fruition, shouldn’t be included in the plans. “The growth plans take into account an air- port on the federal lands,” he said. “This is not yet the case and may never be the case.” Ward 3 City Councillor David Pickles, who made a number of amendments for the Region to consider in its plan, made one to reconfirm the City doesn’t support an air- port. Ward 1 Regional Councillor Bonnie Lit- tley said projections for Pickering’s Urban Growth Centre, which will accommodate sig- nificant intensification, were left out. “I have to say, why are we approving this then?” she said. “There are just so many things we don’t know.” Coun. A recent letter to the board from the Friends of Ajax/ Pickering Hospital, criticizing the conditions at Cen- tenary, indicated problems still exist. Complaints included overcrowding, substandard care, over-use of restraints and dirty rooms. An Ajax resident who stayed in the unit, Gord Holliday, attested to that. “I would never go back,” he told the media. His wife, Wendy Holliday, said in an interview although the nurses are great, she quickly transferred her hus- band to Markham-Stouffville hospital because of the conditions. Areas do need upgrading and slowly and surely it’s get- ting done, Ms. Ecker said, adding the hospital takes the concerns seriously. She denied anyone’s health or safety was at risk. “While we’re not done improving services there, it’s not as was described in the letter,” she said. She said board members recently toured the facility to see for themselves, and were satisfied. Ms. Holliday questions why it took a newspaper story to get them to do so. There’s been an increase in hours of inpatient nurs- ing care as a result of the consolidation and the medical psychi- atric intensive care unit (added to Centenary a few weeks ago) allows people who require both medical and mental health care to remain in the same bed. And on track with cutting costs, she said, RVHS should reach a balanced budget this year, and hopes to have a surplus the next. “There’s a backlog of infrastructure we’re starting to address because finances are improving and dollars are being better managed,” she said. The Friends said the former mental health unit is sitting empty. Janet Ecker PATIENT from page 1 COURTS Murder victim’s blood found on suspect’s clothing BY JEFF MITCHELL jmitchell@durhamregion.com WHITBY -- Traces of blood from a young man stabbed to death outside an Ajax nightclub were found on the clothes of a man now charged with his murder, a jury has heard. Tests on blue jeans seized at the Scarborough home of Troy Johnson-Lee confirmed they were spattered with the blood of Orin Felix, who died after being stabbed outside the RimRock bar in the early hours of Sept. 1, 2006, a Durham forensics officer testified Thursday. Mr. Johnson-Lee, 24, is charged with second-degree murder in the death of Mr. Felix, 19, of Whitby, and attempted murder in the stabbing of another young man the same night. The Crown alleges Mr. Johnson- Lee, angered after a dance floor scuffle inside the club earlier in the night, stabbed both men when hostilities flared up outside the bar after its 2:30 a.m. closing time. Durham cops investigating the stabbings executed a search warrant at Mr. Johnson-Lee’s home in October of 2006 and recovered the clothing he wore that night to the now-defunct RimRock, Detective-Constable Bryce McLean, a forensics identification officer, testified Thursday in Superior Court in Whitby. Among the items seized were a striped, collared shirt and a pair of blue jeans. “I observed a large amount of dark, red-brown staining” on the jeans, Det.-Const. McLean testified. Field tests indicated the stains were blood and further examination at the Centre for Forensic Sciences con- firmed the presence of Mr. Felix’s DNA on the pants, jurors heard. The jeans were entered as exhibits at this trial, as has a shirt Mr. Johnson-Lee wore to the RimRock the night of the stabbings. Witnesses have said they saw a man wearing a striped dress shirt involved in a scuffle on the dance floor and wielding a knife outside the club. Zoning process could take five to six months BY JILLIAN FOLLERT jfollert@durhamregion.com DURHAM -- Three months after a fire destroyed its shelter in Oshawa, the Humane Society of Durham Region has a tentative new home. If all goes according to plan with the zon- ing, the new shelter will be built in an indus- trial area of south Whitby. Shelter Manager Ruby Richards said the humane society made an offer on a two-acre, vacant piece of industrial land on the south- east corner of Wentworth Street and William Smith Drive, and it was accepted. The sale is conditional on the Town of Whitby agreeing to make an amendment to the zoning. Bob Short, director of planning for the Town, said the process typically takes five to six months. “We will do this as quickly as we can, but we do have procedures and protocols that we have to abide by,” he said. First, the humane society has to submit an application. Next there is consultation with stakeholders, public notice of the poten- tial zoning amendment, a public meeting, a report and recommendations from Town staff, and finally, a vote by council. Ms. Richards is cautiously optimistic there won’t be any major roadblocks. “This land isn’t near any schools or residen- tial or anything like that,” Ms. Richards said. “If people don’t have a problem with having a factory and a steel plant there, I hope they won’t have a problem with us being there.” The humane society used cash it had already earmarked to buy the land, and will rely on fundraising proceeds to cover the cost of the new building, which Ms. Richards estimates at about $1 million. A flurry of fundraisers held over the past three months has raised between $150,000 and $200,000 and several more events are upcoming or in the planning stages. “We’re going to need more help, a lot more,” Ms. Richards said, adding she hopes work will start on the new shelter this sum- mer. It can’t happen too soon -- the humane society’s temporary location is already filled to capacity with 35 cats, 10 dogs, 10 rabbits and four guinea pigs. Another 200 cats are on a list, waiting to come in and dozens more are expected as litters of kittens are born this spring. Program would not be justified, staff say BY REKA SZEKELY rszekely@durhamregion.com AJAX -- The Town of Ajax is taking a pass on creating a permit program that would allow overnight parking on Town streets. As it stands, Ajax bylaws forbid park- ing between 3 a.m. and 6 a.m., or park- ing longer than three hours, on a Town street. In November 2007, the Town hired consultants to look at the feasibility of a residential park- ing permit (RPP) program which would allow Ajax to issue on-street parking permits for a fee. Angela Gib- son, senior trans- portation plan- ner for the Town, said only a small number of near- by municipalities have such programs, including Toronto, Markham and Hamilton. “There aren’t many examples in the GTA that have an overnight residential parking permit program,” she said. Ajax’s study focused on three factors: demand for on-street parking, the sup- ply of spots and the cost of running the program. To determine supply and demand, the consultants looked at three areas: a por- tion of the Nottingham subdivision in north Ajax, the southeast corner of Bayly Street and Salem Road and an area near the southwest corner of Bayly and Aud- ley Road South. Based on observations of overnight parking during one night in March and one night in April, the Town determined only about seven per cent of homes would participate in the program. “Based on our analysis of our survey there really isn’t enough demand ... in the future that may change with growth and intensification,” said Ms. Gibson. In existing RPP programs, the partici- pation rate is between 30 and 80 per cent. And the business case doesn’t work out either, said Ms. Gibson. The 89 per- mits identified for the three areas would come with a $116,000 initial startup cost. Permits would carry a $25 to $30 price tag per month to fully recover the operating costs. In addition to the demand issue, Ms. Gib- son said on-street parking would present problems when it came to snow-clearing and garbage pick- up. Local school boards declined to allow parking in their lots during the winter because of liability issues. Councillors weren’t wholly satisfied with the report from staff. Ward 1 Coun- cillor Shaun Collier said he gets many calls from people needing more park- ing, from families with driving teenag- ers to people who rent out basements. He wants to see solutions for those resi- dents. Ms. Gibson said the study’s focus was simply to find out if an RPP program was feasible for Ajax. Ward 2 Councillor Renrick Ashby agreed with Coun. Collier and pointed out even some two-car garages can’t fit two cars, including his own. “So there are problems and I hope it doesn’t end here,” he said. “Perhaps through the bylaw we could come up with more creative solu- tions.” There aren’t many examples in the GTA that have an overnight residential parking permit program. Without the outstanding, compassionate, respectful, professional care from staff at all levels, she most certainly would not still be with us. The facility is immaculate with a wonderful warm ambiance. These staff deserve far better treatment from their employer. Garth Johns, Regional Human Resources manager, was credited by your paper as referring to “only part-time workers” being without the benefit of medi- cal I.D. cards. What a condescending, disre- spectful attitude, especially from someone in such an influential position (with high sala- ry, full benefits, etc.) It would seem keeping workers without a contract for so long with the excuse that it is their own fault and money is tight, only underlines a lack of respect our regional staff show toward valuable employ- ees in so many areas of service. Laura Sauriol Oshawa CIVIL RIGHTS Ban of British MP an attack on free speech To the editor: The Harper Government’s increasingly lopsided and ridiculous policy of unswerv- ing support for Israel has claimed another victim, our free speech rights and, more par- ticularly, our right to hear George Galloway. A five-time elected Member of the British Parliament and outspoken defender of Pal- estinian rights, Mr. Galloway was banned from visiting Canada this week where he would have addressed thousands of Canadi- ans opposed to the Conservative’s policy of full support for Israel’s recent assault on Gaza that killed 1,440 people, most of them women and children, and injured another 5,380. It didn’t matter to Immigration Minister Jason Kenney that Mr. Galloway has visited Cana- da and spoken on Middle East issues several times in the recent past, or that he is now in the United States speaking freely, or that the British Government does not consider him a security threat or even that Israel recently admitted Mr. Galloway as part of a convoy that brought aid to Palestinians who remain under blockade in Gaza. In a democracy where free speech is val- ued, citizens have the right and responsibil- ity to hear and judge for themselves the value of a speaker’s claims. Robert MacDermid Sunderland EDUCATION Don’t change name before seeing what school can do To the editor: Re: Name game will provide school solution, James McGillawee, letter, March 27. I don’t understand the need for changing the name of the University of Ontario Insti- tute of Technology within a few short years of the university being established. We can change the name as much as we want, but it is the quality that matters. I went to Queensland University of Tech- nology (QUT) in Brisbane, Australia. It was established as Queensland Institute of Tech- nology in 1965. It was not until 1989 that it was approved to become Queensland Uni- versity of Technology. And in 1993, it was awarded Australian University of the Year. For every one overseas student they brought in, it opens up two more seats for Australian students. So if UOIT wants to make itself a name to be recognized, why not run a business model where it becomes self- sustainable by recruiting overseas students and charge them a high tuition price? They will pay any price to attend a university/insti- tute that is reputable. My parents paid close to AU$6,000 in tuition fees alone and the last time I checked, QUT now charges overseas students more than AU$10,000 per semester. Let’s establish what UOIT can do and achieve, before we start thinking about changing the name. Tek Ang Oshawa Toronto shouldn’t get all the Province’s transit money While it’s nice to see Toronto get a bun- dle of loot to totally transform its transit system, it’s hard not to be envious here in Durham. When the Province has agreed to hand over billions for Light Rail Transit lines that will be completed within the city and will have links to York and Peel regions, you can’t blame Durham people for say- ing: What about us? It’s an old story, but the frustration level only increases as we continue to be ignored. It may well be that Toronto has been waiting a long time for upgrades to the Toronto Transit Commission. Anyone who has used the subway system and buses in the big city is probably aware that more is needed. The $9-billion bonanza that Premier Dalton McGuinty and Mayor David Miller did their happy dance to on Wednesday doesn’t even include a subway line extension into York Region from Finch Station to Rich- mond Hill. But it does include an a 32.5-km line from Pearson airport to Kennedy Station, as well as an 18-km line from Humber College to Finch station. And the Scar- borough RT line will extend to the Mal- vern Town Centre. York Region will get $1.4 billion in new VIVA buses and rapid- way extensions. It’s all very sweet for our neighbours to the west, but once again, we are left on the outside looking in, wondering what we have to do to get the premier’s atten- tion. Whether it be hospital funding, an extension of Hwy. 407 or better and more transit, it would seem that time and again, Durham remains an afterthought at Queen’s Park. It’s certainly true there are many high- powered Liberals in the provincial cabi- net and Mr. McGuinty owes much of his success to his power base in the GTA. It doesn’t escape his notice that when he looks east there are a number of Progres- sive Conservatives sitting in Durham rid- ings. But surely, it would be simply too petty of the premier to ignore Durham just because he doesn’t have a majority of Liberals here. It’s time, whether it be better GO Tran- sit service or a better deal for Durham Transit, that Durham’s politicians stood up and were counted. Although, given the largesse of the Province toward Toronto, there may be precious little left in the kitty. Ontario is launching North America’s first feed-in-tariff (FIT) program as part of its pro- posed Green Energy Act. The program guar- antees a 20-year fixed price for various forms of green energy production such as wind, hydro-electric and solar. The last will grab the highest rate at up to 82.1 cents per kilowatt hour for the smallest scale producers which could include homeowners. The Town of Ajax will qualify for the solar incentive with its new operations centre, to be located at Salem Road and Rossland Road. Ajax had already planned to mount photo voltaic cells on the building’s roof and build a sculpture shaped like a sail. In total the build- ing will generate 100 kilowatts per hour. In its business case, the Town estimated it would take 20 years for the electricity revenue to cover the costs of installing the cells. The creation of the FIT program means Ajax will now receive 70.3 cents per kilowatt hour instead of the budgeted 43 cent, reduc- ing the payback time. “This change could bring it down to the 10- to-12-year time frame, so it could reduce the payback period by approximately 40 per cent,” said Dave Meredith, director of opera- tions and environmental services for Ajax. And perhaps other Town buildings will sport photo voltaic cells as well. “Clearly our community centres are prime opportunities based on the amount of roof space they have,” said Mr. Meredith. Jack McGinnis, board chairman for Dur- ham Sustain Ability, said several local busi- nesses could take advantage of the new composting program, including composting companies who generate biogas. One option may be installing solar cells on the roof of Pickering Town Centre. “They have a lot of space and we’re hoping we’ll be able to develop a project like that,” said Mr. McGinnis. Another option is creating biofuel from french fry oil. If the fuel is used for a generator, it would qualify for the FIT program. Durham Sustain Ability wants to create a pilot project for local restaurants including the food court at the mall. Although the Province’s plan also provides an incentive for electricity generation from methane at landfills, Durham works commis- sioner Cliff Curtis said with only one active landfill, the Region’s landfills don’t produce enough methane to be of use. They’ll be part of a worldwide event organized by World Vision where youth will go 30 hours without eating on April 3 and 4. During that time, participants will learn about poverty and raise money for World Vision Canada to help children in developing coun- tries. “It’s a really powerful event,” says Karen Flores, World Vision communications officer. “It gives youth a chance to see how hard it is to focus and go through- out the day while being hungry.” Locally, Grade 12 Ajax High School students Crystal Rowsell and Cetra Heresh are organizing an event at their school. “Participating in the famine taught me even though we have issues here, there are bigger problems throughout the world and when a bunch of commit- ted and caring people get together, we can talk through these problems,” said Crystal. The Grade 12 student helped plan activities over the 30 hours such as a movie room, skits, dodgeball, team building games, collecting non-perishable food items for a local food bank and a buffet at the conclusion of the event. Participating in the famine is a tradition at Ajax High School and the students wanted to keep it that way. Overall, the famine is geared towards teenagers at least 13 years old. Participants aren’t completely with- out nourishment. “Water and juice are allowed to be consumed but if someone is too hungry and feels like they must eat, white rice is suggested,” says Ms. Flores. Although the national days for the famine are April 3 and 4, groups can take part on a different day. Ajax High School students will hold theirs later this month. Jim Clapp, the finance commissioner, told the finance committee recently that the case- load has risen by 902 cases between February of last year and February of this year. In February, there were 8,565 cases, up from 8,372 in January. In February of 2008, there were 7,663 cases. “The deepening economic recession, and its resultant impact on the local economy, is expected to result in further increases in the Ontario Works caseload,” the staff report to the committee noted. Competing in the Vegas Years category of the city’s Elvis impersonation contest, Cigan will bring his life-long passion for Elvis to the stage, hoping to emulate his idol’s treasured legacy. “I chose to perform in this era because I love the stage presence of Elvis in the 70s,” he said. Cigan is competing in a tough category, facing impersonators hailing everywhere from Moncton, New Brunswick to Australia and Great Britain. When asked what it is about Elvis that continues to pull people from across the world toward him, Cigan’s answer is simple: “He was good looking and dressed well.” While it might be all about looks for the competition, Cigan also acknowledges and admires Elvis’s lasting impact on the music industry. Having seen Blue Hawaii at the impression- able age of five, Cigan became “hooked” on Elvis and hasn’t looked back. In addition to the image and star power of Elvis, Cigan admires the natural talent Elvis possessed. “His voice was unique; it’s one of a kind and he brought rock and roll to its full- est,” he said. Cigan will do his part to re-ignite the fire in Elvis’s thunder as he takes part in the Elvis Festival, which runs from April 4 to 5 at Toronto’s Stage West All-Suite Hotel and Theatre Restaurant. Cigan is excited about the event, which is a great opportuni- ty to showcase a wealth of talent among the diverse competi- tors. After being personally invited to attend the festival, Cigan explained, “I thought it would be nice to attend a festival that was being held close to home and be recognized as an Elvis tribute artist.” Perhaps this is just the first step for Cigan. Pickering shooter exhibits photos taken on the job BY MIKE RUTA mruta@durhamregion.com PORT PERRY -- Mike Pochwat’s exhibition at the Kent Farndale Gallery is his way of thanking the Uxbridge and Port Perry com- munities. The Pickering photographer, who has spent a fair share of the last three years as a Metroland freelancer in the north Dur- ham communities, is showing photographs taken on the job over that time period. “It’s a lot of trust people give me when I ask to take their photograph,” he says. “It’s a way of saying thank you for letting me take your picture.” Pochwat says if he had the space he would have shown more than 1,000 images in the show. As it stands, he’s showing roughly 390. “Everything from a house fire to the Port Perry fair to somebody reading a book under a tree at Elgin Park,” he says. All of the photos are on sale and there are 380 or so six-by-eight-inch pictures selling for $10 each and 10 larger prints selling for $100 apiece. He’s donating 25 per cent of the proceeds from the sales to Operation Scu- gog, the local food bank. While he isn’t shooting in the communi- ties as much these days, Pochwat says he learned first-hand how they are “more per- sonal” than more populated places. “The one thing that I really experienced while working up there is that people are extremely friendly and welcoming,” he says. “I felt as if I was part of the community even though I didn’t live there.” He’s hoping people “will regain an appre- ciation for their communities through these photographs.” One of his favourites is of a man walking down a Lake Scugog dock holding his kayak, preparing to enter the water. Another photographer might have waited until the man placed his craft in the water, or he was in the kayak and paddling. But not Pochwat, who points out, “you can’t even see his face” in his image. Instead, his photo is taken from behind, the kayaker perfectly in line with the dock, fun and excitement awaiting him and all who love and enjoy the lake. What might have been an aver- age photo becomes a stunning recreational icon. “To me, it sums up the Lake Scugog region,” Pochwat says. The gallery is inside the Scugog Memorial Library. So, it was a distinct advantage to the Whitby Rotary team to have him on their side during a recent Sledge Hockey Chal- lenge event hosted by the Dur- ham Steelhawks at the Iroquois Park Sports Centre. Sure enough, Booker’s team won the game 3-0 over the Rotary Sunrise, as Booker was able to show the Rotarians that a wheelchair is no limitation in sledge hockey. Booker, from Ajax, is a former Paralympic gold medallist with the Canadian national team. The fun event raised aware- ness for the sport and a provid- ed a hands-on understanding of the skill and physical require- ments to be good at this unique type of hockey. The local club, which is celebra- ing its 25-year anniversary this year, was one of four to be hon- oured with the Centre Circle Award for Meritorious Service by a club, which recognizes those who have made outstanding contributions. In order to be considered for the prestigious award, the club must be nominated by an association member. “We are thrilled that Pickering Soccer Club is being recognized for the Centre Circle Award and appreciate the Durham Region Soccer Association for nominating us,” said Pickering president Carl Pearce. “As this award is the Ontario Soc- cer Association’s highest level of recognition, it is truly an honour to have our name included amongst the best soccer clubs in Ontario.” The other three clubs were the Hamilton Serbian Soccer Club, Sudburnia Soccer Club and the Brock Soccer Club. They will for- merly be recognized at a banquet in Ottawa on April 18 as part of the OSA’s AGM meeting. Pearce noted that receiving the award would not have been possi- ble without the leadership provid- ed by the club’s board of directors, head coach, business manager and many other staff. “Their passion for the game has driven our club to progress steadily and become a leader in the soccer community,” he said. For the club, it was the second big honour it recently received. In an effort recognize and cele- brate the work done on the pitch- es and behind the scenes, the OSA launched a pilot project dubbed the Club Excellence award, which recognizes the hard work happen- ing within clubs across Ontario. The award is focused on improv- ing standards, increasing aware- ness and promoting continual development, and Pickering will be receiving the highest honour, according to the club’s business manager Shelly Augustin. Josh Hall teamed up with Spen- cer Anderson, James McPher- son, Yvonne Lalonde, and coach Donna Hall at the Marmora and Area Curling Club and ended the round-robin playdown tied for first place with four other teams, all at 4-3 records. Tie breakers were necessary, and the Annandale team was sidelined in a semifinal by the defending champion Christian Tolusso rink from the Ottawa area. A rare event occurred on Thurs. March 26 during the Mixed Curl- ing League with an eight-ender scored by Barry Moylan, sparing for Brian Moffatt and with Peter and Sian McLean. They will each get an eight- ender pin from the OCA, and an eight-ender pin and a certificate from the CCA. It is tough to end any competi- tion in first place, but Bill Buffey is pleased to advise that his team won the A division in the Thurs- day Night Mixed League which finished March 26. Bill teamed up with Gail Cham- bers, George Flint and Sharon Ridge. They will get their names added to the League trophy. The Competitive Men’s League finished the regular season last week and is now into playdowns within each division. Each team is guaranteed two games and there is cash to be won. The final games are scheduled for Tues. April 14, which also will be the league closing night with food and drink. Annandale Curling Club will again be hosting the OCA Silver Tankard Ontario finals Sunday. All eight sheets will be in use, and an official timer is needed on each sheet.
