DURHAM — The provincial
budget brought reassurance to
Ajax and Pickering about the
McGuinty Liberals’ commit-
ment to the hospital redevelop-
ment.
“The minister of finance
mentioned, by name, the Ajax-
Pickering hospital expansion.
It was very gratifying to hear
that specifically said, that the
project would be put out to
tender in 2006-07,” said Tracy
Paterson, president of the Ajax-
Pickering Board of Trade. Ms.
Paterson is also a director with
the Rouge Valley Health System
Foundation.
The project is one of 11 where
the request for proposals (ten-
ders) will be issued in 2006-07.
The news made an impact
on others as a local highlight of
finance minister Dwight Dun-
can’s first budget.
“There was a commitment
to the Ajax-Pickering hospital
expansion,” said Mayor Dave
Ryan. “We’ve heard it from the
minister and now we’ve seen it
in the budget.”

DURHAM — Regional taxpay-
ers can expect a four-per cent tax
increase or less, John Mutton, fi-
nance and administration com-
mittee chairman and Clarington
mayor said after the first round of
regional budget talks this week.
The target was 4.5 per cent, but
Mayor Mutton said he is optimistic
it will be less.
“Plus whatever the (Durham
Region Transit) budget shakes out
to be,” he said.
But Thursday, following three
days of budget discussions by the
committee, Mayor Mutton said
that even when the transit budget
is in they could be sitting at 3.98
per cent, as there is a resolution on
the table to use one per cent from
the rate stabilization fund.
Each of the department’s bud-
gets were presented to the finance
and administration committee on
March 21 and 22. Then on March
23 politicians trimmed the bud-
gets further.
The works department budget,
with significant increases to road
rehabilitation, was accepted. It in-
cludes $150,000 for red light cam-
eras and 22 new staff positions.
There was also $150,000 allo-
cated for a consultant to complete
an inventory of assets.
Planning was accepted while
the social services budget was
sent back to have staff take out
$100,000.
The health budget, which has a
$700,000 decrease, was adopted as
is.
The Region will look at the
conservation authority budget
to see if it can find funding for
the Oak Ridges Moraine conser-
vation plan. The authority had
been contracted by the Region
to complete the plan. It received
$2 million from the Province, but
the remaining cost stretched over
three years would mean the shut-

down of regular watershed programs for the
next three years.
“They went out on their own and found $2
million,” Uxbridge Mayor Gerri Lynn O’Connor
said. “I don’t think it is fair for them to have to
eliminate watershed programs to be replaced
by something that was mandated by the Prov-
ince.”
All of the budgets under finance and ad-
ministration, including the chairman’s office,
legal, human resources and economic devel-
opment, were carried. However there were
questions about certain items, like the pur-
chase of laptops and the hiring of an in-house
lawyer.
“When you have a tough budget year it is the
optics of what is in the budget,” Mayor Mutton
said.
Politicians agreed Thursday to cut a mini-
mum of $100,000 from the police services
budget and $130,000 for the implementation of
electronic agendas. As well, $200,000 in works
equipment was taken out and the Region’s
road salt budget was decreased by $100,000.
Finally, $59,000 budgeted for international
marketing was cut from the economic devel-
opment department budget.
The cuts added up to $589,000, bringing the
Region in at 3.98 per cent before transit. The
transit budget was not available as planned on
March 23.
“They are still in the process as I understand
it,” said finance commissioner Jim Clapp. “We
will make sure they come in at $24.9 million,
but they still have capital programs to be
smoothed out.”
Regional council begins budget delibera-
tions on April 11, when all of the department
budgets will be before councillors for consid-
eration. “April 11 is going to be a very long
day,” Mr. Clapp said. “You will have provincial
downloading, transit and waste as well as rec-
ommendations on how to spend the gas tax.”

Health System president and CEO, said he
has a more positive outlook as a result of the
budget.
“The good news is on page 30 they talk
about issuing requests for proposal for hos-
pital projects and the very first one that is
mentioned is Ajax-Pickering,” he said. “That
makes me even more confident we’ll have
the shovel in the ground next year.”
In other health related news, the Province
announced an additional $1.9 billion for
health care, bringing the total health budget
to $35.4 billion. Mr. Martin said it is unclear
what impact that would have on Rouge Val-
ley.
For municipalities, the budget delivered
a new $1.2 billion pro-
gram, Move Ontario, to
invest in public transit,
roads, highways and
bridges.
“We obviously have
to take a look and see
how that works for the
‘07 budget,” Mayor Ryan
said. “I’m very pleased
with that.”
As well, the provincial
gas tax money that flows to municipalities is
to increase from one cent per litre to two.
And the money comes with less restrictions
on what it can be used for.
Ms. Paterson said Board of Trade mem-
bers were happy with that announcement,
but would have liked to have seen more
help to move people. “We were hoping there
would be specific announcements for in-
frastructure for transportation in Durham
Region,” she said.
Mayor Ryan would have liked to have seen
less one-time funding and instead a reversal
of some of the costs downloaded to munici-
palities in the 1990s. “It’s very unfortunate
that they’re not doing that,” he said.
He pointed out there was an increase
in the property tax credit that could help
people on fixed incomes such as seniors, but
that move doesn’t go far enough.
“They could do far more by reversing the
downloaded (services) and easing the bur-
den on residential taxpayers,” Mayor Ryan
said.

Special meeting to

districts for trustees
in Pickering, other
municipalities
as it’s done in Ajax

DURHAM — S ome school
board trustees could be repre-
senting a more specific area in
the future.
A proposal to create wards
in some municipalities where
trustees run at large will be dealt
w ith by the Durham District
School Board at a special March
27 board meeting.
“I think this is the time we
should actually look at it,” said
Whitby Trustee Elizabeth Roy
during the March 20 board meet-
ing.
She said the item usually
comes up every election year
and is about giving better repre-
sentation to constituents.
Currently, Ajax is the only mu-
nicipality divided into wards.
The two Ajax trustees on the
public board represent north
and south Ajax, Wards 1 and 2
and Wards 3 and 4, respectively.
Oshawa has three trustees,
and although their responsibil-
ities are not divided by geog-
raphy, each is given schools to
represent, said Oshawa Trustee
Michael Barrett.
Originally, Trustee Roy pro-
posed a ward system for Whitby
trustees.
However when other board
members expressed in-
terest in the idea, trust-
ees agreed to discuss
the matter at a special
meeting.
“I won’t support that
motion,” said Whitby
Trustee John Dolstra of
splitting up the Town.
“I’m not afraid to run
at large... we have too
much growth in the
town right now and to
come out and make that change
now, off the cuff, no.”
Pickering Trustee Sherry Cro-
teau thanked Trustee Roy for
bringing the issue up and said
she was interested in learning
more about how the ward system
works for Ajax.
“I find it works really well and
has worked really well
for (Ajax Trustee) Lisa
(Hill) and I... we re-
spect our own ward
system,” said Ajax
Trustee Marilyn Craw-
ford.

wanted to have more
discussion on the ward
proposal.
Trustee Paul Crawford said
the benefits of running in wards
would include representing half
the amount of people and cam-
paigning in a smaller area.
Trustee Roy added she has no
political motive with the motion
because she will not be running
in this year’s election.
“There is a political motive; no
one is going to tell me any dif-
ferent. I came here for kids,” said
Trustee Dolstra.
He said there is already some-
one registered to run in this
year’s election for Whitby trust-
ees and it would be unfair to
introduce new boundaries now.
“I think it is grossly unfair...
to do something like this now,”
continued Trustee Dolstra.
“I think we should wait.”
Trustee Croteau said it’s still a
long way to election time.
The municipal election is on
Nov. 13.
Public board trustees talk ward system
DURHAM — Bowling brought
in some big bucks for Big Brothers
Big Sisters of Ajax-Pickering, but it
wasn’t as much as the organization
was hoping for.
The annual Bowl For Kids Sake
event raised more than $72,000,
but fell a little short of the $80,000
goal.
The money is used to fund the
organization’s mentoring pro-
grams.
“We’re disappointed given the
effort that was done to promote
and implement the fundraising
campaign,” said Sharlene Melnike,
executive director. “We have to
make up the shortfall to continue
our program.” She did want to ac-
knowledge there was a lot of sup-
port for the event.
“The community certainly did
support us well, but the number of
bowlers was less,” she said.
Between March 3 and 5, 67
bowling lanes were filled with peo-
ple from the community raising
money. Team Scotiabank raised
more than $13,400, with captain
Claudia Graham raising $4,115
herself. Doug Bredewold of Ontar-
io Power Generation raised $4,790,
with OPG winning the business
challenge.The money provides a
range of one-on-one mentoring
programs to children and youth in
the community.
Ms. Melnike said the fundrais-
ing committee will be meeting to
see how additional funds can be
raised. The Little Brothers and Sis-
ters are also still trying to get some
pledges to make up the shortfall.
Not meeting their goal this year
has a bigger impact because last
year the organization exceeded its
fundraising goal by raising $96,000.
It was hoping to exceed the $80,000,
or at least meet it.

Provision of Additional
Capacity for the Duffin Creek
Water Pollution Control Plant
The Regional Municipalities of York and Durham are undertaking a joint study to identify the preferred
method of providing additional wastewater treatment capacity at the Duffin Creek Water Pollution Control
Plant (WPCP) to service future growth in the urban areas of York and Durham Regions.
Located in the City of Pickering, the Duffin Creek WPCP treats the wastewater flows collected by the York-
Durham Sewage System (YDSS), which provides sanitary sewer service to portions of York Region
(Newmarket, Richmond Hill, Aurora, Markham & Vaughan) and Durham Region (Ajax & Pickering).
Population and employment growth forecasted for the existing and future service areas of the YDSS will
ultimately generate sanitary sewage flows beyond the existing capacity of the Duffin Creek WPCP. The
Regions are seeking approval from the Ministry of the Environment to increase the average day capacity of
the Duffin Creek WPCP from 420,000 cubic metres/day to 630,000 cubic metres/day.
This study is proceeding under Schedule C as described in the Municipal Class Environmental
Assessment (June 2000)document. The Municipal Class Environmental Assessment (Class EA) is a five-
phase process that includes an extensive evaluation of the impacts of proposed projects on the technical,
natural, social/cultural, and economic components of the environment. We are currently finalizing the third
phase of the study, which involves an assessment of the alternative design concepts for expansion of the
WPCP, and selection of a preferred expansion concept. Numerous studies are being carried out as part of
this phase to identify the potential impacts of the preferred expansion concept, and measures for mitigating
these impacts. The studies are scheduled for completion over the spring of 2006, and include a receiving
water impact assessment, a natural features impact assessment, and odour, air emission, and noise
assessments. The fourth phase of the study will involve the filing of an Environmental Study Report (ESR)
for public review and comment. The ESR will include comprehensive details on the studies undertaken,
data collected, issues raised by stakeholders, and any other matters covered during the study. The fifth
phase will involve the implementation of the recommendations.

Impaired charge against off-duty cop in St. Patrick’s Day crash
DURHAM — A Durham
Regional Police officer is fac-
ing a drunk-driving charge
after a vehicle plowed into
two taxis in Oshawa late on
St. Patrick’s day. Police say a
Jeep collided with two cabs
on Centre Street near Athol
Street. A passenger in one of
the taxis sustained minor in-
juries in the collision, police
said. Police arrested an off-
duty officer. Matthew Barr,
25, of Whitby, is charged with
impaired care and control
and driving while exceeding
the legal blood-alcohol level.
Constable Barr, a four-year
veteran of the service, was
assigned to the Nuclear Se-
curity Division. He has been
reassigned to administrative
duties while his case is before
the courts.

Y ou really can’t appreciate a problem
until you walk a mile in the individ-
ual’s shoes, Druce Ayers told me
about a month ago when I interviewed
him about accessibility.
Mr. Ayers is 61-years-old and an incom-
plete paraplegic, the result of a stoke 22
years ago.
He gave me the opportunity to, “walk a
mile in his shoes”.
At the Ajax Plaza off Harwood Avenue,
after having explored issues of accessibil-
ity all over the Region of Durham, Mr.
Ayers offered to let me use his second
wheelchair. To see what it was like to have
issues of accessibility for myself. So I did.
For the first time ever, I took a seat in a
wheelchair and made my way around the
plaza with Mr. Ayers.
The first thing I noticed was the ciga-
rette butts that littered the ground. They
would get stuck on the wheels and roll up
onto my hands.
It wasn’t incredibly difficult to move the
chair. It was made of lightweight material
and was fairly easy to get going, but every
bump and incline in the sidewalk was like
having to climb a mountain, not to men-
tion getting over the curbs.
Opening doors while trying to pass
through was an act of pushing and pull-
ing and took some time to perform.
Simple manoeuvring off the sidewalk
was, in fact, not simple at all.
When I rolled back over to Mr. Ayers’
van, I was delighted to be able to stand,
put the wheelchair back in the trunk and
walk once again.
Mr. Ayers doesn’t have that luxury. His
days begin and end in the wheelchair and
yet he stresses that issues of accessibil-
ity extend far beyond him and his chal-
lenges.
Mr. Ayers said he has managed his chal-
lenges and moved on. He knows where
the accessible stores are so he can shop;
he knows that the library has elevators
and that if he keeps a cane in just the right
place in his car then he can use it to close
the back door.
But Mr. Ayers insists it is all the other
people out there who face challenges with
accessibility that must be considered. It
is the people with a heart condition or
hearing loss, as well as someone who uses
a cane, or a mother’s arms loaded with
kids and bags who face challenges with
accessibility each and every day, not just
someone who uses a wheel chair.
When we talk about accessibility we
are talking not just about automatic doors
for people who are in a wheelchair. We
are talking about all people having equal
access to not only buildings but also jobs
and transportation and recreation.
It is those people who need to be con-
sidered when we as a society address ac-
cessibility.
After all, the more accessible we make
our region, the better it will be for all.

support for local
food drive
Well done Pickering residents.
Looking to do something a little different for
March break this year, the Pickering Town Centre
launched a food drive in conjunction with its kids’ activi-
ties.
Aiming for 2,000 pounds of food, the response from
mall patrons was amazing, pushing the total to over 5,000
pounds of food for our neighbours.
In addition, almost $1,600 in cash donations was also
collected.
The Pickering News Advertiser was pleased to be a part
of the project, delivering labelled paper bags in the news-
paper before the break began to help prompt the gener-
ousity that was to come.
“Our shoppers and merchants have been very gener-
ous and we are overwhelmed with the success of our food
drive,” said Lorna Murphy, the PTC’s marketing director.
The benficiary, the St. Paul’s-on-the-Hill food bank in
Pickering, will ensure that the money is spent wisely and
the food distributed to those who can use it.
Beyond collecting food, a worthy goal in itself, the drive
also increased awareness among young people of the need
to help people in our community. Youngsters are generally
eager to help others and need little prompting to do so. If
you need an example, look at the thousands of dollars stu-
dents, in addition to teachers and other school staff, raised
following the Asian tsunami. The need was overwhelming
and obviously apparent, and students jumped in with both
feet to help.
The drive was a good way of connecting this spirit of
giving with a tangible project, and maybe a reminder
that while helping those in developing countries is to be
lauded, there are people close to home, closer than we
may think, who can also use some assistance.

Childhood ends far too early
To the editor:
It is evident from the new technology and how media
chooses to advertise, that childhood as we know it is increas-
ingly coming to an end.
Certain companies, beauty pageants, modelling agencies,
etc., all portray children in an image far beyond their years.
Children are being exposed to the hardships of adulthood
way too early in their lives and make to look older than their
age, or “sexy.”
Make-up is being introduced to kids, in a way that they feel
they should use it to make themselves more appealing to the
opposite sex.
With the help of the media, new things are added to the list
each day to cause the disappearance of childhood to slowly
fade away.
It is up to us to change the children of the future. Without
our help the bridge between childhood and adulthood will
soon be nonexistent.

DURHAM — A prosecutor
has called for a harsh pris-
on sentence for a man who
stabbed his wife to death
after she told him their mar-
riage was over.
Randulph (Randy) Cudjoe
should serve 15 to 17 years in
penitentiary before becom-
ing eligible for parole, Crown
counsel Cindy Johnston said
during a sentencing hearing
Friday in Whitby.
Mr. Cudjoe, 48, was found
guilty of second-degree mur-
der in the July 30, 2004, death
of his wife, Janice, 48. He was
also convicted of aggravated
assault for stabbing another
woman, Mary Ann Smith, at
the Cudjoes’ Wecker Drive,
Oshawa home that night.
A jury deliberated for a
day and a half before com-
ing back with the verdicts a
just before Christmas 2005.
At Friday’s hearing Ms. John-
ston told Superior Court Jus-
tice Michael Brown that Mr.
Cudjoe should serve more
than the minimum 10 years
without parole eligibility for
his crimes.
“(Ms. Cudjoe) did not de-
serve to die,” Ms. Johnston
said. “She did nothing to pro-
voke the act on the part of
Mr. Cudjoe. “It’s brutal and
senseless violence.”
During the trial last De-
cember, jurors heard a tale
of sexual experimentation,
jealousy and violence. The
Crown presented evidence
that Ms. Cudjoe, a 48-year-
old mother of two, had grown
dissatisfied with her 15-year
marriage to Mr. Cudjoe, an
illiterate landscaper. Seeking
companionship, Ms. Cudjoe
met Mary Ann Smith, a re-
cently-divorced Mississauga
woman, on an Internet dat-
ing site.
Their relationship soon
became sexual. It wasn’t long
before Mr. Cudjoe became
involved in the sexual rela-
tionship. But it was the two
women who formed a strong
bond that grew into love, the
jury heard.
Friday, July 30, 2004, was
Mr. Cudjoe’s 47th birthday.
He arrived home from work
and was having a drink when
his wife told him she planned
to leave and take the children,
court heard.Later that night
Ms. Cudjoe was stabbed in
the chest; the knife pierced
her heart. Ms. Smith was
stabbed in the chest when
she rushed into the mas-
ter bedroom of the home
upon hearing Ms. Cudjoe’s
screams. Mr. Cudjoe testified
in his own defence and said
Ms. Cudjoe was stabbed as
they struggled. He testified
he inadvertently stabbed Ms.
Smith when she threw herself
onto his back. Mr. Cudjoe’s
defence team urged the jury
to return with a finding of
manslaughter, an option they
rejected.
On Friday defence lawyer
Adam Bernstein called upon
the judge to set Mr. Cudjoe’s
parole eligibility no higher
than 12 years. He disagreed
with the Crown’s description
of the murder as “brutal”.
“What we have here is one
fatal wound,” Mr. Bernstein
said. “...It cannot be charac-
terized as brutal.”
Justice Brown will hand
down the sentence May 3.

helping people deal with
grief.
Two sessions of a grief
support group begin Tues-
day, April 18, for those who
experienced the death of
a parent, partner, child or
friend more than two to
three months ago.
The first session runs
from 3-4 p.m. (initial ses-
sion to 4:30 p.m.) and the
second runs in the evening
from 7:30-8:30 p.m. (initial
session goes until 9 p.m.)
They run six weeks in dura-
tion. The group, facilitated
by Richard Newland, meets
on the third floor of the west
wing in the Mental Health
Outpatient department.
Those in the group will ex-
plore the grief and bereave-
ment process and deal with
accepting that a death has
occurred, coming to emo-
tional terms with a death,
creating a new identity for
the self, incorporating the
loss, dealing with anniver-
saries, and any other issues
that arise.

PICKERING — Last year
was a busy one for the Re-
gion of Durham, and 2006
is shaping up to be no dif-
ferent.
That was Regional Chair-
man Roger Anderson’s
message when he stopped
by Pickering council March
20 for his annual address.
He summed up the year
that was and what Durham
residents can anticipate in
2006.
“A major positive event
from last year was the sign-
ing of the agreement to
flow gas tax from the fed-
eral government to munici-
palities,” he said.
He added that munici-
palities must continue to
remind the Province about
their financial restraints
and inability to grow with-
out true partnerships from
other levels of govern-
ment.
Closer to home, 2005 saw
the completion of the new
regional headquarters. Em-
ployees started moving into
the building in the summer
and now there are 1,000
staff members working to-
gether in one building.
“Already, regional em-
ployees are reaping the
benefit of all working to-
gether under one roof,” Mr.
Anderson said.
Last year saw the agree-
ment finalized to transfer
responsibility for transit to
the Region and Durham
Transit as of Jan. 1.
“As our region grows and
matures, (public) transit
has to be an integral part
of our transit system,” Mr.
Anderson said. “Even if
we had the dollars to build
more roads, we would not
be able to move (people)
fast enough to keep up with
growth.”
The switch to Durham
Transit has already brought
service improvement for
residents, he said, with Sat-
urday, Sunday and evening
service now available on all
routes.
As well, 2006 will see the
Region take the lead on
waste management.
“Durham’s waste diver-
sion efforts will be moving
forward in July when the
region-wide composting
program gets underway,”
he said.
The region continued
to grow in 2005, with the
number of building permits
issued exceeding those is-
sued in 2004, but the Re-
gion doesn’t just want to
see residential growth, it is
also focused on building
Durham’s economy.
Mr. Anderson said the
Region is supportive of
the idea of building a new
nuclear reactor at the Dar-
lington Nuclear Generating
Station and it is working to
boost the rural economy.
Despite the announce-
ment last year of the loss of
3,700 jobs at the GM plant
in Oshawa, Mr. Anderson
remains optimistic about
Durham’s economic future.
“I have absolute faith that
our efforts to build partner-
ships to diversify Durham’s
economy will bring new
jobs to the region,” he said.
Councillors questioned
Mr. Anderson about child
care, his position on em-
ployment lands in Seaton
and the federal govern-
ment’s peer review of the
Greater Toronto Airports
Authority’s plan for the pro-
posed Pickering airport.
Ward 2 City Council-
lor Doug Dickerson asked
about the number of child
care spaces that would be
affected when the Conser-
vative government pulls
the federal funding in fa-
vour of the $1,200 credit on
which it campaigned.
Mr. Anderson said about
700 spaces are at risk in
Durham.
“I can’t stand here today
and say there’s good news
at the end of the tunnel,” he
said.

police say

DURHAM — Patient care was not
compromised by a paramedic accused
of falsifying credentials, says the head
of Durham Region’s human resources
department.
“There’s no performance issue,” Com-
missioner Garth Johns said after the ar-
rest of a man who’s been a front-line
emergency medical services (EMS)
worker with Durham Region for six years.
“As far as I’m concerned there’s no issue
in terms of patient safety.”
Durham Regional Police have laid
charges against a Port Perry resident who
is alleged to have presented forged docu-
mentation stating he passed exams re-
quired for employment as a paramedic.
It is alleged the man, who has been fired
by the Region, twice failed a certification
test, police said.
Lee Patrick Moschini, 36, of Perryview
Drive in Port Perry, is charged with fraud
over $5,000 and uttering a forged docu-
ment. The charges were laid Tuesday
after the man surrendered to police; he
has been released on a promise to ap-
pear in court. Mr. Moschini was hired
by Durham Region in January 2000 and
worked as a paramedic until his dis-
missal on March 6. The man also worked
for “a couple of years” with a local ambu-
lance service that was assumed by the
Region in 2000 during provincial down-
loading, Mr. Johns confirmed.
Police said Mr. Moschini presented
documentation stating he had passed
an Emergency Medical Care Assistant
(EMCA) exam, a requirement for em-
ployment with Durham. But an audit
conducted by the provincial health min-
istry indicated Mr. Moschini had not
passed the EMCA, police said. Police
allege he wrote the exam twice, in 1998
and 1999, and failed both times.
Mr. Johns said that while his certifica-
tion may be in question, Mr. Moschini
had been trained as a paramedic.
“He took all his courses, so in terms of
actual patient care he knew what to do
and how to do it,” he said.
There’s no way of telling how many
patients Mr. Moschini may have dealt
with during his years as a Durham EMS
worker, he said.
“In the course of the last six years
we’ve answered about 300,000 ambu-
lance calls,” Mr. Johns said. “It’s just an
impossible task.”
The audit that resulted in questions
being raised about he paramedic’s cre-
dentials is an regular review carried out
by the Ministry of Health and Long Term
Care. In written responses to questions
a ministry spokesman said audits of all
elements of ambulance service are car-
ried out, with paramedics’ credentials
reviewed and validated every five years.

touched by cancer in their community
Two out of 5 Canadians will be diagnosed with cancer in their lifetime. Residents of
Durham Region can help change this statistic by volunteering for the Canadian Cancer
Society’s annual door-to-door campaign during Daffodil Month.
Following are a few ideas on how volunteer canvassers can turn their experience into
one that’s fun and memorable:
• Get a group of friends together and canvass on the same night. Plan to meet at a
halfway point to fi nd out how
everyone Is doing. This is also a great way to encourage one another and keep
spirits high!
• Make canvassing a family affair and go out in pairs, for example, mother/daughter
or father/son. Afterwards you can
each share your unique volunteer experience.
• Set a personal goal and exceed it! This will help you stay motivated and challenge
you to stay on target.
• Meet and greet your neighbours. Canvassing is a great way to get to know your
neighbours if you’ve just moved into the community or to reconnect with them if
you’ve lived there for years.

ham Warm Water Aquatic
Program (DWWAP) is mak-
ing a splash in Durham Re-
gion.
At a fundraiser at Whitby’s
Class Act Dinner Theatre on
March 19, the organization
recognized its supporters, in-
cluding the Ontario Trillium
Foundation which in June
2005 gave the group a grant
of $73,200 to hire additional
staff, buy equipment and de-
velop a long-term strategic
plan.
The DWWAP offers resi-
dents living with arthritis,
fibromyalgia and other mus-
culo-skeletal illnesses a warm
water exercise program. The
program currently services
up to 350 people each week,
with classes held at Grand-
view Children’s Centre in Os-
hawa.

blown last year’s record out of the water
with a whopping 5,273 pounds of food
(at the time of press) and counting! The
food collected will be donated to a local
women’s shelter.

I am currently pregnant with my fi rst
child. I have noticed that along with my
other bodily changes, my feet and legs are
also affected. What other changes might
I expect and how can I keep myself more
comfortable?
As you begin to gain weight due to preg-
nancy the added stresses placed on the foot
are most noticeable as you approach your
delivery date. An important hormone you
are producing during the pregnancy is relax-
in. This enables your ligaments to be more
lax so that they can expand, not just around
the stomach and pelvic area for the fetus,
but also in the foot. The foot will lengthen
and widen during the pregnancy allowing
for a greater surface area to carry the ad-
ditional weight. After delivering, in most
cases, the foot will revert back to normal,
although some of my patients complain that
their foot has remained at least half to a full
size larger.
The best bit of advice I can give you is
to wear good supportive shoes. These will
support the arch, shock absorb during the
latter months and accommodate the swol-
len foot by loosening the laces. If you were
usedto wearing higher heeled shoes before
the pregnancy and now you are wearing
fl ats, you may notice some calf muscle
strain, either at its insertion behind the knee
or at the achilles tendon.

where the veins lead back to the heart,
may cause a back up of blood in these
veins. This can lead to varicose veins and
swelling of the foot and legs. It is most
important to keep your legs elevated. Also
a good pair of properly fi tted, but not too
tight, support hose will control the swell-
ing.
If you were a pronator before your
pregnancy, the increased laxity and fl atter
arch will lead to hyperpronation. I cannot
over emphasize the importance of a good
supportive shoe.
The increased incidence of planter
warts with pregnancy, especially in the
fi rst three months is noted as well as an
increase in foot perspiration and corre-
sponding odour.
I always try to encourage my patients to
avoid foot problems before they manifest
themselves, however, having sore feet is a
small price to pay for the wondrous mir-
acle of having a child. Especially when
most of the foot and leg problems will re-
vert back to normal within the month or
two after delivery.

held its 50th annual meet-
ing recently in Brampton.
Over 450 individuals from
nine watershed regions
came together to honour
the past and present ac-
complishments of the
TRCA.
The meeting featured re-
flections from award-win-
ning Canadian playwright
Dan Needles, creator of
the ‘Wingfield Farm’ plays,
along with greetings from

Ryan on behalf of Durham

McLean, who served as
chief administrative officer

Organizations face
challenges paying bills

DURHAM — A silent scream has
been echoing in the non-profit sector
of Canada for years, according to Paul
Dobbs.
From the Victorian Order of Nurses
to the Durham Region Employment
Network and the Volunteer Resource
Centre for Durham Region, the core
funding non-profit agencies need to
stay alive just isn’t out there.
Core funding is the money that pays
for rent, hydro bills and paperclips.
Mr. Dobbs is the community educa-
tion and development coordinator for
the John Howard Society of Durham
Region, and one of the hats he wears
involves locating funding.
Even the John Howard Society has
been stretched to the limit in order to
maintain the services it offers.
The society is a not-for-profit agen-
cy that provides services for youth,
adults, men and women, including
counselling, parenting and youth
courses, employment and housing.
It does have some core funding
from the area United Way organiza-
tions, but there is not an abundance
of money out there.
“While there are plenty of founda-
tions and various government grants
to apply for, these are mostly short-
term resources,” Mr. Dobbs said.
“The big problem is many funders
have gone towards project-oriented
funding,” he said.
Such funding is money that has a
limited life span. Sometimes it’s one
year, sometimes as much as four or
five years, but it eventually ends.
“So how do you keep it going?” Mr.
Dobbs said. “You can get it started but
how do you keep it going?”
It means a lot of time has to be
spent just trying to keep programs
afloat.
Fund chasing is a draining process,
according to Mr. Dobbs.
It can take weeks to complete a sin-
gle grant application, as each funding
body has its own rules, questions and
detail requirements. What it comes
down to, Mr. Dobbs said, is that social
services, such as those provided by
the society, are not tangible.
Therefore there is a reluctance to
sponsor them.
“How do you measure someone’s
happiness?” Mr. Dobbs said. “They
want something measurable, but how
do you measure something like a re-
duction in crime?”
The casualties of the lack of core
funding are the communities that lose
access to valuable, cost-effective ser-
vices. Bill Fry, executive director of
the John Howard Society, agrees with
Mr. Dobbs.
“(Non profits) can’t get the money
for salaries and that is what is neces-
sary,” Mr. Fry said.
“We can get a table, we can get a
chair, but what we need are salaries.”
According to Mr. Fry, both proj-
ect-oriented funding and also core
funding are needed to keep local non-
profits alive.
“Project-orientated funding is very
short sighted,” Mr. Fry said.
“It doesn’t take into account the
need for infrastructure.”
The infrastructure at the Durham
Region Employment Network (DREN)
has taken 13 years to build.
The DREN is an alliance of 70 or-
ganizations that work together and
share ideas to help clients find em-
ployment. Executive director Edie
Corneil explained the lack of core
funding has left the DREN danger-
ously close to folding.
Already, on Feb. 28, half of its staff
was let go when project funding from
Industry Canada ran out. There’s
enough money to keep going for, at
most, 10 months.
“There is no core funding anymore,”
Ms. Corneil said.
“There is only project funding, and
right now there isn’t even any of that
out there.”
With the change in the federal
government in January, Ms. Corneil
said staff are still waiting to see what
money will be put out there for non-
profit organizations.
But in order for the DREN to con-
tinue servicing the community effec-
tively, it needs funding, ideally core
funding.
“If we could secure core funding
it would be huge,” Ms. Corneil said.
“Then we could actually service our
clients.”

Wanderers rugby club
the oldest in Ontario

AJAX — The travel, the fun and
the camaraderie.
That’s what Karl Svoboda trea-
sures most about his longtime as-
sociation with the Ajax Wanderers
Rugby Union Football Club.
The Wanderers RUFC is the most
venerable rugby club in Ontario. In
fact, it’s the oldest rugby club in the
province, with its field carved out
of a patch of tree-laden land on the
outskirts of Ajax by a small group
of ex-pats back in 1949. For most of
its 57-year history, the Wanderers’
field and adjoining clubhouse have
served as a beacon for the rough-
and-tumble sport in Durham Re-
gion and, over the decades, has
groomed a large group of men’s
and women’s national and provin-
cial-team players, including Svo-
boda.
“I have a lot of lifelong friend-
ships here,” says Svoboda, 44,
while sitting alongside club presi-
dent Richard Black recently at the
Wanderers’ nicely appointed club-
house on its north Ajax grounds.
“I’ll always have a soft spot for the
club. I like to see the teams do well.
I want to see the club return to past
glory, but it all goes in cycles.”
The high school teacher and
rugby coach at Whitby’s Sinclair
Secondary School knows a little
about glory on the rugby field.
He’s the Wanderers most deco-
rated player on the international
scene, playing for 10 years on the
Canadian national men’s rugby
program from 1985 to 1995, amass-
ing 24 international caps along the
way. That’s four more than his clos-
est clubmate, Adam van Staveren,
of Pickering, who earned 20 caps
with Canada as a flanker in his
three-year stint with the program
between 2000 and 2003.
Svoboda’s international career
included three appearances with
Canada in the 1987, 1991 and
1995 World Cups of Rugby, play-
ing the hooker (forward) position
throughout his time on the nation-
al team. Most memorable was the
1991 World Cup in England where
Canada posted its best-ever result,
making it to the quarter-final be-
fore bowing out to the favoured
New Zealand All Blacks 29-13.
“Canada, even to this day, was
at its finest. We made the quarter-
finals, which is tough to do, and
ended up being ranked seventh or
eighth in the world,” recalls Svo-
boda.
In Svoboda’s swansong to World
Cup play for Canada in South Af-
rica in 1995, the Canadians were
in tough, slotted in a pool that in-
cluded heavyweights Australia and
host South Africa, along with Ro-
mania. Canada beat Romania, but
fell short against the Aussies and
to the eventual champions from
South Africa.
“We were in a tough pool and
the team wasn’t quite as good
(as Canada’s World Cup team in
1991),” noted Svoboda.
Svoboda left his playing days
behind gracefully in 1998, help-
ing the Wanderers club capture the
coveted McCormick Cup -- em-
blematic of Ontario men’s rugby
supremacy -- over the rival and fa-
voured Balmy Beach FC of Toronto
that year.
The Wanderers’ men’s first
team’s victory in the McCormick
Cup, in retrospect, represented a
plateau for the club, says Black. In
the ’90s, the club was a force in On-
tario rugby, not only for its premier
men’s program, but also for its dy-
namic women’s program that pro-
duced numerous winning seasons,
not to mention 17 national-team
members during that decade.
“We had a number of tremen-
dous players here (in the ’90s),
with a number of Canadian team
players,” says Black, with Svoboda,
Kevin Morgan, Scott McKinnon,
Spencer and Roger Robinson and
Sandra Muller springing to mind.
“In 1998, we were at our peak.
A lot of players retired after the
McCormick Cup win. It’s a cycli-
cal rebuilding effort. Our goal is
obviously to reclaim that status on
the playing side. That’s not to say
that our current players are not as
talented.”
Among current Wanderers mak-
ing a name on the international
scene is John Moonlight, cousin of
another Wanderer and current na-
tional team member David Moon-
light, of Whitby, who’s currently at
the 2006 Commonwealth Games
in Melbourne, Australia, serving as
the captain of the Canadian Sevens
team. The younger Moonlight will
play on Canada’s under-19 men’s
rugby team at the world champi-
onships in Dubai next month.
This decade, the Wanderers, says
Black, are making a concerted ef-
fort to build on its junior programs,
bringing in new and younger play-
ers into the 200-member club. He
notes proudly the club was one
of the first in Ontario to start a ju-
nior program, beginning one in the
early ’70s for teens.
To ward that end, the Wander-
ers debuts its mini-rugby under-14
program for boys and girls’ under-
14 years, to be held on Saturday
mornings throughout the rugby
season.
“It will be a house league type of
program. There are a lot of experi-
enced coaches to coach the kids.
It gets the kids into the club,” says
Black, who’s been club president
four times since the 1980s. “Our
success is predicated on youth
coming up and staying until they’re
older like us. If we let our guard
down, we’ll lose a whole genera-
tion.”
The 2006 season is already un-
derway with Wanderers players
undergoing pre-season training
sessions at the J. Clarke Richard-
son Collegiate gymnasium each
Monday night. The Wanderers will
again have three men’s teams in
the Toronto Rugby Union, along
with two women’s teams -- a se-
nior and a junior squad. The club
will also field under-16, under-18
and under-20 teams, as well as an
‘O ld Boys’ over-35 men’s team.
TRU action traditionally gets under
way next month.

Insurance Fraud Hurts Everyone
There are big lies and little lies, but insurance fraud can be anything from claiming two or three extra CDs being
stolen from your car, to claiming large sums of tools stolen from your garage to falsifying an injury in order to
collect weekly indemnity benefi ts.
Each year, insurance fraud costs Canadians billions. That means 10 to 15 cents of every dollar you pay as a
premium is used to cover fraudulent insurance claims. Insurance fraud really does cost everyone.
If you are caught committing or attempting to commit
insurance fraud your claim will be denied. Your insurance
policy may be cancelled outright which would result in
paying higher premiums in the future. You could even
be denied insurance in the future and have to deal with a
high-risk market specialist. More importantly, the offence
is punishable on conviction, by a maximum of 10 years
imprisonment for cases involving an amount over $5,000 or
otherwise a maximum of 2 years imprisonment.
These are a few common types of fraud
• Filing fraudulent automobile accident or damage claims (i.e. including previously existing damage when reporting a claim)
•Withholding information about past accidents, traffi c convictions, claims, policy cancellation, non-payments or non-renewals
• Receiving payments for treatments not received
• Lying about the way a loss occurred
• Adding items or infl ating the value items in a claim
