The Durham resident -- a colorectal cancer survivor and national spokesman on the subject, who also writes a col- umn for this newspaper -- says many of us are embarrassed to talk about colonoscopies, colon health and anything else that strays too close to the rear-end region. “A lot of people don’t talk about it or don’t get checked because they think it’s this humiliating thing, but really the procedure is extremely simple and painless,” he said. “Peo- ple need to know that colon cancer is very preventable.” As part of Colorectal Cancer Awareness Month, the Sun- derland resident’s voice can be heard in a Ministry of Health-sponsored TV commercial, aimed at raising aware- ness of colon cancer and the importance of proper screen- ing. Mr. Crone, a well known local actor, writer, comedian and motivational speaker, was diagnosed with colon cancer at the relatively young age of 44, and today, at 48, is a survi- vor. The commercial he appears in is part of a larger initiative called ColonCancerCheck, announced by the Province on March 14. The campaign also includes a new website (www.colon- cancercheck.ca) and the launch of take-home colorectal cancer screening kits, which will be available to health-care providers in April to distribute to Ontario residents age 50 and over. The kits, called fecal occult blood tests, work by detecting trace amounts of blood in the stool. Those who test positive will be sent for a follow-up colonoscopy. People without a family doctor can pick up a test kit at a local pharmacy and send it off to a central lab for results. If it comes back positive, they will be notified by a provin- cial registry to arrange for a colonoscopy. A three-year ‘road map’ for cancer care in Ontario Recently , Cancer Care Ontario released its 2008- 2011 Ontario Cancer Plan, a three-year road map for the province’s cancer system. It sets out actions to con- trol cancer and improve pa- tient care, including these four key plans: (1) Boosting cancer screen- ing rates through aggressive education and tools for health care providers and patients, including invitations, reminders and prompts about screening; (2) Improving the time to diag- nosis by measuring and setting targets for the wait time be- tween a referral from a family physician to when the patient sees a specialist for tests; (3) Raising the quality of regional cancer services by providing better access to chemotherapy in community hospitals, making highly com- plex chemotherapy and lung surgery safer and making intensity modulated radiation therapy (IMRT) the gold stan- dard radiation therapy; and, (4) Ensuring the high qual- ity and safe introduction of tests that can predict people’s response to treatment and cancer risks and enable indi- vidualized therapy -- referred to as molecular medicine For more information, check out www.cancercare.on.ca. All beds are scheduled to move to Centenary Health Centre even though the population of Ajax/Pickering is growing at the fastest rate in Canada and the population of Scarborough is static. West Durham will lose the services of 4 Psychiatrists. There is already a shortage of Psychiatric services. Closing the inpatient unit in Ajax, may pose an even greater shortage as doctors move their services to Scarborough. Ambulances and Police will be spending their time transferring Durham patients to Scarborough. This will place extra demands on emergency services. The Ministry of Health has already approved expansion of the Ajax Inpatient Mental Health Unit from 20 to 29 beds. There has been NO CONSULTATION with mental health professionals or community stakeholders regarding this closure. YMCA Youth Foyer offers workshops Salary disclosure document sports more than 45,000 public sector employees By Melissa Mancini mmancini@durhamregion.com DURHAM — This year Mayor Pat Perkins made the six-figure list, but some other mayors in the region would have too if they were paid the same way she was. The mayor was on the $100,000 Salary Disclosure list released earli- er this week, reporting her salary of $101,235.01. The salary listed com- bines her regional councillor pay with her compensation as mayor of the Town of Whitby. For Mayor Perkins the situation is just about logistics. “If any government-related cor- poration issues a T4 over $100,000 they have to disclose it, that’s just the way it’s set up,” said Mayor Per- kins. “It’s just a matter of my sala- ries being combined.” The Ontario Municipal Employ- ees Retirement System (OMERS) provides pension services to Whitby and Clarington. Organiza- tional policies for OMERS are the reason why the salaries for regional councillors of both municipalities are combined on one paycheque, said the mayor. Other members of regional coun- cil receive money in lieu of pension yearly. The mayor said this is just the way the system was set up years ago. The only way OMERS would allow the councillors to be part of the pension plan was if their sala- ries were on one payroll. But the mayor has said she is OK with her constituents knowing what she gets paid. “My big thing is transparency,” she said. “I think the people of this town deserve all the information they can get.” The mayor also said for 2007 there were a lot of Whitby firefight- ers on the list, but that was due to retroactive pay from a contract settlement. The salaries for these workers will not be listed next year, she said. “As with any list that has over 45,000 entries there will be omis- sions and mistakes,” said Kevin Gaudet, Ontario Director of the Ca- nadian Taxpayers Federation. The federation is an advocacy organization which works to lower taxes, reduce waste and provide for more accountable government. Mr. Gaudet said the six-figure list is not perfect but added he is glad there is a list. He said that, as a rep- resentative for an organization that encourages transparency, he would like to see more categories listed on the inventory that explained better what made up salaries. Based on feedback received, that route was confirmed as the Preferred Sewer Route (see map). The preferred route begins just north of Box Grove in the Town of Markham and follows along 14th Avenue to Townline Road to the Hydro corridor, travelling east along the Hydro corridor to Liverpool Road. The route proceeds south on Liverpool Road to Finch Avenue, continuing east on Finch Avenue and ending at Valley Farm Road in the City of Pickering. Essentially all of the proposed sewer will be constructed by tunnel method, which creates little or no disturbance to the surface except at tunnel entry and exit shafts at planned intervals. PIFs are being held to allow interested persons to comment on the following project activities: • Detailed assessments of the potential effects on the environment associated with construction and operation of the proposed sewer • Recommended mitigation measures for minimizing potential effects • Recommended environmental monitoring plans for use during the construction and operation of the proposed sewer • Recommended ecological, recreational, and infrastructure enhancements for the area The existing Southeast Collector Trunk Sewer is an integral component of the York Durham Sewage System (YDSS). The Regional Municipalities of York and Durham are undertaking the Southeast Collector Trunk Sewer IEA to address the additional sanitary sewer flows projected from future growth as allowed for in York Region’s Official Plan. The Regions are co-proponent on the IEA, as a portion of the study area is within Durham Region and they co-own the existing Southeast Collector Trunk Sewer within Durham Region. Comments and information regarding this IEA are being received from the public to assist York and Durham Regions in meeting the requirements of the Environmental Assessment Act. This material will be maintained on file for use during the project, and may be included in project documentation. Comments and information received will be used in accordance with the Freedom of Information and Protection of Privacy Act. Your participation is an important part of the process and we welcome your input. We encourage you to attend either one of the PIFs to review the materials available and provide any comment or information that you have with regard to the project. A copy of the Synopsis Report #4 on the impact assessments associated with the proposed sewer, as well as other background information, is available on the project website: http://sec.cenet.ca. Copies of this information are also available for review at the Pickering Central Library, Malvern District Library, and Unionville Library, as well as York and Durham Regions’ Headquarters. The Excellence in Manufacturing Consortium (EMC) is hosting its first strategic interest group meeting April 9. The purpose is to share information about how this not-for-profit group of manufacturers can help members im- prove their global competitiveness through sharing of ideas and informa- tion, said Bren McKeachnie, senior community development manager with EMC Canada. “This is an opportunity to share chal- lenges and opportunities in business and anything that will help us be more competitive. The hourly wage increase from $8 to $8.75 kicked in last Monday giving the Boston Pizza employee extra funds she could use to help pay for her July wedding. “I’m very excited. It makes a big difference,” said Ms. Calde- rone, 32, from her full-time job at Boston Pizza on Consumers Road where she has worked for seven years. Although with tips she gener- ally earns $15 to $20 an hour, the increase will help during the slow- er periods like the post-Christmas season. While thousands like her, espe- cially in lower paying restaurant and service sector jobs, will be happy with the increase some em- ployers are concerned with the hit to their bottom line. Steve Wilson, the owner and oper- ator of several McDonald’s restau- rants in Oshawa and Clarington, says the nine per cent hike is too much too soon. “I do not have a problem with an increase in the minimum wage; it needs to go up but it could be more inflationary,” said Mr. Wilson, adding that inflation isn’t increasing by that rate. “The problem we have is it’s arbitrary and sudden. An increase of nine per cent each year is sig- nificant and makes it hard for our industry.” The Province plans further min- imum wage increases -- to $9.50 next year and $10.25 in 2010. Considering labour represents one of his largest costs, combined with the rising price of food and overall inflation, the time is ripe for increases in some restaurant items. Although he tries to avoid price hikes and will look for other efficiencies in their operations to offset costs it will be necessary on some items starting within a month. “We are wrestling with it,” he said. Manpower services in Pickering, an employment agency that screens and hires workers for commercial clients and then col- lects a portion of the position’s hourly allocation, is concerned about the potential negative im- pacts of the minimum wage hike, said Kim Murray, of Manpower’s Pickering office. Either the employer or the em- ployment service who does the hiring for the client will have to ab- sorb the increased cost of workers who are hired at minimum wage, said Ms. Murray. “Our clients might say, ‘We are hit with 75 cents we want you to cut our costs,’ which will eat into our profits,” she said. With the softening in the manu- facturing sector and a competitive marketplace, “most companies are not making huge profits so this will cut into theirs.” “It’s hurting companies, especially manufacturing,” she said, adding that some workers hired by Man- power to work in unskilled labour or assembly jobs in manufactur- ing plants earn minimum wage. It will may cause employers to do their own recruiting or else expect to pay Manpower, as their employment agency, a reduced hourly rate for workers it hires on their behalf. Still she says it brings the mini- mum closer to the rate workers demand. “Most people feel entitled to at least $9 per hour. Durham reaction mixed to minimum hourly wage hike DURHAM — Last Monday’s minimum wage hike to $8.75 per hour from $8 per hour could result in some job loss in that group, especially those in low-skilled/low-income workers with unstable employment his- tory, says Terence Yuen, a finance instructor at the University of Ontario Institute of Technology. “The minimum wage hike would help the low-income earners in terms of pay, but it becomes more difficult for them to find a job,” said Mr. Yuen. The minimum wage was $6.85 in 2003 and plans are to increase it incrementally until it reaches $10.25 in 2010. “This is substantially higher than the average wage growth in Ontario (less than 30 per cent) during that period,” said Mr. Yuen. “This implies an over 20 per cent increase in minimum wage relative to the average wage in Ontario between 2003 and 2010.” Still, key findings from minimum wage studies in both the U.S. and Canada indicate that an increase (relative to the average wage) would have no impact on aggregate employment. That means, the minimum wage hike would not be expected to affect the overall employment in Ontario, said Mr. Yuen. “The main reason is that the percentage of workers with current earnings around the minimum wage level is relatively small,” said Mr. Yuen. Rhonda Roberts Newcastle D o you, like me, find yourself shaking your head several mornings a week as you hear the results of the latest study revealing such world-rocking truths as smoking is detrimental to your health, or that people who eat poorly tend to be over- weight, or that exercise is in fact good for you? Is it just me, or does it seem like mil- lions of dollars, usually taxpayers’ dol- lars, are yearly being flushed down the dumper on projects designed to prove what most of us who can dress our- selves already know? Alcohol consumption during preg- nancy is not a good idea. Seatbelts save lives. The earth is round. Yeah, OK . . . kinda already figured that one out myself, thanks. I can only assume that there are a great many people making a dandy little living pointing out the obvious in a great many thousand-page reports. And frankly, I think I’d like a piece of that action. If someone wants to float me a multi-million dollar research grant, I’ll happily put my acting career on hold for a few years to study any number of ridiculously obvious tenets. As a result of intensive study we can now conclusively state that: Pants keep your legs warm. Women are more effec- tive breast-feeders than men. And, asbestos pillows are bad for you. My work here is done. I’ve no doubt, in fact, I desperately hope that there is a great deal of very important research being paid for in the world. We need to monitor the health of the planet, we need to keep an eye out for medical breakthroughs, we need to explore the universe. That’s all money well spent, in my book. But do we really need a study to tell us that people who fill their grocery carts full of pop and Twinkies tend to be as big as a house? That individuals who live in poverty tend to be less happy than those who don’t? That nine out of 10 people who strapped a live cat to their head got scratched? Hello? I am convinced that, hardwired into all of us at a cellular level, is the requi- site knowledge to look after ourselves and lead safe, happy lives. It’s there. We know, deep down, that it’s not a great idea to consume nothing but alcohol and fried food. We know that we’ll live longer and happier lives if we exercise now and then. We know that strapping a live cat to our head is only funny some of the time. We understand these things. The problem is that we are human and that we don’t always make good choices. But that’s OK, too. It’s called natural selection or, in more common parlance, vacuuming the gene pool. I don’t think we need any more studies to point out our failings. We are aware of them. And sometimes we have to learn the hard way. That’s why God invented para- medics. Besides, how might our society look if the millions used to study and cata- logue its ills were instead used to pre- vent them? An interesting question. Someone should do a study on that. Too many people pointing out the obvious on our dime Neil Crone/ Enter Laughing Property tax, six-figure comparisons not what they seem Numbers don’t tell the whole story W hen it comes to property tax, it’s all about location, location, loca- tion, the central tenet in the real estate mantra. Trying to compare property taxes strictly on the basis of house price is unfair and doesn’t provide a real measure upon which to judge value. Take for example, a $380,000 house and check out the property tax paid on it in every Greater Toronto Area municipal- ity -- Oshawa is the most costly, Toronto the least costly. Oshawa’s property tax of $5,744.86 and its increase of 4.61 per cent is far in excess of Toronto’s totals of $2,321.52 with a 3.75 per cent increase over last year. If only it were that straightforward. First, house prices are deceiving. Con- sider how many more square feet, how much bigger the lot size, and how much nicer the overall quality of the $380,000 home in Oshawa (or Whitby, Clarington, Ajax, Pickering, Scugog, Brock or Uxbridge) is, compared with Toronto. Also, consider the incredible amount of tax revenue generated by the many thou- sands of businesses in Toronto -- Canada’s economic capital -- when compared with the percentage of business tax revenue Durham municipalities can raise. Most Durham municipalities are heavily -- if not totally -- reliant on residential taxes. That’s simply not the case in Toronto. Many of the GTA municipalities nearer to Toronto -- in Peel, York and Halton -- have had several decades of massive development, have higher priced homes and therefore raise plenty of tax revenue from many houses priced well in excess of $380,000. Oshawa and its Durham neighbours have far fewer “elite” homes to generate income from. It’s simply not an apples to apples comparison. In a similar vein, the appearance of Whitby Mayor Pat Perkins in the annual Ontario civil servant six-figure club is deceptive. Mayor Perkins’s $101,235.01 includes both her regional and local sala- ries. Other south Durham mayors collect their pay from two different packets, but if their regional and local salaries were com- bined, like Mayor Perkins’ pay is, most -- if not all -- would be in the six-figure club. It’s important taxpayers get the whole story, not just one view, so a fair evaluation can be made. Someone who has been there and done that, Garth Stephanson, will share his experience at a spe- cial presentation partly sponsored by the Greater Oshawa Chamber of Com- merce. As keynote speaker, Mr. Stephanson will speak about his experience sell- ing the family business at the April 16 event. Mr. Stephanson, a retired chartered accountant, is a coach and mentor who sold his family business in Belleville in 2004 after 32 years as CEO. According to a 2006 survey by the Canadian Federation of Indepen- dent Business, almost two- thirds of small business owners plan to exit their businesses over the next 10 years. However only 10 per cent have a formal plan in place to sell, transfer or wind down their opera- tions. Slightly more than one- third have an informal plant on how to prepare for the transition. But more than half have no plan at all. As many owners have no other retirement fund beyond the business itself, the risks are huge. In family-owned busi- nesses, lack of planning is one of the main reasons why 70 per cent of inter- generational transfers do not survive into the sec- ond generation and 90 per cent do not survive into the third. After a year spent studying and playing at Trinity Pauling Prep School in Pauling, New York, just north of New York City, Robert Carman is headed to another New York school, St. Lawrence University (Canton, NY), on a combination athletic/academic scholarship this fall. The 18-year-old infielder says he’s happy to remain in New York for St. Lawrence’s close proxim- ity to home, not to mention its good standing in baseball and academics. “I’m looking forward to going to St. Lawrence. I think that it was a perfect match for me. It’s not too far from home, about four hours from Pickering, and I really like that it is one of the leading liberal arts colleges in the U.S. It’s good for baseball and really good for academics. No one is able to match their indoor (baseball) facilities, especially being in the northern U.S. I felt comfortable with the coaches there.” Carman notes St. Lawrence was his first choice among three other colleges that pursued him on a scholarship. Denison Uni- versity (Ohio), Dickenson Col- lege (Pennsylvania) and Rollins College (Orlando, Florida) were also in the mix. But, in the final analysis, the St. Lawrence coach- ing staff made his decision much easier. “Rollins was my second choice as it was down in Florida and it is a very good baseball school, but I liked the feel at St. Lawrence. The coaches were more person- able with me and they’ve kept in touch with me after I accepted the scholarship,” he says. Carman says he’ll be happy playing for St. Lawrence under Saints’ manager Tom Fay, who’s headed up the men’s baseball program at St. Lawrence for more than 30 years. “He’s been there so long that they named the field after him. I really liked him a lot.” Carman says he’s unsure if he’ll be a starter in his freshman sea- son with the St. Lawrence Saints, which play in the Liberty League (NCAA Division III) and includes nine other upstate New York schools. In fact, there’s a pos- sibility he may be shifted from his natural shortstop position to third base in order to start. “They haven’t made any prom- ises of starting my first year,” he explains. “They want me to com- pete for the starting job at short- stop. Being a shortstop, I can play a lot of infield positions, so if I want to start as soon as possible it may be at third base. They pic- ture me as one of the leaders on the team and I like the sound of that responsibility. “They promised me I’ll have playing time, but they’re not able to say right now if I will start.” Carman finishes his studies at Trinity Pauling in May, sign- ing on last year to do a year of post-graduate studies there after graduating from St. Mary Catho- lic Secondary School a year ago. In New York, he played for the prep school’s Pride baseball team, which most recently re- turned from spring training in Orlando, Florida where he played five games at the Disney’s Wide World of Sport facility. “I decided to go there to have an extra year to go to university and have a little more exposure (to U.S. college baseball pro- grams),” he explains. Carman credits the Ontario Prospects program, managed and coached by former Toronto Blue Jays’ players Rich and Rob Butler, for helping him get no- ticed by U.S. collegiate scouts. It was while attending a tourna- ment in Florida with the Pros- pects that he was offered a spot on the Trinity Pauling team. He plans to play shortstop for the Prospects again this summer, which will mostly be spent at tournaments in the U.S. “It was between playing with the Prospects or locally on a ju- nior team. I know the guys and I’m comfortable there. I can’t get better coaching there than ex- major leaguers.” He’s also grateful to the coach- ing he received while playing rep baseball with the Pickering Red Sox, playing in Pickering since age nine. For many of those years, he played for his father, Mike Car- man, who managed numerous rep teams. “The Red Sox are probably the biggest reasons I made it,” he says. Carman plans to study in the general arts program for the first two years at St. Lawrence, with an eye toward shifting to business studies in his final two years.
