Durham police seized a loaded 9-mm handgun and a restricted assault rifle during the initial bust at a subsequent search of a home in central Pickering. It’s es- timated the street value of drugs seized -- including marijuana, cocaine and heroin -- exceeds $40,000, police said. The incident began when cops from the Ajax-Pickering commu- nity resource unit moved in on a man suspected of dealing drugs near a residence on Brookshire S quare, east of Fairport Road. The suspect bolted, tossing away a loaded Beretta 9-mm with a laser sight that was recovered. Officers caught up to the man and took him into custody after a brief struggle. Cops seized a knapsack that held 1.4 kg of mar- ijuana, 147 grams of cocaine and Doctors say it will take strain off emergency room By Kristen Calis kcalis@durhamregion.com DURHAM — Rouge Valley Ajax and Pickering hospital will get three new critical-care beds, announced Pickering-Ajax-Ux- bridge MPP Wayne Arthurs on April 20. The $1.5-million investment is part of $7.5-million from the provincial government, provid- ing 13 additional beds to seven different hospitals. At the hospi- tal press conference, Mr. Arthurs said the investment will not only help patients in critical condi- tion, but will also speed up the process in the emergency room, since critical patients can quick- ly move into the Intensive Care Unit. The new beds are expected to accommodate approximately 47 additional patients a year. “The addition of three out of 13 ICU beds is important in rec- ognizing the growth-related de- mands in this community,” he said. “We’re using the best pos- sible expertise in all the care fa- cilities in the Central East LHIN. I think that’s a major step forward in providing quality care.” Dr. Howard Clasky, critical care lead for the Central East Local Health Integration Net- work, said since ICU teams work closely together at both Ajax and Scarborough hospitals, “it will help patients not only in Ajax, but in the entire region.” Dr. Jegathesan Pushpapalan, a general medicine specialist at the hospital, looks after most of the ICU patients and said this addition makes a total of 11 ICU beds at the hospital. William Tyler Kutsu- kake, 18, of Brookshire Square is charged with 58 weapons and drug charg- es. Officers took him into custody and cops took up stations near a residence on Brookshire, await- ing a search warrant. A man who came out of the house with a package and got into a car was stopped by police and found to be carrying two unregistered, prohibited handguns and 50 grams of marijuana. Douglas Kutsukake, 51, of Foxwood Trail in Pickering is charged with 30 drug and weapons of- fences. P olice then executed a search warrant at the house and recovered seven long guns, includ- ing a restricted M-1 Car- bine rifle, two crossbows along with drugs including marijuana, cocaine, psilo- cybin -- known as magic mushrooms -- and hero- in. A woman at the resi- dence, 22-year-old Tonya Kutsukake, was taken into custody and charged with 27 weapons and drug of- fences. A fourth member of the family, 47-year-old Doris Kutsukake, was arrested in the lobby at the 19 Di- vision police station in Pickering on 28 drug and weapons charges. Dr. Pushpapalan ex- plained people in critical care don’t only come in for physical injuries, but also for medical reasons, such as infection and sep- tic shock. “We are going to see that more and more because of an older population,” he said. He explained the speedy process will help patients reach an ICU team, made up of a number of spe- cialists, such as doctors, nurses, technicians and dietitians, more quickly. A report to Ajax council’s general gov- ernment committee noted the Town spent almost $284,500 to have consultants review studies prepared by the regions. Durham and York jointly own the Duf- fin Creek Water Pollution Control Plant, between Duffins Creek and the Pickering nuclear station, and the regions want to expand the capacity of the facility. While not opposed to the expansion, Ajax councillors were concerned with the environmental and health impacts a larger facility would have on residents. The plant expansion will provide sewage service for Ajax, Pickering and most of York Region. At a Regional meeting on Tuesday dealing with a possible energy-from-waste facility in Clarington, which coincidentally would also be run by York and Durham regions, Mayor Steve Parish noted “the Regional chair and others were falling all over themselves throwing money at Clarington to do studies.” If the Regions had done the work, “an area municipality wouldn’t be out of pocket for doing due diligence for these kinds of proj- ects,” Mayor Parish added. He questioned if “Clarington maybe has some favoured position. All of us should be treated equally.” Ward 4 local Councillor Pat Brown had suggested the Town “should be invoicing the regions for this.” Chief Administrative Officer Brian Skin- ner said Ajax could send a bill, but it’s up to the regions to decide if they want to pay. The work the Town had done was work the Regions didn’t want to do, Mr. Skin- ner stated. Late last month, environment minister Laurel Broten announced a series of conditions the regions must address dur- ing the construction and operation of the plant. Among the conditions are limiting the expanded plant’s capacity to 520 million litres of effluent a day, lowering the amount of phosphorus that can be discharged, de- veloping an odour-management plan, and starting a new EA process for the outfall-dif- fuser pipe. The outfall pipe carries treated effluent from the plant out into Lake Ontario and it will have to extend further out than the cur- rent pipe, which goes about one-kilometre out. Barb Hodgins, a policy planner for Ajax, said “It’s staff’s opinion that we’ve achieved quite a bit by taking part in the process. “Staff are quite pleased with the outcome of the process,” Ms. Hodgins added. She called the outfall “a substantial achievement,” saying the regions weren’t even considering it for years. Wa rds 3 and 4 Regional Councillor Col- leen Jordan said, “municipalities shouldn’t have to expend money like this.” The amount doesn’t include staff time and resources, she noted. “That would be huge also,” said Coun. Jordan. “It’s not money we should have to spend. It should be the region’s.” Dur- ham Regional Chairman Roger Anderson couldn’t be reached for comment. Durham Student Transportation Services (DSTS) recently approved bell time changes for schools throughout the Durham and Durham Catholic district school boards, fol- lowing community consultation. Most of the adjustments impact Whitby, with one school in Ajax, one in Uxbridge and a few in Os- hawa also affected. According to DSTS, the time adjustments will save about $450,000 and should provide additional savings of about $200,000 through better equipment utilization. In fact, the four-year president became a mem- ber only six years after its inception, which was 40 years ago in March. Kin Canada is a non-profit organization dedicated to offering services to communi- ties and promoting fellowship and national pride throughout Canada. The motto: serving the community’s great- est need. The club, which is only in Canada, was founded in 1920 by Hal Rogers and there are more than 570 clubs throughout the country today. The Kinsmen and Kinette Club of Pickering currently has about 20 members, with the ages of volunteers ranging from early 20s to early 60s, although anyone 19 and older can join. The Kinsmen and Ki- nette Club became one group only in recent years, as men and women met separately in the past. “I enjoy helping the community,” Mrs. O’Connor said. “You get pleasure out of help- ing people who need help.” One of Kin Canada’s major projects is rais- ing funds to find the cure for Cystic Fibrosis. “It started in 1968,” Mrs. O’Connor said. “Now it’s a national project.” Mrs. O’Connor explained that before Kin Canada became involved in the fight against CF, children didn’t usually live past age three or four. Now, people with the disease live well into adulthood. The organization has raised approximate- ly $34 million toward finding a cure. The Pickering club donates $10,000 each year to the cause, mostly to fund the Kinsmen CF Research Centre at the Hospital for Sick Chil- dren in Toronto and the adult CF program at St. Michael’s Hospital. “We won’t quit until we find the cure,” Mrs. O’Connor said. Each club chooses how to raise funds and how to spend them in the community. The Pickering club sponsors girls and boys soc- cer, baseball and hockey teams each year. It donates equipment to the Pickering Recre- ation Complex and has sponsored a number of individuals in need. The club also donates to Scouts, the Air Cadets and seniors homes in Pickering. The Santa Claus Parade is a big event for the club, which it has run for the past 37 years. Mrs. O’Connor’s husband, Andy O’Connor (also a former president) has been a member just as long as his wife, and co-chaired the last Santa Claus parade. He explained a lot of work goes into orga- nizing the parade, such as organizing floats and bands and getting proper insurance. Mr. O’Connor said when he joined 34 years ago, there were approximately 65 members. He admits the Pickering club is lacking in vol- unteers and said “if we had more members, we could do more things.” But, the club still raises funds in small ways such as selling Christmas cakes, and in bigger ways like running bingo every Monday, the club’s biggest money-maker. Mrs. O’Connor said the only time the club does not run the bingo is when Christmas falls on a Monday. Mr. O’Connor pointed out the club doesn’t only provide help externally, but internally as well. For example, Kin Canada holds public speaking competitions, which helps people come out of their shell. The club meets every second Tuesday of the month (except July and August), and meetings are conducted in a professional manner, but Mr. O’Connor said they always have fun afterwards. “You’re helping the community, but at the same time, you make good friends,” he said. Council accepts energy-from- waste business model By Erin Hatfield ehatfield@durhamregion.com DURHAM — The path to a home-grown garbage so- lution has reached another milestone. “What council has done is they adopted the busi- ness model, which is mu- nicipal ownership with a private design, build and operation,” said Cliff Curtis, Durham Region’s commis- sioner of works. Consultants at Deloitte and Touche LLP completed an analysis of the private- sector involvement and a preliminary assessment of Durham’s waste manage- ment options. It was pre- sented to a joint meeting of the Region’s finance and administration and works committees on April 17 and approved by council on April 18. In comparing a variety of options, consultants made recommendations about the financing, design, con- struction and operation of an energy-from-waste fa- cility. They recommended the facility be municipally owned, with a long-term private operation contract. Consultants said there is more control from a policy perspective if the Region was to maintain ownership. The energy-from-waste process has reached a stage where Durham and York need to address their re- spective roles, responsibili- ties and guiding principals. A memorandum of under- standing, the terms of which are being negotiated, will be entered into with York Re- gion. “Tonnage is the only thing that needs to be negotiated that might be difficult,” Mr. Curtis said. “But, that is cru- cial to sizing the facility.” The next step is for Dur- ham to issue a request for qualification to weed out companies able to complete the job. After that comes selection of the preferred site, sched- uled to happen in the fall, and the recommendation of a preferred bidder some- time next year. According to Mr. Curtis, at each of these junctures, York and Dur- ham can choose to go their separate ways. During the meeting, council endorsed a resolu- tion by Clarington council calling on Durham and York regions to commit to de- signing a facility that will not impact the health of res- idents now or in the future. “They are concerned about the health aspect and so they should be,” Mr. Cur- tis said. “I have no doubt we can meet the provincial guidelines, actually I have no doubt that we can ex- ceed them.” Clarington is being con- sidered to play host to a proposed incinerator that would process a minimum of 250,000 tonnes and a maximum of 400,000 tonnes of trash from Durham and Yo rk regions annually. Five of the six short listed sites are in Clarington’s bound- aries. The Region agreed to pay expenses incurred with re- spect to studies and legal advice required for Claring- ton to determine its position on the proposals. The fund- ing will later be deducted from royalty fees. In addition, an environ- mental consultant will be retained to satisfy the coun- cils that the facility won’t impact the health of resi- dents and to confirm that, on the basis of current scientific evidence energy- from-waste, it is an environ- mentally responsible solu- tion. “What is being proposed here is a peer review of the work being done by our consultant. We would have been bringing a peer review but this just brings it on ear- lier,” Mr. Curtis said. EDITORIALS & OPINIONS durhamregion.com Increased fines could lead to safer roads Offenders need to pay heavy price T he Province’s move to beef up its penalties for drunk driving and street racing has been a long-time com- ing, but is nonetheless welcomed. After all, drunk drivers and street racers needlessly kill hundreds of Canadians per year. Both crimes are com- pletely preventable and our judicial authorities need to have the tools necessary to prohibitively penalize those who choose to behave recklessly behind the wheel. Groups such as Mothers Against Drunk Driving (MADD) have long lobbied for tougher penalties and for more pub- lic awareness about the dangers of drunk driving. Their hard work has helped to bring the problem to the attention of more people and has had an impact in toughening up legislation. This is a further link in the chain to minimize the effects of drunk driving. Recent cases of street racing deaths in the Greater To ronto Area have made it clear something needs to be done. The legislation, which should pass because the Liber- als have a majority government, would boost road racing fines to a maximum of $10,000 from the current $1,000 and would increase the minimum fine to $2,000. It would also allow police to impound cars immediately and suspend li- cences for seven days for those suspected of street racing. As for drunk driving, the new law would permit the courts to seize the cars of drunk drivers in certain cases, provide a three-day instead of 12-hour suspension to those who record a blood-alcohol-level of .05 to .08 and provide reduced suspensions for first-time offenders only if they agree to install an ignition interlock system that disables a car if the driver has been drinking. Penalties for drunk and dangerous driving have been steadily increasing over the years, but there is still far too much of it taking place on our roads. That means, aside from education about driving that kills, we need to make those who misbehave pay a heavy price. The new legislation will hopefully act as a deterrent and help to make our roads safer for all law-abiding citizens. Seatbelts, cigarette butts rile reader To the editor: Two things are bugging me. I think the government is absolutely negligent in not making seatbelts on school buses mandatory. My children wear seatbelts on every moving vehicle except school buses. It is always too bad that it takes a tragic news story to change the law. Or will it? Do you know who the biggest litterbugs are? Smokers. I was just at a food drive-thru and as I sat in line, I counted two coffee cups and over 100 cigarette butts on the ground and estimated there were thousands on the ground in this one drive-thru. Then I started thinking if each smoker throws 5,000 butts on the ground, in our parks, etc., per year, times the number of smokers it boggles the mind. ProAction Cops and Kids, which pro- vides police with funding to operate programs for at-risk youth launched a Durham chapter in Oshawa this week. It follows in the footsteps of a very successful Toronto program started by John Bitove Sr. in 1991. Last year it funded $500,000 in programs that brought officers and youth together in sports, recreation and education. The Durham chapter is the first ex- pansion for ProAction Cops and Kids but it won’t be the last. Early interven- tion is the key to success whether it’s with physical or social health. Police officers know that getting through to young people early is an easier and more rewarding effort than trying to reform an adult who has led a life of crime. Police band ‘The Heat’, the first group in Durham to receive ProAction fund- ing, travels to schools delivering a posi- tive message of making the right choic- es in life. Every kid gets a CD of the band’s music to reinforce that message long after the concert ends. Many other Durham programs are in the works to help kids all across the region. Yo uth who have been charged with a crime or have joined gangs would certainly benefit from police programs but the reality is that all kids are poten- tially at risk growing up. They face peer pressures, economic challenges, learn- ing disabilities and many youth need strong role models as they deal with life’s many challenges. Many officers want to run youth- driven programs but find it difficult to go out in the community and raise money, operate the program and still perform their regular police jobs. Pro- Action does that fundraising work so the officers can spend more time mak- ing a difference. It takes community support to make it work and help fund worthwhile pro- grams which is an investment in the future of not only young people but this entire community. Although not unexpected, an announcement this week that Ontario Power Genera- tion (OPG) has submitted a project description for new generating units in Bow- manville is a “good sign”, Mayor Abernethy said in an interview. “I’ve always been in sup- port of a new build being here in Darlington,” he added. “That’s provided OPG continues to operate the site as it always has, in a safe manner.” In June 2006, the Ontario Minister of Energy issued a directive asking OPG to begin the federal approv- als process for new nuclear units at an existing facility. The project description “is the next stage in what we ex- pect to be an expensive and lengthy process,” said OPG spokesman John Earl. Six months ago, OPG sub- mitted a site license applica- tion for Darlington to fed- eral regulator, the Canadian Nuclear Safety Commission (CNSC). The project description is the next step forward in moving towards an environ- mental assessment of Dar- lington, said Mr. Earl. “It sets out what oppor- tunities could be in place for a new nuclear facility at Darlington,” he explained. “We’re not speaking in terms of any number of reactors or any definite technology. It’s more a description of what Darlington looks like.” While there’s been no commitment from the Prov- ince on any new reactors, the McGuinty government has said it’s comfortable get- ting 50 per cent of its power supply from nuclear energy, said Mr. Earl. The Darling- ton site has the potential to generate enough electricity to help the Province reach its 14,000- megawatt cap on nuclear energy, he said. Darlington was originally sited for eight reactors but only four were ever built. That additional space, the expertise of staff already in place at Darlington, plus the existing transmission corri- dor make it a good choice for more nuclear generating units, Mr. Earl said. “We also have a willing and welcoming host in the community of Clarington,” he added. Mayor Abernethy said OPG has done well to op- erate the site safely, while communicating well with the public. “(New reactors) would be a very wonderful economic boom if and when the new build ever gets un- derway,” he said. After an environmental assessment is complete, OPG must apply for a con- struction license. A reactor could take as long as four to six years to build, after which OPG would then have to apply for an operating li- cense. The entire process could take more than a decade, said Mr. Earl. Ontario Power Generation, how- ever, has a plan if such an occur- rence should happen again. By this September, an auxiliary power sys- tem (APS) will be in place, so if there is a similar incident like the August, 2003 blackout, the Pickering plant will be operational. Scott Guthrie, the manager of the APS project, said having the facility would “allow Pickering to return to service quicker from an outage.” The power plant is “roughly 80 per cent complete,” he told the community advisory council on Tuesday. By this September, “all construc- tion should be complete and the plant turned over to Pickering op- erations. By November, the testing will be complete and we’ll start to deconstruct the temporary system,” Mr. Guthrie stated. The transmission system is about 40 per cent complete, he noted. The APS is diesel-powered and there’s the “capacity of having all the fuel we need. It can run for 24 hours.” The fuel is stored on site, he added, noting OPG has an agree- ment with Esso to provide fuel when it’s needed. After the black- out in August of 2003, “it was deter- mined we needed a standby power system,” Mr. Guthrie said. A temporary system was installed until the permanent one could be constructed. The APS can generate about 38 megawatts of power. “We need 28 megawatts to run the plant.” The APS has a combustion tur- bine unit and it will be tested once a week for five to 15 minutes, he said. It would also be run once every two months for 20 to 30 min- utes and then once a year for four to six hours. The combustion turbine unit could be run indefinitely, he noted. “It’s a matter of lining up the fuel trucks. Diesel is very easy to obtain in a blackout. “The system is entirely automat- ic. If we lose the grid, the auxiliary engine in the plant will start up.” Pierre Tremblay, senior vice- president Pickering ‘B’ nuclear, stated “the facility has the facility to self-load. Tiller’s club sends large contingent to prestigious St. Catharines event AJAX — Twelve Tiller’s Boxing Club fighters are ready for action at one of the most prestigious boxing cards in the province. The local fighters will make the trip to St. Catharines this weekend for the Ray McGibbons Gloves tournament, which brings together novice-level boxers from across the province engaging in more than 100 bouts. The ac- tion started Friday, but continues through until today (Sunday). Tiller’s head coach Chris Tiller notes the club’s contingent head- ing to the St. Catharines is the biggest ever. With that in mind, he believes his boxers have a chance at earning the team trophy at the end of the boxing card. “We expect to do well, but more important is how well we come together as a team,” says Tiller, who credits coaches Jo- seph Hajnal, Willy Boodhoo and Brad Gonzalez with getting the club’s athletes well-prepared for the big meet. Ajax boxers to duke it out at Ray McGibbon’s Gloves Sports briefs APRIL 22, 2007 [ Football ] Dolphins’ seniors open against Sudbury May 26 DURHAM — The Ajax- Pickering Dolphins Ontario Varsity Football League (OVFL) senior (19-and-under) team will kick off its inaugural season on home turf next month. The Dolphins, which gained entry into the OVFL senior loop last fall, will open the 2007 season against the Sudbury Northerners on May 26. All home contests for the senior Dolphins’ squad are at Pine Ridge Secondary School in Pickering. The OVFL, which has teams from London in the south, to Ot- tawa in the east and as far west as Sault Ste. Marie, has become a training ground for players who’ve gone on to play in the Canadian university football system. The Oshawa Hawkeyes are Durham Region’s other team in the OVFL senior ranks. Former U.S. collegiate football player Jim Moore will serve as the head coach of the Ajax-Pickering Dolphins entry. He’ll be assisted by long-time St. Mary Catholic Secondary School Monarchs’ head coach and former CFLer Gordon Judges, along with Ken Hussey and Rob Dimaria, who also have exten- sive coaching experience. Team Impact delivers the goods National wrestling championships a well-run event By Brian McNair bmcnair@durhamregion.com DURHAM — The Team Impact Wrestling Club ended up being a little too accommodating as co-host of the 2007 Canadian Cadet and Ju- venile Wrestling Championships last weekend. Holding the event on two pads of the Iroquois Park Sports Centre, Te am Impact drew rave reviews off the mats for its level of organization, but didn’t fare quite as well as ex- pected on the mats in competition. That’s not to say it was all bad news, as several top performances were turned in, but as a team, the club was hoping to improve on last year’s silver medals in Edmonton from both the Cadet and Juvenile men’s divi- sions. “I was hoping for maybe two more golds, but unfor- tunately we didn’t get those,” said Impact head coach Stan Tzogas. “I don’t know what happened there. I guess we have to look real deep to figure that one out.” Specifically, Tzogas was refer- ring to Oshawa’s Randy Pfrimmer and Ajax’s Paul Rabjohn, who won bronze medals in their respective weight classes of the Juvenile men’s division. Had they taken two more steps up the podium, the team would have also won a medal, as opposed to finishing fourth. “I’m not disappointed, but I thought they were capable of win- ning,” Tzogas explained. “Unfortu- nately they didn’t, but there’s still next year and they had a pretty good year when you look at the overall picture and their development. I know they’re better wrestlers than what medal they got. To me they’re gold medallists even though they won the bronze.” Rabjohn rebounded nicely, as he was named the most outstanding Juvenile male wrestler in Roman Greco, winning gold in that disci- pline on Sunday. The Lightning bantams accomplished the feat at the champions’ weekend in Va ughan recently. As defend- ing champs, the players knew other teams would be gun- ning for them, but the Dur- ham West girls stepped up to the challenge. The Lightning posted a 6-0-1 record at the league championship tour- ney, eliminating Clarington, Aurora, Etobicoke and Mis- sissauga along the way. All told, Durham West scored 16 goals and allowed only one against, posting six shutouts. The league title capped a successful season for the Lightning, as they posted a 38-14-10 record, winning two tournaments in Kings- ton and Markham and were finalists in three others. At the Markham tourney, goalie Lindsay Arathoon stopped 14 of 15 shooters in the Markham final shootout to help bring home the cham- pionship trophy. The players’ commitment to teamwork and the pro- gram contributed greatly to the team’s successful season. Ti mely scoring was provided all season long from forwards Emily Nicholls, Yvonne Mais, Jen D’Alesanndro, Kiera Dever, Meryl Christie, Chelsey Rogatinsky, Brooke Perry and Ainsley Northam. The defence of Sydney O’Neill, Rachel Bois, Meagan Harrison, Jennifer Grieves and Caitlyn D‘Souza contrib- uted with many goals and provided excellent protec- tion for goalies Arathoon and Amy Murray. The commitment to de- fence showed in the team’s goals against of 50 in 62 games, with the goalies ac- cumulating 31 shutouts.
