Durham Region Transit (DRT) merged the transit services in Ajax/ Pickering, Whitby, Oshawa, Clar- ington, Handi Transit and Special- ized Services Jan. 1. Discusses Liberal Party’s plans for social programs By Jillian Follert Staff Writer DURHAM — During a campaign stop here Friday morning, Prime Minister Paul Martin boasted of winning a family card tournament over the holidays, and indicated he is still holding a few political cards close to his vest as some polls show his party losing ground to the Con- servatives. Surrounded by red-button-clad supporters, local MPs Judi Longfield (Whitby-Oshawa), Mark Holland (Ajax) and Dan McTeague (Picker- ing-Scarborough East) and federal hopefuls Louise Parkes (Oshawa) and Doug Moffatt (Durham) at the Whitby Seniors Activity Centre, Mr. Martin unveiled his party’s new plan to support families -- including ini- tiatives for seniors, caregivers, and people with disabilities. “I believe that our social pro- grams, the things we do to help each other out and help each other up, speak to the kind of country we are and the country we want to be,” he said. Key elements of the plan include a Family Leave Program that allows caregivers to take up to two months off to care for a seriously ill loved one, increasing the Caregiver Tax Credit by 50 per cent to $15,000, the creation of a Registered Disabilities Savings Plan to help people with disabilities plan for the future and $135 million from the Post-Second- ary Innovation Fund to improve ac- cess to education for people with disabilities. An initiative that received en- thusiastic applause from the many seniors in attendance was the Mort- gage Equity Access Now for Seniors (MEANS) program, that would provide insurance for reverse mort- gages -- a tool that many seniors on fixed incomes use to access the equity they have in their homes. The prime minister noted that commercial institutions that offer reverse mortgages usually charge high interest, and said MEANS would help them save thousands of dollars. Martin the family man hits Durham ✦ See Liberals, Page 2 First week fairly seamless for new transit ✦ See Transit, Page 2 NEWS ADVERTISER systems.” The buses have been rebranded, the drivers are wearing new uni- forms, the new fairs are in place and, for the most part, all is well. “When you merge four transit systems in one day there are bound to be some issues,” Mr. Galinis said. With a ridership every day of 30,000 and an annual ridership in the area of 6.5 million, when un- veiled, transit officials were sure to receive some customer calls. Mr. Galinis said the DRT office fielded a large number, particularly Jan. 3, when transit takers were gearing up to return to work. “People were looking for infor- mation on how it would work,” Mr. Galinis said, although he admits some of the calls were complaints. “There are usually a few com- plaints when you raise fares. But nothing unusual.” DRT also received a number of calls asking about its new website, w ww.durhamregiontransit.com, which Mr. Galinis said is up and running. “It seems to be getting a lot of hits,” he said. The site provides the latest in- formation about Durham Region Transit, including routes, schedules, fares and new services. Also, to make the transition a smooth one, drivers were given bul- letins and the appropriate training. As well, he explained GO Transit drivers have been involved in the transition as they too must be aware of the new system because of a fare agreement between the two. “We had some minor transfer is- sues with the electronic fare boxes in the beginning,” Mr. Galinis said. “Just little minor gremlins.” But he explained that drivers have been instructed to err on the side of the customer. For example, if some- one has cash fare when boarding GO Transit, when what is required is a DRT pass or transfer, the drivers have been instructed to let them on. Immediate changes were the new logo on buses and stops, integrated routes across the region and a har- monized fare structure. Mr. Galinis explained the new transit system brings with it im- proved service in Ajax, Pickering, Whitby, including service on holi- days and weekends. As well, he notes the new extended northern service into Brock, Uxbridge and Scugog. This will help take some of the pressure off seniors on fixed incomes.” Te lling the audience that Ca- nadians are going to elect “one of two people” as their leader on Jan. 23, Mr. Martin took square aim at his Conservative opponent several times over the course of his speech, accusing Stephen Harper of oppos- ing national child care and a ban on handguns, and supporting tax breaks for the wealthy. Va rious Tamil group representatives met Dec. 29 at the campaign office of Rondo Thomas, Ajax-Pickering’s Con- servative candidate, to hear what the party is selling and to spread that mes- sage to other Tamils in the area. “For us, this is a very important event,” said Pon Balarajan, president of Justice and Freedom for Tamils Everywhere. “There are a lot of misunderstandings among people.” In an interview following the meet- ing, Mr. Balarajan said most Tamils vote Liberal without studying Conservative policies. He added some speeches made by Conservatives in the past have been hurtful and perceived to be anti-Tamil. Thursday’s meeting was to bring Tamil group representatives together to express their views, as well as listen to Conser- vative candidates, because Tamils and Conservatives have many similar beliefs, “but we are turning our backs,” said Mr. Balarajan. Joining Mr. Thomas at the meeting were Conservative Party candidates Jim Flaherty, for the Oshawa-Whitby Riding, and Tim Dobson for Pickering-Scarbor- ough East. Before fielding questions, the candi- dates shared a bit about themselves. “We believe the family is essential,” said Mr. Dobson, referring to the Con- servative’s proposed tax credits for child- care. “In our community the families and grandparents are looking after the chil- dren,” said Mr. Balarajan and added they would benefit from the tax credit. “We need to build a bridge,” Mr. Balarajan said. Those attending suggested the party hold a GTA event to discuss its platform with minorities and explain the ben- efits its policies could offer. Although the Conservative candidates said they thought it was a good idea, they added they didn’t think it could occur before the election. “You have made statements support- ing Tamils... we have also heard things that were somewhat difficult to under- stand,” said Dr. Sri B. Sri-Skanda-Ratah. He said he would like some assurance that commitments being made by the Conservatives are coming as a result of better understanding. “I would like to hear some assurances of how the Conservatives feel about the Tamils and their search for an in-depth homeland,” he said. Currently there is a civil war in Sri Lanka and Tamil Canadians want Cana- da to support the Norwegian peace plan and help solve the problem, explained Mr. Balarajan. Mr. Thomas said in Ot- tawa, he would set up ongoing dialogue so Canada can participate and speak intelligently as the Norwegian peace process moves forward. “We have been known in this country as peacekeepers, but you can’t keep the peace without the knowledge,” said Mr. Thomas. Those at the meeting will take back information to other Tamils, so they will know more about the party before cast- ing their ballot Jan. 23. Tamils meet with Conservatives NEWS ADVERTISER A/P PAGE 4 THE NEWS ADVERTISER, JANUARY 7, 2006 durhamregion.comA/P PAGE 4 THE NEWS ADVERTISER, JANUARY 8, 2006 durhamregion.com A long, strange journey to Ajax Regional Chairman sets funding requests in motion Process moving as soon as possible By Erin Hatfield Staff Writer DURHAM — Roger Anderson is optimistic that provincial and fed- eral dollars could be coming to help pay for the new regional transit sys- tem. “We certainly will be pursing the provincial and federal government for funding for the transfer,” said the Durham Region chairman. “I al- ways start out optimistic and hope- ful. I know the federal and provin- cial government are very supportive of transit initiatives these days.” Correspondence with Transpor- tation Minister Harinder Takhar has been started, according to Mr. An- derson. “I will follow up shortly with a request for actual dollars,” he said. “Then hopefully we can sit down and discuss it.” He hopes the Province will be in a position to support Durham Region Transit, launched Jan. 1, like he said they did in York, Waterloo, Toronto and Ottawa. Mr. Anderson indicated the same process will take place with the fed- eral government following the Jan. 23 election. The aim is for a one-third split of the transfer costs, meaning the municipalities, the Province and the federal government would equally pay the price. “Hopefully the federal govern- ment will find themselves in a posi- tion to assist in the transit costs,” he said. He said DRT removes cars from the roads and falls in line with the Ky oto Accord so it is something he anticipates the federal government will back. The process for going after fund- ing was started as soon as possible according to Mr. Anderson. “You can’t ask for something new in funding until you are clear on what you have and what your needs are estimated to be,” Mr. Anderson said. “If you ask too early, without the facts, you just discredit your own case.” The Region had to get a clear idea of the condition of the fleets, any potential route improvements and how many new busses would be needed to improve the service before Mr. Anderson said any steps towards funding could be taken. “It would be difficult for the Re- gion to act in advance of operating the service and having real informa- tion to provide to our potential part- ners,” he explained. “The process was started as soon as all the re- quired information and background data was received from the previous transit providers and when the con- sultant had been able to finish her report outlining impacts and future capital needs.” But even if the Region is able to secure government support, Mr. Anderson said it won’t affect any future tax increase, any provincial and federal dollars would be over and above the tax base. “But it certainly will move transit forward,” he said. He explained without funding, plans that might take three years could take 10. Things like replacing an aging fleet and extending the transit service would be speeded along with financial assistance from both levels of government. A ride on the new Durham Region Transit leads to confusion By Erin Hatfield Staff Writer DURHAM — ‘Welcome to Dur- ham, Erin,’ I thought as a wave of dirty puddle water was slashed onto my face by a passing car. I stood at a bus stop at Went- worth and Wilson in Oshawa. My new managing editor had aban- doned me there, little more than 72 hours after arriving in Durham. Armed with exact change and a bus schedule, my mission was to successfully take the new Durham Region Transit from Oshawa to Ajax. My purpose, to see how eas- ily it could be done. It was 1 p.m. when I was rolled out of the car in the rain to wait for the bus. Within minutes I grew cold and nervous in unfamiliar territory waiting for my valiant steed, the Durham Region Tran- sit bus, to rescue me. With sheer delight I boarded at 1:22 p.m. and asked the driver, “how much?” “$2.50,” he said. “Where does this bus go?” “Where do you want to go?” he answered. “Ajax.” He chuckled through his teeth. I tried to defend myself by telling him I had just moved here. The driver handed me a little piece of paper, told me to get out at Bond and board a GO Transit bus. Easy enough. A few stops later the driver got out of the bus and another got on. This was the pivotal point in my trip. I would later learn this exchange took place at Bond, and this is where I should have got- ten off. But the driver didn’t even make eye contact when he exited the bus. I had no idea this was Bond, so I ignorantly chatted with a six-year-old about how to read a bus schedule. We started on our way once again, a new driver behind the wheel and me oblivious to my missed stop. We weaved our way through streets, stopping here and there when I realized it ap- peared we were making our way away from the centre of the city. So I leaned forward in my seat and asked the new driver if I was on the right track. “A jax? No we aren’t going any- where near Ajax,” he said. “How would I get to Ajax?” “I have no idea, I guess your best bet would be to take the GO bus.” He picked up his radio and asked someone if there was an Ajax bus that ran out of the col- lege. A muffled voice responded and the driver told me to get off the bus at the Wal-Mart and get on the 17 Taunton, ask for a transfer, take that transfer to the college and get on the Ajax bus. “As for where that Ajax bus goes,” he said. “I have no idea.” At 1:58 p.m. I exited the bus as instructed at a shopping plaza at Ta unton and Harmony roads. A woman in a blue coat named Jeanine Fitzgerald directed me to the appropriate bus shelter. I asked her if she was an avid bus user and she said she was but she hadn’t taken the bus since Jan. 1. “I didn’t know what route it would take or if it would be the same,” she said. “And it is hard when you don’t have a lot of money and you don’t know exact- ly what the changes are... It makes me mad that now I have to pay $2.50 when I just use it in town. I wouldn’t go to Ajax. I’ve never been there in my life.” The 17 Taunton pulled up and I boarded. “Can you get to Ajax on this bus?” I asked. “A h, no,” the driver answered. “The other driver said I could go to the college and then to Ajax on this bus.” “Oh yeah,” he said. “The cam- pus 101 will take you to Ajax.” He pulled out a Durham Re- gional Transit insert from the newspaper and started scanning the pages. I sat down and after a few minutes he came and sat be- side me. “I would say you should take the Highway 2 GO line to Ajax,” he said pointing to the map. “Usu- ally I like to try a route out before I recommend it, but it all just sort of got thrown together so I actually haven’t tried it myself. But appar- ently how it works is I give you a transfer and the GO bus takes you to areas where we don’t take you.” It is now 2:20 p.m. and I am freezing. I feel like this trip is never going to end. We arrived at the college and I got off, thanked the driver and he told me to get on the bus directly in front of us. This time the driver is a woman. I told her where I was headed and she too pulled out the map and said there was a bus at the college that went to Ajax, but she didn’t know what time it came or where I would end up. I guess she sensed my desperation because she stopped the bus at the Ajax stop and let me look to see what time it would arrive: 3:10 p.m. It was not yet 2:30 p.m. I could get off and wait for the Ajax bus or take this bus back to Bond and get on the GO bus to Ajax. “It is up to you,” the driver said. “But I don’t want to leave you standing there in the rain.” So I took a seat behind the driv- er and headed back from whence I came. She dropped me off at a GO bus terminal. I went inside and asked a man behind the counter if the paper transfer the woman had given me would get me to Ajax. “You can try,” he said. “Wait on Platform 3.” The bus arrived at 2:50 p.m. I boarded, handed the driver my transfer, sat down and said a silent prayer that this trip would end. I imagine there is a certain feel- ing of independence that comes with riding the bus when you do it successfully. But when you get off track it is a scary, lonely and a long journey. And I don’t think I was alone in my ignorance. In each of the carriages I sat near the front and there were many people who were unaware of the cost, some without the change to make up the dif- ference. There were many ques- tions about transfers and the radio was buzzing with drivers relaying questions to each other. CALL FOR DETAILS. W hen it comes to learning, the age-old question “How young is too young?” arises in the minds of many parents. “Children begin learning from birth. And, when it comes to literacy and numeracy development, a child can’t begin learning early enough,” says Dr. Donna McGhie-Richmond, Educational Specialist with Kumon Math and Reading Centres. “Learning to read is the foundation of all academic achievement.” Parents need to provide developmentally appropriate ways of encouraging and supporting early learning. It is important to understand that young children learn through play, exploration, dialogue and interaction. W hile building sandcastles in a sandbox or moulding an inter-planetary spaceship with play dough may seem like only fun, children are actually fine- tuning their motor skills with every shape they create. They are learning about shapes and quantities, and if we look very closely we can see that they are expressing their understanding of their world. And while a child’s head may perk up over hearing about how old Mother Hubbard got stuck in a cupboard, the child is also absorbing the rich language and sounds of the words expressed in the nursery rhyme. Nursery rhymes and songs are a good way to teach young children about rhythm, language and rhymes. Understanding and being able to manipulate the individual sounds in words is critical to learning to read. Fundamental skills are learned through play and contribute to the development of early literacy and numeracy skills. And, as the family becomes a child’s first teacher, the learning experiences they provide will have an impact on their child’s future reading and math skills. But, there is a limit to how a baby or young child can be taught through structured learning activities. It isn’t every campaign, for instance, that the three major national federal leaders show up to make stops locally within a few days of each other. But here we had NDP boss Jack Layton, back for a second trip to Oshawa, on Tuesday, stumping for his brightest and only realistic hope in these parts, Sid Ryan (Oshawa). On We dnesday, buoyed by polls which now show his Con- servatives leading nationally, Stephen Harper came to Oshawa to try to boost the chances of incumbents Bev Oda (Durham), Colin Carrie (Oshawa) and hopefuls Jim Flaherty (Whitby- Oshawa), Rondo Thomas (Ajax-Pickering) and Tim Dobson (Pickering-Scarborough East). And, not to be outdone by his rivals, Prime Minister Paul Martin dropped in on Whitby Friday to back incumbents Judi Longfield (Whitby-Oshawa), Mark Holland (Ajax-Pickering) and Dan McTeague (Pickering-Scarborough East) and chal- lengers Louise Parkes (Oshawa) and Doug Moffatt (Durham). There is serious national media attention, especially on Oshawa riding, where the white-hot three-way race of 2004 is expected to be duplicated this time out. All three leaders, with every winnable seat desperately wanted, will do whatever they can to help local candidates win. The decision by provincial Conservative heavyweight Jim Flaherty to challenge Ms. Longfield and the success of Ms. Oda and Mr. Carrie are obviously an inspiration for Mr. Harper to try to make inroads into Ontario. Winning seats in 905 ridings is critical if Mr. Harper is to become prime minister come Jan. 23. Mr. Layton badly wants to build on the 19 seats the NDP won in 2004. For his party to hold the balance of power in a minority situation, more seats mean more influence. A win in Oshawa would help him do just that. As for Mr. Martin, he must hold seats his party won in 2004 and he would dearly love to take any winnable seats the Liberals came close to taking -- Oshawa and Durham -- this time around. Any slippage in Ontario likely means a drop to opposition status for the Liberals after 12 years in government. A good start to 2006 To the editor: After all the bad incidents that have been reported over the last year, I would like to share a wonderful event that showed me there are good people in this world and especially Dur- ham Region. Way back in August I purchased a couple of clothing items from a local store. I went to look for those items at home several days later and couldn’t find them. Did I leave them at the store or possibly another store? I checked with the stores and they were not able to help me. I accepted that I had lost them. Nearly five months later, the bag with the two items turned up outside my front door, in pristine condition. The person who found them must have seen my name on the sales re- ceipt, looked me up in the phone book and delivered them without ringing the doorbell. I cannot thank that person but I can truly appreciate the kindness of that person in return- ing those items to me. Two-thousand-and-six is going to be a great year. Christine Male Pickering Listen closely to candidate plans to address the issue I f there was ever a time for youth to become interested in politics, it’s now. Barely a month after Pickering held a community forum to discuss violence, shots rang out in downtown Toronto, killing a 15-year-old girl and injuring other innocent bystanders shopping on Boxing Day. Although it may seem far-fetched right now, it would be fool- ish for Durham residents and teenag- ers to assume such obvious disrespect for humanity and the law could never occur here. It probably wasn’t too long ago that Toronto residents believed it wouldn’t happen there. With just weeks left until the election, youths wanting to secure their sense of security in Canada, Ontario and Dur- ham Region actually have a chance to do something. By voting if they’re able, or convincing someone else to go to the election polls Jan. 23, they can help their community choose the federal candidate that they think will be most effective in preventing violence from taking over their neighbourhood. Te enagers and young adults care and are aware of the continuous chipping away of their sense of freedom and safe- ty. When teenager Brittany Plummer was recently asked what the local MP must do to ensure they represent the interests and wishes of all, or at least the majority of their constituents, she said they should create a better environment in schools so kids feel safe. “When the rules aren’t strict enough and when kids don’t feel safe, someone needs to do something about that,” said Brittany, while at the McLean Com- munity Centre in Ajax. “There’s too much violence. I want to see something done about that too because they get away with everything because they’re young.” Parents and teenagers should pay close attention to what candidates are selling to stop violence in the GTA. To- ronto may be a big city, but it’s also just a stone’s throw away. There’s nothing here to stop a dispute from happening at a local store or high school. Before voting this month, ask yourself which party’s set of beliefs are most like your own and find out what your riding candidates intend to do to stop violence in the GTA and Durham. The Ministry of Health recently announced $60 million in capital funding to be distributed among all Ontario hospitals; Rouge Val- ley, which operates Ajax-Picker- ing and Scarborough sites, is to receive $509,842. David Brazeau, Rouge Valley spokesman, said the hospital was waiting to get the criteria from the ministry before decid- ing where the money would be spent. “We’re still awaiting further in- formation from the ministry,” he said. “We’re very pleased to receive the funding. In March, Ajax and Pick- ering fire departments start enforcing an amendment to the Ontario fire code that re- quires working smoke alarms on every level of a single fam- ily, semi-detached or town- house. “This amendment was in- troduced to help make On- tario residents as safe as pos- sible from fire,” said Bernard Moyle, Ontario fire marshal. “Homeowners, landlords and tenants all have a responsi- bility in ensuring compliance with the regulation.” To increase awareness about the amendment and the importance of work- ing smoke alarms, Ajax Fire and Emergency Services is launching ‘Working Smoke Alarms: It’s the Law’, a pro- vincial awareness campaign developed by the Office of the Fire Marshal to educate people on smoke alarm re- quirements, technology, in- stallation and maintenance. “Our goal is to ensure every home in Ajax has a work- ing smoke alarm on every level and that residents know how to maintain them,” said Randy Wilson, Ajax fire chief. “No one needs to die in a fire and Ajax Fire and Emergency Services will be doing ev- erything we can to help you keep your home and your family safe.” Pickering Fire Services is also planning to educate the public about the fire code amendment to coincide with the provincial campaign. Panthers, Attack desperate for wins Ajax hopes to keep playoff hopes alive; Pickering in midst of standings log-jam By Al Rivett Sports Editor DURHAM — This weekend of hockey could be one of the most important of the season for the Pickering Panthers and the Ajax Attack, rivals who, by the end of today’s (Sunday’s) action, will have played a home-and-home set. The OHA Ontario Provincial Ju- nior ‘A’ Hockey League teams are on the ice this afternoon at the Ajax Community Centre at 3 p.m. The squads met to open the week- end on Friday night at the Picker- ing Recreation Complex, with the result unavailable at press time. The Attack (5-28-0-3 for 13 points) are tied with the Oshawa Legionaires for the final playoff berth in the league’s South Con- ference. The Ajacians missed a chance to move two points clear of the Legionaires on Tuesday night in Oshawa, losing 2-0, thus allow- ing Oshawa to pull into a tie in the standings. Every game from now until the end of the season, says Attack head coach Carey Durant, is of prime importance to keep the dream of making the playoffs alive, some- thing the franchise has failed to do over the past three seasons. “Every game to us right now is obviously big. Every two points we get, Oshawa has to get four to beat us,” says Durant, alluding to the fact the Attack has won the sea- son series between the two teams, thus they’ll get the playoff nod if they end up tied in points. More than needing desperately to record a victory -- the Attack are in the midst of a 15-game losing streak -- the Ajacians are looking to do it against a team they typical- ly get pumped for -- the Pickering Panthers. Although losing 8-4 in their previous meeting a week ago, Durant is optimistic his charges can rebound and play up to par against the more experienced and older Panthers’ crew. “We’re looking for consistency. We’re looking to develop each game,” says Durant, the first-year head coach. “Maybe we were afraid the first time we played them. Now, we realize there’s nothing to be afraid of. We can play with them. “I give credit to Pickering. They’ve done a good job with their program. We want to beat Pick- ering real bad. We have to beat everyone, every time we play (in order to earn a playoff berth).” For the Panthers (21-13-1-1 for 44 points), taking four points off the struggling Attack would go a long way to vaulting them over a three-way logjam of teams, also including the North York Rangers, Va ughan Vipers and St. Michael Buzzers, for second place in the South Conference standings. And, the points would put the Pan- thers within striking distance of the first-place Markham Waxers, which lost 7-4 to the Newmarket Hurricanes on Thursday night. Panthers’ head coach John Winder says his team rolled to a nine-game unbeaten streak last month, but the feat failed to put any real distance between Picker- ing and the three other challeng- ers.
