At a meeting in Oshawa Thurs- day, local members of the Ontario Nurses Association (ONA), the Service Employees International Union (SEIU), the Ontario Public Service Employees Union (OPSEU) and the Canadian Union of Public Employees (CUPE) vented their concerns about Local Health In- tegration Networks (LHINs) -- a concept they say is still unfamiliar to many Ontarians. “This is the biggest transforma- tion in health care that our prov- ince has seen, but this government has done no consultation,” said Patty Rout, a Durham resident and chairwoman of the OPSEU health care council. CUPE Ontario President Sid Ryan added that only 2 per cent of those who took part in a recent poll, knew what a LHIN was. Under the LHIN Act, the Mc- Guinty government proposes to divide the province into 14 geo- graphic areas, each governed by an appointed board and CEO. All health care planning and spend- ing for the area will be decided by the board and the aim will be to integrate services and avoid dupli- cation. The union reps said this trans- lates to endless restructuring and transfers, reduced services, jobs being contracted out or cut, and unclear spending allocations. They also said services will be rationed and redistributed across vast areas, forcing patients to travel long distances -- a major concern for seniors and those who rely on public transit. Durham will fall into the Central East LHIN, which stretches from Scarborough to Peterborough. The unions say language in the legisla- tion suggests competitive bidding will be used to determine which sites offer which services, with some available at only one site per LHIN. Our temple is open. Our classes are open to the public,” said Ramdaye Sonny, a spokeswoman for the Hindu temple in Pickering. Devi Mandir received a $72,700 Ontario Trillium Foundation grant in December. The money will be used to upgrade the facility, spe- cifically the stage, washrooms, and lighting and sound systems. Ms. Sonny said the renovations and upgrades will make the facility more attractive to the whole com- munity. Members want people to know it is available for events such as birthdays, anniversaries and weddings. The grant was a big boost to Devi Mandir, which has limited funds for renovations and upgrades. “This enables us to have a wind- fall to do the things we’d have to shelve without this,” Ms. Sonny said, adding it was “an ecstatic moment” when temple officials found out their grant application had been ap- proved. A volunteer appreciation night was held Jan. 21 at the temple to both celebrate receiving the grant and to also thank temple volunteers and community partners. The temple has been in Pickering for approximately 10 years, and Ms. Sonny said members now feel like they are in a position to “take the leap into the mainstream.” In addition to hosting functions, the Mandir also provides classes such as singing and yoga. Ms. Sonny said the improvements would bene- fit the classes and the hope is they’ll become more appealing. “We’d be able to provide more of these and better quality,” she said. Those at Devi Mandir hope by enhancing programs and facilities, they’ll be able to enhance the cul- ture of the South Asian community and share that culture with more people. “We’re now at a place where we can get more involved in the com- munity at large,” Ms. Sonny said, adding they organize a donation drive for the local food bank and have recently begun talking with the Durham Regional Police Service to have new recruits more involved with the temple. “We just want to make ourselves known and that we have things we can offer,” Ms. Sonny said. Grant helps Devi Mandir welcome Durham community to temple By Erin Hatfield and Jennifer Stone Staff Writers DURHAM — Roger Anderson is warning Durham faces significant costs if new provincial legislation moves ahead regarding municipal employee pensions. “The local municipalities cannot ignore this legislation,” Durham’s chairman said at the Region’s Jan. 18 finance and administration committee meeting. “It will cost you at least one per cent and it will only go up from there. We have to ask the Province to slow down and back up.” Introduced in June 2005, the bill proposes a new governance plan for the Ontario Municipal Employ- ees Retirement System (OMERS) Act as well as supplemental pen- sion plans for certain employee groups. The plan would ensure police, firefighters and paramedics have access to supplemental benefits that would allow them to retire early with full benefits. If the provincial proposal goes through, “residents will face at least a three per cent (tax) increase at the regional level and a one- to two-per cent increase at the local level,” Mr. Anderson said at Clarington coun- cil recently. “The legislation is flawed, and the Province does not have any numbers to back up its legislation,” said the chairman On Jan. 25, the leadership of the Canadian Union of Public Employ- ees (CUPE) Ontario voted unani- mously to take provincewide strike action if the Liberals continue with Bill 206 in its current state. The unions are also worried that LHINs will add an expensive new layer of bu- reaucracy, saying it will cost $50 million to hire and pay the new board members and CEOs. “These people will be appoint- ed by the government, they won’t be accountable in any election,” Mr. Ryan said. “They will act as a buffer between the Ontario gov- ernment and the complaining public.” Ministry of Health and Long Te rm Care spokesman David Jensen pointed out that board members will have to sign ac- countability agreements, add- ing that the LHINs will be built around patient needs to give more local control and make the system more accessible. He was also quick to dispel the union’s claims that the govern- ment is trying to rush the legisla- tion through, with little public consultation. “The Ministry has spoken on it a number of times and there’s information on the website,” he said. “This is a new approach, so there is a learning curve for ev- eryone. We’ll just keep plugging away.” In the meantime, the four unions will be working to get their own message out, launch- ing a massive public awareness campaign in February. Member- ship meetings like the one held in Oshawa are slated for Toron- to, London, Ottawa and Thun- der Bay, in the coming weeks. The government is expected to vote on the LHIN legislation on March 2, however much of the ground work is already in place, with board members selected. (Note: This map replaces the map that was inadvertently included in the ad that was published on Wednesday, February 1, 2006). In July 2005, a proposed Development Plan was released for public comment. Based on what the ministry heard, proposed modifications were made to the proposed Development Plan. Under subsection 4 (4) of the Ontario Planning and Development Act, 1994, the proposed modifications are being made available to the public and municipalities for comment. The proposed Development Plan lays the foundation for a well-planned urban and rural community in Pickering with a protected Natural Heritage System. It reinforces the province’s Greenbelt Plan and key principles of the proposed Growth Plan for the Greater Golden Horseshoe. This is part of the province’s strategy to protect the Oak Ridges Moraine by proposing to exchange provincially owned lands in Seaton for privately owned lands on the Moraine. The ministry is now seeking further public feedback and written submissions on the proposed modifications to the proposed Development Plan. By Danielle Milley Staff Writer PICKERING — A family cel- ebration turned into a devastat- ing loss for the Docherty fam- ily. The 14 family members were celebrating matriarch Alice Do- cherty’s 65th birthday Saturday, Jan. 21 – the men in the fam- ily room watching the hockey game and everybody else watching a movie – when the smell of smoke filled the air. They thought it was a prob- lem with the flue on the fire- place, but quickly realized it was something more serious when flames shot down from the ceiling. They tried hard to put it out themselves, but it was too strong. Everyone was able to get safely out of the house, but the two-storey, 104-year-old farmhouse and all its contents couldn’t be saved. The fire en- gulfed the whole home before firefighters were able to make it to the Sideline 34 property. “By the time they got there it was too late, everything was gone,” Ms. Docherty said. “It was devastating to stand there and watch everything burning.” She tried to make it back into the kitchen to grab her purse, but was pushed back by flames. “I still had my slippers on,” she said. Ms. Docherty and her hus- band David are now living with one of their sons and his wife in Bowmanville, although Mr. Do- cherty goes back to the prop- erty every day to tend to their few animals, unharmed in the incident. She said the neighbours have been so generous, going over to bring him food when he’s there. “We’re taking it one day at a time cleaning up the mess,” Ms. Docherty said. All that remains of the house is a pile of charred wood, the barn is still intact. The loss is especially hard on the couple since they didn’t have any insurance. Now, thanks in part to the blueprint provided by Justice John Gomery and his recommendations for avoiding another sponsorship scandal, Mr. Harper can follow through on his pledge. A cynical public, thoroughly disgusted by the discovery of millions of dollars diverted through government coffers to Liberal-friendly ad firms (and kicked back to the party), wants government to operate in a whole new open manner. Judge Gomery, who placed the blame squarely on former prime minister Jean Chretien, his political advisers and other ministers and civil service staff associated with him, has rec- ommended ways to prevent a recurrence of the sordid affair. His lengthy list of reforms can be boiled down to a few major themes. Essentially, he wants the shadowy style of hidden con- tracts and secret dealings brought out into the open for clear- eyed inspection. Call it honesty, fairness and accountability where before we had ministers and their political staff hench- men running fast and loose with taxpayers’ cash. Under Judge Gomery’s guidelines those who blow the whis- tle on the wrongdoing of superiors would be sheltered from payback or dismissal. Parliamentary committees would have increased funding to research and provide watchdog status over ministries. And, CEOs of Crown corporations like VIA Rail would no longer be the political appointments they have been. Instead, such top executives would be hired, evaluated and, if necessary, fired by the board running the corporation. In addi- tion, the judge has recommended proper training in the filing of paperwork be done for civil servants. He also wants easier access to records for members of the public. There is much here for Mr. Harper to chew on as he takes over government tomorrow. He has said he will introduce the Federal Accountability Act as his government’s first piece of legislation. How much of Judge Gomery’s report he will include is still a question. But Mr. Harper did make it clear he wanted to change the public perception of how the federal government works. He has a chance to do that and a well-argued, logical plan for doing so thanks to the work of Judge Gomery. Health networks won’t be patient friendly To the editor: As a health-care worker in Ajax, I have very profound con- cerns about the potential chaos in my workplace caused by the Ontario Liberals’ planned Local Health Integration Networks (LHINs). The LHINs have the potential to severely restrict local ac- cess to services, forcing patients in our area to travel as far as 50 kilometres for certain services. They will open the door to what is called ‘managed competition,’ or the intrusion of private businesses that can compete for contracts in all areas of health care such as laboratory and medical transcription services. This legislation will mean greater privatization of health care and set the stage for two-tier medicare. Further, the LHINs are not local. Control of health care in our region will be in the hands of an unelected board appointed by Dalton McGuinty and answer- able to no one but the minister of health. Our local MPP will no longer have the power to get answers on local issues in question period. So when the LHINs move services from Ajax to another city kilometres down the highway, what recourse will patients have? None unless we act now. With this bill scheduled for com- mittee hearing this winter, I ask your readers to please consider the changes coming. Call or e-mail your MPP and be ready to at- tend an information meeting. It’s our health care that’s at stake. Let’s act now. Kim Unsworth, Ajax T here were times, during the federal election campaign that just wrapped up, when it almost seemed like the Liberals might be throwing it. True, they were in a bad position. Gomery had, for all intents and purposes, found the party from the top down, guilty of massive misuse of taxpayer money. The To r ies had them right where they wanted them. But the Liberal communications ma- chine did a very bad job of selling the government’s strong points, even if they were few. A very poor job was done of stating the fact that we are doing well eco- nomically, that our jobless rate is low, that our interest rates are low, that the debt has been paid down considerably over the past 12 years and that we are not running a deficit. In all, it’s a far cry from where Brian Mulroney left us when the Big Red Ma- chine rolled through in the early 1990s. And when the Conservatives were making much of the plague of scandals, the Liberals failed to remind Canadians that the right is far, far from exempt from such breach of trust. Good heavens ... Tunagate, anybody? Airbus? Sure, the Conservatives are in a new incarnation, but a clever strategist could have sold this party as one and the same as the old Mulroneyites. After all, the Liberals were unable to sell the Martin Liberals as being any different from the Chretien Liberals. According to CBC, Mr. Mulroney lost an average of a cabinet minister a year during his 1984-1993 reign due to allega- tions of wrong-doing. Canada’s very first government, a Conservative one, was not re-elected after accusations of bribery on contracts to build the CP railway. The Conservatives brought out a strong platform. The Liberals may have had one, but who would have known? Rarely dur- ing the campaign did they answer the Conservative platform with points of their own. It was a pitiful campaign by the Liber- als, and an extraordinarily well-run one by the Conservatives. Yet, 63.75 per cent of us did not vote for the party that now leads our country, an argument, I would say, for some form of proportional repre- sentation. One has to wonder what strategy the Liberals were using this time around. Did they throw this one, in hopes of putting a different leader in place, one with no links to the sponsorship scandal? Did they sim- ply give up hope, feeling their number was up after 12 years? After all, no one party can, or should, rule forever. Whatever the case, let’s hope this mi- nority is more functional than the last. Canadians deserve a stable government that will get things done for them. Podiatrist-Foot Specialist Ask The Podiatrist Dear Readers: The next time you are on an airplane and you begin complaining about the food, the delays in your fl ight or lost luggage, remember none of these will hurt you. But sitting in a cramped seat for extended periods of times can cause blood clots to develop. These medically are known as deep vein thrornbosis (DVT). This potential problem, sometimes called “economy class syndrome”, has been in the news of last after a 28 - year - old travelling from Australia to London died. An autopsy later confi rmed that she died as a result of DVT. Most of us only think of blood clots as occurring in older people, or those with pre-existing health concerns, but the death of this young lady shows that the elderly are not the only potential victims of DVT. Although the term economy class syndrome infers that the problem occurs only with air travel, individuals seated in movie theatres, cars and other vehicles and even those seated in business class may be at risk. It can also happen to patients bedridden in hospitals. Immobility, and not the environments, is the greatest factor leading to DVT. Plane travel, however does not put the passenger in very confi ned surroundings, especially in window or middle seats. The space between the seats has also decreased over the years making it diffi cult to stretch. Medical studies have not defi nitively found a link between air travel and DVT. One study found no correla- tion at all, while another said that the average healthy person would need some other underlying factors. Most of us need not worry about DVT, as fl ight related cases are very rare. Sign and symptoms of DVT are pain, warmth, and /or swelling of the legs. Shortness of breath may also be present. People who think they are at risk should consult their family physician before travelling. Medical conditions that may affect passengers are previous episodes of leg clots, previous leg or pelvic surgery, leg injury, vari- cosities or pregnancy. Those who smoke take birth control pills, hormone replacement therapy, chemotherapy as well as those with heart disease or diabetes have increased susceptibility to long periods of immobility. The overweight, elderly and very tall passengers will fi nd themselves more confi ned by cramped seating. Any amount of immobility is not healthy. Sitting for long periods of time without contracting your leg muscles can cause the pooling of blood in the deep veins leading to DVT. Walking on the plane every hour is the best way to prevent clot, even if it means climbing over the passenger beside you. While sitting, fl ex your ankles up and down as if you were stepping on the accelerator. Another exercise is to clinch your toes and hold for three seconds at a time. This will aid in contracting your calf muscles. Never sit cross legged. Speak to your family physician about taking aspirin before fl ying to help to keep blood thinner. Drinking an eight - ounce glass of water every two hours will help prevent blood from stagnating. When booking seats on an airplane, always choose those with the greatest amount of leg room. Recently, a parent brought me a sample essay she had written when she was in grade eight. We compared it to the work of her grade eight son. The difference was amazing! Her essay contained no spelling or grammatical mistakes, was well organized with its ideas and they were clearly presented. Her son’s project wandered. It suffered from spelling, grammatical and organizational mistakes. It was interwoven with passages, which obviously he had copied from a textbook. Thrity years had passed since his mother had been in grade eight. What has happened? The answer can be found not only in whole-language reading programs, which do not teach grammar, but also with programs that encourage creative spelling and free form writing without editing or correcting mistakes. These disastrous mistakes have produced students who do not know the difference between a noun and a verb or who cannot write or think clearly. Our teachers demanded excellence. Population, Employment and Urban Land in Durham Region is a compo- nent of the Region’s Official Plan, cur- rently being reviewed. As part of this process, the planning committee has organized meetings so the public can have its say about the recommended directions for things such as urban land development. “The meetings are meant to receive comments so they can be considered,” said Chris Darling, principle planner in the Region’s planning department. The Official Plan is a long-range pol- icy, guiding the growth and develop- ment of the Region while conserving resources and protecting the environ- ment. Public meetings were already held in Brock and Clarington. According to Mr. Darling, although the turnout was not tremendous, good discussion took place in Clarington. The meetings began with an over- view of the recommendations the planning department is proposing, ac- cording to Mr. Darling. The public raised concerns as well as suggestions. Among them, Mr. Darling said, were recommendations that the Region consider expansion of the Cannington urban area in Brock Township, con- cern over the impact of the provincial greenbelt legislation, as well as some discussion on the amount of growth sustainable for Sunderland, also in Brock. Following the series of meetings, all comments will be considered in the formulation of proposed amend- ments to the plan. The amendments are scheduled to go before regional council April 25. Woman hopes to train youths in furniture restoration DURHAM — Sandra Dee is hoping to polish skills for some young adults. The owner of a furniture restoration business in Pick- ering is seeking people 18 to 25 years of age interested in learning a new skill and potentially turning it into a career. “All my children are in university and college, but some of their friends haven’t gone,” Ms. Dee says. “There aren’t a lot of job op- portunities out there. If they have no direction, where do they go? The kids are left trying to survive in low-pay- ing jobs.” The hope is to show the youths that they can devel- op skills and be creative. To m ake the plan work, Ms. Dee is seeking dona- tions of solid wood furni- ture that can be restored and then auctioned off. Where the money from the donated items would go still is to be decided, she says, adding, “I’d like it for some- thing working with youths.” She has five finishing shops on board already and others are to be contacted. Ms. Dee hopes to get fur- nishers across the GTA to take part. The furniture has to be solid wood, such as tables or desks, and “the worse, the better,” Ms. Dee says. Upholstered furniture isn’t being sought, she adds. Yo uths between 18 and 25, she says, are “maybe the ones who slip through the cracks.” “They’ll be guided by the shop owner to take it apart, strip it and restore it,” Ms. Dee says. The plan right now is to get youths involved and fur- niture donated, she states. Those wanting to take part don’t need any special skills, she says, “they just have to have the desire to learn something new.” She’s hoping to have ev- erything in place by Feb. 13 and completed by the first week of April. Laniel a hockey tour operator Travelling team stops in Ajax and Pickering By Brad Kelly Staff Editor DURHAM — Marc Laniel doesn’t profess to being a travel agent, but he now has the experience of what it takes to assemble an international journey. The Courtice resident has been one of the main contacts in arrang- ing a tour for a group of young hock- ey players under the age of 12 from Sheffield, England, who will test their skills against minor peewee A teams across Durham Region from Feb. 12 to 17. “I’ve got about 100 e-mails,” from overseas since the concept of a tour began to take shape, says Laniel. Laniel’s link with the Sheffield Ju- nior Steelers hockey program origi- nated when he was overseas for two seasons, wrapping up his profes- sional career with the Steelers pro- gram from 2001-03. His son, Austin, who was seven at the time, trained with the U-9 Steelers development program. One of the dads on the team, David Garrity, attended many of the games Laniel played in the professional league, and his initial inquisitive behaviour turned into a friendship. Garrity is now the assistant coach and manager with the Junior Steel- ers team, and contacted Laniel about the possibility of bringing his team over to compete in a tour- nament. When there weren’t any available at this time of year due to playoffs, Laniel arranged for an exhibition tour. “When I asked him who he want- ed to play, his answer was rep,” says Laniel, a former Oshawa General and third round pick of the New Jer- sey Devils in 1986. “He doesn’t real- ize that we have different levels of rep over here. “It should be interesting to find out how good they are. We’ll find out in the first game.” Such is the question mark any time there is a international hockey. The Steelers will be a busy bunch, playing six consecutive days, includ- ing stops Feb. 12 against Pickering (Pickering Recreation Complex, 5 p.m.) and Feb. 13 against Ajax (Ajax Community Centre No. 1, 6:30 p.m.). Each team that hosts the vis- iting club will add some bells and whistles to the game presentations, with a dinner or reception planned post-game. Club ready to make its mark in Montreal By Al Rivett Sports Editor PICKERING — Allison Foster is more than ready to test the water at a big swim meet in Montreal. Foster will be one of seven Pickering Swim Club athletes set to race against many of the top swimmers in the country at the Eastern Canadian Swimming Championships in Montreal from Feb. 16 to 19. Moreover, Foster’s one of three swimmers, along with Adam Gomba and Alysha Lyndon, who’ll be making their first ap- pearance at the top-calibre meet, hosted at the Claude Robillard pool. Also attending are senior swimmers Jessica Ward, Danielle Gomba, Kaleigh Heard and Becky Acheson. While confident in the abili- ties of her swimmers, Pickering coach Lucie Hewitt-Henderson nonetheless notes the meet could serve as an eye-opener for the youngest ones. “For some of them at their first easterns, it may be a rude awakening to the next level. But, they’re in good shape. Do I expect them to do well? I do expect them to perform well. The expectation to place is a little different. Plac- ing will be based on who else is there,” says Hewitt-Henderson. The most expectations for the club, says Hewitt-Henderson, are held by Ward, who’ll swim in the breaststroke and individual medley events, and by Danielle Gomba, who’ll compete in the middle-distance butterfly events, as well as the sprint backstroke, butterfly and freestyle events. “Jessica is a more seasoned swimmer who’s been around this level. She’s swam at the senior na- tional level,” she says. “And then there’s Danielle Gomba. For those two, placing may be what they have in mind. They have higher expectations for themselves.” This year represents a bumper crop of Pickering athletes attend- ing the Eastern Canadians. Last year, the club sent four swim- mers. “It’s a good improvement for us,” says Hewitt-Henderson. “The only person missing from last year is Laura Nicholls,” who re- tired this year and signed on as a coach at the Oakville Aquatic Club. ‘For some of them at their first easterns, it may be a rude awakening to the next level. I do expect them to perform well.’ LUCIE HEWITT-HENDERSON Foster, 13, says she’s looking forward to competing against older and more experienced swimmers. She’ll swim exclusively in the freestyle discipline, in the 100- metre, 200m, 400m and 800m dis- tances. She qualified for all of her events at a meet in Barrie last November. She’s also happy to be attend- ing the meet with Ward, who’s served as a mentor to the club’s younger swimmers. “She’s really good at giving ad- vice and she pushes me during practice. She’s been to nationals, too.” While she’s reticent to predict how she might do, her goal is to simply post best times. Durham City atoms golden in Peterborough DURHAM — The Durham City Bulldogs major atom boys’ basket- ball team continued its winning ways by capturing gold at a tourna- ment in Peterborough last week- end. Fresh off their silver medal at Burlington two weeks ago, the Bull- dogs went undefeated en route to the title of the Peterborough Power Major Atom Basketball Tourna- ment. Playing a game against the Goulbourn Hornets from the Ot- tawa area in the finals, Durham re- bounded from a foul-plagued first half to control the boards and the ball in the second half for a 46-38 victory. The Bulldogs received strong inside play from centres Antho- ny Addo and Brandon Nunes de Souza and forward Cameron Hud- son. Guards Andrew Murrell, Bran- don Jaipaul, Brian Browne, Darien Walters, Kendell Wilson, Latrelle Silliphant, Malcolm Pelley, Marlon Gamarra, Matthew Johnston and Michael Chambers all provided speed, ball handling and playmak- ing to good effect. Gamarra was the Bulldogs’ most valuable player of the tournament. Playing the Whitby Saints in the semifinal, the Bulldogs put the pedal to the metal from the start, outscoring the Saints 31-17 in the first half. Whitby made a run in the second half, but were never able to get closer than nine points in a 56- 46 Durham City victory. Durham started tournament play with a 48-28 victory over the Peterborough Power. Peterborough couldn’t match the Bulldogs’ ball- handling, quickness, and ability to finish plays as the ’Dogs cruised to an easy victory. In Game 2, the Bulldogs scored a hard-earned 42-35 victory over Nepean No. 1. Each team ran their plays with equal success. In the final four minutes, Durham West shut down Nepean’s top scorer with tight defence, while making some clutch baskets at the other end for the win. After struggling in the first half against Bedrock, from the Ottawa area, in Game 3, the Bulldogs put it all together in the final half. Playing at the home of the 1980 Winter Olympic Games, the Panthers found it a tough challenge to master the large Olympic ice surface. Un- daunted, the team battled its way to the championship final where they used a total team effort to beat Quincy from Massachusetts, 4-2. Michael Eccleston was named tournament most valuable player. The peewees played teams from Massachusetts, New Jersey and Connecticut in their first three round-robin games, winning 5-3, 4-0 and 3-1, respectively. The Panthers’ only loss of the tournament came in Game 4, a 2-1 decision to the New Jersey Freeze. With a guaranteed spot in the championship game, many of the Panthers en- joyed an afternoon of skiing, snowboarding, bobsledding or dog sledding at the Lake Placid Olympic sites. Prior to the tournament, the Panthers defeated Tren- ton in four straight games in their best-of-seven Ontario Minor Hockey Association (OMHA) playdowns.
