Although trustees debated Mon- day if sending the Province a letter regarding off-school smoking issues is part of the Durham District School Board’s mandate, more appeared responsive to the idea during the Nov. 7 standing committee meeting when trustees Sherry Croteau and Paul Crawford presented a letter. “There seems to be no prohibition against tobacco products and smok- ing them,” said Trustee Croteau and added as elected members, it is their duty to step in and do something. “We’re looking to protect our stu- dents and better their lives... and this is one thing we think we can do.” The letter requests Ontario’s min- isters of health and education, as well as the attorney general, look into amending the Smoke-Free On- tario Act to prevent anyone under age 19 from possessing tobacco products. At the Nov. 7 council meeting, Ward 1 Regional Councillor Maurice Brenner announced the creation of Community Against Violence Every- where (CAVE). It is loosely based on a group in Toronto called UMOVE -- United Mothers Opposed to Vio- lence Everywhere -- composed of mothers who’ve lost a child to vio- lence. “A lot of times we believe it is somewhere else, someone else’s problem and that’s not true,” he said. “Violence knows no boundary.” Councillors and the community were motivated to do something after an incident Halloween night where several youths were involved in a fight that resulted in at least two stabbings. Following the incident, councillors received several calls from concerned community mem- bers. Coun. Brenner said staff also reported a lot of damage after Hal- loween and the emergency room at the Ajax and Pickering hospital was kept busy that same night because of acts of violence. Ward 2 City Councillor Doug Dickerson is the chairman of the new committee. He said the first event being planned is a commu- nity forum to be chaired by Ward 2 Regional Councillor Bill McLean and Ward 1 City Councillor Kevin Ashe. “To make sure we take this mes- sage not just to the City of Pickering, but across Durham Region,” Coun. Pickering nuclear r eactors will sit for 30 years By Keith Gilligan Staff Writer PICKERING — It could take up to three years to mothball two reactors at the Pickering nuclear station. Randy Leavitt, the direc- tor of program support at the station, said Units 2 and 3 will be put in safe storage, “where they’ll sit for 30 or more years.” That time is needed “to allow radioactive decay to take place,” Mr. Leavitt told the Community Advisory Committee on Tuesday. Ontario Power Generation announced in August the two units wouldn’t be refur- bished and restarted, citing the cost to do the work and the uncertainty as to how long the reactors could safely and efficiently operate. The two reactors have been in a laid-up state since late 1997. Units 1 and 4 were refur- bished, but at a cost in the billions. The decision to take Units 2 and 3 out of commission won’t be reversed, he stated. “From OPG’s point of view, this is absolutely final.” Putting a reactor into a safe state “was always recognized as part of the life of the plant. We’ll go there early with units 2 and 3. It’s not totally new, it’s just a little earlier for two units. The difference here is two will come down now and two will continue to operate for another 15 years.” The cost of the work hasn’t been determined yet, Mr. Leavitt stated. “That’s one of our first steps, establish what to do with the systems and then cost it out.” It’s the first time that more than one unit is being put in safe storage, he noted. A reactor at Douglas Point went through a similar pro- cess, but “it was a single unit.” “We have to ensure the safety of units 1 and 4 and 5 to 8. “The ‘A’ units (1 to 4) are highly interconnected. The fire water system is common. There’s a common contain- ment system,” he said, noting there’s one vacuum building for the whole station. “We have to reroute the controls so the common con- tainment system can contin- ue operating,” he stated. A decision was made to have a dedicated organiza- tion look after the work. “The feeling is this project, unlike other projects, doesn’t have generation at the end of it. There’s no reward,” he noted, adding putting the units into safe storage would be the team’s “sole purpose.” When questioned about the impact on staff, Mr. Leavitt said, “There are mixed feel- ings amongst our people. It was a mature decision, but a lot of folks were a little emo- tional about the loss of two units.” There will be no layoffs because of the decision, he added. Trustee Gordon Baxter said he liked and would sup- port the new let- ter. Previously, he agreed with other trustees that it’s not part of the board’s mandate to deal with off- school smoking issues. Trustee Eliza- beth Roy said she would support sending the let- ter to the Province and even the federal government if it is amended slightly. She would like the wording more straight-forward and to the point. She added schools do a good job of enforcing smok- ing rules but, “as (students are) walking outside, they have the butt in their mouth and they’re lighting up across the parking lot.” But, not all trustees were convinced about the letter. “As far as going out and telling the Province of Ontar- io, whether (stu- dents are) 18 or 19 that they shouldn’t be smoking on public property, that is not for the school board to decide,” said Trustee John Dolstra. He said trustees can send a letter, but shouldn’t expect a response. A decision on the letter was postponed until the next standing committee meeting so further amendments can be made. When the Ajax resident and her husband sepa- rated she had to provide for her four young children by herself, and although she says it’s getting easier, the Santa Claus Fund means she has one less thing to worry about. “It would be a little harder (to provide presents without it),” says Jane, which is not her real name. “I’m just trying to stand on my feet.” Jane’s children received boxes last year with a toy, an item of clothing, and a book. This year they will each receive a box again, as will other children of clients at the Women’s Multicultural Resource and Counselling Centre Durham. The agency provides one-on-one counselling for women and children trying to escape or who have left violent family situations. It is one of 60 special service agencies in the communities submitting children’s names so they can have a little something extra this holiday season. Jane says she feels guilty that she can’t give her children the same Christmas they were used to, but she knows their lives are better now. “I am giving them more important things, but they don’t see it that way. They’re used to having a tree with lots of presents under it,” she says. “It made my life easier thinking I didn’t have to worry about that.” Last year, when they opened their boxes -- early because they just couldn’t wait -- they were very happy, she says, as they hadn’t been expecting any- thing. In 2006, the fund aims to raise $1.35 million and deliver 45,000 gift boxes to kids from Brampton to Ajax. The News Advertiser is involved for a second year, aiming once again to deliver 1,000 gift boxes to children in Ajax and Pickering. Every dollar raised is used to purchase the items contained in the gift boxes, which go out to kids up to 12 years of age. Each box holds a sweater, socks, mittens, a hat, book, toy, candy and a toothbrush and toothpaste for kids four to 12. Babies receive two sleepers, candy for mom and dad and a small toy. The items are all new and bought directly from manufacturers at great cost savings. All donors receive an income tax receipt after the campaign ends in January 2006. McLean, a former To ronto police officer, offered a reassuring and proactive message. “Pickering is a wonderful, safe place to live and we want to keep it that way,” he said. “We realize crime is a prob- lem everywhere and here in Pickering.” Citing statistics from a report given to a regional council committee, Coun. McLean said both criminal code incidences and drug of- fences have risen in Picker- ing. Coun. But, the attitude society is taking toward bullying is changing, much as it has changed over the past few decades toward domestic violence or sexual abuse. Like domestic violence or sexual abuse, which, in bygone times, were thought to be problems solved behind closed doors as private family matters or, just as bad, kept hidden completely, bullying has usually been suffered by the victim without retribu- tion against the bully. But times have changed. Those who suffer from domestic violence or sexual abuse are encouraged to go to the authorities so immediate action can be taken against the abuser. And, the same must occur with bullying, if there is to be any real reduc- tion of the behaviour. Examples of bullying taken way too far have included the Ta ber, Alta., shooting of 1999 when a bullied youngster took a gun to his school and shot and killed another student. Students committing suicide after long-term, extensive bullying have made headlines. Most recently 16 students at a Toronto high school were arrested and charged after a 16-year-old girl came forward to report she had been harassed and bullied on and off school property over a period of 14 months. The charges are extremely serious and have caused an uproar at the school. Questions abound: Can victims come forward in a safe envi- ronment? Will action be taken to prevent further bullying? Do those in authority have the tools and knowledge they need to counteract bullying and help the bullied? That’s why the Prov- ince’s decision to introduce a $23-million anti-bullying program is welcome. Coming on the heels of the Ministry of Education’s Safe Schools Act, the anti-bullying measures announced by Educa- tion Minister Gerard Kennedy include funds for every school to develop an anti-bullying program, $3 million to Kids’ Help Phone to encourage bullying victims to make a confidential report and $1 million for schools with high safety challenges. The program is only a start. Bullying is a complex problem involving more than the bully and the bullied. It involves awareness among teachers, parents and peers who must all play a part in reducing bullying. Victims need to know there is someone out there who will listen and take action. The program offers some measures that can help. EDITORIAL LETTER TO THE EDITOR All traditions should be welcomed and accepted To the editor: Re: ‘We’re losing our traditions and heritage,’ letter to the editor, Nov. 9. I want to thank Carol Michea for writing this letter and thank you for printing it. This says what a lot of people are thinking and saying also. What I want to know is who gave these schools the right to get rid of these traditions, the famous one being, ‘no more Merry Christmas.’ Don’t you think the parents should have a vote on such issues? We have to be so open-hearted towards all nationalities and accepting, then why are they not accepting of our beliefs and traditions when they come to our country? This type of issue creates resentment. I have rights too. T he thought of sending their kids to Donevan instead of Eastdale CVI has some north Oshawa parents fuming. Their frustration comes in light of a school board plan to change secondary school boundaries to address north Os- hawa accommodation issues. To some parents, Donevan is too small, too far and too south. But they probably wouldn’t be so upset if they looked at it from someone else’s viewpoint. Right now Eastdale is overcrowded while Donevan is under capacity. So, instead of wasting more than $30 mil- lion on a new high school, the Durham District School Board has to change its secondary school boundaries and fill empty desks -- a fiscally-responsible de- cision, but one the board likely wouldn’t make if money were available. Under the Conservative government, new schools couldn’t be opened until sparsely-pop- ulated ones were closed, and although the legislation has changed, the Liberal government hasn’t introduced a funding model, which leaves boards unable to submit building plans. It’s not necessarily a bad thing. As DDSB chairman Michael Barrett pointed out during the meeting, most boards are seeing a decrease in high school students. “The reality is, we don’t have many more students, we have a shift in where students are,” said Mr. Barrett. It only makes sense to shift some East- dale-bound students south about 1.5 ki- lometres to Donevan. Who knows, maybe there will be a natural shift south to G.L. Roberts over the next couple of years and the board won’t need to build a new Os- hawa high school at all. A smaller school like Donevan can also have benefits, such as more attention from teachers in class and less classes in portables. There can also be less com- petition for school-specific awards and bursaries. How the school board handles Oshawa’s situation is something all DDSB commu- nities should take note of; as Mr. Barrett pointed out, Whitby and Ajax are also lob- bying for new schools. The success of its attempt to fill empty desks with students destined for overcrowded schools could set the stage for how accommodation is- sues are handled throughout the board. Building new schools costs all taxpay- ers money and if the board can sidestep doing so, it should. Parents can also look to the Durham Catholic District School Board if they have great concerns with overcrowding. Crime is continuing to destroy Toronto’s morale and that of the surrounding areas and I am sick of it. Gun-re- lated violence is spreading, and Toronto has become quite aware that something must be done to end it. But, can we really change the way teenagers think about gun violence? Students in general simply do not take Canadian laws seriously, because they be- lieve if they are caught com- mitting a crime, the most they will receive is a slap on the wrist. This is all thanks to the Young Offender’s Act or most recently, the Youth Criminal Justice Act, which steers young offenders to ‘al- ternate forms of intervention’, to prevent such behaviour from recurring. If teens are arrogant enough to act like supposed adults and take matters into their own hands by using vio- lence, however, they should be treated like adults and sentenced in court. It does not teach kids the importance of problem-solving when the courts make them do com- munity service for participat- ing in a criminal act. Many students, who are pegged as young criminals, rarely change their behaviours be- cause they were merely given a warning and told not to do the same thing again. Treat teens over the age of 16 as adults, make them aware of the consequences, and To- ronto will start to see a differ- ence. Students are constantly participating in programs that teach them violence is wrong. How can a student relate to these programs when they realize that society is glorifying rap artists who clearly have gang relations? Music is a major part of our culture, but family, religion and education are the only things that will help a student in choosing between a life of gun violence and a life of their own. It’s a shame then that the less than one per cent of the student popula- tion in Toronto committing these crimes are taking the spotlight away from students who should be presented on the news. Maybe some posi- tive reinforcement will give other students something to work for. In Michael Moore’s 2003 documentary ‘Bowling for Columbine,’ comedian Chris Rock made an excellent point on gun violence. He stated that we do not need gun control, but rather we need bullet control. Bullets should cost $5,000 and that way peo- ple would resist wasting their hard-earned cash on harm- ing a single person. In a hu- morous way, it makes sense. People would think twice if they had to shoot someone with a $5,000 bullet. Some- thing so simple, such as in- creasing the prices of bullets, can help put an end to gun violence. So who are the adults here? These teens are running the streets and making our homes and communities feel unsafe. We need to give kids work experience so they can learn the value of a dollar. We need to teach them that there are consequences to every action. Toronto needs to put some serious thought into preventing gun violence from harming our streets. After all, there is no such thing as a victimless crime. We all have to pay somehow. Katalin McLean is an 18- year-old Ajax resident. The Panthers scored a 4-2 road victory over the Couchiching Ter- riers of the OHA Ontario Provin- cial Junior ‘A’ Hockey League’s North Conference at the Rama Mask Arena on Thursday night. The victory was a significant one, says Panthers head coach John Winder, in that it ended a string of futility on the road against Couchiching. But, most importantly, the players showed Winder a consistent, balanced approach to the game, with the defence moving the puck well out of its own zone, and the scor- ing extended to all four forward lines. “We’re get- ting a more consistent effort from our defence, moving the puck up very well. I’m pleased that we’re getting that kind of effort from the defence. At the other end, we’re getting scoring from all four of our lines. We wanted to get all four lines going, that’s what we’re the most happy about.” As for his blue-liners, Winder singled out Kevin Huinink for particular praise. The rookie re- arguard has continued to turn heads with his inspired and im- proved play and, in the outing in Couchiching, his play was even a bit better. “He’s steadily improved and last night he improved some more. That’s not to say he’s in the (Ryan) Annesley, (Michael) Banwell and (John) Soames de- partment, but he has steadily improved to the point he’s a force to be reckoned with in the league.” The game also marked a new forward combination of Greg Riggs, Patrick Jobb and new- comer Josh Domingues, from the Markham Waxers midgets, who joined the team in a deal that sent forward Chad Beal the other way. The trio, with Jobb moving over to the wing and Riggs going back to centre, paid dividends in a two-goal effort, including Domingues’s first with the Pan- thers. “We put the line together in the hopes of bringing some energy and last night they were our en- ergy line,” notes Winder. “They really stepped it up.” The Panthers three-game win- ning streak will be put to the test this weekend. The Panthers played at the Pickering Recre- ation Complex against the Wex- ford Raiders on Friday (with the result unavailable at press time) and will travel to Toronto to play the St. Michael’s Buzzers today (Sunday) at 7 p.m. A weekend sweep over two tough opponents would go a long way to showing the Panthers can play at a high level consistently. “I can’t say one weekend will make or break us but, in the short term, it’s going to give us a good indication of how we’re progress- ing and where we want to get to,” says Winder.
