Krugerls Back
Elected New President
by Lesley Cowell
At the annual meeting held by the West Rouge
Ratepayers Association on Wed., Apr. 19th, John
Kruger won out over Jim Mackie and Ann Brown
to be elected president of the association. He
served as Association president prior to his
election as Ward 5 Pickering Township Council-
lor.
The meeting, which was held at the golf course
clubhouse, was extremely well -attended, by both
West Rouge residents and Scarborough Centennial
community residents.
The issues discussed, and in some cases posi-
tively fought over, included annexation to Scar-
borough, or, together with the rest of Pickering
Township, becoming a borough of Metro Toronto.
and also the proposed international airport for
northern Pickering.
Guest speakers were M.P. P. Bill Newman, Town-
ship Councillor Don Quick and Ontario County Board
of Education Trustee Russ Deacon.
The main discussion seemed to be whether or
not the residents of West Rouge still wished to
become part of Scarborough. Having heard about
the proposed Ontario Housing Corporation develop-
ment in Scarborough's Centennial area, and the
thought that Metro can only extend eastwards,
maybe a lot more thought will have to be given
to whether West Rouge still wishes to be part of
Scarborough.
However, M.Y.P. Bill Newman said there is
presently a boundary freeze as far as the exten-
sion of the Metro Toronto boundaries are con-
cerned. He said any further petition in West
Rouge as to the community's future should be left
for the moment. He said he suggested this so
West Rouge can find out what will happen to Pic-
kering in the future, especially if an airport is
,uilt and consequently industry is brought into the
i.ea.
I he new president, Mr. Kruger told the POST
" The West Rouge Ratepayers will be aggressive,
dynamic and most interested in every single ac-
tion of the municipal Council. Pickering Township
Council might not always like what we have to say,
but at least they'll know we're alive."
Also elected were Vice -Presidents Jim Mackie,
Trigg Holmes, and Mr. Carnie. The Treasurer is
Mrs. Dube and the Secretary is John Pavey.
Directors elected were Messrs. Johnson, Deacon,
Collins, McClure, Howes, Gainer, Irving, Jolliffee
a id Brown.
Mr. Kruger said the first executive meeting will
be on May 4th.
The POST also questioned Mr. Kruger if he had
heard the rumor which was circulating that the
golf course developer was going to cease golf
uses on the course, sell the sod and grow wheat.
Mr. Kruger said he had heard the rumor and
was "in the process of investigating it."
The next general meeting of the ratepayers will
:ie held in September to discuss the fate of West
Rouge, unless something of some urgency develops
,)%,er the summer.

Hugh Clelland and John Bonsall of the Dept. of
Transporation & Communications, told members
of Pickering Twp. Council on Monday that the ex-
perimental service, run by the province, will only
last for another year.
The officials said that the unique bus service
had proven itself as a feeder system to the Pic-
kering GO train station. Commuters had accepted
the convenient front door to station service and
are leaving their cars at home.
They said, though, that in 20 months the pas-
senger volume on Sundays had not built up suffi-
ciently to support a Sunday bus service.
Still under evaluation is the use of Dial -a -bus as
a local service. From 8 a.m. to 4 p.m. the feeder
service to the GO station does not use the buses
to capacity. During these hours, local residents
may phone for portal-to-portal service anywhere
in the designated Bay Ridges area for a single
fa re.
The economics of the test service are to be evalu-
ated regularly, the officials said, with the objec-
tive to determine the practical and acceptable
mix of fare revenue, government subsidy and level
of service.
The provincial government will continue to un-
derwrite all of the losses, estimated at $54,000
last year.
Reeve John Williams said if the province pulls
out of the financing of the bus service, Pickering
would find it difficult not to continue the service.
We'd be crazy to stop it" he said.
Councillor Don Kitchen offered the name "Pic-
kering Transit Commission" or "PTC" as the
future possibility.
Councillor Don Quick asked why a bus service
as in England could not be instituted. However.
Mr. Bonsall said that labour costs are the basic
problem. He said that with rising labour costs in
the U.K. a change in bus service would be made
there, too.
A series of slides shown by the GO Transit of-
ficials showed that Bay Ridges was receiving a
very comparable bus service compared to subur-
ban W illowdale.
Cost of the dial -a -bus service last year was
$88.000 with $33,000 coming from revenues leaving
the $54,000 deficit.
$3900 More For Arena
Pickering Township Council this week approved
an additional $300 for the Greenwood Ice Arena.
Peter Byberg told Council, complete expenditures,
so far, for labour and material, have come to
$69,850. He detailed the building of the arena and
some of the things that have occurred "which has
developed the project into a better and bigger
accomplishment than first envisioned."
The way the building has been located at the
south end of the park and the grading that was
done means it will be easy in the future to build
up one storey dressing rooms at either end of
the building.
Councillor Jean McPherson called it a "labour
of love" by the community. Mrs. McPherson said
Council had "had extra money for the teen centre,'
the pool and the hockey arena (Don Beer Arena)"
and this extra expenditure should be approved for
this arena.
Councillor Don Kitchen said he was proud of the
initiative of local groups. "They get their finan-
cing from sources other than those available to
US. He said he thought the value was greater
than the money spent.
"If we had to go to tender for this arena, it
would cost about $125,000," said Mr. Kitchen.
Mr. Byberg said "we have saved $15,000 so far,
plus the local work which was done at no charge' .
He agreed with Mr. Kitchen, saying he thought
if the project went to tender it would cost bet-
ween $100,000 and $125,000.
Deputy Reeve George Ashe said he was against
approving the extra money.
"Every project comes back for more money,"
he said. ";ark my words, we will see it on the
golfcourse (the West Rouge clubhouse develop-
ment)".
Mr. Ashe said he thought too few people in the
Greenwood community had done all the work and
taken all the responsibility.

A weekly Commentary by Don Quick,
WhatS C O u n c I I D O l ng Councillor for Ward 5
The mood of West Rouge residents on some
key issues within the township is one of un-
certainty - ai u who can ,lame them? At a well -
attended ar:nual meeting of the West Rouge Rate-
pa;ers Association last week, they chose to
defer further col sideration of the West -Rouge -
to -Scar iorough proposal until later this year, :)y
when they hope more fa,.ts will Joe availaide on
which to make a realistic choice.
Once upon a time, like two years ago, the anility
to make a clear cut ciecision seemed easy. At
that time, West Rouge residents felt they wan-
ted to remain ir, Pickering if Pickering went as
a ::orough into Metropolitan Toronto; if this first
choice could not 'ire obtained, then, alternatively,
they votes; to go to Scari)orough as part of that
municipality.
They voted strongly and overwhelmingly then in
favour of the choice and alternative. The basic
reason was a dislike of proposals that Pickering
might oe included in an Oshawa -centered region.
There was no desire by West Rouge residents,
nor _iy most of the urlra . Pickeringites, to ,;e
governed in. a region dominated 1)y Oshawa.
The situation, changed on March 2nd of this
year - the day the airport announcement was
made. On that day, also, Minister Darcy Mc -
Keough said there would --e no further east-
ward expansion of Metro. -That seemed to cut
out West Rouge's first choice to go to Metro in
a Borough of Pickeri;;g. This left the alterna-
tive - to be annexed by the Borough QLScar-

borough.
Why the present hestitancy to confirm that
alternative? There are several reasons for the
airport decision. the decision, to create Cedar -
wood (North Pickering) community mostly with-
in Pickering .oruers, and recent indications by
Darcy McKeough that he intends Pickering should
develop quickly within: the next few years, with
financial assistance from the province.
The choice now is not so much Between an
Oshawa -dominated region and Metro, but oet-
ween becoming a part of Scar!jorough or re-
maining with a township apparently destined to
;grow fast and 1)ecome more powerful (although
it has to he said in all honesty that, in its im-
- plementation of long-range plans under the Tor-
onto -Centred Region, the provincial govern-
ment can make Pickering large and powerful or
it can wipe if off the map just as easily).
The ratepayers of West Rouge have decided
they want more facts on the choices. This task
'has :)een handed to the new association execu-
tive now lead (once more) by John Kruger.
The new executive is also going to provide some
answers if it can to other local concerns - the
golf course, UHC developments in neighs;ouring
Scaritorough, whether or not the association has
.any meaningful liaison to establish with either
the anti -airport group (POP) or the pro -airport
grop (POW).
All of these issues can ;,ecome highly emo-
tional, L-ut it is prooaule that the way to sup-
port or to oppose any one of them with the grea-
test chances of success will be a way rased on
as many facts as possible. With the almost
certain announcement before the end of this year
of the province's proposals for regional govern-
meot - hopefully preceded by some prior dis-
cussions with the municipalities concerned -
it looks like a busy year for the West Rouge
ratepayers executive, and a critical one for the
township as a whole.

real team effort to beat a surprisingly tough St.
Boniface clue 2 to I. It was a playoff thriller
all the way with St. Bot iface taking an early
lead. Then Paul Reed went to work fashiog-
ing two goals on passes from Doug Shields and
Robert Taylor to pull out the win.
Championship number two goes to our Cy Wil-
son Ford Sales sponsored Fee Wee A club as
they put everything together in this one, sur-
prising St. Thomas More 4 to 0. Brad Kearns
was a stao0out in nets, earning the shutout,
with Neil Delgarno getting the first star, ;)y pic-
king up a well deserved hat trick. Close :)ehind
was Joey Catney who along with one goal, picked
up three assists on Neil's goals.
Number three champions are the %prile Con-
tracting sponsored Minor Bantams who kept their
undefeated season intact with another impressive
team effort, dowr, irig St. Rose 3 to 0. Billy
Carroll came along great with his two goal per-
formar:ce a -id a fellow that's very seldom kept
off the scoreboard. Chris Papatheodorou adeed
the other. David Griffith once again. showed the
reason why he won top goa 1 ie honors during the
regular sea sor.
Before I go any further I would like to add this
"Quiet Corner's** congratulations riot only to all
the .goys, but also to the coaches, managers and
trainers who put a lot of "behind the scenes"
effort into these teams. Great goi-ig gang!!
Tying up their series with St. Boniface at one
game apiece was our Simpsons Sears sponsored
Mite A crew. A real dazzling display was put
on by our club in this one as Stu Catterall pic-
ked up three big ones. Donnie Perkins added a
pair and singles went to Raymond Burke and
Keith Tal.)ot. Briar Ashe was steady when called
or to perform and picked up the shutout in a 7
to 0 win.
F! Tyke B play, our Royal Home Improvement
sponsored club won a real squeaker of a playoff
game against St. Thomas More 1 to 2. Shawn
Devlin gave another sta -,ou- performance in nets,
coming up with the impossible, while young E:dnie
Morrell was Johnny on the Spot driving home a
screened shot for the winner.
Finally, our Pickering Nurseries sponsored Tyke
A's got a strong performance from goalie Glenn
Healy and knocked over St. Boniface in their
first game of the finals 4 to 0. Goals were scored
by Dirk Roeter, Ian Wright, Gary Murphy and
Roy Williamson who showed a lot of determina-
tion in scuring his goal by litterally carrying
two St. Boniface players on his back on his way
In. If we get repeat performances by these three
clu,,s next week, another three championship
trophies will oe adorning our trophy case. Keep
