She is insisting the Region help find a long-term solution to the Oshawa hostel’s financial woes. “We are prepared to give back the $105,000 if it means opening the doors to only have them close again in August or September,” Ms. Blythe, the executive director of the YWCA Durham, which operates the hostel, told Regional Council on May 9. Adelaide House closed its doors on April 1 because of a lack of fund- ing and an inadequate per diem from the Province. Council voted to give the YWCA $105,000 in one-time emergency funding, conditional on the YWCA agreeing to undergo a joint opera- tional review. Ms. Blythe explained to coun- cil the YWCA board of directors agreed to co-operate, but wanted some concerns noted. It wants a clear time frame for the review, a commitment for increased finan- cial support from the Region within the per diem structure, and clear guidelines regarding the Region’s expectations for the hostel’s re- opening. “We are willing to work with the Region,” Ms. Blythe said in an in- terview. “We have asked the Region for years and years to help us. As far as we are concerned this is a step in the right direction, but it has to be a process that recognizes this is time sensitive.” She claims council got stuck on the YWCA reserving the right to give back the $105,000. “This is a partnership process that is supposed to lead to recom- mendations that go forward to the Province,” she explained. “If this is going to be a long and drawn out THE FAMILY THAT FISHES TOGETHER... Among the allegations are claims the executive improperly intercepted or viewed members’ e-mails. Tom Andrews, president of the po- lice association, is downplaying the accusations, blaming the most recent turbulence on lingering animosity left over from a hotly-contested election last fall. “The election is continuing to go on,” he said Friday, after members of the association announced they’d called in the RCMP to investigate their allegations. In a statement released to media earlier this week the rebel members said they’d become concerned about activities at the executive level and had contacted the RCMP with findings of an internal report. The members have asked the Mounties to look into “possible criminal improprieties,” the statement said. Mr. Andrews said he hadn’t been contacted by the RCMP but that in the event he was, he would co-operate with any investigation. “Do I give any weight to (the allega- tions)? No,” Mr. Andrews said Friday morning. “I have done nothing wrong and the executive have done nothing wrong.” Mr. Andrews, who took the helm of the 1,100 member association last fall, has dealt with internal strife through- out his tenure. In February he attempt- ed to have a number of board members removed, a bid that was not successful. He blames the strife at least in part on last fall’s presidential election, a bit- terly-fought affair that he said has left lasting ill feelings. Some members are also resistant to proposed changes in the way the association conducts inter- nal business, Mr. Andrews said. He vowed to carry on with efforts to introduce change and to represent the membership. Bill 212 would allow appeal of one-day suspensions By Crystal Crimi ccrimi@durhamregion.com DURHAM — Potential changes to expulsion pro- cedures have some trustees worried they won’t have enough time and people to deal with ap- peals. The latest amendment to the Education Act, Bill 212, involves more requirements for expelling and suspending students, trustees heard at the Durham District School Board’s May 7 standing committee meeting. The bill’s first reading was on April 17. “O ne of the biggest changes pertains to what happens after a principal investigates a serious dis- ciplinary situation,” said Craig Burch, the board’s director of education. After the principal investigates, they’ll have to make a recommendation to the board through the superintendent on what type of expulsion should be received. Currently, principals have the right to expel a student for one year, but the changes will require them to go through an expulsions commit- tee. Suspensions of one to 20 days can also be ap- pealed under the changes; currently one-day sus- pensions cannot. The appeals would have to be held within 10 school days - right now it’s 20. Mr. Burch said the time frame might require changes to procedures because of the time involved in prepar- ing hearing reports. Whitby Trustee John Dolstra said he’s concerned over the one-day suspensions, and added the Prov- ince seems to think they have all sorts of time to deal with issues. “There’s all kinds of people on this board that work for a living,” said Trustee Dolstra. “If this is going to happen, we may need another trustee in Whitby because there won’t be enough trustees on this board to deal with the issues.” Oshawa Trustee Kathleen Hopper said in her first 10 years as a trustee, she remembers three ex- pulsions, but since the Safe Schools Act came into effect, there’s been many more. She added princi- pals will have to think more about expulsions now and she’s not sure if the fewer expulsions trend will return. As for the one-day suspensions, she doesn’t know how they’ll deal with their appeals. “I just don’t know how that’s going to work,” said Trustee Hopper of staffing levels. There could also be less of a penalty for more serious offences because of the micro-managing involved and principals having to go through the board to discipline, she said. Uxbridge Trustee Joe Allin was not as worried. “I just suspect something of an overreaction,” said Trustee Allin. “I don’t know why we’re think- ing there will be a high portion of one-day suspen- sion appeals.” He said prior to the changes in the Education Act, under the umbrella of safe schools, one-day suspensions were appealable. Other changes include boards no longer being able to expel students from all public boards, said Mr. Burch. “However, a board can admit an ex- pelled student from another school board and then place that student in a program for expelled students, like our Return Ticket,” said Mr. Burch. He added the onus seems to be on receiving boards to discover if they’re admitting an expelled student. The Province is also promising money so school boards can provide programs for expelled and suspended students. That money is expected to be in place by Feb. 1, 2008. It’s not expected to change the board’s Return Ticket, said Mr. Burch. The Bill also says incidents off school property or out of regular school hours can involve school discipline if it upsets the school climate. The school board is still allowed to have a three- trustee expulsion committee, said Mr. Burch. “In my view trustees, there will be more suspen- sion appeal hearings and expulsion hearings for trustees,” said Mr. Burch. “Not only will this likely increase trustee workload, but the number of re- ports for school principals may also increase their own workload.” Mr. Burch said as of a conference call amongst school boards that morning, they felt a reasonable delay for its implementation would be past Jan. 1 because school calendars include discipline pro- cedures and would need to be changed. McLaughlin Durham Regional Cancer Centre finally opened for full ra- diation treatments on May 7. The centre, paid for through many successful Cash for Can- cer lotteries and with a healthy infusion of tax dollars, now sits majestically at the Lakeridge Health Oshawa site. Centrally located in Durham Region just outside of down- town Oshawa, the centre will be able to treat as many as 60 patients per day when it adds a third radiation unit next month. The current set-up includes two units but the plan is to eventu- ally expand to seven units. What having the cancer centre here means is that those re- quiring treatment east of Toronto and west of Belleville will no longer have to make the trek into the Big Smoke or travel all the way to Kingston to get the care they require. The construction of the facility is a realization on the part of the Province that Durham’s growth requires first-class medi- cal facilities capable of looking after the needs of our citizens. Based on the expansion plans with respect to radiation units, it’s clear the centre will develop as our population ages and increases. As Dr. Peter Dixon, vice-president of cancer services at Lak- eridge Health notes, “the incidence of cancer in Durham is increasing rapidly.” That makes the opening of the centre very timely. There were plenty of battles fought over the years surround- ing the location, cost and timeliness of the centre. Some hom- eowners in the area didn’t want the centre located in Alexandra Park and were successful in having it built on the existing Lak- eridge site. The centre was originally scheduled to open several years ago and was forecast to cost less than it ultimately did. In the end, many people worked extremely hard to make the centre a reality. Volunteers put in time working to make it happen, plenty of lottery tickets were purchased to help pay for it and now, those who need it, will be able to use it. It’s a proud moment for Durham Region and one that will be celebrated in style at the grand opening on May 30. Trip to Europe not necessary To the editor: Re: May 6 ‘Trip ill advised’ editorial. So now they are going to Europe again! Denmark, Germany, Switzerland and Italy -- wow! If I may be so bold as to ask a personal question: Are they going alone or are they taking their wives or husbands with them? Please forgive me for asking. This reminds me of the old saying that one can steal a piano and carry it away under your arm, but if you try to cram it into your pocket you are bound to get caught. It’s a pity that other Canadian cities are so backward that we have to send a large delegation to Italy to study their technol- ogy. Enjoy your trip ladies and gentlemen. And, please, don’t work too hard on that long arduous adventure. Perhaps you will discover new technology that will help us avoid cutting school and hospital budgets in future. The website surveyed more than 40,000 mothers, determined the time mothers spend performing 10 typical job functions and came to the con- clusion that the average stay-at-home mom’s work is worth over $138,000. By comparison, a working mom’s paycheque for what she does at home should be about $86,000, said the web- site. The working mom vs. stay-at-home mom debate has raged for eons. It was an issue when I was a child in the 1970s and my mother worked (and was/is a darn fine mother, thankyouv- erymuch) and frankly, I was surprised to find it remained an issue when I first became a mom five years ago. I would have thought we’d have worked out by now that everything the women who came before us left us with was the best possible situation: the choice to do what we wanted to do, without being judged as lesser or greater. The type of information -- as sim- plistic and unrefined as it is -- put for- ward by information sources like salary. com tends to add fuel to the debate. It insinuates that a mom who works is somehow less valuable or is somehow doing less than a mom who stays home with her children. Any of us who have taken on the role of mother know that, no matter how you do it, if you’re doing it right, it’s a hard job. It’s a hard job whether you work outside the home or whether you stay home with your children. Many of the challenges are very much the same. The job titles matching a stay-at- home mom’s definition of her work, in order of hours spent per week, said sal- ary.com, are as follows: housekeeper, day-care centre teacher, cook, comput- er operator, janitor, facilities manager, van driver, CEO and psychologist. Those jobs are done by working moms, too, though due to time con- straints, they have no choice but to hire some of those jobs out at their own expense. As well, I would argue -- based on my own personal experience, of course (hi, honey!) -- that the spouse of a mom who works outside the house ought to have additional value assigned to their role, since they often help pick up the slack. The worth of the role could be ar- gued back and forth ad nauseam, but, instead, I think it should be left at this: the role of the mother -- working or home with the children -- tends to be undervalued in our society. Being a good mom, no matter whether you receive a paycheque from an outside source or not, is no easy job. It would be absolutely impossible to put a real dollar value on it: a good mother is priceless. And good mothers come in an array of forms, including stay-at-home and working. Oshawa Councillor John Henry made a motion at the May 9 meeting to have Re- gional Council start at 9 a.m. Meetings currently start at 10 a.m. But, since Durham Region Transit com- mittee meetings have been added to the rotation, Coun. Henry said there is no reason not to start council earlier. “We can improve the flow of meetings,” he said. “When we start our meetings at 10 a.m. we just get on a roll and then we break for lunch.” Oshawa Mayor John Gray agreed. “We are coming up on some long meet- ings and I think a 9 a.m. start time makes sense,” he said. Region staff will now draw up a bylaw reflecting the time change that is to be voted upon by Regional councillors at a future meeting. Rise and shine for earlier regional council start time DURHAM — There is good news and bad news in the 2007 Cancer System Quality Index released re- cently. The online report, which tells Ontarians how well the province’s cancer system is working, says cancer treat- ment wait times and quality are improving. But screen- ing rates have stalled and more needs to be done to support people dying of the disease. Some report highlights: - Smoking rates continue to decline, however Ontar- ians remain at risk in other areas that are important tar- gets for cancer prevention, such as obesity. - Breast and cervical screening have stalled to about 80 per cent and 60 per cent respectively and more needs to be done to seek out and support vulnerable women with screening. - Wait times for radiation and cancer surgery are con- tinually improving, while chemotherapy wait times remain largely unchanged over the last three years. - The number of people diagnosed with cancer in Ontario is expected to grow by three per cent each year, however survival is improv- ing for patients with three of the four most common cancers -- breast, cervical and colorectal. According to the report, progress is also happening at the local level. - The new Durham Re- gion R.S. McLaughlin Can- cer Centre will begin treat- ing patients with radiation therapy in May, followed by chemotherapy in June. - The new cancer centre saw an increase in com- plete pathology reports and is now exceeding provincial targets. Check Wednesday’s paper each week for complete details New cancer report shows gains, work to be done NEWS ADVERTISER There’s lots more news online at durhamregion.com Roads a priority for Durham in 2007Roads a priority for Durham in 2007 By Erin Hatfield ehatfield@durhamregion.com DURHAM — Roads are rocky in parts of the Region, but smoothing them out is a priority in this year’s proposed roads budget. “We are actually fairing a little worse than other regional municipalities in terms of roads,” said the Region’s commissioner of works, Cliff Curtis. “We went through a num- ber of years where the roads were severely underfunded back in the 90s. When times get tough that is one of the areas that gets cut back.” The Region of Durham runs a road net- work of 832 centre line kilometres, 2,115 lane kilometres and 211 bridges and culverts. Of it, 13 per cent is rated as being in critical and 13 per cent in poor condition. According to Mr. Curtis, that’s why roads were made a priority by Regional council about five years ago. “I pitched it fairly hard when I took the commissioner’s job,” he said. “It wasn’t being paid attention to at the level it needed to be.” Maintaining roads is an extremely expen- sive endeavour, according to Mr. Curtis. Prop- erty tax funding for roads has increased from $5 million in 1998 to $25 million in 2007. “The remainder comes from development charges or contributions from developers,” he said. “S ometimes we will do work for developers in conjunction with our road programs at 100 per cent their cost.” The Region is asking the provincial govern- ment to provide the same level of funding as last year, $10.8 million, but Mr. Curtis said he isn’t counting on that money. “We will see, but I think that was a one- time deal. But, it never hurts to ask,” Mr. Cur- tis said. The proposed 2007 road program gives pri- ority to expansion projects in four major cor- ridors: Taunton Road, Harmony Road, Brock Road and Bayly/ Victoria/ Bloor streets. “They aren’t the worst off but they are fairly heavy commuter routes. They are fairly choked with traffic and need to be widened,” Mr. Curtis said. Of the $41.8 million capital road program, 45 per cent of the funding is targeted for major construction projects and 25 per cent for the construction of six major road expan- sion projects and two bridges. Topping out the large construction projects is nearly $9 million on three separate projects on Taunton Road and a $7-million project on Victoria Street (South Blair Street – east of Thickson Road). Despite best efforts to try to maintain the Regional Roads Mr. Curtis said they are slip- ping a bit. But, looking ahead, he said roads will continue to be a priority through to 2011 with the total capital budget for 2008 to 2011 set at $200 million. To achieve these annual contributions the roads reserve must increase, growth forecasts need to be achieved and the cost of capital projects can’t materially exceed current esti- mates. According to Mr. Curtis, an annual invest- ment of $16 million is required to sustain Durham’s roads and prevent further decline in overall condition, although this year’s bud- get proposes a $10 million investment. “I think we have generally good political support for that program,” he said. The financing study projects the road reha- bilitation program will receive $16 million in funding by 2011. By News Canada Voice concerns over future Pickering airport at authority’s public meeting By Kristen Calis kcalis@durhamregion.com PICKERING — An anti-Pickering-airport group has officially offered alternatives to the Greater Toronto Airports Authority. Before the GTAA’s annual public meeting on May 9, members of the Pickering-based anti-airport group, Land Over Landings, ral- lied in front of the Westin Bristol Place Hotel in Toronto. “We want to bring to the GTAA’s attention that there are alternatives to building an air- port in Pickering,” said Sharon Powell, Land Over Landings member. In 1972, the federal government expropri- ated more than 18,000 acres of farmland in Pickering for the future construction of an international airport. To this date, no official decision on the proposed airport has been made. The group’s mission is to stop evictions on the airport lands, ensure survival of heri- tage homes and communities and to pro- vide alternate ideas for land usage. On behalf of the group, Ms. Powell pre- sented Warren C. Hurren, GTAA chairman of the board, with a letter suggesting the alternatives at the question and answer pe- riod of the meeting. It stated the busiest airport in the world, the Hartsfield-Jackson Atlanta International Airport, accommodated nearly 85 million international, domestic and in-transit pas- sengers in 2006 (information was pulled from its website). On the GTAA website, Land Over Land- ings members found the passenger load at To ronto Lester B. Pearson International Air- port accommodated just under 30 million in 2005. It projects upwards of 50 million passengers by 2020. “We believe that your business case is using inaccurate data and should be updated to reflect actual usage,” the letter said. The group suggested the GTAA take lessons from Atlanta’s airport to make Toronto Pearson more ef- ficient so a new one won’t be required. The letter also advised a more prudent plan of action would be to partner with the Hamilton and Waterloo international air- ports. This, members believe, will allow all par- ties to share revenue generated by diverted air traffic to those centres. “The Oshawa airport is also grossly unde- rused,” Ms. Powell said. She said all these airports have great transportation networks already available. The letter ended with the statement: “Let’s work together to achieve both the goal of efficiently handling increased air traffic and of preserving precious farmland and green space for future generations.” Scott Armstrong, a GTAA representative, said “we always appreciate when there are attendees” at the meetings. He also said Mr. Hurren will consider the information in the letter. Land Over Landings member Peter Ro- drigues lives close to the Pickering airport lands. He said he attended the meeting to heighten awareness of the problems the airport could cause. “They say they haven’t finalized plans, but by all indications, it’s certainly under way and will probably be built shortly,” he said. Mr. Armstrong said the earliest a final de- cision on the airport will be made is 2009. Mr. Rodrigues listed a number of reasons he thinks the proposed airport is a bad idea: local agricul- ture is needed; it will cause noise; pollution; and the Seaton lands will be overwhelmed. He also listed the positive aspects of Pickering, namely that it contains aquifers, great farmland, heritage and First Nations sites. “It’s the last farmland of its kind from here to the East Coast,” Ms. Powell said. “I don’t know how we’re going to feed Toronto. What’s going to happen to us if they close the borders?” She also said the area is extremely envi- ronmentally sensitive and “to put the most toxic form of transportation, an airport, on this land is just ludicrous.” Ms. Powell said a number of people ap- plauded her statements at the meeting and thought the protest was very positive, espe- cially since some people requesting infor- mation at the rally were from Pickering. She also said the group’s experience with Mr. Hurren was positive, and stated he agreed to meet with Land Over Landings at a future date. Annandale was represented by the Tim March rink, with vice Rob Bushfield vice, second Pat Janssen second, and lead Tyler Anderson in the junior men’s event. The Lesley Pyne rink, with Sta- cey Hogan, Leahanne Legrow, and Jackie Clark, represented the Ajax-based club in the junior women’s draw. Most of the top 12 Ontario ju- nior men and women’s teams were competing. The events were a round robin draw with two pools of six teams, and the top three qualified from each pool. March skipped his team to the main event semi-final where they were sidelined. Paul Bourque and Alex Bian- chi coach the March team; Ray Legrow coaches the Pyne rink. ••• Ajax resident Bob Turcotte is off to another Canadian Mixed Championship, but it’ll be a while before he hits the ice for a chance at a national title. The championship takes place in Calgary from Nov. 10 to 18. Ontario had so many conflicts with competitive curlers in the men’s and ladies’ events in the fall, that this timing has been in place for a number years. On April 15, the Turcotte team took the Ontario title, and this victory sends Turcotte on his fourth visit to the Canadian fi- nals. Turcotte previously competed at the Canadian mixed finals in 1990 in Rimouski, 1992 in Grande Prairie, and 1999 in Victoria, but has yet to capture the title. Turcotte curls from the Scar- boro Golf and Country Club and is teamed with his wife Kris- tin, Roy Weigand, and Andrea Lawes. Pickering pitcher ready to take the mound in Florida Kotchie signs on to play at Lake-Sumter Community College By Al Rivett arivett@durhamregion.com PICKERING — After playing with the Ontario Prospects base- ball team at a showcase event in Florida in March, Pickering’s Kyle Kotchie liked the state so much, he decided to stay there to begin his college career . The lanky 18-year-old south- paw will take the mound for the Lake-Sumter Community College Lakers men’s baseball team this fall after signing on for a two-year athletic scholarship at the Lees- burg, Fla. campus. Kotchie was introduced to Lake-Sumter assistant coaches Rich Billings and Josh Holt while a member of the Ontario Pros- pects under-18 team at a spring training tournament at the Dis- ney complex in Orlando. And, it wasn’t long after the introduction that the pitcher/first baseman was on his way to the Sunshine State. “They saw me pitch on the March break, came up to me after and we talked for half and hour. Four days later on my 18th birth- day I was signed,” says Kotchie. Kotchie says the Lake-Sumter coaches were sold on adding an- other left hander to their pitching arsenal this fall, especially one with the ability to throw a fast- ball in the high 80-miles-an hour range. The Lakers already have two left-handed hurlers on their staff. The Lakers play in the Nation- al Junior College Athletic Asso- ciation’s Division 1 Mid-Florida Conference, competing against community colleges throughout Florida. The league plays two sea- sons each year: one in the spring from January until April and an- other in the fall. Upon visiting the campus in Leesburg, Kotchie came away impressed not only with the fa- cilities, but also with the coaches and with the area. “I liked the fact it reminded me of home because it’s not that big,” says Kotchie, a Grade 12 student at Pine Ridge Secondary School. “I’m looking forward to the weather down there. I love warm weather and by the time there’s really hot weather down there, I’ll be coming back for the summer.” As for assistant coaches Billings and Holt, says Kotchie, they were also a big reason why he opted to begin his collegiate career at Lake-Sumter. “They’re young, down-to-earth guys. When I was asking them questions they gave me straight answers,” he says. Kotchie says he’s grateful to the Ontario Prospects organization, led by former major leaguers Rich and Rob Butler out of the Home Run Baseball Academy in Ajax. In addition to the showcase event in Orlando, Kotchie also attended the Perfect Game Showcase in Fort Myers, Fla. over the Christ- mas break. He’s played a dual role with the Ontario Prospects team as a pitcher and first baseman for the past two years, playing with the 18-year-old squad as an un- derage player at age 16 and 17. “Without them nothing would have happened or it would have been a lot harder for things to happen,” he says. As it’s a two-year program at Lake-Sumter, Kotchie says his plan is to transfer to a four-year program at a university at the end of the two years there. “That’s what I hope for,” he says. This summer, Kotchie plans to stay active in preparation for his college debut in September. He’ll pitch for the Pine Ridge Pumas baseball team until June as well as playing for the Ontario Pros- pects team and for the Pickering Red Sox midget ‘AAA’ squad. While attending Lake-Sum- ter Community College, Kotchie plans to take a business adminis- tration course.
