HomeMy WebLinkAboutNA2007_03_04Emergency forces put to the test following Thursday’s train derailment By Kristen Calis kcalis@durhamregion.com PICKERING — City officials say the train derailment in Pickering on Thursday could have been much worse. “We’re counting our blessings,” said Fire Chief Bill Douglas. Just before 11 a.m. Thursday, a 105-car freight train travelling eastbound jumped the tracks, de- railing 32 cars. Two cars carried potentially hazardous chemicals: one containing hydrochloric and phosphoric acid and the other car- rying batteries. A 100-litre diesel leak was also reported, but was quickly contained. “If there would have been a major spill, we would have had to evacuate the highway,” Chief Douglas said. City of Pickering’s chief admin- istrative officer Tom Quinn said “with the number of cars involved, we’re lucky there was no severity of toxic chemicals.” In fact, Mr. Quinn said although the derailment was unfortunate, it gave the City the opportunity to test how quickly emergency teams could respond to this type of situa- tion. “It went very well,” he said. “It was almost like a planned exercise, but it was for real.” Mr. Quinn said “nine times out of 10, there would have been a fire.” Therefore, the fire department’s main role was to stand by the wreckage in case the situation took a turn for the worst. GO Train commuters were in- convenienced due to the situa- tion, having to take buses between Pickering and Oshawa, but CN spokesman Mark Hallman said the GO Train tracks were cleared by Friday morning. The CN Rail south track was cleared a few hours after the derailment and crews were working to clear the north track by early Friday afternoon, despite the poor weather conditions. “The weather slowed the pro- cess, but not by very much,” Mr. Hallman said. VIA Rail was affected by the derailment, and ticket-holders were transported by motor coach between Toronto and Oshawa in both directions. Allan said Friday, a day after Dur- ham cops arrested a Scarborough man for the killing of 19-year-old Orin Felix. The Ajax youth was stabbed to death after a scuffle at the Rimrock bar on Harwood Avenue around 2:30 a.m. on Sept. 1, 2006. The YouTube posting attracted more than 10,000 hits, Det. Allan said. It marked the first time Dur- ham cops have posted informa- tion on YouTube, which has been used successfully by other GTA police services. Durham Regional Police report a lone male entered the Bank of Montreal branch at 475 Westney Rd. N. around 10:30 a.m. The suspect produced a note and indicated he was armed, although no weapon was seen. The suspect was given cash before fleeing in an unknown direction. Officers from the Ajax-Pickering division searched the area with no luck. The suspect is described as black, 25 to 35 years old, approximately six-feet, two- inches to six-feet, four-inches tall, with short dark hair. He was professionally dressed in dark clothing and wore oversized designer glasses. The more than 40 images depicted a number of young bar patrons, some of whom appeared to be embroiled in a scuffle that was broken up by security staff. Police aren’t saying if any of the people depicted on YouTube are suspects or per- sons of interest; investigators were seeking potential witnesses by making the Internet appeal, Det. Allan said. “It was done as a canvass for witnesses,” he said. “We wanted to get our message out to a larger audience.” The investigation began when Durham police converged on the parking lot out- side the Rimrock for a report of a distur- bance. They found Mr. Felix, who had been stabbed, with no vital signs. Another seri- ously wounded man was found a few blocks away in a residential area. A third man had non-life-threatening injuries. A six-month investigation led to Thurs- day’s arrest. Troy Johnson-Lee, 22, of Grack- le Trail in Scarborough, is charged with second-degree murder and attempted mur- der. He was being held in custody and was scheduled to make an appearance by video in an Oshawa court Friday. Also charged as a result of the investiga- tion is 22-year-old Ashley Ada Owen, from Ajax, who faces charges of obstructing po- lice and acting as an accessory after the fact of attempted murder. Police allege the young woman provided assistance to Mr. Johnson-Lee. said regular service would resume once the wreckage is cleared and that VIA Rail should “be back to its regular schedule as of Satur- day.” Mr. Quinn said since he first heard ru- mours the cleanup would take two to three days, it was “incredible how fast CN was there to respond to everything.” CN manager of public and government affairs Jim Feeny said both CN and con- tracted crews worked throughout the night to clean up the mess. Once the tracks are cleared for train traffic, however, crews will still be working until the remaining debris is removed. In an internal e-mail message obtained by the Metroland Durham Region Media Group the chief expresses regret at leav- ing Durham 18 months into a five-year contract and vows to stay on as the search for a successor occurs. The Ottawa Police Services Board in- dicated he will take over as its chief this May. “For the first time in 25 years I have put the wishes of my family before my career,” the e-mail says in part. “My family considers Ottawa to be their home and this is an opportunity for me to do the right thing for my family. “This has been a very difficult decision for me to make,” the message continues. “I feel that I have not finished all I set out to accomplish here and I am very dis- appointed that this came at a time when this service is moving ahead at such a tremendous speed.” In the e-mail Chief White indicates he wanted to announce his resignation on his own terms but a “leak to the media” re- sulted in the story breaking Wednesday. That morning a story appeared in the Ottawa Citizen in which Chief White was quoted, confirm- ing his candidacy for the Ottawa position. The chief’s resignation was for- mally announced by the Durham police services board at 10 a.m. Thursday. He has refused through a spokesman to com- ment. In the e-mail Chief White vows to stay on the job here until late spring as the police services board searches for a replacement. “Pending my departure I am and will be the Chief of Durham Regional Police for a number of months,” the e-mail says. Canada’s National Volun- teer Week is held annually in April and Ajax is going to take part beginning in 2008. Recreation Services in- terim director Linda Cork said in an interview volun- teers who would normally be recognized this year will be honoured next year. “We’ll recognize the 2007 awardees at the beginning of 2008,” she stated. One reason for the delay is new advisory committees are just being constituted after the November munici- pal election. Last year, each advisory committee nomi- nated one member for rec- ognition. Given that week is held in April, there wouldn’t be time to select someone, Ms. Cork said. Sharlene Melnike, a com- munity development co- ordinator with recreation services, said taking part in the week “shows the Town certainly supports our vol- unteers.” One possibility of taking part is it might in- crease the number of vol- unteers in the community, she told council’s general government committee on Wednesday. Last year, the Volunteer Recognition Night occurred in Septem- ber. The ceremony included the Ajax Civic Award, Good Neighbour Awards, the Community Awards and the Yo uth Optimist Awards. Her article addressed succinctly the relevant considerations in the matter and I found her reasoning impeccable. We have heard many breathless pleas for a “democratic process” in this matter, but what could be more democratic than a body com- prising elected members selecting for themselves with whom they would wish to work? Further, having in mind the recently demonstrated lack of enthusiasm shown by electors to turn out to vote for a councillor who probably lives only a couple of blocks away, how much value could be read into the results of a contest between candidates living 40 or 50 kilometres from a voter whose only knowledge of those candidates would prob- ably be limited to the contents of a self-promoting leaflet or flier deposited in his/her mailbox? T here was no small amount of bewil- derment in and around the Durham policing community Wednesday, when word leaked out that Chief Vernon White was assuming the leadership of the Ottawa police service. The Ottawa Citizen story quoted Chief White, who tactfully did not declare him- self the new boss there, but who also said nothing to discourage the speculation. “It’s possible they will expect me to be the next chief, but I don’t have anything in writing from them that would allow me to say I will be the next chief,” he said. Naturally, we hacks with the local media were intrigued. Some of us went so far as to phone Durham police HQ in Whitby to ask to speak to the chief on this matter. His response to us was... no response. The service’s media relations depart- ment was unable to provide any insight; the chief apparently provided no infor- mation for them to pass along. Rank-and-file officers were also taken aback by the news involving a chief many had come to admire during his short time here -- he assumed office in the fall of 2005 after an intensive search -- but were left awaiting word from their leader. Not one line was issued in response to the report out of Ottawa. Tom Andrews, president of the Dur- ham Regional Police Association, was left scratching his head. “We’re at a loss to explain what has occurred, if it has occurred,” he said Wednesday. Meanwhile, the association boss was urging officers not to be distracted by the apparent drama at HQ. “The membership will stay focused,” he said. Look, Vernon White is a capable and obviously much sought-after cop with smarts, experience and vision. He’s as entitled as anyone to pursue career opportunities and grab the job he wants. But he did owe his people and the residents of Durham a timely response to what amounted to a major development. The first public confirmation of the chief’s impending departure came from the po- lice services board at 10 a.m. Thursday. An entire day with no response was bush league. Jeff Mitchell staff writer EDITORIALS & OPINIONS durhamregion.com Durham needs five-year chief The news last week that Durham Police Chief Vernon White, who took office just 18 months ago, is moving on to take on the job of head of the Ottawa Police Service, came as quite a shock. It seems like only yesterday the veteran of more than two de- cades of police work, most of it in Canada’s far north as a mem- ber of the Royal Canadian Mounted Police, took on the job as head of the DRPS. It’s particularly surprising given Chief White’s predecessor in the job, Kevin McAlpine, spent some eight years at the head of the force. Observers couldn’t be faulted for think- ing Chief White would see out his five-year term as our police chief. Chief White was often in the public eye during his short time in office, attending public forums to discuss safety in the dis- parate communities across the region. Once news broke that he was leaving, he should have made an effort to clear the air in Durham to the people who pay his salary. But he chose, un- fortunately, to remain silent. While he didn’t stay long enough to make a lasting impression, his hiring was much-ballyhooed when he came aboard in the fall of 2005. His move at the end of the month leaves a vacancy that must be filled in fairly short order. Presumably some of the candidates who wanted to replace former chief McAlpine might still be in- terested in what is a challenging and demanding job. This time around, it might serve the force best to look for a talented officer who has a commitment to Durham Region. The police service heads who preceded chief McAlpine all had deep roots in the Durham force and were unlikely to jump at what some might say is a bigger and better opportunity. While the goal is to hire the best man or woman for the job, it’s also important to choose a candidate with a long-term vision for policing in Durham Region. Anybody who is truly committed to following through on that has to be willing to provide a guaran- tee that he or she will stick it out for five years at least. Whoever is contracted to be the next police chief has to be more than a one-year wonder. The citizens who depend on the police service to protect them need a leader with staying power to see the job through. Chief’s silence on departure rumours left us all hanging By Jennifer Stone jstone@durhamregion.com DURHAM — Receiving for infor- mation an Ajax resolution calling for the election of the Regional chairman should not be confused with “tacit ap- proval,” says a Clarington councillor. Three Durham municipalities -- Os- hawa, Ajax and Pickering -- held refer- enda during last November’s municipal election on how to elect the Regional chairman. In all three, the idea of voting for the position at large across Durham won handily. The chairman is elected by Regional councillors at the first Regional council meeting after municipal elections. That method came under fire after the cur- rent chairman, Roger Anderson, lost out in his bid for the Ajax mayor’s seat in 1997 only to find himself at Durham’s helm a few weeks later. Clarington council recently received a request from Ajax to endorse its re- quest that the Province approve Bill 172 as soon as possible. The bill, introduced by Oshawa MPP Jerry Ouellette in De- cember, calls for direct election of the chairman. Instead of endorsing the request, Clarington council chose simply to receive it for information, something Local Ward 1 Councillor Adrian Foster said he hoped wouldn’t be taken as “tacit approval.” Councillors should remember that “the ultimate in democracy is the lynch mob,” he said. “Just because it’s democratic doesn’t mean it’s a good idea,” said Coun. Receiving for information doesn’t mean ‘tacit approval’: Clarington councillor Jeffrey Boyce recognized for success in the energy industry By Crystal Crimi ccrimi@durhamregion.com DURHAM — A lot has come out of the Durham College path Jeffrey Boyce chose to take almost 30 years ago. It introduced him to his wife, and the business pro- gram he took there helped prepare him for a long- lasting career in the en- ergy sector, which recently landed him one of six Pre- mier’s Awards for Ontario College Graduates. “A lot of good things came out of that program,” said Mr. Boyce. At age 47 he has worked for, started, and sat on the board of directors for vari- ous companies. An Oshawa native, Mr. Boyce left for Calgary after graduation. Recognized as a junior nationals fastball pitcher, he received an invitation to work with Dome Petro- leum. “A ll of my career has been in the oil and gas in- dustry,” said Mr. Boyce. He added he never thought it was a field he’d get into. After spending years with Dome, he moved into run- ning and establishing his own companies, including Ve r milion Resources Ltd in 1994 - renamed Vermilion Energy Trust in 2003. He founded the $2.5-billion international oil and gas firm and was its president for 10 years and a director for several more years fol- lowing. During his time with Ve r milion, he also started Av entura Energy, which he sold for $280 million. Clear Energy was also a spin-off from Vermilion. Over the years, many people who worked with him have gone on to create their own businesses, and he’s a director for a few. Along with sitting on di- rector boards, he is cur- rently the president and CEO of Sure Energy. As a director with Galves- ton LNG, he’s also expand- ing into Liquefied Natural Gas projects, which cools and pressurizes gas to turn it into a liquid for easier transportation. Mr. Boyce is actively in- volved with his commu- nity and the United Way. He’s co-chairman of an infrastructure project, the Bow River Gathering Place, intended to integrate com- munity services in a needy area. Although his business administration education provided him a founda- tion, Mr. Boyce continued his education to learn more about the technical side of business, such as forming public compa- nies. To students, his advice is follow your passion and don’t just do something because it’s there. “I like business actually a lot,” he said, and added he enjoys buying and sell- ing and creating opportu- nities. When he was starting his first projects, he had to convince people to finance and work with him. “We had some exciting times,” he said. Mr. Boyce said the in- dustry includes high risk because you’re trying to make something out of nothing and people are gambling their jobs and lives with you. Each recipient of the Premier’s Award gets a medal and a $5,000 bur- sary for the college they attended. Mr. Boyce said being chosen for the award came as a surprise. “It’s incredible some of these people (nominat- ed),” he said. Last year, he was hon- oured as a Durham Col- lege alumni of distinction. According to Stephen Laird, a waste management technician with the Region’s works department, Durham doesn’t offer green bin pickup in gated communities. “They have private internal road- ways and private internal serves,” Mr. Laird said. “So it is not a regional re- sponsibility.” Residents of Wilmot Creek in Clar- ington pay for private garbage collec- tion through resident fees. But, be- cause they want to participate in the green bin program, the Wilmot Creek homeowners’ association appealed to the Region’s works committee to have that changed. Bruce Hadji and Ernest Burnie of the association attended the Feb. 21 com- mittee meeting to request integrated residential waste management col- lection, including green bins, in their community. “Our residents are paying for Re- gional garbage collection but we aren’t part of the Regional program,” said Mr. Burnie, the first vice president of the homeowners’ association. “We have 900 residents wanting to be in your program, how can you go wrong with this request.” During the meeting regional staff indicated the community should be on the system. But, the request was put off until the works committee gets its ser- vicing financing study. The commis- sioner of works, Cliff Curtis, said his ex- pectation is that extended service will be recommended for Wilmot Creek. However, councillors from other Dur- ham municipalities, like Oshawa and Uxbridge, said they too have condo- minium communities that would fit the criteria for integrated waste man- agement pickup. “How many condos might be in the same category,” Whitby Councillor Gerry Emm asked. “What are we deal- ing with here?” Mr. Curtis said he thinks there are about 800 corporations. The committee carried a motion to bring the issue back by the end of March, after they receive the recom- mendations from the servicing financ- ing study, which will look at all these types of communities in Durham. In an interview, Mr. Laird said ser- vicing these types of communities will be talked about at future regional bud- get meetings. “The Region will have to perform an investigation regarding the costs associated to having this added to the Regional program,” Mr. Laird said. Although the service is paid for through taxation, Mr. Laird said receiv- ing municipal services is not related to taxation. Currently, Mr. Laird said he is not aware of any gated communities in Durham that are on the regional integrated waste program. THE NEWS ADVERTISER, March 4, 2007 PAGE 15 A/Pdurhamregion.com Eyewitness to killing testifies By Jeff Mitchell jmitchell@durhamregion.com DURHAM — A confused scuffle broke out in a cramped basement room moments before the shot that killed Bradley Fraser went off, a Crown witness told a jury Thursday. Christopher Blow, who has been identified as the target of a botched robbery by three young men looking for marijuana, said he thought he had been shot himself until he saw Mr. Fraser, 18, who collapsed after being hit by a single bullet in his Os- hawa rooming house Dec. 10, 2004. “I heard the bang as I was falling. I thought I must have been shot so I was holding the back of my head,” Mr. Blow told jurors in Superior Court in Whitby. “I looked over and I seen that Brad was shot. “(Mr. Fraser) was bleeding out of his mouth,” the witness said. “He said, ‘Call an ambulance’ and he never got all the words out.” Mr. Blow recounted watching as Mr. Fraser staggered to a nearby washroom in the basement of the Celina Street house before collaps- ing. He died in the bathroom door- way, a pool of blood forming on the floor around him. The testimony came as the Crown continued its case against Jason Shand and Justin Hynes. Mr. Shand, 26, is charged with second-degree murder, armed robbery, break and enter and a weapons offence in con- nection with the incident. Mr. Hynes, 22, is charged with robbery and break and enter. Both have pleaded not guilty. Jurors have heard the two men, accompanied by a youth who was 16 at the time, had been hang- ing out at a friend’s house a block away from the Celina Street rooming house on a Friday evening when they formulated a plan to rob Mr. Blow, who was known to sell small quantities of pot. After Mr. Blow let the three into the house the youth tried to grab a bag containing a small amount of dope from Mr. Blow’s girl- friend, jurors heard. She ran down- stairs to Mr. Fraser’s room where he was hanging out with a friend, drink- ing beer and watching TV, oblivious to what was happening upstairs. Mr. Shand and the youth chased the young woman and all of them eventually wound up in Mr. Fraser’s room. Mr. Fraser, an innocent by- stander, was shot when he got up to intervene, jurors have heard. Mr. Blow testified he found his girlfriend cornered in the room by Mr. Shand and the youth. He said that when he asked what was going on Mr. Shand grabbed him by the collar and pulled a small gun from his waistband. He said Mr. Shand brought the gun toward his head. “He put it up near my head and it went off,” Mr. Blow testified. Ju rors have heard that after the shot went off Mr. Shand and the youth fled the house, the youth pausing to grab the marijuana from the young woman’s hand. They later split the dope up, jurors heard. It amounted to five grams, worth about $40 on the street. The trial, presided over by Justice Bruce Glass, continues. The 16-member cheerleading team, in its first year of existence, is now gearing up for the Ontario Cheerleading Foundation provin- cials at Mississauga’s Hershey Cen- tre on April 28 and 29 after winning its first-ever competition, the OCF regionals, also at the Hershey Cen- tre recently. There, the Dunbarton squad was slotted into the small, all-girls’ cheerleading division, for teams with under 20 members, with seven other GTA squads. The region in- cluded teams as far east as Bow- manville and as far north as Owen Sound. In the end, the Dunbarton squad prevailed with a sparkling routine. Coached by Sasha Rennick- Purcell, a full-time University of To ronto student and a longtime cheerleader, along with Dunbarton teachers Mark Purcell and Eleanor MacIntosh, the Power cheerleaders have practised four times a week since the beginning of the school year. “The girls are in early to practise on Thursdays at 7 a.m. and after school on Tuesdays,” says Purcell of the dedication exhibited by the team members. During the practices, the team members work on stunting, tum- bling, jumping, dancing and condi- tioning. Mark Purcell notes his daughters, Sasha and Melissa Rennick-Purcell, a Grade 10 student at Dunbarton, attempted to gauge interest in form- ing a cheerleading team. The re- sponse was so overwhelming that tryouts were arranged in September to choose the 16-member team. And, according to team member and assistant coach Kat Barney, the team bonded quickly after attend- ing a Power Cheerleading summer camp in London just prior to the start of the school year. She says the team and coaches are trying to build something special at the school. “The team is not only about build- ing a collection of titles, but creating traditions that can be passed on from year to year,” she says. Since the cheerleading team was set, it has been active at a number of Dunbarton school functions, in- cluding appearances at pep rallies and fundraisers. Of note, the cheer- leading team has been involved with the school’s annual kickoff for the ‘Santa Cause’, a fundraiser for the Salvation Army. In fact, all four Annandale rinks entered in the zone events won their side of the draws, thus ad- vancing to their respective region- al events. At the OCA junior mixed zone, Annandale had two of the five entries and won both spots to advance to the regionals at the To ronto Granite Club on March 3. Young Annandale curlers sweep up zone titles Team Ontario golden in ringette at Games Four Ajax and Pickering players play role in gold-medal win DURHAM — The Team Ontario ringette team, bolstered by four Ajax and Pickering players, reached the gold ring at the Canada Win- ter Games in Whitehorse, Yukon on We dnesday. Te am Ontario captured the gold medal after routing Alberta 9-2 in the championship game that was projected to be a much closer con- test than it turned out to be. And, Elyssa Jasper and Kristin Johnston of Ajax, and Jodie Hannen and Christine Langford of Pickering all played major roles in helping On- tario achieve the gold standard. The Ontarians opened up a 4-1 lead during the first period. Two of those goals came off the stick of Johnston, with Hannen earning as- sist. Te am Ontario continued to fire on all cylinders in the second peri- od, scoring five more times to make doubly sure the gold-medal would reside in Ontario. Johnston and Ja sper earned assists in the second frame. Quebec earned the bronze medal with a 2-1 win over Manitoba. Ontario qualified for the final after edging Manitoba 5-4 in the semi- final contest. In the quarter-finals, Ontario downed New Brunswick 10-3. Johnston had a goal and an assist, while Hannen counted three assists. In the preliminary round, Ontario finished atop Division ‘B’ with an undefeated 4-0 mark, scoring 29 goals in the preliminary contests, while surrendering only six. Team Ontario defeated P.E.I. 7-0, B.C. 9-2, Nova Scotia 8-1 and Quebec 5-3. Over the four preliminary games, Hannen recorded three goals and four assists, Johnston had two goals and four assists and Jasper contrib- uted a goal and two assists. The 2007 Canada Winter Games represented the third ringette gold for Ontario. The province also won the gold medal in ringette in 2003 and 1999. Back online for another year... Meeting Ottawa for the second time in the tour- nament, the Lightning re- sponded with a 4-1 victory to secure the gold medal. Ottawa opened the scoring 11 seconds into the final as it caught Durham napping. The shock woke up the Durham West team, which roared back to score the next four goals. Natasha Alli notched two goals, Julia Mooney and Jenny Master- ton each added one. Assist- ing were Jaymee Gooding with two, Samantha Swit- zer, Carlee Black, Shannon Stoute and Masterton, all with one. The Lightning advanced to the final after scoring an exciting 2-1 victory over Georgina in the semifinal. Switzer scored the game- winning goal for Durham We st late in the third period. Gooding and Alli drew as- sists. The Lightning opened the scoring late in the first period on a goal by Stoute, assisted by Switzer and Gooding. Georgina tied it up midway through the second period. Port Hope scored a late goal to break Nicholls’ shutout bid. In Game 3, the Lightning faced Ottawa for the first time, playing to a scoreless draw. With the tie, Durham earned first place in their pool to advance to the semi- final. The Lightning midget ‘B’s complete its season tourna- ment play winning three gold medals and a silver. The team completed the first round of the North Metro league playoffs recently, and will now advance to Round 2.
