down: health officials
By Jennifer Stone
Staff Writer
DURHAM — The Durham Re-
gion Health Department is re-
minding residents to maintain
their vigilance, even though no
birds have tested positive for
West Nile virus so far this year.
Health department officials
began adult mosquito trapping
in mid-June, and though no Dur-
ham insects have tested positive
for the illness, there have been
reports of positive mosquitoes
in nearby Peel Region. That’s an
indication the virus could make
its way to Durham soon, said
Jacques Perrault, environmental
health manager.
No dead birds have tested pos-
itive for the virus so far this year,
compared with seven found to
have WNv in Durham last sum-
mer, said Mr. Perrault. So far this
year, there have only been seven
positive birds provincewide, in
five health units.
WNv is an infection carried by
some types of mosquitoes, and
can lead to minor or serious ill-
ness in humans, possibly includ-
ing encephalitis, or inflammation
of the brain. Mosquitoes become
infected by feeding on the blood
of a bird carrying the virus.
The hot weather so far this
summer may mean more mos-
quitoes, said a news release from
the health department.
Mosquito trapping has been
occurring throughout the region.
The process involves capturing

Lakeridge Health,
Rouge Valley to share
senior staff members
By Mike Ruta
Staff Writer
DURHAM — Together we’re
stronger.
That’s the reasoning that has
prompted the Rouge Valley Health
System and Lakeridge Health Cor-
poration to make permanent two,
joint vice-president positions for
the hospital organizations.
Norman Rees, Rouge Valley’s
(RVHS) vice-president of corpo-
rate services, and Darrell Sewell,
Lakeridge’s (LH) chief human re-
sources officer, from now on will
perform double duty, alternating
between the two organizations.
This week’s announcement fol-
lows what both organizations say
was a successful pilot project.
“It worked very well,” said Brian
Lemon, Lakeridge chief executive
officer. “There were a lot of ben-
efits that we anticipated but others
we didn’t.”
He says it helped to gain a new
perspective of the respective or-
ganizations and the move reduces
administrative costs, saving “a cou-
ple of hundred thousand dollars.”
As well, Mr. Lemon said by col-
laborating, the two groups in the
longer term will be able to retain
and attract people they wouldn’t
be able to attract individually.
LH is already assisting the RVHS
on its transition to a single health
information management sys-
tem, Meditech, that Mr. Lemon
says tracks a patient through the
system, maintaining medical re-
cords and performing other tasks.
The software is already used at
Lakeridge and is to be in place
at Rouge Valley’s Ajax and Scar-
borough sites by June 2006, when
both organizations start to share
patient records. With LH’s help,
the RVHS saves $3 million it would
have otherwise spent to create the
system from scratch.
“Strategically, it makes sense,”

Hume Martin, Rouge Valley’s CEO, said
in a press release about the joint presi-
dents. “With the advent of the Local
Health Integration Networks, Rouge
and Lakeridge are now extremely well
positioned to
work more co-
operatively and
further standard-
ize processes.”
Mr. Lemon said
the pilot project
that prompted
the permanent
change was fol-
lowed up with
a staff survey at
both organiza-
tions. The move was well-received, al-
though there were concerns common
to both.
“Each organization had some con-
cerns about access to the individuals,
because they were used to the person
being full-time in the organization,” he
said. He added that is to be addressed
with a realignment of staff that re-
port to the vice-presidents. Otherwise,
the organizations see great benefits
ahead.
“Being able to work together on
major projects, shared services and
so forth is the potential we see in the
future,” Mr. Lemon said, using an ex-
ample of the possibility of shared la-
bour relations and recruitment teams.

Centre for
grieving children
needs money for
start-up costs
DURHAM — A Ladies’
Pampering Cruise on Lake
Scugog is planned to raise
funds for a new non-profit
organization that will pro-
vide support groups for
children and families who
have lost a loved one.
The Carly Centre for
Grieving Children has been
busy holding various fund-
raising events over the past
year to cover start-up costs,
said Carol Byvelds, president
of the centre’s board of di-
rectors, who hopes to open
the centre once a suitable
location has been found.
“During this time,
(the centre) has been ap-
proached by a number of
families and organizations
desperately seeking help
for their children or clients,”
Ms. Byvelds said. “Unfortu-
nately, we have had to put
these families on a waiting
list. The centre is therefore
in need of community sup-
port to bring their phenom-
enal program to these chil-
dren.”
As a result, a Ladies’
Pampering Cruise will take
place Aug. 21 on Lake Scu-
gog from 1:30 to 3:30 p.m.
It will include mini-stress
relief treatments, a fashion
show, refreshments, door
prizes and gifts. Tickets are
$70 each.
“Over the past 10 years,
the population in Durham
Region has grown dramati-
cally, resulting in a greater
number of deaths and sub-
sequent demand for grief
support for children and
their families,” Ms. Byvelds
said. “As anyone who has
experienced the loss of a
mother, father or sibling
during childhood knows,
the repercussions of this
trauma can last a lifetime if
not dealt with properly.”
The Carly Centre for
Grieving Children is mod-
elled after the Dougy Cen-
ter in Portland, Oregon
-- a world-renowned facil-
ity for grieving and trau-
matized children. Groups
will be run by specially
trained and compassion-
ate volunteers, Ms. Byvelds
said. In the meantime, the
centre is appealing to any-
one who might be able to
help through a donation of
funds, space or equipment.

Local operations begin
to move cattle again
By Jennifer Stone
Staff Writer
DURHAM — Local farmers are
cautiously optimistic the re-open-
ing of the US border to Canadian
cattle will mean the industry will
return to normal.
For the first time since the bor-
der was closed to Canadian cattle
after the discovery of Canada’s
first case of bovine spongiform
encephalopathy in 2003, Cana-
dian cattle were allowed back into
the US this week. But, that could
change, as a US court prepares to
hear arguments on a permanent
injunction. That hearing was to
begin July 27, but published re-
ports indicate the judge has de-
layed the hearing until he has had
a chance to read the decision to
reopen the borders, issued by the
federal appeals court.
“I think it certainly will” help,
said John Wolters, a Blackstock
farmer and past-president of the
Durham Cattleman’s Association
(DCA). “But it has to pick up some
momentum so we get back to
where we were.”
The border re-opening “should
be a boon somewhat to the mar-
ket,” said Mr. Wolters.
The first load of Canadian cattle
crossed the border this week, after
a ban imposed in May 2003 on live
cattle under 30 months.
“It sounds awfully good, that
there were cattle moving across
the border already,” said Stan
Found, current DCA president.
When the ban was first imposed,
Mr. Found said farmers saw prices
drop from $1.15 a pound to 25
cents a pound on live cattle. Cattle
that had been fed from the time
they were calves wound up being
sold “at less than half the price as
the calf cost when it went into the
feedlot,” said Mr. Found.
Local farmers are waiting to see
what happens with the permanent
injunction court case, Mr. Found
said.
“Hopefully, everything’s OK
there, and everything can return to
normal, or as normal as can be
after so many have had to close
the doors on the cattle business in
Canada,” said the Courtice farmer.
“It’s certainly a lot better than if
they’d said no, no, no last week”
said Mr. Found. “As long as they
say yes again (July 27), everything’s
going to be OK for those who are
left.”
The border closure has had an
impact on many local farmers,
said Mr. Wolters.
“We haven’t had one cent of
income this year,” said Mr. Wolters.
Between the difficulty in finding a
market in which to sell the cattle,
and the low prices available when
a farmer finally does sell, many
farmers have been hit hard in the
pocketbook, he said.
“I know there’s a lot of younger,
and some older, farmers who are
in dire straits,” he said.
The US may have overreacted to
the very few and isolated cases of
BSE found in Canadian cattle, sug-
gested Mr. Wolters, noting the Ca-
nadian side had done all it could
to ensure no sick cattle made it
over the border.
“I think they looked for an
excuse to keep our cattle out of
their market,” said Mr. Wolters. “If
one or two or 10 animals in one
country are sick, it doesn’t mean
the whole herd is sick.”
Canadians seemed to do what
they could to help the sagging beef
industry, though the poor market
wasn’t necessarily reflected in gro-
cery store prices, said Mr. Wolters.
“We were fortunate that the
Canadian people didn’t seem too
worried about this. They were sen-
sible and kept on eating Canadian
beef and we appreciate that,” he
said.

LETTER TO THE EDITOR
Life jackets could
have saved pair
Today a family mourns a father, brother and son.
There are so many questions and few answers about a
tragic double drowning in Lake Scugog this week.
The burning question is, could this tragedy have been
averted? In hindsight, likely.
This was supposed to be a family heading out on the lake
for a little relaxation and a fishing excursion on two vessels -
one a pontoon boat, the other a small aluminum fishing boat.
Somewhere out on Lake Scugog one person in a life-jacket en-
tered the water and two others went in to help -- only the one
wearing the life-jacket survived. If all three had been wearing
life-jackets on this trip, chances are the ending to this story
would have been much different.
Ironically, Saturday, July 23 is National Drowning Preven-
tion Day and Oshawa native Barbara Underhill has been work-
ing with the society for years. The former champion figure
skater’s eight-month-old daughter drowned in the family’s
backyard pool 12 years ago, which prompted her to initiate the
Swim To Survive Program with the Lifesaving Society. She also
started the Stephanie Gaetz Foundation with her husband
Rick Gaetz to promote safety education and injury prevention
among children.
“As children move beyond the toddler stage, learning to
swim is a necessary life skill,” she says. “We teach children bike
safety and road safety, but we also need to equip them with the
swimming ability necessary for survival.”
In Canada, the Canadian Red Cross estimates there are 500
drowning deaths per year with most of them in the summer. In
Ontario, an average of seven people per day between May and
September are treated in emergency rooms for water-related
injuries.
It’s not the first time this summer that a tragedy of this
nature has happened in Ontario. Earlier this summer, two
brothers drowned near Guelph. That incident likely played a
huge part in Education Minister Gerard Kennedy calling for all
school-aged children to take lessons in conjunction with the
Lifesaving Society, school boards and local municipalities.
Mr. Kennedy would like to see all Grade 3 students be able
to swim in an effort to promote safety in this province. It’s a
worthwhile goal that everyone should get behind.
This shouldn’t put the onus on these organizations for water
safety -- it’s up to everyone to ensure water safety is a priority.
Karla made more than just mistakes
To the editor:
Re: ‘Karla has been punished enough’, Frank Duguay letter,
July 20.
I was absolutely disgusted and appalled with Frank Du-
guay’s letter to the editor expressing his anger with Neil
Crone’s column about Karla. Mr. Crone simply said what 90
per cent of us feel. Mr. Duguay said: “We must accept the fact
that people do make mistakes.”
Mistakes, my friend, are made on an English exam, turning
down the wrong street, buying margarine when you meant to
buy butter. Karla’s inhumane, monstrous behavior can hardly
be deemed as a “mistake.”
Of course we should all be angry that our government made
such a deal with Karla in the first place. Unfortunately, it’s be-
cause of the do-gooders like yourself who fought for criminals
rights and to believe that these types of people can in some
way be rehabilitated, that our justice system has been forced
to stoop to such agreements to begin with.
Karla serving just 12 years for her crimes makes many of us

Penalize those who
don’t follow the rules
I f this recent heat wave has confirmed
anything, it’s that we don’t like to sac-
rifice -- consequences be damned.
Ta ke a drive around and see. Lawns
being watered, plenty of lights on at
night, generally we’re putting up a good
fight in the battle with this heat.
Ye t, we’re also well aware that Durham
faces arguably its greatest ever stress on
its water system and electricity reserves
are terribly low. There’s a ban on water-
ing in four eastern Durham communi-
ties and most of the others are being
asked to conserve as much as possible.
There’s also a real concern we’ll be roll-
ing into rotating blackouts.
No need to worry, however, just crank
up that air, turn on another light, kick
back and forget all our troubles, right?
What really rankles about all this is
that it was just two years ago that On-
tario was thrust into darkness, scaring
so many of us silly about how we’d cope
if we ever lost power for an extended
period of time. People did adjust their
patterns in the days after, cutting con-
sumption and ensuring the lights stayed
off. So, what’s happened since? Will it re-
ally take another blackout to get us back
on track?
As for the water ban, it’s having so
little impact even some municipalities
are ignoring it. How then can Durham
ever really expect residents to heed the
warning?
We just don’t live in a society that can
accept an honour system and follow the
rules. (To be fair, there are many doing
their part.)
So let’s get tough. Develop a regional
bylaw that puts a stiff penalty on break-
ing bans or calls for conservation. Right
now Durham can turn your water off, but
officials admit that would only be in an
extreme circumstance. If you’re caught
watering your lawn or washing your car
during a ban or if you’re not following
the odd-even conservation schedule, a
$500 surprise is added to your next water
bill.
Sure it requires manpower and dollars
to follow through, but needlessly crip-
pling our region is even more costly.
As for electricity, the Province has
to continue to charge residents more,
the more they use power. If you’re way
above the residential or commercial av-
erage, it should be reflected as such.
Put the risks into real dollars and
cents for those who won’t, or don’t, un-
derstand. And then we’ll see a lot more
common sense.

Dreams of wearing the red and white
Three locals earn
trip to national
under-14 tournament
By Shawn Cayley
Staff Writer
DURHAM — Most young ath-
letes dream of one day having the
opportunity to represent their
country on the National stage.
For three Durham Region girls,
that dream is one step closer to
reality.
Kristen Pargetter, Jessie Vella
and Bryanna McCarthy, all 14,
have been selected to represent
Ontario at a National all-star tour-
nament to held in Saskatchewan
this week. The girls left Monday
for the 10-province competition
that will ultimately be one of the
deciding factors in their ability to
be a part of the Canadian National
program.
Should they ‘wow’ the coaching
staff so-to-speak, the girls will im-
prove their chances of garnering
an invite to train at the National
Training Centre (NTC).
There, the girls will have an op-
portunity to hone their skills with
some of the best soccer players in
the country.
“The NTC is a preparatory
phase for those hoping to, and
who have made the Canadian Na-
tional team,” said Jens Kraemer,
head coach of the Whitby Iroquois
Soccer Club (WISC).
The Ontario training centre is
located in Vaughan.
However, if a spot at the NTC
isn’t in the cards, another pos-
sibility for the girls could be the
Ontario under-15 squad.
“If they do well there (Saskatch-
ewan), they could be invited back
to the under-15 provincial pro-
gram,” said Paul Nesbitt, who is
Pargetter and Vella’s goaltending
coach with the WISC.
All three girls are members of
WISC and have been successful in
the sport since an early age.
Pargetter, who is a Whitby resi-
dent, has been between the pipes
of a soccer net since the age of
four and along the way has been
a part of the under-12 regional
premier champions, the under-13
regional program as well as the
under-14 provincial squad.
Vella has followed a similar path
in that she has also been involved
in the game since the ripe age of
four. Her soccer resume is not as
long as Pargetter’s, but for the past
two years she has been her goal-
tending partner with the under-
14s and the under-13s.
Nesbitt has not been surprised
in the least by the Pickering resi-
dent’s success.
“Hands down, she is one of the
best athletes I have ever had the
opportunity to work with,” he says
of Vella. “She deserves all the suc-
cess she has gained.”
McCarthy is the third member of
the Whitby team vying for Nation-
al fame. The Ajax product hopes to
one day anchor the offence for the
National program. She has been
scoring goals since she was seven
and was a teammate of Pargetter’s
and Vella’s on the both the under-
14 and under-13 teams. In addi-
tion to that, McCarthy has already
received an invitation to be a part
of the NTC program.
Sure, the girls are still young,
but they are seemingly only a few
goals and saves away from the Na-
tional stage.
Pickering fitness model achieves longtime goal
Sinclair finishes
fifth at Miss Ontario
Bikini in Toronto
By Al Rivett
Sports Editor
PICKERING — After two years
of competing in fitness model-
ling, a Pickering woman reached
an important milestone recently.
Nancy Sinclair, 46, admits the
Fitness Canada, Miss Ontario Bi-
kini competition at the Toronto
Molson Indy wasn’t even on her
competitive radar for a series of
reasons.
Most of all, she was still feel-
ing the pangs of disappointment
after a ninth-place finish in her
over-35 category at the Fitness
and Model Expo (FAME) compe-
tition at the Metro Toronto Con-
vention Centre last month.
“I had no interest in compet-
ing. I was going to take the sum-
mer off and compete next year.
But, I got talked into it and I’m
glad I did,” she says.
Finishing fifth at the event
didn’t come without a series of
hurdles to overcome for Sinclair.
As she was not training specifi-
cally for competition, she had to
undergo three weeks of intensive
training, including a diet alterna-
tion, in order to be ready to com-
pete at the event, which included
two rounds — one in sportswear
and another in a bikini.
At the end of the two rounds,
she was still on stage and, after
the fifth-place sash and flowers
were placed in her arms, she
knew she had achieved a long-
time goal. A year ago at the same
event — her first ever competi-
tion — she finished second last.
“I couldn’t believe how good
it felt,” says Sinclair. “I said, ‘Oh
my God, I actually did it. I finally
made it’.”
While competing, she also in-
jured one of her quad muscles,
making walking and climbing the
stairs to the stage tough.
“Going up and down the stairs
was very difficult,” says Sinclair.
“My leg was killing me, but you
do what you have to do. The fact
that I did it amazes me.”
Six years ago, overweight and
unhappy, Sinclair put in motion
a training regimen that not only
led her to shed 40 pounds off
her petite, 5-foot frame, but also
led to the competitive aspect
of working out through fitness
modelling.
The fleet manager for a major
Canadian company plans to
continue to compete in fitness
modelling, as well as to nurture
her company, Body Connection,
she started with fellow personal
trainer Marni Basic. The com-
pany’s designed to help other
women meet their health and
fitness goals.
NOTES: Sinclair will be fea-
tured in the August edition of
Oxygen magazine, a U.S. publica-
tion devoted to women’s fitness.

PICKERING — Two local golf-

the 2005 Investors Group Wom-

Summit Golf and Country Club in
Richmond Hill.
Debbie Mcdonald, of Claremont,
recorded a four-stroke victory over
2004 champion Susan Wickware,
of Pickering, to capture the cham-
pionship of the three-round event,
which started on Tuesday and fin-
ished Thursday.
Mcdonald, who’s home course is
the Whitevale Golf Club, carded a
six-over par score of 222 (79-70-73)
to win over Wickware, who finished
with a 10-over par score of 226 (78-
76-72). Wickware’s a member of
the Toronto Ladies Golf Club.
Angela Colm, of Ajax, finished
in an 11th-place tie, shooting
a 22-over par 238 for the three
rounds. Colm’s also a member of
the Whitevale Golf Club.
