On the second day of a whirl- wind European tour to investi- gate energy from waste (EFW), the Regional Chairman said par- ticipants are learning a lot. It’s the second tour the Re- gion has taken overseas. But, in a telephone interview on July 5 from Germany, Mr. Anderson ex- plained that this round focuses on the environment and health impacts of an EFW facility. “It is important we make sure that if we proceed the residents in Durham won’t be harmed,” Mr. Anderson said. “We want to know that what we are doing is right.” The Region, in conjunction with York Region, is in the midst of an environmental assessment of EFW as a means of dealing with garbage. Delegates include senior staff from the Region of Durham and Clarington as well as Clarington Mayor Jim Abernethy, Whitby Mayor Pat Perkins, six Regional councillors and Mr. Anderson. The discovery mission began on July 4 and the group returns on July 11. Thus far they have had an introduction to the Eu- ropean EFW, toured the SYSAV EFW Plant in Malmo, Sweden and visited a composting facility, sorting and bottom ash facility. Mr. Anderson said people had clothes out on the line next door to the incinerator, a reflection of the low level of concern over the facility. In Copenhagen, there was a town- house complex within 200 metres of the EFW facility. They met with a man who had lived there for 30 years and another who had just moved in. “We asked about depreciation of property values and if there was odour,” Mr. Anderson said. “They didn’t have any concerns about it. It is just the accepted way of dealing with waste here.” A meeting was scheduled with the director of the German Waste As- sociation and they toured an EFW facility in Zurich, Germany. “We have been going since 7:30 a.m. this morning and we will go until 8 p.m,” he said. Mr. Anderson said the itinerary from there is jammed with what he hopes will be valuable meetings and tours including a tour of VESTA, a waste facility in Venice, Italy and meetings with the health authority. “I think a lot of people are sur- prised how many energy-from-waste facilities there are here,” Mr. Ander- son said. “And I think they are even more surprised at the banning of landfill and the number of items not ac- cepted in the waste stream.” Mr. Anderson said the delegates have learned that recycling has in- creased substantially since energy from waste became the primary method of dealing with garbage. “Emissions are substantially better than what we thought and the public acceptance is much greater,” Mr. An- derson said. Meanwhile back in Durham the EFW project continues to roll on. On July 4 Peterborough County ap- proved a motion to enter into nego- tiations with Durham Region to bring its waste to the proposed EFW here. “When this project was originally conceived there was always the idea that if there was some added capac- ity at the plant we would look to our neighbours,” explained Angelo Baco- poulos, project manager for the EFW environmental assessment. Durham staff sent a letter to Peter- borough asking it to confirm if it was still interested in considering send- ing waste to the EFW should there be additional capacity and Peterbor- ough council agreed to do so. “Their council directed Peterbor- ough staff to go and have discus- sions with Durham Region staff and bring back anything that comes out of those discussions,” Mr. Bacopoulos said. ✦ Full from page 1 ‘I think a lot of people are surprised how many energy-from-waste facilities there are here. The RVHS, comprised of the Rouge Valley Ajax and Pickering hospital and Rouge Valley Centenary in Scarborough, ended fiscal year 2006-07 with a $2.5- million deficit. It requested an additional $12.1 million in base funding for 2007- 08 “without demonstrating how it will balance its bud- get in the coming year,” a press release stated. The Central East Local Health Integration Network set up the team to conduct an operational review of the RVHS. It will assess board and management effective- ness, financial management practices, operational ef- fectiveness and productiv- ity, and utilization efficien- cies. The interim CEO of CE LHIN, Nizar Ladak, said as part of the Province’s Hos- pital Accountability Agree- ment process, all hospitals are expected to achieve bal- anced budgets. “The Rouge Valley board has historically not been able to meet that legislative re- quirement and this peer re- view will provide them with the guidelines they need to improve their performance,” he said in a press release. Janet Beed, president and CEO of Markham Stouffville Hospital, involved in hos- pital administration since 1982, will lead the team. Other members include Mary Clare Egberts, senior vice president, operations and chief financial executive from North York General Hospital, and Dr. Alfio Me- schino, chief of staff at To- ronto East General Hospital. “The Rouge is an impor- tant part of the health care system and I know the team I’m working with is very pleased to be a part of trying to help it get back on track,” Ms. Beed said in an inter- view. She said the board and management of RVHS don’t believe they can deliver a balanced budget and still deliver care. In order to rem- edy the situation, the review team will assess, from a data perspective, how RVHS per- formance metrics compare with benchmark hospitals. They’ll also consider the cul- ture of fiscal accountability and commitment from vari- ous leaders to follow through on financial commitments, and a number of interviews with RVHS employees will also take place. A steering committee with Rouge Valley representatives will work with the peer re- view team. Interim president and chief executive officer of the RVHS, Rik Ganderton, said it welcomes the review, and hopes it will help validate its operational and financial needs. “We will be active part- ners with the peer review team and the Central East Local Health Integration Network,” he said in a press release. “We look forward to the process and the report.” Ms. Beed said she sees great commitment by Mr. Ganderton and his team to get this on track, therefore, “they want to get some an- swers quickly and move for- ward.” THE NEWS ADVERTISER, July 8, 2007 PAGE 3 A/Pdurhamregion.com HWY. 401 HWY. 2 WESTNEY RD. EDITORIALS & OPINIONS durhamregion.com Keep flypasts away from farm land F ighter jets should fly over Lake Ontario so as not to scare farm animals, disturb residents I t all seemed innocent enough. To celebrate Orono’s 175th anniversary the organizing committee of the event arranged a flypast by Canadian Forces CF-18 fighter jets last Saturday afternoon. Then things turned tragic. As the CF-18s flew a mere 500 feet above ground they passed over the west pasture of the Trillium Morgan Horse Farm. The noise from the planes spooked the horses caus- ing them to panic as the animals tried desperately to get back to the stable. In their attempt, several horses were injured when they pushed into a fence. The result saw numerous horses seriously injured, one so badly it had to be put down. The owners of the farm are now going after the Munici- pality and the military for compensation. These animals are not cheap and the veterinarian bills are exorbitant. This one flypast has seriously impacted their business and caused considerable emotional stress to all involved. The military did the flypast along a flight pattern sug- gested and approved by the Municipality but at the end of the day no one thought it would cause such chaos and pain. This should give municipalities across Durham Region pause for thought because military flybys and air shows are common events in our area. Granted, most don’t come in at as low a level as the one in Orono but all fighter jets make an incredibly loud noise. Given the amount of agricultural land in Durham it would be worthwhile for municipal councils, or even Regional council, to rethink their policies regarding such air shows. Why not host them at the lakefront and have the jets fly over Lake Ontario just as the Snowbirds do at the annual air show at the Canadian National Exhibition? The flypast could take place without disturbing those residents and animals who don’t particularly enjoy the noise created by the show. Nobody expected the chaos that ensued during the fly- past in Orono. Hopefully all can learn from this tragedy so it isn’t repeated in future. Region should lead the way on recycling measures To the editor: The Region wants to burn the garbage that is left over after recycling. It leaves the impression it has done all it can to reduce garbage. But has it? Check regional headquarters; the Tim Hortons there seems the same as all the others with paper cups and plas- tic lids. At least you would think the Region would charge 25 cents for a paper cup to encourage regional staff to bring their own reusable mugs. The 25 cents from visitors could be used for recycling; coffee off premises is a fair walk. Should I trust the Region because it knows what’s best to do with our garbage? No way! Ron Dancey Oshawa A Courtice man was right to be con- cerned when he discovered his son’s school had booked a student trip to Europe with Rainbow High Vaca- tions. Since finding out the school was using a company that specializes in gay and lesbian travel, Dwight Budgell has pulled his son from the Durham District School Board’s regional arts program at O’Neill Collegiate Vocational Institute in Oshawa. While removing his son from the school was over the top, he was justified in ques- tioning the school’s choice in travel pro- vider – no offence to Rainbow High Vaca- tions, they likely do a great job. According to the school board, Rainbow High Vacations has nothing to do with the trip, which is arranged through an educa- tional tours division it has used for years. The agency is simply providing a ticket for a seat on a plane, said Lou Vavougios, superintendent of Oshawa schools. The trip, occurring next school year, is also an extracurricular, optional vacation. He added the board doesn’t discriminate. But, most of us do in our purchasing. Mr. Budgell’s cheque was to be made pay- able to Rainbow High Vacations, which would in turn be making money off him. Be it the brand of car we drive or the cloth- ing label we wear, we are all touchy over what companies represent and what we are supporting by choosing them. If Mr. Budgell does not want his money to go to an agency that advertises itself as being in the business of gay and lesbian travel, that’s his right. A gay or lesbian per- son may choose to spend their money with a company that does. In response to Mr. Vavougios’s com- ments that the use of Rainbow High in this situation is no different than going to a travel agency, booking a flight and receiv- ing your tickets, some may think differ- ently if they’ve ever noticed who they were paying. Whenever I’ve travelled, I’ve just been given the price, airline and name of the resort before giving the agent my cred- it card and letting him/her do the rest. I’ve never noticed another company’s name on anything, but then again, I haven’t re- ally looked. If someone booked a family trip, but had to make their tickets payable to a company specializing in singles vacations, they’d probably hold some reservations about what they were getting into as well. The Central Lake Ontar- io Conservation Authority (CLOCA) is keeping an eye on the turtle population in Durham Region in the hopes of increasing the 1 in 100 chance the turtles have of making it to adult- hood. During the summer months from May to Sep- tember, turtles are very ac- tive. In the early summer female turtles, typically snapping and painted tur- tles, leave their ponds and wetlands to find a suitable nesting location. Typically they look for well-drained sandy or gravel soil, and often find roadside shoul- ders suitable to lay their eggs. “Many people are sur- prised to see a turtle dig- ging a hole and laying her eggs along our roadsides,” says Patricia Lowe, direc- tor of watershed steward- ship for Central Lake On- tario Conservation. “And we know they con- tinue to visit the same nesting sites year after year, regardless of the traf- fic perils.” Once her egg laying is done, the turtle leaves the nest unattended. If the eggs are not eaten by hun- gry raccoons, skunks and other wildlife shortly after the female lays them, they will hatch into miniature versions of their parents in about 16 weeks. There can be as many as 40 young in a nest and yes, they too cross the road, usually in September, to make their way to a wetland or pond. Not surprisingly, they only have a 1 in 100 chance of making it to adulthood. CLOCA has been active- ly assessing turtle activity in specific areas of Dur- ham Region in an effort to improve, protect and de- velop nesting habitat and road crossing features at or in the vicinity of specific conservation areas. “CLOCA staff has worked very successfully with the Municipality of Claring- ton and a group called S.H.E.L.L (Safety, Habitat, Education, Long Life) to install turtle crossing signs to alert motorists near the Bowmanville Westside Marshes during the egg laying and hatching sea- sons,” says Ms. Lowe. Many scientists believe that increased road kill of turtles, both the females and young of each year, is contributing to a popu- lation decline. CLOCA is also collecting data on road kill and this year they have found a lot of baby turtles that just don’t make it. Ms. Lowe is asking, if you see a turtle nesting or crossing the road on your travels, please slow down and give them lots of room. What do you do if you find a turtle that has been injured by a vehicle? Ms. Lowe suggests con- tacting the Kawartha Tur- tle Trauma Centre www. kawarthaturtle.org, at 705- 748-9301, ext. 2320 for as- sistance. On land, a snapping turtle feels very vulnerable and can be very aggres- sive. The camps for baseball, track and field and team sport conditioning are at Brockridge Park in Pickering through July and August. Week 1 is from July 23 to 27; Week 2 is from July 30 to Aug. 3 and the final camp is from Aug. 6 to Aug. 10. Camps go each day from 9 a.m. to 2 p.m. The camps are for Grade 4 students up to high school prep for Grade 8 athletes. The program director is Drag- ons’ head coach Dale Lapham of Pickering High School. His programs have produced a number of top youth athletes in the provincial and national ranks. The director of the baseball camp is Marc Picard, a highly re- garded coach in Ontario for player development who’s also coached the Pickering High School baseball pro- gram for a number of years. Dolphins’ peewees roll over Raiders DURHAM — The Markham Raiders were no match for an Ajax- Pickering Dolphins team bent on getting its third win in a row in On- tario Varsity Football League (OVFL) peewee action. The Dolphins improved its league record to 4-1 (tied for first with Brampton and Missisauga in the Eastern Conference) with a decisive 33-6 win over the visiting Raiders at Pickering’s Pine Ridge Secondary School field Monday. The peewees go for another win today, Sunday, July 8, when they host the Etobicoke Eagles at Pickering’s Kinsmen Park at 4 p.m. The Dolphins’ offensive and de- fensive lines were the difference. The defence provided a touchdown and also limited the Raiders to only one major. Meanwhile, the ‘O’ line blew open holes for running back D’Shane Chung and fullback Keldyn Ahlstedt. It was not until late in the first quarter that the Dolphins’ offence started to roll behind the strong of- fensive line lead by Jordan Calleri, Justin Richards, Jesse Chafe and Na- than Cheung. In the second quarter, a 43-yard punt by Michael Stobbart on fourth- and-long pinned Markham on their one-yard line. On the first play from scrimmage, Dolphins’ defensive tackle Justin Smith forced a fumble and recovered the ball in the end zone. Roynelle Meredith’s point- after attempt was good to put the Dolphins in front 7-0. The gauntlet was thrown down by the defence by putting the first major on the board and the ’phins offence accepted the challenge, running the ball downfield and completing a 30- yard pass from Stobbart to wide-out Meredith for the second major and a 13-0 Ajax-Pickering lead. Meredith had a great day with more than 68 receiving yards com- plete and a point-after conversion. The second half started with cor- nerback Hollister Joseph picking off an errant throw and returned it 10 yards. Six plays later, the Dolphins scored another major to go up 19-0. Markham’s only score came on a broken play in the third quarter. The Raiders’ joy was short-lived as, on the ensuing kickoff, running back Chung went all the way 60 yards for the touchdown and a comfortable 25-6 lead. The premier tournament featured 32 teams compet- ing in two age groups, with the highlight being the skills competition and all-star game. Although the Red Sox posted a modest 1-2 record in games against Brantford, Team New ERA (Buffalo) and Vaughan (scores weren’t reported), the Pickering players did, however, per- form brilliantly in the skills competitions. Speedster Jack Cats fin- ished third out of 16 com- petitors in the base-running competition, while Adrian Brown finished second out of 16 in the throwing accu- racy test. Cristian Carlevaris was next, competing in the home-run competition. He stole the show by connect- ing on 4 of the 5 pitches he faced. To put this in perspec- tive, only a handful of com- petitors managed even one dinger, with only one player able to hit a second. Not to be out done, the Sox’s diminutive Corey Ross went 3-for-3 at the plate and made several fine defensive plays to garner the all-star game’s MVP award and close out a fantastic showing by the Pickering ball players.
