Management plan aims to protect and enhance health of Duffins, Carruthers By Keith Gilligan Staff Writer PICKERING — By employing the help of angling clubs, environmen- talists and property owners, Toronto and Region Conservation is hoping to make the Duffins and Carruthers creeks a better place for fish. A fisheries management plan for the creeks was released recently by the author- ity and in- cludes pro- tecting and improving the ecosys- tem, while not suffering any loss of fish habitat. Duffins Creek is in “really good shape overall,” according to Gary Bowen of the TRC. “It’s one of the few watercourses in the GTA that has incrementally, over time, im- proved in health.” Carruthers Creek “a t best, it’s holding its own,” he noted. Rick Gregorczyk, of the Float Fish- ing Conservation Group, gave the health of the two creeks a ‘B’ grade. “There’s a lot of room for improve- ment,” he said, adding that given the amount of development in the area, “they’re in surprisingly good health.” The Metro East Anglers runs a fish hatchery near the Parkview Golf Course in Markham and has put in a fish ladder on the Rouge River. The group also releases about 250,000 rainbow trout and is involved in re- leasing about 250,000 Atlantic salm- on. “We have an interest in what’s going on in Duffins Creek. The fish ladder is next to a dam on the Rouge and without the ladder, the fish couldn’t get beyond the dam, Mr. Bert stated. The ladder has opened “hundreds of miles of new habitat” for fish, he noted. Between 30 and 40 members regularly come out to help with work, he added. During a public meeting Wednesday in Pickering attended by about 15 peo- ple, TRC officials outlined projects they’d like to accomplish this year. Mr. Bowen said one of the reasons for the health of the Duffins is a lot of the land near the creek is in public owner- ship. That means there has been plenty of vegetation planted near the creek. “By having that much land in pubic ownership, there’s been a lot of recov- ery,” he stated. For Carruthers, “there’s a lot in private ownership. Some restoration activity isn’t able to take place,” he added. As “opportunities present themselves,” the conservation authority will get in- volved in restoration work, he said. The Carruthers headwaters aren’t in the Oak Ridges Moraine, he added. “It’s a smaller water course, so it’s not as resil- ient. It doesn’t have the same groundwa- ter flows. It’s not fed by aquifers like the Oak Ridges Moraine.” The aim of Wednesday’s meeting was to “kind of share our approach, what our priorities would be, restoration of the aquatic system,” Mr. Bowen said. Gord McPherson, with the TRCA, said three properties are being looked at for rehabilitation this year. “We spend an awful lot of time under- standing the system we monitor. We own thousands of hectares of land. We are looking at all our public lands,” he said, adding these include wetlands, woodlots and riparian plantings (trees and shrubs planted on the banks of water courses). In-stream rehabilitation is done to stop erosion, he said. “Stream cleanup, I can’t tell you how important it is, espe- cially after the fishing season. It’s always well-received,” Mr. McPherson stated. One project is working on a tribu- tary of Mitchell’s Creek in Claremont, and the work includes reforestation and wetland enhancement. At Paulynn Park, work includes forest and riparian plant- ings, along with placing structures in the stream. She is thin, trembling and barely has the strength to sit up in bed. She is 11 years old, but from her size one might think she was only seven or eight. She is refusing to eat. Mark Simmons is heartbroken look- ing at her. He is certain she is going to die. The doctors examine her and she is diagnosed with tuberculosis, but another test reveals she is also HIV positive. The doctors aren’t sure how she contracted it as her father is HIV negative and her mother de- serted the family. “I thought she was close to death when she arrived at the clinic, but through the care and support of the clinic’s staff and her father she be- came well enough to return home after only a few weeks,” said Mr. Simmons. This little girl is one of the people who has touched the Durham res- ident’s heart during his five-month volunteer placement at the West- ern African Aids Foundation office in Accra, Ghana. When he returns home to Courtice in a few weeks, this is going to be one of the memo- ries he carries with him. For many, the prospect of working with an AIDS organization in Africa might sound daunting, but with his time about to come to an end, Mr. Simmons is in awe of the courage of those living with HIV/AIDS. In the latest e-mail interview, he also tells the story of an older man who had come to WAAF from the northern part of the country to seek the care he needed because it wasn’t available there. “He always seemed so positive and had such a gentle spirit that I was always happy to see him,” Mr. S immons said. The man stayed at the hospice for several months and was growing stronger, but then he developed se- vere complications and his health quickly deteriorated. “I had to fight back tears when I came in to work one morning and was told that he had died the night before,” he said. Through his placement at WAAF, organized through Canadian Cross- roads International in Toronto, Mr. Simmons is doing IT work and help- ing to set up a computer network (his placement is funded by NetCor- ps, a program funded by the federal government). He’s also helped with voluntary counselling and testing (VCT). “My time at WAAF has given me a much greater appreciation of the magnitude of the work that WAAF is doing,” he said. “By creating aware- ness of HIV and educating the public on how to avoid becoming infected and by treating and supporting peo- ple living with HIV/AIDS, WAAF is making a direct impact on the lives of thousands of people in Ghana.” The West African AIDS Founda- tion was founded in 1998. The non- governmental organization’s main focus is VCT, to ensure that people get to know their status. “This is the only way of prevent- ing the spread of the disease,” said Dr. Naa Ashiley Vanderpuye, the medical director of the International Health Care Centre (the hospice). She said the percentage of people diagnosed dropped from 3.6 per cent in 2003 to 3.1 per cent in 2004. According to the United Nations AIDS organization UNAIDS, there are an estimated 350,000 people liv- ing with HIV/AIDS in Ghana (pop. 21 million). WA AF is also focused on treat- ment, care and support of those liv- ing with HIV/AIDS, as well as edu- cating people about prevention and the truth about HIV/AIDS. Dr. Van- derpuye said the attitude towards people living with HIV/AIDS hasn’t changed that much since WAAF was founded, but it is working on it. “The attitude is still that any HIV- infected person is a bad person, who is promiscuous and who deserves it,” she said. “It is also assumed that HIV is a curse from God and that a person infected with HIV forms a threat to society because people think they can acquire the infection through casual contact.” Mr. Simmons said through his work helping WAAF with VCT, he’s met some people who were well- informed about HIV and AIDS and others who knew dangerously little. “I’ve met people... who regularly put themselves at risk of becoming infected with HIV because of this lack of knowledge,” he said. “And I’ve seen how scared some people are when they come to be tested because they believe HIV is a death sentence.” At the same time, when he meets with clients at the hospice or mem- bers of the Positive Living Group, a support group led by WAAF for people living with HIV/AIDS, Mr. Simmons said he feels awed by their courage, saddened by their hard- ships, and hopeful that through positive living and the support of organizations like WAAF they’ll live long and happy lives. Dr. Vanderpuye said WAAF is the only organization in Ghana that deals with all aspects of combating HIV/AIDS — from education and prevention to treatment, care and support. It works with both national and international partners, such as Canadian Crossroads International and the AIDS Committee of Lon- don. WAAF relies on volunteers, and both financial and in-kind funding. Although the governments of many African countries are doing what they can to help those living with HIV/AIDS, Dr. Vanderpuye said they can’t do it all so it is important to have organizations like WAAF. “(Organizations that) deal with marginalized groups make it pos- sible for people to access certain facilities that they would otherwise not be able to,” she said. Mr. Simmons is amazed by the work WAAF is doing. “It’s reaching thousands of Gha- naians through its educational ac- tivities, providing testing and coun- selling for thousands more, and providing treatment and support for hundreds of people living with HIV,” he said. “And they’re doing all of this with a full-time staff of only 12 and an annual budget of less than $150,000 (CDN).” For more information or to do- nate, visit www.waafweb.org. newsdurhamregion.com searchkeyword: africaghanasimmons Follow Mark Simmons’s BLOG drinfo.ca/simmonsblog.html DURHAM — AIDS isn’t just a concern in Africa, there is much work to be done in Canada and right here in Durham Region. Peter Richtig is the ex- ecutive director of the AIDS Committee of Durham and has been living with AIDS for 15 years. He recognizes the situation in other parts of the world is much different than here at home (the commit- tee has recently partnered with an AIDS organization in Mexico), but he also knows there are Canadians who mistakenly believe HIV and AIDS are only a Third-World problem. “We still have people who are dying here, who can’t work, who are lonely and stigmatized and depressed,” he said. The AIDS Committee of Durham provides support — financial assistance and counselling — to people liv- ing with HIV/AIDS. Although there are many drugs available to help those with HIV/AIDS live longer, there are still many ways their lives could be made better. Mr. Richtig said many are lonely, depressed or liv- ing in poverty. Another important service the organization provides is education. When Mr. Rich- tig goes to speak to students some tell him they don’t have to worry about HIV and AIDS because there is a cure; he said because of these mis- conceptions they are engag- ing in high-risk activities. The infection rate is on the rise. “Things haven’t bottomed out yet,” he said. There were 2,482 Canadi- ans diagnosed with HIV in 2003, a 13-per cent increase from 2001, although AIDS or- ganizations estimate 30 per cent of those with HIV are unaware. Durham Regional Police are seeking the public’s assistance in identifying the man after three incidents occurred with- in a few minutes last Friday evening in southwest Pickering. On Jan. 13, two 11-year-old girls re- ported separate incidents in which they said they had been followed by a man in a minivan as they walked along Stone- bridge Lane around 5 p.m., police said. In both incidents, the children reported a man stared at them as the van pulled alongside them. Around the same time, a man ap- proached a 13-year-old girl and made a sexual comment as she walked her dog in the area of Oklahoma and Eyer drives, police said. The girl ran to a nearby home and the man left in an unknown direc- tion, police said. In all three incidents the suspect is described as a white man, 20 to 35, with black hair, a moustache and a goatee. He wore a black tuque and sweater and drove a silver and beige box-style mini- van, police said. From 9:30 a.m. to 9:30 p.m., you have a chance, provided you are at least 18 and a Canadian citizen, to exercise your right of citizenship. As a fortunate member of a democratic society, whether through birth or by way of immigration, you should go to the polls and cast a vote. To not bother signals contempt for the very way of life we cherish. In countries all over the world -- witness recent elections in Iraq -- citizens take very seriously their right to cast a ballot for the party and politician of their choice. Civil wars are fought over the form of government a society will have. People willingly go to war for the cause of freedom and to prevent one-man rule from succeeding. It’s also worth noting that our own democratic way of life was fought for in the past century as young men and women gave their lives for the cause of freedom. The alternative was dictator- ship and tyranny. Democracy was worth fighting for then, and it’s worth battling apathy now. It has been encouraging to see the three major parties all consider some type of Parliamentary reform in their platforms. After using the same system to elect members for the past 139 years, it is time to consider a system that provides some sort of reward for voting for parties with little hope of winning election (for example, Liberals out west, Conservatives and NDP in Que- bec, Greens everywhere). As it now stands, too many Canadians believe their vote makes little difference, especially in ridings where a clear winner is evident long in advance of election day. That has to change. Some form of current first-past-the-post and proportional representation is probably the best recipe to stem the tide of declining voter turnout. The idea of fixed election dates also merits consideration. As well, a more civil, constructive tone in Parliament and the prospect of a more productive House of Commons would be appreciated by Canadians too. However, it’s important to remember it all starts and ends with you. Make sure you vote on Monday. McTeague should have been the pick To the editor: Re: ‘Conservatives deserve mandate nationally; Dobson, Holland our choices,’ editorial, Jan. 18. I find it surprising that the Pickering News Advertiser would endorse inexperienced and unproven candidate Tim Dobson instead of hard-working, accomplished and well- respected MP Dan McTeague. I am sure Mr. Dobson is a competent person, however, it seems the only qualification he has, according to the edito- rial, is his failure as a candidate in the last federal election. I don’t understand how this would make him a better choice than the very capable incumbent, Mr. McTeague. While the editorial was correct in recognizing the excellent work of MP Mark Holland, it failed to demonstrate the same degree of thoroughness when it neglected to recognize the many accomplishments of Mr. McTeague as a member of Parliament. Randy Henderson Pickering It really will be that easy to figure out the green bin F riends, it is easy. There is nothing to fear in garbage separation and furthermore with- out it there is nothing but garbage. You can’t save the world with big black bags full of trash. Upon arrival in Durham Region, mere weeks ago, it didn’t take long to see that garbage, and I don’t mean the band, is a hot topic here. The Region is abuzz with talk of diversion, organic waste and re- sidual waste; the coming of green bins, not to be confused with blue boxes. It all sounds technical and complicated, these changes that will alter the face of waste collection. Break it down, lose the lingo and it is simple. Put your leftovers in the green bin, recyclables in the blue one and ev- erything else, which shouldn’t be much, in a clear garbage bag -- the result, growing garbage problems remedied. Having been through this before, twice in fact, frankly it is somewhat shocking to see the Region is just get- ting to this point. It was August 2001 when my hometown in New Bruns- wick implemented a system similar to what Durham has planned. It has a little more to it because there are a series of receptacles, cans in one, cardboard in another and all the bottles are loaded up and taken to a redemption centre where, upon return, you are give 10 cents for every bottle, can or juice box. My parents raged about the new way of dealing with the waste, but today it is second nature to them, and more importantly there is almost nothing that goes to landfill. Granted, there are some issues with it; there can be a bit of a smell coming from the compost bin, and Mommy has had a couple of early morning scares by hungry raccoons, but these few in- conveniences are far outweighed by the benefit of changing the way garbage is dealt with. In a different town a few years later the transition happened again. The im- plementation of a two-bag system in a small town where many people were reluctant to change had its challenges. Eventually the system had to be man- dated to get those who were stuck in their old black-bag garbage ways to abide by it. But compliance eventually reached 100 per cent and the amount of garbage that was sent to landfill was drastically reduced. It may take you a second more to throw that banana peel in a green bin instead of a trash bag, but when gar- bage day rolls around and there is a mere quarter of a bag of garbage going to the landfill and you realize you are doing your part, that second more is well worth it. LETTER TO THE EDITOR Not enough reasons for teens to be engaged The federal election is tomor- row and what are most teen- agers going to do about it? Nothing. It is a growing problem that teenagers eligible to vote do not care at all about the voting cam- paign and candidates. Indeed, there are some politi- cal experts roaming our local high schools, but for the most part, teenagers could care less about who makes it into our federal of- fice. It’s a real shame teens do not wish to participate in a decision that could change the future of our country. After all, we are considered to be the future of Canada, but the only thing we care about right now is how we are going to pay for post- secondary education. A reason students do not vote is that they believe their vote will not make a difference in the way polls are swayed. There is rarely a neck-in-neck race when it comes to federal elec- tions as there is normally one party who takes a running lead. Just like student council elec- tions in high school, the federal election is a popularity contest. Whoever has more posters or who- ever has more air time on the news will likely get teenagers’ votes. Well, this is normally the case with most students hitting the polls Jan. 23. Te ens are also not faced with some of the political problems the same way in which their parents are. Students are uneducated and therefore cannot make an in- formed decision on whom they believe is the best to run our coun- try. The candidates do not focus on all demographics and teenagers feel left out, which therefore re- sults in a loss of eligible voters. Moreover, many students do not even know how to register to vote, let alone differentiate the various parties and their views. It is a waste of time and effort in our eyes. Maybe we should organize a ‘Vote or Die’ campaign in Canada. It worked in the U.S. to raise teen votes by a dramatic amount. We ultimately are voting for the best of the worst. There have been so many scan- dals within our government in the past few years that many Canadian citizens have given up on support- ing their government. These candidates post negative advertisements about each other, mudslinging like there’s no tomor- row, and we have to watch it over an exhausting 54-day campaign. Are these the people we are sup- posed to trust? Vo ting percentages have de- creased drastically in the past few years, which means less and less people are ‘taking a stand for Can- ada.’ Well, I am going to stand up for myself instead. I will continue to live my life the way I do. I will work three jobs to pay for my outrageously expensive educa- tion, while my parents work daily to help support the same cause. Educate students on politics and election procedures and involve them in your proposals. Only then will we start to see a difference in teenage participation in elections to come. During a Jan. 16 board policy committee meeting, members approved a first reading of a draft policy. “This particular policy is a new policy,” said Paul Pulla, a superin- tendent for the Catholic board. Although the board has al- ways had a procedure for head lice, they never had a policy, he added. Specific changes to how lice outbreaks would be handled in- clude making head checks the responsibility of parents and removing the requirement for schools to have screening com- mittees. Mr. Pulla said the issue of pri- vacy has come up during past procedures, so in developing the new policy he looked at what other boards are doing. “We’ve had issues with parents rejecting... (having) their children be checked,” said Mr. Pulla. Under the policy, all principals have to provide the school com- munity with information regard- ing prevention, identification and treatment in accordance with the administrative procedure. Students who are identified with head lice or nits must be treated and cleared of both lice and nits to prevent the spread to others. The policy will go to the school board for a first reading, then sent to stakeholders for comment and posted on the board’s website for four to six weeks before going back for a second reading. The most common findings for Fibromyalgia (FM) are chronic pain, fatigue, pain to touch, sleep disorders and inability to handle stress. There is much similarity to Chronic Fatigue Syndrome (CFS), which as the name suggests has a greater degree of fatigue. Before the time of the railroads, the easiest way to transport timber, grain and people from Picker- ing to Toronto, Kingston or across the lake to the U.S., was by ship. At the bottom of The Bay Road, around 1870, there was a 25-foot red light- house and the Pickering Harbour Company’s grain elevator on a large com- mercial wharf. At the top of The Bay Road (Liverpool Rd.) was the community of Liver- pool Market and the Liv- erpool House hotel owned and operated by Robert Secker. Large sailboats called stonehookers were often seen on The Bay, which were used for the stone trade of that time. Some years later, the Crystal Ice Company built icehouses and began an ice cutting and storing industry on Frenchman’s Bay. Looking out over the bay today, it is hard to imagine the hustle and bustle of 18th century industry that took place on Frenchman’s Bay. Residents in Scugog, Uxbridge, Brock and Clarington, already have green bin collection, while a portion of Picker- ing also has the service. Mr. Watson, manager of waste management for the Region, explained residents will be asked to separate household food wastes from garbage. “Green bins are to divert kitchen waste from the garbage,” he said. “It will be composted and reused rather than being land- filled.” Organics will break down naturally and can be turned into compost, which can be used for gardening or landscaping. The green bins will take waste such as paper tow- els, tissues, food waste, paper egg cartons, saw- dust, wood shavings and animal bedding. The ma- terial will then be taken to a central composting facil- ity in south Pickering and laid out into large rows called windrows where it is broken down through microbial activity. Alongside the green bin program is the blue box program, which collects papers, telephone books, magazines, boxboard, glass and jars, cans, bottles and milk and juice cartons among other items. “Regional council has agreed when the green bins have been distrib- uted to households and residents get weekly ser- vice, then the necessity for weekly garbage is no lon- ger required,” Mr. Watson explained Following the imple- mentation of the green bin program, regular garbage pickup will be held once every two weeks and a maximum of four bags will be collected. “This will further en- courage residents to use their blue boxes and green bins,” Mr. Watson said. “As a result that 40 per cent that actually goes to Mich- igan should be reduced.” He said the Region is currently working on a va- riety of projects to educate residents about the chang- es in the waste system and what material goes in what box. Ryan Annesley named South Conference’s defenceman of year By Al Rivett Sports Editor PICKERING — It was a sur- prised Ryan Annesley who got the news that he was named the top defenceman in the OHA On- tario Provincial Junior ‘A’ Hockey League’s South Conference this season. The 19-year-old Ajax resident and fourth-year member of the Pickering Panthers was oblivious to the news when reached on his cellphone Friday morning. His re- action was one of delight. “It’s excellent. It’s a huge hon- our,” says the Panthers’ captain. The most valuable players were voted on at the annual OPJHL general managers’ meeting Wednesday. It’s been a season filled with accolades for the 5-foot-10, 190- pound rearguard who was named as a representative of the OPJHL to compete in the first-ever Ca- nadian Junior ‘A’ Hockey League Prospects Game in Yorkton, Sask. last month. It featured 40 of the best 19-and- under play- ers in Cana- dian Junior ‘A’ hockey. In addi- tion, he was recently named to the OPJHL all-star game in Mississauga next We dnesday as a member of the South and East Conference all- star squad. They’ll play all-stars from the North and West confer- ences. For his part, Annesley shares the credit for his success. “I owe a lot to the team and coaching staff. The coaches have given me a chance to play in every situation. And, my teammates have helped me out,” he says. Making a leap to becoming an all-star defenceman didn’t come without a lot of self-sacrifice. An- nesley says an off-season training regimen and many hours in the gym have paid dividends. “It’s the strength aspect -- I have more energy and more speed and that helps out a lot out there.” In addition, Annesley has de- veloped a well-rounded game. “I’m definitely an offensive- minded defenceman, but I take pride in working on the defensive aspects. I think I’ve improved in that area a lot,” he says. Panthers’ head coach John Winder says Annesley returned for his fourth season with the club to improve his chances of get- ting an NCAA Division 1 hockey scholarship. He’s done everything possible to enhance his value with U.S. college scouts. “Last year, Ryan had a lot of Di- vision 3 offers. He made the com- mitment to us to come back and get a Division 1 scholarship. He’s been doing all the right things,” says Winder. “He wants a Division 1 scholarship and he’s very close to getting it.” Winder noticed not only has Annesley grown and matured as a hockey player, but has made even more of a commitment to getting bigger and stronger. “He knows what it takes and he works out hard,” says Winder. “He does all the things away from the rink that he has to do.” Annesley says all systems are go for the Panthers to finish as high as possible in the standings in order to get home-ice advan- tage. He’s unfazed by the Pan- thers’ inability to land an impact player or two at last week’s trade deadline for the stretch run and for the post-season, noting the team’s chemistry is outstanding. “Keeping the core guys shows confidence and that gives us con- fidence as a team. I think (no deals at the trade deadline) ben- efits us more than it hurts us.” S t. The Monarchs are one of 16 teams competing in the Confedera- tion Cup invitational high school hockey tournament in St. John’s, Newfoundland from Feb. 9 to 13. And, the St. Mary girls have earned the top seed in the draw. St. Mary coach Ann Mahoney notes as a native Newfoundlander she had touched base with the Con- federation Cup convener on a trip back to the East Coast last year. As well, she had spoken to a team offi- cial with the Paris High School team at last year’s provincial high school playdowns who had been to the cup in previous years. The reviews were good. “He told me it was fabulous; it was just a great week and the tour- nament is well run,” says Mahoney. Mahoney says the St. Mary play- ers are looking forward to their trip. “We have a lot of girls who haven’t travelled far, so it’s a real nice thing,” she said. The Monarchs have enjoyed suc- cess at league and tournament play thus far, coming off a dominating performance at the York University tournament where they blasted Burlington Nelson 7-0 in the final. In five tournament games, St. Mary scored 26 goals while allowing two. The perennial Lake Ontario Sec- ondary School Athletics (LOSSA) champs and Ontario Federation of School Athletic Associations (OFSAA) contenders reloaded this year with a number of Grade 9 and 10 students more than picking up the slack from graduated players. Mahoney points to Grade 9 goal- tender Kim Caggiula, defenceman Christina Paterson and forwards Tif- fany Allen and Jessica Vella, along with Grade 10 forward Kathleen Crandles, as solid contributors in their first year on the team. That’s not to say the Monarchs aren’t blessed with leadership. That component, says Mahoney, is filled by Grade 12 defenceman Cristin Allen, a provincial-level player who recently signed on for a four-year scholarship to the University of Connecticut Huskies in Storrs. The Monarchs have two games remaining in the LOSSA schedule. The team sports a 6-0-1 league re- cord and 11-0-1 overall mark.
