WITHTHECANDIDATES Legislation protects agricultural preserve By Danielle Milley Staff Writer PICKERING — Developer Silvio DeGasperis isn’t planning on sell- ing the land he owns in the Duffins Rouge Agricultural Preserve, even though the Province has officially made the land off-limits to develop- ment. The Province passed the Duffins Rouge Agricultural Preserve Act late Dec. 15, which protects 4,700 acres of farmland in central Pickering that is east of York-Durham Townline and west of Duffins Creek. Mr. DeGasperis owns 1,500 acres of land in the preserve. “We are not considering the sale of our land in the Growth Manage- ment Study urban boundary (Cher- rywood),” he wrote in an e-mail Monday. In 1999, when the Province sold the land, which it had owned since expropriating it in the mid-1970s, some of it was bought by develop- ers who stood to make a large profit since much of the land was sold at agricultural prices with easements on it indicating it remain agricul- tural “in perpetuity.” The City held the easements and removed some of them in March 2005 to settle a lawsuit with land- owners. The City’s growth management study recommends the southern portion of the preserve -- known as Cherrywood -- be developed. Pickering gets ‘great Christmas present’ Asking Province to declare city underserviced By Danielle Milley Staff Writer PICKERING — Pickering wants the Province to act immediately to help ease the doctor shortage in the city — and help prevent more talk of transfers of departments from the Rouge Valley Ajax and Pickering hospital. At Monday’s council meeting, Ward 1 Regional Councillor Mau- rice Brenner introduced a mo- tion requesting that the provincial minister of health designate Pick- ering as an underserviced area for physicians. Council had previously made a request in 2003, but got no re- sponse. This latest one comes on the heels of the near transfer of pediatric and obstetrical services out of the community and to the Rouge Valley Centenary site be- cause of a shortage of pediatri- cians. “Inaction is something this com- munity cannot tolerate,” Coun. Brenner said. Within a week of making the announcement of the temporary transfer of services from Ajax and Pickering, the hospital adminis- tration was able to find the cover- age to fill the on-call schedule so the services wouldn’t have to be moved -- at least for now. Coun. Brenner said in Picker- ing alone there is a deficit of 18 physicians. Sandy Rider, president of the WDRA, was ecstatic Monday when she heard the legislation had passed. “What a great Christmas present for all the people who worked so hard to do this,” she said. The legislation would reinforce the conditions agreed to in the 1999 mem- orandum of understanding (MOU), signed by the City, Region of Durham, the Province, Ms. Rider and the Green Door Alliance, which placed the ease- ments on some of the land. A warrant was also issued for Andrew Janev, 21, of Hillcrest Road in Pickering. He is also known as ‘Jingles’. The arrest and warrant are a result of a stabbing that oc- curred at Petticoat Creek Com- munity Centre in the Kingston Road/Rougemount Road area of Pickering. The victim became involved in a confrontation with a group and was stabbed at around 11 p.m. The victim ran to a near- by residence where police and ambulance were called. He was treated at Rouge Valley Ajax and Pickering hospital for serious but non-life threatening neck and fa- cial injuries and released. The 17-year-old, who cannot be identified under the Youth Criminal Justice Act, was charged with aggravated assault, assault with a weapon and robbery. Mr. Janev is wanted for ag- gravated assault, assault with a weapon and robbery. The investigation is continu- ing, with more arrests and charg- es expected to be laid. Arrest made in Pickering stabbing Ajax woman struck by car sustains head injuries AJAX — An Ajax woman is in hospital after being struck by a car while crossing a street Monday eve- ning. Durham Regional Police said the 49-year-old victim sustained serious head injuries and was transferred to intensive care in Toronto following the accident, which occurred at the intersection of Finley Avenue and Panter Crescent around 5:15 p.m. A southbound Ford Topaz driven by an Ajax woman was turning left onto Panter when the pedestrian was struck, police said. Investiga- tors closed the intersection for sev- eral hours. Police want to talk to witnesses. Ward 2 City Councillor Doug Dickerson said in addition to the Province not acting on the underserviced designation, it also hasn’t approved the Ajax expansion. “That’s a travesty as the com- munity has committed to or raised more than $20 million,” he said. The tone of the discussion at Monday’s meeting was less crit- ical of the hospital, compared to two weeks ago when coun- cillors voiced their opinions on the administration’s decision to temporarily transfer services. “The Province has put the hospital in that position by not having the funds or the phy- sicians,” said Ward 2 Regional Councillor Bill McLean said. “Let’s get this hospital redevelopment and get this hospital back on track.” Ward 1 City Coun- cillor Kevin Ashe, who also sits on the Rouge Valley Health System Foundation board, was advocat- ing for council to support the hospital in the previous dis- cussion and was glad to hear councillors doing just that with this motion. “This motion is exactly that, it’s getting behind our hospital and our residents and asking for action from the Province,” he said. Mayor Dave Ryan had also previously talked about helping the hospital find a solution. He said this motion was the right approach. He also called on the minister to intro- duce a new manage- ment model for hos- pital systems so ad- ministrators can bal- ance the resources of the whole system. Doctors currently have privileges at just one site and can’t be moved across the system. In a recorded vote the motion passed unanimously. Durham residents are on their fourth premier and their third political party in power, but a decade-old promise to build a consolidated regional courthouse, has finally been kept. The new building, which will bring together the half-dozen disparate courts located around the region — a number of them tacked on to shopping malls — will be built smack dab in downtown Oshawa. That was where Oshawa politicians figured it would go all those years ago. But that was in 1995 when Bob Rae was premier. The NDP is long gone and between the current Liberal re- gime of Dalton McGuinty we had the Mike Harris-Ernie Eves years where there was uncertainty about when and where such a courthouse would be constructed. But now comes word that the groundbreaking on the huge new building will happen Jan. 16 -- years before any construction was actually expected. For the legal community, this new project is precisely what is needed. As Durham has grown , so have the needs of citizens, court employees, lawyers, Crown attorneys, judges and police officers. But a serious lack of space has meant long periods for those awaiting court time. Bail court has been constantly backed up with remands meaning justice has been delayed. And justice delayed is justice denied. Now, however, those involved with the system can expect to have the very latest in modern technology so that they can make the system work effectively and efficiently. That can only help all of us in Durham who put plenty of our tax dollars into the justice system every year. The project is also a huge shot in the arm for downtown Oshawa. After the disappointing announcements last month about job cuts at GM, the courthouse will bring a large number of employees into the downtown core. And the courthouse, along with the downtown sports and entertainment complex, the sale of the Genosha, and other projects, will help generate more investment and development where it is needed most in this region: downtown Oshawa. Police baffled by increase in boozing motorists All I want for Christmas is to feel safe behind the wheel of my au- tomobile. But that would seem to be a tall order. Durham Regional Police, who four weeks ago started their annual Festive RIDE (Reduce Impaired Diving Every- where) campaign, have so far nabbed no fewer than 65 people for drunk driv- ing offences; 21 were pinched in the past week alone. Dozens more drivers had their licenc- es lifted for 12 hours after registering warnings on roadside breath-testing de- vices. Contrast that number -- 65 drunk drivers -- with last year’s campaign, when after four weeks of RIDE Dur- ham police had laid 45 drunk driving charges. Huh? Sergeant Jeff Galipeau noted that the higher numbers are at least partly at- tributable to strategic positioning of RIDE stops — cops setting up where they know the drinkers are likely to be. But that’s only part of the explanation, he said. There’s another element, intan- gible and inexplicable: Why is drinking and driving increasing? “Basically, we’re scratching our heads and saying, ‘What’s happening?’” Sgt. Galipeau said. RIDE has been going on for long enough that anyone with a licence is familiar with it. We know the police will be out in force over the holidays target- ing those who’ve tippled before climb- ing into their autos. Still, Sgt. Galipeau wonders if more aggressive advertising and public aware- ness blitzes might be needed. Ad campaigns can be effective, and increasing the frequency with which of- ficers set up RIDE stops throughout the year may raise awareness. But people will still drink and drive. It comes down to a decision, made by the individual. And that element of conscious choice means there is great moral culpability for those convicted of impaired driving. These 65 people charged so far this sea- son are innocent until proven guilty but in the event guilty verdicts result, the penalties ought to be harsh. It’s the same as the agonizing ques- tions surrounding gun violence; the issue is addressed only when perpetra- tors are dealt with appropriately. That means imposing tough penalties, and dispensing with plea bargains that may expedite matters in the courts, but fail to address a serious social (and criminal) issue. Happy Holidays. Stay safe. There has been a terrific outpouring of support for our hospital recently, and we are thankful for it. The medical staff and others have voiced their views and suggestions clearly. The imminent threat of closing obstetric and pediatric ser- vices is gone. But for how long? It may be until the end of January; maybe the sword will fall in June. Then it will be another crisis and more uncertainty for staff and patients. The battle has not been won yet; it’s just beginning. Let’s be open about it, discuss the problems with no vague words and miscommunications. The administration has been saying a move would be for patient safety reasons because of a lack of pediatric coverage. So far, not enough stress has been put on safety in connec- tion with the dangers of travel on Hwy. 401, particularly for women in labour, due to deliver their babies. The pediatric problem can be solved, not the traffic on the 401. Has there really been enough of a continuous effort put into recruiting and keeping more pediatricians? The problems will not go away easily, but the people from our ever-growing communities of Ajax, Pickering and Whitby will never stand by idly seeing their hospital being dismantled. While some councillors urged their colleagues to continue giving the Great- er Toronto Marketing Alliance (GTMA) money to promote Durham internation- ally, others weren’t convinced they’re getting bang for their buck. “A sk yourselves, would your constitu- ents go ahead with this for 53 cents (per taxpayer) per year?” said Ajax Mayor Steve Parish. Without the GTMA, Durham will not have the resources to attract investments from other countries, he said. “We’ve been doing this for how many years and where’s the beef?” asked Whit- by Mayor Marcel Brunelle. Oshawa Regional Councillor April Cullen said having Mississauga Mayor Hazel McCallion and Toronto Mayor David Miller as GTMA co-chairs speaks volumes to whose interest it’s best suited for right now. She added she wants to see “real jobs” created in Durham, not com- muter jobs. “We’re dealing with a very tight bud- get, very tight,” said Coun. Cullen, adding although it’s only $100,000, it’s coming up to $1 million over the years. If the Region were to pull its funding this year, maybe the GTMA would bring more to the table, she added. On the other side of council cham- bers, Oshawa Mayor John Gray support- ed staying in the GTMA. “They are out there promoting and exposing this area to the world,” said Mayor Gray. Oshawa Regional Councillor Brian Nicholson said without the GTMA, the Region’s economic development com- mittee would be asking for another $100,000 for its budget to do a portion of what the GTMA is able to do already. Through the Joint Waste Management Group, the two municipalities will be addressing the social, environmental and financial impacts of this issue by way of an Environmental Assessment (EA) under the Provincial EA Act. As a necessary first step, an EA Terms of Reference document, which outlines how the EA study will be completed, was developed through an extensive public consultation. On December 31, 2005 the Proposed EA Terms of Reference for the Durham/York Residual Waste Study was submitted to the Minister of the Environment for review and approval. As part of the review process, a formal 30-day review period starting January 6, 2006 and ending February 6, 2006 has been established to solicit feedback from the public and agencies on the document. This document incorporates feedback received from the public and agencies on the Draft EA Terms of Reference issued in October for review. Environmental concerns include poten- tial climate change for which conservation and new technology are the keys to improvement. Health care 2. economic sustainability 3. environment. I’ll discuss health care elsewhere in more detail, but I’d like to point out that these three issues are closely linked. Where I differ from the Conservatives is that I believe a healthy environment is essential to a healthy community and a sustainable economy -- not an obstacle to economic development. We have cut unemployment to its lowest level in 30 years, turned the massive deficits of the Mulroney years into surpluses, and reduced overall debt dramatically. This has freed up funds for investments in health care and environmentally sustainable economic development. MARK HOLLAND Liberal Modeste, NDP don’t want our future mortgaged Sustainability, ethics and accountability impact every area of voter concern. Jack Layton and the NDP have introduced innovative measures to address challenges in health care, the economy, education and the en- vironment. Tax cuts are a nice idea, but we must be careful to address cur- rent needs without mortgaging tomorrow’s promise. The NDP will do this through our plans for fair trade and economic reform, action to stop U.S.-style health care, a com- mitment to truly accessible post-secondary education and training opportunities and stewardship of our environment. We can ensure Parliament truly operates in the best interest of Canadians. Korus suggests renewed focus on our energy needs First is Canada’s energy needs and how those needs are to be met. Energy usage is growing in Canada, and non-renewable energy sources are becoming more scarce and more expensive. The Green Party would enhance energy conservation programs while shifting reliance away from non-renewable and onto renewable energy sources. Secondly is the environment and specifically how its continued degradation will severely impact our quality of life. We will go further to ensure that we protect what’s really important. Thirdly is access to, and quality of health care. We will reverse the trend of paying too much and getting too little. Thomas calls for more accountable government Canadians have lost all trust and integrity with politicians and with the recent scandals in Ottawa it is time to be accountable. Our party has pro- posed a federal prosecutor to deal with those who abuse the trust. Crime and the punishment of those who break the law are on everyone’s mind. We propose mandatory sentencing for misuse of firearms, enforcement of deportation orders, sentencing that is meaningful and a parole system that protects the innocent, not the guilty. Canadians pay too much tax. We will lower the GST for all, including seniors, stu- dents and low-income earners who would not benefit by income tax cuts. Better effort, but same result for Panthers By Al Rivett Sports Editor PICKERING — The effort was 180-degrees better than their pre- vious outing, but the Pickering Panthers suffered a similar fate in Vaughan against the Vipers on Monday. One day removed from an 8-0 shellacking by the Aurora Tigers, the Panthers were on the road for their penultimate OHA Ontario Provin- cial Junior ‘A’ Hockey League tilt before the Christmas break. Despite playing with more spirit, Pickering suffered a 3-2 loss to the Vipers at the Al Palladini Community Centre. The loss was the second in a row for Pickering, which has one game remaining in December against the Ajax Attack tomorrow (Friday) at the Pickering Recreation Complex at 7:30 p.m. The Panthers are 4-3-1 this month. With each of the previous three meetings against the Vipers being solid, up-and-down contests, Mon- day’s game was very much in that mould. But, unlike last Friday’s 6-3 win for the Panthers on home ice, Pickering couldn’t muster a second consecutive win. “As close as the score was, we were disappointed we lost,” says Panthers’ head coach John Winder. “A t the same time, after an 8-0 drub- bing the day before, I was proud of the boys to come back and play reasonably well.” There was, however, some hang- over from the lacklustre effort, as the first period of Monday’s game was one the Panthers would like to forget. The difference, thankfully, for Pickering was goaltender Mark Duchesne, who kept his team in the hunt, allowing only one goal despite his club being outshot 12-5. “It was a terrible first period,” says Winder. “We were lucky to be 1-0 down. Mark Duchesne played out- standing; he kept us in the game.” Pickering picked up the inten- sity considerably in the second and third periods, keeping Vaughan starting goalie Andrew Martin busy, but he was equal to the task, making 23 saves in the contest. Winder says the first period, cou- pled with a couple of defensive mis- cues that resulted in two of the three Va ughan goals, hurt the Panthers’ chances of winning the game and tying the season series between the two teams at 2-2. With the Panthers’ next three games against neighbouring rival Ajax, Winder says it’s imperative the Panthers nail down those points up for grabs against an Attack team that has all of five wins this season. “They’re pivotal,” says Winder. “Every year we’ve managed to allow Ajax to beat us, but we can’t allow it this year. Those games are so impor- tant to us.” In addition to tomorrow’s game in Pickering, the Panthers and At- tack play a home-and-home series the first weekend in January. The Attack is in Pickering on Friday, Jan. 6, with the Panthers in Ajax Sunday, Jan. 8.
