Every one per cent change in the Region’s general purpose budget results in a tax increase of $17 for the typical resident. As a result, the average hom- eowner’s regional portion of the 2007 tax bill, excluding costs in the aforementioned areas, would be $1,750. Finance and administation committee narrowly approved the guidelines for the 2007 budget at its Jan. 17 meeting. An unsuccessful motion by Ajax Mayor Steve Parish to cut both re- gional operations and police ser- vices by 0.5 per cent would have lowered the increase to 2.5 per cent. “When you get the transit and solid waste on top of everything else you are looking at five or six per cent,” he said. “We just all finished an election campaign and the number one issue we heard about was taxes.” He said the maximum increase taxpayers can tolerate is four per cent. The Region’s commissioner of finance, Jim Clapp, said Durham needs more economic growth because residential classes are the most expensive to service and Durham has a significantly higher percentage of residential and farm assessments than other GTA regions and cities. On Sunday night, a glass railing panel fell from the fourth floor of the university’s UA building onto the atri- um below, causing most of the area to be blocked off earlier this week. No one was hurt, but the incident left at least one student rattled. “It makes me feel unsafe because potentially it could happen any time,” said Patricia Boetto, a fourth-year UOIT student. “I try not to walk under (the glass panel railings) now.” Ralph Aprile, vice president of facili- ties for Durham College and UOIT, said the incident is being investigated. “What happened is the glass panel shattered,” said Mr. Aprile. He added the panel is made of tempered glass and broke into small pieces about half an inch by half an inch; some of the glass stayed in the panel and some fell onto the floor below. “We had a similar incident happen last February,” said Mr. Aprile. Last year, a separate panel broke and fell from the same floor in the same building; a piece of glass hit someone then, but caused no serious injury. Ms. Boetto was a Durham College student at the school before the uni- versity opened on the shared campus, and was nervous about the glass railing panels from the start. “But you figure it would be safe,” said Ms. Boetto. “The first time this happened it was a bit concerning, but now with the second time, it worries me quite a bit.” Currently, there are three separate teams of consultants investigating the site and it could take months before a cause of the broken panel is deter- mined, said Mr. Aprile. Some things they’ll look at include where the glass shattered and the condition of the site, he said. “It’s very similar to a crime scene,” said Mr. Aprile. As to the cause of the broken glass, he said he would be guessing. “It’s their job to come in and see exactly what happened,” he said. But Ms. Boetto said she’s not sure how much she trusts the investigation because students did not receive much information about what happened. She said she received an e-mail that said a number of labs in the UA building were closed until further notice, with noth- ing specific about the glass railing. “I’d like them to restructure and re- design the entire concept,” said Ms. Boetto, and added she won’t be going near the railings until she sees some significant difference with the way the glass is attached. Mr. Aprile said even after the building reopens the atrium will remain blocked off until the in- vestigation is completed and remedial action occurs. JAN. 27thth durhamregion.comP PAGE 4 THE NEWS ADVERTISER, JANUARY 21, 2007 EDITORIAL LETTER TO THE EDITOR D iscussion shows ‘illusory democracy’ To the editor: The result of the discussion and vote on the green belt issue held Jan. 9 by the Durham Region Planning Committee clearly illustrated one thing: We live in an illusory democ- racy. In this very specific issue, the quantity or quality of views of the electorate, many of whom incurred expenses to attend, appeared not to have mattered. When the time came for voting, most members, if not all of the planning committee, voted as they had originally intended. It should be stressed democracy is not having elections at regular intervals: there are dictatorships having such cosmetic “elections.” Democracy is, amongst other things, a system of governance where elected representatives are attuned to and reflect in their actions the views expressed by the population; that is why they are called representatives and not chieftains. Representation would have been particularly easy to achieve in the case of the green belt, as the position of the electorate was rather clear. F or what it’s going to cost Durham taxpayers, whomever gets elected to fill the vacant school board trustee position better be able to work miracles. In a decision that should have never needed to be made, the Durham District School Board is turning to the polls to re- place Julia McCrea, a York Region teacher elected as an Oshawa trustee despite her conflict with the Education Act. Ms. Mc- Crea was certified as an election candidate by the City of Oshawa, even though she neither took an unpaid leave of absence from her teaching position, as required by the legislation, nor resigned after finishing second in the vote. Regardless of why Ms. McCrea thought she was able to run and serve while keep- ing her job, what’s done is done and now the school board has to clean up the mess. Unfortunately for Durham residents, the board has opted for the harder, more ex- pensive option. Instead of simply appointing one of the unsuccessful candidates from the munici- pal election or inviting all those interested to participate in an interview process, the board opted to blow an estimated $150,000 on a byelection, which won’t likely be held until April. Democracy is great and everything, but in this situation, a byelection seems un- warranted. The huge cost and time factor involved in the board’s decision doesn’t seem worth the $150,000 price tag, especially since the chosen trustee will only make about $60,000 over what’s left in the four-year term. The board should have picked a re- placement off the list of recently defeated candidates or through an interview pro- cess. The alternative approach would have been similar to that used to choose the Region of Durham’s chairman, Roger An- derson, who makes more money in one year than the estimated amount of Osha- wa’s byelection. Although the Region’s ap- proach is not necessarily correct, it seems appropriate for the school board’s situa- tion, especially since it’s only replacing one of its three Oshawa representatives. By going to a byelection, everyone in Durham who pays public education taxes is going to have to pay for the election, even though only Oshawa residents voted for her. It also means that money is being taken away from children. Even if the school board is able to get Oshawa to pay for the byelection, it only shifts the tax burden to residents there. In order to justify the cost, Oshawa vot- ers better get to the polls and ensure the person they elect is worth the price of admission. If they don’t, the expensive democratic process the board is taking on their behalf will be for nothing. Hopefully, the dozen or so people who attended the meeting about filling the va- cant seat is not a reflection of how few people will turn out to cast their ballot for one lonely Oshawa trustee. Crystal Crimi staff writer EDITORIALS & OPINIONS durhamregion.com Leader needs to top nuke option Reports that federal Liberal leader Stephane Dion does not support the building of additional nuclear reactors in Ontario, begs the question: What answers to Ontario’s looming energy deficit does the Official Opposition leader have? Mr. Dion was recently speaking in Toronto, fully aware that Parliament reconvenes on Jan. 29 and primed for a pos- sible spring federal election. Elected to the top post just seven weeks ago, Mr. Dion has a reputation for being environmen- tally savvy. It’s likely then that he will be willing to battle Prime Minister Stephen Harper and NDP leader Jack Layton over the environment in an upcoming election. Ontario will be a key battleground -- it always is -- in any federal fight and Canada’s largest province has energy woes that simply must be addressed. The key concern over the next two decades is the need to ensure enough energy supply within Ontario, especially as the province grows while existing nuclear reactors fizzle out. Add to that the Province’s commit- ment to shut down the Nanticoke coal-fired generating plants and something’s got to give. After mulling over all the options, the Ontario government has decided nuclear power offers the best option. There will be other measures taken such as attempts to find renewable energy sources such as wind and solar, but nuclear provides a reliable, clean power supply. It produces no greenhouse gas emissions and generates power in the amounts needed to stoke Ontario’s industrial, commercial and residential sec- tors. Renewable energy sources, while ideal, don’t at this time produce enough power to keep the lights on, the homes warm and the factories humming. Mr. Dion’s key concern is with the disposal of nuclear waste, a problem that has bedevilled nuclear power proponents for decades. While not perfect, nuclear waste storage is subject to incredibly rigorous fail-safe controls to prevent environmental degradation. If Mr. Dion has a better idea for Ontario and for Canada, we’ll hopefully hear about it during the next federal election. Of the three rinks represent- ing the Ajax-based club at the zone event, two advanced to the regional championships after winning their side of the draw at Oshawa. The Chantal Lalonde rink captured the ‘A’ side of the ban- tam girls’ draw, which had four teams competing for two slots. With Lalonde were teammates Sarah Wilkes, Jennifer Smith, and Yvonne Lalonde with coach Blair Metrakos. Meanwhile, in the bantam boys’ event, the Michael Bryson foursome captured the ‘A’ side of the draw, which attracted 10 teams in total, with two teams advancing to regionals. Curling with Bryson were Wesley Forget, Emmett Murphy, and Sandy Martin, with Susan- nah Moylan coaching. But after a few weeks, many of those same people are back to their old behaviours, leaving the gym behind for some post-work couch time. For many, the gym and working out simply isn’t fun or even remotely enjoyable. While stuck in the offi ce all day, the last thing many people want to do is go spend a couple of hours do- ing something they don’t particularly enjoy. But those workouts, quite frankly, can be a matter of life or death. Consider a 2003 study from the American Cancer Society that suggested over- weight and obesity could account for 14 per cent of cancer deaths in males, and 20 per cent for cancer in females. Simply put, your trips to the gym aren’t simply something you should want to do, they’re something you need to do. For those who feel they’ll just never get into working out because it’s too boring, try mak- ing your workouts more fun. Th ere’s a host of things you can to turn your exercise regimen from something you dread to something you really appreciate and look forward to. · Get a partner: Many people fi nd that working out with a partner is a good way to stay on schedule and stay motivated. You’re less likely to skip a workout if it’s your turn to drive to the gym or if a friend is there to hassle you into not skipping. Also, going to the gym with a friend can be more enjoyable because you can joke around between sets or just talk as if you were sitting on the couch watching a movie. As an added bonus, you might even push yourself more physically to keep up with a friend, which is another motivating factor. · Mix things up: If your workouts don’t involve isolating specifi c muscles each day (where Monday you’ll work solely triceps and back, Tuesday legs and chest, etc.) but instead are more general and less strenuous, then you’re bound to get bored. A good way to combat that is to change your routine. Try going to the gym at a diff erent time once per week, perhaps before work instead of after. Also, go in reverse order of your typical work- out. Muscles get used to the same work every day, so if you keep doing the same routine at the same time, you’ll fi nd your workouts are less eff ective. Mixing things up is benefi cial to both your muscles and your mind, which will be less likely to grow bored. · Play sports: Wo r kouts don’t need to just include dumbbells and situps. If your offi ce has a company softball team, join it. Or if there’s a local basketball league you can join, consider that as well. Such teams should not re- place a good workout routine (as they likely won’t feature more than a game or two per week), but can act as a great complement to trips to the gym. Also, getting out in the fresh air can help improve your state of mind. · Go outdoors: Many state parks have workout stations along the trails you can walk. While these don’t include weights, they have stations for pull-ups, situps, stretching your legs, etc. And if you’re on trails, keep in mind the walk itself is great exercise, particularly if the trails feature some hills to climb. Again, the fresh air can be very rejuvenating as well. · Incorporate music: Many exercise en- thusiasts find that music is a perfect com- plement to their workouts. Time tends to go by a lot faster when you’re listening to your own playlist. And thanks to the nu- merous MP3 devices, you can create your own playlist specifically for working out, loading it with music you know will get you pumped up and keep you motivated throughout your workout. Finding ways to make fi tness fun (NC)—Physical activity can bring you many health benefi ts. Regular exercise can help reduce your risk of heart disease and stroke, high blood pressure, non-in- sulin-dependent diabetes, obesity, back pain and osteoporosis. Regular physical activity may also help in improving your mood and in helping you to better man- age stress. For the greatest overall health benefi ts, experts recommend that you ac- cumulate 30 to 60 minutes of light-mod- erate physical activity a day. However, if you are unable to do this sustained level of activity, you can gain substantial health benefi ts by adding in periods of activity of at least 10 minutes each throughout your day. “Choose a variety of diff erent activi- ties to improve your endurance, your fl ex- ibility and your strength,” says Catherine Statton, program coordinator for the Diabetes Exercise and Healthy Lifestyle Program at Toronto Rehab, Canada’s largest provider of adult rehabilitation services. A new door opened up to Betty Kroetsch on Sunday January 14, 2007 and always loving both a challenge and a surprise she walked through and began her next life's adventure. In this world she was a dynamic and energetic woman with a generous spirit. She had a wacky, but natural sense of humor, which of- ten led people to say, "Oh Betty! You are just so damn cute!" She reached out and touched many lives. Betty loved to dance, appearing twice at Roy Thomson Hall during their Silver Jubilee event, was an avid bridge player with her scores repeatedly reported in the Toronto Star, and her thirst for knowledge was never quenched as evidenced when she successfully became a Master Graphoa- nalyst (handwriting expert). She enjoyed a won- derful career life in the Medical Profession graduat- ing as a Registered Nurse from St. Michaels Hos- pital in 1949. She worked for St. Mary's Hospital in Kitchener, Ontario and the Hamilton Branch of the Ontario Psychiatric Hospital. She moved from nursing to Hospital Administration in the '60s at Oakville General and started and managed the Ad- min Department at North York General. From there she gave her energies to the people who called Ballycliffe Lodge in Pickering/Ajax, Ontario home. For all her giving, it seems appropriate that the staff at St. Michael's Hospital took great care of her during her final days with us and we thank them. She also was a wonderful Wife and Mother. She married her true soul mate and she never stopped loving him even 32 years after his own passing. She gave life to 4 children; sons Jerry and Stephen and daughters Mary Elizabeth and Julianna (deceased). And she raised one of her grandsons, Benjamin, whom she adopted. Grand- sons Ryan and Sean will also miss her. Betty also leaves behind her children's families and wishes them all the best and promises to keep an eye on all of us. Goodbye to two sisters Carol Schneider and Patsy Turrow and their families. We will all miss this very special woman. Services for Betty will take place on Sunday, January 21, 2007 from 11:00 am to 1:00 pm at The Simple Alternative Funeral Centre, 1057 Brock Road, Pickering On- tario followed by a celebration of her life from 1:30 pm at The Victorian Garden, 570 Westney Road South.
