HomeMy WebLinkAboutNA2007_09_16Mattresses dragged and torched in front of kindergarten entrance By Crystal Crimi ccrimi@durhamregion.com PICKERING — For the second time in three months, a fire was set outside the kindergarten en- trance at Highbush Public School on Stroud’s Lane. Late Sunday night or early Mon- day morning, vandals dragged two mattresses left beside the school’s dumpster and lit them on fire near its kindergarten entrance, causing minor smoke damage inside and burning a set of steel frame doors. “And they did the exact same thing last spring with a couch that had been left in front of a dump- ster,” said Lisa Millar, superinten- dent of Pickering schools. Three windows were also smashed in this weekend’s inci- dent. Ms. Millar did not have an estimate of repair costs available. “It’s really unfortunate this type of vandalism is occurring,” she said. “It is a really big inconve- nience and it’s senseless... these are deliberate acts.” While clean up to the school occurred, kindergarten kids in the area affected were paired with other kindergarten classes. Ms. Millar said the junior kindergar- tens start school through a gradual entry, so they didn’t have a full class yet. Those students were temporarily paired with other kin- dergarten classes. Repair work includes purifying the air, cleaning the coat rooms, painting the kindergarten foyer, replacing the outside doors, ceil- ing tiles, and the steel in the door overhang; and, cleaning the as- phalt. “And this will all be done within a couple of days,” said Ms. Millar earlier this week. Last year, the kindergarten classes laminated a lot of the paper stuff so it wouldn’t hold any smoke smell, said Ms. Millar. The investigation began after a masked man armed with a knife robbed a Subway outlet on Old Kingston Road around 2 a.m. Sunday, Durham police said. During that relatively short period of time officers wrote 1,091 tickets, including 796 for speeding, 80 for stop-sign infractions and eight for aggressive driving. One motorist was ticketed for speeding twice during the campaign -- the second time having just left the courthouse to pay his first speeding fine -- while another was busted for drunk driving. Yet another was pinched for flashing his high beams at other drivers to warn them of the presence of officers with radar in a school zone; the charge, officially, is Prohib- ited Use of Alternating High-beam Head- lights. Mark Joel, superintendent of opera- tions and transportation with the Durham District School Board, said ever-growing traffic congestion in school zones leads to more hazards for children as they make their way to and from classes. PICKERING — Liberal candidate Wayne Arthurs is “geared up, fired up and rarin’ to go.” Mr. Arthurs began his run in politics as a Pickering councillor in 1982, was mayor of Pickering for 15 years, and is currently the Pickering-Ajax- Uxbridge MPP. He’s running against Progres- sive Conservative candidate Diana Hall and NDP candidate Andrea Moffat for the Pickering- Scarborough East riding. “I’m anxious to do at least another four, another eight - whatever it might be - but certainly after Oct. 10, I’m looking forward to another four years at Queen’s Park and hopefully taking on a stronger lead- ership role downtown,” he said in an interview. Mr. Arthurs said his priorities include doing more on the wa- terfront, safety, policing, oppor- tunities for youth, transportation, health care, and the economy. Mr. Arthurs also believes a rela- tionship with the municipalities is important because “they’re going to have needs that we’re going to be challenged to address in the next four years even more so than we have to this point.” In Pickering, for example, he noted the low growth rate. The chairman says he stands by his com- ments about the current Environmental Assessment process -- but, while Claring- ton deeming itself an unwilling host now wouldn’t alter the EA, it could be considered later, he said. Mr. Anderson was at Clarington council Monday to comment on a proposed inciner- ator which could be built in the municipal- ity, where two out of three shortlisted sites are located. While there, he said if Clarington were to declare itself an unwilling host now, it would have “absolutely no effect whatsoever” on the site selection process, which is part of the ongoing Environmental Assessment (EA). The comments came as the regions of Durham and York, which are doing an EA into where to construct such a facility and what technology should be used, move toward deciding on a preferred site, a deci- sion expected to be made later this month. Though East Gwillimbury, in York Region where one of the other shortlisted sites is lo- cated, has declared itself an unwilling host, it still remains under consideration, noted the chairman. “It would be nice if we could have a willing host, but it is not essential,” he said Monday. His comments raised the ire of Coun. Nich- olson, who has been vocal in his concerns about the proposed incinerator, which could be located very close to Clarington’s border with his municipality. “As a member of the Regional Works com- mittee, I consider the opinions of Clarington council and the taxpayers of Clarington to be vital information in my decision-making process. “What is it about public comment and public consultation that scares the Regional Chair(man)?” asked Coun. Nicholson in a media release. But the EA process is etched in stone, and while at the end of the process, the relative willingness of the host could be consid- ered, this is not the time, said Mr. Anderson Thursday. “The process is the process. It wouldn’t be altered just because of a resolution,” said Mr. Anderson. But when it comes down to a final siting decision, “anyone who thinks Clarington saying ‘No’ wouldn’t have some impact would be foolish.” But some members of the public who were at Monday’s meeting aren’t so sure. Courtice resident Kerry Meydam said those opposing the incinerator have felt for some time they were not being heard. “It seems like... it’s a done deal and has been for a long, long time and we feel a little helpless,” she said. Mr. Anderson used “scare tactics” Monday when he raised the spectre of the Michigan border closing to Ontario’s trash as a deadline, she suggested. “How are all the other municipalities deal- ing with it? I don’t see a lot of other incinera- tors on the table,” she said. EDITORIALS & OPINIONS durhamregion.com DRT needs to be more efficient It wouldn’t solve all its cash problems, but it sure wouldn’t hurt Durham Regional Transit if the provincial and federal governments would treat it as generously as they do the To- ronto Transit Commission or Peel or York Region Transit. Granted, Durham might be the little brother to the three larger Greater Toronto regions, but the amount of cash provided in recent years to the DRT from upper levels of government has been truly paltry. And now, for many different reasons, the DRT finds itself, in only its second year of operation, staring at a $2- million deficit. It was always going to be a challenge to blend the different transit systems across Durham into one seamless whole. That involves collective bargaining to synchronize contracts, plan- ning routes, and finding best practices to serve transit riders well across the region. Amalgamation usually doesn’t come without higher expenses. The idea of a single ticket that takes you across the region is still a noble one and not worth abandoning. The challenge is to control the costs and manage to avoid a deficit. Some of the reasons for the current deficit are predictable: The Region, to its credit, decided to provide a low-cost pass to Ontario Disability Support Program (OSDP) recipients who paid the senior rate of $37 per month instead of the adult rate of $92. That move cost the system $300,000 per year. As well, a DRT/GO-Transit co-fare deal which sees DRT users able to use GO buses on a DRT ticket, costs the local provider $500,000 per year. It’s been a terrific deal for riders, but at a cost to the DRT. In addition, increased gas and maintenance costs, unforeseen by DRT management, added nearly $800,000 to the tally. As the TTC has found recently in grueling budget delib- erations, the issue usually is service cuts or transit fare hikes or some blend of the two. DRT, which just instituted fare hikes July 1, should be able to count on more money coming in over the next year, but the service will have to work hard to increase ridership and make public transit an affordable, convenient alternative. Slashing routes and cutting service is no way to build rider- ship and increase service. But management needs to develop the most efficient and effective system to try to stay out of the red and keep the Region going green. Education minister’s stance ‘inflammatory’ To the editor: Education minister Kathleen Wynne is being inflammatory and dishonest in suggesting that John Tory’s proposal to fund non-Catholic faith-based schools would take any money away from public education. The money will come out of the education tax dollars paid by families using faith-based schools, which is now part of a $2-billion provincial surplus. Until now this money has been diverted to pay for other pro- grams while the families in question are forced to pay a second time for the education of their children in a manner consistent with their culture. Ontario schools are funded by per pupil grants, so it is inac- curate to claim that extending fairness as Tory is proposing will reduce the funding to public schools. Bringing more schools under the umbrella of public educa- tion will actually increase funding to public education, while at the same time extending greater public accountability to these schools to the benefit of all Ontarians. Ms. Wynne’s zero-sum claim is the worst sort of divisive fear-mongering. Michael Orr Oshawa ‘Despicable acts’ an attack on community If you get a few minutes in the next couple of days, point your computer mouse to mediamash.ca and click on the video detailing the burning of a playground in Pickering. It’s the type of story that makes you shake your head and wonder just what is going on in this world. The story was also detailed in the News Advertiser. On Tuesday morning, Dianne and Jim Greaves were awakened by the smell of smoke. They quickly realized the source of the fire was playground equipment set ablaze in Balsdon Park. Mrs. Greaves spoke with the News Ad- vertiser shortly after police had cordoned off the playground with yellow tape. None of the equipment could be saved and damage is estimated at $20,000. Surprisingly, Mrs. Greaves is suggest- ing the park not be rebuilt, due to the ex- cessive vandalism and drug use she and her neighbours witness there. Things must be pretty bad in the area for a resi- dent to speak out against replacing the playground equipment. But, I have a different view. It’s a safe bet this blaze wasn’t an act of spontaneous combustion, or an act of God. This fire was deliberately set and it was most likely the same kids responsible for the vandalism. Perhaps their despicable acts weren’t giving them the jollies they were seeking so they pumped up their hatred for the world a little bit. How else do you explain the act of set- ting playground equipment on fire? So, now it is up to the police to catch the people responsible. It will be hard given the fire was started about 4:30 a.m. But, in cases like this, someone hears someone else bragging or talking about the park and that could give police a lead. And, if those responsible are caught, charged and convicted, let’s hope the justice system makes an example of them. There should be no lean sentence in this case. They should be made to re- build the playground, right down to the last step for the slide. Maybe then the young firebugs will come to realize just how much work goes in to building a playground. And, in a perfect world, neighbour- hood residents could bring their kids out to watch the construction, so the vandals could see first-hand just who they are inflicting the most pain on. Adding to our team of physicians is part of our ongoing effort to address the needs of our growing communities.” Pathologist Dr. Dina el-Sahrigy, 38, and her husband, Dr. Karim Aref, are two of eight physicians hired recently at RVAP, and an additional nine have joined Rouge Valley Centenary in Scarborough. Originally from Egypt, the couple has trained or worked in the U.S. and Canada, most recently at Edmundston Regional Health Authority 4 in New Brunswick. Hospital welcomes two new doctors Catholic board heads to China Delegates to discuss foreign exchange opportunities By Crystal Crimi ccrimi@durhamregion.com DURHAM — Three members of the Dur- ham Catholic District School Board are heading to China, but not all trustees are happy about the trip. At the Sept. 10 board meeting, trustees approved overseas travel for three del- egates from Oct. 12 to 21 to look at pos- sible partnerships involving international studies. The trip is in response to an invitation to Greater Toronto Area schools from the People’s Republic of China’s (PRC) con- sul for educational affairs. The Catholic board will have to pay for its travel to the country, which was about $1,400 per person the last time director of education Paul Pulla checked. Accommodation, food and domestic travel will be underwritten by The China National Office for Teaching Chinese as a Foreign Language. Oshawa Trustee Fred Jones opposed the trip, listing public executions, child la- bour and human rights violations as some of the things China is involved in. “(The list) goes on and go and I can’t see us needing to enter into any formal agreement with the PRC,” said Trustee Jones. His fellow Oshawa Trustee, Joe Corey, asked how many more non-Catholics the board is going to bring into its system. He added they already have an influx of stu- dents at the secondary level and he won- ders what will soon happen to religion classes. Student Trustee Siobhan Stewart of St. Mary Catholic Secondary School said she has some religion classmates of different faiths in her school. “We’ve always respected their faith and they’ve always respected ours,” said Siob- han, and added they’ve never had any problem. In an interview afterwards, Trustee Corey said the student trustee’s comments relieved his concerns. The board would never engage in any programs that would compromise their mission values in Catholic schools, said Mr. Pulla. His other concerns were the board hasn’t received enough details to jus- tify the expenditure for the trip and that a conflict of interest could be caused by China paying for many of the expenses. Felicien, 27, has joined the Right to Play organization as an athlete ambassador for the international humanitarian organization that uses specially designed sport and play programs to improve health, build life skills, and foster peace for children and communities af- fected by war, poverty and dis- ease. In a press release, the Pickering hurdler says she’s looking forward to drawing attention to the plight of the world’s most disadvantaged children. “This organization and the in- credible work they are doing definitely speak to my heart and to my beliefs as I know first-hand the value of sport and play and the difference it can make in the lives of children. Perdita signs on as kids’ ambassador Perdita Felicien PICKERING — Pickering Olympian Perdita Felicien added another solid effort to a strong 2007 outdoor track and field campaign — a gold medal at an Austrian meet on Tuesday. Felicien, 27, won the 100- metre hurdles crown at the In- tersport Gugl-Meeting in Linz, Austria. She won in a com- paratively slow 12.73 seconds, followed by Jamaican Vonette Dixon in 12.83 and fellow Ca- nadian Angela Whyte in third in 12.87. Felicien also recently finished fourth in her event at the Welt- klasse Golden League meet in Zurich, Switzerland in a time of 12.71 seconds. Late last month, Felicien captured the silver medal at the 2007 IAAF World Track and Field Championships in Osaka, Japan where she finished be- hind American Michelle Perry in 12.49 seconds. In a key early-season game against an opponent that entered Sunday’s contest with a perfect Central Ontario Minor Football League record, the stakes were high for the Dolphins to play at a high level at Pickering’s Kinsmen Park. The Dolphins more than met the test. In the first quarter, the Stamps got as far as the Dolphins’ 30- yard line and attempted a field goal which went wide, resulting in a single point for a slim early lead. The Dolphins’ offence got it going late in the quarter. Stopped fourth and long, the Dolphins set up to punt but went with the fake and passed to running back Kel- dyn Ahlstedt to get the first down. The Dolphins capitalized with a handoff and run from Ahlstedt for the first major. The convert was good and the Dolphins led 8-1. The Dolphins’ defence was now energized and had some great plays from linebackers Gar- ret Mole and Jordan Ali. As well, the defensive line completely shut down the Stampeders’ of- fence, forcing them back to their one-yard line. The Stampeders were forced to give up a safety rather than risk setting the Dol- phins up with good field position. The ‘phins were quick to take advantage, as quarterback Mike Stobbart hooked up with receiver Roynelle Meredith with under a minute to go in the half, scoring a 60-yard touchdown, giving Ajax- Pickering a 16-1 lead. The Dolphins ramped up its offence early in the fourth quar- ter with a 35-yard off-tackle run by running back Spencer Stewart down to the Burlington five-yard line. A fumble on the goal line drive resulted in Burlington get- ting the ball back, but again being shut down and forced to punt. After three short gains the Dolphins were again able to pull off the fake punt, and complete the pass for first down on the Burlington 15-yard line. A naked bootleg by Stobbart to the left side resulted in a major to take the score to 22-1 with just under four minutes to play. The Stampeders came back out passing as Dolphins’ defensive backs Hollister Joseph and Taylor Eskins adopted the bend-don’t- break defence. Their patience was rewarded as the Stamps’ quarter- back tried to force a pass deep that was picked off by Eskins at the four-yard line and returned to mid-field. This crushed any hopes of Burlington pushing in a major prior to the end of the game. The Dolphins peewees face arch-rival Scarborough Thunder at Birchmount Stadium on Sunday. Meanwhile, the Dolphins’ tykes remaining undefeated in COMFL play with a 26-12 victory over the Oshawa Hawkeyes. With the vic- tory, the Dolphins’ league record improved to 4-0. The Dolphins got off to a great start with Sharlon Smith running the opening kick-off back deep into Oshawa territory. Shortly thereafter, Darnell Jarrett ran the ball in for an early touchdown, converted on a catch by Kosya Henderson for an 8-0 lead, and the ’phins never looked back. Ron Trewin, project manager in construc- tion management services, said the con- struction season has gone well. The focus now is on getting the roads in safe condition for the winter months until projects start up again next spring, he said. “We expect a very busy program next year,” Mr. Trewin said. “There will be more work on Taunton Road in Pickering and Oshawa and Simcoe Street. We are looking forward to actually a few years of busy road- work.” Brock Road The Brock Road project, south of Taunton Road in Pickering, to facilitate a Canadian Pacific Railway grade separation is at the point where the road is open to traffic un- derneath the separation. “We are basically in the later stages of construction,” Mr. Trewin said. “Traffic is flowing, the railway is operational however there is still some work being done on Old Taunton Road.” All four lanes should be open late in September, he said, with final restoration work, including seeding and sodding, to be completed this fall. The biggest problem with the project was vandalism, Mr. Trewin explained, noting on two occasions the bridge was graffitied, which caused some unnecessary expense for cleaning. Taunton Road Mr. Trewin said the reconstruction and widening of Taunton Road has a number of parts to it, some of which are behind sched- ule. “We are keeping council very up to date on a month-to-month basis,” he said. “Our expectation was that this should have been finished this fall so we are doing everything we can do under the contractual agreement to manage it.” The focus now is on leaving Taunton Road in a safe condition for the winter and managing it so traffic is moving well, Mr. Trewin said. “We don’t want to leave it in a poor condi- tion for the winter,” he said. “That is more important than having four lanes open.” From Westney to Salem roads in Ajax, the two southern lanes will be completed in September. Earthworks and granular place- ment will be ongoing on the two northerly lanes throughout fall. The project is sched- uled to be completed in the summer of 2008. From Lakeridge Road to Valleywood Drive in Whitby all four lanes are scheduled for completion by late fall. “There will be some minor hold-over works like seeding and sodding that is hard to wrap,” he said. “When you finish up late in the fall there is no use putting sod down if it is in December.” All four lanes from Cochrane Street to Valleywood Drive, including all restoration works, will finish up in the summer of 2008 and the stretch from west of Grandview Street to east of Benson Road by the end of this September. Harmony Road The reconstruction and widening of Har- mony Road from Florall Drive to Rossland Road has been completed and just some cleanup work remains, Mr. Trewin said. All restoration, including seeding and sod- ding, some paving of residential driveway aprons, and some remaining sidewalks, will be completed by the end of fall. Kingston Road The Rouge River bridge under construc- tion between Altona Road and the Pickering/ Toronto townline isn’t set for completion until December after a setback. “We have had to close two lanes basically all summer,” Mr. Trewin said. The biggest obstacle was a five-week delay after the ministry of labour shut the project down for the majority of July and early August. “They felt it was unsafe,” Mr. Trewin said. “The Ministry of Labour basically shut down the project.” Road construction season is winding down Ron Pietroniro/ News Advertiser photo The grand opening of the Brock Road grade separation was recently held.
