Durham is considering moving to the clear bags in a bid to reach its 70 per cent waste diversion goal by 2010. The three-month pilot program will affect roughly 1,500 homes along two garbage collection routes, one in each municipality, at a total cost of $30,000. The Region is also testing the program in two highrise apartment buildings, one in Ajax and one in Oshawa, and will look for partners to fund it. The routes and buildings have not yet been se- lected. The Region’s works committee endorsed the pilot project last week and it comes to council on June 18. Pickering Councillor Rick Johnson was among those who advocated moving to the clear bags. “This is not something new; there’s a lot of mu- nicipalities in North America that have done this,” he said, adding the Region did a similar pilot pro- gram in Pickering, with 500 homes, before launch- ing the Green Bin program. In 13 Nova Scotia municipali- ties, where data has been collected since 2005, there was a 41-per-cent decrease in regular garbage, a 35-per-cent increase in recycling tonnage and a 38-per-cent in- crease in organics tonnage after the clear bags were introduced. Options include allowing only clear bags at the curb, a limit of one standard colour bag while all other bags must be clear, or one opaque or grocery bag allowed per clear bag for bathroom and health items. Coun. Johnson said he’s impressed with the options available and thinks the pro- gram is necessary to reach the Region’s mandated diversion goal. “This is an ambitious goal, but I think to achieve it, we have to introduce strategies similar to this.” Though there may be a little confusion at first, Whitby Coun. Gerry Emm thinks people will jump on board. “It’s fashionable to be recyclable today,” he said. The $30,000 price tag for the program will cover a public education campaign for the routes and building selected, free clear bags for the participants and fees for auditing the waste and collecting and compiling the data. Regional Chairman Roger Anderson wanted to know whether drivers on the pilot routes will know what they can and can’t pick up. The drivers will be trained, Regional Works Commissioner Cliff Curtis said. “You’re right; it depends on the judge- ment of the driver,” Mr. Curtis said. In addition to the clear bags, staff also recommended spending $45,000 on a con- sultant’s review to investigate other options for meeting the Region’s 70 per cent target. It would look at lessons learned in both North American and European communi- ties. Pickering Mayor Dave Ryan is so keen to raise funds for Rouge Valley Ajax and Pickering (RVAP) hospital campus, he started practicing for an annual golf fundraiser at the busy construction site recently. The Mayors’ Charity Golf Classic, on Sept. 9 at Deer Creek Golf & Country Club, raises funds for current and future hospital needs at Rouge Valley Ajax and Pickering. The construction site, where the mayor was practicing, was safely sectioned off by event lead sponsor Aecon Buildings. The charity classic will raise funds for medical equipment needs to accommodate the 140,000 square feet of new or renovated space currently under construction at RVAP and slated for completion in 2010. The major construction project, the largest in the hospital’s history, will build a renewed emergency department and related services. A similar exemption program already exists for residents with excessive waste due to medical conditions or children in diapers. - Baby diapers would go in the clear bags. Enforcement - The Region is working on a waste bylaw that would include definitions of acceptable material in the garbage and could be en- forced by Regional bylaw officers. - Haulers could quickly inspect bags to make sure they comply with the bylaw. Re- jected bags would be left at the curb. - Oshawa and Whitby collect their own garbage, so a Regional bylaw would not be enforceable. They would have to pass a local bylaw, after working with the Region, and it would be enforced by Whitby and Oshawa staff. Illegal Dumping - Most municipalities report no or minimal increases in illegal dumping after imple- menting clear bags. - A waste bylaw would allow for strong enforcement. Clear Bag Availability - Staff recommend notifying stores a year in advance of implementing clear bags to allow them to ensure ample supplies of clear bags. Education - At least six months’ notice to residents about the switch to clear bags. - Education efforts would include collection calendars, newsletters, sorting guides, newspaper and radio ads and public con- sultation sessions. ✦ Pilot from page 1 Driver found dead, cargo missing By Jeff Mitchell jmitchell@durhamregion.com OSHAWA — A Montreal man has been com- mitted to stand trial for the killing of a trucker whose body was found two years ago behind a Pickering shopping mall. Paul Cyr, 51, is charged with first-degree murder in the June, 2006 slaying of Brockville trucker Donald Woods, 35. Ontario Court Jus- tice David Stone committed the man to trial Friday following a preliminary hearing. Evidence reviewed during that hearing is covered by a publication ban. Mr. Cyr is also charged with unlawful con- finement, theft over $5,000 and use of a fire- arm during an offence. Mr. Woods went missing after leaving Brock- ville on June 21, 2006, bound for the GTA with a load of air-chilled chicken. His rig was found two days later behind the Pickering Wal-Mart store; Mr. Woods was dead in the rig and the load of chicken was missing. Police arrested Mr. Cyr in October of 2006. A pretrial is set for Superior Court in the fall. Man committed to trial in trucker’s killing Pilot program will cost $30,000 By Melissa Mancini mmancini@durhamregion.com OSHAWA — The Cana- dian Auto Workers (CAW) Union continues to protest in front of GM headquarters as it waits for a judge’s deci- sion on whether its block- ade should be removed. On Friday morning CAW Local 222 president Chris Buckley said they were “still waiting on the deci- sion from the judge. We’ll see what the next few hours bring.” But as the hours passed there was still no news. As of the News Advertiser’s deadline Friday evening the occupation was still intact. On Thursday, lawyers for GM and the CAW presented arguments in court. Repre- sentatives for GM want the protest removed or limited to 10 people. GM is also suing the union and five of its members for $1.5 million in damages. Mr. Buckley said it is the union’s position that they want to be allowed to keep the whole blockade there or none at all. They are not in- terested in a limited contin- gent of protesters, he said. There have been fewer CAW workers occupying headquarters this week than the week before, with about 40-50 supporters out each day. But on Thursday a march was held on Park Road that attracted more than 1,500 CAW supporters. The rally and the court case happened simultaneously. GM’s lawyer John Mac- Donald argued that the demonstration was hurting the company. “The position of General Motors here is that without a doubt it is facing a real risk of harm because of the blockade,” Mr. MacDonald said in court Thursday. “This blockade is illegal,” he told Justice David Salm- ers. “It resulted in the ob- struction of GM employees accessing headquarters and as a result the blockade can- not continue.” But Sean Dewart, the lawyer representing several Canadian Auto Workers Local 222 members named in a motion launched by GM, said the company sur- rendered its right to relief under the law when it an- nounced the impending closing of Oshawa’s truck plant, a move the union said will affect 2,600 workers. The sudden announce- ment violates a clause in the union’s new collective agreement that states the union would be consulted by the company prior to any major layoffs or shutdowns based on economic condi- tions, Mr. Dewart said. “(The workers) entered into negotiations early be- cause they had concerns about the state of the au- tomotive industry in North America,” he said, noting the final agreement, ratified in mid-May, saw the union make $300 million in con- cessions in return for the company’s pledge of con- sultation on changes to its business plan. “My client didn’t get very much in return,” he said. Mr. Dewart characterized GM’s move as a breach of the collective agreement that negates the company’s right to appeal for relief from the subsequent pro- test. Kelly Roy has been at the blockade for hours every day since it started. Ms. Roy works for Chrysler in Brampton but lives in Os- hawa. “We know it’s going to happen sooner or later,” she said. “We’re just waiting to see what our next plan of action is.” Justice David Salmers is supposed to deliver his de- cision to both parties via e- mail. Look for these and more great flyers online. durhamregion.comA/P PAGE 4 THE NEWS ADVERTISER, June 15, 2008 Mark Holland to set sail with Canada’s Armed Forces By Kristen Calis kcalis@durhamregion.com AJAX — Mark Holland will wrap up his Father’s Day a little differently than most Canadian dads: he’ll land in Esquimalt, B.C. to prepare for five days in the Navy. The Ajax-Pickering MP is participating in the Cana- dian Forces Parliamentary Program by boarding Her Majesty’s Canadian Ship (HMCS) Winnipeg Mon- day, a 134-metre-long, multi-purpose control frigate off the coast of Van- couver Island. The hands-on experi- ence gives MPs the opportunity to develop their understanding of Canadian defence, security and per- sonnel matters. Although Mr. Holland could have served a short stint with another branch of the Canadian Forces, he chose the Navy because of Ajax’s connec- tion to it (the town is named after the British ship HMS Ajax). “I’m really looking for- ward to it actually,” he said. Mr. Holland gets many opportunities to talk to Ca- nadian soldiers, but only for short periods of time, and thinks it’ll be much differ- ent and beneficial to expe- rience what the men and women serving Canada do first-hand. Although he ex- pects extremely busy days, he looks forward to the op- portunity to chat with the soldiers during some down- time to see what their lives are like. “These are things I think are important for us to un- derstand,” he said, adding this type of knowledge will come in handy, consider- ing the number of decisions made regarding the military on Parliament Hill. On June 16, Mr. Holland will help the ship’s 220 members store the ship and travel 80 nautical kilome- tres west of Vancouver Is- land and spend most of the week in the West Coast fir- ing area. He’ll help prepare to assume a state of high- readiness status to defend Canada’s western waters. His daily duties will include standing watches on HMCS Winnipeg’s bridge and in the main engine room. He’ll also partici- pate in damage control exercises, in which drills in case of floods, fire or battle damage are carried out and help the sail- ors test the ship’s radar and prepare for combat system trials, including the firing of the 57mm Bofors gun and rock- et launchers. The list of items he was instructed to bring in- cludes: flip-flops; tee-shirts; toiletries; socks; a house- coat; workout clothes; and, a sense of humour. “They told me to expect to be very exhausted,” he said. “I’m just going with an open mind, other than the expectation to be very tired at the end of it,” he said. P PAGE 6 THE NEWS ADVERTISER, June 15, 2008 durhamregion.com R egional councillors will pack their bags and head for Halifax on Friday to look at a stabilized landfill. So far, 12 have signed up to visit the Otter Lake Stabilized Landfill, the only one of its kind in North America. Throw in five staff members and the cost of the trip is roughly $21,000. But the truth is the trip is less a fact-find- ing mission than a pander to those who keep suggesting stabilized landfill is an alternative to incineration. Some council- lors are almost gleeful about the opportu- nity to show their colleagues it’s just not an option for Durham. How can it be anything else when coun- cil has a clear policy of no new landfills in Durham? Hypothetically, Durham could choose to pursue stabilized landfill in an outside community. However, it would be impossible to find a community in Ontario willing to welcome our waste with open arms. Add to that the lengthy process to site, purchase and conduct an environmental assessment on a landfill (at least five years) and Durham’s looking at a decade before any such landfill would open. At the same time, the Region has spent millions and years on the environmental assessment for energy-from-waste and is now in the home stretch. For those that genuinely want to inves- tigate the option, here’s some food for thought. Of the 155,000 tonnes of waste sent to the Otter Lake facility, all but 20,000 tonnes ends up in the landfill anyway. That’s because most recyclables, outside of metals, that end up at Otter Lake are too contaminated to be recycled. When it comes to composting, the organic material is too contaminated with metals to be used in gardens. As in Durham, officials in Halifax know the best way to divert waste is to do it at the source before it ever gets into a garbage bag. This means putting recyclables into a blue box and organics into a green bin. Ini- tiatives like clear garbage bags and a strict waste bylaw will work towards that. Advocates of the Halifax solution should note these words from the municipality’s website on it’s 60 per cent waste diversion rate, a goal set in 1996: “While we’ve been close, we have yet to reach our 60 per cent target. In fact we seem to have reached a plateau and have hovered around the 55 per cent mark for several years.” Durham’s goal is 70 per cent waste diver- sion by 2010. Whitby, the Region’s best, is currently at 61 per cent. There’s no arguing that stabilized landfill is better than a regular landfill, but it’s still not perfect. The biggest problem in landfills is organics, such as kitchen waste, because as they decompose, they produce meth- ane, a greenhouse gas which is many times more harmful than carbon dioxide. They also liquefy, creating leachate that can seep out of the landfill if it has leaks, contaminat- ing the soil and the ground water. Even with a costly mechanical separat- ing system and bio-stabilization aimed at decomposing biodegradables, the Halifax facility still needs to collect methane and leachate, meaning organics are still in the system. Region staff could have easily written a report on why stabilized landfill is not a realistic option for Durham, but it’s likely that those opposed to incineration wouldn’t have believed it. Never mind that $21,000 could have been better spent in a thousand different ways, it seems saying, “I told you so” or “I have to see it to believe it” is more important for some Regional coun- cillors. Halifax trip political pander ing Reka Szekely Province must be convinced OPG should build in Darlington GM job loss could trigger decision T here are many good reasons to locate new nuclear reactors at the Darlington Nuclear Generation site in Clarington. Locating new nuclear build adjacent to existing reactors takes advantage of cur- rent technology and all the expertise that comes with it. It also places the reactors in the heart of the province’s energy core, near to the Pickering Nuclear Generation Station. But the No. 1 reason to build new reac- tors in Clarington is simple: The area needs the thousands of temporary con- struction and permanent technology jobs such a massive project would create. That became obvious after General Motors announced it would close the Oshawa truck plant in 2009. The move will put as many as 2,600 people out of work, a devastating blow for Durham Region. The closing will also cut into the feeder plants that service General Motors. The Canadian Auto Workers have said that, for every job at General Motors, seven other jobs are created. That will leave a major employment gap in its wake when the plant shuts its doors for good. While there will be new nuclear reactors built, the question of where they will go is still open. Bruce Nuclear is a serious competitor for Darlington and it’s clear the community in Bruce-Grey County is serious about trying to convince the Province to build there. A 10,000-name petition has been collect- ed indicating Bruce wants the new nuclear build. That begs the question: What should Durham do to convince Premier Dalton McGuinty and the Liberal government to build here? At the very least, a campaign to showcase Durham’s advantages and the benefit of building in Clarington should be launched It could include some effort by local regional and municipal economic devel- opment officers, along with a joint effort by all of our local MPPs. In addition, we should generate a groundswell of public support to clearly show the province we support new nuclear build in Clarington. A letter-writing cam- paign would get the message out that Dur- ham is the place to construct the reactors. Leadership on this issue is needed and politicians at all levels must get the ball rolling to make sure we get the reactors here. GM should give back its government money To the editor: Many fingers are being pointed to lay blame since the announcement of the truck plant closing in Oshawa. There will be 2,600 jobs lost and there will also be three to five other jobs per GM job affected that supply the truck plant. Mine is one of them. The Durham District School Board is delaying its educational assistant (EA) reclassifications pending a complete review of student needs and related staff- ing, heard members of the Canadian Union of Public Employees local 218 attend- ing Tuesday’s draft budget meeting. “We’re very pleased with the outcome; we’re very pleased with the support we received from the com- munity,” said Don Bryans, CUPE 218 president. The review will be con- ducted during the 2008/2009 school year to minimize the impact of system changes, states a report approved at the school board’s budget meeting. The reclassification would have changed 18 EA2s to EA1s and seen them earn $11,800 less per year. Before the meeting, CUPE was planning to hold a rally at the school board, but cancelled it in light of the decision. Mr. Bryans said the 25 people or so who had showed up on short notice went to the finance meeting instead. “I’m hearing there is ad- ditional funding coming from the Ministry of Edu- cation around support staff including EAs, and that support should take some of the pressure off,” said Mr. Bryans. A system review identi- fied 19 EA2s were in schools where they weren’t re- quired, whereas one school had one less than it needed, said Doug Crichton, super- intendent of special edu- cation in a previous inter- view. Ajax Trustee Marilyn Crawford, chairwoman of the Durham District School Board, said the review was only done at the secondary level for multiple exception- ality and associated classes, not elementary and the whole system. “What we want them to do is look at everything in the fall and come back with a recommendation,” Trust- ee Crawford said. Trustees knew the spe- cial education review was occurring because it hap- pens every year, but they didn’t realize until recently the reclassifications were happening, Trustee Craw- ford said. She guessed the report will be ready around the end of October. “I wouldn’t even hazard to guess how that would pan out,” Trustee Crawford said. The board has declining enrolment, but its amount of special needs students is increasing, she said. The difference between the positions: EA2s have a degree in education or psy- chology, or a certificate as a child and youth worker, while EA1s have a mini- mum qualification of Grade 12. In their role, an EA2 deals with students with the highest behavioural needs and provides behavioural programming to the class- room. Monitoring and cor- recting behaviour is done by an EA1. However, the entire project won’t be com- pleted until next year, as a section can’t be done because the Town has yet to acquire a piece of property. The second phase will focus on the re- building and reconfiguration of the inter- section of Bayly Street and Kitney Drive. Durham Region is responsible for the inter- section work, while the Town will control building the road, which will extend 105 metres north of Bayly. The project carries a $1.18 million price tag, with about $685,000 coming from Dur- ham Region and the Town paying the rest. The work will start soon and be completed by the end of the year. Even if the land acquisition issue was resolved, Phase 3 wouldn’t be completed this year, said Carol Coleman, the Town’s manager of engineering, capital projects. The phase three portion carries a cost of about $455,000. Phase 1 was done last year, extend- ing south from Hunt Street to Stonewood Street. Ms. Cullum received high honours from the City of Pickering on not one, but two occasions, last week. The Pickering resident received an Indi- vidual Volunteer Pickering civic award for her long-time dedication to a number of important organizations in Pickering. And, later that week, she was presented the 2008 Senior of the Year award from the City of Pickering, with more than 200 Pickering seniors in attendance to witness her honour. Ms. Cullum said she was excited to receive both awards, especially from the City in which she and her husband have raised three children. “I love Pickering,” she said. “I’ve been here 46 years.” At the Civic Awards, Mayor Dave Ryan said Ms. Cullum’s mother once told her if she can put a smile on a senior’s face, she’ll make their day. “She never seeks the limelight, but rather glows with pride and delight when her efforts, indeed, put a smile on another senior’s face,” he said. Ms. Cullum said her efforts are ben- eficial for her own well-being. “If you let yourself not do anything, you can get yourself in such a rut,” she said. Ms. Cullum is well-known in the community for volunteering with the Royal Canadian Legion Branch 606. She organizes its monthly luncheons for seniors, afternoons of Bingo, as well as a Christmas dinner for seniors. Her craft skills also allow her to makes hats for the Legion’s annual Easter Parade. She also volunteers with the South Pickering Seniors’ Club, where she sells Bingo cards several times a week and takes part in the annual bazaar. For Community Care Durham, she calls housebound seniors and sends letters and cards to those hard of hear- ing. “I’m busy 24 hours a day,” she said. “And, when I go to bed, I dream of what I can do tomorrow.” Ms. Cullum first became involved in organizing events when she worked for 25 years at the then-K-Mart in Pickering, where she also helped orga- nize the store’s social events. “I met (a lot of seniors) when I worked at K-Mart, not figuring I’d be one of them one day,” she said with a laugh. Mayor Ryan said Pickering thinks highly of its seniors for their work in the past as well as their contributions today. He’s known Ms. Cullum for a number of years and said “she’s a great lady. Her bio is littered with one high- light after another, with the most impressive among them an NCAA National Championship while a member of the Notre Dame Fight- ing Irish wom- en’s soccer team back in 2004. But her most recent victory, as a member of the Cana- dian women’s soccer team, has vaulted the Ajax resident and her team- mates into the international spot- light. A 1-nil win over Mexico in the semifinals of the CONCACAF Women’s Olympic Qualification Tournament ensured Canada a berth in the Beijing Olympics this August. “It was one of the most reward- ing and amazing experiences of my career,” she says of the victory, which was made even sweeter by the fact it came on Mexican soil in Juarez, in front of a partisan home- country crowd. Chapman, a 25-year-old de- fender/midfielder, notes that the team was really nervous before the game, but was ready for it and ob- viously happy with the results. The euphoria carried over to the final against the United States, as the teams played to a 1-1 draw before Canada lost 6-5 on penalty kicks. Both teams had already qualified for the Olympics based on their victories in the semifinals, leaving the championship game for noth- ing more than bragging rights. The only other experience the win to qualify for the Olympics could compare to was the NCAA title with Notre Dame, though she has little trouble separating the two. “I can’t really compare the two,” she says. “We won the NCAA championship, but this one, just the feeling of going to the Olym- pics, that’s really special and will always stay with me.” Born in Port of Spain, Trinidad and Tobago, Chapman points out the victory in the Olympic quali- fication tournament carries a special significance in the histori- cal annals of Canadian soccer. It marks the first time ever that a Canadian women’s soccer team will be entered in the Olympics, and it also ends a 24-year drought for Canada since the men’s team last appeared. “We had talked about all the different scenarios that we were going to be put through. The pres- sure of having one game to qualify for the Olympics,” she says of the history setting accomplishment. “We talked about everything to get it out. “Our program has made huge strides from the past. We are going to be a competitive team and we are shooting to be number one in our group and I think it’s attain- able.” Women’s soccer actually opens on Aug. 6, two days before the official opening ceremonies are scheduled. Canada will meet Ar- gentina on that day, followed by pool games against the host China on Aug. 9 and Sweden on Aug. 12. Group winners and runners- up in the three divisions of four teams will automatically advance to the quarterfinal playoff, with the remaining two teams rounded out with the two best third place teams. In the latest world rankings, Canada sits ninth, while the Unit- ed States leads the way in first. The rankings for the competition Canada will face at the Olympics includes Sweden (3rd), Argentina (9th) and China (14th). The Pickering Heat bantams, ages 15 and 16, played against girls ranging in age from 17 to 19. Surprisingly, the Pickering bantams ar- rived in the semifinal against Princeton, los- ing the contest (no score was reported), thus earning a shot at a bronze medal. In the bronze-medal game, the Pickering girls played a Markham squad that had beat- en them 9-2 in round-robin action. The Pickering girls raised the level of their play, scoring eight runs in the fifth inning to turn the tables on Markham by an 8-1 score to earn bronze. The Pickering girls posted a 1-2 record on Saturday, seeding them third in their group and earning a playoff match-up against an- other team from Pickering.
