The proposal is in response to the ongoing post-secondary tu- ition concerns he is receiving. “People are raising children in our riding,” said Mr. McTeague, noting the region’s young age. “So it was not unusual to get those kinds of comments at the door.” He added with the post-second- ary tuition freeze recently ended in Ontario, an average four-year education with residence fees will be about $100,000 by 2018. “That is a sobering reality,” he said. According to Statistics Canada, in 2002 only 27 per cent of chil- dren under age 19 had RESPs es- tablished, with a median average value of $4,000. Ms. Hopper lives with her hus- band in the Bayshore Tower just behind the plaza that is home to their grocery store, drug store, con- venience store and dry cleaner – just to name a few of the businesses. “It’s partly why we chose to live where we’re living, because of the ready access to the necessities of life,” she said. That access at her doorstep is so important to her because her hus- band is in a wheelchair and she has her own health issues, making it more than just an issue of con- venience. As a result, she is very concerned about losing those ame- nities. These concerns arose when the Bay Ridges Plaza (on Bayly Street, west of Liverpool Road) was sold and businesses began closing under the new owners. “Where we’re at is, there are new owners of the plaza and they do want to redevelop it,” said Lynda Ta ylor. “They are considering a mix of commercial and residential, and the residential will include both apartments and townhouses.” Ms. Taylor is the manager of de- velopment review with the City of Pickering. The City recently re- ceived the rezoning application for the property. It is currently zoned commercial, but is designated a mixed-use corridor in the Pickering Official Plan. The possible closure and rede- velopment is a hot topic in the area. George Hedges is a member of the South Pickering Seniors Club, which meets just around the corner from the plaza. “It’s quite an issue around here,” he said. Mr. Hedges said the loss of the commercial hub would be sad for the many older residents who live in the Bayshore Tower or at St. Martin’s seniors residence. “They will be sorely missed, espe- cially by the seniors,” he said. Michael Bellmore, president of the Pickering East Shore Commu- nity Association (PESCA), said at the April 26 PESCA annual general meeting a short item updating the membership on the plaza attracted a very large turnout, including many vocal opponents. He said PESCA hasn’t taken a stand on the issue yet, but will be discussing it at its next meeting. “We are concerned with what’s been proposed, but it’s only been proposed; it hasn’t been approved by council,” he said. Several tenants contacted by the News Advertiser said they wouldn’t speak on the record because of on- going “tension” with the landlord. While the issue is a hot topic, no decision has been made yet. “Nobody’s mind is made up on this council,” Coun. Dickerson said. He added it would be consistent with the Province’s Places to Grow legislation that designates Pickering as an urban growth centre and calls for intensification in the core. Pickering staff do see benefits to the proposal from a planning per- spective. “We thought it certainly had posi- tive attributes with being walking distance to the GO station, close to Hwy. 401 and Pickering’s down- town,” Ms. Taylor said. The City is holding a public meet- ing on the rezoning application at the Pickering Civic Complex June 1 at 7 p.m. Ms. Hopper will be attend- ing that meeting. “I want to urge the mayor and councillors not to be so accommo- dating to change the zoning to resi- dential,” she said. By making RESPs dollar-for- dollar tax deductible, every cent spent on them will be deductible from a family’s taxable income, the same way a registered r etirement savings plan works up to a maximum annual allow- ance. Under his proposal, the money in the RESP would be taxed once cashed for an education, but chances are the student’s income will be below the poverty line and exempt from income tax, said Mr. McTe ague. If education plans changed and the RESP wasn’t used, it could be cashed by the purchaser and added to annual income, where it would be taxed. Mr. McTeague said in talking to various adults who don’t currently have an education savings plan, many are surprised they are not already 100-per cent deductible. Although the plan would reduce tax income for the government, it would help provide higher educa- tion to the country’s youth and aid in creating a sustainable future for Canada, said Mr. McTeague. “We want Canadians to work and we want them to work in plac- es they can really reach their full potential,” said Mr. McTeague. Correction Provincial money means another 1,700 patients receive earlier care By Keith Gilligan Staff Writer DURHAM — More than 1,700 patients will receive a variety of medical treat- ments following a funding announcement by the pro- vincial government. The Health Ministry has announced $222.5 million to cut wait times for can- cer and cataract surgeries, cardiac procedures, hip and knee replacements and MRI scans. The Rouge Valley Health System is to receive $5.2 million. RVHS spokesman David Brazeau says the services will be provided over the two Rouge Valley sites -- Ajax- Pickering and Centenary in Scarborough. Receiving the money means “we can sustain the same service as we did in the previous year,” Mr. Brazeau states. “Last year, the government gave us the same amount of money for these procedures.” When the government gave the money last year, it was meant to be one-time funding, he added. “They gave it again, so we don’t have to reduce ser- vices,” Mr. Brazeau says. With the funding, 142 cataract procedures, 230 hip and knee replacements, 624 MRI scans, 625 cardiac operations, and 101 cancer surgeries will be performed. Receiving the money is good news, he adds. “Yeah. Any money to continue the volume of pa- tient care is good news, so we welcome it,” he says. The “services will be done within the date the government announced,” Mr. Brazeau states. A government press re- lease notes the procedures would be done over the course of the year. As for which patients will receive the care, Mr. Brazeau says, “Maybe some are already on the lists or others haven’t come to the hospital system yet. It’s a variety of things.” Overall, the government release states 154,000 pro- cedures will be performed across Ontario with the money. Intellectual disabilities, lower-income shouldn’t penalize individuals, says community group By Erin Hatfield Staff Writer DURHAM — Living with an intellec- tual disability shouldn’t be made more difficult by the cost of public transit, Te rri McCabe says. As the outcomes manager for Os- hawa-Clarington Community Living, Ms. McCabe supports 60 clients with intellectual disabilities who live on their own in the community. She and 20 of her clients and cowork- ers attended the last meeting of the Durham Region Transit commission to emphasize the need for a special fare for Durham residents living with intellec- tual disabilities and on fixed incomes. “As long as you have a disability you should be able to participate in your community in an affordable way,” Ms. McCabe said. All of Ms. McCabe’s clients are recipi- ents of the Ontario Disabilities Support Program, which provides them with no more than $954 a month for all living expenses. “Factor in that a bus pass that was $70 a month prior to Jan. 1,” Ms. McCabe said. “Now it is $87.50. It may only be $17.50 to you and me, but that is a huge amount when you are making less than $1,000 a month.” Ms. McCabe and her staff and clients at Community Living would like to see a special fare that is the same rate as that for seniors on a fixed income, $25 a month. “All they want is to be able to partici- pate in their community,” she said. “They want to have access to their community; they want to be a part of their community.” A motion March 8 by Oshawa Coun- cillor April Cullen directed staff to es- tablish a new transit fare category for persons with disabilities. Staff came back to the commission on April 19 recommending the DRT not implement a special fare. The reasons cited were difficulty in controlling the scope of a program that would qualify persons with disabilities based on the nature of their financial assistance, as well as that the transit system would not be able to challenge any individual who claims they are dis- abled. Also, should the access fare rate not be extended to specialized services cli- ents, the DRT may be subject to a chal- lenge under the Human Rights Code and financial concerns. But, following an emotional debate during the transit commission meeting, staff was directed to meet with regional social services to look into the issue further and will likely be represented at the May 31 commission meeting. “Our fare structure is arranged to meet the needs of our riders,” Ted Gali- nis said, pointing to the student and seniors’ rates already in place. “We are doing our best to do what we were in- structed and hope to come back with some solutions.” The DRT general manager, Mr. Gali- nis said transit staff have met with mem- bers of the social services committee to look into it further. “We have a significant number of pro- grams with social services which pro- vides tickets for people in need,” Mr. Galinis said. “We are looking at what we have today and if that could be extended.” Durham considers special transit fare A.J. Our complaints about high taxes, working long hours, a car we want but can’t afford and the like, pale in comparison to what these people have to contend with, not once in a while, but often on a daily basis. In African countries, many of which are among the world’s poorest, citizens deal with wars, droughts, diseases such as HIV/AIDS, government corruption and other factors that lead to desperate situa- tions. Canada spends millions of dollars to help combat the spread of HIV/AIDS, prevent the countless deaths claimed each year by malaria, teach farmers how to increase pro- duction and better water their crops. And we don’t just send money: Canadians such as Courtice resident Mark Simmons work in these countries, obtaining as their reward not thousands of dollars but the friendship and gratitude of local people and the satisfaction that they have helped those less-fortunate than themselves. It’s a minor miracle that this work goes on day after day and that we are for the most part unaware of what’s happen- ing and how it’s helping. The answer is, yes, Canada is making a big difference in the lives of Africans, but there is always so much more that can be done. It’s a country facing a number of challenges. AIDS claims tens of thousands of lives each year, and ma- laria takes even more. The economy is slowly rebounding after being devastated by the fall in copper prices, govern- ment policies and debt, and conflicts in neighbouring coun- tries that affected the distribution of goods. It’s tempting to think others will help, or ignore the needs because we have our own struggles and priorities here at home. Ye t, when you consider what the people in such countries require, and how far even a little money can go, it begs the question: what are you doing to ease the suffering of our fellow world citizens? A little goes a long way and truly does make a world of difference. Flag should be lowered out of respect for soldiers To the editor: I, too, found it very disrespectful not to lower the flag to half mast following the death of these four Canadian soldiers. Even though I disagree with the war in Afghanistan and Iraq, these soldiers should be remembered as they gave the ulti- mate sacrifice, leaving behind families and friends. I do believe the media should have had every right to cover the return of these soldiers, as this shows the rest of Canada the realities of war. At the same time, I would hope the media would respect the rights of the family members that are mourning their loss. A s we creep ever closer to a homegrown method of dealing with our mounting trash, Dur- ham has turned the corner to an excit- ing time in waste management. Here is the situation -- 20 years ago garbage was garbage. It got thrown in a hole, dumped in the woods or burned in the backyard. The world then real- ized that maybe we should be paying more mind to the environment. To day, blue boxes are online and green bins are on the way across the entire region, all in a move to a more environmentally sensitive way of deal- ing with Durham’s waste. But, even after residents reduce, reuse, recycle and compost their re- mains, some garbage is left over. After residents do their part, carting around bins and boxes, they expect the Region to deal with the residual waste in the most responsible way. Which brings us to energy-from- waste-producing thermal treatment. The technology has been identified by the Region’s consulting firm as the preferred method of treatment for Durham’s trash. There are a number of different types of energy-from-waste treat- ments, among them incineration. In- cineration is a method of getting rid of garbage by heating it to extremely high temperatures. It is an alterna- tive to landfill, but one that has had a negative connotation. It conjures up images of burning pits of steam- ing garbage -- not so environmentally responsible. The use of incinerators for waste management is controversial but, just as consumers have become more envi- ronmentally sensitive, so, too, has the process of thermally treating waste. It has pros and cons. Incinerators can be used for generating electric- ity or providing energy in other ways, such as generating steam for heat. In densely populated areas, space for landfills is at a premium and en- ergy-from-waste facilities reduce the amount of trash going to landfills. On the con side, there are concerns over unknown, potential side-effects and incinerators are extremely expen- sive to build. I don’t know that one form of incin- eration or another is good or bad, and when it comes down to a decision, surely we will hear many more pros and cons. What I do know is that we as residents can do our part by minimiz- ing residual waste and then trusting that our elected officials are dealing with it in the most responsible way. Funds co-ordinator Judy Mead said they are calling on “re-gifters” and gift hoarders to donate items to the live and silent auctions that will be part of the shelter’s annual Starry Nights fundraiser, slated for June 2. “People get gifts from people at work and friends and they end up just sitting there still in the cello- phane months later, or they end up re-gifting them to someone,” Ms. Mead said. “This is the kind of thing we could really use for the auctions.” This will be the third year for Star- ry Nights, a dinner, dance and auc- tion event that raises funds for Y’s Wish, a 15-bed emergency shelter run by YWCA Durham. It costs about $100 day for Y’s Wish to provide shelter, meals and services to one person. While the government pays 80 per cent of the operating costs, the remaining 20 per cent works out to about $120,000 a year, which is challenging for the small staff to raise. And the needs of the shelter are growing too. Y’s Wish opened its doors three years ago, because De- nise House couldn’t keep up with demand. Today, the beds at Y’s Wish are almost always filled and the shelter’s 24-hour crisis line receives about 1,000 calls every year. In addition, staff provide counsel- ling for women and children, help with transitional housing, and pro- vide referrals to other community agencies. Starry Nights 2006 takes place June 2 at Trillium Trails Banquet and Conference Centre. Tickets are $35 and tables can also be spon- sored by individuals or businesses. Recent initiatives by the Ameri- can government have led to a fl ood of funding for research in the area of reading instruction. This research has identifi ed key factors that help struggling students learn to read more easily. Specifi cally, it has shown us that phonemic, indi- vidualized, and systematic language instruction is the best style of teaching for struggling read- ers. The National Reading Panel and the Interna- tional Dyslexia Association have both concluded that systematic, phonemic instruction produces the greatest benefi t to children having diffi culty learning to read. Phonemic instruction refers to the teaching of the sounds that correspond to individual let- ters or groups of letters. For example, a has a Is Your Child a Struggling Reader? consistent sound in the words cat, tap, and napkin, and ee has a con- sistent sound in the word keep, steep, and free. Knowing these letter-sound correspondences (along with syl- labication rules and affi xation), a child can learn to decode words intelligently rather than resort- ing to guessing or trying to memorize the half a million words in the Eng- lish language. Individualized instruction allows for the child to learn each language element to mastery before continuing to the next letter- sound correspon- dence. Children who have diffi culty learning to read need repeated practice with let- ter-sound correspondences in both spelling and reading activities. Recent research has suggested that they may need 100x more exposure than a non-struggling reader to master each skill. Indi- vidualized instruction provides the child the op- portunity for as much repetition as required for their individual learning. Systematic instruction introduces the ele- ments of language in a logical, methodical man- ner. Material needs to be presented step-by-step and needs to move from simple to complex. Reading and spelling are taught in tandem, so both necessary skills develop together. If your child is having diffi culties learning to read or is falling behind their classmates, the proper instruction can help them. They need re- medial instruction from a qualifi ed teacher who is experienced in working with children with read- ing disabilities and uses the above principles. Mother’s Day as we know it today, really took root in 1907 with Anna M. Jarvis, a woman who persuaded her church to celebrate Mother’s Day on the second anniversary of her mother’s death. The idea took hold, and by 1911, Mother’s Day was made offi cial in the United States - to be followed by Canada in 1914. The Mother’s Day card fi rst appeared on the scene in the 1920s. Today, it is estimated that over 9 million Mother’s Day cards will be exchanged across Canada. Almost everyone does it -- stays out in the sun too long, doesn’t take into consideration that it’s possible to get a bad burn on an over- cast day, falls asleep under a tree and wakes up to discover it’s no longer shady there. All bad. “No tan is a safe tan because a tan is evi- dence of sun damage,” says Patti Payne, Senior Manager, Prevention, at the Canadian Cancer Society, Ontario Division. “Seniors who have been tanning for years may think they’ve built up resistance, but that’s just one of several dangerous myths about sun tanning.” Skin cancer is the most commonly occur- ring cancer in Canada, accounting for about one-third of all newly diagnosed cancers, according to the Society’s Canadian Cancer Statistics 2005. Most skin cancers are related to over-exposure to the sun and sunburn is one marker of over-exposure. The Canadian Dermatology Association says over 60,000 Ca- nadians develop skin cancer annually, but the good news is skin cancer is almost totally pre- ventable. However, the association also notes that the cumulative effects of excessive sun ex- posure, especially sunburn in young children, can produce skin cancer in later years. “Spending too much unprotected time in the sun is not sensible for anyone, including seniors,” says Ms. Payne. People with fair skin can burn more eas- ily, she says. “A sunburn and a suntan can lead to skin cancer,” adding “tan- ning salons don’t offer a safe tan either.” In fact, studies by the International Agency for Research on Cancer, say using a sun bed each week from age 20 doubles the risk of non- melanoma skin cancer by age 45. Ms. Payne says that, “Because ultra-violet (UV) rays can get through clouds, fog and haze as well as pass through water, everyone needs protection even on a cloudy day or when swimming or playing in the pool or the lake. Water, sand, concrete and especially snow can reflect, and even increase, the sun’s burning rays. This means that, depending on your activity, you also need sun protection in the winter.” Good rules to follow, she says are “Slip, slap and slop.” Which are? “Slip on clothing to cover your arms and legs and sunglasses to protect your eyes. Slap on a wide-brimmed hat. Slop on a sunscreen with SPF (Sun Protection Factor) 15 or higher and SPF 30 if you work outdoors or if you will be outside for most of the day.” It’s also a myth, Ms. Payne says, that sun- screen offers complete protection from sun damage. “Just because you have applied a lot of high SPF sunscreen doesn’t mean you are pro- tected for long exposure in the sun. Sunscreen is not as effective as wearing protective, loose, light weave, long-sleeved clothing, seeking shade or reducing time outside between 11 a.m. and 4 p.m. or when the UV Index is high. “Even if you’re not wearing a watch it’s easy to remember,” she says. “During these hours your shadow is shorter than you are.” Listening to the radio to check weather forecasts for UV levels is also an important precaution. UV levels range from 1 to 10 and anything above 3 is getting into troublesome areas. Ms. Payne says that, “Many people, espe- cially teens and young adults, believe a dark tan makes them look healthy and attractive. But over time, tanned skin becomes more wrinkled, saggy, leathery and blotchy. For those who still feel they must have a tan, the Canadian Dermatology Association recom- mends the use of self-tanning creams, applied at night, followed with a sunscreen of SPF 15 or higher, because these tanning creams do not provide sun protection.” Basically, “Sun sense is common sense,” Ms. Payne says. Dermatologists also advise seniors who have spent time exposed to direct or indirect sun rays over the years to do self examinations of their skin. Skin cancer can take 20 years or more to develop, it’s been proven, and while many forms grow slowly, some melanomas may grow quickly. If found in the early stages they’re very treatable -- and the way to find it early is by doing a self-exam. And if you find something that doesn’t look right or feel right, make an appointment to see the doctor. By Jim Easson Special to the News Advertiser AJAX — Two Annandale Curl- ing Club teams competed at the season-ending 2006 Ontario Ju- nior Curling Tour Tournament of Champions at the Oakville Curl- ing Club from April 25 to 27. This year, the tour champion- ship event played host to 24 of the top 12 junior men’s and women’s teams that qualified from their respective season rankings. Tim March skipped the junior men’s entry with Matt Pyne at vice, Ethan McEviti from Lindsay at second, and Scott March at lead, with Paul Bourque coach- ing. The normal front end of Pat- rick Janssen and Tyler Anderson were unavailable for the event at exam time. The March team won its way through the triple-knockout main event to qualify in the six- team championship event. They were sidelined in the first game and eventually tied for fifth place. The team collected $200 for its efforts. Meanwhile, the junior wom- en’s entry had Lesley Pyne skip- ping with Stacey Hogan, Leah- anne Legrow, Jackie Clarke, and Blair Metrakos coaching. The Pyne rink lost its first game, won the second and lost the next two, which sidelined the team from the championship money draw. Several of the teams that at- tended were in their last year of junior, so the Annandale teams have room for improvement in standing in the next curling sea- son. ••• The Ontario Curling Associa- tion conducted the annual zone spring meeting at the Oshawa Golf & Curling Club on April 25. Sessions were held on ice alloca- tions, ice maintenance and an information session that covered stick curling, competitive curler input and the Ontario Curling Tour. Annandale will host the Master men’s and women’s zone play- down at the club next January. ••• The ice is out, but the business of curling carries on all summer. The turnover meeting for the An- nandale executive committee is slated for June 1. He added that the “girls played their hearts out” and he was “extreme- ly proud of the effort they put in all season.” The team had just captured the gold medal at the North Metro Girls Hockey League champi- onships the previous weekend, which was a fitting end to a Cin- derella season. After the team made the decision to play up a level in the league, many won- dered if the girls would be out- played by the stronger teams. But, with lots of practice, team- work and determination the girls ended up finishing first in their tier and went on to win the gold medal during the championship weekend. A round-robin format was used to play against Oshawa, Clarington, Uxbridge and Whitby. After eight games, Durham West compiled a 5-1-2 record, enough to earn them a berth at the 2006 Provincials. Once there, the girls found themselves one of 15 teams yearning for gold. In the first round, Durham bested Flambor- ough and Russell by identical 2–0 scores. Their third game against Port Hope resulted in a convinc- ing 5–2 win. After placing first in their pool, the Lightning moved on to the quarter-finals against a strong squad from Mississauga, pulling out all the stops to beat them 4–1. Having qualified for the medal round, the girls had to play Walk- erton in the semifinals. Both teams came out flying and after three intense periods with no score, it went into overtime. Un- fortunately, a heartbreaking goal by Walkerton in the first over- time period took away the girls’ dreams of going for gold. The girls rallied back and came out strong against North Sim- coe in the bronze-medal game. The energy in their last game of the season was inspiring as they trounced their opponents 7–0 to earn bronze. These two big wins for the team were the icing on the cake of a successful season. In addition to the North Metro and Provincial medal, the team earned six med- als in tournament play over the season, including four gold and two silver. Outstanding goaltending from Lindsay Arathoon and Amy Murray kept the championship dreams alive. The defence of Rachel Bois, Caitlyn D’Souza, Jennifer Grant, Jennifer Grieves, Meagan Har- rison and Brooke Perry kept the other teams offence at bay while the forwards of Natasha Alli, Jen- nifer D’Alessandro, Layne Farrell, Danielle Fujiwara, Heather Kelly, Yvonne Mais, Shannon McCar- roll, Emily Nicholls and Sloane Stephenson filled the opposi- tions net. The coaching staff of Gary Grieves, Rob Bois, Grant Far- rell, Rick Murray and Rose Perry were pleased with the effort and teamwork that the girls provided all season long.
