DURHAM — The possible sale of
Atomic Energy of Canada Limited
(AECL) would have a minimal im-
pact on the provincial government’s
plans for more nuclear reactors.
A report last week noted the fed-
eral government was in talks to sell
a portion of AECL to General Elec-
tric Co.
Steve Erwin, senior media ad-
visory to energy minister Dwight
Duncan, doesn’t foresee any pos-
sible repercussions of the sale.
“No, I don’t think so,” he said. “If
speculation like that proved true,
it might change the players or the
playing field. Our stance won’t
change.”
AECL uses Candu nuclear tech-
nology, which is employed in al-
most two dozen reactors in Canada,
including the Pickering and Dar-
lington stations.
About half of the energy used
in Ontario comes from nuclear
power and a 2004 report for the
provincial government suggested
more reactors be built. The report,
prepared by former federal Liberal
cabinet minister John Manley, rec-
ommended the best technology be
used, not necessarily Candu tech-
nology.
In May of this year, Mr. Duncan
announced consultants were being
retained to study which technology
should be used if new reactors are
built.
The government has said it would
prefer to use “Canadian technology

PICKERING — For the benefit of
dogs and people, Pickering needs
an off-leash park, says a Pickering
resident and dog owner.
Nicole Scarlett, a member of
the Pickering Dog Park Working
Group and owner of Bill, a 14-
year-old shepherd/lab mix, and
Harley, a three-year-old collie/
lab mix, said dogs are beneficial
to humans by providing comfort
and companionship, for example,
and even working in fields such as
policing. She stressed dogs need
40 minutes of exercise each day
to maintain physical and mental
well-being.
“Sufficient cardiovascular exer-
cise is difficult to attain on-leash
for most breeds,” she said. “Fur-
thermore, off-leash interaction
teaches dogs socialization skills
and appropriate behaviour.”
The working group, comprised
of residents and volunteers, is
trying to engage City staff in cre-
ating an off-leash dog park in
Pickering, and Ms. Scarlett said
it’s been very supportive.
At the latest Council meeting,
Ms. Scarlett presented the group’s
preliminary proposal, and said
Pickering is lagging behind other
municipalities, such as Toronto
and Ajax, in regard to off-leash
parks.
“As a result, many pet own-
ers resort to off-leash exercise in
public areas,” she said in an inter-
view.
She added this can lead to
bylaw enforcement challenges,
more encounters between people
comfortable with dogs and those
who are not, and can even pose a
risk to drivers or dogs if they run
into traffic.
The proposal lists the positives
of an off-leash park, namely that
it will: decrease encounters be-
tween the dog and non-dog com-
munity; reduce the risk of dogs-
at-large; and, reduce pollution
from dog feces in public parks.
It further notes Pickering has
an estimated 5,000 dogs. They

in Pickering last year to
owners of dogs without a
leash.
The proposal identified
a potential site north of
Finch Avenue on the west
side of Valley Farm Road.
Ms. Scarlett mentioned
some of the land is owned
by the Toronto and Region
Conservation Authority
and Hydro One, but both
parties are open to nego-
tiations.
The group considered
all aspects of the park and
suggested it has biodegrad-
able bags available for fecal
matter, for example, and
that owners be subject to
the Ontario Dog Owner’s
Liability Act.
Although Ward 3 City
Councillor David Pickles
said, “It’s a valid thing to
pursue a leash-free area,”
he wasn’t convinced this is
the best location since the
west side of Valley Farm
Road is a hydro corridor.
Ward 3 Regional Coun-
cillor Rick Johnson said it’s
important to look at more
than one site. Ms. Scarlett
said they’re always open to
options.
Council acknowledged
the submission and a pub-
lic meeting on the topic
will be held in the fall.
“It is important for ev-
eryone to hear and under-
stand all the issues and
viewpoints of people in
our community, includ-
ing those who own dogs
and those who do not,” Ms.
Scarlett said.
The working group will
soon transition into a Dog
Park Management Team
and would appreciate more

AJAX — A 17 year-old girl hasn’t
been seen since last Sunday and police
are now looking for help in finding her.
Katherine Allison Wilkinson of Coe
Drive in Ajax was last seen by a friend
on the afternoon of July 8.
Her family called police on Tuesday
evening when she still hadn’t returned
home.
“(Katherine) has numerous learning
disabilities and police and her family
are concerned for her safety,” stated a
release issued by Durham Regional Po-
lice on Friday afternoon.
Investigators received information
that suggested Katherine might have
been picked up by a white male in his
mid 20’s with blonde hair, driving a red
or burgundy car.
She is described as white, with long
dirty-blonde hair, blue eyes and was
last seen wearing khaki-coloured Capri
pants and a white T-shirt.
Anyone with information about her
whereabouts is asked to contact the
19 Division (Ajax/Pickering) Criminal

Bad way to start the day
AJAX — Edward Street and Harwood Avenue was the scene of a two-vehicle collision early Friday morning.
According to police, a driver was northbound on Harwood and, when she tried to change lanes, somebody
honked at her and she lost control of the car, colliding with a southbound vehicle. Drivers and passengers
were taken to hospital with non-life-threatening injuries. Damage to the vehicles was extensive and police are
still investigating.

‘I think we are
headed down
the right path’:
commissioner of

European trip

DURHAM — The Region
wrapped up its European
tour of energy-from-waste
(EFW) facilities on July
11 and some participants
said it has left them with
the feeling that Durham is
on the right track.
“It was interesting and
enlightening,” said Re-
gional Chairman Roger
Anderson.
“After talking to their
health officials, I feel a lit-
tle more comfortable and
look forward to the site-
specific evaluation we will
do as we move the process
forward.”
Mr. Anderson travelled
to Europe with a delega-
tion of senior staff from
the Region of Durham
and Clarington, as well as
Clarington Mayor Jim Ab-
ernethy, Whitby Mayor Pat
Perkins and six Regional
councillors.
The Region, in conjunc-
tion with York Region, is
in the midst of an envi-
ronmental assessment of
EFW as a means of dealing
with garbage.
The second trip to Eu-
rope to investigate dif-
ferent thermal treatment
technologies focused on
the environmental impacts
of energy from waste.
“Representatives (from
Europe) have all conclud-
ed that health impacts
are not a concern in their
area,” Mr. Anderson said.
“The sites we visited were
all over, beside schools,
beside day-care centres
and apartment buildings,
and they were really well
put together.”
He said they learned
that 30 Swedish plants
combined had emissions
of less than one gram in
2005 and the biggest con-
cern among residents was
truck traffic to and from
the plants.
Cliff Curtis, the Region’s
commissioner of works,
said he feels the trip was
valuable for the partici-
pants, especially those
from Clarington, who got
to see an array of plants
in Denmark, Sweden, Ger-
many, Switzerland and
Italy and the surrounding
land uses.
They took advantage
of meetings with pub-
lic health officials to ask
questions about health
concerns brought up by
residents at the Region’s
recent series of public
meetings about EFW.
“Based on what we saw
in Europe, I think we are
headed down the right
path,” Mr. Curtis said.
“They used the best tech-
nology and what we would
use here would be compa-
rable.”
Now the Region will
continue through siting a
potential facility and will
put out a ‘request for qual-
ifications’ to narrow the
field of possible provid-
ers.
Once that is completed,
the Region will evaluate
site-specific health im-
pacts.
Plans could see an EFW
facility operating in either
York or Durham by 2010.

Police allege
computers were
purchased with
stolen credit card
DURHAM — An ongoing
investigation by Durham Re-
gional Police has resulted in
fraud charges for a Toronto
man and his son.
The 42-year-old man was
arrested in Ajax on July 6 after
a security guard at the Costco
store on Kingston Road alert-
ed police to a fraud in prog-
ress.
Police say the man alleg-
edly purchased two laptop
computers worth $3,000 with
a credit card stolen from Los
Angeles.
The security officer told po-
lice he recognized the suspect
from a previous fraud incident
and he arrested the man after
following him to a neighbour-
ing business.
A search of the man’s 2008
Chevrolet Tahoe, parked
nearby, resulted in the sei-
zure of stolen credit cards in
various names, counterfeit
Ontario driver’s licences and
numerous Equifax and Trans
Union credit reports in vari-
ous names, police said.
Samuel Essien is facing
numerous charges including
fraud under $5,000, forgery,
personation, and use of a
credit card obtained by crime.
Investigators allege Mr.
Essien had the stolen cred-
it cards mailed to him from
across the U.S and then had
counterfeit Ontario driver’s li-
cences made in the names of
the stolen cards.
He is accused of using the
cards to purchase large elec-
tronics and other expensive
items.
The investigation took po-
lice to two condominium units
in Toronto that are owned by
Mr. Essien.
During a search, police
seized computer equipment,
a point-of-sale machine, nu-
merous stolen and counterfeit
cards and counterfeit certifi-
cates of Canadian Citizen-
ship.
As a result of one of the
counterfeit citizenship cards,
Toronto police arrested Mr.
Essien’s son Christian Samuel
Titus-Essien.
The 18-year-old is charged
with possession of a coun-
terfeit mark and forgery and
fraudulent use of a citizenship
card.
Mr. Titus-Essien was trans-
ported to Oshawa.
Both men were held for bail
hearings Saturday and were
remanded until their next ap-
pearance this week.
Police say they are working
with immigration officials to
determine the status of both
men, who are believed to be
in the country illegally.

Every dollar counts
in war on gangs
While Premier Dalton McGuinty promised back on
June 6 to devote $12 million to a program targeted at
guns and gangs, it wasn’t until this past week that we
got specifics about how the cash would help Durham.
Newly minted Durham Police Chief Mike Ewles was on
hand to welcome Monte Kwinter, Community Safety and
Correctional Services minister, who handed over a cheque
for $510,000, the local portion of the provincial crime-fighting
initiative.
Clearly, the issue of gangs and the fallout their criminal ac-
tivities spread, is felt across society and any tools the Province
can provide our police to fight them, is welcome.
Concerns about the McGuinty Liberals trying to rack up pre-
election goodwill by spending taxpayers’ money are second-
ary to the issue of battling a problem that threatens to worsen
without extensive preventive measures.
High-profile arrests in Toronto -- such as the recent Drift-
wood bust that resulted in the arrest of dozens of people ac-
cused of gang activity -- point out the need to stay on top of
gang activity.
The Durham Regional Police has been active on this front,
with the formation of a gangs and guns unit in 2005. The unit
had identified some 32 gang locations throughout Durham
a year into its formation and was actively working on intel-
ligence gathering and ways to penetrate and bring down gang
members.
There have been significant results from all that work: in
2005/06, the guns and gangs unit arrested 96 gang members or
gang associates and laid more than 450 charges in the region.
And in 2006 the unit was able to seize 44 guns, including 25
handguns.
Chief Ewles has a warning for gang members.
“We will certainly make it known to those people who
gravitate towards those activities that they are not welcome in
Durham Region.” While the chief believes, “Durham Region
remains a very safe place to live, work and play,” half-a-million
dollars can only help further the unit’s work and help to make
Durham Region a little safer.
Airport would harm environment
To the editor:
After decades of telling us so, organizations such as Pollu-
tion Probe, Greenpeace and The Suzuki Foundation seem to
have finally had an influence on the governments of the world
that are all waking up to the fact that the earth is in trouble.
Large-scale efforts such as Live Earth, mass educate us on
the small-scale powers we have in everything that we do on a
daily basis to help reverse the effects that energy wastefulness
has had on this planet. Finally, our government is investing
money in green energy such as wind power, electric and hy-
drogen-powered vehicles, and ongoing campaigns to change
incandescent light bulbs in our homes to compact fluores-
cents, explanations of water-boiling techniques for our cups
of tea, thermostat settings for our heat, new-lawn cutting and
watering guidelines, etc. Without a doubt, very few of us would
argue that this is all excellent and necessary information.
Can someone then, please tell me why this same govern-
ment is trying to pave over 11,000 hectares of prime agri-
cultural land, pollute the atmosphere with jet fuel and new
highways, raise the air temperature and forever destroy the
home of native plant and animal species, for an airport that is
not needed?
I can’t be the only one that sees the ironic deceit in this.

Support for troops not the
same as supporting mission
Support our troops?
Who doesn’t -- other than the bad
guys who are trying, unfortunately
with far more success than any of us would
like to see, to kill them.
What is upsetting about the whole sup-
port our troops debate is how support our
troops blends insidiously into support our
mission in Afghanistan. For, how can you
support our troops but not support the
goals they are putting their lives on the line
to achieve?
And it’s then no small step to believe we
can’t let the 66 troops who have died in
Afghanistan so far, perish in vain. We have
to keep up the fight so the sacrifices which
have been made have not been made for
nothing. What’s worrying is that, with more
than 18 months left in our NATO forces
commitment to Afghanistan, how will the
debate over extending or ending the mis-
sion be framed?
Prime Minister Stephen Harper, asked
about the mission in the wake of the deaths
of six more Canadian troops, said it was too
early to begin to debate whether we should
stay or go. But, let’s face it, this is a question
we will have to deal with soon.
The idea that we must stay in Afghani-
stan until we finish the job is confusing for
most of us civilians.
What does finish the job really mean?
When you are dealing with an enemy that
supports suicide bombings and roadside
explosions as its prime method of fighting,
how can you know how much progress
you’ve made?
In the past -- say the First and Second
World Wars of the 20th century -- the fight-
ing was over when the enemy surrendered.
Canada was involved in those wars from
the outset and we lost more than 100,000
soldiers in battle over the course of close to
10 years fighting in conflicts that received
overwhelming civilian support. Our goals
were clear and our mission, as horrible as it
was, was easily understood.
But times have clearly changed. The days
of fighting the enemy face-to-face with a
clear winner and loser and a war that had a
beginning, a middle and an end, are over.
That makes it more important than ever
that we understand precisely what it is we
are doing when we commit thousands of
troops to a dangerous mission in a foreign
land half a world away.
Are we fighting terrorism? Providing hu-
manitarian relief? Making Afghanistan ripe
for democracy? Or are we answering the
call from the United States that we pay in
blood to do our part to battle the evildo-
ers?
We need to have an open, honest and
heartfelt discussion about what it is we are
trying to accomplish in Afghanistan untar-
nished by political posturing and unblem-
ished by spin.
It’s not fair to our troops who are putting
their lives on the line to be anything less
than totally clear about what we are doing.
We need to talk.

DURHAM — Two reactors at
the Pickering nuclear station will
be offline for the summer so im-
provements to a back-up system
can be made.
“We anticipate it will take a
good part of the summer. Hope-
fully, we’ll have them on-line in
August,” said Ontario Power Gen-
eration spokesman John Earl.
The work to Units 1 and 4 is to
a back-up electrical system. “We
saw a weakness in that system. We
want to go in and do the repairs.”
The system provides an electri-
cal connection from the ‘B’ side of
the station to the ‘A’ side, where
Units 1 and 4 are located.
Units 2 and 3 are in a perma-
nent shutdown state. The four ‘B’
side reactors are operating.
He referred to the work as “de-
fence in depth,” adding, “We saw
an improvement opportunity with
that back-up system.
“We’re improving the system
and we’ll be able to have a third-
level of redundancy,” Mr. Earl
stated. “It’s important we have to
take that approach.”
The cost to do the work hasn’t
been finalized, he noted.
“Until it’s scoped out, we won’t
have a price. It’s not a major capi-
tal project, but it’s something that
will take time.”
Each reactor produces about
500 megawatts of power each
day.
The Independent Electricity Sys-
tem Operator (IESO), which is
responsible for ensuring there’s
enough power in the province,
will have to import electricity to
compensate for the loss of the two
reactors.
“Ontario imports power from
neighbouring jurisdictions almost
every day. The unavailability of
the two Pickering units will in-
crease the need for imports at
times over the summer, particu-
larly when hot, humid weather
conditions occur or if additional
equipment problems occur,” IESO
chief operating officer Derek Cow-
bourne said in a press release.

We all tend to make New Year’s resolutions to exer-
cise, lose weight and watch what we eat. But our moti-
vation only seems to kick in with the start of summer.
There’s nothing like warm weather to encourage us to
get outdoors, even if it’s only to begin a walking pro-
gram.
As with any new exercise, if you are over the age of
35, you should get a medical evaluation before begin-
ning.
A great way to ease into an exercise routine is to start
walking. Walking not only burns fat, it tightens muscles
and lowers lipoprotein cholesterol levels. Our walking
rate as we go about out daily activities is approximately
three miles per hour. The average person should walk at
a pace of about one third faster (four miles per hour) to
reach a desired exercise heart rate.
We need to protect out feet, therefore a good walking
shoe is very important. It should provide the most fl ex-
ibility at the middle of the sole. While walking, your feet
do not require the same impact protection as when you
are running, so your soles do not have to be thick.
Before you begin walking, it is always a good idea
to start with at least fi ve minutes of stretching exercises.
After you stretch, begin walking slowly. Do so for about
fi ve minutes to increase your heart rate. Then walk brisk-
ly for about 25-30 minutes.
Your walk should end with
a fi ve minute decrease in
speed to cool down and
than fi ve minutes of stretch-
ing to prevent stiffness and
increase fl exibility.
Never wear ankle
weights. They will put
pressure on your joints that
evolution never anticipated
and are sure to cause future
problems.
Safe walking is great
for all ages. Here are some
summer exercise tips to get
you ready for your warm
weather wardrobe:
1. Dress appropriately
for the temperature. Wear
light coloured, loose fi t-
ting clothing. Always wear
a hat with a visor and use
sunscreen with an SPF of at
least 15.
2. Drink a lot of water
before, during and after the
walk. Don’t wait until you
are thirsty, by then it’s too
late and you may already
be dehydrated.
3. Give yourself time to
adapt to warmer weather.
Exercising in the sum-
mer heat puts more strain
on the body than in cooler
temperatures.
4. Walk in the morning
or early evening when it’s
cooler and traffi c is lighter.
5. Make sure you are
visible when walking at
night. The greatest threat
to the health of a walker is
an inattentive driver. Wear
bright clothing with refl ective tape on your arms, front
and back. Also carry a fl ashlight.
6. Avoid busy streets. Carry only enough money for a
phone call or emergencies.
7. Obey the rules of the road. Walk facing traffi c
where there are no sidewalks.
Like any form of exercise, walking should be done in
moderation, every other day. If you are concerned about
the weather outside, you can always mall walk. Most
malls are open early in the morning, and are a perfect
temperature. Just think; you won’t have to worry about a
pet owner who neglected to scoop their poop.

ness, enhance productivity, and reduce the stress of our
busy days. To nap, or not to nap? That is the question.
If you’re considering making nap time part of your dai-
ly routine, The Better Sleep Council Canada recommends
you to keep these tips in mind:
• You can reduce the impact of the mid-day slump by
going out for a brisk walk in the fresh air and drinking
plenty of water to keep hydrated.
• Get enough sleep – adults need about eight hours sleep
per night. Make the necessary changes to ensure you get a
better night’s sleep.
• If you choose to nap, keep them between 15-30 min-
utes. Longer naps allow your body to slip into deep sleep,
making it diffi cult to wake and leaving you with a groggy
feeling when you do awake.
• If there’s no way around it and you know you need
more than 30 minutes of naptime, try sleeping for an hour
and a half to complete a sleep cycle.
• Avoid napping in the late afternoon - you’ll have diffi -
culty falling asleep at night and it will shift your biological
clock, making waking up the next morning diffi cult.
• If you feel you need a nap, but can’t fall asleep, just
enjoy the down time and relax – your body is still restoring
energy.

DURHAM — A few years ago, Jacyln Smith
had never even heard of lupus.
Today, the 16-year-old is a fountain of in-
formation, teaching her friends about the
disease, filling in her teachers and gearing up
for a second year of fundraising through Walk
a Block for Lupus.
“I want everyone to know that a lot of
people get this disease and it’s really tough,”
she says. “But maybe, raising money will help
find a cure.”
It’s been two and half years since Jacyln
was diagnosed with lupus.
After years of being sick on and off, the
Blackstock teen landed at the Hospital for
Sick Children where doctors first thought she
had a blood disorder.
“They diagnosed me with lupus three
weeks before my 15th birthday,” she says.
“I didn’t know what it was. My family and
friends and everyone were really surprised.”
Lupus is a chronic disease that causes
the immune system to attack healthy cells,
leading to inflammation, tissue damage and
organ failure. It can affect any part of the body
and symptoms vary widely which is why it
is known as “the disease with a thousand
faces.”
Lupus Canada estimates at least 50,000 Ca-
nadians live with the disease, which is most
prevalent in women ages 14-45.
In Jacyln’s case, lupus attacked her brain
first.
“I had a headache for 26 days straight,” she
recalls. “On a scale of one to 10, it was a nine
or a 10 most of the time. I had to hide out in
my room, I couldn’t listen to people talking.”
The disease has also affected her kidneys.
Fortunately, Jacyln is now being weaned
off the steroids that kept her symptoms at bay
and crossing her fingers that she will go into
remission.
She is starting to get back to normal teen
things -- like playing baseball -- but is keenly
aware that lupus might always be a part of her
life.
“It’s hard, especially if you’re my age. I lost
some friends because people didn’t under-
stand,” Jacyln says.
But she has also found new support
through the Oshawa Lupus Support Group,
a group of people from across Durham who
meet monthly to hear speakers, discuss issues
and offer advice.
Group leader Shannon Crawford says there
is a huge need for public awareness when it
comes to lupus and plans to make that a focus
of this year’s fundraising event.
In past years, the annual walk was a small
event for family and friends, held at the Os-
hawa Centre.
This year, it is moving to Lakeview Park and
will include a fun fair and silent auction to at-
tract a broader range of people.
“We’ve never really been visible to the
public and we need to be,” she says. “I’ve
talked to people who had no idea there
was a local lupus support group. This dis-
ease is more common than people think
and we want people to know we’re here.”
Last year, Walk a Block for Lupus events
across Canada raised over $135,000. This
year, the goal is $300,000.
The local walk takes place Saturday, Sept.
15, at Lakeview Park in Oshawa. Registration
starts at 9 a.m. followed by the walk at 10 a.m.
and fun fair from 11 a.m. to 4 p.m. To register,

Dolphins extended its winning
streak to five games with a lopsided
64-0 win over the Etobicoke Eagles at
Pickering’s Kinsmen Park Sunday.
The Ontario Varsity Football
League peewee division win was
crucial, as there are currently three
teams tied for top spot in the division
and points differential, if tied, could
determine who gets home field for
the playoffs in three weeks.
The Eagles’ offence ran up against
the Dolphins’ steel curtain defence,
which is currently ranked No. 1 in
the OVFL. The defence provided a
strong game giving up only 19 net
yards of Eagles’ offence.
Meanwhile, the ‘Phins offence
started the game with the ball on
the ground, moving ahead with the
backfield duo of Keldyn Ahlstedt
and D’Shane Chung and taking only
five plays to put Chung in the end
zone for the first major.
Once the first major was on the
board quarterback Mike Stobbart
started the aerial assault, throw-
ing two more majors to wide-outs
Roynelle Meredith, on a 48-yard fly
route, and Harrison Williams, on a
20-yard corner route. Overall, Stob-
bart passed for more than 200 yards
on the day.
Ahlstedt and Chung added ad-
ditional touchdowns before the Dol-
phins ended the half up 35-0.
The domination continued in the
second half when, on the first series,
it looked like the Dolphins were in
trouble. Forced to punt from deep
inside its own end, a broken play on
the snap to Stobbart resulted in him
scrambling and breaking loose for
a 75-yard touchdown run down the
sidelines, followed by a two-point
conversion by Ahlstedt to increase
the lead to 43-0 only minutes into
the second half. Fullback Taylor
Wilenski, and Stobbart would add
additional touchdowns before the
end of the third quarter.
In the fourth quarter, back-up
pivot Nik Shah promptly threw a
25-yard touchdown strike to re-
ceiver Demetrius McFarquhar, and
controlled the balance of the game,
allowing the defence to close out the
game with a late quarterback sack by
defensive end Adeem Bembridge.
It was a critical game for the team
as the Dolphins face Mississauga on
its home field on Saturday in a battle
for sole position of first place.

Selection for the Regional fi-

In this show, three divisions
of pre-entry riders compete in
two classes each: a medal class
and a single round plus jump-off,

schooling division will follow the
same format.
Medal classes involve judg-
ment of the riders’ equitation
skills, not the horse or pony, in
two phases: with and without
fences.
The higher classes – entry,

complished his 33-point effort on

Devoe also grabbed five boards
and dished two assists in 32 min-
utes of work.
Cory had no points while playing
only one minute against Nigeria.
Canada was out-rebounded by
Nigeria 53-43, but their superb
shooting (45.7 per cent) compared
to Nigeria’s (28.7 per cent) was the
