CoveMe Day Or WgM THIZ MCKERING Non =REPORT from PARLIAMENT BY MIKE STARR - ,M.P. ON RIDING On Monday, November. 4, at the beginning of the clay's sit- ting, the Prime ' Minis -ter made a statement on Govemment Plans fQF_the consideration of business during' the rer ainder of this Session: He expressed the hope that the Session would end before Christmas. The program is subject, of course, to the speed with which Parliament is able to deal with it As I have 'pointed out previously, the most urgent business before the House of Commons at the moment is the completion of the consideration of Estimates of the various departments. It has now come to the point where the session cannot end until this essential workhas been completed. The prime res- ponsibility of the' House of Commons is to deal the Supply, and this is a responsibility to the taxpayers of the country. The Prime Minister pohrted out that the essential Bill amend,- Ing mend`Ing the Income Tax Act had to be dealt with and completed. Next, . in priority, he said, is the Bill to deal with surcharges on imports -order. The amendments to • the Techrricai and Vocational Training Assistance Act, he said, are important, and since this matter Is now in the form of a Resolution on the Order Paper, the Government hopes that the amendments will follow prior to the end of the Session. Another matter, he pointed out, that the Government hopes to have considered, is the redistribution of Mnstitugncies in all of Canada, based on the last census. The Government also has in mind certain anxnkl vents to the National Housing'Act. These, according to tine Prune Minister, are the major pieces of legislation the Government would like to have passed be- fore Parliament prorogues. There are a -number of innonsequenti.al pieces of legislation he listed that have to be dealt with before Christmas . Some of the important itezns.of legislation have been sheh*d unta Parliament meets again atter the New .Year. One is the Columbia River si0ua2 an._ There has been a great &-W of delay in Implementing this Agrees rent, because of the position taker POO' by the Government of Brttigh Dojtunbdn, The fare z meat experienoed the same dtf5culties, and although the sent Government had ;hoped to deal with th* nnaer iouslY, it now firKis itself in the same posirtsom The matter of appointing another Minister of Agr%vi for Eastern Canada is also being deferred. No reason wag for this deferment The establishment of a Canadian Development Corpora has been postponed, as well as the consideration of the of the Gill Commission on the Unemployment Insurance One of the most important pieces of legislation is the Pension Plan, and this also has been deferred until the Session of Parliament This decision is. based on the of further discussions at the Federal -Provincial Confe which is to be held, beginning November 25. Thr-,,- important items of policy and legislation were all of the. prograrrr outlined by' -'the Government in the Thn Speech at the beginning of this Session. This, at present, is situation as fax as the work of the House of Commons is ce, med. Upon the completion of the Prime Minister's statement number of comments were made by various representatives the opposition parties. The N. D. P. member for Winnipeg N Centre started out by saying that, this Session of Parlu ment gan with a Speech from the Throne -The purpose of that was to let Parliament know what the prograrh of business for the ensuing Session Since we had not made much on the contents of that Speech, he said, the statement nw the Prime Minister this day could be taken as another from.the Throne. He labelled it a `revised bill of fare'. This uation reminds us of the budget and retreats that were from the orginal intentions - We ncnv have had a number of Non-Confidence Motion There is one mare to be introduced, and this will be done c Tuesday, November -12th. Following the disposition of a Non-confidepce Motion on ti second day of debate, there usually is a little more than of hour left. This time is consumed by Members of the How in.bringing forward grievances on a great many subjects. One of the grievances that has 'been discussed is the, evasi ness of the Minsters in answering questions put to them I Members of the opposition parties- f As one Member, who Inas been in the House for a great Erni bels of years. representing the G F.
