The federal and provincial gov- ernments announced yesterday that $1.1 billion will be spent in Ontario over the next three years to cre- ate 25,000 new child-care spots. James Ip, spokesman for Mary Anne Chambers, the Ontario children and youth services minister, said munic- ipalities have to submit plans with the Province by the middle of the fall on how they will implement and spend the money. “Once we have the plan, we will continue to work with them,” Mr. Ip said, adding the first spaces should be created by the end of this year or early 2006. Durham is to receive $34.9 million, he stated. Called the Best Start Plan, the program also includes easier access to day-care subsidies and financial relief for municipalities. Funding for day care is currently split, with the Province paying 80 per cent and the municipality 20, but for this pro- gram, the provincial government will be paying the full tab. Durham chairman Roger An- derson called it “a pretty good an- nouncement.” But, he cautioned the 100-per funding by the Province is “good news as long as they don’t do it for three years and expect us to pick up the bill.” In a press release, the provincial More than 100 attend Seaton public meeting, many disagree with extension of road By Danielle Milley Staff Writer PICKERING — They want Whites Road left alone. That was the message repeated over and over again at a public meeting held by the City of Picker- ing Tuesday night. More than 100 people came out to ask questions, make comments and see the proposed Official Plan amendment (OPA) 14, which is an alternate development plan for just the Seaton lands. The City ad- opted OPA 13 in December, which implemented its growth manage- ment study to create a community in provincially-owned Seaton and the southern portion of the Duffins Rouge Agricultural Preserve in the neighbourhood known as Cherry- wood. City staff prepared OPA 13 after getting new information through meetings with the Province, Region and several other parties. It has been prepared for council’s consid- eration and no decision has been made on it yet. One of the major differences between OPA 13 and 14 is that the new plan includes a Whites Road extension and bridge over Duffins Creek connecting south Pickering with Seaton. That’s a change residents don’t want. “(With) Whites Road taking on more vehicles... we’re going to end up with gravel trucks, big transport trucks on it,” said Mike Williams. “I don’t see why Whites Road has to take the brunt of this, we can’t take more traffic down Whites Road,” Mr. Williams has lived on Whites SPECIAL DELIVERY A.J. Businesses weigh in on possible change By Jennifer Stone and Keith Gilligan Staff Writers DURHAM — A move in the U.S. aimed at extending daylight saving time in an attempt to con- serve energy is getting mixed re- views in Durham. Jennifer Shannon, a member of the Ajax-Pickering Board of Trade, said if Canada doesn’t follow the American lead, it “wouldn’t be devastating,” but it would be disruptive. Her family’s companies, The Shandex Group and Shandex Truck Inc., ship to and from the U.S. regularly and being on dif- ferent times would be “a bit of a nightmare. “For us, it doesn’t make any sense (not to change),” she said, noting she hasn’t spoken with other members of the board about the possible change. “It makes sense and we would reap some rewards. We’re a U.S.-Can- ada carrier and 95 per cent of our loads are heading to the U.S. every day.” The Ontario Chamber of Com- merce has sent out surveys to businesses in the province, Ms. Shannon added. While Bob Malcolmson, CEO of the Greater Oshawa Cham- ber of Commerce, said Canada would have to follow suit, GM spokesman Stew Low said being out of sync with the U.S. wouldn’t cause a huge problem. “We don’t see that it will have much effect on our operations at all,” said Mr. Low, noting GM is used to both shipping and receiving to fairly specific time frames across different time zones already. “There would be some initial inconvenience in getting used to it, but I don’t see it as an issue causing us significant concern.” But, if the U.S. does it, Canada would have to, as well, said Mr. Malcolmson. “Whether we want to or not, we will have to be in sync,” he said. “Our economy is so tightly tied to the U.S.” Mr. Malcolmson said he feels being out of step with the U.S. would cause “scheduling prob- lems for just-in-time delivery and travel and everything else. It would be horrendous.” Discussion of extending day- light savings time, in an effort to save energy, comes from a bid by U.S. legislators, who were first looking at extending it from the first weekend in March through the last weekend in November, as opposed to April to October. But, Thursday, as opposition to the idea mounted, the proposed timeframe was shortened, with the suggestion daylight savings time should begin the second Sunday in March and end the first Sunday in November. While the original plan saw the change start this fall, the proposal, which still hasn’t been approved, shift- ed the start time to 2007. The proposal could cause some energy savings, said Terry Yo ung of the Independent Elec- tricity System Operator, the orga- nization that manages Ontario’s power system. “You would see some energy savings, mainly because of lights. If you extend the daylight savings time by an hour, it’s one hour later that you turn the light on,” he said. That savings is “offset some- what by morning” power use. Analysts have looked at the two weeks surrounding the change to daylight savings time, and seen an energy savings of about two per cent, said Mr. Young. But it’s not clear if that two per cent sav- ings would continue throughout the extended period, he said. The idea “should be consid- ered for sure, in light of what the Americans are doing,” said Durham MPP John O’Toole. The issue is a matter dealt with at the provincial level, and the Ontario government is seeking public input. He said the increase in traffic would pose a safety and health hazard for residents. “All the people who live east and west of Whites Road are going to get smogged out,” he said. “(It’s) an injus- tice to have them endure, safety and air-quality wise, this amount of traffic.” Mr. Williams believes the City should stay with the plan it has. “We can’t han- dle (the traffic) now,” he said. “I would recom- mend the City stay with its amendment 13.” Many of the more than 20 speak- ers echoed Mr. Williams’ sentiment to not extend Whites Road over the creek. They called the extra traffic it would bring to the residential area in the south “horrendous” and a “nightmare.” But Whites was not the only topic of concern at the four-hour meeting. There were speakers reiterating their position that the City not go forward with its plan to develop the agricultural preserve and someone speaking on be- half of people who own land in Cher- rywood advocating for the City’s plan. Kathy Young urged those who want to stop any or all of the development to get motivated. “If we speak loud enough we will be heard,” she said. “If you don’t want things to happen get off your butt and do something.” Longtime Whitevale resident Tommy Thompson expressed concern about the potential loss of history, including the historic Whitevale school building and a number of homes along White- vale Road. “We still don’t know what is going to happen,” he said. “I think it’s high time we had some indication of what’s going to happen.” Rob Lyon said he saw no need for the City to have even done OPA 14. “This is nothing more than the Prov- ince’s plan,” he said. “You guys should be ashamed of yourselves... You under- cut your own position by offering up this.” Neil Carroll, director of planning and development, said the City’s position hasn’t changed. “Council is still of the position that there should be development in the Cherrywood community,” he said. Staff will take the comments and pre- pare a report for council, which is to go to a special council meeting Sept. 6 where OPA 14 is to be considered. ✦ Stick from page 1 Mike Williams Stick with original plan: residents government said over a five-year period, municipalities will save more than $208 million. Mr. Ip said the new spaces will be in licensed day-care centres, includ- ing for-profit operations. Currently, there are about 124,500 licensed child-care spaces in Ontario, 7,758 of which are in Durham. The $1.1 billion is part of $1.9 billion the Province is receiving from the federal government. The money was part of the $4.5 billion the NDP negotiated with the Liberal government to be added in the federal budget. Mr. Ip said the provincial government is spending $668 million this year on Best Start. The announcement also includes about $106 million for wage increases to child-care workers provincewide over three years. Also part of the plan is a new College of Early Childhood Educators to estab- lish professional standards for quality child care and early learning programs. Mr. Ip said a working group has been established and he expects a model to be ready in the fall, followed soon after with legislation. An panel of experts will look at recruit- ment and retention of qualified educa- tors and ways to establish high-quality licensed and informal care. The panel will report in the fall of 2006. Another panel will develop a learn- ing program for preschoolers that will link with junior and senior kindergarten programs. The force recently introduced its new Diversity Strategic Plan, developed with the help of an independent consulting firm. During the preparation work for the plan, community members and focus groups were approached for input, and a couple key targets were identified for moving forward. First, the force is aiming to enhance its own ranks of officers through more focus on recruiting, selecting, retaining and the promot- ing of a more diverse talent base. Ideally that means our police force will grow in much the same way as our growing popula- tion. Another key is to continue to improve and work on relations and outreach within the community. It’s this second plank that really hits home in Ajax and Pickering. The two communities are by far Durham Region’s most multicultural, with one in four people a visible minority. It makes us so wonderfully diverse and unique, and it’s something both communities do a good job of celebrating on a regular basis. However, it’s important to remember that many of our new neighbours have arrived in Canada with nothing but bad expe- riences and uneasiness toward law enforcement officials. That’s why the new plan from Durham police is so vital to assuring all residents that officers are friends to turn to in need. As Durham Region continues to evolve and grow in the years ahead, it’s a must that our police force grow alongside as a part- ner. As unbelievable as it is, we still hear of hate crimes occur- ring in our communities and we know intolerance continues to exist. By strengthening relations between the community and our police officers, hopefully one day soon we can wipe these ugly incidents out entirely. The Durham police plan is an important step in achieving that goal, and one in which every resident must play a role. Public is firmly against Seaton development To the editor: Re: ‘Residents OK with Province’s plan for Seaton,’ July 17. On July 14, the Province held an open house at Dunbarton- Fairport United Church to allow the public to review its plan for the Seaton lands. While the government was expounding the virtues of defective planning inside, I was signing up opponents to the plan almost as fast as I could outside. That included near- ly every member of the public who attended. Certainly some walked by without bothering to find out what was going on, but it’s safe to say that nearly all of those who attended between 6 and 10 p.m. were in opposition to the plan, not in favour of it by the time they left the property. What they were signing was the Durham Directive, a plebi- scite in reverse – a document that is ultimately going to tell the government what the majority of the people want done with the land, which is to add it to the greenbelt in perpetuity. It is not a petition. What they were taking away with them was the submission accepted that evening by Bryan Kozman, project manager. The submission details and explains in common- sense language what is wrong with the government’s theft of land, of which the public has never been allowed to have a say in determining the outcome. The Pickering and Durham official plans were developed mid-term with no public vote. Each time the agenda moves forward, it is a mid-council term process. The public has never been given the chance to vote on the biggest land grab in modern GTA history. My research and my submission, Land Grab in North Picker- ing, shows definitively that virtually 100 per cent of the informed electorate want no part of developing that land. You never know who you might meet I recently read of an OPP constable who was killed when his cruiser, speeding to a call in the fog, slammed into a moose, demolishing the car. If you’ve ever seen one of these huge crea- tures, it’s easy to understand how this could happen. The incident reminded me of my moose encounter. I once owned a cabin on Glanmire Lake, about 40 minutes north of Madoc. Purchased cheap, it was a place to get away from it all. As far as I know, several Durham residents have cottages there still. Two summers ago, I was there alone for the Labour Day weekend. With the mad rush to get home on my mind, I left early on the holiday Monday to beat the traffic. The cottage was off the Old Hastings Road, a 20-minute drive on the gravel. About five minutes or so into the drive, after turning a corner, a moose stepped onto the road, stopping right in the middle and forcing me to stop. I had never seen a moose before, so I was grateful for the opportunity to have a look. She was big and black and her legs were incredibly long. Man and beast regarded one another. After a while, I realized I couldn’t continue on my way with the moose in the road. So I pressed the car horn, just a short honk. With that, the moose turned and took off running down the road. Following slowly to give her lots of room, I reasoned she’d turn into the bush. Wrong. This moose just kept on chugging, back legs strangely splayed with every stride. One kilometre passed, then two, then five. This is ridiculous, I thought. Here I am trying to get home early and I’m being held up by a moose. I sped up to get closer, thinking she might leave the road, but it didn’t work and I dropped back again. Attempting to pass was out of the question. Soon we were close to the junction at West Road, near the highway, a busier area with several homes. The moose wasn’t exactly keeping to the right and I feared a collision with a car, a very real possibility given the hills and turns. Fi- nally, just before West Road, she turned into a large front yard on the left and was gone, probably to spend an hour or so recovering from the long sprint. The next time you’re driving in cot- tage country, especially in the early morning or evening, do yourself a fa- vour and take it slow. The car and life you save may be your own. By Danielle Milley Staff Writer PICKERING — High above the green fields of north Pickering Dave Llewellyn searches for thermals to take himself and his tandem passenger higher into the smoggy sky. He sees a patch of grass rustle in the wind hundreds of feet below -- a sign of a thermal -- and moves towards it, the rising air pushes the glider higher. Eventually it is soaring at 1,300 feet with the winding rushing over top. A once-in-a-lifetime opportunity for many but for Mr. Llewellyn it’s just another day at the office. He has been hang gliding for eight years. He came to High Perspective hang gliding school in Pickering and got “stuck on it” so now he works as an instructor and tandem pilot. “It’s something you really have to enjoy doing,” Mr. Llewellyn said. “When you get that first thermal flight by yourself it’s magical.” It is evident Mr. Llewellyn is a man of few words, preferring to do his job, rather than talk about it. “I can describe it all day long but the best thing to do is experience it,” he said. Hang gliding has changed a lot over the years and it is no longer necessary to have a cliff from which to soar. In Pickering a “porta- ble mountain” is used. The glider is attached to a hydraulic winch by a tow at the top of a slight hill and as soon as the line starts moving the glider is quickly in the air. As the glider flies it generates the wind that picks it up, ex- plains James Rowland, an apprentice at High Per- spective. “As long as there is air moving over it and under it there is lift,” he added. Mr. Rowland has been hang gliding for two and a half years; his reason for loving it is simple. “The freedom,” he said. “I’m up there all by myself.” It’s also relaxing. “You do feel the wind rushing by you and it is the purest form of flying you can achieve without a motor,” Mr. Rowland said. There are a couple of options to achieve that form of flying. The tandem flight is the easiest: participants book a time, show up, suit up and take off with a certified pilot doing all the work. Mr. Llewellyn said sometimes his passen- gers are nervous but they can ask questions before taking off. Passengers are assisted into the harness and helmet by staff and every- thing is double checked. “We’re very huge on safety. One time back in the old days it used to be dangerous but it’s not anymore,” he said. Mr. Rowland adds on tandem flights the passenger is attached to the pilot, who wears a parachute. “We like to think of that as life insurance: you like to have it but you never want to use it,” he said, adding they’ve never had to. There is also the option of a beginners’ course where students learn how to fly by themselves through both theory and hands-on training. That’s the route Paul Bouwmeister decided to take. He started the course in March and now he’s hooked. “When I do glide, when I lift off the ground it is a feeling of serenity,” he said. “There is no propeller or noise, just the wind blowing by you.” On his first flight he was just 30 or 40 feet off the ground but now he flies at 450. While he’s flying, the instructor gives comments through a radio attached to his harness. “It’s quite a unique experience,” he said. “It really put things in perspective.” Mr. Bouwmeister would recommend it to anyone. For Ontario Power Generation, that could pose a problem if not managed correctly. And, it could be a problem for consumers if there isn’t enough electricity. The higher the water temperature rises, the less efficiently it cools generators. That means nuclear stations in Pickering and Darlington, along with other electricity pro- ducers that use steam to turn generators, can’t crank out as much power. OPG spokesman John Earl says so far, there hasn’t been a problem, but the com- pany is keeping an eye on the situation. “These are processes we’ve worked with for years. We know how to manage it,” Mr. Earl says. “If it gets to the limit, we have to cut back in production. We know how to manage the operation of the stations. We have maximum generation for the needs of customers.” Water coming out of the Pickering and Darlington stations can’t be hotter than 35 C. If it is, “we have to cut back on genera- tion. During the heat wave, all nine of our reactors were operating at 100 per cent. It’s something that can be managed,” Mr. Earl states. The reactors at Pickering have a maxi- mum generating capacity of 515 megawatts each, he notes, adding the higher water temperatures could cause the loss of five megawatts. “Is there an impact? Yes. Is it impacting on OPG? Not if you manage yourself well. Pick- ering has been managing itself well since it opened. They know how to operate within the guidelines,” Mr. Earl says. “Are there regulatory requirements? Yes. Do we man- age it? Yes. Would we have to cut back? Yes. In Brief JULY 29, 2005 Cassin competes in August By Keith Gilligan Staff Writer AJAX — She has one title and is hoping to add another. Stephanie Cassin is hoping to add the title of Miss Teen Canada Globe 2005 to go with the Miss Teen Ajax crown she already has. The lifelong Ajax resident is competing in the pageant Aug. 14 at The Yorkwoods Theatre in Toronto. Cassin, who turned 15 on July 12, is one of about 60 girls competing for the title. It’s one of three pageants being held from Aug. 8 to 15. The others include Miss Canada Globe and Miss Canada Petite. Cassin was one of about 150 girls who au- ditioned for the pageant at Trinity Saint Paul’s United Church in Toronto. She’s a client of Max Modelling Agency, which set her up for the audition. “Modelling, for a girl, is a good thing. It shows confidence and being comfortable being themselves,” Stephanie states. When she was chosen for the pageant, Cas- sin was made Miss Teen Ajax, a title she’ll have for one year. Being in a pageant is “something, I think, every girl wants to do. You really gain self-con- fidence,” says Cassin, who’s going into Grade 10 at Pickering High School. “Hopefully, I’m going to win.” In each category, contestants are judged on swimsuit, evening gown, an interview, talent and platform statement. As for the swimsuit part, Cassin says she’s “fine with it.” In the talent portion to the contest, she’s dancing, something she’s been doing “since I was little.” Stephanie is still working on the dance routine. Another judging component is walking in their different outfits. She has to walk in five- inch heels, which she notes is “very difficult.” The shoes have to be clear stilettoes and Stephanie has been practising her walking to make sure she doesn’t trip up. The winner receives a $3,000 prize to go with the title of Miss Teen Canada Globe. Each contestant has to have at least $500 in sponsors. “I’m pretty sure I have $500,” she says, noting she approached family and friends with businesses for support. “If you don’t raise the money and you win, you don’t get the grand prize. The Rock were blown off the floor by a hungry Kodiaks squad, which lowered the boom to the tune of an 11-3 thrashing in Game 2 of the best-of-five OLA senior ‘B’ lacrosse semifinal series. The Kodiaks were poised to sweep the Rock right out of the series last night at the Water- loo Memorial Recreation Complex. The result wasn’t available at press time. Down 1-0 in the series after a 9-5 loss in Waterloo on Sunday, Game 2 was billed as a must-have for the Rock. The hometown lacrosse squad, however, delivered an ugly performance. While the Kodiaks shone in all areas of the game, the Rock were the polar opposite -- beaten to almost every loose ball, horrific on special teams, giving up seven K-W power-play goals and one short-handed marker, and the goaltending showdown between Ajax-Pickering’s Jay Preece and K- W’s Steve Dietrich heavily favoured the Kodiaks’ ball stopper, nick- named ‘Chugger’. Rock head coach Paul St. John was clearly disillusioned with the subpar work of his players in such an important contest. “I think disappointment may be too nice of a word,” says St. John. “Hats off to Kitchener, though. We knew they were the best team in the league. But, we didn’t think they were good enough to beat us like that. They beat us at our own game -- they ran, ran, ran and we didn’t answer. And we couldn’t stay out of the penalty box.” The Kodiaks led 3-1 after the first period and then proceeded to take over the contest in the sec- ond, scoring three more to open up a 6-1 chasm. Kitchener-Water- loo scored five more in the third before Ajax-Pickering replied with two meaningless goals to close out the one-sided affair. For the first time this season, the Rock’s pro players were non- factors, with snipers Jim Veltman and Jason Crosbie held scoreless. Meanwhile, defensive pros John Veltman, Dan Ladouceur and Pre- ece couldn’t hold the fort against the K-W offensive onslaught. K-W head coach Greg Hummel wouldn’t concede his Kodiaks had their way with the Rock. “First of all, it was not an easy win, although the score may indi- cate a big difference. It was an ex- tremely physical game. I could care less if we won 11-3 or 1-0. There was nothing easy about this win.” Both coaches, however, were ef- fusive in their praise of Dietrich, a Kitchener resident who’s tended goal with the Buffalo Bandits of the National Lacrosse League for the past four seasons and has been a mainstay in the cage for the Ko- diaks. He held the Rock -- a team that averaged 10 goals a game this season -- to a paltry goal before giving way to understudy Corey Quinn early in the third. “Chugger’s one of the best goal- ies in the game. We saw it in the NLL (National Lacrosse League) this year. The guys know they can count on him. They can count on both goalies. (Dietrich) made the big saves and Quinn went in in the third period and made some big saves as well. But it wasn’t until he nailed that shot some 350 yards right down the pipe that the 27-year-old Os- hawa native knew for certain he’d won the Canadian PGA Champi- onship and virtually guaranteed himself a spot on the PGA Tour for next season. “It put me in a position where I really couldn’t go wrong,” recalls Mills, who parred the long par-4 hole and finished three strokes ahead of runner-up Ken Duke at the Whistle Bear Golf Club in Cambridge. Mills completed the remarkable weekend at 19-under par, which included a course-tying nine- under 63 on Saturday, pocketed $81,000 (US) and vaulted into fifth on the Nationwide money list with $218,808 in earnings. Considering the top-20 earn promotions to the PGA Tour and the fact Mills will likely play 11 of the 14 remaining events, he’s all but certain to be teeing it up with Tiger and company next season. Last year, two Nationwide golfers advanced without having reached the $200,000 mark. “It’s kind of weird thinking I’ll be out there with those guys,” Mills admits. “It feels great.
