Staff has recommended a 6.7-per cent increase to pay for the $34.67 million 2005 operating budget, which would result in a $59.80 in- crease in City taxes for an average home assessed at $257,000. How- ever, councillors said they wanted to see a maximum increase of 5.5 per cent, which would require an additional $384,000 in revenue. In addition, during a day and a half of discussions, council added $1.2 million to the $13.1-million capi- tal budget, bringing the total funds needed to $1.6 million. Many councillors believe that could be found by drawing on some of the $2.5 million the City received as part of a legal settlement with landowners in the preserve. Staff had not recommended spending the money in the budget. “The $2.5 million will take care of any increases and reduce the tax rate,” said Ward 2 City Council- lor Doug Dickerson. “Our money sitting in reserves isn’t doing our 36 staff being reassigned By Keith Gilligan Staff Writer AJAX — Just days after receiving $1.8 million to deal with wait times, the Rouge Valley Health System is realigning 36 positions. RVHS president Hume Martin said 24 full-time and 12 part-time positions are being affected. He stated the current positions are being eliminated and the workers reassigned. “We’re making changes in our staffing ratio. We’re changing the mix,” Mr. Martin said. “We have va- cancies. If we don’t fill them, we have to spend money on overtime, temps or agencies. “We are adding some positions in addition to eliminating other po- sitions. With our collective agree- ments, we have to give notice,” he added. “Staff won’t lose their jobs and the public won’t lose access to services.” At the Ajax-Pickering hospital, five full time and six part-time posi- tions are being affected. For the fiscal year of 2005-06, RVHS is facing a funding shortfall of $15 million. The changes are “about saving money, meeting targets and being efficient,” he noted. The Ministry of Health has said hospitals will only receive a one-per cent increase in funding this year. “These savings and other things, we’re saving $8 million. We still have an outstanding challenge of $6 to $7 million we haven’t been able to find,” Mr. Martin stated. Of the 36 positions, 10 are full- time and nine are part-time nurses or registered practical nurses. Other positions affected include discharge planner, social workers, an audiolo- gist position, medical secretary and unit clerk. The hospital also received $1.8 million to help deal with wait times, he stated. “We just received an announce- ment of significant funding for wait lists,” he noted. “It will greatly re- duce wait times, but with these dol- lars come expenses.” The money came to Rouge Valley and a decision on how it will be di- vided between the two sites hasn’t been made, he said. The agreement, sup- ported by 74 per cent of the 15,000 OMA members who voted in a telephone refer- endum, comes four months after physicians rejected the association’s last offer. It brings an end to 15 months of tense negotiations. Some of the major com- ponents include retroactive increases to April 1, 2004, of 2.5 per cent for family physicians, and 2 per cent for specialists, and an end to the $455,000-a-year bill- ing cap. As well, doctors will be allowed to incorporate their practices, and permit spouses and family mem- bers to become sharehold- ers. “The OMA and the gov- ernment worked very hard to come up with this agree- ment, and from the per- spective of the hospital, I think it’s a good thing,” said Lakeridge Health’s Chief of Staff, Dr. Don Atkinson. “It addresses concerns that weren’t covered in the pre- vious agreement, like the need for an immediate in- crease and billing caps.” In a recent statement, OMA president Dr. John Rapin stressed that the deal will also decrease wait times and address physician shortages — both familiar issues in Durham. Dr. Mary Mitchell, a Whit- by pediatrician and presi- dent of the Durham branch of the OMA, said the end to billing caps is a big step toward cutting wait times, because it will give special- ists incentive to work more hours. Noting that the ma- jority of local OMA mem- bers voted in favour of the deal, she said pay raises and other new perks will help move Ontario higher in pro- vincial ratings. “All of Durham Region is underserviced right now, and this agreement is some- thing that will address that problem across the board,” she said. While response has been largely positive, some critics are faulting the government for refusing to disclose the exact cost of the deal. The OMA maintains that they added $120 million to the tentative agreement offered last November, however some doctors have indicat- ed that the real amount is closer to $500 million. The new deal will expire in 2008. durhamregion.com THE NEWS ADVERTISER, APRIL 10, 2005 PAGE 3 P Pickering pawn shops under new rules By Danielle Milley Staff Writer PICKERING — Pickering is taking a proactive approach to the possibility of pawn- brokers setting up shop in Pickering. Ward 3 City Councillor David Pickles introduced a motion at Monday’s council meeting to have Pickering staff prepare a bylaw, in co- operation with the Durham Regional Police Service, to licence and regulate pawn- brokers, second-hand deal- ers and salvage yards. “It is important to have a bylaw in place to deal with the selling of goods that sometimes are stolen,” he said, adding he doesn’t be- lieve there are any operating in the city right now. “That suggests a very good time to bring it through... If we have a problem it is hard to go back to deal with them. “It may discourage illegal businesses from locating here.” Despite reser- vations from some members, coun- cil unanimously voted in favour of the motion. Ward 1 Re- gional Councillor Maurice Brenner expressed con- cern that the bylaw might apply to stores, such as second-hand clothing deal- ers, that the City doesn’t want to regulate. “I just want to make sure when we regulate this, we’re regulating what we meant to and not including some businesses by the nature of the wording that we didn’t mean to,” he said. Wa rd 3 Regional Coun- cillor Rick Johnson also ex- pressed concern with lumping in businesses such as second-hand sport stores and antique dealers. He wanted to make sure those businesses had a chance to com- ment during the bylaw process. “I just think there should be an opportunity for not only staff to work with police on this but also the community so they can have an opportunity to comment,” he said. Ward 2 Regional Coun- cillor Bill McLean said he wanted more “fine-tuning” before moving ahead. “Be- fore the bylaw is prepared I think a report or something might be good,” he said. Coun. Pickles countered that was the point of initi- ating the process, to have staff work with police and come back to council before a bylaw is passed. “I believe the concerns of council will be addressed through this process,” he said. In order to provide bet- ter protection to consumers who purchase goods from pawnbrokers, second-hand dealers and salvage, DRPS requested municipalities enact bylaws to licence and regulate these businesses. Two have re- signed and one on a maternity leave. Mr. Martin said internal discussions are ongoing on how to handle the situ- ation, adding “we haven’t made any decision yet” on whether to move to Level 1 in obstetrics. Level 1 is when only the safest child births are handled. “We’re doing contingency planning,” he said. “We’ve been through this be- fore at Ajax.” The three losses mean the hospital sites wouldn’t have enough pediatri- cians to cover each 24-hour period. “We still have a full complement of obstetricians, family physicians and midwives. For low-risk deliveries, and that’s 85 per cent of them, you don’t necessarily need a pediatrician for them.” Dr. Romas Stas, an Ajax doctor who has questioned past decisions of the hospital administration, said losing three pediatricians means “they won’t have a pediatrician at all times. There will be gaps. They can’t function with- out a pediatrician. “It’s what we were saying before about cutting services.” Going to a Level 1 at Ajax would mean only women beyond 37 weeks, with no medical problems and no previous C- section would be able to give birth. “It limits dramatically who you can deliver at the Ajax-Pickering hospital,” Dr. Stas stated. “It’s outrageous. PICKERING — Durham Re- gional Police have laid charges in the death of a Pickering teen who was killed last month in a inline-skating mishap. Police announced the charg- es Friday. They came after an investigation into the March 23 death of 15-year-old Derek Cameron of Rawlings Drive. Police said the boy was hold- ing onto the door of a Dodge Neon and being towed while in- line skating on Rawlings Drive. He fell under the car, which was being driven by a 20-year-old woman known to him, and was run over, police said. Derek was taken to hospital, but died of his injuries. To nya Kutsukake, 20, has been charged with criminal negligence causing death. residents any good, let’s show our residents where their money is going.” Wa rd 3 Regional Councillor Rick Johnson said the money can be used over the next three years to offset Pickering’s low assessment growth, compared with its neighbours in Durham. “We reached a settlement that could have cost us another half a million. I say we really saved $3 million; would it be fair to put that money aside for a future council? I don’t think so,” he said. “A ssessment growth will come back in three years in central Pickering when we get Seaton (development) on stream.” Not everyone agreed. “We have to acknowledge there are only three ways to achieve this budget — you raise taxes, you increase debt... and the third way you do it is you raid reserves,” Mayor Dave Ryan said. “If this work is predicated on a recent windfall then I believe we are making a serious mistake.” Ward 1 Regional Councillor Maurice Brenner disagreed. “We were fortunate, whether you want to call it a windfall or a negotiated settlement, in terms of being able to give back to the community what we were able to acquire as part of the negoti- ated settlement,” he said. Some additions to the budget include $275,000 for design and construction of a second floor addition to the East Shore Com- munity Centre and $300,000 for Phase 1 design of the pedestrian bridge over Hwy. 401. Ward 1 City Councillor Kevin Ashe expressed concern with councillors continuing to add to the budget without trying to find equivalent cost savings. “We added things from a wish list and I thought there would be a discussion once we all realized we can’t afford an increase of $1.24 million,” he said. “I’m not supporting this budget. It’s an outrage.” Other councillors defended the additions. “Our residents are waiting to have these projects done. They are worthwhile projects that in the long run will save us money,” said Ward 2 Regional Councillor Bill McLean. Staff now has to prepare a report for council to propose how the additional projects can be funded. I was reminded of that recently while away at a hotel and flipping through what seemed like hundreds of channels. No matter how long the flipping contin- ued, the pickings were slim. Save for some history shows, maybe the odd old movie and a bit of sports, it’s hard to imagine there aren’t a multitude of other things to be doing with one’s time. A recent survey done in the United States shows more than 60 per cent of teens have televisions in their bed- rooms, while another 28 per cent have computers and Internet access. The number of teens with DVDs/VCRs also climbs unabated, and game consoles are also becoming prevalent. A recent story highlighted a young teen who’d hit the motherlode, so to speak. He had all the above-mentioned in his bedroom, along with a stereo system, and his fa- ther was proud to report all his children were furnished in the same manner. Throw in a little online learning and breakfast, lunch and dinner in bed, and it’s hard to imagine today’s youth ever having to leave their room. Not surprisingly, the other troubling trend starting to receive plenty of atten- tion is the rapidly increasing percentage of the population that is overweight or obese. Things are so bad that there’s even talk this trend could, incredibly, actually lead to a decrease in the aver- age lifespan. Ju st think about that for a moment. Despite all of our modern day con- veniences, health breakthroughs, and technology, as a society we could be couch-potatoing ourselves to a prema- ture death. Next week, April 17 to 24, has been designated ‘Spring off the Couch, Turn off the Screen Week.’ Already we’re hear- ing from schools in Ajax and Pickering that have plans to be proactive and get active. Many others in our communi- ties are also planning ways to spend the extra time. There’s so much to be gained by find- ing time to get active. If it takes a turn off the screen week to do so, then we’re all the better for it. And if you can’t completely give up the television ghost, at the very least in the next week make a firm commitment to curb your enthusiasm. To ny Doyle’s column appears every third Sunday. Budget priorities questionable Come Wednesday, Durham taxpayers are likely to see the regional portion of their tax bills rise 6.2 per cent, when politicians will have the 2005 budget before them for the final time. That represents an extra $100 a year for the average hom- eowner, apart from any increases levied at the municipal level this year. In all, it will cost $825 million to run the Regional Municipality of Durham, which delivers water and sewage systems, road upgrades and repairs, health and social services, police services, waste collection and recycling. Each year, when individual departments present their bud- get wish lists to council, items are refused and cut in an effort to bring in a target budget at a reasonable cost to the taxpayer. The police department, in particular, carries a high price tag. It’s a careful balancing act to come up with a fiscally respon- sible plan while keeping necessary services and programs at acceptable funding levels. But, having refused requests for funds and staff in the health department, one wonders about regional councillors, who ap- proved $2.2 million for their own expenses without debate or questions. Adding a new associate officer of health, more staff and increased funding for shelters would have added $608,300 to the overall budget, which is already more than $600,000 over a guideline set by council months ago. The health department says without additional staff, it will not be compliant with provincially mandated programs; Regional Chairman Roger Anderson says the Region’s lawyer maintains that not adding the staff won’t make a difference. For the sake of $600,000, councillors should have taken another look at their own budgets. Surely, some savings could have been found by taking a harder look at money set aside for office supplies, conferences, memberships and the like. Politicians have a last chance Wednesday to cut their bud- gets and add cash to the vital health department and shelters. But don’t bet the tax money it will happen. E nvironmental assessment should be a Class D To the editor: Re: ‘Residents deserve chance to appeal City’s actions,’ edito- rial, April 1. I and thousands of residents of Pickering and Ajax honestly believe that only a Class D individual environmental assess- ment will sort out the mess that only governments can create (on the development of Seaton). Pickering Ajax Citizens Together for the Environment (PACT) has not swayed from its request of two years ago that a Class D independent environmental assessment be conducted for Seaton. I and many environmental experts still believe that Seaton land is far more environmentally sensitive than the agricultural land that is owned by private landowners. I was surprised by your editorial supporting an inquiry into the lifting of agriculture easements as surely the same ques- tion should have been asked around the land that was sold to Whitevale Golf Course in Seaton. Or you should have at least endorsed a full inquiry into the land swap deal that was insti- gated by the previous Conservative government. If they had not sold the land on the west side of Duffins Creek and the extra 50 acres to the Whitevale Golf Course, the question of keeping the land as agriculture or greenbelt would not be an issue. Seaton is public land and should have been legislated in the greenbelt area. Perhaps the developers who were promised land in Seaton should be sent back to Richmond Hill, then the provincial government could include Seaton in the greenbelt area and the farmers who have been on the land for 50 years could continue to do their work rather than being evicted. The Annandale team of Gord Norton, Dave Hutchison, Marv Harrison, Ron Alexander and the team of Warren Leslie, Alex Bian- chi, Jon Payne and Jason March captured the Dominion Regalia Silver Tankard double rink On- tario final for a second consecu- tive year. And, the teams did it on home ice at Annandale last Sunday. But, first, the Annandale teams captured the regional playdowns on Saturday before moving on to the provincial final the next day. Their victory came at the ex- pense of two teams from Brant that had also won their zone and regional and the semi-final be- fore losing to Annandale in the final. Seven of the eight players on the Annandale teams were on the winning teams last year. This year, Jon Payne played in place of Blair Metrakos. ••• Annandale’s bantam mixed team skipped by Chantal Lalonde recorded only one win at the Ontario Bantam Mixed Curling Championships at the Granite Club in Chatham from March 30 to April 2. Dominion Regalia provincial final held at Annandale By Jim Easson Special to the News Advertiser AJAX — The Annandale Curling Club’s men’s double-rink team did it again. The Annandale team of Gord Norton, Dave Hutchison, Marv Harrison, Ron Alexander and the team of Warren Leslie, Alex Bian- chi, Jon Payne and Jason March captured the Dominion Regalia Silver Tankard double rink On- tario final for a second consecu- tive year. And, the teams did it on home ice at Annandale last Sunday. But, first, the Annandale teams captured the regional playdowns on Saturday before moving on to the provincial final the next day. Their victory came at the ex- pense of two teams from Brant that had also won their zone and regional and the semi-final be- fore losing to Annandale in the final. Seven of the eight players on the Annandale teams were on the winning teams last year. This year, Jon Payne played in place of Blair Metrakos. ••• Annandale’s bantam mixed team skipped by Chantal Lalonde recorded only one win at the Ontario Bantam Mixed Curling Championships at the Granite Club in Chatham from March 30 to April 2. The Annandale team won their first game of the eight-team round-robin draw, but was un- able to win any more. Scott Sagle’s Manotick Curling Centre squad captured the pro- vincial mixed title. With Lalonde were Peter Tak, Renee Lalonde, and Michael Bryson. The team is coached by Blair Metrakos. ••• The Canadian Sports Friend- ship Exchange Program brought a group of young curlers from Halifax last Friday. They are being hosted by the Annandale Yo uth Leagues and will be treat- ed to many of the Toronto attrac- tions. There will be some curling at Annandale too. Yo uth convener Leslie Bainard says the Annandale group will have an exchange visit to Halifax from April 15 to 22. ••• Annandale held the Sunday mixed league’s closing banquet on Saturday. Other leagues will hold wind-up events over the next two weeks. The club-closing banquet is to be held on Friday, April 15. The Men’s Last Chance Bon- spiel will follow on April 16 and 17. After the bonspiel’s final game, the ice is turned over to the youth curlers to skate for the balance of the afternoon. PICKERING — Members of the Pickering Swim Club tore apart the competition in three recent meets. At the Toronto Grand Prix meet, Danielle Gomba led the way as the swimmers broke six club records and set 21 best times. Gomba broke the mark in the girls’ 11-12 50-metre free- style and 200 butterfly. Rebecca Acheson broke her own re- cord in the girls 13-14 200m fly. Jessica Ward was a record- breaker in the 50m free for girls’ 15- 16. Swim- ming in the boys’ 13-14 category, Adam Gomba set new records for the 50m free and 200m fly. Laura Nicholls had a solid day, coming in first in the girls’ 50m free, and sec- ond in the 100m free. At the Age Groups Invita- tional at the University of To- ronto, five swimmers compet- ed, posting 10 best times. Ain- sley Corkum, Meaghan Douse, Danielle Serge, Mark Storto and Victoria Young took a com- bined 54.74 seconds off their best times. Nine swimmers participated in the PEPSI Victor Davis Me- morial meet in Guelph. There, 14 best times were re- corded and a total of 107.89 seconds were taken off on all swims. For the third time this season, the atoms arrived in the final of a tourna- ment, this time their own. And, for a third consecu- tive time, the Panthers came up just shy of a title, losing to St. Thomas — last year’s all-Ontario champi- ons — 3-0 in the final. In the semifinal, the top-seeded Panthers shut down the high-powered Barrie Colts for a 2-1 win. Centreman Blake Sander- son led the way, scoring both Panther goals, while Mike Giardino, Robert Bi- anchi, Jordan Labricciosa and Mitchell Conroy all earned assists. Goaltender Matt Guer- riero made several acro- batic saves in the closing minutes to preserve the win. The Panthers faced arch-rival Whitby Wildcats to open the tournament., earning a too-close-for- comfort 1-0 victory. The game remained scoreless until late in the third period when Labric- ciosa tipped a point shot off the stick of Joshua Leon that found its way to the back of the net.
