A 38-per cent improvement over 2003 has resulted in net earnings of $4.5 million for the company in 2004. Veridian is owned by Ajax, Pickering, Clarington and Belleville and each municipality will receive a larger than expected dividend cheque from the company. Pickering will receive $738,000, up from $437,880 the municipality earned in 2003. Ajax receives $577,800, an increase from the 2003 total of $342,828. Dividends are based on share- holder’s holdings in the company. The earnings increase is a result of many factors, including a $1 million reduction in distribution operating costs, customer growth of three per cent, and a 2.3-per cent per-cus- tomer decrease in consumption, attributable to conservation and a cooler-than-expected summer, said a media release from the company. There was a 0.3-per cent average decrease in residential customer distribution rates. The savings are passed on to the consumer indirectly, through the dividends to the municipalities, said Dave Clark, executive vice-president of corporate affairs for Veridian. “The earnings of the company also increase the value of the company to the shareholders.” $112.7M budget includes new staff, Tasers, patrol cars By Carly Foster Staff Writer DURHAM — If the police get their way in this year’s budget, you’d better start slowing down. As part of their proposed $112.7- million budget, the Durham Re- gional Police are asking for six new traffic enforcement officers. The move will double the size of the unit, and generate $1.5 million in additional ticket revenue, the po- lice budget said. The traffic cops will have more tools to catch speeders, too: al- most $72,000 in speed measure- ment devices. In total, Durham police are ask- ing for 20 more officers in 2005, which will bring the total to 777. Eight more civilians will mean 261 within the force. More needed officers, double- digit cost increases over the past few years and population growth are all part of the rising expense of policing, said Deputy Police Chief Rod Piukkala. “Policing agencies across North America continue to balance in- creasing demands for service, more sophisticated crime and an increasingly complex legal envi- ronment, with rising costs associ- ated with inflation and growth in a labour-intensive industry,” the 2005 budget said. The police spend 87 per cent of their budget on personnel; new equipment means more training. Keeping and attracting officers costs money. And 175 members of the force have less than five years’ experience. One of the most interesting new positions this year is a full-time victim services officer who will work out of women’s shelters. It will be the first of its kind in On- tario, Deputy Chief Piukkala said. Communities’ leaders mark elimination of racism day tomorrow By Joshua May Special to the News Advertiser DURHAM — Everyone’s an equal on March 21, says Yaa Shange. Executive director of It Takes a Village, a family resource centre dedicated to building stronger fam- ilies and communities, Ms. Shange is a prominent race relations activ- ist in Durham Region and strong supporter of the United Nations’ annual International Day for the Elimination of Racial Discrimina- tion. “It’s a symbolic event that shows not only the country, but the entire world, that we can eliminate rac- ism if we all work together,” said Ms. Shange. Iqbal Ibrahim, chairman of the fundraising committee for the Pick- ering Islamic Centre, agrees whole- heartedly. Mr. Ibrahim knows all too well the pain associated with racist commentary and feels the only way to end hate-filled ste- reotypes is to unify communities, especially through impressionable youth. “Everyone needs to hold hands,” said Mr. Ibrahim. “It’s very im- portant we as a society learn to understand and work with each other towards a better tomorrow. We have so much potential as a human race. It’s important we offer our youth the opportunity to make things right in the world.” The International Day for the Elimination of Racial Discrimina- tion is the United Nations’ response to a tragic incident in Sharpville, South Africa on March 21, 1960. On that date 45 years ago, 70 peaceful demonstrators protesting apart- heid were executed by members of the local law enforcement. Canada’s involvement in the United Nations racial harmony plan didn’t formulate until 1989, when the federal government launched its first ever national campaign to end racism. The goals and objec- tives remain the same to this date: • To inform Canadians about the nature of racism and its detrimen- tal presence in society; and • To encourage everyone to do something, however small it may be, to eradicate racism whenever or wherever it is recognized. Sri Lankan immigrant turned proud Canadian, Muttukumaru Chandrakumaran, is a strong spon- sor of the initiative to end racism. However, Mr. Chandrakumaran, who left his native homeland due in part to the race riots of 1983 and the oppression of Tamils in his country, feels more can be done to end the global issue of racism than simply dedicating a day to the cause. “You can run these types of days but you have to go out and do something about it in order for the initiative to be successful,” said Mr. Chandrakumaran, president of the Durham Tamil Association. “I love the concept (of the day) but no- body seems to be taking any action. Most people can see what’s hap- pening before them (in regards to racism). Nevertheless, that doesn’t mean we should sit back and wait for a specific day to do something about it.” Mr. Chandrakumaran, who has family in Sri Lanka, feels the Unit- ed Nations, although good-spir- ited, should still be doing more for countries in dire need of help around the world. In his native country alone, Tamils continue to be a minority and have lost jobs, property, education and even their lives with barely any recognition from the United Nations, said Mr. Chandrakumaran. Fred Gibson, vice-president of the Pickering Carib-Canadian Cultural Association, passionately supports events such as the inter- national day. NEWS ADVERTISER Suspect arrested in Toronto for first-degree murder PICKERING — A lengthy investigation has led to an arrest in the 2004 slaying of a Pickering man, Toronto police say. Simeon Peter, 19, was found by police in the area of Morningside Avenue and Sheppard Avenue on the af- ternoon of Jan. 8, 2004. He died of gunshot wounds. According to media re- ports, Mr. Peter, known as Sammy, was walking along a street in the Malvern neighbourhood with his girlfriend when he was ap- proached by a gunman who shot him twice, then deliv- ered a final shot when the victim fell to his knees. The shooting came in the midst of a gang war in Malvern, the Toronto Star reported. Police have not said the shooting was gang- related. Last week, police arrested Nigel Abbey, 19, of Toronto on a charge of first-degree murder. His next court ap- pearance is March 30. Three-month investigation into suspect’s actions PICKERING — Police have arrested a Pickering real estate broker after a three-month investigation into allegations of fraud and forgery. A complaint by a sales- person who was formerly employed by Golf Realty sparked the investigation, which looked into numer- ous allegations of forgery and fraud. Durham Region- al Police said the broker is alleged to have applied for advances on commissions earned by the salesperson, forging her signature in ap- plying for the loans. He is also alleged to have used the salesperson’s name in applying for loans that did not relate to legitimate transactions, police said. Police also allege that the suspect altered real estate documents to deceive lend- ers. While some money has been repaid, $133,000 re- mains outstanding, police said. Larry John Guimond, 52, of Golf Road in Oshawa, is charged with 31 counts of uttering a forged document and four counts of fraud over $5,000. He is scheduled to appear in court April 18. Constable Rob Boomhour was found guilty of assault causing bodily harm and uttering threats after a trial in On- tario Court. Late in February, Justice Donald Halikowski sentenced the of- ficer to 90 days in jail. Const. Boomhour will be on pro- bation for two years after his time is served and has been banned from the possession of weapons or explosives. The charges date to an incident in May of 2003, according to court re- cords. Criminal charges were laid in June of 2003 and Const. Boomhour was suspended with pay at that time. At the time of his suspension, the officer was ordered not to enter any Durham police station, except when he was ordered to report. But, in Sep- tember 2003, he entered the 18 Divi- sion station in Whitby to request a copy of a videotaped statement, according to records on file with the Ontario Ci- vilian Commission on Police Services (OCCOPS). The officer was subsequently charged under the Police Services Act with insubordination and convicted in February of 2004. Const. Boomhour appealed the decision of the police tribunal, arguing he went to the police station at the direction of his lawyer. But a review by OCCOPS in September of 2004 upheld the decision. Const. Boomhour faces a further charge of discreditable conduct under the Police Services Act. He is to appear before a tribunal in April. And it wasn’t because of the infor- mation regarding the prevalence of this problem. I was shocked that an issue that seems so cut and dry could be so divisive. There are men’s rights groups who think of themselves as “equal rights” organizations and who continually try and downplay violence against women. They believe the issue is being blown out of proportion and that stud- ies actually show just as many men are abused by their female partners. I don’t doubt there are cases where women abuse men, but it’s like com- paring the Battle of Grenada to the Second World War. They just aren’t the same. You can throw around all the stats you want, but just go talk to a hospital emergency doctor or nurse, talk with a police constable. You’ll get the real story. I have no problem with people cam- paigning for equal rights when it comes to issues such as child custody. What I do find appalling is when groups are driven to downplay serious issues. When it comes to physical violence and sexual assault how can these groups say with a straight face that men face the same abuse as women? To suggest such a thing is ludicrous and offensive. I believe in equal rights for all, but how can we suggest that men are being systematically perse- cuted? It seems like every time a group comes out to try and find equal foot- ing or report previous wrongs, there is some group that tries to twist the facts. Groups have tried to downplay the tragedy of the Holocaust. We’ve heard from groups claiming minorities are being catered to by gov- ernments over the rights of natural- born citizens. And now it’s that the system protects women’s rights over men. All these philosophies are born from one thing — hate. And that’s some- thing we could do with a lot less of in this world. The discount airline left 17,000 passengers holding worthless tickets when it shut down on Friday. It wasn’t just any Friday, it was the day before the busiest weekend for flight traffic in Canada. That an airline could leave this many customers high and dry is shocking. Granted, some people will have insurance to cover the cost of tickets, but it doesn’t compensate for the anguish and disappointment of ruined vacations. In Pickering, the Power Falcons under-15 girls’ squad was crushed upon hearing of the airline’s demise. The club was set to play in a California tournament in July, but those plans have been grounded. The players and coaches are still hopeful there’s a way to recoup literally thousands of dollars in now-worthless fares. All told, nearly $13,000 is up in the air, as 32 players and family members paid approximately $400 apiece for the flight. This trip has been two years in the offing, with the players holding fundraising projects to purchase the tickets to the west coast. The team is hopeful the community will help out and get them to San Diego this summer. For vacationers wanting to take their families to warmer climes, they had no option but to scramble for tickets that would cost considerably more than the budget rates Jetsgo offered. The disconcerting part of this whole affair is that Jetsgo sold tickets right up until president Michael LeBlanc pulled the plug. There was no protection for consumers, save for insurance acquired mostly through credit cards, who were looking for re- lief from the high cost of flying. Customers of Jetsgo were flying without a net when it came to the discount airline. There were some warning signs that Jetsgo was in trouble and Transport Canada put certain restrictions on the airline over the past 60 days, but nobody expected the airline to fold so suddenly. For those 17,000 stranded Jetsgo passengers, the dream of a memorable March break crashed as quickly as the airline. The government needs to study the wreckage of this failed airline and show the air-travelling public it is capable of taking the necessary steps to ensure this doesn’t happen again. Ta ke responsibility for your pets To the editor: I just moved to Pickering in October with a brand new puppy and was pleased to see how the local parks supply garbage cans — in particular the Sandy Beach excrement bags. To my dismay, however, not a lot of people use these waste bins. In fact, there are droppings right by the can. The other day my grandchildren were tobogganing when a Dalmatian came up and made a deposit on the hill. I notified the owner, who was also walk- ing another dog at the time, but she refused to pick it up. In my neighbourhood, Princess Diana Park’s walkways are shov- elled all the time but, unfortunately, the dogs go on the other side of the piled up snow and it’s too much for owners to simply walk over the snow and pick up the droppings. I find this very sad. The City does a lot for us and it doesn’t take much effort to clean our own mess. Maybe I’m just asking for a wake-up call. Hopefully spring will arrive soon and we can all enjoy our clean parks once again. Marilyn Pearce says Picov Downs in Ajax should have to start handing over a portion of its slot machine revenues as soon as they open — just as the casino on Scugog Is- land did. “We are... questioning the fairness as to what’s going on with the other casino,” Mayor Pearce said at a re- gional budget meeting this week. “We don’t want to get into a legal battle over the Great Blue Heron (GBH) casino.” Regional Chair- man Roger An- derson said he and Ajax Mayor Steve Parish will sit down with Picov’s people one year after the casino opens to decide how revenue will flow to the local and regional governments. The Ontario Lottery and Gaming Commission (OLGC) has approved 200 slot machines for the Picov quarter-horse race track, on Hwy. 2 in between Salem and Lakeridge roads. While GBH on Scugog Is- land opened in 1997, it did not start giving shares of rev- enue to local governments until it brought in slot machines, Mayor Pearce said. But the revenues started flowing the first year the ma- chines were oper- ating — and that’s the point. “Then to hear Picov gets a year to figure out what they’re doing...” Mayor Pearce said. “And there are no guarantees. They just said they’d look at it (in a year).” Currently, the Mississau- gas of Scugog Island, who operate GBH, receive five per cent of slot-machine revenue from the OLGC. The Region, in turn, receives 10 per cent of that money, said Finance Commissioner Jim Clapp. The Durham Re- gional police also get money from the casino, based on a workload/staffing formula, said Deputy Police Chief Rod Piukkala. In this year’s budget, the Region will receive $2.03 million. Last year, it received $2.13 million, and in 2003 it received $2.18 million. More golden glory for Ajax skater at Special Olympics Erin Rynberk overcomes illness, still competes at Nagano B y Al Rivett Sports Editor AJAX — An Ajax figure skater has more gold for her collection. Just prior to March break, Erin Rynberk and 71 other Canadian athletes participated in the 2005 Special Olympics World Winter Games in Nagano, Japan, the site of the 2002 Olympic Winter Games. Making her second appearance at the games, having competed at the 2001 edition in Anchorage, Alaska, Rynberk 18, who turns 19 later this month, again has another golden moment to cherish on the world stage. “I’m really happy and excited,” says Rynberk of her new gold medal. “I’m still shocked and amazed — really happy.” She’ll add that to a gold and a silver medal she earned while representing Ajax at the Anchorage games four years ago. But, it didn’t come without a lot of self-sacrifice, hard work and overcoming a medical problem upon landing in Nagano that pro- vided a brief scare. The longtime member of the Ajax Rising Stars special skating club and the Ajax Skating Club suf- fered a food reaction upon arrival, just days before she was scheduled to skate. It caused her to be hospi- talized for a short time during her first night in Japan. In retrospect, Rynberk, who’s developmentally delayed, says she “just had a rash, nothing else”. Despite the illness, she put on a brave face to skate. That’s when she learned of something else — there would be no other entrants in her level 6 classification at Nagano, giv- ing her the gold by default. She nonetheless skated her pro- gram and, despite the lingering ef- fects of her illness, put in a solid showing, scoring a 3.8 out of a pos- sible 6. She admits she had a touch of nerves during her skate but, not near as much as she recalls having when she skated at the first world meet in Alaska. “The first time (in Anchorage) I was nervous, but I’m not as ner- vous as much any more. I had a lot of fun too. I was comfortable.” Rynberk notes she was satisfied with her score at Nagano, which came after not warming up as crisply as she would have liked. She admits to not being completely sat- isfied with having no competitors. “It bothered me,” she said blunt- ly. “I was really looking forward to competing against someone. I was a little disappointed, but in a few days I got over it.” She was happy that her father, John, and brother Colin where on hand in Nagano to see her skate. Rynberk says she plans to con- tinue to skate and compete while a member of both clubs. Skating, she says, is something that’s woven into the fabric of her life. “I will continue to skate; I love skating a lot,” she says. After three tries, City athlete wins gold By Al Rivett Sports Editor PICKERING — A Pickering hur- dler needed a fourth trip to a presti- gious New York City track and field meet to finally nail down gold. Nikkita Holder, a Grade 12 stu- dent at Dunbarton High School, represented Canada at the 2005 Na- tional Scholastic Indoor Track and Field Championships at the Armory Track in Manhattan. For the past three years the senior at Dunbar- ton High School competed in the girls’ 60-metre hurdles event, each year attaining top-six all-American standing. This year, the goal was gold and, despite a few hurdles along the way, Holder was successful in grabbing the precious medal, crossing the fin- ish line first in an impressive 8.59 seconds. “It felt great to be able to take home the gold and that’s what I did in my last year there,” says Holder, a member of the Oshawa Legion Track and Field Club. Holder posted the best time in the preliminary round, running in 8.74, to advance to the semifinals. A stumble at the start of the semifinal set her back slightly, as she finished with a time of 8.76, the second fast- est time going into the final. In the final, Holder says she re- gained her focus and confidence to win at the 22nd annual meet. “I just kind of reverted back to what I had done in the preliminary round, figured out what I did there, so I could perform my best in the final,” says the 18-year-old. A gold medal wasn’t the only thing Holder brought home from the Big Apple. Her winning result caught the attention of U.S. college recruiters from Ohio State, Texas Christian University and the Uni- versity of Kentucky. All three col- leges, in addition to the University of West Virginia, have proffered ath- letic scholarship offers to her. Although she’s already visited UWV, she plans to pay official visits to the three other campuses. She placed first all-round with individual gold on uneven parallel bars, silver on floor exercise, fifth on vault and sixth on balance beam. Maya Swami captured the overall bronze medal in the tyro 2 division. She won individual gold on vault and silver on floor and bars. In her other event, beam, she was 10th. In the same cat- egory, Shannon Riches placed fourth overall, with an individual silver medal on vault. Dayna Fox finished ninth all- round and Alex Large placed 14th over- all, with an individual silver medal on vault. Zalakiah Williams-Sulaman won all- round bronze in the argo 1 category. She earned individual gold on beam, silver on vault and bronze on bars and floor. Alisha Corringham finished ninth overall, with a fourth on vault, sixth on bars, eighth on beam and 10th on floor. Danyelle Sora finished fifth all-round in the open 2 division. She earned indi- vidual silver on bars, fourth on beam, seventh on floor and ninth on vault. Sandra Gargoura was 12th overall. Malvina Mana, competing in the open 3 bracket, finished sixth all-round, with Emma Grant following in eighth- place overall. Alex Clayton claimed seventh overall in the novice 2 division, with Emily To wers finishing in 10th spot overall. Meanwhile, a five-gymnast Aerials’ contingent took New York City by storm competing in the Manhattan Classic Gymnastics Meet. As a team, the Aerials finished second overall. Durham West Jag uars clawed by Wild Cats in final Midget boys’ basketball tournament attracts top club teams in Ontario DURHAM — The Durham West Jag- uars midget boys’ basketball team suc- cumbed to the reigning provincial cham- pion Hamilton Wild Cats in the final of the Durham West Basketball Association tournament during the March break. The tourney featured many of the top teams in the province including Hamil- ton, the Scarborough Blues, Etobicoke Thunder, Ottawa Celtics, Bradford CYO, Scarborough Road Runners, and Whitby Saints. Going to the finals as the underdog, the Jaguars had no illusions about the hard work needed this season to dis- lodge the current champs and they went to work immediately. Hamilton focused on stopping the Jaguars dangerous guard Jonathan Tull, but the Jaguars’ power forward Shae Shepherd with a 10 rebound, three shot block and a 30-point performance, dominated the paint and laid down an excellent individual effort. In the end, the Jaguars lost to the Wild Cats 65-52 in the closest game between the teams yet. The Jaguars reached the semifinals with ease to face the Scarborough Blues. In a game controlled by the Jaguars from the beginning, the Blues made a pair of threes at the end, but it was too-little too-late, making it a 61-60 Jaguars win, and sending the Jaguars to the finals. The finals were made more entertain- ing with a half-time show by the Pine Ridge Secondary School Dance Team. They are the homeless, the about-to-be homeless, the people living in substandard housing. Or evicted because they can’t pay the rent anymore. They are those couch-surfing with friends, or sleeping on their family’s floor. “It’s not so much a visible homeless issue here,” said Shirley Van Steen, director of housing for the Region. “There are a lot of people living on the margins.” The federal government’s na- tional homeless initiative says there is no reliable method for counting the number of people without homes. By the very na- ture of their situation, they have no fixed address, are mobile and hidden. There are a patchwork of num- bers for Durham. At the John Howard Society (JHS), the hous- ing services department helped 1,130 households in 2004. In north Durham, 400 families were helped by the homeless preven- tion program last year — 72 of them were without homes. When the weather warms up, there are people who live out- doors, social workers say. They live under bridges near creeks and in parks. One JHS workers knows of a family living in a wooded area behind a subdivision in Bowman- ville. “They do it. They just cover it better in Durham,” said Eliza- beth Allaway, manager of hous- ing services for the JHS and also an outreach/prevention worker. “They disappear at night. They know enough to get out of the way of the police, too.” It’s a stark reality for a glossy region like Durham, with mani- cured lawns, sprawling new shop- ping centres and schools, where everyone drives a car and the em- ployment rate is high. And the people? “Most of them look like you and me,” Ms. Allaway said “They want dignity, they want respect, a roof over their heads.” Ms. Allaway and her staff see a lot of single men, but a high number of women, too. In Brock, Scugog and Uxbridge townships, 36 per cent of cases in 2004 were single people. But 29 per cent were single parents with kids and 23 per cent were two adults with kids. And the generalized perception that people needing a home can just pull up their boot straps and instantly get a better life doesn’t help, she added. “I take real umbrage with people when they’re so quick to condemn,” Ms. Allaway said. “You don’t know what came before.” Social service workers put it this way: most of us are only one paycheque away from being homeless. Say, for example, your credit cards are maxed out. Then you lose your job, have no family to help you or you’ve gone to friends too much. It can easily happen. “It’s so humbling for people who come in and say, ‘I can’t be- lieve I’m here.’” Ms. Allaway said. Janet Ries, the prevention/out- reach worker in north Durham, agreed. “People who have never been touched by poverty are so far away from it, they’re ignorant,” she said. “I don’t think society can really appreciate (hard times or homelessness) unless they’ve lived through it.” Some people are born into dif- ferent environments — like fami- lies on social assistance — and are raised with different life skills, Ms. Ries said. Some people are just overwhelmed with daily sur- vival. “I believe it’s a full-time job to be poor,” she said, adding you battle a lack of nutrition and sleep, look for a job and housing and constantly battle collection calls. “Sure adults have to take responsibility, but there are a lot of barriers out there.” One of the biggest precursors to becoming homeless, Ms. Ries said, are ruthless landlords run- ning brutal living spaces. She’s visited people living in basement apartments with per- petually wet floors, apartments without water or heat. One woman was stealing water from a laundromat to bathe and cook with. Renters and advocates get caught in a Catch 22: if you com- plain, some landlords dump your belongings outside and change your locks. And if even one build- ing is shut down for substandard living conditions, where do those people go then? “It’s really difficult to find de- cent housing, or housing at all,” Ms. Ries said. For Larry Rivers, now living in social housing in Oshawa, discovering he was sud- denly without a place to go in 2001 was devastating. “It was sickening,” said the Ab- original artist, who is on Ontario Wo rks and supports himself by selling his paintings. “It was the sickest feeling I’ve ever had in my life. “I don’t ever want to be home- less again.” More than 4,000 people are sitting on a waiting list for af- fordable housing in Durham, Ms. Van Steen said. But no new units have been built in years, and huge grants would have to be offered to developers to construct any. And even if there were more affordable units, getting enough money to pay for housing is an- other story — especially if you’re on Ontario Works or making min- imum wage, Ms. Van Steen said. “The issue is more for the peo- ple in our population who have low incomes who can’t afford a place to live,” she said. “The work- ing poor are having problems: even someone earning minimum wage at $8.15 an hour can’t afford $750 in rent.” And that’s a low price for a unit, Ms. Allaway said. An average two- bedroom in Bowmanville, for ex- ample, is $850 to $900. And rents just get higher the closer you get to Toronto. When asked whether there’s a solution to homeless- ness, all of those interviewed laughed. Money is the first an- swer, but it’s just a band-aid for the problem as a whole. There needs to be a national homeless strategy, first off, they say. Housing, obviously, but not just bricks and mortar. Programs are needed to teach people how to cope, pay bills, sustain work, deal with family issues, battle substance abuse.
