As a family friend read the words of remembrance written by Ms. St-Denis, also named Ange- la, and her eldest daughter Therese, to celebrate her husband and two younger children, she said the fam- ily has been touched by the outpouring of support they have felt since the tragedy a week and a half ago. “We would have thought Roger, Paul and Angela were rock stars or famous people or wealthy people, but they were not, their wealth lies in their family and their faith in God,” she read. The close-knit family was on its way to Florida for a long over- due family vacation in the early morning hours of Dec. 23 when a suspected drunk driver, driving the wrong way on a Pennsylvania highway, slammed head on into the St-Denis’ minivan. Durham police said a man was westbound on Hwy. 401 near Liv- erpool Road when he saw three males on an overpass toss a rock at his truck around 10:30 a.m. The rock dented the hood and cracked the windshield but the driver wasn’t hurt, police said. The suspects are described as three white teenagers who wore dark clothing. In January 2006 a Clarington woman sustained serious injuries when a rock tossed from an over- pass in Oshawa smashed through her windshield and struck her in the face. Police charged a teenager after a lengthy investigation. Police believe the driver of the truck was impaired at the time of the accident. ‘Selfless’ family remembered ✦ See Pickering, Page 4 For more on this story By Jeff Mitchell jmitchell@durhamregion.com DURHAM — The actions of three Durham police officers are being examined as the Province’s Spe- cial Investigations Unit probes the circumstances that led to a man being hospitalized following his arrest for drunk driving last month. The man, identified by sources as 47-year-old Robert Janacek, has been hospitalized since the incident on Dec. 19. SIU spokeswoman Rose Bliss confirmed the agency, which investigates incidents of civilians being injured or killed during interac- tions with police, is actively looking into the occur- rence. Durham police received a call about 1:30 p.m. Dec. 19 about a suspected drunk driver in Brock To w nship, Ms. Bliss said. An officer stopped a ve- hicle on Hwy. 7 and placed the driver under arrest for impaired driving. “There was a minor altercation during the course of the arrest and the man was bleeding from the nose,” Ms. Bliss said. The man was taken to hospital in Port Perry where he was treated and released back into police custody. When the man was taken to 15 Division another altercation occurred, Ms. Bliss said. He was taken back to hospital in Port Perry and then transferred to hospital in Oshawa, where Ms. Bliss said he remained with a fractured jaw. A source outside the SIU and the police service described more extensive injuries. A relative of Mr. Ja nacek’s declined comment. The SIU has identified three cops as subject of- ficers; another seven are witness officers, Ms. Bliss said. An investigator has been assigned to the case and is examining the circumstances that led to the man sustaining his injuries. “As of today we are actively interviewing officers,” she said Thursday. Ajax Fire and Emergency Services personnel re- sponded to a call in the Ajax Plaza near Harwood Avenue and Hwy. 401, at 6:59 a.m. Thom Evered, the service’s chief fire prevention officer, said a fire crew arrived three minutes later. “The fire was confined to 64 Harwood Ave. S., which is known as Wimpy’s Diner,” he said. “There was a small fire confined to the restau- rant, but there’s also significant smoke damage to the restaurant and some minor smoke damage to some neighbouring units.” Mr. Evered said there were no injuries as no one was in the restaurant at the time. The cause is unknown, but he said the Office of the Fire Marshal has been notified and was expected at the scene on Thursday, stressing it is “a precau- tionary measure” since the fire does not appear to be suspicious. Mr. Evered said the initial damage estimate is roughly $20,000. Ms. St-Denis, 52, and her 22-year-old daughter, Therese, escaped the wreck- age with minor injuries. They gathered with their extended family to celebrate the lives of their loved ones, joined by 700 of their closest friends, colleagues, classmates, Angela’s fellow Royal Canadian Sea Cadets, and others touched by the story. The pews of the church were filled and mourners lined every wall. The St-Denis family was involved in many aspects of the community rang- ing from Mr. and Ms. St-Denis’ work with Victim Crisis Assistance Referral Services (VICARS) with the Durham Regional Police Service to the family’s involvement running the St. Vincent’s Kitchen in Oshawa to Angela’s partici- pation in gymnastics and sea cadets to Mr. St-Denis’s passion singing with the choir Les voix du coeur (voices of the heart). The group sang ‘Amazing Grace’ in French at the bilingual service. The friend ended the words of re- membrance on a personal note on how Ms. St-Denis had described her family as the perfect family in past media in- terviews. “This perfect family was self- less,” the friend said. “They were always more concerned about others than for themselves.” Angela, referred to as ‘Little Ange- la’ by her family, was remembered as someone who was always smiling; she was beautiful inside and out. “Everyone who met her loved her im- mediately,” she read. That love was evi- dent in the many high school students who sought solace from one another as their bubbly friend was remembered. Members of the sea cadets comfort- ed each other as the family exited the church. Paul was more a homebody than his outgoing younger sister, but he did love to spend time with his family. “His eyes would light up when he found out family was coming to visit,” she read. He was an avid Toronto Maple Leafs fan who found a passion in com- puters. He was studying computer soft- ware development at Seneca College, Yo rk University. As Father Viateur Laurin led the mass, he talked about doing what was just and that made him think of the twin of just, righteousness. “Those who can be counted on to do right,” he said, which is who Mr. St-Denis was. The network specialist at the Bank of Montreal had donated blood more than 100 times since the age of 18, was a team leader with VICARS, and ran the St. Vincent’s Kitchen for those in need. When not working or volunteer- ing, his family said he could be found watching Star Trek or listening to Shania Twain, who also hails from Timmins. He loved to play games and turned his basement into a games room that family and friends were encouraged to visit. “He never played poker, but Roger loved a full house,” the friend read. Police believe the driver of the pickup had been drinking before the crash. The Pickering Village tattoo parlour is use to creating impressions, but this March, it will help influence how intelligent those in the industry are perceived during CBC’s ‘Test the Nation’, a televised competition measuring ability to reason, recognize and analyze, by various groups including surgeons, fitness instructions and mayors. “I think we will fare well, better than what people think,” Extreme owner Wayne Whiteman said, over the rock music playing in his light purple parlour, a neon ‘Extreme’ light flickering on the wall beside him. “I think we’ll beat the surgeons,” added Mr. Whiteman. His sleeves rolled up to reveal ink-free arms, Mr. Whiteman said he made the switch from the restaurant business to the tattoo industry about seven years ago after he met some tattoo artists, discussed financial figures, and decided they made sense. “It was just another business venue,” said Mr. Whiteman, a Bowmanville resident. He said tattoos were just starting to be more socially acceptable then and he wanted to open up a shop with a bright atmosphere where families would feel comfortable. The tattoo parlour became involved with Test the Nation after a CBC representative phoned and invited it to apply for the show, said Mr. Whiteman. By participating, the shop gets great exposure and is able to represent the community, he said. The five-member Extreme team will be part of a group of 36 people from the industry. Mr. Whiteman is so excited about the competi- tion, he’s offered to get his first tattoo during the show. Tattoos can take anywhere from 15 minutes to hours and include an element of pain, said Mr. Whiteman. “Some people can take it all at once and some people are terrible,” said Mr. Whiteman adding the pain threshold can impact the amount of time it takes to get a tattoo. Extreme Test the Nation team member, John McMorran doesn’t appear deterred by the pain. Mr. McMorran and his brother and teammate, Rob McMorran, have been tattooing each other since they were teenagers. As kids, the brothers lived beside bikers and liked the look of their tat- toos so they started putting them on each other with a homemade gun. The inked images covering Mr. McMorran’s hands were some of his first. “It’s been a lot of years of practice,” said Mr. Mc- Morran. Over the years he’s added many more to his tattoo collection, including a tear on his face. As a tattoo artist, Mr. McMorran gets enjoyment from putting something on someone and seeing their reaction to it, he said. At the shop, people can pick a free-hand or sten- cil tattoo. Mr. McMorran said before it’s applied, the artist cleans and shaves the area of the skin and sets up a gun using sterilized and packaged needles and tubes. If colour is used, the machine gets dipped into colour caps. Afterwards, machines are bagged to avoid cross contamination. Fellow Extreme teammate Nelson Cor- velo, said participating in the competi- tion should be interesting, especially since they’ll be facing lawyers among other ca- reer groups. Mr. Corvelo said he’s pretty well rounded and has worked in construction, with cars and other fields. With tattoos including spider webs, demons, skulls, fires and tribal patterns on his arms, neck, head, stomach, legs and hands, Mr. Corvelo’s intro- duction to the body art began when he was around 15; its ghoulish theme born from a love for death metal and dark art. “They’re very addictive,” said Mr. Corvelo of tat- toos. “It’s just the thrill of the moment, the rush.” He started putting tattoos on other people when a couple of his friends got out of jail and asked him to put his drawing skills to work by fixing the ones they received there. As an Extreme Tattoo artist, Mr. Corvelo gets to do a lot of design work. He added it’s neat to see people walk around with a piece of him on them. Mr. Corvelo said after someone gets a tattoo, they have to bandage it for an hour or two, then wash the area with a mild soap, pat it with a clean dry cloth and let it air dry for 10 minutes. He said to dab it with a water based, unscented hand cream for six to 10 days, until the scab flakes away. The tattoo has to be kept out of the sun for at least two weeks to a month, and for three to six months it has to have sunblock on it when exposed. Mr. Corvelo added recent inks are much better than those of the past and stain better with less fading. Feeding birds is dangerous to their well-being. They can choke and die on many types of foods people feed them (bread, crackers, tacos, etc.). Bread is low in nutrients and hard to digest. Bread swells and causes birds to feel full, making them less likely to search for their natural food filled with the proper nutrition. Birds can develop breathing infections caused by mould from decaying bread. Birds that should migrate will not if they find sufficient food here, this may result in birds freezing in the winter. I’ve been meaning to place a clas- sified advertisement in the paper along these lines, but the weather hasn’t been co-operating in my effort to unload a snow blower I inherited with my house but don’t use. Truth be told, I prefer shovelling to help keep the pounds off. As the size of my waistline disturbingly continues to approach my age, aided recently by my sister’s incredible Christmas baking (oh those peanut butter balls!), I could use some snow about now. It’s a good thing I’ve taken up tennis again. Over the holidays, it was funny to watch some of my neighbours eagerly head outdoors to take care of the spat- tering of white stuff that fell one day. Me? I checked the weather channel, saw it would be seven or eight degrees the fol- lowing day and held off. Indeed, our wacky weather continues to amaze. We just completed the warm- est December in recorded history, and the mercury is slated to rise to double digits today and tomorrow. Now, I real- ize winter just began two weeks ago, but would you really be surprised if February in general was warmer than normal? Most people hail the lack of snow. Driving is safer. Heating bills don’t go through the roof. Municipalities like Ajax and Pickering aren’t breaking the bank cleaning up the stuff, and so on. On the other hand, pity ski hill opera- tors, snowmobile enthusiasts and those who would love to take the kids out to the local hill for a toboggan ride. I’m inclined to side with those who point to climate change as at least a lead- ing cause and maybe the sole reason why it’s supposed to be 10 Celsius this week- end. After about 250 years of industry and the general populace sending smoke and gases into the atmosphere, our planet has become warmer. Ironically, this is especially evident in the Arctic, where huge ice sheets are breaking away and floating out to sea and glaciers are disappearing. In Nunavut a couple of years ago, I heard from some Inuit that it was just too warm in the sum- mer now. For a people adapted to month after month of truly frigid temperatures, a few weeks of 10 to 20 Celsius are tough to take, the equivalent of 40 or 50 Celsius for us southerners. Wacky winter hurting waistline Mike Ruta news editor Municipal Act changes sensib le A new year has signalled a new relationship between the people of Ontario, their local levels of government and the Province. And those changes, under a revised Municipal Act, mean local governments, including municipalities and the Region, are better for all concerned. The Province has less of the tiny housekeeping duties it would rather not have to deal with -- such as bylaw fines, where to put in speed bumps and other straightforward tasks -- and local municipalities can take action instead of getting wrapped up in red tape. The key breakthrough came over the past few years as the City of Toronto negotiated major new powers for itself with the co-operation of the Province. What was good for Toronto be- came good for the hundreds of municipalities across Ontario, if to a lesser extent. The new rules open up government to more accountability and accessibility, two of the buzzwords that have been ringing loud and clear in politics for nearly a decade now. For example, municipal councils must now give full public notice of all upcoming meetings. While most councils did provide notice, there were cases of special meetings being called with little or no public notice. The new act prohibits that practice. It also provides that minutes be recorded at closed meetings. There are also more powers for municipalities to offer finan- cial incentives for community improvements, to establish their own rules and conditions for business improvement areas and to prohibit and regulate the demolition of residential rental properties with six or more dwelling units. In the area of accountability, municipal councils can now bring in municipal codes of conduct for councillors and mem- bers of local boards. They can also appoint an integrity com- missioner, an ombudsman, an auditor general and a lobbyist registrar. In many ways, what has happened is the financial down- loading that took place in the late 1990s has been followed with the realization by the Province that local governments should get more power if they have to pay the price. It also means the Province has come to understand that the government closest to the people -- municipal -- should take care of more of the nuts and bolts of governing. Remond Akelah, 43, has been in cus- tody since his arrest in September. He was among more than two dozen bik- ers and associates swept up in Project Tandem, a provincewide police crack- down targeting outlaw gangs including the Hells Angels. While most of the bikers busted in that sweep were charged with drug and property offences Mr. Akelah and Mark Stephenson, the current president of the Angels’ Oshawa chapter, were charged with conspiring to murder an underworld rival. Mr. Stephenson was denied bail after a hearing in December. Mr. Akelah, who lives near Cobourg, is a former president of the Hells Angels Oshawa chapter. He is now a member of the elite Nomads wing of the gang. Justice Donald Ferguson is hearing evidence at the bail hearing. Mr. Ake- lah’s release is being contested by the Crown. Jeremy Pike, 34, appeared briefly by video Tuesday morn- ing and told an Oshawa court he has yet to hire a lawyer to replace Alex Sosna, who was named a judge of the Superior Court more than a month ago. Mr. Pike, who is being held in a Toronto jail, said he’d been unable to find new counsel and asked for an adjournment of nearly three weeks to do so. Mr. Pike, who’s made almost 20 video and personal appear- ances in court since his arrest in the summer of 2005, was or- dered to appear by video Jan. 12 with an update on his progress. The Bowmanville resident was a Grade 5 teacher at Glen Street Public School at the time of his arrest. He was arrested after alle- gations were made of sexual impropriety involving young children he’d been entrusted to babysit. After police searched his house Mr. Pike was slapped with another 81 charges. He’s been in custody for 18 months and is still awaiting trial. Canadian law dictates that a judge may give a convicted person credit on a two-for-one basis for time served in pretrial custody. The so-called dead time can reduce the amount of time a person spends in jail upon being sentenced. Project Prom Dress en- ables a high school stu- dent to design her ideal prom dress and have it created with the help of fashion designer Leanne Beagan. Ms. Beagan created the contest and says it allows students and aspiring de- signers to explore their creativity and passion for fashion. “Every girl has an idea of what they’d like to wear on prom night, some since they were six. I wanted to give them that chance and I believe that creativ- ity should be rewarded, as well as nurtured and supported in the Durham Region,” she said. Graduating from the Fashion Design program at Fanshawe College in 2003, Ms. Beagan said she has had the idea for a while and is happy to finally put it in motion. “This is the first year of the contest and I’m thrilled to be a part of it,” she said. Although the contest is pri- marily open to students attending prom, Ms. Bea- gan said interested Grade 8 students going to their graduation in 2007 may also apply, adding that a new, entirely different contest for Grade 8s will take place next year. Males are welcome to enter the contests as long as there is a female stu- dent in their grade that can wear the dress for the event. Ms. Beagan said only one winner will be select- ed to have their prom or Grade 8 dress made. She said the dress de- sign “must be exciting and original, as well as youth- ful, innovative and well executed.” To be eligible, students must send in a full colour, front and back sketch of their dress design, along w ith fabric swatches, a completed application form and $10 application fee before the Jan. 19 con- test deadline. It must be presented on an art board w ith all of the applicant’s contact information on the back. A winner will be an- nounced on Jan. 26. In addition to receiving their original dress sketch made to their measure- ments by Ms. Beagan, the winner of the fashion de- sign competition will get their hair styled by Valen- tino’s Grand Salon, make- up done by Make Up in Motion, a 10-seater limo provided by Southport Executive Service and a professional photo shoot by fashion photographer Shawn McPherson. Ms. Beagan said she’s looking forward to many students entering this contest. “I hope students will enter this contest who are passionate about cre- ativity and have a genuine interest in designing their dress. “I’m really looking for- ward to seeing everyone’s designs,” she said. The contest gives high school students a chance to design their dream dress. By Danielle Milley dmilley@durhamregion.com DURHAM — The Ontario Hospi- tal Association has joined the chorus calling on the Province to do some- thing to better support hospitals pro- viding care in high-growth areas. The OHA released the report from its High Growth Task Force on Dec. 15 that gives a breakdown of high growth Local Health Inte- gration Networks (LHINs), as well as LHINs with high growth among specific populations such as seniors, explores the impacts of the current funding structure on high growth area hospitals, and puts forward rec- ommendations. The OHA joins the GTA/905 Healthcare Alliance and the hospi- tals themselves in calling for a fund- ing formula that reflects population and growth. “This is an issue, as the report highlights, that needs to be devel- oped and responded to by (the gov- ernment),” said James Meloche, se- nior director, planning, integration and community engagement with the Central East LHIN. For mer Rouge Valley Health Sys- tem CEO and president Hume Mar- tin was the chairman of the OHA task force. In the past, he talked re- peatedly about the financial chal- lenges of operating two hospitals in high-growth areas. In the report the Central East LHIN ranks sixth for population growth. “That for the LHIN as a whole that includes Scarborough and Durham, but also Haliburton, Lindsay and Peterborough, where growth is only three per cent,” Mr. Meloche said. “From my understanding Durham is the highest growth area in the province.” The Central East LHIN covers a geographic area that runs from Scar- borough to Northumberland and north to Haliburton. It includes all of Durham. The local LHIN has a unique challenge in that parts of it are some of the fastest growing areas in the province, while other areas have little population growth, but they do have a growing senior popu- lation, for example. Because of this unique makeup, a funding formula based on popula- tion wouldn’t solve all the funding challenges in the Central East LHIN. While a population-based fund- ing formula might benefit Rouge Valley or Lakeridge Health Corpora- tion, it will lead to inequities in the LHIN’s rural or northern areas, said Mr. Meloche, because it tends to cost more to treat seniors than large adult or youth populations. He said the OHA report does pick up on funding based on the needs of a particular population and not sole- ly based on numbers. It broke down the population of seniors (those 75 and older) in each LHIN with Cen- tral East falling in the middle, but with a projected growth of seniors of 14 per cent. Mr. Meloche also pointed out the OHA report shows the percentage of LHIN residents who are being discharged outside the LHIN. This means local residents may be getting their fair share of health care dollars, but those dollars might be following them elsewhere. “Sometimes we have a habit of looking at our LHIN and saying we don’t get our fair share, but we have to remember that people travel out- side our LHIN for care,” he said, add- ing that number for Central East is 25 per cent. The four recommendations made by the OHA High Growth Task Force are: the design and implementation of a planning and funding meth- odology should allocate funding from the Ministry of Health and Long-Term Care to LHINs based on population size adjusted for special characteristics including age, gen- der, special needs and rurality, as well as the creation of a framework for LHINs to fund service providers that includes service-based fund- ing and multi-year accountability agreements; better recognition by the MOHLTC of the impact of high growth on hospitals through imme- diate and regular funding adjust- ments until a new funding formula is fully in place; further research into the impact of the aging population on utilization of hospital and other health care services through a joint MOHLTC, LHIN and provider task force; and through an open and col- laborative effort led by the MOHLTC, the establishment of a distinct range of hospital services that should be provided in each LHIN. Ye s, George and Mildred Roper, from hit TV shows on both sides of the Atlantic Ocean, hit the stage at Class Act Dinner Theatre from Jan. 11 to March 3. ‘When the Cat’s Away’ is a play by Johnnie Mortimer and Brian Cooke, based on the couple from ‘Man About The House’, which, in the United States, became ‘Three’s Com- pany’. “Both of these shows started out with George and Mildred Roper,” said director Glenn Ottaway. “In the UK, they were huge stars. They had their own TV show, their own movie and their own play. This is the play.” In the comedy, Mildred is planning a 25th wed- ding anniversary trip to the same place in France where they had their honeymoon. George doesn’t really want to go, as he didn’t think it was much fun the first time, Ot- taway said. Meanwhile, Mildred’s sis- ter and brother-in-law are due for a visit but just the sister shows up. There’s been a spat and the sister, believ- ing her husband is having an affair with his secretary, ends up moving in with the Rop- ers. Mildred decides to take her sister, Ethel, on the trip to France and off they go. Mean- while, Ethel’s husband, Hum- phrey Pomfrey, sets up a date with his secretary who insists on bringing her suicidal flat- mate with her. Humphrey pulls George into the date. “Mildred and Ethel really didn’t go away and all hell breaks loose,” Ottaway said. “It’s a very funny play. It’s not a farce, it’s a comedy. It’s very cleverly written. The charac- ters are established right from the start.” (It’s one of three comedies being presented by Class Act this year. ‘One is You Can’t Dance to Mozart’ by local playwright John Green.) Playing Mildred is Mari- on Reid-Clarke, last seen in ‘Lone Star Love Potion’ at Class Act. George is Chris Cole, who last appeared in ‘Tom, Dick and Harry’. At that time, the OHA Ontario Provincial Junior ‘A’ Hockey League rosters are frozen at 23 players. Currently, the Panthers have 23 players on the roster, with only one card in which to sign a player. Panthers’ general manager Frank Robinson reports a deal is on the table for a forward, and could be consummated within the next few days. The only hitch is the player must massage his university schedule to allow him to come and play for the Panthers. “If it happens, we’ll have to move a player,” says Robinson. The proposed trade, he explains, would be a “minor tweak” to the roster in the stretch run to the playoffs. Most of the trading by Robinson was done earlier this season, in- cluding the October blockbuster six-player deal that brought goal- tender Brad Fogal, defenceman Kory Helowka and forward Greg Payne from the Newmarket Hurri- canes for forwards Justin Fox, Todd Hosmer and goaltender Marc Stu- art. Last month, Robinson traded for forward Jamie MacQueen and fu- ture considerations with the Auro- ra Tigers for veteran forward Brett Connolly. Whatever the final roster is for the Panthers (22-14-2-0), the team has its work cut out in the final 11 games of the regular season, including tonight’s (Friday) tilt with the Stouffville Spirit at the Pickering Recreation Complex at 7:30 p.m. The Panthers finished Decem- ber with a sour taste following a 9-3 loss to the surging Toronto Ju- nior Canadians in Toronto on Dec. 23. The loss for Pickering allowed To ronto to pull into a fourth-place tie with the Panthers in the South Conference standings with each team having 46 points. Richard Schofield Ajax juniors may be on the Attack at trade deadline AJAX — With the Jan. 10 trade deadline in the OHA Ontario Pro- vincial Junior ‘A’ Hockey League fast approaching, Ajax Attack general manager John Tugnutt is keeping his cards close to his vest. Mostly, though, the first-year GM believes he’ll be a player at the deadline to help improve the club that’s currently in last place in the league’s South Conference standings, two points out of sev- enth spot. “We should be active at the deadline,” says Tugnutt. “There are some oppor- tunities out there and we could be making two, three, if not four moves, at the dead- line. That being said, you never know, we may not do anything. It all depends on what the market is and what the interest is out there.” Tug- nutt did allow that w hatever moves the club makes “everything is basi- cally being done with the future in mind”, adding that “you can read into that any way you like. I’m not going to give you specifics.” That could mean several of the team’s 20-year-old veteran play- ers, including forwards Craig Mc- Donald and Chuck MacLennan, may be on the trading block. McDonald and MacLennan would perhaps be the most highly regarded assets sought by other teams looking to make a playoff run. These teams might be willing to part with younger players in re- turn for immediate veteran help. With McDonald and MacLen- nan in their final season of tier II junior eligibility, it might make sense for them to find their way on to a roster destined to go deep into the post-season. “We’re looking at number of opportunities but, at this point, nothing is firm,” says Tugnutt.
