The program will be similar to the sys- tem used in other GTA jurisdictions, in- cluding Toronto. A green sign will mean a pass, a yellow a conditional pass and red is for establishments ordered closed. It will apply to all establishments that serve food from restaurants to grocery stores to insti- tutions such as hospitals and day cares. “The posting of the information is pure- ly to protect the public’s health so they’re more informed about their choices of what they’re going to do, what premises they’re going to attend,” said Laura Gertsen, man- ager of environmental health for the Re- gion of Durham. The ultimate goal is to reduce cases of food-borne illness. As it stands, the Region publishes the names of restaurants convicted of violat- ing the province’s health legislation, but does not publish inspection results for each restaurant. The information is available to the pub- lic, but residents must contact the health department and ask about a restaurant’s inspection history. “We don’t get too many calls,” Ms. Gertsen said. Durham inspectors visit food establish- ments one, two or three times per year, depending on the type of establishment. For example, hospitals and day cares, which serve high-risk populations, would be inspected more frequently than con- venience stores that sell a small amount Former Pickering bureaucrat guilty of fraud Taxi plate scam reaped thousands: Crown By Jeff Mitchell jmitchell@durhamregion.com WHITBY — A former Pickering official has been found guilty of operating a taxi licensing scam that saw him defraud the city and unsus- pecting cab owners of thousands of dollars. Fraser Copeland was convicted Monday by Superior Court Justice Bryan Shaughnessy of two counts of fraud over $5,000 and a single count of breach of trust. Monday was to have been the start of Mr. Copeland’s trial at the Whitby courthouse. Instead he pleaded not guilty to the three counts at arraignment, then through his law- yer accepted the substance of allegations read into the record, effectively inviting the judge to render a guilty verdict. Reading from a statement of facts prosecu- tor Jinwon Kim said Mr. Copeland, a bylaw officer with the city, entered into several trans- actions between January 2000 and July 2003 with prospective taxi operators, taking in more than $250,000 while selling taxi licence plates without authorization. The money was not turned over to the mu- nicipality, Mr. Kim said. An investigation found no evidence the licence sellers Mr. Copeland claimed to be representing in the deals actu- ally existed. The licences issued to buyers are not valid, the prosecutor added. “The City of Pickering has initiated civil ac- tion ... to reclaim the plates from the purchas- ers,” he said. The fraudulent sales could leave the City open to lawsuits by those who bought the licences, Mr. Kim added. A sentencing hearing is scheduled for October. The probe began in February and culminated with arrests on charges of fraud, conspiracy to commit an indictable of- fence and participation in a criminal organization, as well as other offences. More than 20 people have been charged or have had warrants issued for their arrest. Investigators have un- covered numerous fraud- ulent businesses through which the scammers bilked victims looking for easy loans, Durham police said. Drugs including cocaine and ecstasy and a semi- automatic handgun were seized when cops execut- ed search warrants July 24 in Pickering, Ajax and To- ronto. Police allege the ac- cused were part of a crimi- nal enterprise that lured victims by placing ads in newspapers in the United States, offering loans for people with poor credit ratings. Victims were di- rected to websites that touted phony companies, advising would-be cus- tomers to apply online. Victims were informed they’d been approved for loans and then instructed to forward money either for insurance or a pre- payment equal to several months’ loan payments. Victims never received the loans they’d applied for and were out the money they sent to secure the funds, police said. The investigation began in February when Dur- ham cops acting on a tip searched a residence on Hollyhedge Drive in Pickering and uncovered evidence of the scam. In- vestigators identified a number of suspects at that time and spent the next several months building their case. Durham and Toronto cops executed search warrants July 24 at ad- dresses on Whites Road in Pickering and The Es- planade in Toronto, alleg- edly catching suspects at work on the scam when they arrived. Officers also searched a residence on Field Crescent in Ajax and on Golf Club Road in Scarborough, seizing doc- uments and office equip- ment, as well as drugs and a handgun. Currently, if a health in- spector finds infractions in a restaurant, it may be months before the pub- lic hears about it after it’s gone through the courts and a conviction is record- ed. The Region releases a list of convictions twice per year. “That doesn’t get into the details of what the in- dividual inspections are like, but that’s the end result of convictions,” Ms. Gertsen said. Under the new system, diners would immediately be aware of the inspection findings if something’s w rong as restaurants w ould have to display yellow or red signs until they’re re-inspected and pass. “The reason behind having the program is that this information is public already, but it needs to be disclosed to the public to protect their health,” said Ms. Gertsen. And, since the new signs mean diners will be aware of any problems, Ms. Gertsen is hoping it means restaurants will work to avoid them or to quickly fix any that may occur. Right now, the Region is asking residents to log on to www.region.dur- ham.on.ca and complete a quick survey about its new food safety disclosure program. In addition to the new signs, Durham is working on an interactive website to provide more information about the in- spections. Before launching the new green, yellow, red system, the Region will conduct a public educa- tion campaign, said Ms. Gertsen. “When we get further along with the process, there will be some com- munication through the media, potential mall in- terceptions where we have display boards.” Meanwhile, residents looking for information about the health depart- ment’s Food Safety Pro- gram should call the en- vironmental help line at 905-723-3818 or 1-888- 777-9613 ext. 2188. She started with the phone book, but said the listings were confusing. She called an environmental health hot- line, but it wasn’t the right one. “That led me nowhere, then I ended up calling up Crime Stoppers and they gave me the Durham Police number. (The police officer) said why are you calling me about a rat,” said Ms. Maurice. She called six numbers before getting in touch with the health department and a health inspector did follow up with her. Environmental health manager Laura Gertsen said calls should go to the environmental help line at 905-723-3818 or 1-888- 777-9613 ext. 2188. All reports will be investigated. With rodents, she said there are signs if an infestation exists as opposed to a single animal darting in from outside and the restaurant would be checked. In 2007, the Region received more than 500 calls related to food, including complaints, requests for food safety information and referrals to other agencies. And, residents should continue to call, especially if they suspect a case of food poisoning, said Ms. Gertsen. Ajax native is headed to Beijing to watch the games as part of the Olympic Champion Crew By Parvaneh Pessian ppessian@durhamregion.com DURHAM — McDon- ald’s is sending its best and brightest to the Olympics this summer and Anthony Barsanti of Whitby is one of them. Mr. Barsanti, 33, will be one of six McDonald’s Canada employees head- ed to Beijing to represent their country at the 2008 Olympic Summer Games by serving at the restau- rant’s on-site locations. He is part of the McDon- ald’s Olympic Champion Crew, a group of 1,400 em- ployees chosen from more than 40 countries to expe- rience the games from the front lines. Mr. Barsanti has worked at McDonald’s for nine years and is currently first assistant manager at the Brock Street location. “I was flabbergasted (when I found out) and couldn’t speak for five minutes,” he said. “I always thought this is the kind of stuff that happens to other people. It’s a dream come true.” The store Mr. Barsanti was in charge of manag- ing in 2007 was one of the highest rated in the coun- try through customer feed- back research and a mys- tery shopper program. McDonald’s Canada strives to reward their employees for dedication, manager of communica- tions Stephanie Sorensen said. “It’s really about rec- ognizing the best and for them it’s a once in a life- time opportunity,” she said. The workers are nomi- nated and selected among 77,000 McDonald’s em- ployees across Canada, based on four criteria: teamwork, speed of ser- vice, order accuracy and customer service. The other chosen Canadians include employees from Uxbridge, Toronto and Quebec. McDonald’s, a top global sponsor and official restau- rant of the Olympics, will cover the flight expenses for the six chosen workers who will stay in Beijing for 10 days. When they’re not watch- ing the games, they will work six-hour shifts, serv- ing the world’s best ath- letes, officials, media and spectators. The company’s involve- ment with the games began in 1968, when the hamburgers were airlifted to U.S. athletes in Greno- ble, France. The Olympic Champion Crew members are among the 1.6 million people McDon- ald’s employs worldwide. Nearly 200 restaurant em- ployees are expected to be sent to the 2010 Olympics in Vancouver. To be selected from 77,000 employees in Can- ada for demonstrating the Olympic ideals of team- work and excellence is an honour, said Mr. Barsanti. While studying business at Lakehead University, he read To Russia with Fries by George Cohon, founder of McDonald’s Canada, and was immediately drawn to the people-driven man- date of the company. “McDonald’s is consis- tently one of the top com- panies in the world,” Mr. Barsanti said. “It was defi- nitely a company I wanted to be associated with.” He sent his resume to the book’s author and landed a job before graduating. After spending nearly a decade devoted to the com- pany and having worked at its various locations across the Greater Toronto Area, Mr. Barsanti said he can’t imagine doing anything else. “I’ve got ketchup in the veins,” he said. A/P PAGE 6 THE NEWS ADVERTISER, July 31, 2008 durhamregion.com ‘Buy domestic’ plate frames don’t persuade To the editor: With each passing week we read increas- ingly antagonistic letters with sharply contrasting opinions about the downsizing crisis at GM and its effect on the people of this region. With no intention to inflame passions on either side, I want to comment on the thousands of licence plate frames seen on vehicles in Durham Region, exhorting car purchasers to ‘Buy Domestic’. The frames are evidently supplied by the CAW and bolted to personal vehicles by members or sympathizers. Though the intention is understandable and honour- able, it is an exceedingly inferior method of marketing anything at all. The purchase of an automobile obvi- ously involves a major expense for just about everyone and they simply want value for their money. What these plate frames effectively acknowledge, perhaps inad- vertently, is that domestic vehicles cannot sell themselves, aren’t as good as imports (confirmed by many reliable, authoritative, objective reports) but customers should buy them anyway to save jobs. It’s a dread- ful, self-defeating advertising strategy. Those licence plate frames have been displayed on cars for several years and, judging by what’s happened at GM recent- ly, have failed to convince customers of the message to a significant degree. Desperation does not sell anything very well but highly publicized excellence cer- tainly does. Attempting to make customers feel guilty because they simply want the best deals in terms of price and quality is a plan that will likely deter many more people than it will persuade. Larry Wood Bowmanville I t’s official. Environment Canada’s Dave Phillips says we’ve now had more rainfall in southern Ontario this summer than any time since clima- tologists started keeping track. I’ve witnessed a lot of that water fall- ing. After running to shut the windows yet again, so it won’t splash in on the floor, I stand and watch the downpour washing the trees and bushes, watering the garden, hammering the calendulas. And I can’t help feeling a tiny bit glad I’m not out on a canoe trip just then, putting up a soaking tent in the rain. All this water has had a great impact on the vegetation. In last summer’s drought, lawns and fields and roadsides were already brown and sere by the end of July, forest floors parched and cracked. This year, the whole countryside is lush and green, reminiscent of rain-washed Ireland, which is world-famous for its emerald landscape. Our own garden is so luxuriant we can’t walk through it. The potato vines grew thigh-high and then fell over before we could hill them. Anyone who planted trees or bushes this spring is smiling -- we haven’t had to water once. Lots of rain during the fruit season means plenty of plump berries for wild- life to feast on. Robins in the neighbour- hood haven’t bothered eating our ripe elderberries, there’s so much tastier fruit to devour. Squirrels and chipmunks keep coming and going from our mulberry tree. Every time I go for a walk I enjoy hand- fuls of wild raspberries or blueberries if I’m up north. And I’m hoping for a good crop of blackberries in August if the bears don’t get them first. A lot more mushrooms are popping up this summer, from waterlogged stubs and moist soils. Meadow voles and white-footed mice will be more abundant with such a rich and varied diet. And all the spring peepers, wood frogs and American toads that breed in temporary ponds had plenty of time to emerge from the tadpole stage -- good news for those seriously declining spe- cies. I especially appreciate the cleaner air, as regular rainfall washes that brownish smog layer out of the atmosphere. Not everyone is delighted with the abundant moisture. Mosquitoes have no problem finding standing water to breed in, so swallows and purple martins have plenty to eat. Bats, too. On the other hand, large warm-blooded animals such as deer, moose and humans are being pestered. Raccoons and foxes have to den up and bury their noses to keep mosquitoes from hounding them. Butterflies, moths and other insects succumb more to fungal diseases in humid conditions. Vineyard keep- ers want hot sunny conditions to grow grapes, but haven’t been getting it. New licensing system gives something to chew on I t won’t be long before you’ll clearly know whether to stop, proceed with caution or eat to your heart’s content at all Durham restaurants. Next spring the Region’s health depart- ment will be launching the green (pass), yellow (conditional pass) and red (closed) licensing system that will tell diners the level an eating establishment has reached. Based on an inspection schedule that involves a visit from an official up to three times a year, the public disclosure program is the same as the one practised in Toronto. If you’ve eaten at a restaurant in the big city over the past few years, you’re familiar with the green/yellow/red format posted right outside the front door of the eatery. You know instantly where that establish- ment stands in regard to mandatory health inspections. The goal is to go beyond Durham’s cur- rent system, which only involves fines and citations from the health department. Such information is released to the public but isn’t always conveniently attainable and doesn’t go nearly as far as providing a clear signal for customers entering a diner. Any restaurateur who wants to run a thriving, successful and safe business will be going for the green, of course. Which is precisely the point. Heading into the dreaded yellow territory is like sending up a signal that your food is probably safe but suggests to wary patrons that there isn’t any certainty in the matter. Featuring prototypes for robots to cool you down, play with animals, move things around, and even pick up pet droppings, kids wrapped up their first week of Robot- ics Camp on July 11 with presentations of their futuristic products at the University of Ontario Institute of Technology. “It uses the light sensor to tell where the dung is,” said Karen Scora, 10, while pre- senting her team’s poop-scoop robot, The Rac. With her partner Brooke Ashton, 11, the Whitby girls used a small rubber tire to demonstrate how their robot works. “Just pretend this is, you know,” Karen said, referring to the tire, which doubled as pet droppings. “We really didn’t want to mess up this lovely table.” But, during the demonstration, the robot just missed - its scoop only skimming the side of the tire. “It was close,” Karen said. Robots were programmed for the tile floor and were sticking to the table used during the presentations, said Sheila Rhodes, a UOIT instructor of education in charge of the camp. “Sometimes prototypes work really well, sometimes they don’t work as well as you’d like them to in a presentation,” Ms. Rhodes said. But even if they didn’t work, the robots were still a success, she said. The Robotics Camp is intended to stoke students’ interest in robots, computer pro- gramming, technology, and teamwork. The software used allows kids to learn how to program and build a robot in an hour. Kits included motors, sensors, a battery and other parts. The camp was made possible with help by the National Science Engineer Research Council, which provided a $20,000 grant for each of the camp’s three years. This year, it has three one-week sessions, including an upcoming one just for girls. Staying in character, Karen and Brooke assured Friday’s parent audience that The Rac prototype would be working properly by the time it hits the market. They used a drawn set of scenes to show the difference The Rac would make for dogs walked in a park. “The next day, someone’s going to walk, not step in anything - happy days,” Brooke said, clapping her hands together for em- phasis and receiving laughter from the au- dience. Some of the challenges the kids faced were limitations of their robots and meet- ing the criteria, said Billy Hanrahan, a camp counsellor and UOIT concurrent education student. “The kids just learn a lot from problem solving,” Mr. Hanrahan said. “I think they can take a lot out of this and apply it to their school.” He was surprised by how quickly they learned. “There’s more to making robots than you think there is,” said Brady Doyle, 9, of Scu- gog. With partner Shawn Coleman, 11, of Whitby, they created the ‘Carebot’. “I liked a lot of stuff, they challenged me and really taught me stuff that was interest- ing,” said Shawn. “Most of the stuff we did really didn’t work out in the end, but I don’t mind.” Brady learned to program robots and sensors. “To me, building’s a good pas- time and it’s really fun,” Brady said. Ward 1 City Council- lor Jennifer O’Connell and Ward 1 Regional Councillor Bonnie Littley criticized ex- panding Pickering’s urban boundaries into the White- belt (undeveloped land in north Pickering that still has the ability for development) in order to accommodate future growth. But after a lengthy dis- cussion and a few amend- ments, council approved the plans at last Monday’s council meeting. The Scenario Evalua- tion and Recommended Preferred Growth Scenario Working Paper was prepared by consultants, revised by the Region, and sent to the City for its comments as part of the Durham Growth Plan Implementation Study. It was sent to the City in mid-June and comments to the Region were due Mon- day. Couns. O’Connell and Lit- tley tried to defer the matter to a later date, but that was defeated. “We provide more no- tice for a Town hall meet- ing than our future in the north,” Coun. O’Connell said. Although staff supported the scenario, it found many clarifications should be made regarding proposed functions, land uses and densities. “How can we support an urban boundary expansion when we don’t have that in- formation yet?” Coun. Lit- tley said. She said the plan needs firm boundaries, and criti- cized the extension into pre- cious environmental areas. “What about the headwa- ters of Carruthers Creek?” she said. “I thought our pol- icy was environment first.” But Ward 2 City Coun- cillor Doug Dickerson, who’s spent past years on Regional Council, said it’s important that Council get its comments in on time. “There’s no one here doing anything premature,” he said. He said 500 comments have been made on the topic, which has been dis- cussed for the past four years. There have also been a number of meetings the Region conducted, he said, adding it’s a working docu- ment. Ajax Mayor Steve Parish was also concerned with the expansion, especially into the Whitebelt and Car- ruthers Creek headwaters. “It really flies in the face of what I thought Pickering was doing for sustainabil- ity,” he said in an interview, adding it represents the old- style planning of sprawl. A Pickering resident at the meeting, Peter Ro- drigues, said urban sprawl is getting out of hand, and he would have appreciated more opportunity to speak, He found it more than co- incidence the plans were being discussed in the sum- mer, when many people are away. He also questioned the reference to the docu- ment as a continuing study. “When things are loose, they’re hard to argue,” he said. Carolina Morace, arguably the finest women’s soccer player of her generation in the world, was putting a group of mainly teenaged female players through their paces at her high-perfor- mance soccer camp at Kinsmen Park this week. According to Pickering Soccer Club head coach Tony La Fer- rara, having Morace, who starred for Italy’s national women’s team for 21 years, starting in 1978 at age 14, for the one-week camp was a major coup for the club. “Are you kidding?” said La Fer- rara, when asked how excited he was to have someone of her stature instructing the club’s female play- ers. “It’s like having Wayne Gretzky and Michael Jordan in Pickering. In Europe, she’s like that. Am I ex- cited? Of course I am.” For her part, Morace, who’s joined by fellow Italian soccer coaches Antonio Belli, a goal- keeper coach, and Elizabeth Ba- vagnoli for the camp, said she’s impressed with the work ethic and attitude of the Canadian players, but says their technical abilities must improve. “I think the girls should work more on technical concepts and co-ordination. Held at the Iroquois Park Sports Centre beginning Friday, the 10- day Festival features the provincial championships of the Ontario La- crosse Association in eight age divi- sions for 6-14-year-olds. The event also hosts the Peewee and Bantam Lacrosse Championships of Canada, round-robin tournament competi- tions between the best players from across Canada competing as provin- cial teams. The 2008 edition of the Festival will feature the return of the Harrow/ OLA Under-15 Girls Field Lacrosse Championships. The Warrior/OLA Junior ‘A’ All Star game is back for the second straight year and will be fea- tured alongside the national cham- pionship games on Saturday Aug. 9. Over the course of the rest of the week, provincial championship games will take place in the Tyke, Novice and Peewee age groups. In addition to tournament com- petition, a Festival Fun Zone is on- site, with 22 commercial exhibitors providing unique and engaging op- portunities for fans. “The Ontario Lacrosse Festival is a 10-day combination of healthy competition and great fun for the en- tire family,” said OLA President John Doherty. “The OLA is once again pleased to partner with the Iroquois Park Sports Centre to deliver first- class facilities for the excitement and drama of our provincial champion- ship tournaments.” Ontario’s teams at the Nation- als include plenty of local content as usual.
