That doesn’t include waste and transit, the rates for which vary among the municipalities. Those two items would bring the increase to just more than five per cent, or about $105 on that $280,000 home. All of the Region’s departments were able to meet the guidelines set for them in the fall, as did the police, allowing the Finance and Administration Committee to cut budget talks from three days to two this week. Committee chairwoman and Scugog Mayor Marilyn Pearce said she thought the process went smoothly. “I think taxpayer affordability is on all of our minds, all of the time,” she said. “At the same time we’re aware of the pressure Durham has be- cause of growth.” The 4.8 per cent increase is slightly higher than the 4.4 per cent guideline set by the Region in the fall. Most of the difference between the two figures is a re- sult of provincially downloaded services, primarily the Ontario Disability Support Program, which the Province is in the pro- cess of uploading. Durham’s conservation au- thorities initially came in $81,000 over their guideline and, after addressing the committee, were allowed to keep just under half of that in their budget. “They’re feeling growth pres- sure from a lot of provincial leg- islation and from enhanced con- cern from the public on the envi- ronment,” said Mayor Pearce. Though the committee will look at waste and transit on Feb. 27, councillors already weighed in on Durham Region Transit’s budget this week. The property tax portion of DRT funding is expected to in- crease by 9.5 per cent to $30.1 million per year. On the average home, that will mean about $10 more. In Oshawa, where the tran- sit tax impact is the greatest at about $187 on the average home, homeowners will pay $1 less. Pickering residents looking at 4.8 per cent regional hike Studying the Petticoat Creek Watershed It’s time has come, with $10k from City PICKERING — The Petticoat Creek watershed is the only one in Pickering not to have been studied or undergoing a study, but that will soon change. The Planning and Development Committee recently approved a $10,000 grant to the Toronto and Region Conservation Authority to help undertake the study, which will cost between $50,000 and $60,000. The City’s funding was set aside in the 2007 budget but will have to go to Council for final approval. Others contributing to the study are Durham and York Re- gions and the Town of Markham. The southern part is mostly de- veloped but the northern section cannot be touched since it’s with- in the Agricultural Preserve. City staff noted the study will provide strategies to preserve, maintain and enhance sustainability of the watershed. In a letter to the City, Gary Bowen, TRCA watershed special- ist for the Duffins and Carruthers Creek Task Forces, said the over- all study design and terms of ref- erence for the study are currently being drawn up. The TRCA plans to build upon knowledge gained from past studies on the Duffins, Carruthers and Rouge water- sheds. Ward 2 City Councillor Doug Dickerson expressed concern with providing funding before a work plan is in place, but plan- ning and development director Neil Carroll said he believes se- curing the money is a good idea, especially since the TRCA would like to have confirmation of its funding partners. The Region of Durham initiated a Water and Wastewater Master Planning study in 2006 to identify a preferred water and wastewater servicing strategy for all urban areas in the Region to the year 2021, with consideration of strategic oversizing to service future growth beyond 2021. This Master Planning study is being undertaken in accordance with the Municipal Class Environmental Assessment process, which includes a comprehensive public consultation program. Public Information Centres (PICs) were previously held in June 2006 and May 2007 to receive comment on the proposed approach to identifying and evaluating alternative water and wastewater servicing strategies. The alternative strategies have now been evaluated, and the Region is holding a final round of PICs in February and March of 2008 to present the evaluation results and the preferred water and wastewater servicing strategy for public input. Each PIC will focus on the municipal water and wastewater systems for the municipality in which it is being held. The PICs will be an open house format, with a formal presentation beginning at 6:00 p.m. Staff from Durham Region as well as the study consultants (KMK Consultants) will be available to answer questions. Justices with the Ontario Court of Appeal rejected arguments that Robert Horvat, 29, was inappropri- ately detained and questioned by Durham police in 2005. Police were investigating a tip from a Whitby computer technician who’d found images of child pornography on a laptop that had been dropped off for repairs. When officers showed up at his Brantford office, Mr. Horvat admit- ted he was the laptop’s user. He was arrested and charged that day. Mr. Horvat was convicted of pos- sessing and making child porn -- a Superior Court judge ruled that in transferring downloaded images to other media he was in effect re-cre- ating the images through duplica- tion -- and sentenced to 18 months in jail. In imposing the sentence Justice Myrna Lack cited a previous child- porn conviction against the man. Mr. Horvat, who has been diagnosed as a pedophile, was also placed on probation and put on the national sex offender registry for 20 years. The appeals court also upheld the sentence. Mr. Horvat had been free while awaiting the outcome of his appeal. Health network needs volunteers DURHAM — The Central East Local Health Integration Network (LHIN) is looking for two volun- teers for its Community Nomina- tions Committee. Teacher accused of sex assault in court Pike first charged in 2005 DURHAM — Former elementary school teacher Jeremy Pike remains in custody awaiting the outcome of dozens of charges relating to the sexual abuse of children, two and a half years after his initial arrest. Mr. Pike, of Bowmanville, ap- peared briefly in an Oshawa court last month. Handcuffed, the 35- year-old listened as he was re- manded in custody to await a trial date in March. A former Grade 5 teacher at Glen Street Public School in Oshawa, he was arrested in 2005 on allegations of abusing young children. Durham police laid dozens more charges, including additional counts of sex- ual assault, sexual interference and making child pornography. Please recycle this newspaper O ne of Durham Region Transit’s major goals is to get people out of their cars and on buses. And, they succeeded with me last year, albeit for a brief time. I was a second-year journalism stu- dent at Durham College and the UPASS had just kicked in. Every college and university student on campus pays a mandatory $100 for transit along with their tuition fees. In return, they get unlimited use of local transit, except for GO trains. The students pay whether they use transit or not. So I weighed my options, comparing the cost of parking and gas to taking the bus and, not surprisingly, the free bus came out on top. I still drove to the GO station daily because the winding local route from my home in south Ajax simply took too long. Occasionally I’d give in and drive to school, but after six years of absence from local buses, I was once again a fan of Durham transit. It was relatively fast, it was convenient and, best of all, it was affordable. And, that’s what the Region wants for transit as a whole. But, it’s faced with that old transit paradox: we need more riders for a better system, but we need a better system to draw in more riders. Since Regional officials can’t force people out of their cars at gunpoint and on to buses, it’s obvious that the best option is to build a better system. Should local transit have amalgamat- ed sooner? Come up with a rapid tran- sit plan sooner? Sure. But, we deal with what we have now and what we have is a young system and officials working as hard as they can to improve it. It may seem like we haven’t gotten our fair share from the feds and the Province. The $5 million the Region is getting to create a transit plan seems paltry compared to our neighbours, who have gotten more than 20 times as much. But, once we have a plan, we’ll start seeing those bigger dollar figures. The capital cost for a bus rapid transit sys- tem would be around $175 million. The Province is considering kicking in $80 million for that. And, although the feds haven’t com- mitted a dollar figure to it, Finance Minister and local MP Jim Flaherty was clear that once the plan is complete, funds can start flowing fairly quickly. That’s not to say that all of the Region’s transit woes will be fixed by a one-time infusion of cash from upper- tier governments. With about 40 buses that are 16 years old or older, replacing them represents a huge investment. But, once we have those core, heavy- use routes in place, we can work on improving service on community routes and in the Region’s rural areas. Mobility is a huge challenge for poor people in smaller or rural communities and it’s absolutely essential that they have options. For now, recent route reductions have really hurt residents that depend on it. And, it hurts even more that they’ll be paying more for less service. But, we’re making progress. It hurts and we all wish it was faster, but it’s coming. And when it does, more resi- dents will choose to leave their cars at home, or forgo owning one altogether, because it just makes more sense. E-mail rszekely@durhamregion.com Think of your neighbours when heavy snow falls in our community W ith two weather wallops in the last week and six weeks of winter yet to go, Ajax and Pickering resi- dents need to remember that some mem- bers of our community are stranded when there’s a heavy snowfall. Many seniors and people with disabilities aren’t able to shovel snow and some rely on others, often family members, neigh- bours and private firms, to bale them out when old man winter spreads a thick white blanket on the ground. However, some have no one at all they can rely upon and are literally house- bound when bad weather hits. Consider these people, your neighbours, when you’re shovelling your driveway and pitch in if you can. If you have a snowblower, become a neighbourhood hero, as many of you already are, by thinking of the elderly. At the very least, check in with them to ensure they’re OK and don’t need anything. This is a special invitation to the younger people in our town and city to shovel seniors’ walks and driveways if you know they can’t or have no one to do it. It’s hard for younger folks to imagine, but for seniors and others who have to get to medical and other important appoint- ments, a feeling of dread sets in when a big storm is expected and there’s no one to shovel their driveway. They’ll be tremen- dously grateful to answer the door when it’s you offering to shovel. Better yet, just do it and be assured your good deed is appreci- ated. Of course, some seniors rely on snow shovelling services provided by the City of Pickering and the Town of Ajax. We heard from a couple of unhappy seniors who rely on the service following the Feb. 1 storm that the work wasn’t being done as promised by a certain time or that when it was done the shovelers did a poor job. In Pickering, one woman noted the shovelers simply didn’t arrive on Friday, Feb. 1 and she missed an appointment. She made a phone call on Saturday and was assured it would be done by noon after explaining she had another appointment. It wasn’t and she notes she and her husband were “housebound for two days, missed two appointments and were very stressed.” Now, obviously this was a larger-than- normal storm and one can imagine that the workers had a lot on their plates. But, if people pay for this service, the resources should be there to do it. If you know of a senior who could use the help, consider them when a big storm hits. It was one of over 120 Canadian cities to endorse this resolution. Council resolved, in part, that “access to clean water is a basic human right...” and that “fresh water is ... a public trust and a collective responsibility.” I spent about four hours last Wednesday listening to many of the delegations that presented to council objections to the establishment of an incinerator in Courtice. I understand the incinerator would burn our residual garbage, produce minimal power and produce considerable hazard- ous waste that would have to be disposed of. Many of the delegations indicated con- cerns about the effect of the incinerator’s emissions on our air, land and water. Last year council resolved to protect water. The biggest mis- take a golfer makes is following an exercise pro- gram that looks like it was designed for a body- builder. Choose exercises that are functional in nature and resemble the general movement pat- terns associated with the golf swing. In general, focus on exercises that involve using free-weights and cable machines as these have a better func- tional carry-over to the game. And fi nally...you are now ready to translate that functional strength into power. When focusing on power development the exercise should be spe- cifi c to the movement patterns of golf with an emphasis on speed development. Medicine ball training and cable exercises are great ways to develop power. Considering each conditioning phase is typi- cally three to four weeks in duration you can see that golf season really is right around the corner. So you better get started. In April, the talented defenceman with the Markham-Stouffville Stars peewee ‘AA’ girls’ hockey team em- barks on a once-in-a-lifetime op- portunity to play against high-level competition in another part of the world. Morgan and her teammates from the 95 East Coast Selects girls’ hockey team — a hand-picked squad of elite 12-year-old players from the eastern U.S. and Canada — will travel to Europe for a 11-day playing tour of Sweden, Finland and Iceland. The Grade 7 student at E.B. Phin Public School earned her way onto the Selects after, at the urging of her Markham-Stouffville coach, attend- ing a single-day tryout in Rochester, New York last December. There, she was one of 73 hopefuls attempting to earn one of 17 spots on the team. Those at the East Coast Selects try- outs, recalls Morgan’s father, Peter, were divided into four teams where each squad played three 40-minute games during the intensive day at Rochester’s ESL Center. They were evaluated from the upper reaches of the arena by the coaching staff, including head coach Kristi Alcorn. Morgan notes the scrimmages were tough, although she says nerves weren’t a problem. “It was a good level of hockey,” she says. “It wasn’t easy. You really have to work hard.” Following the tryout, Morgan and the other hopefuls waited anxiously for another 24 hours before the Se- lects’ roster was revealed online. When her name popped up on the player list, Morgan knew all the effort had paid off. “I was really excited,” she recalls. “I knew I had worked hard and I knew I deserved it.” The team makeup includes three players from New York state, six from the GTA, and eight from London, Belleville, Kanata, Rideau-St. Law- rence and Barrie. Beginning on April 18, the Select team flies from New York City to Reykjavik, Iceland for the showcase event — the Icelander Cup tourna- ment. The tour also includes exhibi- tion games in Stockholm, Sweden and Helsinki, Finland before the flight home on April 28. Alcorn says the tour pits the East Coast Selects girls against elite boys’ ‘AA’ teams in those countries. That’s because girls’ hockey there isn’t nearly as advanced as it is in Canada and the U.S. “Playing against boys would give us the best competition,” notes Al- corn, who’s also a lacrosse coach at The Hill Academy in Kleinburg, north of Toronto. “These are the top female players from the East Coast of Canada and the U.S. I think these girls will go stride for stride with the boys. At this age, they’re the same size as the boys, so we’re going to give them a run for their money.” Alcorn notes Morgan was a shoo- in for the Selects, based on her con- siderable skills and hockey IQ. “She was one of the top players out there. She’s got a real good presence on the ice. She’s a good passer and a real heads-up player. She wasn’t a bubble player. We put her right on that list for the team.” The 95 East Coast Selects girls’ hockey team is the first foray into female hockey for the organization, which is operated by the Howe De- velopment Group, under the stew- ardship of Gordie Howe’s grandson, Travis. Boys’ teams have solely been part of the organization until this year. An under-14 girls’ program is reportedly in the works. Following the April European tour, Morgan plans to finish the sea- son with Markham-Stouffville before joining the Selects for a tournament in Rosemere, Quebec in May. Later that month, she’ll join the Selects in Rochester for the North American Prospects Showcase and the Ontario Summer Chill event in Toronto in June. In July, she’ll attend an under- 12 elite camp at Quinnipiac College in Hamden, Connecticut. The Howard team, which in- cludes Pickering’s Richard Hart at the vice position, sits at 8-0 and in first place, as of Thursday night. In games on Thursday, the Howard foursome blasted Ajax skip Bob Turcotte’s Oshawa Curl- ing Club team 9-1, with Turcotte shaking hands with Howard to end the match after four ends. Howard counted three in each of the first three ends to put the game out of reach. In Howard’s other game on Thursday, however, it took a full 10 ends to secure a 8-6 victory over Wayne Middaugh from the St. George’s Golf & Country Club. The victory over Middaugh made it 19 consecutive victories for How- ard in provincial play. A resident of Sunrise Assisted Living in Oakville since 2003, Hazel had a great lust for life despite a number of medical challenges in her later years. Hazel was born in Oshawa Ontario, March 25, 1917. After a short career as a surgical nurse in Oshawa, she married Douglas W. S. Best MD, her best friend and life-long companion. She and Douglas celebrated their 64th wedding anniversary in 2007. An energetic and tireless volunteer and organizer, Hazel rose through the ranks of the Girl Guides of Canada, advancing to the position of District Commissioner. She was an active member at Trinity United Church and Wellington Square United Church in Burlington, St. Mark's United Church in Whitby, and the Whitby Curling Club, where she was awarded an honorary life-time membership for her many years of outstanding service. Hazel is survived by her brother Ray Trew and sisters Marion Carter and Dorita Shaw; her husband Douglas; her three children David Best (Margaret), Marion Winton (Ian) and Richard Best (Penny Smith); and five grandchildren: Christine Best, Danielle Best, Stephen Sparrow, Diane Sparrow, and Lindsey Best. The family asks that donations be made to the Heart & Stroke Foundation in lieu of flowers.
