The Wards 3 and 4 Regional Councillor is presenting a motion at the Feb. 9 council meeting calling on the provincial government to make changes to the Municipal Elections Act. Specifically, the change would give each municipality the power to ban corporate and union donations to candidates running at the local level. “As a local council, we deal routinely with planning matters that affect the well-being of the community and create wealth for develop- ers,” she said. “The problem has been an issue, certainly one the people in Ajax are aware of. “The development industry shouldn’t have that undue influence on local councils,” Coun. Jordan said. She would like a ban in place for the next municipal election, set for November 2010. “To have it in effect for the next election, we need to do things quite far in advance.” Robert MacDermid, an associate professor of political science at York University, recently released a study, Funding City Politics, that examined contributions to municipal cam- paigns in the 905 area. One of his findings is winners tend to have higher contributions from the development industry than losers. Mr. MacDermid’s study “highlights a num- ber of issues on the contributions to munici- pal campaigns,” Coun. Jordan said. “Contri- butions tend to be significantly higher from the development industry. Many are not even located in the municipality, but they have land holdings. “Trade unions and corporations don’t have a vote. The question is why they should have such an influence over an elec- tion. With any financial transaction, there’s a reason for that,” she said. “It’s a good step forward, especially when we look at issues the public is concerned about, urban sprawl and the environment,” Coun. Jordan said. Tim Little, a legislative liaison with the On- tario Public Service Employees Union, said the union supports donations to candidates. “We encourage people to actively participate in elections. Part of that is getting involved. “We understand the intimate relations some politicians have with the development industry,” he said. Banning both corporate and union dona- tions would be “balanced in that regard. We do think there’s a difference between working people and profit-making corporations,” Mr. Little said. Only three members of the public came out for the session, held Monday eve- ning at the Town Hall. The Town is looking to re- draw the ward boundaries to try and correct the popu- lation imbalance in current wards. Also, the new bound- aries will take into consid- eration future population growth, Clerk Marty de Rond said. To have the new wards in place for the November 2010 municipal election, the new boundaries have to be decided on by the end of the year, he said. “The num- bers really do demonstrate the need to re-balance the wards.” While the wards are being re-drawn, the size and com- position of council -- the mayor, two regional coun- cillors and four local coun- cillors -- is not changing. Ten options were present- ed Monday, from going to an at-large system to variations of the current four-ward sys- tem. An advantage to the at- large system is “everyone gets to vote for every person, so there’s more power in the electorate,” Mr. de Rond said. The disadvantage from a candidate point of view is the cost to run a Town-wide campaign, he said. “The ward system here is good and I don’t think we should overturn it,” Turnball Road resident Ed Rossaert said. Oshawa is moving to an at-large system in the next election, one of the few communities with more than 50,000 people to do so. “At-large isn’t an option as far as I’m concerned,” Ward 4 local Councillor Pat Brown said. Mark Lorray attended the meeting because “I’m a business owner in the re- gion and, as a young person with a young family, I’m in- terested in shaping what’s going on. I think it’s impor- tant.” Alex Krebelj was there “to see what the future holds and the possibilities. We need to make changes, be- cause we’re growing.” Following the meeting, Mr. de Rond said he was “absolutely” disappointed in the turnout. “Electoral in- volvement is something we built into this.” Council will select the new boundaries on March 30. Another information session will be held, with the final options available for people to comment on, prior to council deciding, Mr. de Rond said. Man faces weapons, threatening charges PICKERING — Charges have been laid against a man accused of brandishing a gun and threatening employees at a Pickering restaurant Tuesday night. Durham police launched a search for a suspect after a man who was known to some workers at the restau- rant showed up at about 11:40 p.m. with a handgun and made threats. Cops found a man at his residence and took him into custody without incident. A search of the residence didn’t turn up a gun but police found a quantity of drugs. Christopher Adams, 32, of Krosno Boulevard in Pickering faces several charges including uttering threats and carrying a concealed weapon. P PAGE 6 THE NEWS ADVERTISER, February 6, 2009 durhamregion.com I f public school board elementary teachers walk off the job this spring, the Province should force them back. As a Feb. 13 deadline set by the Elementary Teachers’ Federation of Ontario (ETFO) looms closer, so does the possibility of job action and maybe even a strike. The union announced in early January that its members could be in a strike position by the end of March if significant progress on contract talks isn’t made by the deadline. And although the Durham District School Board and the Durham local of ETFO have contract negotiation meet- ings set for next week, it’s unlikely the union will get what it’s now seeking — the same salary increases other edu- cation sector groups received. All teachers were offered a three-per- cent raise for each of four years, as well as other benefits, for signing a provin- cial framework agreement before a set deadline. Those who didn’t, faced the penalty of a two-per-cent increase for two years instead. The public secondary school teachers’ union played chicken with the threat until the last moment, then signed. Public elementary teachers on the other hand, didn’t, even with an extension. Regardless of what happened in the final hours of negotiations for a provin- cial framework agreement, the union walked away from the table early on and didn’t return until the last minute. Now it appears they’re seeing the light just a little too late and making demands to their local boards. But school boards are not receiv- ing the money to meet the union’s demands. If ETFO really wants now what it could have had in November, it should try a gentler approach. While some say it’s important for the Province to stick to its guns, they should give in, just this once, if the union asks nicely. However, if ETFO does strike, the union should be forced back to work by the Province like it did recently to end the three-month York University strike. The union has no right to take out its frustration with the Province on local school boards and kids. There were no secrets kept from ETFO. It’s the group’s own fault they don’t have the same deal as everyone else. They called the bluff and should have to deal with the consequences. Even without a strike, if ETFO is grant- ed its demands, it will hurt students. The Province isn’t shelling out any more money for increases, so boards will have to find something to cut in their budgets. Most board funding envelopes are earmarked for specific purposes, but there is some flexibility with trans- portation dollars. Maybe kindergarten students will be made to walk two kilo- metres to school instead of 1.6 kms to accommodate the demands and mis- takes made by the elementary union. Province should be ready to end teachers’ strike Airport ‘makes no sense’ To the editor: Re: ‘It’s high time the Pickering airport took flight’, editorial, Jan. 23. Unsound reasons cannot support a flawed conclusion. Why did you ignore all of the valid reasons for no airport? Why not eliminate unemployment by hiring half the people to dig holes and the other half to fill in the holes? The simple answer is, because it would make no sense, even though full employment is desirable. Similarly, a Pickering airport makes no sense, when all the factors are taken into consideration. Peter Rodrigues Pickering Crystal Crimi Apparently, not everyone swept up by ‘Obamania’ Much ado about a vest A Pickering man told not to wear a vest celebrating Barack Obama’s ascension to the White House at work should be allowed to continue doing so. While the world always takes note of who wins the U.S. presidential vote, the election of Barack Obama, most would agree, is dif- ferent than most. And we’re not saying so because Presi- dent Obama is the first black man to hold the office, as significant as that is. No, it’s because Americans, Canadians, Afri- cans and people from the four corners of the globe all hailed his election victory and swearing in with joy and optimism. While that says something about former president George W. Bush and his tenure, and also about the dire economic times we’re in, let’s not take anything away from the new president. His message of hope, of reaching out with friendship to other nations and of restoring America’s tarnished standing in the world has truly resonated across the oceans. Albert Salmon has Obama fever and his wife and four kids are U.S. citizens. The Pickering resident has an Obama T-shirt and a vest with a Toronto Star headline imprinted on the back reading, ‘Obam- ania’. He’s worn both to his warehouse job at the Liquor Control Board of Ontario in Whitby and was surprised when his boss recently asked him to remove the vest. As it turns out, a co-worker complained and the matter will be dealt with through the LCBO’s grievance process, according to Chris Layton, LCBO media spokesman. Why someone would object to the Obama vest is a mystery at this point. We hope, perhaps in vain, that it is not racially motivated. As Mr. Salmon suggested, sure- ly his vest cannot be as offensive as some things he’s seen other employees wear, including shirts with explicit language. The LCBO spokesman explained, “if someone objects to clothing for whatever reason... management at the warehouse would respond to that objection, and that in essence is what has happened.” So, to be fair to the LCBO, they have a process and are following it. Mr. Salmon’s clothing ban, at this point, presumably is pending the outcome of the grievance. It’s interesting that Mr. Salmon wasn’t wearing a political shirt with an explicit message such as, ‘George W. Bush ruined my country’, or, ‘Canada can’t afford Jack Layton’. His vest, in fact, repeats a headline, one that accurately describes the rock star-like adulation Obama has generated. That’s all. Clearly, if Mr. Salmon’s vest is inappro- priate, the LCBO would have to create a policy including any and all clothing that mentions or depicts a politician or a politi- cal party. It doesn’t have to go that far. Mr. Salmon has a good case and the LCBO should dismiss the grievance against him and his harmless vest. DURHAM — The local univer- sity is looking to add more master and doctorate (PhD) programs to its menu. The University of Ontario In- stitute of Technology’s (UOIT) board of governors recently ap- proved establishing three doc- torate, three master and some graduate diplomas in nuclear technology. The proposed PhD in applied bioscience will be the second PhD program offered at UOIT, states a board report. It’s intended to build on the school’s undergraduate and masters’ programs offered by the faculty of science. A PhD in electrical and com- puter engineering will cap off the school’s offerings in electri- cal and computer engineering, the report states. The program is made up of four fields: com- munications and signal process- ing, software, control and power and energy systems. The PhD in nuclear engineering includes fields in nuclear power and ener- gy applications and radiological and health physics, with a range of integrated specialties, such as energy, health care, education and public safety. Graduate diplomas in nuclear technology were approved in the areas of: fuel, materials, and chemistry; reactor systems; op- eration and maintenance; safety, licensing and regulatory affairs; health physics; and, radiological applications. They are the first graduate di- plomas to be offered at UOIT and will be stand-alone, direct-entry programs to support those work- ing in the nuclear industry, the report said. A master of arts in communica- tion will be the second in Canada — the first in the Greater Toronto Area, according to the report. It’s designed to be offered in two formats: a full-time program pro- vided on campus over 12 months for recent graduates pursuing a career in communications, and a part-time online program over two years, intended for those al- ready in the field. Living with Diabetes – What You Should Know, provides information on manag- ing and preventing diabetes, and has tips on healthy eating and physical activity. Developed by a team of local diabetes ex- perts, it’s intended to educate physicians, health-care providers and people with diabetes and their families about services available across the CE LHIN. Education is an important tool in the fight against diabetes, said David Caplan, Minister of Health and Long-Term Care, in a press release. “Helping people prevent and manage diabetes means healthier, happier lives and fewer serious health complications in the long run,” he said. The guide provides information about the recently announced Canadian Diabe- tes Association Clinical Practice Guide- lines as well. It can also be found at www.centra- leastlhin.on.ca. The planning and development com- mittee heard plans for a subdivision that will go on land formerly owned by the Seaton Golf and Country Club. The remaining land will be re-config- ured and continue to operate as a nine- hole course in the future, the City has been told. The Ontario Realty Corporation owns the land and plans to create five blocks that will be divided for 22 townhouses, an open space block and City roads on the east side of Brock Road, south of Old Taunton Road and north of the Hydro Corridor. It’ll be part of Duffin Heights, a future neighbourhood with separate but linked residential areas. A school is pro- posed to go on the portion of the golf course that was sold. Both the Durham Regional Official Plan and the Pickering Official Plan designate the area as mostly for housing purposes, but request higher densities in order to make it more compact. His exhibit, A Past Again, is at Station Gallery in Whitby and continues through Feb. 22. These are new works produced during his trips to France, Germany and England, work that fit in with his love of history, especially military history. “I had a great time,” he said of his time in Europe, the result of his winning the Joseph Plaskett award, a national competition for graduate visual arts students. He spent time visiting military museums, checking out museum collections, and First World War battle sites, including Vimy Ridge and St. Erme, the French com- munity where he spent most of his time. The former convent he stayed and worked in was a Ger- man base of operations during the First World War and was heavily bombed in the second, he said. The partially-ruined building still bears the traces of graffiti by Ger- man soldiers from both wars, he said. Works in the exhibit are paint- ings of art work and photographs he saw in museums, pieces of complex dioramas of battles and military scenes, close-ups of mod- els. He either sketched or paint- ed in the museums themselves or took photos and painted from them. One work is based on a diorama close to home, one from the On- tario Regiment in Oshawa. “It’s a favourite of mine,” Tremeer said. “It’s great to have 50 tanks and 100 plastic figures and yet, at the same time, there’s quite a naivete in the models.” He’s been looking at how mili- tary historians and artists have re- corded war and military figures, leaving us with his interpretation of their interpretations. (He notes that in the 1700s and 1800s, gener- als and other military figures were painted in Roman uniforms.) That separation is, he said, his way of emphasizing that our knowledge of the First World War and earlier conflicts is second- or third-hand now. “I could only engage that his- tory through representation. That is key to my artwork. He combined that and his interest in history with art school training for his career. “My feeling is this body of work is heavily influenced by my back- ground, my interest in history.” Past works include those that show the behind-the-scenes life of Clarington Museums. The new exhibit also features some items from his personal col- lection, including resource books. He’s also got a display of earlier works now at the Latcham Gallery in Stouffville. The two exhibits are a joint project of the two galleries. Tremeer’s works will go on the road in the next year to galleries in London, Cambridge and Victoria. Trojans won’t get chance to three-peat Ajax school’s senior hoops team, coach barred from OFSAA for a year; appeal planned By Al Rivett arivett@durhamregion.com AJAX — The Pickering High School Trojans senior boys’ bas- ketball team is clinging to hope its solid court season and a possible opportunity to three-peat as OFSAA ‘AAAA’ champs won’t be dashed. The Trojans and their coach Mike Gordensky plan to appeal the de- cision of the Ontario Federation of School Athletic Association’s (OFSAA) sanctions committee late last month. The OFSAA deci- sion called for a one-year ban on the team competing at sanctioned tournaments and championships, including the 2009 championships in Windsor next month. Moreover, the OFSAA ruling also banned Gordensky from coaching at OFSAA championships and sanc- tioned tournaments for one year, as well as a nine-month probationary period. The OFSAA sanctions stem from the Trojans’ use of two ineligible players at the Beach Ball Classic Basketball Tournament in Myrtle Beach, North Carolina over the Christmas break. Gordensky admit- ted using the players, noting the decision to play them was borne out of giving them a chance to play in front of U.S. scouts, rather than any competitive advantage it would have entailed. “It was an opportunity for the team to go on a once-in-a-lifetime trip and I played the two kids (who were ineligible). For that, I’m being crucified and now the kids are, too.” The decision, in the form of a letter from OFSAA, was sent to the school on Wednesday, with the bad news later delivered to a devastated group of players and coaches. “They were very upset, dejected, confused, angry -- they’re taking something away from the kids. They did nothing. I can’t emphasize that enough -- they did nothing.” Kenneth Nkrumah, 17, a senior point guard on the squad, noted there was complete dev- astation in the room when the OFSAA de- cision was an- nounced. “It brought tears to my eyes. Some of the players from last year can’t live out what they ex- pected to do. It really hurt us. I feel like even when (coach Gordensky) was suspended it hurt us, but this is even worse.” “A lot of faces dropped,” added Natiel McKenzie, a point guard/ shooting guard with the Trojans. “Everyone had tears in their eyes. Everyone has worked so hard for the past six months, and now all that’s going to be taken away. We just have to hope and wait until the appeal comes.” Gordensky said the players, coaches and the school administra- tion aren’t going to take the OFSAA decision lying down. “Right now, it’s all about the kids. My main concern is to give them the opportunity, if they qualify, to go to OFSAA. That’s what we’ve worked hard for all year and now they’re taking it away. I can handle the (coaching) suspension, even though I don’t agree with it. Don’t punish the kids; punish me. It’s ab- solutely ridiculous.” Brian Poste, the chairman of OFSAA’s four-member sanctions committee, said the decision wasn’t taken lightly. In fact, the decision was made after giving Pickering High School officials a chance to be heard. “This was not an easy decision to make,” said Poste. “Students and players are going to be affected by this decision. Without going into much detail and, unfortunately I can’t, while it was the coach’s deci- sion (to use ineligible players) it was the school who signed they would use only eligible players, so the bas- ketball program was sanctioned as well.” Poste said the school may now appeal to OFSAA’s board of refer- ence general committee, which has none of the members of the sanc- tions committee sitting on it. That appeal process, he said, could still allow the Trojans to play, if they qualify, in next month’s OFSAA championships if its successful. The team is currently 40-7 this year and is ranked among the top 10 in On- tario. Poste noted the OFSAA decision and the subsequent sanctions were set according to past precedents similar to the Pickering High situa- tion. “We know these are the defend- ing ‘AAAA’ champions, although that has nothing to do with the sanc- tions, we like to think we treat all schools equally.” Gordensky said the plan is to ap- peal the OFSAA decision. Failing that, he notes legal means may be an option.
