HomeMy WebLinkAboutNA2006_09_03V an missing after incident in which body was discovered in gravel drive on Fairport Road PICKERING — Durham police have identified the man whose body was found sprawled in a driveway in north Pickering earlier this week. Ramesh Partap, 32, was found on a property on Fairport Road around 6:30 a.m. Tuesday. An autopsy was conducted Thursday, but police are withholding the cause of death and other details of the investigation. Mr. Partap is Durham’s fifth homi- cide victim this year. A man who was stabbed outside an Ajax nightclub early Friday be- came the sixth. Investigators have yet to locate the dead man’s vehicle, a white 1999 Caravan with the licence plate ACVA 820. Residents are warned not to approach the vehicle, but to call po- lice. Police were called to the property early Tuesday after the man’s body was discovered and spent the next couple of days gathering evidence at the site. Mr. Partap was found lying on the ground shirtless; a shirt and undershirt were located close to his body. Homicide detectives want to hear from anyone who has information on Mr. Partap’s movements prior to his death. They also want to speak with any- one who noticed unusual activity in the vicinity of Fairport Road and Finch Avenue earlier this week. Pickering homicide victim identified as Mississauga man By Jeff Mitchell Staff Writer DURHAM — Police have laid several charges against the driver of a Jeep in- volved in a crash that killed an Oshawa woman and her son and await results of blood tests to see if further counts are war- ranted. Syed Zaeshan Naqvi surrendered to OPP in Whitby Wednesday morning, Constable David Woodford said during a media brief- ing at the detachment. The 25-year-old Scarborough resident is charged with three counts of dangerous driving causing death, a single count of dangerous driving causing bodily harm and one count of driving while under suspension. He was held for a bail hearing. Mr. Naqvi was the driver of a Jeep Cherokee that crossed the centre line to pass another vehicle on Hwy. 12 north of Brooklin Saturday night. His southbound vehicle slammed head-on into a north- bound Grand Am being driven by 34-year- old Dorothy Sauve of Oshawa. Ms. Sauve and her 17-month-old son Matthew were killed, as was Salman Javed, 24, of Scarbor- ough, a passenger in the Jeep. Mr. Naqvi, who sustained a broken arm in the crash, was originally arrested for impaired driving and provided blood and breath samples before being released. Po- lice have sent the blood sample to the Centre of Forensic Sciences so it can be de- termined what his blood-alcohol level was at the time of the crash, Const. Woodford said. “We don’t know how much alcohol was in his blood at the time of the collision,” Const. Woodford said. “There was alcohol on his breath,” he added. “There were empty beer (contain- ers) in the vehicle.” Const. Woodford stressed that the inves- tigation remains open. Police laid the dangerous driving charg- es because of the nature of the accident, he said. The Jeep was passing another vehicle on a curve marked by a solid line when the crash occurred. The dangerous driv- ing causing bodily harm charge relates to injuries sustained by another person in Mr. Naqvi’s Jeep; that person remains in critical condition in hospital. A conviction for dangerous driving caus- ing death carries a maximum sentence of 14 years in prison, Const. Woodford said. The Jeep full of friends was returning from a casino when the crash occurred, he said. Const. Woodford, who was at the scene of the collision, said it was a horrific scene. “Devastating. Just devastating,” he said. “The laws are clear: You’re not supposed to pass on a curve.” A funeral for Ms. Sauve and her son was to have been held Saturday. Greater Toronto Area municipali- ties, including Durham Region, that export more than 1 million tonnes of garbage to Michigan each year have four years to stop the flow of Ontario garbage to Michigan. A clear plan to curb the flow of On- tario trash into the United States was announced Thursday, and Regional Chairman Roger Anderson welcomed it since it removes the threat of a sud- den border closure that has hung over the Region’s head. “I think we have a very good plan of action for dealing with Durham’s waste in Durham,” said Mr. Anderson. “We have clear direction from council and we have government support.” The solution is an energy-from- waste facility, which would see Dur- ham and York Regions’ garbage in- cinerated. Regional Council endorsed the plan in June. “It certainly allows us more time to work on our environmental assess- ment and concentrate on the job at hand,” Mr. Anderson said. “It gives us some stability and opportunity.” Currently, the Region of Durham transports 143,000 tonnes of garbage to Michigan at a cost of around $10 million a year, according to Mr. An- derson. In the agreement between Ontario and Michigan, there will be a 20 per cent reduction of Canadian trash within the first year, a 40 percent re- duction within two years and a com- plete end to the shipments within four years. The Region shouldn’t have any trouble meeting the 2010 deadline, according to Mr. Anderson. In fact, he said Durham is ahead of other areas that are affected by the change. “We have started our environmen- tal assessment process for our so- lution to Durham’s waste,” he said. “So for us it shouldn’t be a problem as long as the process isn’t delayed any.” Furthermore, the more immediate 20 per cent reduction shouldn’t be a problem for Durham. “With our green bin program we are doing very well,” Mr. Anderson said. “The public is very supportive and I don’t think we will have any problem meeting that target.” Providing there are no delays, Mr. Anderson said he is optimistic Dur- ham and York’s incinerator will be up and running by 2010. As long as Ontario meets the terms of the agreement, US senators have agreed not to pursue the passage of amendments in this year’s Homeland Security appropriations bill which could have stopped trash from cross- ing the border. 955 Westney Rd. H onorarium may rise to more than $16,000 By Crystal Crimi Staff Writer DURHAM — Public school board trustees could soon be getting a 200 per cent raise. Under new provincial regulations for school board members, Durham District School Board trustees could receive a maximum of $16,451 a year, while the chairperson could get $24,767 and the vice chairperson $20,609. “That compares with the current hon- orarium under the regulation of $5,000 a year,” said board treasurer Ed Hodgins during the Aug. 30 school board meeting. “So, an increase of $11,400 per year is the maximum that can be recommended by the citizens’ committee and the maxi- mum amount that can be approved by the board.” Under the regulation, approved by the minister of education in late July, the board has to approve a policy on hono- rarium by Oct. 31 for the next term of trustees, but can’t until a citizens’ advi- sory committee has submitted recom- mendations on how much they should receive. The group also has to suggest an amount of retroactive pay covering the Sept. 1, 2005 to Nov. 30, 2006 time period for current trustees. A report from Mr. Hodgins said the new, annual hono- rarium limit for that period is $16,436 or $1,369 a month. The citizens’ committee has to include three parent and three community repre- sentatives from school councils. According to the regulation’s formula, a base of $5,900 and enrolment amount of $10,551 is the maximum increase al- lowed for Durham District School Board trustees. A $50 attendance fee could also be added for trustees who attend each legislated committee meeting, which in- cludes the Special Education Advisory Committee and the Supervised Alterna- tive Learning for Excused Pupils. Pickering Trustee Paul Crawford rec- ommended giving staff direction to es- tablish a committee and have them make a decision and recommendation. “And at that time, we can have a de- bate,” said Trustee Crawford. Whitby Trustee Liz Roy asked about the criteria for organizing the citizens’ committee. “How will we be seeking people to participate in this?” asked Trustee Roy. Director of education Craig Burch said he’ll invite people over the phone to be on the committee and send a confir- mation letter afterwards. He added he doesn’t want to send out a general letter looking for participants because of the short timeline. “I would make every effort that the six people are from the various municipali- ties of the region,” said Mr. Burch. “I think that’s essentially what I was looking for,” said Trustee Roy. According to a memorandum from the Ontario Public School Board’s As- sociation, student trustee honoraria will be outlined in a regulation expected to be finalized before the end of summer. Trustees passed a recommendation to have Mr. Burch establish a citizen’s com- mittee to report back to the board with recommendations in conjunction with the honorarium regulation. Looking for commuting stories Provincial scores are looking up School EQAO results to be released Sept. 13 DURHAM — Ontario students are getting better at reading, writing and math. More Grade 3, 6 and 9 students are meeting provincial standards in educa- tion, according to provincial test results released Aug. 31 by the Education Quali- ty and Accountability Office. The provin- cial standard is a level 3, which equals a mark equivalent to a ‘B’ or higher. For Grade 3 reading, 62 per cent of students met the standard in 2005-2006, compared to 59 per cent in 2004-2005; for writing the number increased to 64 from 61 per cent, and in math it went to 68 per cent from 66. Similarly, Grade 6 students increased to 64 from 63 per cent in reading, 61 from 59 per cent in writing and 61 from 60 per cent in math. This year, 71 per cent of Grade 9 stu- dents in academic math performed at the provincial level, compared to 68 per cent the previous year, and in applied math, the number rose to 35 from 27 per cent this year. School board and school by school re- sults will not be released until Sept. 13. Last year, Durham District School Board’s results for Grade 3 students were 61 per cent for reading, 60 for writing and 66 for math. The Grade 6 results were 63 per cent for reading, 57 per cent for writing and 60 for math. Durham Catholic District School Board had 60 per cent of its Grade 3 students meet the standard for reading, 61 per cent in writing and 63 in math. For Grade 6, results were 64 per cent in reading, 62 per cent in writing and 60 per cent in math. For Grade 9 applied math in the pub- lic board, 23 per cent of students ob- tained the standard and 63 per cent did for the academic program. In the Catholic board, results were 19 per cent for applied and 50 per cent for academic. durhamregion.comA/P PAGE 6 THE NEWS ADVERTISER, SEPTEMBER 3, 2006 EDITORIAL LETTER TO THE EDITOR Make sure you think before you drive The tragic car accident which claimed the life of moth- er and baby last weekend should cause all drivers to pause and reflect. Any traffic fatality is a devastating occurrence but when it takes the life of a child it can’t help but bring a tear to one’s eye. We reflect on a life that was just starting and inevitably it leads to the question, “Why?” Dorothy Sauve and her 17-month-old son Matthew were killed on Hwy. 12 when a Jeep driving in the opposite direc- tion pulled out to pass and slammed into Mrs. Sauve’s car. Just more than a week before a young boy’s life was also taken when a truck crashed into the back of the family car on Hwy. 401 in Ajax. Dangerous driving causing death charges were laid in the Sauve case on Wednesday while the 401 accident is still under investigation. Regardless of charges, these and other accidents could have been prevented. There are many factors that can lead to accidents: alco- hol, faulty vehicles, lack of driver focus and road condi- tions. The common denominator in all is the driver. It’s the driver’s responsibility to not drink and drive, ensure his vehicle is serviced regularly, give total focus to the road when driving and drive according to the conditions of the road. Another issue is age. Not all, but many young drivers don’t have a true sense of mortality and often take stupid risks behind the wheel. On the other side of the age spec- trum, many elderly drivers who have diminished reaction time can put other motorists at risk. The provincial government needs to step up testing and the OPP needs to continue to clamp down on dangerous drivers. A local family told the News Advertiser a harrowing story about an impaired driver they trailed on Hwy 35/115 from Lindsay to Oshawa on Hwy. 401. Four phone calls to OPP and promises that he would be stopped at Courtice Road proved fruitless. The family did everything they could to warn oncoming traffic as the suspect vehicle swerved and came to abrupt stops along the highway. That lack of police response could have been fatal. Drivers also need to remember these tragedies when they are out on the road and contemplating a dangerous pass or are following other vehicles too closely. A few minutes here and there seem pretty irrelevant when lives are at stake. Is the green bin for everyone, reader asks To the editor: With all the fuss over having households in Durham Region get into the whole green bin program, why is there absolutely nothing in place for industrial green bin use? I don’t see recycling bins in malls, stores or parking lots. I don’t see the food courts in malls using green bins. I don’t see restaurants using green bins. The biggest difference would be made if all the commercial locations were forced to ‘go green’ too. S chool hasn’t even started and al- ready the complaints about report cards have begun. This time, they’re not coming from students upset about a mark or a parent disappointed by a grade, they’re coming from teachers. The latest proposal that one of the Province’s mega unions is throwing it- self behind is to reduce the amount of report cards for elementary students from three to two a year. “It’s a significant workload issue,” said Rachel Gencey, president of the Dur- ham local of the Elementary Teachers’ Federation of Ontario in a recent inter- view. She said prior to writing reports, there is lots of pressure to do assessments and tests to evaluate students. She said teachers also have to do report prepara- tion in addition to their regular classes, and the reports cause a lot of stress. But report cards are no secret to aspir- ing teachers and if they’re not prepared to handle them or put the extra time in required to do them, they shouldn’t pursue that career. Teachers get paid a lot of money to do their jobs, they also get a lot of benefits and two months off in the summer, as well as other vacation time throughout the year. By eliminating a report card, it would only cause more stress in the lives of teachers. The tension that already ex- ists between some parents and teachers would grow, since many parents look forward to written reports and would likely be disgruntled about losing one. As a parent said, grades are also a goal for students to work toward. For an elementary student, there’s noth- ing better than running home with a good report card flapping in their hand, and bursting through the front door to show a parent their proud accomplish- ments. On the flip side, if it’s a bad report, it gives students an opportunity to tell their side of the story before par- ent/teacher interviews. It also allows parents to be better prepared for the interview with questions. There are a lot of good teachers out there, and sure, they probably work hard, but so does everyone. Be it a sandwich shop employee or an executive director, everyone puts in extra hours and experiences stress. The difference is how they handle each situ- ation. Maybe teachers should be asking for more stress management courses instead. When teacher groups so frequently complain about their jobs and ask for more all the time, it doesn’t set a good example for the youth they’re teaching, or have a positive influence on their fu- ture work ethic. Certainly, we have enjoyed the company of our children for the summer. We have enjoyed our progeny for 9 1/2 weeks or 63 days or 1,512 hours or 90,720 minutes or – if you are really a masochist – 5,443,200 seconds! As happy as we may be to have them back at their studies, our fondest wishes are reserved for their feelings. We want them to want to return to school. To want to succeed. To enjoy the quest. To work hard – perhaps even harder – this year. But, how to accomplish this. What can we do to help? A quick review of the two rules of motivation will help. 1. We cannot motivate children. We can create lots of stress for them (and us); we can complicate their lives but motivation comes from within. Your child is already motivated to do those things that they feel are important or of value to them. They lose motivation when they are expected to do things they do not understand and that do not appear to be important to them. So what happens when our kids start back to school seemingly motivated and then lose that momentum? Where does their motivation go? No matter how hard it is to believe, our kids are capable of logical and rational thought. How they are acting is a direct result of some conclusion or feeling they have – usually not consciously held – about themselves. If they don’t appear motivated, it’s because, deep down, they have concluded that giving the appearance of trying is not in their best interest. The trick for us, as parents, is to make sure that our expectations are properly understood at our child’s level, not just at ours. Visualization exercises can often help. Have your child visualize success in school. Make the picture complete. See the classroom. See completed homework being handed in. See a report card. See him/herself studying without distractions. See the fi nal result – happiness and so on. And fi nally, here is the last, true secret. Motivation is a result of the action you take to achieve your values and goals! Action comes fi rst; motivation follows. For the fi rst few months of every new school year, help your kids devise a study time, help them get and stay organized and make sure they know how to start every assignment or homework piece. Enrolling in a good study program will help. Help them get started! That’s the key – starting – action! Action fi rst, feelings later. Don’t expect deep feelings of motivation to arrive before action. Start the engines fi rst. The celebration comes later! The incident began around 2 a.m. when cops attempted to stop a stolen Chrysler at Gibb Street and Stevenson Road in Oshawa, police said. When the driver of the Chrysler fled, officers called for backup and pur- sued the vehicle onto the 401 at the Park Road ramp. The Chrysler continued on after a tire blew, the rim throwing sparks, police said. The stolen car exited at Thickson Road in Whitby, then proceeded north be- fore slamming into a tractor trailer at Champlain Drive. Two cruisers attempting to block the car in were dam- aged when they hit the Chrysler. Two men leapt from the car and took off on foot. The driver was quickly arrested by police, while another suspect was cornered at a nearby plaza by construc- tion workers. The suspect held the workers at bay with a screwdriver until cops ar- rived and arrested him. Two Durham officers sus- tained minor injuries when their cruisers ran into the Chrysler, police said. Ken West, 26, of Wel- lington Street in London, faces numerous charges, including theft, possession of stolen property, danger- ous driving and flight from police. Jonathan Loveday, 32, of no fixed address, was charged with theft and weapons charges, among other counts. But upstairs in the big Oshawa high school, about 50 students who couldn’t wait have already started classes by taking a Getting Ready for High School program offered by the Durham District School Board from Aug. 21-25. “I’m nervous, but excited,” said Laura Simpson, one of the program’s participants. Laura went to elementary school in Ajax at Eagle Ridge Public School, but will be attending O’Neill CVI for its performing arts program. “I get to start over again because no one knows me, it’s kind of cool,” said Laura, standing near a row of lockers that lines the upstairs hallway outside her class. Inside the room, teacher Sherry Bernard gets students to solve math problems on the chalk board. Through the program, the soon-to-be Grade 9 students also learn English and study skills during the half-day, one week course. Most of the students involved are going to O’Neill CVI, but some are also going to Eastdale CVI, McLaugh- lin CVI and Central CI. Ms. Bernard said learning how to study is a big part of the program because it’s not really something stu- dents learn in elementary school or are taught in high school. They’re also taught to plan for projects. Ms. Bernard, a math teacher of 17 years, has been involved in the Get- ting Ready for High School program for three years and said it’s funny how scared new students are about mak- ing the transition. “A lot of it is the anxiety of coming to high school, so a lot of them come (to the program) to meet new people,” said Ms. Bernard. “Grade 8, they’re king of the castle, Grade 9, they’re bottom of the pile.” Laura said the thought of older kids makes her nervous. “I came from a school where I was the oldest and now I’m going to be the youngest,” said Laura. Hayden Joy, who is attending East- dale this year, is also nervous. De- scribing himself as shorter, Hayden said he’s worried about getting bul- lied. “They can be really big and push you in lockers, at least that’s what you see in movies, but I don’t know if that happens here,” said Hayden, dressed in shorts and T-shirt, a combo he plans to continue when he starts high school, right up until it gets cold. He said some of his worry has been relieved through the high school ready program; the teacher assured them Grade 9 initiation no longer oc- curs. “I feel a lot better,” said Hayden. Hayden also hopes the pre-high- school course will help him start sec- ondary school off on the right foot. “I need to know more about orga- nizing myself,” said Hayden, who was late for school 13 times last year. He said he hopes to decrease the number by 10 for Grade 9. He also plans on taking advantage of the study tips he’s learned in the program throughout the school year. DURHAM — For high school students, you have to give to get. Before graduating from high school, students have to complete at least 40 hours of community service on their own time. According to the Durham Dis- trict School Board, the requirement is to help youths understand civic responsi- bility, get involved in their community and help them feel a sense of worth. Eligible activities include: fundrais- ing; coaching or organizing community events; helping with food drives; partici- pating in visiting and reading programs; serving on advisory boards; providing Sunday school assistance; volunteering for a local zoo, art gallery or production; helping someone who requires assis- tance with snow removal, shopping or tutoring, and more. Make homework a habit Getting into a study routine can make a big difference DURHAM — Making a habit of homework can be es- sential for student success. When it comes to homework and studying, the right time and place can make a big difference, said Debra Moore, a psychometrist for the Durham District School Board and author of the booklet, ‘Parent’s Guide to Helping Your Child With Homework and Study’. “We’re sort of creatures of habit so it’s important to establish a routine,” said Ms. Moore. She encourages students to experiment with times to find out what works best for them and for everyone in the house so they won’t be distracted by other occur- rences. When it’s time to study, students should ensure they have their homework materials ready so they won’t be interrupted by having to search for a pencil or com- pass. It’s also important to take a five-to-10-minute break for every 30 minutes of studying. “Research has shown the information is more likely to stay in your head if you take a break,” said Ms. Moore. When sitting down to study, students should do it by assignment instead of allotting a time slot for comple- tion, she added. Ms. Moore said if students do it by time, they may not fully understand what they’re working on before they’re done. “Good students know when they know something, good students know when they don’t know something,” said Ms. Moore. She said students need to self-test by writing down phrases or key words while studying and seeing if they can remember them afterwards. Paraphrasing and turn- ing information into something easier to understand is also recommended, as is group and phone studying, through which students can test each other. Listening to the radio while studying may be good for some students as well, while others may prefer silence. To prepare for test day, students should get a good night’s sleep and not arrive at school too early, stressing out during the wait, she said. That’s why Craig McDonald, Jamie Kennedy and Chuck Ma- cLennan vowed to make a differ- ence upon their return to their hometown OHA Ontario Provincial Junior ‘A’ Hockey League team this season. “We wanted to make Ajax re- spectable again,” says forward Craig McDonald following the team’s 4-2 pre-season victory over the Brama- lea Blues at the Ajax Community Centre Thursday night. “Hopefully, we can make Ajax a team that’s known this year, instead of being known as losers,” inter- jects teammate Jamie Kennedy, a defenceman who didn’t dress for Thursday’s exhibition tilt. All three acknowledge the words ‘respectable’ and ‘Ajax junior hock- ey’ have been oxymorons in the recent past. Last season, under the new ownership of Toronto car deal- er Robert Stein, the newly named Attack nonetheless struggled to a five-win season, finishing last in the league’s South Conference standings. The season previous, the then-Ajax Axemen won a paltry three games and were mired at the bottom of the conference stand- ings. McDonald is adamant that if he and his Ajax cohorts have anything to say about it, the culture of losing that has surrounded previous Ajax junior teams will be a thing of the past. “We’ve got places to go next year, so we came here to not only put Ajax on the map, but we came here with a purpose -- to win,” says Mc- Donald. All three played with the Hunts- ville-Muskoka Otters last season, with MacLennan being dealt at last season’s trade deadline to the Hamilton Red Wings for the bal- ance of the regular season and the playoffs. McDonald was the second lead- ing point getter on the Otters last season, amassing 40 points (14 goals, 26 assists) in 47 games. Ma- cLennan was third in team scoring with the Otters with 19 goals and 17 assists in 36 games. He added a goal and five assists in nine games with Hamilton. Meanwhile, Ken- nedy had a goal and eight assists with Huntsville-Muskoka. At the start of the summer, how- ever, all three were brought to the Attack after GM John Tugnutt ne- gotiated cash deals with the Otters and Red Wings. And, all three longtime friends -- who also played their minor hockey in Ajax, having won an all-Ontario title in the past -- are anxious to get their junior careers in Ajax under- way. “We won a championship in Ajax when we were 15, so we wanted to come here and see if we could come here and win another one,” says McDonald. All three see themselves as vet- eran leaders on an Attack squad, with Attack head coach Carey Du- rant already anointing MacLennan and Kennedy as assistant captains. All see it as part of their leadership mantra to assimilate all the new players into the team concept. “There are a lot of new guys who are not necessarily from Ajax,” says Kennedy. “We’re trying to make ev- eryone fit in. We’re trying to get ev- eryone out in public, getting them known in Ajax.” MacLennan says so far playing junior hockey with the new-look Attack has been great. He and Mc- Donald are playing alongside team captain Michael Aiello as a forward unit, as well as seeing plenty of time on the power play during the pre- season. “It’s been a lot of fun,” says Ma- cLennan. “I’ve been playing a lot on the power play and getting a lot of ice time. They’re counting on me more for offence, putting pucks in the net. We expect a lot from our- selves.” All three are ready and willing to push this year’s Attack to unchart- ed territory. The trio’s confident that, with their leadership abilities, a solid season is in the offing. “It’s been a good experience so far,” says Kennedy. “There’s a lot of team building in training camp. It looks like we’re going to have a good team. Things are shaping up really fast.” A.J. The OHA Ontario Provincial Junior ‘A’ Hockey League teams finished a home-and-home set of exhibition game on Thursday night in Ajax, with the Attack earning a 4-2 victory in a penalty-filled affair. A night earlier in Bramalea, the Attack skated past the Blues 6-1. Mark Schiraldi paced the Attack in Thursday’s contest, netting a pair of goals. Michael Aiello and Craig McDonald had the others. The Pickering hurdler, who turned 26 on Tuesday, finished sec- ond behind Anay Tajada of Cuba in a time of 12.78 seconds. Tajada won the race in 12.75. [ Dragon boat ] West Rouge crews on fire at worlds DURHAM — The West Rouge Canoe Club’s junior dragon boat team paddled its way to eight med- als at the recent World Club Crew Championships in Toronto. Three crews were put forward from the WRCC, which involves members from Ajax and Pickering, and earned a gold, three silver and four bronze medals in the following categories: Open 200-metre, open 500m, open 2000m, mixed 200m, mixed 500m, mixed 2000m, wom- en’s 200m, and women’s 500m. The dragon boat crews have been practising since last year at an indoor pool and were on the water as soon as the ice cleared from Frenchman’s Bay. The mixed and open crews also raced at the Canadian National Trials and earned a berth to com- pete as a Canadian Junior Team at the 2007 International Dragon Boat Federation World Championships in Sydney, Australia.
