HomeMy WebLinkAboutNA2006_12_17 Incomplete immunization could lead to suspensions By Erin Hatfield Staff Writer DURHAM — The Region’s health department is again mak- ing its immunization rounds, noti- fying students whose vaccination records aren’t up to date that they will be suspended from school. Area students with incomplete immunization records are being notified they must provide up-to- date information to the depart- ment. Under the Ontario Immu- nization of School Pupils Act, stu- dents across the province must be immunized against certain child- hood diseases or face suspension. “Ultimately, our goal is to main- tain a high rate of immunization to protect (students),” said Danielle Pierce, a Durham Region public health nurse. “It also prevents the spread of vaccine-preventable dis- eases.” The health department sent final notices with orders for sus- pensions to 5,907 Durham Dis- trict School Board elementary stu- dents, effective Jan. 16, while 8,621 Durham Region secondary school students and parents received first notices regarding incomplete im- munization records. “In general we can expect to see 500 students who remain out- standing,” Ms. Pierce said, adding that is around the number of stu- dents who will be suspended. Students are suspended until necessary immunization informa- tion is received by the health de- partment or for up to 22 days. With the campaign wrapping up at the end of the month, time is running out for the organization to meet it’s $1.9-million goal. As of Dec. 13 it had reached 55 per cent of its goal; the campaign kicked off in Sep- tember. If it doesn’t meet the goal, officials say the effects will be felt by many organiza- tions and people in the community. “In addition to United Way tightening its belt, funded agencies will also receive a reduction in their 2007 funding. That means that in a time when popula- tion and need is growing, waiting lists for services will also grow, and in fact, many residents may have to leave their own community to access services they currently find close to home,” said Edna Klazek, CEO of the local United Way. Organizations assisted by the United Way include Big Brothers and Sisters of Ajax-Pickering, Com- munity Living Ajax, Pickering, Whitby, and the Canadian Mental Health Association. Don Terry, the 2006 campaign chairman, said one in three people in the community benefit from the United Way. “People tend to think of the United Way as helping people somewhere else and it doesn’t...It’s your next door neighbour, your friends or your family,” he said. He said some of his friends have ben- efited through the CNIB, his grandmother has received help from meals on wheels and he’s a big brother. In 2005, 20,000 people benefited from direct ser- vices funded by the United Way. There is one piece of good news: this year’s campaign is five per cent ahead of where they were last year at this time. However, they did fall short last year, raising $1.6 mil- lion of the $1.9 million target. The United Way reports that be- tween 82 and 85 cents of donor dollars are used directly for charitable purposes in the community. The agency’s fundraising and administra- tion costs vary from 15-18 per cent. Because of its volunteer-to-staff ratio of 80 to one, costs are kept low. There is still time to send in a donation. CAO Brian Skin- ner said the strategic planning session is to take place over probably two and a half days at Fern Re- sort in Orillia, which is about 90 minutes north of Toronto. Mr. Skinner said the session is a chance for senior staff and council to talk about the goals for the next term and to determine the vision to help guide them. Immunization notices, indicat- ing what information is missing on a student’s record, are sent to students and parents through their schools. Parents and stu- dents are given several weeks to follow up with their physician or the health department prior to suspensions. “Parents don’t have to wait to receive a notice,” Ms. Pierce said. “They can forward the informa- tion to their child’s school or day nursery and that information will be forwarded to the health de- partment.” Students are required to be im- munized for diphtheria, tetanus, polio, measles, mumps and ru- bella. Ms. Pierce said the health de- partment also encourages parents to have their children immunized for chicken pox, pneumococcal and meningococcal, which are not required shots under the On- tario Immunization of School Pu- pils Act. Exemptions may be granted for medical reasons, or statement of conscience or religious belief using the special forms available for this purpose from the health department. ✦ Suspensions from page 1 Suspensions start in April Body was discovered in Pickering one year ago DURHAM — The case of four bikers accused of murdering a man whose burned body was found in rural Pickering a year ago was the subject of a pretrial hearing Friday morning in an Os- hawa court. Cameron Acorn, 55, of Kes- wick; Pierre Aragon, 24, of Oakville; Randolph Brown, 35, of Jackson’s Point and 26-year-old Robert “Bobby” Quinn of Kes- wick are charged with second- degree murder in the death of Shawn Douse, a father of two. The 35-year-old Keswick man’s body was discovered in a remote wooded area near the western border of Pickering on Dec. 8, 2005. The four men, members or as- sociates of the Bandidos biker gang, were arrested in June after a six-month investigation by Dur- ham homicide investigators. The probe began after a man walking his dogs in a field near the hamlet of Green River made the grisly discovery. During the investigation Dur- ham cops repeatedly searched the Keswick home of Bandidos member Jamie Flanz, one of eight people massacred in a spectacu- lar internal blood-letting by the gang near London in early April. It was determined Mr. Douse was murdered in the house and trans- ported to the spot where his body was found. Police say Mr. Douse’s murder was not connected to that event. Instead, there was mention about certain items such as the building or widening of more highways. It should be understood, however, that this will invariably lead to the loss of essential agricultural and wetlands. This is not only an unavoidable consequence of the highways themselves, but also takes into account the urbanization and industrialization activities that such highways will spur. Environmental issues should be addressed for what they truly are in their own right; this is definitely not a tree-hugging issue or an intent to protect nature at all costs. Rather, we have to real- ize that the continuation of the current attitude will unavoidably have worsening adverse consequences on public health. This will result in health-care costs and personal trauma that cannot be discounted under the pretense of short-term financial gains for some at the expense of both society and posterity; definitely, such is not the price of progress. If we fail to forcibly address such issues now, then cancer rates and pulmonary diseases, amongst others, will continue to escalate, reflecting the simple fact that we, the citizens of the Region, have chosen to live in an increasingly toxic brew. If you’re street is hopping at 3 a.m., best to stay indoors You may have instinctively filed it far in the back of your mind when your dad first revealed this truism to you, but if you pay attention you’ll wit- ness it proven, over and again: Not much good happens at 3 a.m. Ta ke as an example the exploits of a couple of geniuses in Courtice, up into the wee hours Tuesday morning, to whom it occurred it would be a great idea to go along Townline Road, pull everybody’s trash out into the middle of the street and then drive a pickup truck through it. No matter how you stack it up, that spells fun, right? Um -- actually, no. What it spelled for these guys was criminal charges, mis- chief specifically, and a trip to the slam. Contrary to what you and a few dead poets may think, there’s really not much wisdom to be found at the bottom of a bottle. Consider the guy who is alleged to have got liquored up before driving along Dundas Street in Whitby early one Oc- tober morning -- 3:30 a.m. is the official incident time supplied by the coppers. Everything was going reasonably well until the vehicle plowed into the back of a marked police cruiser, which was stopped at a red light. Ouch. The driver was found to have more than twice the legal blood-alcohol limit; both officers required medical at- tention. Sometimes you can be minding your own business when early morning trou- ble arrives. Ask the Oshawa guy who was hanging out with his girlfriend when the phone rang -- it was an acquaintance looking for a ride to the north end to pick up some money he was owed. Our guy complied only to have the caller turn on him; the victim wound up being stabbed, slashed and ultimately robbed for his troubles. It was 3:30 in the morning on Sept. 21 when cops on patrol in Oshawa became suspicious of what turned out to be a stolen van. They followed, busted the driver, and found a loaded .303 rifle, two hunting knives, break and enter tools and more than 60 rounds of ammunition. Just a few examples, but poignant re- minders: If there’s activity on your street in those wee, dark hours, better hope it’s Santa Claus. Jeff Mitchell staff writer EDITORIALS & OPINIONS durhamregion.com Councils should retreat to Durham It’s a problem that comes up after every municipal election. How do you bring the newcomers on council up to speed? While it will take months for brand-new electees to really find their form and learn the ins and outs of local and regional council, it is important to spend a few days going over council procedures, pressing issues and possible roles for the debu- tantes to fill. And it isn’t a bad idea for returnees to brush up on all the things they need to know as well. Many councils like to take some key staffers and head off on an overnight retreat. While there is some merit in the idea, the question must be asked: Why do these retreats always seem to take place beyond the borders of Durham Region? In fact, a number of retreats in recent years seem to land in the Barrie- Orillia area, not much more than a dice roll away from Casino Rama. What’s wrong with finding a place in Durham Region, or better yet, in the very municipality where the council resides? Surely, with all the development that has taken place across Durham in the past few decades, there are decent, affordable places to meet where the work can get done, councillors and staff can be undisturbed and those who wish to go home at night, can do so. It should be remembered that councillors are elected to pro- mote their local businesses, among other things. You would think it would be important for newcomers to get off on the right foot and to insist that retreats take place close to home. But it seems to rarely, if ever, happen. There is a lot of talk about team-building on these retreats but surely it doesn’t take an expensive stay at some out-of-re- gion resort to accomplish such a goal. There must be a better, more responsible way to use precious taxpayers’ funds than to pack an overnight bag and head somewhere out-of-region. If it’s a little gambling action councillors and staff crave, they already have a few options in Durham anyway. Why not head to Port Perry and spend some time at the Great Blue Heron Ca- sino. Or if slots are your thing, how about meeting somewhere near Picov Downs in Ajax? The bottom line is that Durham councils should meet in Durham, period. At the board of director’s Dec. 8 meet- ing, CEO Marilyn Emery said approximately 105 of 180 positions across the province are going to be filled with the first wave of post- ings. The Central East LHIN is going to end up with about 20 staff. The LHINs are responsible for planning, integrating and funding local health services in 14 different geographic areas of the prov- ince. They were created by the Province in the spring. The LHINs have been having difficulty at- tracting people with skills and/or experience for the performance and finance positions, Ms. Emery said. These positions were re-advertised a few weeks ago and in order to attract more can- didates the positions were re-titled to be more consistent with similar roles in the pri- vate sector (for example, performance/con- tract management consultant was changed to business and performance analyst). For just as many, it is a time of simply surviving the season of stress. We forget about the intention of the season and begin to strive to meet the expectations and needs of others, losing ourselves in what we should be doing, rather than doing what we want to do. We forget that it is our intention to celebrate the season! Negative automatic thought pat- terns can begin even before the holi- day season does. We tell ourselves what we “should” be doing rather than checking in with ourselves and seeing what it is we need or want to do. You hear people say “I am going to be so stressed out over the holidays,” or “I hate the holidays, it is so stressful,” as this is the only way they can experience it. We become anx- ious and fright- ened of what we imagine is go- ing to happen. For example, we worry and are fearful of be- ing perceived as “cheap” when we buy a gift. We are afraid someone is not going to give us a gift, which will mean that we are not loved (or appreciated, etc.). We are afraid we won’t be in- vited to enough parties, signifying that we are not popular or that we re- ally don’t have any friends. This automatic thinking is called catastrophizing and is characterized by projecting negative ideas into the future and believing that they are true or real. We all catastrophize. However, when it is done to excess, the result is that we create a state of fear about the future that we react to emotionally and physically. The brain and nervous system react to our thoughts as though there is a real threat in the present moment causing the body to go into “fi ght or fl ight”. But the letters in the word FEAR stand for ‘False Evidence Appear- ing Real’, and the fact is that most of what we fear never ever happens. Instead of planning to be stressed over the holidays, we can try to be mindful of our thoughts and what we are telling ourselves. This awareness and consciousness of thinking can be cultivated through the practice of mindfulness so that we just show up in our lives each day and see how we actually feel rather than telling ourselves that we are so stressed out! The holidays present a wonder- ful opportunity to evaluate what it is you need to do to make your holiday season what you desire it to be rather than what everyone else seems to be doing. Augment- ed at this time of the year by its “Brighten a Life this Holiday Sea- son,” catch-phrase, CBS, the not- for-profit charitable organization that manages the blood supply in almost every part of Canada, hopes to attract more than 1,500 donors to clinics being held Durham-wide until year’s end. By the second week of Decem- ber they were well on the way, with more than 700 units collected, and eight more clinics to be held in the Region before Dec. 30. “That’s a good sign,” said Sue Harris, a clinic recruitment coor- dinator at CBS. The goal is to col- lect 11,000 units in Central On- tario (Napanee to Owen Sound to Oakville) -- between the beginning of December and Jan. 2 to help meet patient needs during what is traditionally a busy time in hos- pital emergency departments and wards. “The need for blood never stops,” Ms. Harris said, and presents a compelling reason to roll up the sleeve when she said that, “Each donation of blood has the poten- tial to save three lives. When you donate one unit of whole blood -- 450ml -- it’s sent to the lab for testing and processing. It goes into a centrifuge which separates it into platelets, plasma and red cells. Do- nors could be helping a cancer patient with the platelets, a burn victim with plasma and someone who has been in a motor vehicle accident with the red cells.” During this year’s campaign, if they wish, donors can send a holi- day e-card to let friends and rela- tives know what they are doing and to “help spread the message about the continuing need for donations,” Ms. Harris said. Christmas trees are set up in the clinics and do- nors have the opportunity to hang a special star on the branches to honour loved ones and other spe- cial individuals. Donating blood is easy to do, Sue said, and only takes about an hour to complete. Give blood and Brighten a Life this Holiday Season Julia McCrea hopes minister of education will intervene By Crystal Crimi Staff Writer DURHAM — An Oshawa trustee elect is trying to re- tain her seat, even though the public school board has declared it vacant. In a letter to the edi- tor, Julia McCrea said she is hopeful the ministry of education will intervene to allow her to serve as an Oshawa trustee and keep her job as a teacher at the York Region District School Board. The Durham Dis- trict School Board declared her spot vacant at its Dec. 11 special meeting. Under the Education Act, a trustee cannot be employed by any school board; they must also take a leave of absence during the election. “I am trying to find a so- lution to this problem,” said Ms. McCrea in her letter. Since the election, she has been lobbying the pro- vincial government to pass an order to let her be a trust- ee and a teacher, she said. Her letter to Premier Dal- ton McGuinty has been for- warded to the minister of education. “Right now, I can tell you Ms. McCrea’s letter is with the minister who will respond shortly,” said min- istry spokeswoman Patricia MacNeil Thursday after- noon. Ms. McCrea said she informed Craig Burch, the Dur- ham public board’s director of education, that she couldn’t take the oath of office until the ministry makes a decision to allow her to keep both posi- tions. “My under- standing is that I have not disclaimed the position of trustee, that I have not been disqualified from hold- ing the position of public school trustee by any court and that I can still take the oath of office should the minister of education make a favourable decision,” said Ms. McCrea. She added Mr. Burch seems to be of a different opinion and recommended the board declare a vacan- cy. “I’m not sure that is a legal option for the board,” said Ms. McCrea. Ms. MacNeil said the board would have to seek legal council in making the decision. “It’s not the ministry’s area to advise the board on that,” said Ms. MacNeil and added that’s up to the board’s legal advisers. In a previous inter- view, Ajax Trustee Marilyn Crawford, chairwoman of the Durham Dis- trict School Board, said because Ms. McCrea did not take a leave of absence and is still employed by the York Region school board, in the board’s and its lawyer’s minds, they were declaring the seat vacant. The board will discuss how to fill the empty seat at its Jan. 8, standing commit- tee meeting. The options in- clude holding a by-election, appointing one of the un- successful candidates from the municipal election, or inviting all those interested to participate in an inter- view process. “If they request a by-elec- tion, we would hold one,” said Oshawa clerk Sandra Kranc. “We would run the by-election in the same manner we would hold an election.” Oshawa MPP Jerry Ouel- lette said there needs to be checks and balances in place for screening election candidates. “I think that’s where the initial problems started,” he said. Although Mr. Ouel- lette has heard a few sides to the story, he thinks a sim- ple question such as, ‘are you employed by a school board’, could minimize con- flicts. He said there needs to be something to verify a candidate is eligible. “The big thing now is to see how this is resolved,” said Mr. Ouellette. He said the issue has been brought to the minister of educa- tion’s attention and the normal practice would be to formulate something to ensure it doesn’t happen again. In regards to teachers as trustees, he said trustees are required to govern other teachers. “I think that it would be difficult to be governing your own self-body,” said Mr. Ouellette. He added they don’t want to exclude teachers, but school boards do estab- lish committees and review processes that allow teacher participation. To establish a process to replace Ms. McCrea’s vacant seat, the board should first find out if there’s a prec- edent set by other boards in the province and what has worked, said Mr. Ouellette. “I don’t think the door should be open for those individuals who weren’t willing to put their name on the ballot,” said Mr. Ouel- lette regarding the appoint- ment option. He said for the interview procedure, the board could pick someone they like instead of some- one people voted for. The Durham Catholic District School Board has used the appointment op- tion in the past, including when a trustee resigned about four years ago, late in the term. That’s what keeps Ajax Ladies’ Recreational Basketball League president Kevina Morrison — a 21-year player in the loop — com- ing back season after season. More pointedly, it’s the social aspect that surrounds the hard- wood play. “I just like to play, it was for fun. It actually is fun. It’s social, you go out for a few beers and hang around with each other,” says Morrison of the after-game ritual that follows Wednesday night games at an Ajax elemen- tary school. After playing high school ball in Etobicoke, getting mar- ried and hav- ing children, Morrison was searching for an outlet. For- tunately enough, she stumbled upon a story in the Ajax-Picker- ing News Advertiser, looking for players for the women’s basket- ball league. Morrison says she and others jumped at the chance to get back in the game. “The News Advertiser played a huge role in our league. That’s where I saw the notice: Basketball players needed. I thought, ‘wow, that sounds cool’. That’s how a lot of us joined was by the ad in the News Advertiser.” Morrison says a mix of players — of varying ages and skill lev- els — populate the four-team league’s rosters, w ith about 80 per cent of the players residing in Ajax and Pick- ering. While the league, says Morrison, does without some of the trappings of other leagues, pointing out the basic uniforms for the teams, what the league won’t do without is top-quality officiating. “We’ll save money on the shirts, but we won’t skimp on the cost of officiating,” says Morrison, who plays forward with the East Side Mario’s squad. Many of the players have bounced around the league for upwards of 20 years, includ- ing at least one grandmother. Others, mostly 30-somethings, also return to the hardwood each season in the league t hat’s been in existence in the town for more than 30 years, she says. There’s little turnover in the rosters from year to year, with the rosters picked anew each season, which begins in late September. The players are ranked in terms of ability at these early-season tryouts and drafted onto teams. Pregnancy and moving out of town are the chief reasons over the years why players have left the league, says Morrison. For Colleen Wetering, who joined the league at the same time as Morrison, it’s being in- volved in the game of her youth, while also enjoying a night out with friends in the league. “I always played basketball through high school and once I had kids I wanted to get back into it. Since I started back (in 1986), it has been more com- petitive, but you have fun, too,” says Wetering, a mother of three who’s playing with the Cherry Red Tomatoes squad this year. We tering notes most players have had some basketball experience in their past and, in the past several years, the compe- tition has risen. But, mostly, the league is about exercise, fun and camaraderie. “It’s a good workout. You get out as much as you put into it. I like the social part of it. We all meet after the game, which is a nice part of it. We do rotate the teams each year and you meet new people, so it’s a good league in that way.” The league has a grandmother on the court in Engrid Carmi- chael-Johnson, who’s been in the league for the past 17 years. This year, she’s playing the guard posi- tion with the Scotiabank squad. Like most, after playing bas- ketball in high school, she was looking to keep playing. A Scar- borough resident, she was ini- tially part of a Toronto women’s league that later folded. With no league to play in, she looked around until coming across the Ajax loop. She’s been part of the on-court proceedings ever since. “It’s the people,” she says for her reason for staying and play- ing over the past 17 years. “It’s a friendly league. We’re all like fam- ily, so it’s nice,” says the grand- mother of one, with another on the way. She stops, resting her left hand on a black and white photo of a young woman and a little boy -- fourth row, third square from the right. “That’s me and my brother Bill,” Ms. Ashley says. The retired nurse can still remember when the photo was taken: a cold winter’s day dur- ing her nursing training when she came home to the small farm that overlooked the Hock- ley Valley. Her brother, 11 years her junior, brought much joy to her life. Having been raised with three older brothers, she took great pride in the littlest addition to their fam- ily. “He was a very bright, articulate guy,” she remembers fondly. “He had beautiful blue eyes and eyelashes most women would kill for.” She missed him when he moved away to California, but nothing prepared her for his return to Toronto in 1991. Bill, 45, was im- mediately admitted to Toronto General. Ms. Ashley saw her beloved brother three times during that week he was in hospital. After the third visit she left not knowing what to think. By the time she drove from Toronto to Ajax, he was dead. The official statement was that he died of cardiac arrest, but Ms. Ashley knew the truth. “I knew he had AIDS,” she says, her eyes brimming with tears. “Of course we knew. We didn’t think that he would die that quickly.” With the stigma that surrounded HIV/AIDS in the early 1990s -- and in many ways contin- ues to surround the disease to this day -- the family did not mention the dreaded word when they brought Bill’s body home to be buried. “When you are raised in such a small, tight- knit farming community, it’s not something you discuss,” she said. “It bothered me a lot that I wasn’t being honest about my brother’s life and his death but that’s just the way it was.” She gave in to the stigma and kept the si- lence for five years. Then in 1996, Ms. Ashley was at a Whitby Rotary Club meeting at which the president asked someone to take up the cause of raising AIDS awareness. “I waited for someone to acknowledge this statement,” she said. “Surely someone would step forward.” The silence was deafening. And then, with a hand raised uncertainly and a voice that could barely be heard, Ms. Ashley broke her long silence. “I’ll do this,” she heard herself say. Using her background as a nurse, a social worker and a long-time volunteer, Ms. Ashley set about making small inroads into the enor- mous task of raising awareness for a disease not many wanted to acknowledge or discuss. The AIDS Awareness and Education Com- mittee worked with the John Howard Society, the AIDS Committee of Durham and the Posi- tive Care Clinic to assist on a local level. One of the first big projects of the Whitby Rotary Club’s AIDS committee was to create the Travelling Tribute Quilt. For $100, pri- vate and corporate donors would receive one square to decorate as a tribute to those living with AIDS or who had succumbed to the disease. With the help of local quilter Annette Janca, the tribute quilt, with its 71 unique squares, was born. It has made its way around North America, serving as a tangible reminder of the impact of AIDS. With the support of many individual Rotar- ians from her club, Ms. Ashley continued to raise the profile of the Rotary AIDS commit- tee. After much success in spreading the word through Rotary Clubs across Ontario, the group was branded as RADAR -- Rotary Ac- tion for the Development of AIDS Responses -- in 2003. Over the years, the group met with Stephen Lewis, with then prime minister Paul Martin, and with Bono. They’ve spoken at International AIDS Conferences, showcased the Canadian premier of ‘A Closer Walk’, and were instrumental in getting seven-year-old Paige Pedlar’s children’s book published. The Whitby native wrote the moving story after watching a documentary on the plight of or- phaned children in Africa. RADAR -- created by Ms. Ashley and imple- mented by a slew of volunteer Rotarians from district 7070, including local businessman Ray Richardson -- has since become a Canadian model for Rotary districts that want to help with the HIV/AIDS pandemic. The group uses the funds it raises to support local, national and international AIDS initia- tives and programs. The Howard Hospital in Zimbabwe has been the benefactor of much of their support. When Ms. Ashley gets overwhelmed by the sheer size of the project, she thinks of her brother Bill. “I am my brother’s keeper,” she says. “But it’s not just him. I see Bill in many of the people I work with, the people who volunteer, who live with the disease, who fight to raise awareness.
