Education assistants, custodial and maintenance staff, and of- fice, clerical and technical staff, all represented by the Canadi- an Union of Public Employees (CUPE), will be in a legal strike position March 21. Don Bryans, president of Durham Local 218, is confident a strike mandate will be approved at the March 18 vote. Unresolved issues include wages, benefits, workload and hours and job posting. “It’s our intention at this point, if we get that strike vote, we will be withdrawing our service,” said Mr. Bryans. If CUPE employees walk, schools are staying open and contingency plans are in place, said Sally McIlveen, the Durham District School Board’s superin- tendent of employee relations. Plans include monitoring schools daily to see how each is impacted and communicating with admin- istrators on how service can be best maintained. The board spent 42 days bargaining with CUPE over the last year, but reached a stalemate last week, said Ms. McIlveen. “The issues on the table are simply too big for us to move forward,” said Ms. McIl- veen. The CUPE bargaining team is looking for wages and benefits comparable to what they get from the Catholic board, said Mr. Bryans. He added the public board can’t be crying poverty any more than its Catholic counterpart, which provides bet- ter benefits and work conditions. He added CUPE had a consultant pre- pare a report based on the board’s num- bers and estimated its members are run- ning a $250,000 surplus in benefits each year. “(The board’s) telling us they’re sharing it amongst other employee groups,” he said. Mr. Bryans added any surplus should be turned back into CUPE. Rather than take funds out of CUPE members’ pockets, the board should be pressing the Province for more funding, he said. Other issues include workload, with many education assistants coming in early and staying late to get kids on buses. Mr. Bryans said the board’s desire to hire some 10-month contract employees for custodi- al and maintenance positions causes fears it will become a regular thing in the future to save money on benefits. Volunteers doing the jobs of clerical staff, such as taking down absences and calling home, is another concern. Mr. Bry- ans said the board is trying to supplement such positions with volunteers. The CUPE groups have not walked out on the Durham District School Board in 22 years, but it has come to a point where the lack of respect members are getting has come to a head, said Mr. Bryans. “The only actual hammer we have to get them to the bargaining table and get them bargaining is the threat of withdrawal,” said Mr. Bryans. Durham university gets research funds School receives cash to investigate online professional development DURHAM — The Uni- versity of Ontario Institute of Technology is getting a $48,000 grant to research the best way to use online learning in professional de- velopment. Roland van Oostveen, a faculty of education assis- tant professor, was award- ed a strategic research grant from the Social Sci- ences and Humanities Re- search Council of Canada (SSHRC). The grant is in the cat- egory of Image, Text, Sound and Technology, UOIT an- nounced on March 16. The money is to explore the nature and impact of w eb-based professional development learning en- vironments for teachers. Mr. van Oostveen’s project will explore the potential of using online classrooms to facilitate professional development sessions for teachers, a de- parture from the typical in- class sessions. “I am very pleased to re- ceive such an impressive research grant from the SSHRC,” said Mr. van Oost- veen. “The research being con- ducted with the support of this grant will fuel innova- tive thinking about the real- life scenarios impacting today’s teachers, including new methods for providing effective access to profes- sional development tech- niques both inside and out- side of the classroom.” The web-based sessions, available for both pre-ser- vice and in-service teach- ers, would support multiple subject areas and incorpo- rate video-based cases. Mr. van Oostveen’s re- search will also explore: the nature of online pro- fessional development; methods for facilitating online learning; the impact of video cases on teacher beliefs and practices, and the nature of action re- search, a cyclical method that can define targets, de- velop strategies and refine approaches, when applied in an online environment. The City’s chief administrative officer, Tom Quinn, was surprised to see the low population increase. But he said things became clearer when he looked at the number of people per unit. In 2001, Statistics Canada reported 3.21 people lived in each unit; this year’s census shows the number has dropped to 3.02. However, the number of dwell- ing units has increased by 1,856. “Existing families are shrinking,” Mr. Quinn said. He suggested older children have been moving out of the home and don’t have much opportunity to reside in Pickering because “it’s very expensive.” He said the biggest factor is the lack of land available for development. The provincial and federal governments have control over Seaton, the Oak Ridg- es Moraine and the airport lands, and the Greenbelt is protected from urban sprawl. “Seventy-two per cent of our land is frozen,” Mr. Quinn said. “We are the only one, I believe, that has this type of scenario in Ontario.” Neil Carroll, director of planning and development, said although areas such as Seaton are designated for develop- ment and the Greenbelt is not, it is still land the City can’t touch. “There are no greenfield lands left in Pickering,” he said. “If greenfield is available somewhere else, that’s when growth goes else- where.” And it did. Ajax experienced a 22.3- per cent population increase since 2001 and Whitby saw a 27.2-per cent jump. The law was brought in by the Liberals in 2001 right after the terrorist attacks of Sept. 11, 2001, giving law enforcement the power to arrest and detain terrorists before they commit any acts of terror. Shame on Liberal leader Stephane Dion and NDP leader Jack Layton for ending this law. This is especially dangerous given the recent calls by al-Qaida to sabotage Canada’s oil- producing facilities. It appears only the Conservatives have our national security clearly in view. We must remember. I t was with sheer delight that a re- cent coffee run was met with those red roll-up-the-rim cups at Tim Hor- tons. For this east-coast native, where the weather is much less fickle (meaning that seasons transition in a single day), the arrival of these cups is the earliest sign of spring. Before physical signs like blades of green grass or joggers in shorts, these cups indicate soggy ground and sunshine are just around the corner. Spring brings with it a lift in spirits, but also the realization that summer is just around the corner. Sweaters are shed and that means that ring around the middle must come off. In stature, I am not a big person, but my sister always describes me as an over- weight person stuck in a little body – far from fit, flabby in fact. I’m not a healthy or active person and have managed to live most of my life in a stationary stance. But, somewhere in the last year the free-for-all kind of living where I eat and drink whatever I want with no visible side effects, I hit a wall and realized if I want to avoid buying all new pants and, perhaps more importantly, live past the age of 35, something has to give. I made some advancements curbing my unhealthy lifestyle last summer. I quit drinking coffee and pop and started jog- ging (by jogging I mean this very awk- ward looking run 10 paces, walk 20). But, like the rejuvenation of spring, I have a renewed enthusiasm for healthy living. I don’t know if it is a fear of shorts and swimsuits, but yesterday I passed over my usual Rolling Stone Magazine and bought a women’s health magazine. With the promise of instant health fixes (and shiny hair made easy) I plan to begin my new healthier lifestyle by reading about it. Other slightly more significant com- mitments will be made. An informal sur- vey of friends shows joining a gym is the predominant suggestion. I’m looking into it, but for a bit of a commitment- phobic like myself the year contract is a little more than I think I can handle. This is a huge step for someone who hasn’t been to a grocery store in three months and lives off by-the-slice pizza and beer. Wish me luck, and if you see me jog- ging, try not to laugh too loudly. Erin Hatfield staff writer EDITORIALS & OPINIONS durhamregion.com By the numbers, dollars should flow to region As residents of Durham it should come as no surprise that this region has been growing steadily at a clip of more than two per cent per year and more than 10 per cent over a five-year span. For the record, Durham’s population was tabulated at 561,186 as of May 2006. Five years earlier the region had 506,650 people according to Census Canada. But not all of Durham’s eight municipalities grew at the same rate. In fact, Brock Township actually dropped from 12,110 to 11,979. And growth in Oshawa and Pickering was moderate at best. Oshawa showed only a 1.8 per cent rise going from 139,051 to 141,590 while Pickering’s rate was a miniscule 0.8 per cent, jumping from 87,189 to 87,838. Whitby led the way locally, growing by a phenomenal 27.2 per cent from 2001 to 2006. The town now has 111,184 citizens. Ajax also jumped substantially from 73,753 to 90,167 a rate of 22.3 per cent. And growth was over 10 per cent in Clarington (69,834 to 77,820, an 11.4 per cent jump) and Uxbridge (now 19,169 from 17,377, up 10.3 per cent). Scugog’s growth rate was close to the Ontario provincial average of 6.6 per cent (now 21,439 from 20,173, an increase of 6.3 per cent). What do all the numbers mean? They are proof positive to the Province and the feds that more funding is needed in Durham. Faced with underfunding challenges for many years now, it’s high time the Province and federal government realized Durham’s importance as a member of the Greater To ronto Area. That means badly needed highway construction -- extension of Hwy. 407 and widening of Hwy. 401 -- is criti- cal. As well, funding for health care and education must be consistent and keep up with growth. Otherwise citizens in Durham are being shortchanged. The additional impact of such growth is political representation. Such a jump should mean Durham gets an additional member of Parliament and the Legislature when ridings are redrawn. And, as far as regional government is concerned, it also suggests Whitby, with four regional councillors and Ajax, with just three, are clearly under-represented at Durham council while Oshawa, with eight, is over-represented. Since adding more regional councillors is not sensible, what should happen is that Oshawa should lose regional councillors while Whitby and Ajax each receive one. Starting this September, a new Com- munity Integration through Co-opera- tive Education (CICE) program will help provide students with intellec- tual disabilities, brain injuries, mental health issues, and other learning chal- lenges, the skills needed to be em- ployed. There are 25 seats available for the two-year course, in which students de- velop job skills through a number of career-related, supervised field place- ments. Along with being able to choose courses modified for their academic needs from most program areas, par- ticipants also study core programming and receive supports such as curricu- lum, assignment and test modifica- tions, note taking and tutoring. “This program will significantly in- crease access to post-secondary edu- cation for people with intellectual dis- abilities, learning challenges and other identified needs,” said Leah Myers, Durham College president. The community integration program was born after a group of Durham Re- gion parents formed the Action Com- mittee on College Education for Stu- dents with Special Needs in a desire to increase post-secondary educational opportunities for those with learning challenges. “A number of key stakeholders played important roles in the develop- ment of this program and in helping Durham College ensure it is relevant, timely and able to provide students with the skills they need to find jobs or additional academic pathways to fur- ther post-secondary study,” said Judy Spring, dean of the Durham College School of Integrated Studies, which oversees the new program. “We look forward to welcoming the first class of students this fall.” Admission requirements include an Ontario Secondary School Diploma or certificate, or mature student status, as well as a demonstrated academic need that requires program modification to succeed, a willingness to participate in the program, a level of independence that precludes constant support, and an ability to get to and from college and field placement. DURHAM — Some say the Region fought the growth plan because of the Green- belt lands it identifies. But, according to Roger Ander- son, it fought the number of jobs designated to Durham. “Take the Province’s Greenbelt and overlay the Region’s Official Plan and our official plan matches that Greenbelt to the inch,” Mr. Anderson said. He said the Greenbelt re- stricts growth in Durham. “There is no urban bound- ary expansion, there is no opportunity to add indus- trial land or even residen- tial land for that matter,” he said. On the other side of the coin is Ajax Mayor Steve Par- ish. “The Region has designat- ed lands for future growth areas without any sort of systematic analysis or con- formity with the Province,” Mayor Parish said. “The Region has not ac- cepted this new direction in planning,” he said. “It is im- portant for the Region to get with the program and revise their approach to planning.” He said the Region has an opportunity to take a new, progressive and environ- mentally friendly approach. If it doesn’t, Mayor Parish said in 25 years, when the ar- ea’s population has doubled, Durham won’t be a place many people will want to live. “We can’t grow in the fu- ture in the way we have been growing in the past,” he said. “There is really no alterna- tive than to move in that di- rection.” By Erin Hatfield ehatfield@durhamregion DURHAM — Complex and with the potential to divide Durham’s municipalities, im- plementing the Growth Plan could be the greatest chal- lenge the Region has faced. The process of conform- ing to the Province’s Growth Plan for the Greater Golden Horseshoe could take two years to complete. “The complexity of this exercise is not like anything we have done before,” said Nestor Chornobay, director strategic planning for the Re- gion’s planning department. The Growth Plan was pre- pared under the Places to Grow Act and is the frame- work for implementing the Province’s vision for manag- ing growth to 2031. The plan guides transportation, infra- structure, planning, land- use planning, housing and resource protection. “What the Province is re- ally looking for is more com- pact growth,” Mr. Chornobay said. The exercise involves three main components, according to Regional chairman Roger Anderson: directing growth, infrastructure for growth and financing growth. “We have to examine each of the communities and as- sess their capacity to take on more population and more jobs,” Mr. Chornobay said. “We have never had to get to this level of detail,” he said. “It is quite an onerous exer- cise.” The Region will determine the distribution of popula- tion and employment fore- casts the Province laid out. “Part of this will involve where the intensification will go and how much. The other main part is jobs,” Mr. An- derson said. “We will have to evaluate our employment lands’ capacity and whether they are adequate for the jobs we anticipate.” The second part looks at infrastructure to support growth. The Province has mandated 40 per cent inten- sification within Durham’s built-up area. “It is important for us to under- stand the impli- cations of the growth sce- narios on the infra- struc- ture we need,” Mr. Anderson said. The next step is a fiscal im- pact analysis so the Region understands how the growth can be sustained financially. The Growth Plan con- formity exercise includes a comprehensive public and agency consultation process, including newsletters, open houses, statutory public open houses and public review. Planning staff will suggest how many people each area is to get and where they will live, as well as how many people work where and where jobs are created. The work the planning depart- ment goes through will de- termine what the growth will look like. According to Mr. Ander- son, this will divide munici- palities. “Everyone will want job growth because job growth creates assessment which, in turn, relieves the pressure on residential taxes,” he said. “So industrial growth, commer- cial growth and job growth ... and where we designate those lands will be impor- tant.” According to the Prov- ince, Durham will have 960,000 new residents and 350,000 jobs. Of those resi- dents, 150,000 are slated for Pickering and Oshawa in their designated growth centres. These are two of 25 urban centres in Ontario that the Province plans to revital- ize. “What do you do with the rest of the population?” Mr. Anderson said. “If you do the one job of every three, Pickering and Oshawa will get a lot of the jobs; the rest of us, well, we aren’t getting any more growth so we aren’t getting any more jobs?” The Region argues Dur- ham should get one job for every two residents instead of one job for every three resi- dents as the Province says. “I don’t know of any mu- nicipality that doesn’t want jobs, that doesn’t want a work force,” Mr. Anderson said. “I don’t think anybody agrees with the Province’s numbers on jobs.” He said the Region has to show the Province that its numbers are “wrong and that Durham doesn’t have enough industrial land. “Heaven forbid a munici- pality got more than one job for every three,” Mr. Ander- son said. “What do you do, does that mean you take jobs away from someone else? According to Nestor Chor- nobay of the Region’s plan- ning department, Durham might not be ready for high- density housing today, but will be in the future. “We are evolving as a com- munity and people want these kinds of choices,” he said. He said the Region could look at incentives to build denser housing. Further- more, growth in centres and along corridors supports transit, according to Mr. Chornobay “I don’t think intensifica- tion means high-rises ev- erywhere,” he said. “What it means is using spaces more efficiently and effectively.” But, according to Regional chairman Roger Anderson, there is enough high-density land available to last the next 30 years. “People move to Durham... for a front door and a back door, not 16- and 20-storey buildings,” Mr. Anderson said. “As the population ages, we will need those types of accommodation but I don’t know if we will need them in the 15 years the Province is speculating.” High-density housing – is it what residents want? And, it’s time to get the message to the Province that the disparity won’t be toler- ated, say representatives of Lakeridge Health. So, they’re hoping local residents will sign up to be hospital mem- bers, to help get the message to the Province. “Our hospitals need strong community support to help us address the issue of hospital funding inequali- ty between hospitals in Dur- ham Region and hospitals outside the GTA/905 corri- dor,” said Marion Saunders, chairwoman of Lakeridge Health’s board of trustees. By purchasing member- ships, at $10 each, “it means you are supporting the work of Lakeridge Health and are interested in health care in Durham,” she said. Members vote to elect the board, receive financial statements, appoint audi- tors and approve bylaws as recommended by the board, explained Ms. Saunders. “A nybody may attend the annual general meeting but only members can vote,” she noted. Lakeridge is suffering fi- nancially for a number of reasons, including a lack of sufficient growth funding and the fact the corporation runs four different hospital sites. “We really feel it’s impor- tant for the community to be aware of what’s happening in the health care realm,” said Ms. Saunders. “We appreciate having them as a strong voice to stand up for services we have determined are impor- tant.” Membership forms are available at each hospital auxiliary office, from local volunteers, and online, at www.lakeridgehealth.on.ca. Many of Durham’s Tier 1, 2 and 3 swimmers are relatively new to the sport, and this meet provided an excellent opportunity to gain valu- able competition experience, while fine-tuning routines which will be com- peted at upcoming meets. Durham’s Tier 3 team placed fifth out of 10 teams, while a Tier 3 trio of Heather Clarke of Whitby, Sarah Mas- ters of Claremont and Ashtyn Nauffts of Brooklin, placed seventh. “The Tier 3 team wowed the crowd with a very close 5th place fin- ish,” Tier 3 coach Sarah Rowe said. “We’re all looking forward to working hard towards an even better finish next time.” Durham’s Tier 1 team, consisting of Kaitlin Bishop and Emma Campbell of Oshawa, Wenjing Deng and Aman- da Lawrence of Ajax, and Meg Grylis and Madison Kitchener of Whitby, placed 10th. Chance meeting sets Pickering teen on the road to Tennessee Melnike says serendipity played role in scholarship to Tusculum College By Al Rivett arivett@durhamregion.com PICKERING — More than any- thing in her athletic arsenal, Cassy Melnike chalks up her scholarship to Tusculum College in Tennessee to one factor: Fate. If it wasn’t for a chance meet- ing between her mother, Shar- lene, and Bob Tanner, the Cen- tral Girls’ Soccer League’s head convener, at the Ajax United Soc- cer Club offices earlier this year, Melnike says she would most likely be headed elsewhere to school this fall. “Bob Tanner overheard my mother talking about going to the states and he told her Tus- culum needed one defender and that I should give them a call,” recalls Melnike, 18. After sending a video and profile to Tusculum, the Grade 12 student at Dunbarton High School followed up with a visit to the Greeneville, Tennessee cam- pus in early February, where she worked out for head coach Mike Joy. “It was hard training but I ac- tually impressed myself, I wasn’t nervous,” she says of the work- outs. “I ended up doing really well and that bumped my schol- arship up.” The next morning follow- ing the workout, a partial (80 per cent) scholarship offer was signed, sealed and delivered. The fact Melnike’s playing soc- cer in the U.S. at all is in large measure due to fate’s interven- tion. Last July, a life-and-death situation arose for the teen dur- ing an Ontario Youth Soccer League (OYSL) contest between her Ajax United Eclipse and the Aurora Stingers played in Au- rora. Late in the contest, Melnike took the ball square in the throat from close range, causing her to lose her colour and eventually her ability to breathe. According to her mother, she shut down neurologically in the ambulance en route to Newmarket hospital, which was 10 minutes from the game site. If not for paramedics, who summoned a specialist en route to the hospital, she may not have survived, says her mother of the harrowing ordeal. Within 12 hours she slowly began to revive and within 24 hours she was fully alert, recalls her mother. Three weeks later, she returned to her Eclipse soccer team, un- deterred by the near-tragedy. In her second game back, she did take a ball to the face, but suf- fered no ill effects. She’s been playing problem-free ever since, says her mother. All told, Melnike is one of six new recruits who’ll join the Tus- culum College Pioneers wom- en’s team for the coming season. She’s also one of two Canadians joining the Pioneers this season. As Tusculum College lost a number of seniors to graduation this season, Joy notes the incom- ing freshman recruits need to make an immediate impact with the team. “Each of these players we have signed, we expect will fulfill a specific need and hopefully come in and compete for us right away. I believe this class of fresh- men will be the cornerstone of our program’s future.” The Pioneers have been steady performers in the NCAA Divi- sion II South Atlantic Confer- ence, where they posted a 14-4-2 record last season, advancing to the NCAA Division II tourna- ment for a second consecutive season. They were also ranked eighth in the U.S. last season. Melnike has played with the Ajax United Soccer Club for the past five years. This summer, however, she’s elected to play with the Aurora Stingers Ontario Yo uth Soccer League team which is, ironically, the same team she was playing when her life-threat- ening injury occurred. Over the years, Melnike also played at the provincial level from the under-14 to the under- 17 ranks. The 5-foot, 8-inch Pickering resident sees herself as either a stopper or a sweeper with the Pioneers this season. She’ll begin training with the Tuscu- lum College squad on Aug. 12. The Pioneers begin their 2007 schedule in late August, leading up to playdowns in early Novem- ber. Melnike acknowledged there’s some ambivalence about head- ing away from home and out of country to play soccer and go to school. “The girls told me that the first semester is tough but, after the Christmas break, you’re good to go,” she says. As well, there’s the initial ner- vousness about playing soccer at a higher plateau and in front of more people. “I’m really excited. But, there’s so much more pressure. I’m used to playing in front of 20 to 30 fans compared to 300 or more down there. I’m going to be a nervous wreck,” she says with a laugh. She notes sports and athletes in general garner much more at- tention in the U.S. than they do here in Canada. “The states are so much bigger into sports. If you’re an athlete you’re treated like a god above other students, which I thought was pretty cool. They treat Cana- dians very nice.” In addition to playing for the Stingers, Melnike will continue to undergo a workout regimen prescribed by the coaching staff at Tu sculum. And, she’ll also continue her summer job as a director of a youth leadership camp for the City of Pickering. Melnike plans to take a double major, studying business and sports management or media. Scoreboard MARCH 18, 2007 Two third-party groups will help hospital By Jillian Follert jfollert@durhamregion.com DURHAM — Following last month’s announcement of mil- lion dollars cuts at Lakeridge Health, hospital officials an- nounced this week they have engaged two third-party groups to help find cost savings and re- view how changes might impact patient care. CEO Brian Lemon said Lak- eridge has brought the Regis- tered Nurses Association of Ontario (RNAO) on board, to make sure patient care isn’t compromised as cost saving and efficiency measures are consid- ered. “The RNAO does work like this as part of its mandate. They work with hospitals undergoing changes to ensure the quality of patient care is preserved,” Mr. Lemon explained. The review, which begins this month and wraps up in May, w ill use data collection, obser- vation and feedback to gauge things like staff workload and how many hours of services are being provided in each area. At the same time, an indepen- dent firm will be working with the hospital to identify further cost savings and efficiencies. The name of the firm has yet to be announced. “It’s very valuable to have an independent third party working with us, because the Province w ill be watching very closely and this improves our credibil- ity,” said Mr. Lemon. Over the past four years, effi- ciency efforts at Lakeridge have netted more than $30 million in savings through things like job elimination and administrative restructuring. Some of those savings have been reinvested in the hospital. According to board of trustees chairwoman Marion Saunders, an additional $2 million in ef- ficiencies has been achieved since a peer review was com- pleted last summer. Lakeridge is now listed among the top 25 per cent of efficient hospitals in the province. But, improvements still need to be made to cut out the $8 mil- lion in operating expenses the Province has ordered for this year. “In an organization the size of Lakeridge Health there are always going to be opportunities to identify additional efficien- cies while maintaining quality care,” Ms. Saunders said. “The only question really is the size of the savings that can be achieved.” In February, Lakeridge offi- cials signed an agreement with the Ministry of Health and Long Te rm Care, in which the Prov- ince agreed to provide $8 mil- lion to bail the hospital out of financial crisis -- if a list of con- ditions were met. The conditions, some of which came from the peer review com- pleted at the hospital last sum- mer, include consolidating ser- vices and reducing annual op- erating expenses by $8 million in 2006-07, in part by cutting $3 million from “vote programs” such as the mental health ser- vices offered at Pinewood Cen- tre.
