Police officers bring message to Pickering Traffic tickets have dropped significantly in first week of job action By Kristen Calis kcalis@durhamregion.com PICKERING — There are not enough police officers patrolling Ajax and Pickering streets, said off-duty Durham Regional Po- lice officers as they relayed their message in Pickering on Monday night. “Mayor (Dave) Ryan why are there only 12 police working tonight?” read a blink- ing red sign on the corner of Glenanna Road and The Esplanade in reference to 19 Division, which is Ajax and Pickering com- bined. “It seems on a daily basis that’s what we’re operating on (in 19 Division),” Dur- ham Regional Police Association (DRPA) president Doug Cavanaugh told reporters before the Mayor’s Town Hall Meeting. DRPA has been taking job action for more than three weeks due to what it sees as a policing crisis. DRPA represents 1,100 uniform officers and civilian staff and has been working without a contract since the beginning of the year. Job action currently entails donning baseball caps that read ‘10- 33’ (the radio signal for officer in distress) and cutting back on traffic tickets. “Presently from what I’ve been told there’s been a 70- to 75-per cent drop in provincial traffic tickets,” Mr. Cavanaugh said. Durham police write between $400,000 and $500,000 in provincial offences tickets each month, according to the association, with revenue from fines going to the Re- gion. After handing out information pamphlets to Ward 3 residents attending the meeting, about 30 officers went inside City Hall to ask Mayor Ryan, who sits on the Police Services Board, if he’d support the request for more officers. DRPA is asking for 20 additional front-line officers, while Chief Mike Ewles has requested 19 in the budget, eight of which would go to 19 Division. “Eight sounds like a lot but in reality that’s one-and-two-thirds cops on a 24/7 basis,” Chief Ewles said in an interview after the meeting. He added “shift relief factors” such as days off and court appearances also take officers off the streets at times. Mr. Cavanaugh asked the mayor if he supports hiring more officers. “The simple answer is yes...I support the Chief’s proposal,” Mayor Ryan said. Adrian Charles, 22, appeared in an Oshawa courtroom by video Tuesday morning and told a justice of the peace he’s awaiting word on when he’ll be granted a bail hearing. Any bid for release would be heard by a judge in Superior Court. Mr. Charles was arrested earlier this month in Saskatoon after Durham cops identified him as a suspect in a shooting incident May 24 in Pickering. Police said several shots were fired at a moving vehicle near an industrial plaza at Bayly and Brock streets. The vehicle was struck by bullets but neither of the people inside was hurt, police said. Mr. Charles is charged with two counts of attempted murder and one count of conspiracy to commit murder. Police said they’re investigating at least two other persons of interest. Mr. Charles had been living in Saskatchewan, where he is a star running back for the Saskatoon Hilltops of the Ca- nadian Junior Football League. Mr. Cavanaugh said while he felt the mayor’s answers were “non-an- swers” he was pleased to hear he supports additional officers. “So, I hope he takes that to the (police) services board and Regional Council,” he said. Ward 1 City Councillor Jennifer O’Connell, also wearing the ‘10-33’ ball cap, asked Mayor Ryan how Durham Region can improve its offi- cer-to-resident ratio of one officer for every 750 residents to a more reason- able number like the Toronto Police Service with a 450:1 ratio. Mayor Ryan said 750 was actually the target, which has been exceeded to one officer for every 741 in Durham. While he doesn’t think everything is “how we want it to be” the board is working to adjust that number over time. “So we are making progress,” he said. In an interview in regards to the officers’ complaints of lack of policing on Pickering streets, Mayor Ryan said when residents return community surveys, there are al- ways valid safety concerns, but the vast majority return them having checked off ‘satisfied’ or ‘very satisfied.’ “Generally speaking there is a high satisfaction level within the community,” he said. - With files from Jeff Mitchell. Dave Ryan Ryan supports chief’s bid for more officers ✦ Ryan from page 1 Two teens face charges in Pickering attacks PICKERING — Two Ajax teenage boys are fac- ing charges after two teens were pepper sprayed in Pickering last week, police say. A 16-year-old and a 17-year-old face 19 assault and weapon charges, and Durham Regional Police are seeking two other suspects after two teens were pepper sprayed last week – one of whom also had a machete held to his throat. Police searched an Ajax residence last Thursday and seized evidence relating to the investigation, including a machete and hatchet, police said. The two teenagers were taken into custody from an Ajax high school. Both incidents occurred Tuesday, Oct. 21. The first one happened behind the Amberlea Plaza on Whites Road North in Pickering, when a victim reported being confronted by a group near St. Mary Catholic Secondary School. He was pepper sprayed in the face and threatened with a machete. He made his way to St. Mary and got help from Durham EMS and school staff. St. Mary was placed in “lock down” as a precau- tion. The second incident happened a short time later. The victim was reportedly walking with friends toward the Pickering Town Centre when a group approached him and began a verbal confrontation. The teens threatened the victim with bodily harm before striking him and also pepper spraying him in the face. The suspects fled before police arrived. A silver necklace was taken from one victim, po- lice said. Anyone with information is asked to contact Detective Dan McKinnon and Detective Constable Craig McInall at 1-888-579-1520 ext. 2565. The City allows a maximum height of six feet on residential fences but residents can apply for a variance. Since Spruce Hill resident Joe Caiata built a six-foot solid board fence with two feet of lattice on top, he received a visit from the bylaw depart- ment after a neighbour complained. Mr. Caiata requested a variance in the bylaw from Council after the bylaw department didn’t approve it. “When I built the fence I was under the impression it was within the Pickering bylaw,” he said in his presentation to Coun- cil. The staff report said Mr. Caiata construct- ed the high fence to provide privacy since his neighbour, Don Campbell, has a pool that overlooks Mr. Caiata’s pool. “Putting up the lattice gives a degree of privacy,” Mr. Caiata said, adding he thought it would provide privacy for both families. Ward 2 Regional Councillor Bill McLean said Mr. Caiata wasn’t being a good neigh- bour and he should have asked for the vari- ance before building the fence. “I think this gentleman is asking for for- giveness and not permission here,” he said. Coun. McLean said the six-foot rule for a fence is in place so there will be enough height for privacy, but not to block the sun or air, and making an exception would have to be for an extreme reason. “We would be approving this variance without any real rhyme or reason,” he said. Mr. Campbell said the fence, that went as high as 11 feet at some points on top of the retaining wall, would prevent air and light from moving through, therefore killing grass and harming his apple trees. Besides, the high, thick fence made his backyard seem enclosed, he said. “The open feel is gone now,” he said. Ward 3 Regional Councillor Rick Johnson agreed the fence is illegal, but suggested Mr. Caiata purchase some hawthorns or buckthorns, which he said make great fence lines. Council agreed the fence wasn’t pleasing to the eye and did not approve the vari- ance. Rebecca and Kaitlin Briell, along with Nadine Proctor, are raising money for the Canadian Cancer Society by mak- ing and selling bracelets for a mini- mum donation of $3 each. The only item you didn’t mention, and it should have been mentioned, was the amount of money they have raised so far. To date, they have raised more than $1,800. Great job girls and keep up the excel- lent work! Gord Tewnion Ajax M other Nature is a sly old gal. Right now she’s pulling one of her fastest fast ones. While she’s dazzling us all with a spectacular colour show, she’s also nipping away at our daylight hours. It’s fiendishly clever. We’re all gaily strolling about in our wool sweaters and tweed caps, “oohing and ahhing” over the mind-blowing foli- age and all the while the days are getting darker and darker... in preparation for a nasty little bit of business called the Winter Solstice. It’s nefarious and she knows she could never pull this off without giv- ing us something shiny and pretty to distract us. She does the same thing in the spring. None of us notices the rain and mud and wormy sidewalks because we’re jonesing on crocuses and tulips. But she knows that when it comes to the cold, wet weather most of us are like cranky, petulant children being dragged to an inevitable needle in the arm. We know it’s going to be unpleasant and we’ll raise hell if we don’t get a lollipop. She understands this and, like I say, she’s a wise old thing. So, to keep us in hand, she gives us crisp autumn morn- ings delicately perfumed with wood smoke. She gives us forests ablaze with oranges, reds, yellows and every conceivable combination of the three. Mists that rise from rivers, lakes and ponds like sacrificial smoke. She gives us hauntingly beautiful, gun-metal grey skies in November accompanied by rains so soft and constant it appears the world is melting just outside our win- dows. But the winter is coming. From the whiney human perspective December through February is the tonsillectomy of seasons. And for some of us there’s not enough ice cream in the world to keep us from bawling. But here is where she really shows her most brilliant slight of hand. She slips temperatures that could kill us and darkness that could drive us to madness right under our noses and she makes it all seem so intensely beautiful. She gives us snow. Is there anything more lovely than gently falling, glittering flakes of snow? Imagine, for instance, if she’d made snow brown or black? We wouldn’t have made it through the first winter. She made it white and she packed the shortened days with as much intense eye-watering sunlight as we were able to handle. Haven’t you ever wondered why the light in the winter is so very different, so much sharper and crystalline than at any other time of the year? Prestidigita- tion from a cunning parent. Have you ever noticed that there is a calming, pulse-slowing silence in winter found no other time of the year? But there is also music. Humans seem to sleep much better under heaps of blankets, serenaded by howling winds and ice crystal sonatas played against frozen window panes. As if that weren’t enough, she gave us single malt scotch and woodstoves to sit around until the days grew longer. She’s tricky, true, but she loves us. Ontario’s needs must be taken into account by feds Job losses leave less tax revenue for Province T he economic bad news has been swirling around us for the past month or so. The Canadian dollar has dropped pre- cipitously against the American green- back. Growth has been far slower than expected. And, based on the economic statement provided by Ontario finance minister Dwight Duncan last week, the Province will be in deficit for the first time in many years this coming year. We in Durham are well aware of how tough times have been, with job losses at General Motors and its suppliers and feeder plants constant and consistent over the last handful of years. While much of what has happened here is beyond the control of any level of government, it behooves our elected representatives to do all they can to shore up our auto industry. To that end, Mr. Duncan will be meet- ing with his provincial counterparts and Federal Finance Minister Jim Flaherty as well as Bank of Canada Governor Mark Carney on Monday in Toronto. All the provincial finance ministers will lay out for the federal minister their issues and concerns and what they see as their needs for the upcoming year or two. And they will surely appeal to Gov- ernor Carney for help, too. In Ontario, the problem is clear. The loss of high-paying manufactur- ing jobs, especially in the automobile and forestry sectors, has bled away tax revenues and left less money coming in with more needed to come out through federal EI payments which do not match the levels paid out in other prov- inces. Mr. Duncan will want some federal money to boost manufacturing and more cash for EI recipients. These are issues that have long been raised by Premier Dalton McGuinty with Prime Minister Stephen Harper, and, surprise, surprise, the first meeting in nearly three years between the Prime Minister and the premiers takes place on Nov. 10. Let’s hope the Nov. 3 finance minis- ters’ meeting sews the seed which bears fruit one week later when the bosses meet. In these difficult times for manufac- turing and laid-off workers in Ontario, we need a hand-up, not a hand-out and it would be a great help for Mr. Flaherty and Mr. Harper to take note of this. Short-staffed Lady Cougars fly past Eagles Notre Dame perfect in LOSSA play with win over Eastdale By Al Rivett arivett@durhamregion.com AJAX — With the regular sea- son now out of the way, the Notre Dame Lady Cougars are ready for a playoff run to a repeat as Dur- ham Region senior girls’ basketball champs. The Lady Cougars will get that chance next week, when the Lake Ontario Secondary School Athlet- ics (LOSSA) ‘AAAA’ playoff quarter- finals roll around on Monday. Notre Dame will likely be the prohibitive favourite for a repeat considering they finished with an undefeated 11-0 (27-3 overall) re- cord in regular-season play with a solid 46-30 victory over the visit- ing Eastdale Collegiate Eagles of Oshawa in its final game at the Ajax school on Monday afternoon. After the teams played relatively even through the first half, with the Lady Cougars leading 21-16, the hosts charged out to an 8-0 run early in the third quarter to put some distance be- tween them and the Eagles. Notre Dame led 34-23 after the third quar- ter. The Lady Cougars con- tinued to find the range in the fourth stanza, with Eastdale cutting the lead to eight before Notre Dame went on a 8-0 run to close out the contest. Most remarkable was the Lady Cougars grounded the Eagles with three starters not dressing for the contest. Point guard Catherine Bougoulias became ill before the game and was taken home. Also, guard Lindsay Panchan was away in Ohio on a soccer trip and for- ward Shanika Baker was given the game off to rest. That meant the Notre Dame bench players would have to con- tain the Eagles, and they were more than capable of handling the extra duties on the floor. Lady Cougars’ coach Rose Book- er said she had no trepidation with giving her bench players starter’s minutes. “I don’t think it hurt us to go to our bench. Our bench players can all play,” she explained. She pointed to Grade 9 guards Dakota Whyte and Brianna Thom- as, who showed how capable they were as starters. Not only did they supply strong games offensively, with nine points apiece, but they also drew the defensive assignment of containing Eagles’ offensive stal- wart Kendra Seto, who proved a handful, scoring 19 points. “The girls had a hard job to shut her down,” said Booker. Forward Nicholle McKenzie was the focal point for the Lady Cou- gars’ attack, scoring a game-high 24 points and being a force at both ends of the floor. She thwarted the Eagles’ attempts at a double team to get her points mainly in the paint. Prior to their final LOSSA regu- lar-season finale, the Lady Cou- gars finished as finalists at the St. Marguerite D’Youville tournament in Mississauga last weekend. They lost to the host team 43-39, with D’Youville scoring the last four points after Notre Dame tied the score with just more than a minute to go. McKenzie scored 17 for the Lady Cougars. Despite the loss, Booker was well satisfied with her players’ efforts, noting it was one of the team’s fin- est of the season. “That’s the best game we’ve played. We’ll use that as prepara- tion for the playoffs,” she said. That’s something the Aus- tin Wildcats of Whitby and six others will be hoping to dis- rupt this weekend, however, as the annual Oshawa-Whitby This Week senior tournament comes to Father Leo J. Austin Catholic Secondary School. The Lady Cougars enter the tournament not only as defending champions, but also as three-time winners of the Notre Dame/News Ad- vertiser Classic, held earlier this month in Ajax. Rosa Baccellieri, head coach of the host Wildcats, admits Notre Dame, with a perfect 11-0 record in LOSSA league play this season, will be the favourite of the eight- team tournament. But, she knows her team, 6- 4 in LOSSA play to begin the week, will give it a good go. “We’re very young and we’re not very big, but the kids are pretty determined and they work really hard,” she says. “They may not look that fancy, but they get the job done. “I think our goal definitely would be to try to get to the final and then go from there,” Baccellieri adds. “It’s basical- ly one game at a time. Hope- fully we’ll play well and see what happens.” It’s a transition year for the Senior Wildcats, who for the first time in nearly 20 years are not being coached by Heather LaFontaine. The Wildcats have a good mixture of young and experienced players, with four Grade 10 students learning the ropes from five in Grade 12. And all of them are looking forward to the tournament, which begins Friday at noon and concludes with the cham- pionship game Saturday at 7 p.m. “Oh yeah, for sure they’re excited,” Baccellieri says. “They like to play at home, and like the idea of hanging around the school for the weekend. They all help out with score-keeping and that kind of stuff.” The Lady Cougars are also happy to have a final tournament near home, prior to the start of the LOSSA playoffs next week. Coach Rose Booker says the competition in the GTA this year is fierce, but hopes this tournament will help set the stage for a long run. “Our ultimate goal is to get to OFSAA and we hope to medal at OFSAA, but you know what, LOSSA is stronger than ever,” she says. “This is a good tune-up tournament for us. It’s our last tourna- ment to prepare for playoffs, so we’re at home and not in hotels, so that’s kind of nice for us.” There are two other local teams at the tournament, the Sinclair Celtics of Whitby and the G.L. Roberts Lakers from Oshawa. The field is rounded out by Midland, Huntsville, I.E. Weldon of Lindsay and St. Theresa from Midland. The Panthers six-year-old squad went undefeated in capturing the tournament title, winning all four of their games at the Malvern and East York Memorial arenas. In the final, the Pickering mites de- feated George Bell (High Park area of Toronto) for a second time in the tourna- ment, this time by an 8-5 score. In the first game, the Panthers scored a 9-5 win over George Bell. In Game 2, they downed the Duffield tykes 8-3 and then defeated the host Don Mills Flyers 13-5.
