A temporary 15 per cent Home Renova- tion Tax Credit (HRTC) will provide up to $1,350 in tax relief to an estimated 4.6 mil- lion Canadian families. The credit may be claimed on the portion of eligible expendi- tures exceeding $1,000 but not more than $10,000. This is good news for dozens of retail- ers across the region during this time of economic turmoil, said Kathryn Rodrigues, manager of Rona in Whitby. “I think it’s great for consumers and the retail industry as a whole because it provides a great opportunity to combine with other incentive programs that we already have to stimulate sales,” she said. “The (HRTC) provides an opportunity for people to invest in their homes now when they probably otherwise wouldn’t.” Finance Minister Jim Flaherty announced that $7.8 billion will be poured into building quality housing, stimulating construction, encouraging home ownership and enhanc- ing energy efficiency. While the purpose of the HRTC is to en- courage investment in Canada’s housing stock, provide employment for tradespeople and boost sales for those who make and sell building products, not everyone thinks the new credit has a place in today’s fragile economy. “People aren’t spending money to reno- vate their homes, they’re just trying to make ends meet and pay the mortgage,” said John MacDonald, spokesman for the Durham Re- gion Labour Council. How the HRTC Will Work The 15 per cent credit may be claimed on the portion of eligible expenditures exceeding $1,000 but not more than $10,000, meaning that the maximum tax credit that can be re- ceived is $1,350. The credit can be claimed on eligible ex- penditures incurred on one or more of an individual’s eligible dwellings. Properties eli- gible for the HRTC include houses, cottages and condominium units that are owned for personal use. Routine repairs and maintenance will not qualify for the credit. Nor will the cost of purchasing furniture, appliances, audio-visual electronics or con- struction equipment. Or perhaps Road. Maybe Crescent, Court or Avenue. That’s because Whitby has reserved ‘Chris- tine Elliott’, currently the MPP for Whitby-Os- hawa, as one of the street names for the Town. Each municipality submits names to the Re- gion for approval. If the name is accepted, no other municipality can use it. Ms. Elliott’s name was added because she won the Whitby Chamber of Commerce’s Peter Perry award in 2005. Other Peter Perry winners, those chosen as Whitby’s outstanding citizen of the year, are also on the reserve list. Most of the other names reserved in Decem- ber came from Whitby and include familiar names in the community such as businessman Jim Souch and former head of the Whitby hos- pital Joseph Ruddy. Bob Short, Whitby’s planning director, said street name suggestions come from several places, including organizations such as the Chamber of Commerce or the Legion. “We’ve gone through heritage atlases, we have names suggested by members of the pub- lic, some that can be accepted and some can’t,” he said. Among the reasons a name is declined is if it’s a duplicate of a name that already exists in the Region. That’s so emergency workers aren’t confused when a call comes in. “Sometimes it sounds too similar to an exist- ing name ... if someone’s calling 911, the 911 operator would hear it differently and we might not consider that one appropriate,” said Carla Pierini, planning analyst for the Region. Also, names that may be too hard to pro- nounce or too long are left off the list. All suggested names are sent to Durham police and emergency medical services for ap- proval. When it comes to the reserve list, some mu- nicipalities are well ahead of others. Clarington has more than 638 names on the list, while Pickering has 57. Brock Township has the least at 14. “It just depends on who’s been submitting names to us; I think Clarington’s been submit- ting a lot of the war veterans,” said Ms. Pierini. Mr. Short said sometimes the municipali- ties make up names, such as Lake Ridge for the road that runs from Lake Ontario to Lake Simcoe. Originating in Whitby, that name has caught on in other municipalities. Some communities have groupings of theme names. One in Oshawa is named after literary greats and includes Tennyson, Shakespeare and Chaucer Avenues. Ajax is well-known for using the names of men who served on the HMS Ajax, the Second World War ship that gave the town its name. Durham, where the streets have great names What’s in a name in Durham Region The Lord of the Rings -Pickering has existing streets named after the Lord of the Rings: Theoden Court, Baggins Street and Gandalf Court. Residents can head east to take on the forces of darkness on Overlord Street in Whitby. The latter is not named after Sauron, but refers to the code name for the Allied invasion of France, Operation Overlord, in the Second World War. Love is in the air - Clarington has reserved Kissing Bridge, Younghusband and Spinster. Don Juan is reserved by Oshawa. Lovegrove is re- served in Ajax, which already has a Love Crescent. Great expectations - Scugog has reserved the names Pros- per and Success for an industrial park while Innovation is reserved for Claring- ton. Uxbridge has dibs on Gold Medal. Gloriously Horsey - Oshawa has reserved Victorious An- swer, Regal Embrace, and Glorious Song as possible street names. All were thor- oughbred horses bred in Oshawa. Before the formal nam- ing practice began in the early 1960s, two of the first Ajax streets were named after Winston Churchill and the King of England. AJAX-PICKERING — Police are investigating two robberies in the Ajax-Pickering community over the weekend. • A lone male made off with cash from a Harwood Avenue subway shop just after 1 a.m. Monday, Durham police said. The suspect indicated he was armed but no weapon was seen and no one was hurt. He’s described as a black man in his late teens or early 20s. • Three men with their faces covered robbed the Kitchen Food Fair Convenience store on Bayly Street in Pickering at 6:50 p.m. Sunday, police said. The men fled with cash and cigarettes. The suspects are described as three young black men. By Crystal Crimi ccrimi@durhamregion.com DURHAM — Ryan Knighton was chomping on a mouth full of Brussels sprouts when he looked up to see his uncle making a Pop- eye face. He’s got a squint; he looks “cockeyed,” his uncle said of his nephew at the dinner table that night. The squint on Mr. Knighton’s 14-year-old face was caused by a condition that would eventu- ally blind him, he told a group in Durham College’s Athletic Centre on Jan. 19. Mr. Knighton was the guest speaker at this year’s Abilities Day, held by the Student Asso- ciation to celebrate those with disabilities and raise awareness about the barriers they face. “The book, ‘Cockeyed’, is my memoirs about going blind,” he said, looking at his book through orange-tinged glasses. Although he can’t see the words in it, he’s memorized the first few pages and pretends to read it. If he doesn’t it sounds like a weird monologue, he said. For the audience’s amusement, he even flipped a page once in a while. At age 18 and after 12 car ac- cidents, including one where he ditched his dad’s car at five kilo- metres an hour, Mr. Knighton was diagnosed with retinitis pigmen- tosa. The genetic condition that caused his squint and small holes to form in his retinas also blinded him over 15 years. And while people like to say those with disabilities can do anything they want, “there are certain limitations to what we can do,” he said. One of his in- cludes using power tools on a regular basis. Several years ago, he decided to put together a towel rack using his wife’s pink-painted power tools. Pink was one of the few co- lours he could still see. Surpris- ing, he put it together perfectly — or so he thought. A year later, he was getting out of the bath, reached for a towel and a shot of electricity went through his body, burning his hand print into his thigh. He had drilled through a wire while putting up the rack and, being wet, it caused the electric- ity to shock him. “My wife uses all the power tools now. I am the guy who cooks,” he said, and added it’s on low heat. “There’s problems going it alone and there’s problems with people helping you because they don’t know you,” he said. The hardest thing about being blind is the embarrassment, which is why he jokes and laughs about the situations he finds him- self in. Now 36, he teaches creative writing and has written sever- al books. He’s also writing the screenplay for ‘Cockeyed’. Council approved the plan shortly after the 2006 municipal election, which covers until the next municipal vote in 2010. A mid-term update is being held today, Jan. 29, from 7 to 9 p.m. in the Town hall council chambers at 65 Harwood Ave. S., at Kings Crescent. Marilou Murray, assistant to the chief ad- ministrative officer, said 2008 “was another successful year” in terms of achieving goals in the plan. The plan has corporate priorities and goals, and strategic activities. Ms. Murray told coun- cil on Monday that 90 initiatives have begun, representing 84 per cent of the plan. One-quarter of the initiatives are done, while another 35 per cent are nearing comple- tion, she said. To help complete some more, activities planned this year and next, pending bud- get approval, include hosting neighbourhood events in high-priority areas. “A high-priority community isn’t a low-in- come one, but perhaps where we have more new people living there, or parents who both work, or a lot of seniors,” Ms. Murray said. Other initiatives include developing a mar- keting campaign to highlight Ajax as a great place to visit, continuing work on the refur- bishment of the former St. Francis de Sales, expanding before and after school programs, and identifying e-government initiatives to promote participation and improve service. Councillors and senior staff met in late No- vember to review the strategy and review the 12 priority areas. Community safety remains the top priority, with environmental initiatives second, while community development and outreach/events moved into the top three. Free child care is provided for tonight’s up- date meeting, with qualified recreation ser- vices staff on hand to do crafts or help with homework. Consider Ajax resident Gord Tewnion, a firefighter, in the latter category. It’s not that he doesn’t enjoy everything winter has to offer. It’s just that the coldest season brings with it hazards men and women in the fire- fighting profession would prefer to avoid. Durham Region has had a lot of snow this winter. More than 176.2 cm of snow had accumulated in the area before Tuesday night’s storm. By the end of January 2007 only 117.2 cm had fallen on the ground. With all this snow falling over Dur- ham Region, things are getting buried, and that includes fire hydrants. Buried fire hydrants pose signifi- cant risks to residents because in the event of a fire every second counts when firefighters are responding. If a fire hydrant can’t be located, there’s a problem. If the fire hydrant is buried, there’s a further delay for firefight- ers trying to hook up their hoses. The results could prove catastrophic, depending on the emergency situation. “For everyone’s safety, please do not cover your fire hydrants with snow,” Mr. Tewnion says. “If yours is buried, dig it out so that the local fire service can find it if it’s needed. If you can’t remember where yours is because of the snow, contact Durham Region and tell them to find it and dig it out. This is for your safety and the rest of your neighbours.” He doesn’t just talk the talk. Mr. Tewnion regularly takes shovel in hand and digs out fire hydrants in his neigh- bourhood. We could all learn from his example. For those who say, ‘that’s not my job’, remember that the nearest hydrant to your house is the one firefighters will be looking for if they respond to a fire there. The delay could mean the differ- ence between life or death, or having your house gutted by a blaze or saved. So, it’s certainly in your best interests to have a visible hydrant near your house. Hydrants don’t have to be dug out down to the ground. But they should be visible and the two side caps should be cleared for easy access. If a hydrant is buried in your neigh- bourhood, dig it out. To do otherwise is not only ill advised, it could be life threatening. If you’re unable to do so, call a fam- ily member, friend or neighbour or call the Region and don’t leave it until it’s too late. Take your plastic bags back to grocery store To the editor: Re: ‘Plastic bag fee will help to change grocery store behaviour, editorial’, Jan. 15. I really do not think paying five cents for a bag is really going to make much differ- ence. If they are really serious about correcting the problem of all these plastic bags going to landfill sites, have the stores charge $1 per bag. Maybe this would make the gro- cery-shopping public take a serious look at this problem. You mention Price Chop- per, Food Basics and No Frills have had this plastic bag charge for years. Has this made any difference? Here is the answer to the problem and it does not cost any money. As a senior and a shopper at A and P, I can honestly say I have not put a plastic grocery bag or any other type of plastic bag in our garbage for years and years. All our plastic bags go back to the A and P store where they have two plastic bag recycling containers. I think the other grocery stores probably have these same containers, so the onus, as I see it, falls on grocery shoppers. Take your plastic bags back to where you got them. Put them in the recycle contain- ers, don’t put them in the garbage. Earl Brown Oshawa A s I write these words, Barack Obama, somewhere in a cloistered, highly-guarded room, is prepar- ing to become the 44th President of the United States. And the first man of colour to hold that office. We live in wonderful times. I know that cynics abound, of course. I have heard the naysayers and critics and I am aware there are many who eagerly await the saviour’s first misstep. Still, I cannot help but be thrilled that the most powerful man on the planet has embraced hope as his main agenda. If the more than two million who gath- ered in the National Mall are any indica- tion of the groundswell of support this new administration has, then I think great things are about to happen. Franklin Delano Roosevelt was one of the most popular presidents in history, beloved by his nation, and the 120,000 attending his inauguration was deemed unprecedented. What then, are we to make of two million- plus? Something is definitely afoot. There is something to this Obama fellow. Human beings are more than just pro- cessors of data. Logic, deduction and math can only take us so far. If this were not so, the greatest leaders in history would’ve been accountants and econo- mists. But our history books, legends and songs are not filled with the names of “Earl the Fiscally Responsible,” “Duane the Rec- onciler” or even “Malcolm Solve for X.” Instead we remember the Joan of Arcs, the Henry the Fifths, the Martin Luthers and Martin Luther Kings. We forget sometimes, in this world of GNPs, CFOs and bottom lines that we are essentially spiritual, emotional creatures and that our best has never come from our heads but our hearts. Anyone who wants to effect real change must lift the people from the inside out. You can grab them by the wallet, the ears, even the stomach, but those are tenuous grips at best. Once you have their heart and soul, however, there’s no telling how far you can pull them along with you. Which is why I think we all need to give ourselves permission to get excited about this. In fact, if you really want change, if you really want peace and prosperity and a new way of doing things, if you really want anything, “excited” is the only way to get there. Believe. There was a wonderful line from Presi- dent Obama’s inaugural speech that read, “Know that your people will judge you on what you can build, not what you destroy.” Amen. Cynics love to tear down, to pull apart, to destroy. Rarely, if ever, have they produced anything of worth. Life, to me, has always been a fairly simple proposition. Is the glass half-full or half-empty? Are things getting better or worse? Does the day hold the promise of love or the potential of gloom? There’s always a choice and we get what we look for. Unfortunately, only one will get the chance to represent Durham Region at the OFSAA AAA/AAAA finals in North Bay just after the March break. The candidates have been narrowed to eight teams, who are set to begin best-of- three quarterfinal playoffs in early Febru- ary, following a break for exams. French counts his own Eastdale Eagles among the three favourites for a good rea- son: the Oshawa school finished the regular season with an impressive 11-1-0 record. Remarkably, however, that wasn’t good enough to win the East Division, as the Ajax Rams were slightly better at 11-0-1, which included a win over Eastdale in their lone head-to-head match. That means the Eagles will likely have to go through both Ajax and the St. Mary Monarchs of Pickering, winners of the West Division after an 11-1 season, if they hope to be that team standing at the end. “There will be no such a thing as a back door with the quality of the eight teams,” French says. “You’re going to have to go through some good teams.” Eastdale’s first round opponent, Whitby’s All Saints Titans, is no slouch either, finish- ing third in the West with an 8-3-1 mark while potting 67 goals, third most in the league. “We’re certainly not looking past those guys,” French says. “There’s usually an upset in playoffs anyway, so we want to make sure we’re not the victims of that.” Other first round matchups will see Ajax against Courtice’s Holy Trinity Titans (8-4), St. Mary versus Whitby’s Anderson Raiders (5-5-2), and Ajax’s Pickering Trojans (8-2-2) opposing Whitby’s Austin Wildcats (7-4-1). Of the big three, French figures St. Mary’s strength is a deep and potent offence, the Ajax trump card is its goaltending, while his Eagles have a strong team-first mentality. “I would say all three of us are certainly pretty powerful offensively,” he says. The Durham Lords women’s volleyball star added another four blocks to her total Tuesday night in a 3-0 set sweep win over the Fleming Knights. In the process, Doris set the all-time OCAA record for career blocks with 148, surpassing the total of 147 that Niagara College’s Tracey Smith accumulated from 2001-05. Doris, a resident of Ajax, is in her fourth season with the Lords, one that’s been without question her best. The former Ajax High School student has set single-season career highs in kills with 141, blocks with 72, aces at 21 and total points with 234, which is almost half of the 508 career total she has registered over the past four seasons. Also, her 78 blocks on the season have given her another spot in the record books as a single season OCAA high. That total topples the 61 that Mohawk College’s Courtney Warren had in 2003-04. All that and Doris still has a pair of games left in the regular season to add to her totals. The Lords travel to Barrie to face Georgian on Friday and in their regu- lar season finale will head to Belleville to play Loyalist. The win over Fleming was Durham’s fifth straight and seventh sweep of the season. With a 13-5 record, they appear des- tined to remain in third place in the East Region. Loyalist holds down first with a 15-2 mark with three games remaining and Algonquin holds a 14-2 record with four to play, while fourth-place Georgian is 9-5 with six to go.
