The board’s former special education superintendent, Mr. McLean and a 25-member review committee and a five-person steering committee examined the board’s program, looking at how to improve it with the avail- able resources. The process took two years, and a draft report is now out for input by the board’s special education advisory com- mittee (SEAC) and other stake- holders. “O ne of the things we heard very clearly... is that one of the key ways to improve program- ming and services for children with special needs is to increase the level of skill of people work- ing with them to the highest level possible,” Mr. McLean said. To that end, a major recom- mendation of the review is that a long-term, professional develop- ment plan be implemented, in addition to an annual plan, to Building a better education program Pickering looking to join Province’s civil marriages program By Danielle Milley Staff Writer PICKERING — Paying property taxes, meeting with a councillor and saying ‘I do’ — are just a few of the things residents can do at the Pickering Civic Complex. Well, getting married there isn’t a reality just yet, but it might be in a few months. City clerk Bruce Taylor briefed Pickering council on the concept at a recent management forum and said all the lakeshore municipali- ties in Durham are supportive of the idea, but so far only Clarington has passed a bylaw to opt into the provincial program. In September, the Province changed the Marriage Act to allow municipal clerks, or a designate, to solemnize marriages and help take the load off Ontario’s justices of the peace. “The reason the Province got into this was because the marriages carried out by justices of the peace are not going to be carried out anymore,” Mr. Taylor explained, adding, “We would be perform- ing non-religious marriages. They would be totally civil.” Mr. Taylor attended a confer- ence in the fall where the program was explained in more detail. He said participants were advised to choose someone who is used to dealing with the public and who has no religious affiliation (no deity can be mentioned during the cer- emony), such as a retired teacher, police officer or civil servant. “That is the type of person you would want to get,” he said, as ev- eryone in the chambers looked at Wa rd 2 Regional Councillor Bill McLean, a retired Toronto police officer. Mr. Taylor painted a picture of how he thought it could work for Pickering. “I could see this being held in the council chambers,” he said. TODDLER OPEN HOUSE Man grabs cash from bank, then drives off PICKERING — Police are hoping someone recognizes a suspect who walked out of a Pickering bank with a bagful of cash after a robbery at 10:30 a.m. on Tue sday. The man gave a teller at the Bank of Montreal on Kingston Road a note indi- cating he was armed, said Durham Re- gional Police Sergeant Paul McCurbin. “He indicated he was armed with a gun but no weapon was observed,” Sgt. McCurbin said. The man walked behind the counter and grabbed cash after the teller opened a draw- er. He placed the money in a white plastic bag and ran from the bank. The man was seen running through the parking lot and getting into a mid-’90s Pontiac Grand Am, then speeding off eastbound, Sgt. McCurbin said. The suspect is a black man, about 5-feet-7 with a medium build and a goatee. He wore a shirt and tie with a dark jacket, black pants and a black toque and gloves. CATCH ALL THE GAMES HERE CHICKEN WINGS $3 lb Four-year plan puts several projects on the back burner By Jillian Follert Staff Writer DURHAM — A four-year roads forecast that includes a long list of deferred proj- ects is not acceptable, and neither are ex- cuses about lim- ited funding, said Durham Re- gional Chairman Roger Anderson at Wednesday’s works committee meeting. His admonish- ment followed a presentation by Susan Siopis, di- rector of transportation and field services, that outlined the 2005 Roads Program, in advance of next month’s budget process. Despite a proposed capi- tal roads budget of $41.4 million for 2005, it was rec- ommended that several long-awaited projects be put on the back burner, due to a lack of funds. These include work on the intersection of Thickson Road and Consumers Drive in Whitby and the realign- ment of Victoria Street in Whitby. “I can’t tell you how disappointed I am,” Mr. Ander- son said. “We’ve been promising taxpayers for years that these things will get done, and now we’re saying wait another two, three or four years. It’s unacceptable. We can’t keep using a lack of money as an excuse to do this.” Of the projects that will go ahead, work on Taunton Road between Lakeridge Road and Valleywood Drive, and between Church Street and Westney Road, is set to receive the most funding, followed by improvements to Brock Road. Noting that money has been added to the works budget every year, and that 2004 saw an increase in development charges and other revenues, Mr. An- derson asked why staff was forced to pick and choose from a long list of badly needed initiatives. Defending the report, Commissioner of Works Cliff Curtis said $70 million would need to be added to the 2005 budget to cover all the projects on the list. “No matter how much money we have, it’s never enough. The report also calls for new guide- lines, by June 2006, to generate more input on IEPs from stu- dents, parents and classroom teachers. Also, a transition plan- ning advisory committee and guidelines are needed by Sep- tember 2006 to help students move successfully from high school to the next step in their lives, and the addition of more infor- mation technology staff by this Sep- tember to help students with assistive technology devices. Mr. McLean says the board’s pro- gram delivery model, a combination of regular and self-contained class placements, was overwhelmingly en- dorsed in the survey which was a part of the review. He also notes that the documenting requirements of the independent sup- port amount (ISA) funding envelope from the ministry has had a major impact on how special education staff spend their time. The report recom- mends an examination of how staff are utilized and allocated. The report concludes with a number of ‘smart goals’ that will be turned into action plans, with varying deadlines. Review committee member Mar- lene Avery, a member of the board’s special education advisory commit- tee, was surprised that all stakehold- ers were on the same page in terms of identifying areas that needed address- ing. However she notes the review document is just the beginning of a long process, one that really should have begun several years ago, when funding shortfalls resulted in a huge change in the board’s program, most notably the cutting of many self-con- tained classes. She says much of what the report says in the area of technology, such as a call for consistent procedures and timelines for the application and set up of equipment for students, doesn’t require a lot of work, “but are good business practices.” Ms. Avery and SEAC highlighted a number of prob- lems in that area at a recent public meeting. Ms. Avery noted that transition planning “was highlighted by every stakeholder group, that it needed a lot of work.” Every year, she says a group of students leave high school unpre- pared for their next destination, be it work or further education. X Defence attacks inconsistent statements By Jeff Mitchell Staff Writer DURHAM — Although he has wavered under withering cross-examination, a Crown witness is sticking to his tes- timony that he saw a man fire several shots during an altercation at a crowded Ajax dance hall. “I remember I seen a gun,” Shane Alexander said Friday, as the trial of Rinaldo Cole continued in Whitby. Mr. Cole, of Scarborough, faces 14 charges, including aggra- vated assault and wounding stemming from the shooting of two men during a reggae jam at the Sawhil Restaurant on Westney Road Aug. 29, 2003. Under earlier questioning by Crown counsel, JulieAnn Barrett, Mr. Alexander said he saw Mr. Cole, a man he knew from his neighbour- hood, embroiled in an argu- ment with other young men on the dance floor of the club around 1 a.m. He said he saw Mr. Cole point a gun at another man and squeeze off three shots before pande- monium erupted and people stampeded from the build- ing. Defence lawyer Deryk Gravesande spent more than two days grilling the witness as the week wound down. He has highlighted numer- ous inconsistencies in state- ments Mr. Alexander gave to Durham Regional Police shortly after the shooting, as well as at a preliminary hear- ing a year ago and during this trial. On numerous occasions Thursday and Friday, Mr. Gravesande referred to tran- scripts of the police inter- view, conducted in Novem- ber of 2003, as well as the preliminary inquiry, held last February. Mr. Alexander has frequently been left at a loss to explain discrepancies in the various statements. One of the most glaring examples emerged Friday: During an interview with a Durham detective in Novem- ber 2003, Mr. Alexander said that while he saw Mr. Cole engaged in a dispute with other young men and heard shots, he saw no gun. But at the preliminary in- quiry and during the trial he said he saw Mr. Cole holding and firing a gun, even speci- fying that he saw the defen- dant aim at the legs of the victim. Mr. Alexander said Friday he wasn’t telling the truth when he told police he saw no gun. “If I said that to (the detec- tive), that was a mistake,” he said. “Why would you be un- truthful to the police?” Mr. Gravesande asked. “Because I was nervous,” the witness replied. Mr. Gravesande hammered away at the witness, drawing out one inconsistency after another. He pointed out that while Mr. Alexander said during last year’s preliminary inquiry he had seen another man also firing shots during the melee at the dance club, he had testified during this trial he had not seen the man shooting. Mr. Alexander said Friday he “assumed” the other man had fired the shots when he testified last year. He allowed his testimony at the prelimi- nary hearing must have been untrue. “These are devastating mistakes, Mr. Gravesande said to the young man, “wouldn’t you agree?” “Which ones?” the witness asked in response. The National Survey of Physicians, a fact-find- ing exercise by the College of Family Physicians of Canada, the Canadian Medical Association and the Royal College of Physicians and Surgeons of Canada, provides some alarming numbers in Ontario and across the country concerning the future of health care. It doesn’t take much of a clairvoyant to realize we’re headed down a slippery slope and this survey backs up those concerns. A quick tour around Durham reveals that just about every community is facing a shortage of doctors or very few family physicians accepting new patients. Across the province, it has been estimated that up to one million people are without a family doctor and that number could double in the coming years. When asked about future plans, four per cent of Ontario doctors, which equals roughly 1,000, revealed they would be retiring or leaving Ontario, to further compound the shortages. In a year from now, or five years from now, who knows where Durham families will be able to turn? To day, they can’t seem to count on the Dalton McGuinty- led Liberals to show any leadership. The premier promised during his election campaign that health care and education were at the top of his list of priorities. Obviously his priorities have changed as health care woes continue to mount and teacher federations across the prov- ince are voting to strike, including here in Durham Region. On the federal front, there doesn’t seem to be any relief com- ing from Prime Minister Paul Martin either. The question is when will the leaders hear the pleas, cries and voices in the wilderness? The time is running out. In Durham, the concerns mount with each passing day. The way doctors want to work is changing across the country. More and more physicians are cutting back on their hours; the average female doctor works 46 hours a week while her male counterpart works 53, according to the sur- vey. Consider that physicians in rural communities are on call an average of 240 hours a month, or one in three nights, you can see why doctors are unhappy with the direction of health care. The Liberals have the chance to leave a lasting legacy — it’s up to them what they want it to be. A memorable time in this province’s history awaits Mr. McGuinty if he truly wants to stand up for his priorities. Experience tells us we need a system that’s linked from one end of Durham to the other T hose who believe in seamless transit across the region as a vital component of Durham’s future and a link with other sections of the GTA, are celebrating. Just a few weeks ago, it looked like that future was bleak indeed. In mid-January, Oshawa voted against adopting a regional model for 2006. But Mayor John Gray asked for three more weeks, and last week, with the help of Regional Chairman Roger Anderson, was able to turn a 7-3 Os- hawa ‘No’ vote into a 9-1 ‘Yes.’ Remark- able. Brock Township also said ‘Yes’ to the plan, making it six of eight munici- palities in the affirmative. Just Whitby and Uxbridge voted ‘No.’ And even Uxbridge Mayor Gerri Lynn O’Connor, who opposed the plan purely because she felt it wasn’t a good deal for the rural residents of Uxbridge To w nship, said in mid-January, ”It’s a step backward for the (southern) mu- nicipalities. I’m sorry it went that way.” The need for a regional system be- came crystal clear after the odyssey our regional reporter, Carly Foster, took one year ago. It took two-and-a-half hours and a half-dozen municipal and GO buses to make it from the Liberty- Hwy. 2 intersection in Bowmanville, to the Pickering GO station. Not only that, but she had to make numerous calls and check websites to find the information needed to make that trip. Under a seamless system, it won’t have to be that way. We will have re- gional buses make the trip along major east-west and north-south Durham thoroughfares, with efficient links in each municipality. The system will have its bugs, no doubt, but it will improve as Durham grows. And better transit will fuel demand and usage. If you provide it, they will ride it. With no guarantees about highway extensions and road improvements, the only smart thing to do is improve transit. The growing legion of college and university students, many of whom are stretched thin financially and can’t afford a car or the insurance needed to operate one, will use regional transit. Those who choose not to drive, won’t have to. They’ll have an alternative. And, ultimately, a regional system will help our environment. What’s not to like? For Carol Wharton of Ajax, the memories are bittersweet. “I emigrated to Canada in 1967 from England,” Ms. Wharton wrote to the Terry Fox Foundation, in re- sponse to its appeal for stories and memories of Mr. Fox to mark his marathon’s 25th anniversary. “My dad died at a very young age in 1978, and I persuaded my mum to bring my younger sister and brother to come to Canada and start a new life here. It took a year, but they finally got approval and acceptance, and arrived here in Canada in August of 1979. My mum left everything and sold ev- erything that was familiar and dear to her and came to Ajax. “For one whole year she was so homesick. What a big decision she had made! Why did she do it? What was she thinking? Worst of all, she was so unhappy. My brother and sister were also having a hard time settling, mainly because my mum, and, of course, we all, missed dad. My heart ached. I felt I had really made the wrong decision in per- suading her to come to Canada, the country that I had grown to love so much. I was ready to pack them all up, quit my job, sell up and take them back to England. “Then one day, a year to the day that she arrived in Canada, she phoned me at work. She was be- yond excited. She had been on the GO Bus coming back from shop- ping and she had seen Terry Fox! She said she couldn’t believe his courage, his mop of curly hair, his gentle, determined face as he was “hopping” through Ajax, the town she lived in! “It was like someone had lifted a huge stone from around her neck. She said (and I will never forget this), ‘Carol, if this young man with all his courage can hop, skip and run in this heat, with cancer, and continue to run across Canada, I can do anything!’ “From that moment on my mum changed. She still got homesick every now and then, but this coun- try became her home. She would often say, ‘I love Canada with a pas- sion,’ and she would tell people that it was Terry Fox, with his awesome courage, who really welcomed her to Canada. She never stopped talk- ing about him. He was her hero. “Sadly, the year my mum was to become a Canadian citizen I lost her to cancer. Among the precious memories I found in her purse was a Marathon of Hope coin and a pic- ture of Terry running through Ajax. “Every time I see his face, I smile. He inspired a very homesick Brit mum to call Canada home, and almost (with such pride) become a Canadian. “Thank you, Terry Fox. It was a sad day when we lost you.” The 25th annual Terry Fox Run is set for Sunday, Sept. 18, across Canada and around the world. To mark the 25th anniversary on April 12, and to help promote the 2005 run, the Terry Fox Founda- tion is asking people to share their memories of Mr. Fox. Mr. Fox began his Marathon of Hope to bring an end to cancer after losing a leg to the disease and seeing so many people suffer from cancer while he was receiving care in hospital. Every year since Mr. Fox was forced to halt his marathon-a-day journey near Thunder Bay, Ont., Canadians and people around the world have worked together to or- ganize runs, raising more than $360 million for cancer research. Mr. Fox died in British Columbia on June 28, 1981, at 22 years of age. “Terry touched the lives of many people across the country in the spring and summer of 1980,” says Mandy Hopkins, public relations coordinator in Ontario with the Te rry Fox Foundation. “We would like to hear these stories and share them with the rest of Canada.” Ms. Hopkins says the foundation is asking people to write their own “Terry Story” (no longer than one page, single spaced) and send it to her attention at The Terry Fox Foundation Ontario office: 789 Don Mills Rd., Suite 804, Toronto, ON M3C 1T5. History Rotary was of- fi cially founded on February 23, 1905, when Paul Har- ris and three col- leagues met for the fi rst time as mem- bers of a network- ing professional business club in room 711 of the Unity Build- ing in Chicago, Illinois. “Rotary” was derived from the fact that the meeting locations were rotated around club member’s offi ces. Th e con- cept of Rotary Clubs spread rapidly through- out the United States and in 1912, the fi rst club outside the United States was chartered in Winnipeg, Manitoba. By 1921, there were Rotary Clubs on six diff erent continents and the organization offi cially changed its name to Rotary International. During these formative years, the purpose of Rotary evolved beyond a professional’s net- working organization to include social issues of interest to the members. It was this focus that lead to the development of Rotary In- ternational’s motto, “Service Above Self” and the development of a demand for high ethical standards monitored by the Rotary Four Way Test: Is it Truth? Is it Fair to all concerned? Will it build Goodwill and better Friend- ship? Will it be Benefi cial to all concerned? In 1917, the forerunner of the Rotary Foundation was established as the “Rotary Endowment Fund”. Marking the death of its founding member, Paul Harris, in 1947, this fund became the “Rotary Foundation” dedi- cated to supporting Rotary’s humanitarian programs throughout the world. In 1985, the Foundation undertook its most ambitious project, the worldwide eradication of polio through a children’s immunization program. When the Unity Building was sched- uled for the wrecking ball in 1989, Rotary In- ternational Directors salvaged the interior of room 711, including the doors, radiator, and furniture and provided a permanent location for this shrine on the 16th fl oor of the Rotary International’s Headquarters in Evanston, Il- linois. Rotary International has now set its sights on other global issues such as environmental degradation, drug abuse, the needs of an aging population and children at risk. Th ese pro- grams include Preserve the Planet, AIDS in Africa and the pacifi cation of land mines in all war torn countries. Wh at is Rotary? Rotary is the world’s fi rst service club and its members meet weekly for fellowship and informative programs dealing with issues of importance both locally and globally. Th ese meet- ings result in a remarkable variety of educational and exchange programs. Much of this work is provided through the Rotary Foundation, which annually provides $90,000 US to support their programs. Rotary International provides funds through the Rotary Foundation, in support of local clubs for projects such as providing health care and medical supplies, clean water, food, job training, youth development and ed- ucation to millions of people throughout the world. In addition to being a source of needed funds, Rotary also: • Supports volunteers who provide their knowledge and expertise to help solve prob- lems and relieve hardships throughout the world. Th e medical staff for the polio im- munization program, workers to help rebuild destroyed villages and homes after natural di- sasters such as the Tsunami tragedy, provide clean water and build needed hospitals and schools. • Supports world study and peace pro- grams through scholarships and group and student exchanges. In 2002, Rotary launched its Centre for International Studies in peace and confl ict resolution. Th rough these pro- grams, Rotary endeavours to educate tomor- row’s leaders and peacemakers by increasing cultural awareness and tolerance. Since 1947, Rotary has sponsored 35,000 students in their studies abroad as Rotary Ambassadorial Scholars, helped 45,000 young professionals to learn about their profession in other coun- tries through the Studies Exchange program and some 8,000 secondary students live and go to school in a country of their choice through the Rotary Student Exchange program. Th roughout the Second World War, Ro- tary became increasingly involved in promot- ing international peace and understanding. In 1942, at a Rotary conference in London England, the seeds were planted that lead to the development of UNESCO, and over 50 Rotarians served as delegates and consultants at the founding of the United Nations. To day, Rotary holds the highest consulta- tive status with the United Nations than any other non-governmental organization. Ro- tary has a voice within the United Nations, allowing access to its people and resources worldwide. Th is has been made possible only through the leadership Rotary has shown through living up to its motto, “Service Above Self” and the tenets of its Four Way Test. One of Rotary’s greatest projects to date is Polio Plus. In 1985, Ro- tary International announced a worldwide Polio Vaccination program to eliminate po- lio by the year 2005, its 100th anniversary year. Polio is a crippling disease that strikes without warning. A person could go to bed feeling well, and wake up the next morn- ing not being able to get out of bed. It is a disease that does not discriminate as it has struck people from all walks of life and ages. In the fi rst half of the 20th century, polio was a dreaded scourge as it aff ected thousands upon thousands of people worldwide. Polio is a virus that attacks the spine, dis- rupting the impulses between the spinal cord and the brain. Th e eff ected muscles eventually wither and die. Victims could spend months or years in wheel chairs or on crutches. Th ey could no longer live a normal life. Th e worst cases spent their days and nights in an iron lung, which assisted their breathing. By the mid 1950s, a vaccine, administered by a needle was developed. An oral vaccine followed in 1960. Almost overnight, po- lio was eliminated from the industrialized world where the governments could aff ord to launch a massive immunization program. However, it did not disappear as the less de- veloped countries could not aff ord or did not have the resources to reach their populations with this program. Some of Rotary’s earliest programs in- volved helping physically challenged children. Many clubs provided wheel chairs, vocation- al training, family assistance, summer camps for disabled youth and other benevolent acts. Rotary traditionally had always dealt with the after eff ects. Th is was about to change as Rotary started the process to create a Global Immunization Program. Rotary’s fi r s t a t tempt at a massive inoculation program took place in Gua- temala (May and June, 1973 and Fe bruary, 1974). Th is was done in conjunc- tion with the Guatemala Ministry of Health. Th is eff ort inoculated approximately one million children. Over the next several years, through talks and planning sessions, Rotary International created the 3-H Program (health, hunger and humanity services), which eventually evolved into Polio Plus. In 1985 at Rotary’s 80th birthday and the United Nations 40th anniversary, Rotary International General Secretary announced Rotary’s plans to the gathered Heads of State to raise the immu- nization levels to 80 per cent of the world’s children. Th e scale of such a large undertak- ing shocked the global health community. Aw are that no one organization could take on this project and be successful, Rotary teamed up with WHO, UNICEF and later the US Centers for Disease Control and Prevention. Th e Public Health Community could now call on the business skills and re- sources of Rotar- ians worldwide. Over the years, the Polio Plus program has had great success. Complete elimi- nation of polio is imminent. In 1997, two- thirds of the world’s children were being immunized. By the end of 2002, only 1,919 new cases were reported in seven countries. During the past 25 years, Rotary has committed over $500 billion to immunize children of the world against polio. Members have also volunteered their time to adminis- ter the program in the fi eld over the years. Th e Polio Plus program is coming to an end, although Rotary International will continue to support the eff orts to eradicate polio from the world. For the future, Rotar- ians will be looking for a new global project. Many projects are being considered, from land mine removals to AIDS. Po lio Plus Continued... Guerrieri, a protégé of the in- ternationally renowned French racing school Elf/La Filiere, will drive his Aiken Motorsport open wheel racer at many of the top tracks in North America. “It is great to see such a talent- ed driver come to the 2000 series.
