This week she remembered one way she wouldn’t necessarily rec- ommend. “We canvassed every house on every street in Ajax — and it was a bitterly cold night, I remember — that brought the extension,” she said. The effort was one way the hos- pital auxiliary helped raise money for the 1964 expansion at the Rouge Valley Ajax and Pickering hospital. Wednesday night six people were honoured with the first ever Patrons’ Council Awards for fund- raising and volunteer efforts over the 50-year history of the hospital. Ms. Westney, who lives in Ajax, was the first president of the ladies auxiliary that formed in 1951 to raise money for the hospital before it even opened. When the 91-year-old found out she was being honoured she said she was also embarrassed because she isn’t doing the volunteer work she once did. “I feel honoured,” she said. “It’s most unexpected.” The Patrons’ Council established the awards to formally recognize people who have done something for their community, have raised significant funds and caused oth- ers to donate. “Tonight’s winners are impres- sive human beings,” said Elizabeth Soler, Patrons’ Council chairwom- an. “They embody huge enthusi- asm for their volunteer work.” Don Given was also in the group honoured at the annual Festival of Trees holiday fare at the Pickering Recreation Complex. At the Nov. 22 meeting, the ex- ecutive committee (made up of members of council) is going to decide whether or not to recom- mend Pickering council receive the Official Plan amendment (OPA) application that would move the City’s urban bound- ary in order to accommodate the development plan put forth in the City’s growth management study. The study calls for development in provincially-owned Seaton to accommodate 39,000 residents, while another 37,900 are to live in the southern portion of the Duf- fins Rouge Agricultural Preserve in the Cherrywood neighbour- hood. Mr. Given didn’t expect to be in the company of the other vol- unteers. “I was totally surprised be- cause it was years ago that I did the work. To be remembered is quite an honour, especially to be honoured with... to be linked with people like Jim Witty and Gale Mossman,” he said. Former regional councillor and Ajax mayor, Mr. Witty was honoured for going to bat for the hospital during his time in municipal government, as well as for his time on the hospital’s board of directors and with the first Ajax and Pickering General Hospital Foundation. He also co-founded the Pick- ering Town Centre Mayors’ Charity Classic Golf Tourna- ment, which has raised more than $1 million to buy hospital equipment. Ms. Mossman came all the way from Vancouver Island to attend the event. She volun- teered first with the auxiliary in the 1960s and then later served as the first chairwoman of the board of the Rouge Valley Health System. She also helped merge the foundations of Rouge Val- ley’s Centenary and Ajax sites. Dr. David Gove not only cared for patients at the hospital, but also served on its board and helped to oversee the creation of the 1964 hospital, which today is the east tower. Ajax businessman Doug McKay is an active fundraiser who recruited other business people to join the cause. He was the first chairman of the Ajax and Pickering General Hospital Foundation and he was on the committee that negotiated the merger of the Ajax and Pickering hospital with Centenary. Staff have been attending “transi- tion awareness workshops” at re- gional headquarters in north Whit- by to talk about issues they have and how to deal with any feelings around changing work venues. “I know a lot of people (when this came about) were kind of pooh- poohing” it, said Garth Johns, the Region’s commissioner of human resources. “But for a lot of people, change can be stressful. “People at home are going through divorce, kids being rotten... whatever they’re going∫ through, then you throw (the move) on top.” The new six-storey, 338,000-sq. ft., $84-million building and park- ing garage at Rossland Road and Garden Street will bring together around 1,200 staff from depart- ments such as finance, health and police between May and August next year. There was angry reaction from the public and some politicians during the spring budget when Mr. Johns asked for $20,000 to help people cope with the move. The depart- ment pulled back the request and decided to handle the meetings in- ternally instead. One of the largest concerns has been parking and transit, said Helen Gibb-Gavel, president of the Cana- dian Union of Public Employees Local 1764, which represents the Region’s in- side workers. “Having the councillors make it (the parking garage) a paid venue (would) obviously be a huge con- cern,” she said. “If the Region were going to implement that, they should have done it at the bargain- ing table, which they didn’t.” Moving people in and out of the new building plus the adjacent courthouse, land registry office and To wn of Whitby offices next door will be a big challenge, Mr. Johns said. “You see it here at 4:30 when Whitby (employees) leave... then add another 1,200 people. It’s going to be absolute chaos,” Mr. Johns said. Alternate operating hours — opening earlier and closing later — is being discussed to help allevi- ate the problem, he said. There have also been staff ques- tions around work space, said Dara Barry, director of organization and staff development, questions such as “where will I be sitting?” and “Will it be big enough? What colour are the walls?” And what about people with scent allergies, or mobility issues? “We all have our own kind of rules now, (but) some are stricter,” Ms. Barry said. “So how do we merge all of that?” Other concerns include a stron- ger presence of politicians, dress code and the cafeteria, Ms. Gibb- Gavel said. The Region has looked to other businesses to see how they handled relocation, including Dur- ham College merging with the Uni- versity of Ontario Institute of Tech- nology, Scugog Township’s move to a new town hall, and York Region’s move to a new headquarters. “I still believe in what I proposed,” Mr. Johns said. “A lot of staff are thanking us and I’m really happy we’ve done it.” durhamregion.com THE NEWS ADVERTISER, NOVEMBER 21, 2004 PAGE 3 P pickeringtowncentre.com One per customer. Officers responded to an accident on east- bound Hwy. 401 near Salem Road in Ajax around 1:45 a.m. Thursday, according to the OPP. Investigating officers in the case discovered almost 90 grams of crack, valued at $9,000, and various prescribed drugs in the car, police said. Board cancels Tuesday meeting EDITORIAL LETTER TO THE EDITOR Have your say on the greenbelt The future of Durham Region will likely be determined in the coming month. During this time the Liberal government’s Greenbelt Protection Plan is up for review by Ontario residents. It’s a wide ranging plan that will impact nearly every resident, business owner and ratepayer in Durham. This plan, long over- due if we are to believe the hue and cry over the years about unmitigated sprawl in southern Ontario, would create a swath of land that would be off-limits to development from Durham to Niagara Falls. It’s an impressive undertaking and one the Liberals deserve credit for following through on. This proposed greenbelt would prevent sensitive land, including watersheds, parks and prime agricultural land, from being converted into development properties. The draft legislation is intended to protect 1.8 million acres of greenspace and stop urban sprawl in the Golden Horseshoe. It’s anticipated the final plan will be ready Dec. 16. Since the plan was unveiled, local planning departments have been picking it apart saying the boundaries of the green- belt are not clearly defined. In Pickering, Ward 3 City Councillor David Pickles rightly points out the communities of Green River and Whitevale aren’t in the protected areas despite their past support for a greenbelt. Over in Uxbridge, Mayor Gerri Lynn O’Connor is concerned that limited commercial, residential and industrial develop- ment will force taxes in her municipality to jump considerably in the coming decade. She is disappointed the government didn’t consult with municipalities before giving the legislation first reading at Queen’s Park. It’s a valid point, given that Ontario townships, cities and municipalities will be the ones directly impacted by the legislation. Granted, these are the same people who are largely responsible for the troublesome situation which forced the government to draft this legislation. Of course, the people living within the protected area have just as many questions as the politicians. People from all walks of life can get the answers they are seek- ing on Thursday, Nov. 25 at the Durham YWCA, 1 McGrigor St., Oshawa from 7 to 10 p.m. It’s the only chance Durham residents will be able to hear details from the task force and if you don’t speak up now, someone else will make the decision for you. Education not legislation for bike helmets To the editor: Re: ‘Helmet law the right move for Ontario’, editorial, Nov. 14. Since when is legislation better than education? Our government spends millions on advertising against smoking and drinking and driving while at the same time collecting many more millions in taxes from these same in- dustries. Perhaps they could earmark a small portion of the funds to a few ads illustrating the value in wearing a helmet. There are many activities where there is a majority or minority and using the logic of the editorial writer, perhaps there should be laws to force them to conform with the other group. The value of wearing a helmet is not in question. Per- sonally I ride between 3,000 and 4,000 kilometres a year and 80 per cent of the time I wear a helmet. On the few occasions I choose not to, it is to feel the breeze and sun as I ride during the heat of the summer and enjoy the independence. I weigh the risk and feel these moments are worth it. We weigh risk in all our activities and that is the value of choice. Ontario does not need a helmet law. Educate instead. I have to admit it, I was worried, con- cerned, that as the years pass on, Remembrance Day and the effort to thank our veterans was going to lose significance with many people. Steve Beltrano has given me hope. I was made aware of Mr. Beltrano on Remembrance Day when D-Day vet- eran Ken Younie came to see me at the News Advertiser office. Mr. Younie was clutching a letter from a young St. Francis de Sales Catholic School student, Kyle Ryan, whom he’d not met before Ajax’s Remembrance Day services. It seems as the service was wrapping up, Kyle approached Mr. Younie, handed him a letter and thanked him for the sacrifices he made in the war. Mr. Younie was overwhelmed by the gesture, insisting it not go unno- ticed. I had to know more. I had to know what would make a young person de- liver such a mature gesture. What I learned was that Kyle wasn’t alone. He is just one student of 21 in Mr. Beltrano’s Grade 7 class. All were given the same assignment: write a letter to a veteran, approach them at the service if possible, turn the letter over, shake hands and offer thanks. Not a single student balked. Now owing to time con- straints, most students weren’t able to meet a veteran, but their letters were collected and distributed that night at the Legion. The only rules in the whole exercise, said Mr. Beltrano, were that the letters must “come from the heart” and must be hand-written for the necessary per- sonal touch. They’re not curriculum re- quirements, nor are they going to make or break the students’ year. Mr. Beltrano has his class do it out of “respect”. “It’s some of their best writing all year,” he notes. Wow. Mr. Beltrano spends about two weeks each year focusing on Remembrance Day, building a new generation of un- derstanding for the incredible sacrifices of so many. He does just as much learn- ing as his students. We’ve heard too much this year of people forgoing Remembrance Day cel- ebrations, of those not taking the time to pay their respects. And if we don’t start getting better soon, we’ll lose forever a most important link to our past that we’ll never be able to recapture. Which is why we really need more teachers like Mr. Beltrano, be it in a classroom set- ting or anywhere else, and more people to follow in the footsteps of these stu- dents. So Mr. Younie, consider your story told, it was my pleasure. To Mr. Beltrano and his students, keep being leaders on this one, we need all the help we can get. Will the Re- gion be able to keep pace with the needs of its residents? Boomtown is a 12-part series examining the issues we will confront now and in the near future. Part 11: The cost of growth By Carly Foster Staff Writer DURHAM — Widening roads. New schools. More library books. Greener parks. Bigger water treat- ment plants. These are all facets of growth, and they all cost money. A lot of money. “There’s no question in my mind that residential growth does not pay for itself, even with develop- ment charges and taxes,” said Ajax Mayor Steve Parish. “Pursuing resi- dential growth is not really a money saver, it’s a net loss.” Look at what happens when residents move into a newly built subdivision: increased demand on services and infrastructure such as roads, transit and recreation cen- tres, Mayor Parish said. “A ttracting employment growth is key to that balance,” he said. “If you have a good employment sector... you create jobs and as- sessment and less demand on ser- vices. “Then you have a good equa- tion.” Commercial and industrial growth is never as expensive as residential, said Durham Region Chairman Roger Anderson. Com- panies are a huge source of as- sessment by paying hefty property taxes and not getting many services — they have private garbage col- lection and plow their own drive- ways. “They pretty much take care of everything themselves,” he said. “That saves a lot of money for tax- payers.” Local and regional development charges are supposed to balance (or at least help with) the cost of growth, said Jim Clapp, the Re- gion’s commissioner of finance. These are charged to help pay for new services such as roads, transit, ambulance and parks. “(Development charges) are to make sure (costs) are funded by new residential properties,” Mr. Clapp said. “If they require certain expansions to a water plant, for example, that they pay for it, so the burden doesn’t fall on existing customers.” At the regional level, a builder is charged $11,564 to construct one single-family home. They must also pay development charges to the local municipality: In Whitby, that amounts to $7,722. For commercial developments, builders pay the Region $2.91 per sq. ft. and the local municipality (in this case Whitby) $2.64. And while those charges are used to pay for servicing as a result of new growth, they don’t pay for the maintenance of those ser- vices, Mr. An- derson said. “After you get the peo- ple, you have operating costs etcetera,” he said. “More people is more mainte- nance, more service. It’s a continu- ous growth problem.” But the development industry sees another side of the picture. “For every one of those subdivi- sions being built, the city assumes this huge infrastructure,” said Vic- tor Fiume, vice president of the On- tario Homebuilders’ Association and manager of Wilmot Creek in Newcastle. “That’s a lot of dollars. And included in that is the ability to collect taxes.” Because a new subdivision won’t require any repairs for at least 20 years, the tax dollars coming out of there will pay for a slew of other projects in a city, he added. “What about those thousands and thousands of people that we’ve brought in... that are now spending all their money at Costco and Canadian Tire and Loblaws?” he asked. “Fifteen years ago there was nothing along Hwy. 2 in Ajax. (Businesses) are now there be- cause there is a critical mass of people who need to shop. “I don’t think you can talk about the negative impacts of growth without looking at the positives.” And who do you think pays for the cost of growth? You might be surprised, Mr. Fiume said. “It’s not the ‘filthy rich’ builders that pay (development charges),” he said. “We include it in the cost of homes. We pay it up front and get (them) back from the customer.” The Urban Development Insti- tute (UDI), which represents the development industry in Ontario, recently did a study that showed 25 per cent of a new home is made up of taxes, fees and charges. “That says to me (that) growth is paying for growth,” said Neil Rodg- ers, president of UDI. “Developers, through development charges, are paying for sewers, public libraries, community centres, public tran- sit.” In 2003, $65.2 million in revenue was collected from regional de- velopment charges, up from $44.6 million in 2002 and $37.3 million in 2001. Residents pay directly for their water and sewer use at a rate set by the Region. Aside from some funding from the Province, the bal- ance of local and regional budgets is paid for by taxpayers. But what happens when a community doesn’t see enough growth? It’s a challenge Durham’s northern municipalities are facing as they hit their sewage capacity and see a provincial greenbelt plan that threatens to stifle growth in the rural area. “If they’re (the Province) not going to allow us to connect to (a big sewage pipe), and the technol- ogy doesn’t exist for us to increase capacity, and you want to keep our rural area green... we will virtually grind to a halt,” said Scugog Mayor Marilyn Pearce. With no new growth to pay for costs, small communities will have to start jacking up taxes, she said. And that will lead to “taxing our residents right out of their houses” and the formation of elitist towns. There is guilt, shame, unbear- able pain and countless unan- swered questions. It is a grief un- like any other, grief that’s further complicated by the stigma of sui- cide. Society doesn’t just think it’s wrong, we use words like “com- mit,” as if the very act of suicide were something criminal. Joanna Langenhuizen, Chris- tine Cieslar and Donna McQuade are three women who hope to help change those attitudes. Suicide survivors themselves, they will take part in Suicide: Hope and Understanding, a one- day conference being offered by Distress Centre Durham for pro- fessionals and families touched by suicide Wednesday, Nov. 24, at Whitby Mental Health Centre. “Suicide is not an act of re- venge. It’s not done out of anger and it’s not a way to run away,” said Ms. Cieslar, who lost her husband, Walter, to suicide Nov. 12, 2002. The 49-year-old GM worker had struggled with depression after the death of both his parents in a span of just four months. Ms. Cieslar said she didn’t know the true extent of her husband’s pain until that terrible day when he left the night shift early, parked his car by the railway just a few kilometres from their Newcastle home and walked out in front of a train. Mental illness is so misun- derstood, says Ms. Cieslar, that people often refer to those who take their own lives as cowards, further adding to the pain and shame of the families left be- hind. But suicide isn’t a rational de- cision, stresses Ms. Cieslar. It’s perceived by those who resort to it as they only way out of their pain. Ms. Langenhuizen believes that’s how it was for her son Scott, who was “overwhelmed by his own expectations.” There were no warning signs before the en- ergetic, happy-go-lucky 21-year- old took a fatal overdose Oct. 23, 2003. He had been living in Toronto at the time, pursuing a dream of a career in showbiz. She was liv- ing in Uxbridge. Ms. Langenhui- zen remembers her world fall- ing apart when her ex-husband called to give her the news. “The hardest thing is waking up in the morning. It feels like it happens everyday. I lost Scott. I lost my job. I lost my house,” she says. Ms. Langenhuizen said she was never able to connect with other bereavement groups until trying an eight-week session at Distress Centre Durham dedi- cated solely to suicide survivors. Ms. McQuade, who shares her experience as keynote speaker at next week’s conference, says she carried the guilt over her hus- band Dale’s suicide for four years before finding the group. Because the couple had start- ed to separate around that time, Ms. McQuade says blame natu- rally fell her way. The 43-year-old self-employed computer consul- tant drove his van to Enniskillen March 23, 2000, took pills and also asphyxiated in the vehicle. “Suicide is a word no one says,” she adds. “It would be nice if we could get rid of the stigma to let people who aren’t doing well know that there are places to go.” For information about the conference, call 905-723-4461. The Education Ministry in September announced funding for a Keeping Good Schools Open initiative. The idea is to provide boards with extra funds to meet the needs of small, rural schools, which often suf- fer in the funding formula because, for example, their enrolment is too low to gen- erate ample staffing. Of the $31 million provided pro- vincially, the public board expects to receive around $315,000. However business super- intendent Ed Hodgins at the board meeting told trustees the board is already doing what the ministry program intends, namely provid- ing extra resources to small rural schools. His report to trustees states that this school year, the board has budgeted $535,139 more for such schools than is pro- vided by the Province. As a result, it has discretion on where to spend the money. Whitby Trustee John Dolstra at the meeting sug- gested staff prepare a report detailing budget “pressure points” in the areas of EAs, custodi- ans and programs. By David Blumenfeld Staff Writer DURHAM — A charity event at Royal Ash- burn Golf Club last week has raised enough funds to fly a 4-year-old boy to the United States for medical surgery. On Nov. 10, Hayden’s Heroes Charity Golf Day at Royal Ashburn Golf Club raised $13,500 for young Hayden MacIntyre, who was born with Spinal Muscular Atrophy, a disease affecting the voluntary muscles that control such activities as walking, swallow- ing and head and neck control. With other donations made to the char- ity, which was created in 2002 to help raise funds to treat Hayden’s medical condition, a total of $45,000 was raised from the event to cover Hayden’s travel and surgery expenses in New Jersey, said Paul Rayment, chairper- son of Hayden’s Heroes. Hayden was scheduled to fly out of Cana- da by air ambulance Nov. 17 for surgery on Nov. 19. “Hayden’s Heroes Charity Golf Day was very successful,” Mr. Rayment said. “We raised that amount of money that day because Royal Ashburn donated the golf course. Without the participation of all of these people the event wouldn’t have been as successful as what it was.” Scott Paterson, of Royal Ashburn Golf Club, also thanked the community for their involvement that day. “It truly is amazing how many good people there are in the community and the Durham Region. This is something that we all should be very proud of, ” Mr. Paterson said. “On behalf of myself and Royal Ashburn Golf Club, I would like to thank you for all of your support. Chris Crosby By Jillian Follert Staff Writer DURHAM — Retirement at age 10 would strike most people as a tad pre- mature, but if you’re counting in dog years, it’s a little old to be jumping fenc- es and working the night shift. After an eventful career as one of the Durham Regional Police Service’s most trusted K-9 officers, Trux, a German shepherd who is pushing 70 by human standards, called it quits last week with more than 200 arrests under his collar. “He’s slowing down a bit. He’s having a hard time running and jumping as well as he used to,” said Trux’s handler P.C. Chris Crosby. “But he’s actually worked a lot longer than most police dogs would... he’s had a pretty amazing career.” Trux began work as a K-9 dog when he was just more than a year old, com- pleting a 15-week basic training course with P.C. Crosby at his side. In addition to learning how to protect his handler, Trux was taught how to search build- ings and large outdoor areas and track scents to locate people and articles. For those times when simply locating a criminal isn’t enough, Trux was also trained to put his running ability and powerful bite to good use. “If there’s no other option, Trux ap- prehends by chasing the person down and biting their right arm to pull them to the ground,” says P.C. Crosby, noting that dogs are trained to lunge to the right because it is the side weapons are usually carried on. “An 83-pound dog running at full tilt will get someone on the ground every time.” P.C. Crosby will continue to work with the DRPS Canine Unit until Janu- ary, helping new member P.C. Brian Armstrong and his dog Mako, learn the ropes. In the New Year he plans to begin general patrol work with Oshawa’s 17 Division, and help Trux enjoy retire- ment with plenty of walks in the park. All three Dolphins’ teams — tykes, atoms and peewees — qual- ified for their respective Central Ontario Minor Football League (COMFL) championship games, played at the Oshawa Civic Sta- dium last Sunday, with the atoms and peewees winning. The 2004 title made it back-to- back football crowns for the pee- wees. They thumped the host and previously undefeated Oshawa Hawkeyes 32-6. After a scoreless first quarter, the Dolphins opened the scoring in the second. Quarterback An- drew Lim connected with wide receiver Brandon Wood for a 70- yard pass-and-run bomb. The Dolphins added to their lead with another second-quarter major. A long, time-consuming march saw offensive linemen Ian To- bias, Marc Gregoire, Alexander Ko, Greg Sheremeta, Taylor Rice, Adam Rooke and Kayden White dominate their opponents, open- ing gaping holes for backs Andrew Quittenton, Clayton Robichaud and Jordan McLaughlin.
