Tom Andrews says more cops are needed to serve residents, fight crime and ensure the health and safety of officers now patrol- ling Durham. The issue is a key point as the association and police management work toward a new contract agreement for Durham’s 800-plus cops. “I can confirm staffing levels are a component of the ongoing con- tract process,” Mr. Andrews said in a year-end interview Thursday. “We are taking a very firm position on staffing.” Durham operates with an offi- cer to population ratio that is out- dated, the association president said. “(The ratio) reflects minimums that are nearing 10 years old,” he said. “I firmly believe Durham has changed in the last 10 years. I be- lieve crime is on the rise in Dur- ham.” Mr. Andrews, a seasoned cop with experience in homicide, drug enforcement and major crime de- Cost of caring for cats may force Second Chance to close its doors By Erin Hatfield Staff Writer DURHAM — Surrounded by cats, Joyce Smith said some peo- ple think she’s crazy. She has devoted herself to the Second Chance Wildlife Sanctu- ary and saving stray animals, but the sanctuary is broke and Ms. Smith may have to close the doors to the animal refuge. “Right now we are so short of money because we have taken in so many cats,” Ms. Smith said. She started Second Chance in north Pickering 10 years ago be- cause she couldn’t turn a stray animal from her door. “I went broke looking after ani- mals. I kept cashing my stocks and bonds until I didn’t have anything left,” Ms. Smith said. “I’ve always loved animals, ever since I was a kid,” she said. “I used to take animals home to my mother and she used to look after them until they were well.” To day, there is a steady stream of animals coming into the sanc- tuary from across Durham Re- gion, in particular cats. There are around 200 cats in the sanctuary, and on top of that they fill the house she lives in. “We are way over our limit in here and I have 120 cats in the house,” she said. Also living at the sanctuary are ducks, rabbits, guinea pigs, chin- chillas and more. Caring for all of these animals comes with a hefty price tag. Between monthly vet bills as high as $8,000, medications and nearly $1,000 a week for pet food, she can’t afford to keep operat- ing. “Our budget has grown; we spend so much money on food, on vet bills and I can’t handle this all myself,” Ms. Smith said. “When I first started I could do it all my- self, but working 20 hours a day. I still work 20 hours a day but I can’t handle the workload so I have to hire somebody.” Currently there are two part- time staff members and five or six loyal volunteers. This isn’t the first time the sanc- tuary has gone broke. The last time they were near folding some big donations came in that kept it going and Ms. Smith is hoping the community will come through for her and the sanctuary again. The police budget, which annually constitutes a huge chunk of the overall regional budget, grows annually and is an easy target for politicians fight- ing higher taxes. The pair plan to take the plunge into Lake Ontario on Monday. While Mr. Murray has gone for a very quick dip on Jan. 1 for the past few years, Mr. Gos is joining him for the first time. The swim, however, isn’t just for fun. They’re col- lecting donations, with the proceeds going to the Sun- nybrook Regional Cancer Centre. “I’ve done it every year for years. I don’t tell anybody. I just go down and jump in the lake,” Mr. Murray says. He was speaking with Mr. Gos, his insurance agent, who suggested turning the swim into a fundraiser for cancer research. Mr. Mur- ray’s step-daughter Cindy Bates died a few years ago from cancer, while in her early 20s. So, on Monday, at around 1 p.m., in the two will go. “A nybody who wants to come down and watch someone dumb enough to jump in the lake” is wel- come to come watch, Mr. Murray states. He worked as a commer- cial diver for years in Pene- tanguishene. “Cold water isn’t an issue,” he notes, pointing out as a diver he wore ap- propriate gear. If there was a hole in the suit, “you suck it up. Cold water was an oc- cupational hazard.” He has been jumping into Lake Ontario on New Year’s Day at Paradise Park in the Pickering Beach area, “as long as there’s not too much ice to go in.” If it’s icy, he goes to Ro- tary Park and jumps in. “We’ll park and in we’ll go,” he says. “We won’t spend a lot of time in there. We’ll go in, get completely submerged, come out and go home and talk about how stupid we are.” A jar will be set up and anyone wanting to make a donation can drop in money, Mr. Murray states. “It’s a good way to start the new year. Everything is up from there.” Mr. Murray notes specta- tors and other adventurous types should be on time, as the swim will be finished very shortly soon after it starts. Officers staffing RIDE stops throughout the region during the week of Dec. 19 to 23 checked 3,485 vehicles, administering 84 roadside breath tests and issuing 12-hour licence suspensions to 23 drivers who registered a warning for high blood alcohol concentration. An 88 per cent ‘yes’ vote by a less than 25 per cent voter turnout is not “democracy.” A loaded ballot question and a refusal by the media to actually examine the merits of the issue obviously skewed what minimal results there were. The spirited debate that is the true definition of democ- racy was totally lacking. It may be, as Keith Gilligan argued Dec. 8, that oppos- ing the transformation of Durham Region is ‘swimming against the tide.’ But sometimes that’s necessary to avoid drowning. A letter from a representative of Secu- lar Ontario has Regional council re- thinking its use of the Lord’s Prayer to begin council meetings, and I, for one, think it’s about time. Now, before people jump all over me and say I’m anti-prayer or anti-Chris- tian or anti-anything else, know this: I most closely identify with Christianity, attended Catholic schools throughout my elementary and secondary years and grew up saying the Lord’s Prayer. I have no problem with prayer whatso- ever. What I have a problem with is the idea those of other faiths might perceive a bias. It’s not simply a matter of being politi- cally correct, a phrase some spit out with venom, as if being sensitive to the beliefs of others was a bad thing. In fact, even the least venomous of politicians, Oshawa Mayor John Gray, couldn’t help but make such a comment. “How politically correct we have be- come,” said Mayor Gray during a recent regional council meeting. (I wasn’t there, but I can imagine the tone.) ”I believe it helps set the tone for the meeting.” Why on earth should a Christian prayer help set the tone? There are many ways to get a meeting off to a good start without rote recital of the Lord’s Prayer. It’s a matter of religion and govern- ment not being intertwined in a region so diverse as Durham in the cultural mosaic that is Canada. Christian prayer -- or that of any other religion -- has no place in any coun- cil chambers or any other government building. I was struck, during the recent inauguration of Clarington council, by the invocation given by a local pastor, in which Christ was referred to over and over again. Nothing against the pastor -- he was doing his job. But reference to Advent and the coming of Christ, while being very welcome in a Church, isn’t a discussion that should be invited by politicians to happen in a council cham- bers where people of different races and creeds come with the reasonable expec- tation of fair treatment. Not only is it a perception issue, but it’s a legal issue. The Ontario Court of Appeal dealt with it more than a decade ago, say- ing the practice is illegal and a violation of the Canadian Charter of Rights and Freedoms. The government of a diverse area has the job of representing its constituents -- all of them -- and using a Christian prayer is not the way to do that in Durham any- more, if it ever has been. Jennifer Stone staff writer EDITORIALS & OPINIONS durhamregion.com New faces must make an impact in Pickering The year 2007 is going to be much like 2006 for the City of Pickering, as it tries to move forward on the Seaton development. With a case regarding Seaton before the courts, the devel- opment plan released in the spring by the Province remains in limbo. With that land frozen for the past 30 years and as- sessment growth almost non-existent, Pickering has been looking to Seaton as the bright light at the end of a long, financially-dark tunnel. The court action could delay the development in central Pickering another year or more. The Seaton plan calls for 35,000 jobs and a population of up to 70,000 residents with a mix of densities and housing types in 15 neighbourhoods. Seaton is supposed to be planned as a model community based on the principles of sustainability. Another proposal was in the headlines in 2006 as hun- dreds of community members came together to oppose the redevelopment of the Bay Ridges Plaza. Council approved the building of two high-rise condominium towers and 126 townhouses on the site at Bayly Street, just west of Liverpool Road. Shortly after that approval, residents appealed the de- cision to the Ontario Municipal Board and the developer has also launched an appeal to try and get more development room from the City. The proposed office tower at the south end of the Pickering To wn Centre parking lot is also on the horizon. The project finally has everyone it needs on board so getting enough tenants and staring construction in the next year or two is close at hand. The project will help the city’s downtown core, as well as bring local jobs and help ease the tax burden on residential taxpayers. Budget time will again be tough with little assessment growth in 2006 and residents leery of any double-digit tax increase. November saw a change, albeit a small one, in Pickering council with the election of Jennifer O’Connell and Bonnie Littley. Voters said goodbye to councillors Maurice Breener and Kevin Ashe. The two new councillors must make their presence felt and show voters they made the right choices. This should also be the year the nuclear alerting sirens are finally installed by the Region with four going in instead of the 27 initially proposed. The mayor’s idea of regular Town Hall meetings, meet- ing agendas published two weeks in advance and a code of conduct for councillors, needs to be followed through on to make the political process more open and transparent in Pickering. June will also be an important month for former councillor Brenner, whose trial on fraud charges begins June 19. The specialized monthly fare rate is set at the existing adult monthly pass rate of $87.50. The monthly pass will be available di- rectly from DRT customer service staff. Cash fare and pre-paid account fares on specialized services re- main unchanged. GM suite for Region Regional Council gave pre-bud- get approval for the lease of a box suite at the new Oshawa General Motors Centre at a cost of $50,000. According to Regional chairman Roger Anderson, the Region would not be able to obtain the suite if council waited until budget delibera- tions in the spring. “We have extended this since Nov. 3,” Mr. Anderson said. “There are people in line for it and if we don’t take it they will.” The cost will be split between the economic development and community development budgets. The motion to purchase the suite carried, with three members voting against it. Calling on Feds Durham Region has endorsed a resolution from the City of Vaughan asking the federal government to re-invest in effective environmental programs. As a result of changes made to the Canada Elections Act, brought by the Federal Accountability Act, the power to appoint and dismiss returning of- ficers now rests with the chief electoral officer. Current Chief Electoral Officer Jean- Pierre Kingsley advocated the change. “I have recommended, since be- coming chief electoral officer 16 years ago, that the power to appoint and dis- miss returning officers should rest with the chief electoral officer. I believe a merit-based appointment process will greatly enhance the transparency of the electoral process and improve ac- countability,” he said. The changes were made a few weeks ago. Following which Mr. Kingsley con- sulted with leaders of registered politi- cal parties in the House of Commons to re-appoint qualified incumbents in many electoral districts and new ap- plicants are being sought in the re- maining ridings. Applicants are being sought for the riding of Ajax-Pickering. To qualify, applicants need to be a Ca- nadian citizen, at least 18 years of age, and reside in the electoral district in which they are applying. Returning officers are appointed for a 10-year period and responsible for ensuring the integrity of the electoral process. Pay is governed by regulations with current fees for an election period averaging $18,000. The hourly rate is $37.88 per hour for tasks assigned be- tween elections. During elections re- turning officers work long days and be- tween elections they must be available to complete preparatory assignments on a part-time basis (approximately 200 hours per year). Applicants need experience in the areas of project management, finance, human resources, contracting and public relations. The deadline to apply is midnight Jan. 5, 2007. With the last of three children off to college the house grew quiet and time seemed to drag on. Determined to embrace her new-found independence, Lina took stock of where she was in life. She made a list of the things she wanted to accomplish: get a bet- ter job, travel, improve computer skills, learn to ballroom dance and hone her interior decorating skills. Little did she know but al- most all of these things could be found right at home through the Durham Continuing Education programs. She immediately determined she would apply for a job open- ing in her offi ce. Th is promotion would give her a raise she deserved and provide her with the oppor- tunity to do some travelling. Lina then enrolled in a gener- al interest computing course. Not only did she improve her com- puter literacy, she made many new friends. After class one eve- ning, a few students went out for coff ee and chit chat. When one of the ladies suggested taking another course together in the spring, everyone was excited, but what would they take? With more than 200 courses to choose from the group nar- rowed their decision to two: Interior Decorating and Gar- dening Secrets. Lina couldn’t decide between the two so she decided to take both. She loved the sense of accomplishment she derived from taking both classes, and appreciated the fruits of her new found knowl- edge. Inspired, she was able to redecorate her home, which brought her enormous pride. W hile Lina was able to turn her house into a beauti- ful home, she missed the com- panionship she shared with her late husband. She decided to enroll in ballroom danc- ing with a friend from work. W hen she arrived for her fi rst c lass, she was pleased to fi nd many of the students were also taking a course with a friend. It was there that she met Ted, a 46-year-old divorcee who works for GM. Th e pair imme- diately connected. While his Foxtrot and Quickstep needed a lot of work, his passionate Tango made her melt. Finally, after eight classes he asked her out for dinner and she ac- cepted. Th ey had a wonderful time, and the rest is history. Ten months later they became engaged, and got married last year. To this day, Lina refl ects on how she met her husband and reminds herself that none of it would have been possible if she had not enrolled in the general interest Continuing Education courses. For the second time in three years, the Ajax Minor Hockey As- sociation has been awarded the privilege and responsibility of hosting the Ontario Hockey Fed- eration (OHF) Championships for the juvenile division. This cham- pionship series is at the Ajax Com- munity Centre from April 13 to 15. This year, the Ajax juveniles have compiled an impressive regular- season record of 18-1-0. The single loss was to local rival, Pickering, and the Ajacians are looking for- ward to a rematch soon. In tourna- ment play, the Knights have been equally successful having won nine of 10 tournament games, while losing only one contest to a strong Scarborough Bruins Great- er Toronto Hockey League (GTHL) team. That loss was by a 2-1 score in double overtime in the cham- pionship game of the Mississauga tournament. With the regular season quickly coming to a close, the team will compete in two tournaments in the next three weeks. The Ajax ju- veniles are currently vying for the title at the Paul Coffey Tourna- ment, which attracts teams from all over North America during the Christmas break. Then, in early January, the Knights travel to Mooretown for the International Silver Stick Tournament. The Ajax juveniles have enjoyed tremendous success over the past six years, having won the On- tario Minor Hockey Association (OMHA) championship five of the past six years. The OHF championship week- end begins with a banquet at Car- ruthers Creek Golf Club on Thurs- day, April 12. The committee has arranged for highly-regarded guest speaker Jim Kyte. An NHLer for 13 years, Kyte was the first legally- deaf player to be drafted. The tournament makeup will consist of two OMHA teams, two GTHL squads, and one team rep- resenting Northern Ontario. The cost of hosting the OHF Championships will be funded by the Ajax juvenile team, which is conducting a variety of fundrais- ers. Former Pickering resident an assistant coach with women’s softball team By Brad Kelly Staff Editor DURHAM — Wendy Dobbin has always dreamed of being included among the athletes and coaches who march into the Olympic Sta- dium as part of an elaborate open- ing ceremonies. While the 2008 Olympic Games are still a whole bunch of sleeps away for the Oshawa resident, she is counting them down the same way a young child anticipates the arrival of Santa Claus. When the games of the XXIX Olympiad open in 2008 in Beijing, China, Dobbin will be among the entourage of Canadians who will proudly wear the nation’s colours, serving as an assistant coach for the women’s softball team. “This has been a dream of mine since I was young,” says Dobbin, who grew up in Pickering. “I always dreamed of being part of the Olym- pics. Whatever was required to do to get there, I was going to do it.” While the process of being a member of a Canadian Olympic team has escalated the past couple of months, it actually began when she was a young- ster grow- ing playing the game on baseball diamonds in Pickering. She attend- ed Indiana State Univer- sity and still holds career records for ERA, innings pitched and complete games. She has also participated in 15 National Cham- pionships and more than 20 Pro- vincial Championships. Along the way she played and coached against Lori Sippel, who was named head coach of the national women’s softball team. When the selection process began in early 2005 to round out the rest of the staff, Dobbin submitted her name for consideration. She was assigned various jobs and tasks to complete, including planning and administration of the national program, acting as a liaison with Softball Canada and working with sponsors. Dobbin also gained experience as an assistant coach with the na- tional team that went to Guatema- la, and she had the opportunity to visit the Olympic venue in Beijing, marking the second time she had been there. “I went to Beijing with a team I was playing on in Pickering,” she recalls of competing in the World Championships in 1992. “It was an awesome experience. “To go back and see the cultural changes as well as the progression in the sport was awesome.” Canada qualified for the 2008 Olympics by virtue of a fifth place finish at the World Championships in September. In preparation for what every- one hopes will be a podium finish, the Canadian Olympic Committee has already begun the process of making sure everyone making the trip is prepared. An Olympic Excellence Series workshop was held in Collingwood recently in which Dobbin received invaluable information. In addition to seminars conducted by athletes and coaches where past experienc- es were shared, the event served as a building foundation toward the Olympics in August of 2008. “We learned about the media, preparations, medical things…” says Dobbin, rhyming off a long list. “There are a lot of things we need to look at now so we are pre- pared. “They told us the year of the Olympics flies by, so what we can get done now in advance will al- leviate a lot of stress.” Having designed her own season plans for her teams well in ad- vance, the process isn’t something Dobbin is unfamiliar with. “It’s going the way I envisioned,” she notes. “I was aware of the multi-year planning that goes into these kinds of events.” Next on her agenda are trips with national teams to Brazil for the Pan Am Games and another to Thailand in August for the World University Games. I have come across everything from very good to brutal. This event is held every four years, hosted by Team Ontario showcasing elite teams from across Canada. In the novice division final, Pickering-Ajax held off the previously undefeated Whitby Wildcats 1 team by a 12-10 score. The forward line of Serena Guc- ciardi, Nakisha Slavin and Riley Dar- rah led the offensive onslaught, com- bining for seven goals. The line of Maddy Horwood, Marissa Turpin and Blaire Allison scored five times, with Turpin scoring a pivotal goal to give the Stars a late lead they would not relinquish. Sarah Laughlin provided excellent forechecking to give Whitby’s solid defence all they could handle, caus- ing many of the turnovers that led to scoring chances. In what turned out to be a preview of the final, the Pickering-Ajax novices opened round-robin play with a 5-5 tie with the Whitby 1 team. Next up, the Stars played to a 4-4 draw with the top-seeded Mississauga Mustangs. In a well-played game, the Stars jumped out to a 4-0 lead, only to have the Mustangs fight all the way back to tie the score late in the final period. This was great for you the public. Our company operates its taxi cabs with GPS tracking for safety. The time from customer call to cab arrival is guaranteed to be the shortest in the industry. Before our cab arrives to pick you up, we call you back to tell you of our impending arrival. Our cabs are clean and quiet, free of the offensive voice radios. We do not broadcast your address for others to hear. When you get into our cabs a polite driver in the right dress code provides service as it should be. In the rear of the taxi cab, our customers enjoy a rear colour display showing you a “bread crumb” trail of the route your driver is taking. We take you on a trip, not for a ride. Customers voted with their wallets, and Blue Line was a great success. We were just about to introduce phase 2 with Interac payment, pre-paid taxi cards and other payment benefi ts. Blue Line would have provided all this for the same price. The only people who objected to our presence were our competitors. As a result of their efforts, our license was quashed on what we believe to be a technicality. We ask you - our customers - to support our position. We want to assure you that our company is committed to providing the town of Ajax with unparalleled taxi service. While we have to follow the law and stop our service for now, we will not go away.
