Resident says councillors spend too much Doug Dickerson tops list with $18,304 in expenses By Kristen Calis kcalis@durhamregion.com PICKERING — With the average full-time salary in Ontario less than $25,000, Pickering councillors have it pretty nice, making more than $28,000 for a part-time position, one- third of which is tax-free, says a Pickering resident. “Thirty-thousand dollars on average in perks for each councillor, and here we are the taxpayer not getting much (in return) on our dollar,” Janice Frampton said. The 2007 council expense report came to executive committee Monday, revealing council’s total expenses were $72,975, up from last year’s $69,953. Ward 2 City coun- cillor Doug Dickerson was the top spender with $18,304, compared to $17,695 in 2006, but he said that comes with the job. “If you want to make a buck you have to spend a dime and nothing in this world worth having comes for free,” he said. Coun. Dickerson in an interview said his hours are closer to full-time, considering he spends 55 to 70 hours performing his coun- cil duties each week. He spent $9,316 on conferences, $3,255 on meals and $3,588 in the pager-and-cell-phones category. That’s a decrease from last year, when he spent $6,186 on Blackberry expenses. Coun. Dick- erson said he treats potential Pickering in- vestors to lunch to help bring business to Pickering. As for conferences, he went on a number as chairman of the Sustainable Pickering Advisory Committee, which doesn’t yet have its own budget. He wants to help make Pickering a leader in sustainability, reason- ing such expenses are necessary. “But they’ll never get there if someone doesn’t clear the path,” he said. Ward 1 City Councillor Jennifer O’Connell finished a close second, spending $17,734. Her greatest expenses were for conferences ($8,639) and outside agencies, at $3,500, which she explained in an interview was the creation of her website. She went to five conferences and even found a cheaper flight than one the City had booked on one occasion. She attended the conferences be- cause she wanted a “fast learning curve” so she can apply her knowledge to Pickering’s many challenges. “I spent the taxpayers’ money as if it was my money and I made sure I stretched the money I spent very far,” she said. She added she’s sympathetic to residents’ concerns, and doesn’t plan to attend five conferences every year. Ms. Frampton noted council benefits include RRSP contributions, but said they shouldn’t since councillors work part-time. In fact, he doubts he’ll be able to retire comfortably with the amount he makes as a councillor. “It’s very tough to raise a family on this income and do it full time,” he said. He was pleased that he came in third for spend- ing at $16,736, but his expenses did increase by about $2,500 from last year. He spent $2,149 on his internet and home phone, but said he’s always run a home office, and residents can reach him at any time of day, even while vacationing. “You’re never away on holiday,” he said. Mayor Dave Ryan decreased his spending to $11,488 from $14,098 last year. Ward 1 Regional Councillor Bonnie Littley spent $5,627 in her first full year. Ward 3 City Councillor David Pickles spent the lowest amount at $4,512, less than half of his 2006 expenses. But he maintains expenses such as a Blackberry and a home phone line for the job allow the public to easily access their councillor. “I think you have to keep things in per- spective,” he said. He added he hears from Toron- to residents that getting a hold of their councillors is no easy task, the opposite of Pickering’s case. Ward 2 Regional Councillor Bill McLean spent $10,062, most of which went to conferences and cell-phone bills, but said he has no problem ex- plaining his expenses. He said he’s accessible to residents at all times, and hardly thinks he’s over- paid. “But I do it because it’s a passion, not a job,” he said. Ms. Frampton asked to see all receipts before the expenses are approved, but clerk Debi Wilcox confirmed they can be obtained through the Freedom of Information Act. The committee approved the report, which will go to council next week. Former neighbour charged in Raglan killing By Jeff Mitchell jmitchell@durhamregion.com WHITBY — Her quavering voice belying a re- solve that’s helped keep a cold case active for more than three decades, Barbra Brown somehow found a way to describe her reaction to learning the identity of the man charged in her twin sister’s long-ago killing. “I now know the who,” she told reporters gath- ered at Durham police headquarters in Whitby Wednesday afternoon. “I will have to wait a little longer to know the why.” Ms. Brown has waited almost 34 years for the answer to the question that has haunted her: Who killed her 22-year-old sister Beverly Smith with a single gunshot to the back of the head on Dec. 9, 1974? Ms. Brown was shocked to learn that Durham police have charged 56-year-old Alan Smith, a former neighbour and friend of her sister’s in the north Oshawa hamlet of Raglan, with second- degree murder. Police arrested the man at his Cobourg home Monday, culminating an intensive review of the murder probe that was launched last May. Mr. Smith, no relation to the victim, was among those questioned during the original investigation of Beverly Smith’s killing in 1974; it was his wife who found the slain woman’s body on the floor of her home, metres from the crib in which her infant daughter lay sleeping. “It was a terrible blow all over again,” Ms. Brown said. “He made himself out to be a hero. “Part of my healing was waiting to forgive and I hope in the future it still will be, but right now it’s not on the table,” Ms. Brown said. “I just need to hate him a little longer.” Ms. Brown spoke to the media in early Febru- ary when Durham police held a press conference to issue an appeal for tips in the case. She and Ms. Smith’s daughter, Rebecca, spoke then of the anguish they’d lived with for years, knowing Beverly’s killer had not been brought to justice. Wednesday Rebecca hinted at the toll those years have taken when she described how news of the arrest had come as a relief to her father Doug- las Smith, who raised Rebecca after his wife was slain. Mr. Smith has lived for years under a cloud of suspicion, she said. “I had people who would say it was my dad -- they were pointing fingers,” she said. “He lost his wife.” A team of 10 detectives backed up by numerous other officers relaunched the investiga- tion into Beverly Smith’s murder last May, relying on information gathered in past efforts and pursu- ing new leads that cropped up. They also gathered DNA samples from a number of people, said Dur- ham police spokesman Dave Selby. Police continue to investigate the case but be- lieve the killer acted alone, Mr. Selby said. Alan Smith appeared in court Tuesday and was remanded in custody. After 33 years, an answer to a haunting question Provincial committee formed to examine issue By Josie Newman jnewman@durhamregion.com DURHAM — The announce- ment at a recent Safe Schools conference of a provincial com- mittee to examine the results of a recent survey on sexual assault is very timely, says the public school boards’ safe schools su- perintendent. “What worries me in that sur- vey is that girls are not reporting it. That tells me the girls don’t feel comfortable or safe confid- ing what’s happened. We’ve asked our staff violence preven- tion officer to review the issue of sexual assault with all our prin- cipals,” said Joe Hircock, who at- tended the conference along with Pickering schools superintendent Lisa Millar. The Durham District School Board has an internationally recognized sexual assault and violence prevention program. Be Aware, Be Safe won an inter- national award in 2005 from the Association of Chiefs of Police. The document, geared at teenag- ers, details steps they can take to help prevent sexual assault and explains what to do if an assault does happen. It will be used for a Ministry of Education presenta- tion to provincial educators at the end of March. The impetus for the Be Aware, Be Safe program came in 2000, when Durham Regional Police and the sexual assault care cen- tre told the DDSB there was a big problem with sexual assault, said Linda Lowery, the board’s substance abuse and violence prevention co-ordinator. “We started a school lecture program so students could rec- ognize what sexual assault is when it happens. We heard back from students that they wanted to know about prevention and reporting, so we applied for fund- ing to the Ministry of the Attor- ney-General,” said Ms. Lowery. It received $46,000 to provide a three-part resource to address sexual assault in Durham Region schools. A curriculum guide was devised so Grade 7, 8 and sec- ondary school students could understand how to report sexual assault or relationship violence, what support services are avail- able, and how to help someone who’s been sexually assaulted. A video depicting a sexual assault victim reporting to Lakeridge Health Oshawa and the perpe- trator being taken to jail, as well as a wallet card that has names and contact numbers of people to contact in case of sexual as- sault, completed the package. All three resources were distributed to DDSB schools. Shirley Burnett, executive di- rector of the domestic assault/ sexual assault care centre at Lak- eridge Health in Oshawa, said the number of sexual assaults reported has decreased in the three years since the awareness campaigns started. “We run a 24/7 program in the hospital, so if someone comes in saying they’ve been sexually assaulted, a nurse is called in, then a physician. We see if there is forensic evidence but don’t ex- amine children under 16 if they don’t want to be examined -- the Children’s Aid Society must be notified if a child is assaulted,” said Ms. Burnett. Since April 1, 2007, she said there have been 130 cases of children 18 and under reporting sexual assault to her centre. Of those, 45 were reported by 13- to-15 year olds, the largest pro- portion represented by any age group. Many of the assaults were reported long afterwards, when the victims came in for counsel- ling, while the rest were reported within the first 72 hours. Children 12 and under were usually as- saulted by someone they knew, while older children were usually assaulted by an acquaintance, said Ms. Burnett. There are a variety of other places where sexual assault vic- tims can report an assault, in- cluding the Children’s Aid Soci- ety, the Catholic Family Services, Family Counselling of Durham Region and Kinark. She defines sexual assault as any unwanted form of sexual contact including kissing, fondling, grabbing, and sexual intercourse. That wasn’t quite the case this time around, however, when resident Jan- ice Frampton took a detailed look at council’s 2007 expenses. She questioned spending by Picker- ing’s elected officials at the executive committee meeting, when the report was discussed. It forced council mem- bers to defend themselves and justify their expenses. Pickering council members racked up $72,975 in expenses, roughly $3,000 more than last year, on items such as home phone and internet, Blackber- ries and meals. The total cost of council was $377,898, including, but not limited to, remuneration, per diems, benefits and travel. That number actually decreased from last year, when it was $418,330. Ms. Frampton was the only resident who spoke at the meeting, but her pre- sentation gave councillors so much to think about that the discussion went on for about an hour before it was approved. And, whether or not one agrees that councillors are paid too much, or charge too much for certain expenses, it’s important that they explain their spending choices. They are spending taxpayers’ money after all. Her questioning forced Ward 2 City Councillor and top spender Doug Dickerson to explain his expenses of $18,304, and he noted his attendance at conferences regarding sustainability as his greatest cost. It also prompted Ward 1 City Coun- cillor Jennifer O’Connell to explain why her expenses, totalling $17,734, were the second highest in her first full year as a public servant in Pickering. She wants to expand her knowledge and extend it to the areas in which Pickering needs improvements, she said. Councillors and staff appeared uneasy, and even when councillors were able to defend themselves rea- sonably, Ms. Frampton pressed on. I don’t know if all councillors would agree, but I, for one, was thank- ful for her presentation. Money coming from the taxpay- ers, being spent by the politicians Pickering residents elected, should be explained. In fact, I was quite surprised more people didn’t question their spending. Ward 3 Regional Councillor Rick John- son suggested this could mean resi- dents are happy with their councillors. But, this could mean a number of things, ranging from they were sim- ply too busy to attend or believe their voice wouldn’t be heard anyway. EQAO testing is a great tool to use for a school board, a teacher and adminis- tration, but not for a parent. The administration will use the data from the EQAO testing and will be able to estab- lish a learning pattern by gender, by subject and will be able to come up with solutions to lower the gap between genders. If a par- ent wants to know what is happening with their child they should talk to a teacher first-hand, since this teacher spends more time with your child than you do. It’s not a knock against parents, but an actual fact. The report also doesn’t take into account activities in the school or if there are gifted classes within a certain school. To the gov- ernment, marks are just marks. Sometimes a mark is not an indication of the charac- teristics of a child and how those charac- teristics play on a child’s education. A mark doesn’t show attitude, emotions or stress. Talk to your child’s teacher for the best information about your child. The report confirmed that air quality in York Region, where the energy-from-waste facility was proposed to go, is better than the site where it’s now been selected to be built, in Clarington. Good to know. But now that this report is out, what good does it really do? Should it not have been completed before Regional Council made its site selection decision to locate the facility at the Courtice Road site? We think so. Getting this report now leaves even more doubt in an already skeptical public’s mind that the site selection for this facility was rushed. And let’s face it, if this information was available prior to Regional Council approving the site selection, would coun- cillors have still voted to locate it here? Simply put, the air quality in our own backyard is now worse off than that of the East Gwillimbury site in York Region, and that’s without an incinerator. The air quality monitoring was conducted from September to December 2007 and looked at sulphur dioxide, nitrogen oxide, carbon monoxide, ozone and fine particulate mat- ter. The maximum measurements of sulphur dioxide, nitrogen oxide, carbon monoxide and ozone did not surpass the Ministry of Environment’s limits. That can make everyone breathe a little easier. However, the report indicates that there’s not enough data to assess fine particulate levels according to the Canada-wide stan- dard, because that requires monitoring over a three-year period. With Michigan closing its border to our garbage by 2010, it doesn’t look like fine particulate levels will be properly monitored, which is a shame. Shouldn’t the health and well-being of the people living in the community be the Region’s top priority? Yes, we need a solution to our garbage problem, but when the public starts hearing about reports and studies after decisions on site selection have already been made, it leaves people skeptical. As witnessed by the Region’s air quality report, it appears it’s putting the cart before the horse and that can make for a bumpy ride. March is Problem Gambling Prevention Month and RGC officials were at the Ajax slots to provide information for people going into or heading out of the site. Tim Hawkes, a project co-ordinator with the Responsible Gambling Council, said the Within Limits campaign involves “talking with people, basically about making responsible choices.” In Ontario, 3.4 per cent of adults will develop a gambling addiction ranging from moderate to severe. Signs of addiction include neglecting family and friends and borrowing money to gamble. The council has three teams going around to various casinos, race track slots and other gam- bling venues. One team covers Northern Ontario, one the southeast end of the province and the third the southwest portion. People are “fairly responsive” to the message, Mr. Hawkes said. RGC officials will talk to gamblers about “iden- tifying risks, suggest ways to reduce the risk, help them set more realistic expectations. We work with local treatment centres and distribute their literature,” he said. “Most are here for fun,” Mr. Hawkes said. “It’s good social enjoyment. It’s hard to gauge on the spot who will develop a problem. That’s why, with this program, we like to put information in their hands. People don’t like to brag about their losses. “Most (problem gamblers) we find are people try- ing to go for that next big win. The next big win, they’ll get out of the hole. They’re chasing losses,” he said. Fred Fuhrmann of Barrie, who was at the slots with his wife and aunt, said he’s not much of a gambler. “It’s the first time I’ve been here,” he said. “I’ve been to the slots three times in my life. “I work. I know hard it is to make an hourly wage. It’s mind-numbing. All you do is pull the handle. You’re not really working at it. Ms. Bekessy, who has spent years as an elemen- tary and high school teacher, would like to start teaching in developing nations once she retires in about 10 years. She is going to Kenya with a group of other teachers, many from Canada, as part of a Leaders Today trip. The international organiza- tion, an offshoot of Free the Children, is primarily geared to young adults who want to work in devel- oping nations as volunteers helping local residents with much-needed projects. Some groups, like hers, consist of older adults. “Both Leaders Today and Free the Children teach kids a global perspective and global citizen- ship. They’re trying to create a we generation as opposed to a me generation,” says Ms. Bekessy. The working trips, paid for by the volunteers, are in countries like Kenya, Ecuador, China and India. Ms. Bekessy’s trip will be almost three weeks long -- the first 14 or 15 days will be spent work- ing and the remainder for sight-seeing. If Kenya is still in political turmoil, the group will head to Tanzania instead. Ms. Bekessy, a teacher at Msgr. John Pereyma Catholic High School, is holding a fundraiser for her trip at Johnny B’s, 75 Consumer’s Dr. in Whitby, on Saturday, March 22 at 8 p.m. It features three local bands -- the Steve Bekessy band, a blues group, the Chris Gauthier group, an acoustic rockabilly band, and The Cellar Dwellers, a Tragically Hip cover band. It’s a chance to slow down, connect and share everyone’s day. Increasingly, research is also showing family meals are better for children’s physical, emotional and mental health. According to a study published last month, families who eat together may have healthier kids in the long term. The fi ndings, which appear in the Jour- nal of the American Dietetic Association, suggest children who connect with their parents at mealtimes are more likely to have a healthier diet as young adults. The study followed 1,700 teenagers for fi ve years and found those who ate the most meals with their families tended to eat bet- ter as they got older, including eating more fruits and vegetables. This new research bolsters previous studies that found children who share a meal with family several times a week are less likely to smoke, drink alcohol, use drugs or become sexually active. They also tend to do better academically and have better mental health. Unfortunately, while science suggests families make more attempts to eat togeth- er, economic forces are working against them. According to Statistics Canada, workers spend an average of 45 minutes less per day with family members in 2005 than they did 20 years earlier. The length of the workday has also ex- panded, cutting into what was traditionally the family dinnertime. On average, Cana- dians now work about 30 minutes longer each day than they did a generation ago. Exacerbating the meal crunch is simply the fast-paced and full lives of many fami- lies today. Children are often involved in more extra-curricular activities and have more homework to get through each night, than their parents did as kids. So, what to do? Start by doing some ‘investment’ cook- ing: double a meal one night and freeze half for later or set aside one afternoon on the weekend to cook several meals that can be tucked away in the freezer for busy nights. Next, save yourself time by purchasing pre-cut vegetables. Yes, they cost more but you’re more likely to use them and less likely to be pitching out brown broccoli next week. Even onions – the most dreaded of kitchen chores – are available pre- chopped and frozen. A simple meal, such as bean burritos, can be whipped up in under half an hour. Jazz and Blues fest a go for this summer DURHAM — The Oshawa Jazz and Blues Festival will go ahead this summer with a new producer. Becky Choquette, who has worked on past jazz festivals, will head up the 7th annual event from Aug. 4 to 10. “Ms. Choquette’s experience managing the 2007 festival will allow her to transition into her new role nicely,” said Kerri King, found- er and former producer of the Oshawa Jazz and Blues Festival. King is now tourism manager for Durham Region and is divest- ing her interest in all events pro- duced by her production company, Eclipse Concerts Inc. Choquette, through Spring- board Music and Events, is now looking for volunteers, interested community partners and local musicians to take part in the 2008 event. As in, that catchy song from ‘My Fair Lady’, the popular music which is being presented by Scu- gog Choral Society starting March 27 at Town Hall 1873, Queen and Simcoe streets, Port Perry. Filled with songs such as ‘The Rain in Spain’, ‘I Could Have Danced All Night’, ‘Wouldn’t It Be Loverly’, the musical is set in turn-of-the-19th/20th-century London, England, where two lin- guistics professors, Henry Hig- gins and Colonel Pickering, have a wager on whether Higgins can tutor a linguistically-challenged Covent Garden flower girl, Eliza Doolittle, to became a proper English lady. There’s no doubt of the out- come in this romantic classic but there’s plenty of conflict and fun along the way. “It’s like the granddaddy of musicals.,” said director Michael Roantree, very active in Oshawa Little Theatre and making a re- turn to SCS. “It’s the one benchmark others are marked against,” he said. “It’s a very strong story.” There are larger chunks of dia- logue than usual, making the play “very demanding.” He added he needed to cast experienced actors who can also sing, he said. “It’s beautifully sung by the cast,” he said. “When we were auditioning, I was looking for someone for Eliza who could sing the very high note at the end of ‘I Could Have Danced All Night’. You can pitch it lower but I really wanted that note and we got it.” Playing Eliza and hitting the heights is Janice Saywell, of Whitby, who has played in musi- cals in Oshawa and Port Perry be- fore. This is her first major role. Prof. Higgins is played by veter- an actor Michael Schneider, who’s appeared with OLT, SCS and Ca- denza Productions in the past. Bruce Rogers brings his radio announcer’s voice to the stage as Col. Pickering. Todd Appleton, of Oshawa, plays Freddie Eynsford- Hill. Phil Cook, of Pickering, plays Eliza’s dad, Alfred Doolittle. Mrs. Higgins is Michele Jones, a local singer. Steve Kreider, local busi- nessman, is Zoltan Karpathy. Judy Anderson, of SCS, is housekeeper Mrs. Pearce. All told there are 26 in the cast. On stage, the actors are working with a two-storey set which means the balcony will be closed for the show due to sight- lines, Roantree said. Edmonton hosts the trials from Dec. 6 to 13, 2009, an eight-team tournament for men and women to determine who represents Canada at the Vancouver-Whistler Olym- pic Games. Four top-ranked men’s and women’s teams earn byes into those trials. Team Howard missed a spot by coming second at the Brier but still has a good chance to make the top four. Eight men’s and eight women’s teams are competing in a round- robin format, with the top three teams advancing to the playoffs. The first-place teams go to the fi- nals, while the second- and third- place teams play in semifinals, with the winners also advancing to their respective finals. The remaining spots for the Edmonton trials will come from a 12-team qualifying tourna- ment from Nov. 10 to 16, 2009 in Prince George, B.C. The event is a triple-knockout format involving 12 men’s and 12 women’s teams, whereby the ‘A’ and ‘B’ winners and ‘C’ finalists will qualify for the Trials. ••• The 43rd running of the St. Pat’s Mixed Bonspiel was another hit at the Annandale Curling Club on Saturday. The winner and runner-up were determined on points. The top team was the Thain rink, with John Thain, Sandra Thain and Barb Luffmann of Annandale and Alan Charuk from Port Colborne. The Thain team will have their names added to the trophy. The Travis Fanset rink took sec- ond place. With Fanset were Laura Crocker, Geoff Chambers and Katie Hickey from the Scarboro Golf & Country Club. All the teams visited the prize table, and several more expensive items were raffled off.
