Twenty-three people have been arrested during the course of Proj- ect Lynx, which has resulted in 129 criminal charges, the majority of them for trafficking. Cops also seized five firearms, including a machine gun and two handguns, thousands of dollars in cash and seven vehicles declared offence- related property. The intensive undercover op- eration saw Durham Drug En- forcement Unit officers working with cops from York Region and the OPP Organized Crime Section and also involved Toronto drug officers, said Sergeant Paul Mc- Curbin. During the course of the sweep police executed 13 search warrants, in Port Perry, Oshawa, Whitby, Toronto, Haliburton, Bracebridge and Kawartha Lakes. Officers busted two labs at which they allege marijuana resin was being manufactured in Woodville and Haliburton and last weekend followed suspects to a field near Sunderland where they found three Toronto men harvesting ma- ture pot plants in a field that yield- ed more than 4,600 plants valued at $4.675 million. Sgt. McCurbin said Project Lynx started in response to what was seen as an “emerging drug prob- lem” in Port Perry and eventually led police to a ring that distributed dope throughout southern and central Ontario, as well as north- ern Quebec. “What began as a local drug in- vestigation became much bigger,” said Inspector Bruce Townley of 15 Division in North Durham. “It’s a big eye-opener for ev- erybody,” Insp. Townley said. “It shows you there’s nowhere that’s exempt from this type of drug traf- ficking.” A remarkable element of the investigation was the scope of the network, with police alleging drugs were distributed throughout Ontario and into Quebec. Insp. Townley said that indicates a well- established and organized ring was at work in north Durham. Durham soldier to receive Meritorious Service medal By Jennifer Stone jstone@durhamregion.com DURHAM — The Governor Gen- eral will only be pinning one medal to the chest of Lieutenant Colonel John Conrad, but the Orono resi- dent says there really should be 300 -- for the many soldiers he says really earned it. Lt.- Col. Conrad received word in August he would be receiving the Meritorious Service Medal (Mili- tary Division), for work he did while serving as the commanding officer of the National Support Element in Kandahar between February and August last year. The news was welcome for two major reasons, he said. But there was a more pressing reason the medal will mean a great deal. “It made me so pleased for the 300 soldiers I was with who actually earned the medal,” he said. Though he’s been home for a year, the experience is so fresh he said he still can’t attend the bridge ceremo- nies like the one held Friday night on Hwy. 401 overpasses for Corporal Nathan Hornburg, a 23-year-old re- servist with the King’s Own Calgary Regiment in Alberta who was killed Monday in Afghanistan. “I find those very difficult,” he said Friday morning. “I’m overwhelmed ...but there’s something about it. I can’t do it.” While in Kandahar, he attended about 45 ramp ceremonies for sol- diers from various countries. But the funeral for Bowmanville soldier Darryl Caswell in June “was the first time I’ve participated in the Cana- dian side of the grief.” It’s a combination of issues that keeps him away from the bridge ceremonies. First, there is some de- gree of survivor’s guilt. Then there is the overwhelming emotion, which figuratively transports him back to that ramp in Kandahar. Then, there’s another feeling: “I almost feel like an intruder,” said Lt. Col. Conrad. But he knows the power of the bridge ceremony. “It’s noticed by every man and woman who wears the Maple Leaf” in Afghanistan, he said. “I can’t do it (the bridge ceremony). It’s too much with me to participate as a neigh- bour right now.” The support being experienced by the troops is “overwhelming”, he said. In his 24 years of service, he said he’s never seen anything like it. And Canada should be proud, he said. “The mission in Afghanistan is tremendously historic for Canada. Canada’s in such a leadership role in the last, worst part of Afghani- stan,” he said. The medal ceremony, though, he is prepared to attend and will take his wife, Martha Rutherford- Conrad, and his two oldest children, who are 12 and nine, to Rideau Hall for the ceremony. The two youngest, now 8 and 6, will remain at home. While the younger children, both girls, were more insulated from the news during his time in Kandahar, the older boys were not, he said. “The boys -- they suffered while I was in Kandahar,” he said. “They dealt with the pressures and lack of guarantees that Martha and I could give them.” At the same time, his wife “endured stresses that I would not want to have” handled while he was overseas. “She’d know from TV that some- thing had happened” in Afghani- stan, he said. “That next phone call -- it would either be her husband or the defence department.” Asked why he believes he has been chosen to receive the medal, the Lieutenant Colonel said it wasn’t a specific instance or event. “It’s more about the sustained high level of effort from the battalion in difficult circumstances,” he said. His battal- ion was involved in ensuring sup- plies were moved through incred- ibly dangerous and wide geographic areas, he said. The medal “is more a recognition of a tremendous job done in difficult circumstances, after a long period without sustained combat,” said Lt. Col. Conrad. Now home, Lt. Col. Conrad works at headquarters in Toronto, and is currently coordinating Canadian Forces representation at CFL games, including the Grey Cup. A big foot- ball fan, “they’re paying me to do this -- I have to keep pinching my- self.” But, even back home, working in a job he enjoys, his thoughts often stray back to the war zone. “I think about Afghanistan every day and when outstanding people like Darryl Caswell get killed or the young man from Alberta who is com- ing back (Friday), you go through all those mental drills,” he said. The total estimated street value of the dope has been set at $5.575 million. Also seized during the investi- gation were a MAC 12 machine gun, one rifle and one shotgun, two handguns and ammunition. Police confiscated $200,000 in cash and impounded seven vehi- cles. Police said the investigation continues and have not ruled out the possibility of more arrests. But some residents are concerned the recommendation is premature, given the fact some “key” studies are incomplete. Jim McKay of consulting firm Jacques Whitford told the York-Durham joint waste management group Tuesday the Courtice site came out ahead of the two other poten- tial sites -- one in Clarington; the other in East Gwillimbury in York Region -- based on a number of criteria. Among the advantages: the site would offer a relatively short travel distance for the waste to be disposed of. As well, there was no potential aquatic habitat on site and it was the furthest dis- tance, compared with the other short-listed sites, to a “receiving water course,” said Mr. McKay. As well, siting an energy from waste or incineration, facility on that site was “most compatible with existing land uses,” with only two houses in the one-kilometre ra- dius of the site. “It’s a good site, but there are some disad- vantages,” he said, noting the proximity to Hwy. 401 and its related air-quality issues. “We are currently collecting air-qual- ity data, collecting meteorological data,” he said. By the time the final report is completed in December. Mr. McKay said his firm expects to have about four months worth of “ambient air quality” data. That’s a concern, said Newcastle resident Wendy Bracken, who has been vocal in her opposition to the project. “I frankly cannot believe the consultants have arrived at a preferred site without the background air quality studies completed, knowing that is a key concern. The key disadvantage identified in your “Alternatives To” document was that ther- mal treatment would have the greatest im- pact on the air shed,” said Ms. Bracken. She invited members of the committee and consultants to “visit the site and even better, do it today. It is a smog day and on such days, when St. Marys (Cement) is in full operation, the ugly brown haze over Bowmanville, Newcastle and Courtice is even more noticeable than usual,” she said. “Come and see our already compromised air shed for yourselves and ask yourself if you think it is wise and precautionary to further burden our air shed and our lands,” she said. The committee was also asked to consid- er a motion passed by Clarington council Monday, requesting the Region “clarify the advantages of the Municipality of Claring- ton being a willing host for the EFW facility for Clarington residents.” It’s a matter of finding out the repercus- sions of making a decision on declaring its status as a willing or unwilling host for an EFW facility, said local councillor Adrian Foster Monday. The motion was brushed off as unnecessary by Regional Chairman Roger Anderson during Tuesday’s meeting. “I just can’t believe Clarington has to write a letter to ask us to tell them the advantages to the Municipality of Claring- ton to an EFW,” said Mr. Anderson, not- ing he felt that was something that could be worked out, without such a resolution, through discussions between Clarington and the Region’s staff. That type of discussion hasn’t taken place yet, but will soon, said Works Com- missioner Cliff Curtis. “We felt it was a bit premature to enter into negotiations with Clarington until we heard what the tech- nically preferred site was going to be,” he said. That’s not the point, Coun. Foster had said on Monday. “Not for a moment would I expect our staff, if we’re talking negotiations, to take a list from the proponent,” he said. “The Re- gion is trying to sell us something. I would like to know what the features of what they’re selling are ... I’d like to hear the sales pitch.” Clarington needs to know what the re- percussions of declaring itself an unwilling host would be, said the councillor. “Are we going to accept whatever list the Region gives us as a fait accompli? EDITORIALS & OPINIONS durhamregion.com Getting healthy easy as following programs The trends regarding the health of Canadians have been ominous for a number of years now. What we are putting into our mouths and the effects such consumption has on our overall physical health is re- flected in the grim statistics: heart disease is up, diabetes is up, obesity for young and old alike is up, our waistlines are increasing as our quality of life is decreasing. Combine those numbers with an aging population and it’s easy to see health care spending spiralling out of control. And that’s the least of our problems. Given such distressing news it’s clear that whatever pro- grams we can embrace which promote healthy lifestyles are well worth our time and trouble. The Durham Region Health Department is trying to do its part in several ways. First, the department has introduced a program dubbed Creating Healthy Environments for Youth which sees healthy choice options provided at Durham arenas. So far, the Gar- net Rickard Recreation Complex in Bowmanville and the Scugog Recreation Complex have been providing such items as whole-wheat bagels, carrot and celery sticks, 100 per cent fruit juice, chili, apples, yoghurt and low-fat sandwiches along with higher fat arena fare. Three new arenas -- the Leg- ends Centre in Oshawa, Ajax Community Centre and Bea- verton-Thorah Community Centre are set to join the healthy parade. Reports are that the healthy choices are a hit. Second, the department is launching its second annu- al Durham Lives! Action Hero contest tomorrow running through to Dec. 2. Prizes, including Maple Leafs and Raptors tickets, will be available for participants, who must be six or older to take part. The aim is simple: Get people active long enough so that they make it a way of life. Action Hero contestants merely have to track their physical activity over a two-month period and record it on a chart pro- vided by Durham Lives! They’ll have to enter by the deadline of Dec. 14 and prize winners will be announced in January. The real prize in eating healthier and getting more active is an improvement in overall physical condition, fewer long- term illness issues and a better quality of life. It’s as easy as watching what you put in your mouth and committing to being more active. Young criminals need to face real consequences To the editor: Re: ‘Teens Busted After Violent Home Invasion’, Sept. 14. Everybody needs to teach their kids to behave and not com- mit crimes. With the Youth Criminal Justice Act in play, teenagers aren’t punished for the crimes they commit. They believe they will be safe and not have their names given out, and not spend time in jail for their offense. If people are mature enough to drive at 16, then maybe they should face the consequences an adult would face. Perhaps people should think about lowering the age when a teenager faces real punishment. Considering I am a teenager myself, I think there should be a law for a curfew time so teenagers and other destructive people will be somewhere where they cannot commit crimes. Stephanie Micikyan Ajax C lear as mud, someone joked after a presentation on Referendum On- tario to the Durham Catholic Dis- trict School Board recently. It’s a good way to sum up the entire campaign for the mixed member propor- tional (MMP) vote coinciding with the Oct. 10 provincial election. As embarrassing as it is, for the first couple of months I thought the Referen- dum Ontario advertisements were a new way of trying to market the election. The ads never mentioned MMP, and if they did, it wasn’t prevalent enough to grab my attention. Eventually, through talk with colleagues, the purpose of the referendum was revealed, but this newly introduced system seems like it comes too soon and without enough information. The referendum occurs at the same time as the provincial election. When peo- ple arrive to vote, they’ll get the regular ballot, plus one to choose between staying with the current first-past-the-post system or MMP. By picking first-past-the-post, we’ll get the same, old and unfair system. The ma- jority of people could vote against the riding winner, but because they received more votes than any other person in the area, they get to take one of Ontario’s 107 seats. With MMP, people would vote for the local candidate they want, in the first- pass-the-post fashion, and for a political party. The province will be reduced to 90 ridings with 39 list member seats award- ed through the political party votes. List members would be nominated by parties before an election, and if the party won more seats across the board than locally, would fill those spots. This system proposal seems more flawed than the current one. You could end up with two people from the same riding sitting in the legislature, inadver- tently providing more MPP representa- tion to one area, and get someone you would never have voted for chosen as a list member, and have bigger riding areas. Add the extra 22 MPP seats to the system at $110,000 each per year and that’s a lot of extra coin for a system with so many flaws. Instead, perhaps the Province could run elections as it always has, but associate a vote weight based on the percentage of nods a party receives. If the Progressive Conservatives receive 35 per cent of the votes, Liberals 35, NDP 15, Green Party five, and independents 10, the first past the post system could still leave one party with a majority government. By adding a weight, all of the party’s seats combined would only make up 35 per cent of vote and so, thus better representing the peo- ple’s choice. In fairness, this suggestion likely has a whole new list of flaws. The answer to fixing the current unfair system may not be clear, but what is clear is that until Elec- tions Ontario comes up with a fairer, more easily understood process and campaign, it should go back to the drawing board. The court found the two companies allied with Mr. DeGasperis, Hollinger Farms No. 1 Inc. and Altona Farms Inc., acted in bad faith by arguing plans for Seaton were flawed and done without adequate consultation. It said they used a false cloak of environmental concerns so they could develop on Mr. DeGasper- is’s land, located on the Greenbelt. The court called it “a vexatious and egregious example of abuse of the process,” and ruled the companies pay $702,000 of the $761,000 in legal costs to the Ontario Ministry of the Environment and the Ontario Realty Corp. “Their sole motive for bringing the application was to frustrate, disrupt and delay the land exchange as a further step in their ongoing war with the Province in their attempts to harass and intimi- date the Province into permitting de- velopment on their lands adjoining the Seaton Lands,” the judges wrote. When the provincial government in- troduced the Greenbelt plan in 2003, 400 hectares of Mr. DeGasperis’s land - which he planned on developing - in the Duffins-Rouge Agricultural Preserve, became prohibited from development. The land is located next to the Seaton lands. At the same time, developers and the Province swapped land on the Oak Ridges Moraine (located in the Green- belt) for land in Seaton, which would allow for development in Seaton but protect the Moraine. Since then, Mr. DeGasperis has launched a number of legal challenges against the provincial plan for Seaton, arguing that his lands are better suited for development. He said the legal battle has cost him nearly $5 million. The Superior Court’s decision to order the $702,000 payment for legal fees is possibly the largest such judgement ever awarded to a government in Canada, ac- cording to Infrastructure Minister David Caplan. “What the judge said was that Dalton McGuinty did the right thing and acted in the public interest to preserve this critical green space called the Green- belt,” he said. “The court action was brought in bad faith.” Mr. Caplan said the government plans to reinvest the money in the Greenbelt, possibly through the Greenbelt Founda- tion, or as a trust fund to protect more lands. During the Durham District School Board’s Sept. 17 meeting, schools from Ajax to Brooklin and Port Perry were presented with Ontario EcoSchool cer- tification plaques for their efforts to live a more sustainable lifestyle. “The most difficult thing for a school to achieve is its shading requirement,” said Judy Gould, waste and energy of- ficer, facilities services. With wonderful shaded areas for its students to con- gregate, Henry Street High School was the only one to reach the gold level this year. The other 14 schools reached silver. “Oh, and we have our first French immersion school as a certified EcoS- chool and I’d like to invite F.M. Heard for their certified silver EcoSchool sta- tus,” said Ms. Gould, as she announced the EcoSchools and presented them with their certification. “For its second year in a row, Lake- side Public School (in Ajax),” she con- tinued. “Silver its first year and silver its second year.” In Pickering, Rosebank Road Public School went from bronze last year to silver this year, said Ms. Gould. Each of the schools developed an EcoTeam to improve efforts at waste reduction, energy conservation, eco- logical literacy and school ground greening. Students and staff also participat- ed in school-wide programs such as waste-free and boomerang lunches, outdoor classroom development and habitat gardens. The Ontario EcoSchools project provides curriculum-based resources to assist schools in more sustainable living. The program promotes reduc- ing greenhouse gas emissions, align- ing class-based learning with school operations and helping schools find innovative ways to save money and re- duce the impact on the environment. While acknowledging officers had no choice but to destroy the animal, one witness said the number of shots fired at the moose - - estimates from witnesses ranged from eight to 12 shotgun blasts -- prolonged the animal’s agony. “It was appalling,” said Dale Thompson, who looked on as officers de- stroyed the wounded moose. “All they had to do was walk up and shoot it be- hind the ear -- it would have been dead,” said Mr. Thompson, who described himself as a hunter. “It should have been put down properly.” Durham police spokes- man Dave Selby couldn’t immediately confirm how many shots were fired by of- ficers, but said the decision to kill the moose was made after cops on the scene consulted with Ministry of Natural Resources officials and determined the best course of action -- to end the moose’s suffering and protect the public -- was to fire upon it. “The animal was suffer- ing terribly (and) we be- lieved it had the potential of (moving) more,” Mr. Selby said. According to anecdotal reports, the moose -- Mr. Thompson estimated it to be two or three years old -- may have been wander- ing in the city for some time before it was struck on Bea- trice Street around 8 p.m. Sunday. It was later in the evening that the moose was hit by a vehicle and made its way down Charrington Avenue, eventually coming to rest on a residential front lawn. Police responded and contacted the MNR about how to deal with the moose, which had suffered a severe leg injury, Mr. Selby said. “Our protocol is to call the MNR, who are the ex- perts,” he said. “They were contacted in this instance.” When officers learned it would be at least an hour before a ministry official could respond to the area the decision was make to put the moose down imme- diately, Mr. Selby said. While he agrees that was the right decision, Mr. Thompson said a single, well-placed shot could have humanely dispatched the beast. Instead, officers “pep- pered” the moose with shot- gun blasts in an attempt to put it down, he said. “Can you imagine the trauma that thing went through?” he said. “I’m still sick about it.” Residents in the area confirmed they heard a number of shots. One man, who lives within sight of the lawn where the moose came to rest, said cops shot from a distance at the wounded animal. “It seemed as if they were afraid of it,” he said. “But you can’t blame them; it was a big animal.” Mr. Selby said it’s too bad the gruesome task of destroying the moose had to be carried out in a resi- dential area, as people re- laxed on a Sunday evening. “It’s really unfortunate and really quite surprising and shocking an animal such as that would make it this far south,” he said. Nyl Yakura, 14, posted a triple- crown victory -- the second in the past year -- sweeping the under-15 singles, boys’ doubles and mixed doubles titles at the Junior Pan Am Badminton Championships in Puerto Vallarta, Mexico earlier this month. The junior Pan Ams attracted ap- proximately 280 athletes from 15 countries in the under-11 up to the under-19 categories. The Pan Ams is the gateway to the junior world event. Hosted at the Puerto Vallarta Canto del Sol resort, the champi- onships used the resort’s covered tennis court, where seven portable badminton courts were installed. All told, Canada returned from the championships with seven gold, two silver and two bronze medals. Even though the Pickering teen captured the triple crown in the under-14 division at the Canadian national championships last May, winning three gold medals at an in- ternational event was truly special. “It was great, but I didn’t really expect it,” says Yakura, a Grade 9 student at Dunbarton High School. Oddly enough, his toughest match at the Pan Ams wasn’t ei- ther of the three gold-medal final matches. It occurred in the under- 15 boys’ singles semifinal against a strong Puerto Rican opponent. In the singles final, Yakura swept aside a Guatemalan opponent in straight games, 21-13, 12-8. Yakura won a total of five games in the division to win gold. He teamed up with Albertan David Ponich for the boys’ doubles event, where the Canadian duo won four consecutive games to capture gold in the 16-team age group. Fac- ing a Mexican pair in the final, the Canadians prevailed 21-17, 22-20. In the mixed doubles event, which at- tracted 32 teams, Yaku- ra paired with another Albertan, Kacey Tung. The Cana- dian duo needed five games to take the title, including a 21-12, 22-20 victory over a Puerto Rican pair in the final. Yakura has been extremely busy on the badminton scene, both na- tionally and internationally. Last June, he travelled to Durham, North Carolina for a badminton exhibition and, in August, he attended his first Junior International tournament in Vancouver where he captured two gold medals in the under-15 age group. Yakura plans to compete at an- other upcoming international event, the Orange County Interna- tional Tournament in California in December. And, on this day, that dog was a Gator. After three seasons of trying to score a point, let alone a victory, on the Pickering High Trojans, Whitby’s Donald A. Wilson Gators not only put points on the score- board, but also exacted an elusive victory over Pickering High, 22-21, in Lake Ontario Secondary School Athletics (LOSSA) league action at the Whitby school on Friday after- noon. In a re-match of last year’s LOSSA senior championship, the Gators needed every one of its 22 points to finally subdue the Trojans which, despite a sluggish start, almost pulled it out. After Trojan Juevol Myles caught a pass from quarterback Andrew Lim and rumbled in from two yards out to cap a long, clock- eating drive in the fourth quarter, cutting the deficit to 22-21, it all came down to the point-after at- tempt by Jordan McLaughlin to put Pickering High even. The snap was mishandled, how- ever, causing McLaughlin to rush the kick, which was subsequently blocked by the Gators with 1:22 remaining. The Gators managed to run down the clock the rest of the way en route to its second victory of the young LOSSA campaign and, of course, a huge one over Pickering, which fell to 1-1 on the season. Following the contest, Trojans’ head coach John Martini gave kudos to Gators’ coach Adam Papadakos, who patrolled the Pickering High sidelines for many years. “Congratulations to Adam. After three years he finally scored on us and finally won a game.” For his part, Papadakos noted the win over Pickering was a com- ing of age for his fledgling Wilson football program. “It was a huge win for our pro- gram. It’s a really tough division we’re in this year and Pickering will be better and hopefully we’ll be better, too.” Martini allowed the loss was al- most an inevitability after what he labelled a “poor” week of prac- tice, which drew approximately 16 players. “I was surprised we were that close after such a poor week of practice,” says Martini. “We did fairly well for what we expected. If we stay together we should be in it at the end.” Uncharacteristic turnovers by the Trojans led to two Wilson first-quarter touchdowns. ACORN, the Association of Community Organiza- tions for Reform Now, is a community organization of low-and-moderate-income families, working for social and economic justice and stronger communities. Mr. Cuthbert joined the prov- ince-wide initiative and is looking for Durham resi- dents to join him. “I hope it will grow throughout Durham Region because all of the cities and towns here have the same problems,” he said. He wants to help make a difference in the commu- nity for the benefit of low- and-middle-income people as well as seniors and those with disabilities. “Given the opportunity we can make a difference,” he said. “With numbers we can move mountains.” Mr. Cuthbert became in- terested after he saw a news- paper article about ACORN and it resonated with him. Mr. Cuthbert has cerebral palsy and uses an electric wheelchair. He had difficul- ty finding affordable and ap- propriate housing, but now lives in Durham Regional housing in Pickering, in a wheelchair-accessible unit. Now, helping people who face housing challenges, as he did, motivates him. “I have seen what the chapter in Toronto has done,” he said. “They clean up slum housing and crack houses and shut down slum landlords.” With more than 300,000 member families, ACORN is organized in 850 neighbor- hood chapters in more than 100 cities across Canada, the U.S., the Dominican Republic, Peru and Mexico. ACORN’s goal is to represent the interests of Toronto and Canada’s low-and-moder- ate-income urban commu- nities on the critical issues of social and economic jus- tice. ACORN members partici- pate in meetings and work on campaigns, elect leader- ship from the neighbour- hood level up, and pay the organization’s core expenses through membership dues and grassroots fundraisers.
