Union loses case against
local health integration
network

AJAX — The body that oversees local
health planning acted within the law by
not consulting the public before approv-
ing changes at the Ajax-Pickering hospi-
tal, three judges ruled Friday.
The Ontario Public Services Employ-
ees Union (OPSEU) took the Central East
Local Health Integration Network (CE
LHIN) to court on July 11, requesting a
judicial review of its approval of the Rouge
Valley Health System’s plan to move 20
mental health beds from Ajax-Pickering to
Centenary hospital in Scarborough with-
out first consulting the public.
Now, more than a month later, a panel
of three judges of the Divisional Court of
the Ontario Supreme Court of Justice has
ruled the CE LHIN acted within its guide-
lines, dismissing the application for the
review.
Rick Janson, campaigns manager for
OPSEU, said union leaders were to meet
Wednesday (Aug. 27) with Health Minister
David Caplan to discuss the “dangerous”
implications of the court ruling.
“This (the ruling) is a very dangerous
situation. Apparently not consulting any-
body about a major change to health care
is OK,” he said.

law in its present state, the next step is
convincing politicians to close the legisla-
tion’s loopholes, Mr. Janson said.
OPSEU argued in court that the plan to
move the beds was “health integration”
negotiated by the LHIN, which requires it
to consult the public.
But the court disagreed, saying the plan
by the hospital was an internal one to
relieve its large debt, thus not subject to a
LHIN integration decision.
“The LHIN did not require approval of
the specific measures proposed by RVHS,
as that was an internal hospital decision,”
the ruling stated.
“What (the) LHIN decided was to fund
RVHS on the basis of its representations in
the respect of fiscal improvements aimed
at eliminating the budget deficit.”
OPSEU president Warren Thomas said
the ruling proves the legislation is flawed,
leaving loopholes for health service pro-
viders to work with the LHINs to avoid
public scrutiny.
But OPSEU will continue to pressure the
LHINs to continue to do the “right thing,”
Mr. Thomas said.
The CE LHIN, on the other hand, saw
the court’s decision as a clarification of
the roles and duties of the LHINs, said
James Meloche, senior director of plan-
ning, integration and community engage-
ment.
For example, LHINs do not have to con-
sult the community on funding decisions
and hospitals have a responsibility to live
within their means.
He was pleased that the panel recog-
nized the board’s decision to consult the
public at all, since it invoked a 30-day
consultation period when it approved the
plan in March.
“We weren’t required to do that but we
still felt it was the right thing to do,” he
said.
Now the CE LHIN hopes to rebuild pub-
lic confidence and continue to improve
the health system, Mr. Meloche said.
RVHS President and Chief Executive Of-
ficer Rik Ganderton was pleased with the
decision since the health system can con-
tinue its plans to improve mental health
services in the community.
The changes at the Ajax-Pickering hos-
pital include increasing expert mental
health crisis intervention services and
adding eight beds to general medicine.

coffee break
this fall
DURHAM — The Alzheimer Society
of Durham Region is inviting residents
to “perk up” by hosting an Alzheimer
Coffee Break this September.
Coffee breaks can be held any time,
anywhere. Just serve up coffee in re-
turn for donations to the Alzheimer
Society. Hosts receive a supply of cof-
fee break materials, including post-
ers, banners and Alzheimer Society
brochures.
Some local businesses, including
Bulk Barn, will also be doing their part
by offering light blue coffee cup mo-
biles, which customers can write their
name on in return for a donation.
Coffee breaks are one of the major
fundraising events held annually by
the Alzheimer Society of Durham.
Proceeds support education and
support services for people with Al-
zheimer disease and related demen-
tia and their caregivers.

‘Believe to achieve,’
speaker urges

AJAX — Dare to have a dream,
and have the courage to make it
come true. And above all, believe
in yourself.
That was the message delivered
Tuesday to a group of high school
kids attending a conference on
youth issues sponsored by Dur-
ham Regional Police.
Keynote speaker Spider Jones,
an accomplished boxer, author
and broadcaster, told the audi-
ence at the Milestone Christian
Centre in Ajax Tuesday that every-
one has in them the potential for
success.
“Find out what you’re good at,”
the energetic Mr. Jones said as he
stalked the stage in the sprawling
church.
“You have to believe to achieve;
you’ve got to believe in yourself.”
Mr. Jones, a well-known motiva-
tional speaker and Toronto radio
host, draws on his own experi-
ences, including his hardscrabble
childhood in Detroit, his life of
gang involvement and crime that
resulted in almost seven years
spent in prison, and his rise as a
boxer -- he became a three-time
Gold Gloves champion -- to illus-
trate how disadvantaged begin-
nings can be surmounted.
“It’s not where you’re coming
from, it’s where you’re going that
counts,” he said.
But it was the achievement of
his lifelong dream to become a
radio broadcaster, first realized
as a child in Detroit and shelved
for some 30 years as his life took
its rambling path, that carried the
most resonance.
Mr. Jones said a lack of self-es-
teem prevented him from pursu-
ing his goal until, in his 30s, he
resumed the schooling he’d aban-
doned in his teens, eventually
earning a degree in journalism.
He urged the young people
gathered in Ajax Tuesday not to
sell themselves short, even when
circumstances -- and other peo-
ple, projecting negativity -- get in
the way.
Mr. Jones’s message meshed
with the theme of the conference,
conducted by the Durham police
service’s summer placement stu-
dents. Groups discussed issues
such as racism, gang activity and
economic disparity that lead to
conflict, and presented sugges-
tions to address them.
Prominent among the proposed
solutions were the need for young
people to think for themselves
and to take action against injustice.
Organizer Katie Zeppieri encour-
aged the young people to practise
what they’d discussed during the
conference, titled “Ripple Effect.”
“You can do whatever you put
your mind to,” she said.
“One person really can make a
difference.”

DURHAM — Local mu-
nicipalities are cashing in
on a provincial surplus,
with more than $52 million
to be doled out in Durham
Region.
Every municipality in On-
tario is getting money based
on population. For the Re-
gion of Durham, it means
$28.4 million with another
$25 million split between
the lower-tier municipali-
ties, ranging from $534,000
going to Brock Township
to $6.3 million for the City
of Oshawa, Durham’s most
populated municipality.
Regional chairman Roger
Anderson said he was very
pleased about the an-
nouncement.
“What they announced
this morning is far better
than I anticipated,” he said
from the Association of Mu-
nicipalities (AMO) confer-
ence in Ottawa.
The recently passed In-
vesting in Ontario Act re-
quires that provincial sur-
pluses beyond $600 million
be paid out to municipali-
ties. As a result of the 2007-
2008 surplus, the Province
will dole out $1.1 billion to
the various municipalities.
The money is to be used to
improve infrastructure in-
cluding roads and bridges,
public transit and other
municipal projects.
“By investing in infra-
structure in every Ontario
community, we’re creating
jobs for families and mak-
ing our community stron-
ger,” said Ontario Premier
Dalton McGuinty in a pre-
pared statement.
Mr. Anderson said judg-
ing by the economy, he’s
not sure the money’s going
to be there next year, but
this year, there are lots of
uses for the funding.
“There’s lots of bridges
and lots of road work that
has to be done, that hasn’t
been done as a result of us
paying for other services.”
Mr. Anderson also ap-
plauded the premier’s com-
mitment to completing, by
the end of the year, the pro-
vincial-municipal fiscal and
service review which will
look at what services the
municipalities are mandat-
ed by the Province to pro-
vide and how they’re fund-
ed. AMO has long argued
that property taxpayers are
footing the bill for services
the Province should be cov-
ering.
“This announcement
prior to the fiscal review is
exceptionally good news,”
said the Regional chair-
man.
As to what impact the fis-
cal review will have on the
Region’s bottom line, Mr.
Anderson said he doesn’t
know if it will mean tax cuts,
but hopes it would prevent
large tax increases.
“Hopefully that means
come 2009, the residents of
Durham will see some re-
lief.”

What happened to good service? It
took me two hours to buy paint today.
At the first store, the employee behind
the paint counter told me that a prod-
uct marked “tint base” and advertised
at the counter as coming in “a range of
designer colours” could not be tinted.
He even argued with me about it.
The second store I went to had the
same product and I stood in line to
have it coloured. With only two people
working, one decided to chat with a
friend until I walked over and pointed
out that she had several customers
waiting. Once the paint was tinted, I
tried to check out where it rung up $10
more than advertised. It was in the
wrong spot. After a price check was
done and a manager was found, which
ate up more of my time, I was given the
paint at the lower price.
Customer service seems to be a thing
of the past. Is it because employees
are not trained or they do not care, or
both? No wonder people shop online.

The family and I have just returned
from a much-needed and long-
overdue road trip. It’s been so
long, I can’t even remember the last time
someone threw up in the car.
How very sad.
At any rate, we piled the gear into the
van and headed east. First stop, Montre-
al. Well, not exactly the first stop. There
was the small matter of dropping the dog
off.
I love my dog enormously and he’s an
easy and well-behaved travel compan-
ion, but there’s absolutely nothing fun or
humane about leaving your pooch locked
in the car or hotel room while you guilt-
ily do the town. Besides, even the French
frown upon shredded pillows and pee-
stained duvets.
As a result, we needed to board him.
I don’t care for regular kennels. In my
experience, leaving a sentient, intelligent
animal in one of those is like parking
your grandmother at Abu Ghraib for the
weekend. I prefer those facilities, now
becoming more and more de rigeur,
where the dogs are all pre-screened
for health and good behaviour and are
allowed to play freely with one another
for most of the day. Sort of like a canine
version of where Conrad Black is cur-
rently ensconced. These places are fairly
pricey, but when you’re paying for a clear
conscience, how much is too much?
Still, no matter how nice an experience
you’ve arranged for your dog, they don’t
buy it. When you get out of the van and
hand him and his leash over to the smil-
ing attendant, regardless of how swell
the place is, he’ll shoot you a look that’ll
make you feel like you’ve just dropped
him off at Chez Euthanasia.
This is what dogs do. They’re good at
it. You can get down on your hands and
knees and cuddle him and scratch his
ears and tell him, “It’s only for a week,”
until you’re blue in the face and it won’t
cut any ice at all.
With a few well-practised whimpers
and whines and the old tail between the
legs routine, inside of 10 seconds he’ll
have you convinced that he’s as good as
dead. You won’t be in that car five min-
utes when he’ll have choked on a chew
toy or suffocated in a comfy doggie mat
or been blinded by a frisbee . . . and then
won’t you feel good.
Your only recourse is to get in the car
and go, knowing, of course, that you’ll
pay dearly for every second of his luxuri-
ous incarceration when you get back.
And of course, we are. We’ve been
home almost a week and we’re still get-
ting the sighs, the injured looks when
anyone even suggests a car ride and the
picking at his food, as though his stom-
ach wasn’t yet used to a rich diet after his
stay in Doggie Gulag. You can’t win.
We did get in the car and we did enjoy
a really wonderful holiday. But I’d be
lying if I said that we weren’t wracked
with guilt at least once every day, usually
coinciding with the appearance of some
happy group of people vacationing . . .
with their dog.

It’s back to school: Let’s be careful out there this Tuesday
Tuesday, Sept. 2, is the day. It’s the
day 50 per cent of parents breathe
a sigh of relief and 50 per cent shed
a quiet tear.
Yes, it’s back to school. If you’re a par-
ent and you’re unaware of this, then yes,
you are officially a bad parent. But there
aren’t too many adults -- or too many
children -- unaware of this date.
Across Durham Region you’ll see mul-
titudes of children feverishly trying to
squeeze the last bit of enjoyment out of
their final week of freedom. They’re won-
dering how the summer could possibly
slip by so quickly.
And no doubt there are many parents
who are wondering how it could take so
long. Maybe there’s a science project out
there some ambitious youngster could
do this year on how parents and children
measure time differently.
For those of us who are accustomed
to working year-round, our habits won’t
change much when next Tuesday comes
around. We still have to get to work on
time, deal with poor drivers doing stupid
things on the highway and we’ll probably
still race through that yellow light. For
most of us, Tuesday is just another day.
Or so we think.
But it’s not. Kids will be going back
to school in droves Sept. 2. Children
unaware of the dangers of traffic will be
standing beside the road. Slow-moving
school buses will get ahead of you just
when you’re running behind schedule.
If not this Tuesday, then the next one. Or
the Tuesday after that.
Somewhere, if not in Durham, then
surely in this province, some driver will
be paying a little less attention to the road
than they should, or some student will
be thinking about playing when he gets
home and forget to look both ways before
he crosses the street. There will be that
horrible sound of brakes squealing, fol-
lowed by a nauseating “thunk.”
Don’t let it happen to you. Or your chil-
dren. Have a talk with them about the
dangers of the road, even if you already
gave them the same speech last year.
Make sure they listen and understand.
As for you, leave the house a little ear-
lier if being late makes you drive faster.
Or let a co-worker know you might be a
few minutes late. Whatever it takes.

Man charged
in shocking crime
CLARINGTON — Clips of an audiotaped
interview with accused kidnapper Stanley
Tippett are now available at www.newsdur-

The 32-year-old Peterborough man agreed
to the telephone interview Aug. 15 during
a call from the Central East Correctional
Centre in Lindsay where he is being held in
isolation.
In the interview, Mr. Tippett admits to his
affair with another woman, but says that’s all
he’s guilty of.
He also claims to have been a victim
of a crime himself the night a 12-year-old
Peterborough girl disappeared from a Peter-
borough street and turned up in Courtice.
She had physical injuries and was allegedly
sexually assaulted.
Mr. Tippett cries through much of the
interview, as he tells of being carjacked and
begging for his life before being dumped in
the Newcastle area.
Mr. Tippett said he understands he is
being held in solitary confinement for his
own safety, since he is accused of some “dis-
turbing” crimes.
He faces an array of charges, including
kidnapping, sexual assault, sexual interfer-
ence, taking flight from police, two counts of
failure to stop for a stop sign, and one count
of failure to comply with a court order, under
which he is not allowed to communicate
with an array of people.
He was arrested in Manvers Township
Aug. 6, after his van was found in Oshawa.
Mr. Tippett is scheduled to be in court
Sept. 24 in Peterborough.

McCarthy hits the road for soccer

in her sights

AJAX — Soccer sure is opening
a lot of doors for Bryanna McCar-
thy.
And, for that, she is quick to
thank local programs that have
helped her along the way.
McCarthy, a 16-year-old
Pickering High School student, has
progressed through the local ranks,
starting in her hometown of Ajax,
before moving onto the Whitby
Iroquois Soccer Club and then to
the formidable Oshawa Kicks team
she’s been with the past three sea-
sons.
Now she’s ready to take it to a
higher level yet.
A left fullback, McCarthy is in
Toronto this week preparing along
with the rest of Canada’s under-17
junior team for the FIFA U17 World
Cup in New Zealand from Oct. 28
to Nov. 16.
She’s also made a verbal com-
mitment to play under scholarship
at West Virginia University after her
high schooling is done next year.
In other words, she’s very good at
what she does.
“I just really, really love it,” she
said in trying to explain why she
excels at the sport.
“It’s a big part of my life now.
As I was growing up, other sports
were in there too, but I was just re-
ally drawn to soccer just because of
how much I love it. Just that feeling
you get playing.”
McCarthy and the Canadian
team qualified for the World Cup
by finishing third at the CONCA-
CAF U17 championships in Trini-
dad and Tobago in July. Canada
won four of five games there, in-
cluding a 1-0 decision over Mexico
in the consolation final that earned
them the final berth.
In a group with Denmark, New
Zealand and Columbia, the Cana-
dians fully expect to be competitive
at the 16-team World Cup, McCar-
thy said.
“I expect us to just go in there
and play really hard,” she said. “I
have very strong feelings about it.
I think we can do really well, and
win.”
She knows a thing or two about
winning.
Her Oshawa Kicks team has lost
only one game in the past three
seasons, and successfully defended
its 2007 Ontario Cup title recently.
“I have never had a better record
with a team in my life,” she said,
adding she missed the recent On-
tario Cup final due to her national
team commitments. “We’re unde-
feated in two years. It’s been amaz-
ing.”
She also had high praise for the
Whitby club she switched to in her
early teens in order to play at a
higher level.
“The coaches I had in Whitby
were the best ever,” she said. “They
taught me so much. Just that whole
experience. Being with Whitby was
a few of the greatest soccer years
I’ve had.”
Jens Kraemer, the head coach
of the Whitby Iroquois club and a
teacher at Pickering High, returns
the praise in kind.
“She’s just maintained a great
work ethic, an openness, a willing-
ness to learn. She’s got inherent
competitive attributes,” said Krae-
mer, who first worked with her at
an under-13 regional camp.
“Good student, good family,
good all-around kid. She’s just fol-
lowing good positive roads in life.”
As for the future, McCarthy has
much to look forward to.
In addition to the pending trip to
New Zealand and the scholarship
opportunity, she has her sights set
on London, 2012.
“The next Olympics are definite-
ly one of my goals,” she said.
Lords to
honour the
late Bonnie
Slaughter
MVP trophy named
after former star
DURHAM — The sporting com-
munity at Durham College was
shocked with the sudden death of
former basketball player Bonnie
Slaughter earlier this year; however,
it’s doing its best to make sure her
legacy lives on in these parts.
The athletic department has ded-
icated the 2008-09 women’s basket-
ball season to the former Lords star
and team members will pay trib-
ute to the three-time most valuable
player by wearing a black patch with
her number 15 on their uniforms.
Slaughter, originally from Osha-
wa, died in her Norwood home this
past May.
In addition to the jersey patches,
she will have her number displayed
on the glass backboards in the Dur-
ham College Varsity Gymnasium.
“Dedicating the season to Bon-
nie in her memory is an important
thing to do... important for Bonnie,
important for her family, important
to the team and important for Dur-
ham College,” stated Athletic Direc-
tor Ken Babcock in a press release.
At the Lords’ home opener on
Oct. 21, a special ceremony and
moment of silence will be held in
Bonnie’s honour. As part of the cer-
emony, the Lords will present the
game ball to Slaughter’s fiancé Bill
Crowdis and young son Colton.
Crowdis is a former standout him-
self with the Lords’ men’s basketball
program. He is also the current head
coach of the Fleming Knights men’s
program in Peterborough.
While those tributes will last
throughout the season, one other
will extend far beyond as the Lords
have renamed their women’s bas-
ketball most valuable player award.
“We will be renaming our top
women’s basketball MVP award,
the ‘Bonnie Slaughter Memorial DC
Women’s Basketball Most Valuable
Player Award’ in Bonnie’s memory,”
stated Babcock. “Naming one of our
important awards in women’s bas-
ketball is very fitting as it will carry
on her legacy and the impact she
had on DC Women’s Basketball. It
is very appropriate that it bears her
name as she was the only three time
winner of the award.”

boys’ under-eight soccer team
played through rain to emerge
as champions at the AC Douglas
Soccer Tournament in Niagara
Falls recently.
Playing the final in the pouring
rain against a tough Erin Mills
squad, the Ajax boys wouldn’t be
denied in posting a 5-4 victory. It
was the first tournament victory
of the team’s inaugural season.
The victory was especially
sweet as Erin Mills defeated the
Heat in the semifinal of the re-
cent Ancaster Heritage Days
Tournament.
In the semifinal at Niaga-
ra Falls, the Ajax boys needed
a golden goal off a header by
Brenden Wade to finally dispatch
Whitby ‘A’ 1-0.
The Ajax Heat won all three of
its pool play games, posting wins
over LaSalle, Fort Erie and Ni-
agara Falls. During these games,
the Ajacians outscored their op-
ponents 17-0.
Earlier this season, the Ajax
Heat had finished as finalists
at tournaments in Darlington,
Whitby and Ajax.

taught at Courtice Secondary School for
more than thirty years and was one of the
first special education teachers. She will be

Thickson Rd. N. Brooklin/Whitby from 4 - 7
p.m. Friday. Funeral service will be held in
the chapel Saturday (August 30th) at 11:00
a.m. Interment will follow at Groveside Ceme-

Ajax U10s win close final
AJAX — The Ajax Wolves boys’ under-10
soccer team showed heart in defending their
championship title at the Heart of York Tour-
nament in Newmarket recently.
The Wolves faced a strong North York
Hearts Azzurri squad in the championship
game, bringing home the cup after an excit-
ing 2-1 win. Once again, an all-round team ef-
fort paid off for the determined Wolves unit.
The Wolves zapped the Etobicoke Energy
en route to an uncompromising 7-0 victory in
the semifinal.
In the preliminary round of play, the Wolves
devoured three consecutive opponents, start-
ing with the Weston Wolves by a 5-1 count.
They went on to defeat host Newmarket 3-0
and then rebounded from a 2-1 deficit to nip
the Brampton East Bulldogs 3-2 in their final
preliminary-round game.
Team members are Devonte Mitchell, Evan
Alexiou, Riley Tell, Andrew Southard, Nich-
olas Nicolopoulos, Adam Pagliaroli, Daniel
Clarke, Andrew Doma, Tristan Schyvenaars,
Reade MacInnis, Nicholas Holland, Trea
Wharton and keeper Derek Yates.
The Wolves’ coaching staff is Chris South-

AJAX — Area martial artists earned med-
als competing against international com-
petitors at the World Cup 2008 Taew Kwon
Do meet in Scarborough recently.
Rising Sun Martial Arts athletes from the
Ajax and Pickering clubs faced more than
1,000 other competitors from as far away
as South Africa and Germany. Eight cap-
tured medals, with all eight winning double
awards in their respective divisions. The
results are:
