HomeMy WebLinkAboutNA2004_10_24 The Pickering 24 PA GES ✦ Pressrun 46,600 ✦ Metroland Durham Region Media Group ✦ SUNDAY, OCTOBER 24, 2004 ✦ Optional delivery $6 / Newsstand $1 Local transit gets $1.2 million slice of gas tax funds By Carly Foster Staff Writer DURHAM — Politicians were beaming Friday after the Province fulfilled its promise and delivered $3.3 million in gas tax funds to the region. “It’s a huge step forward for mu- nicipalities,” said Roger Anderson, Durham’s chairman and president of the Association of Municipali- ties of Ontario. “It’s the first time ever that the Province of Ontario has been part of a revenue-sharing formula with municipalities.” One cent of the Province’s share of the gas tax was divvied up to cit- ies across Ontario, with the funds retroactive to Oct. 1, the Ministry of Transportation said in a release early Friday morning. That will in- crease to 1.5 cents in 2005, and the full 2 cents in 2006. In Durham, Ajax/Pickering received $1.2 million, Whitby $589,336, Oshawa $1.1 million, Clarington $363,996, and Ux- bridge/Scugog $53,000. The formula for delivering the gas tax funds is based on 70 per cent ridership and 30 per cent population, the Province said. The funds have shone a spotlight on the region- wide transit debate. York Region transit — often held as a model for Durham — received $5.6 million for it’s amalgamated system. “Hopefully, with the im- plementation of regional transit, if that should hap- pen, the growth in transit will show more revenue,” Mr. Anderson said. Police said a lone male walked into the Bank of Nova Scotia branch in the mall around 2 p.m. and demanded money. Bank employees saw a gun, po- lice said. No one was hurt during the robbery. Region wants end to negotiations in order to build car spaces By Carly Foster Staff Writer DURHAM — The Region is facing a parking crisis and increased costs if the pro- vincial courts do not vacate headquarters by the end of June. “If the Province doesn’t leave from here, we have a parking problem, a severe parking prob- lem,” Regional Chairman Roger Anderson said Wednesday after council met for a third in-camera meeting about the courthouse delays. The Region and the Province are currently negoti- ating behind closed doors to reach an agreement about where the superior, en- forcement and small claims courts will go come July 2, when the regional head- quarters at Rossland Road and Garden Street in Whitby is slated for demolition. Exacerbating the prob- lem is that land underneath the existing headquarters is to be used for 600 park- ing spots once staff move into the new building. If the Province gets an exten- sion on its court lease, those spots will remain buried. Now council is grap- pling with how to redesign the parking situation, Mr. Anderson said. Options include other lands on the current site or across the road where the old Whitby police office sits. Some of the police who work out of the courts are based there, said Sgt. Paul Malik of the Durham Regional Police. And unless the original plan of the building coming down and the parking lot opening occurs, it’s going to cost taxpayers more money. “If we have to build park- ing to accommodate staff or on someone else’s prop- erty... there’s going to be a cost,” Mr. Ander- son said. “Or a redesign to go around this (exist- ing) building,” will come at a cost. “I would certain- ly hope some of the costs... could be borne by the Province of On- tario,” he added. “It’s their prob- lem, it’s their fault we have a problem.” Last week a spokesman for the Province said talks between the two sides were “proceeding well.” But Bren- dan Crawley refused to com- ment on what would happen if the negotiations failed and the building was torn down, and whether that would add to already backlogged court cases in Durham. Oshawa Mayor John Gray said he hopes a special council meeting would be called for next week so some direction could be taken and that councilors “can deal with it publicly.” Courthouse fight with Province spells potential parking problem Roger Anderson PICKERING – Discuss business over breakfast at Sam’s Club. The Ajax-Pickering Tran- sit Authority was among the country’s leading transit sys- tems for ridership growth in 2003, with passenger num- bers increasing significantly faster than the national av- erage. According to data recently released by the Canadian Urban Transit Association (CUTA), figures for APTA show an increase of 2.8 per cent in 2003 over 2002, com- pared to the national aver- age of 1.5. Of the 46 systems surveyed nationwide, APTA ranked 22 in terms of increases (some of the systems experienced decreases in ridership). Lo- cally, APTA was the only sys- tem to have an increase in ridership as both the Whitby and Oshawa systems report- ed decreases. “I’m ecstatic. This is not the first time APTA and its predecessor Pickering tran- sit has been recognized for its increasing ridership,” said Pickering Ward 1 Re- gional Councillor Maurice Brenner, co-chairman of APTA. “To me it bodes well for our customer service. I need to really recognize our staff because their service has encouraged increased ridership.” Ajax Ward 4 Local Coun- cillor Pat Brown said some of the increase is coming from new residents. Coun. Brown is the co-chairwom- an of APTA. “It certainly shows that we are a high growth area and it demonstrates the high growth is using transit,” she said. Coun. Brenner said the increase in ridership is not only helping boost revenues, but it is also beneficial for the environment. “Our goal is to get as many peo- ple off our roads and on our buses whether it be to go to school, to the GO station or to connect to an- other part of the Region,” he said. CUTA calcu- lates transit ridership sta- tistics annually based on detailed results provided by its operating members - more than 100 of the largest transit systems across Canada. In total, ridership growth at Canadi- an transit systems has amounted to about 15 per cent since 1996. “What these fig- ures show is that the ridership growth trend remained strong in 2003, and the Ajax-Pickering Transit Authority was instrumental in bringing this about,” said Michael Roschlau, president and chief executive officer of CUTA, in a media release. The release pointed out that while ridership growth is good news for public tran- sit, it is not sustainable if long-term investment solu- tions are not implemented. It goes on to say Canada’s public transit industry con- tinues to suffer from an acute infrastructure defi- cit, as many systems do not have sustainable funding programs. CUTA’s recent national survey of Canadian transit systems found a $21 billion need for public transit capi- tal infrastructure for the pe- riod 2004-08. No muss, no fuss, more riders are now taking the bus Maurice Brenner Durham residents make pitch for labs, gyms and schools By Mike Ruta Staff Writer DURHAM – Science labs, two additions, a family studies room and a couple of new schools. It was a mixed bag of requests made to Durham District School Board trustees Tuesday night, as they listened to deputations for the second phase of their third school building plan. The plan will cover projects built between 2006 and 2008. Unlike previous years, when such nights meant sign-carry- ing parents advocating for a new school, or for their existing school to remain open, Tuesday was a subdued affair. Twenty minutes before the meeting started, there were just two parents in the board room. Board chairman Elizabeth Roy said the board expects an educa- tion ministry announcement on pupil accommodation dollars next month. “In light of that, we felt we should get the ball rolling,” she said. Whitby Shores and Brooklin residents pitched for new schools in their growing communities. Approved in a previous build- ing plan, a Whitby Shores school was eventually dropped from the list because the student numbers didn’t warrant it. That’s changed, said resident Myles Kesten. He says the com- munity is the only one in Whitby with 1,300 houses but no school. Every day, more than 400 kids are bused out of the neighbourhood to schools, he said. Carolyn Rodgers, chairwoman of R.S. McLaughlin Collegiate & Vocational Institute’s school coun- cil, described science labs with damaged chairs, water damage to the ceiling, cracks in a wall, bro- ken storage cabinets and “lots of holes, lots of nooks, lots of cran- nies” where garbage and food is stuffed. Similarly, representatives from Anderson Collegiate & Vocational Institute called for new science labs and a family studies room. Richard Boire, chairman of the Frenchman’s Bay Public School community council in Pickering, says “we’re severely hampered by the infrastructure and the facili- ties that are available to us.” The school’s tiny gym is completely in- adequate for students, he said, as they receive far less gym time than is the norm in Durham schools, im- pacting their physical fit- ness level and the abil- ity of teach- ers to meet curriculum expectations. The small gym also means the entire student body cannot attend an assembly or other event at one time. With a new gym, the existing one could be used as a library or teaching space, he said. “The facility is quite cramped,” said Mr. Boire. “We want the same opportunities as other children, that’s all we’re asking for, to reach the objectives of the present cur- riculum.” However, Brock Township stu- dents appear to be worse off than any other pupils in Durham. A new elementary school was ap- proved in the second building plan, but the board has not been able to purchase a site on which to build. Meanwhile, students are stuck in two existing sites, the for- mer Cannington and H.W. Knight public schools. Margaret Munro, speaking for McCaskill’s Mills Pub- lic School parents, said students face conditions including unsafe drinking water from the school’s well, a septic system that often gets plugged, poor ventilation, ro- dent problems and “21-year-old carpets.” While trustees assured her staff was working hard to obtain a site, Ms. Munro, citing growth in the community that is unique com- pared to most parts of Durham, called for a larger school to be built. Whitby Trustee John Dolstra, who chaired the meeting, in an interview said a draft accommo- dation plan won’t likely be made public until January or February at the earliest. He agreed that some of the requests are outside of the norm for an accommodation plan, generally dealing with new schools and additions. “A re these maintenance issues or are they accommodation plan issues?” he asked. Trustee Dolstra said the board should consider spending some of its accommodation plan funds to address some of the upgrades residents described. In an interview, business super- intendent Ed Hodgins confirmed the board could choose to use some of its pupil accommodation reserve dollars on major renova- tion projects. Have a pit bull attack someone and the same things happens. Before the pit bull it was the Rotweiller, the time before it was the Doberman, the next time it could be a German shepherd. So where does it all end when it comes to talk of banning dogs? It’s a shame when these terrifying and mostly avoidable attacks by aggressive dogs happen in our communities. Each area of Durham Region has been spooked by the news of a dog attacking a child and the reaction is always swift: that dangerous dog breeds be banned. Lately the biggest headlines always seem to involve pit bulls, who have been described as killing machines, but they aren’t the only breed of dog known to attack people and other animals. A ban is a knee-jerk reaction which poses lots of problems with enforcement. Attorney General Michael Bryant promis- es that in the near future legislation will be introduced to ban pit bulls across Ontario. The ban is extreme but Mr. Bryant’s ideas to muzzle existing pit bulls, increase fines up to $10,000 and allow for possible jail sentences of up to six months for dogs that bite, make sense. A ban sounds great on the surface and in a newspaper quote but it’s not entirely fair or enforceable. How do you handle mixed breeds? Are they lumped in with all pit bulls? Why ban any dog? It doesn’t make sense; what would be more effective would be to go after the owners through legislation and insurance issues. Create a list of aggressive breeds and make those owners responsible for insuring their animals against attacks. This would put the onus on owners to ensure their dogs are under control or face the consequences. Ultimately having a dog muzzled or on a leash is totally up to the person with the dog. This is where the legislation would have the most bite. A ban doesn’t solve the problem, it just forces it underground only to rear its head when another breed of dog takes centre stage. A parent wouldn’t take their child into a potentially dan- gerous situation. Why would anyone do the same thing with a dog, regardless of the breed. A ban may be simply unenforceable but muzzling and leashing every dog in public is the simplest and most effective solution. MP shouldn’t devalue importance of military To the editor: During the last election Ajax-Pickering MP Mark Holland placed signs throughout the riding stating ‘Education Not Tanks.’ This demonstrated to this observer Mr. Holland’s disdain of the military, and lack of concern about the chronic under-funding these fine men and women have had to deal with for the past decade. This matters since we now have a stated enemy (terror- ism) facing us. I bring this up after the recent death of a brave sailor on one of our ships. Mr. Holland’s anti-military sign is not so clever now. It looks like we have another member of Parliament to whom the military is of little value. Recent scary instances could mean worse is yet to come T he goblins, ghosts and witches are getting set to bring a scare to your front door in just one week. Christmas is the king of many kids’ calendars, but Halloween has to be a close second for all the fun and excite- ment youngsters get out of it. Dressing up, either to scare you, gross you out, emulate their favourite superhero or be- come a fantasy character, is only topped by the big haul of sugar and chocolate they drag home each year. For at least the last 30 years, parents have been forced to be on their guard at Halloween. Yo u simply can’t trust the candy handed out by strangers. Even a one-in- a-million chance at a tainted chocolate bar has to be taken seriously. But when you think about what’s been happening in the GTA in recent weeks, it takes on a whole new level of concern. I’m referring to two incidents of razor blades and broken glass booby-traps found in a Toronto beach volleyball, a Burlington playground and in silk flow- ers near a Hamilton school, respectively. Just stop and think about how depraved someone has to be to decide to do this and then actually take the steps to leave a dangerous trap with the intention of hurting someone, anyone, at random. So here we are, trying to lead nor- mal lives, and we have to watch out at every turn for the inhuman acts of a few people bent on hurting others. Do we panic? No, of course not. We simply have to be on our guard, it would seem, all of the time. I really am concerned about the sto- ries we’ll be reading on Monday, Nov. 1. With copycats out there reading about the recent attempts to hurt others, where will we be hearing about razor blades being found next? Now more than ever, we’re going to have to be vigilant as our kids knock on doors next Sunday, looking for treats. Don’t be scared, don’t frighten your kids as they accept candy, but make them aware not to eat any of it until you have a good look at it. And parents of those teenagers out there, have a chat before they go out to steer them clear of trouble. Either warn them off from starting trouble or away from finding it. Seniors can dance the day away PARENTS WAITED DAYS TO HEAR FROM INJURED SON By Jennifer Stone Staff Writer DURHAM — News of a fatal fire aboard a newly purchased Canadian submarine off the coast of Ireland hit close to home for a Durham couple. Former Courtice resident Shane Irvine sustained fairly minor facial injuries after being hit by flying equipment during the fire aboard the HMCS Chi- coutimi Oct. 5, say his parents, Lloyd and Muriel Irvine. “No question about it, a lot of things went through my mind” on hearing the news of the ac- cident aboard the submarine, says the elder Mr. Irvine. “My boy has been in jeopardy be- fore in different places in the service, but he’s always come out well.” Chief Petty Officer Irvine, 50, was Coxswain, or administra- tor of commissioned officers, aboard the Chicoutimi, one of four second-hand Victoria- class subs Canada purchased from the British navy. A fire onboard the vessel claimed the life of Lieutenant Chris Saun- ders, and left two other subma- riners in hospital. We dnesday, Chief Petty Of- ficer Irvine, who has been in Canada’s Armed Forces for 30 years, was in Rhu, Scotland, for a memorial service for Lieut. Saunders. He is expected to re- turn to his adopted home in Nova Scotia this weekend. His parents first got word of the accident from their daugh- ter-in-law, Chief Petty Officer Irvine’s wife, before it had hit the news here. It wasn’t until a few days later, when he was able to get off the submarine, that they had any direct contact with him, It came in the form of an email to his wife. “The first word we got from him was a one-line email — that’s all they were allowed to send — that said, “I’m OK. Love,” says Mrs. Irvine, who has since talked to her son, and learned of his minor injuries. “Of course, he’d say that if he was crawling on his knees.” The sub is currently docked in Fasland, Scotland, and the fire is the subject of a military board of inquiry. Chief Petty Officer Irvine is expected back in his adopted home of Nova Scotia this weekend for some “rest and relaxation,” says his mother. “Then, they (the crew) wish to bring that boat back to Can- ada,” she says. That they want to get back on the vessel is no surprise to Mr. Irvine. “Submariners in particular are really loyal people, as was evidenced by the fact that after some recovery ships got there (and were able to take 21 sail- ors), they refused the opportu- nity to go to shore,” in favour of remaining on the disabled sub until it got to port, says Mr. Ir- vine. “Loyalty is a great feature of submariners.” But, though he worries, he knows his son will do what he can to stay safe. “Every trip in a submarine gives me some uncomfortable feelings. But he’s 50 years old. Dear Readers: Sometimes in my readings, I come across small, yet interesting tidbits of information that I know will keep your feet pain free. Anticipating problems before they occur is the best way to maintain trouble free feet, for there is no truer statement than the one that says, “when your feet hurt, you hurt all over”. Suffering from ATHLETES FEET? When getting dressed in the morning, make sure you put your socks on first, before your underwear. This will minimize the chance of spreading the infection to the groin and causing jock itch. When BUYING NEW SHOES, make sure you do so in the later part of the day to ensure a proper fit. Feet may swell as the day goes on, so that a shoe bought in the morning may feel snug as the day progresses. Greater attention should be paid to feet in the WINTER with respect to dry skin and the use of moisturizer creams. This is because the winter’s air is less humid than summer’s. Wo men are also more apt to wear nylons in the winter. JOGGERS should always remember that the pitch of a road is always higher in the centre and lower at the curbs (for drainage purposes). This will affect the functional length of the legs of a person jogging, whereby the curb leg is forced to be the longer leg. Change the side of the road you are jogging on halfway through your run, in the same way you would change the direction of your run when jogging on a banked track. DIABETICS should always take the time to dry their feet well especially between the toes and should cream their feet regularly but NEVER between the toes. HEAT should never be applied to an injured area until the swelling has subsided. Heat will cause blood vessels to dilate, increasing blood flow to the area, causing more swelling and possible tissue damage. During a kilometer of running your foot will strike the ground between 500 and 750 times with a force of up to four times your body weight. The force depends on the length of your stride and your body weight. The human body is made up pf 70 per cent water and its need for water increases tremendously with exertion. This is because fluids are lost not only through perspiration, but also by increased breathing. FLUID REPLACMENT should occur before, during and after the activity. FACT OR MYTH: Corns have roots. This is a MYTH. A corn is a build up of dead skin against a boney prominence because of shoe pressure. They will recur even after being paired down. FACT OR MYTH: No pain no gain. This is a MYTH as pain is a signal sent out by your body to slow down or pay attention to a specific part of the body. Continuing the activity will only worsen the problem, taking longer to recover. FACT OR MYTH: Gout is a rich man’s disease. This is a MYTH as gout can occur in anyone who has suffered difficulty metabolizing uric acid. At one time it was thought to occur in people whose diets included red meats and alcohol. FACT OR MY TH:An adult foot will never increase in size. This is a MYTH as feet can lengthen at least one shoe size when the longitudinal arch collapses. This is seen in people as they age, gain weight or in women during pregnancy. I have a broken filling. The other day, when I went to my dentist, he recommended a crown. I’m disappointed. Why couldn’t he just fill this tooth again? A. It’s a natural response that if an old filling breaks, all we need to do is put a new filling back. In all probability, the old filling might have been in place for 10 to 15 years, so if a new filling were to be replaced, it could conceivably last for another 10 to 15 years. And that would be good for most patients. Or so it seems. If the filling is small, then the correct treatment would be to refill, but if the filling is big,then the correct treatment would be to crown it. (Sometimes it is hard for the patient to determine what is small and what is big. Also, the piece that came off may be small, but the remaining piece still left in the tooth could be big.) So why do we need to crown a tooth if a big filling breaks? Why can’t we just fill it instead? The following are points that we should consider: 1. The problem here is not the filling, the concern is the remaining tooth structure around the filling. The bigger the filling is, the weaker the surrounding tooth is. Every time this tooth is filled and refilled, the remaining tooth structures will become weaker, so it wouldn’t take much for this tooth to crack and fracture in the future. 2. We do not want this tooth to crack and fracture. If it cracks under the gum line, or into the nerve chamber, it becomes a major reconstructive nightmare. 3.As we age, teeth naturally become more brittle, this is more so in teeth with bigger fillings. A crown would be needed to prevent a crack or fracture happening. 4.Teeth with big fillings are also more likely to develop microscopic cracks. Roll the dice this week and help support brain injury group Volunteers mark 20 years of keeping kids safe By David Blumenfeld Staff Writer DURHAM — With Hal- loween around the corner, Durham Regional Police Service and Rogers Cable have launched the 20th an- nual Rogers Pumpkin Patrol in order to keep kids safe on Oct. 31. The Pumpkin Patrol was formed in 1984 when Rog- ers employees, many of them parents themselves, volunteered to patrol streets in the company’s bright red vans and keep a watchful eye out for trick-or-treat- ers who may be in need of help. Toda y, more than 500 volunteers will be out on Halloween in Ontario alone. In addition to cruis- ing the streets, the Pump- kin Patrol and local police also educate Grades 2 and 3 students in the weeks prior to Halloween about staying safe on the night of Oct. 31. This year, the patrol and Durham police held a safety presentation at Kids Safety Village for students from R.A. Sennett Public School in Whitby on Oct. 15, where they talked to children about the impor- tance of wearing reflective arm bands or clothing, vis- iting well-lit homes and not crisscrossing the streets at night. They also handed out safety loot packs complete with a safety tips card, re- flective arm band and Hal- loween stickers, and were encouraged to go home and talk about Halloween safety with their parents. “What we’re trying to do is let the kids know that on Halloween night if there’s a problem they can watch for the police, a Block Parent house or the Rogers Pump- kin Patrol vans,” said Const. Esther Rathwell. “The idea is to say to the kids that ‘Here’s one more place that you can go to get help if you need it. We’re out there looking out for you, and make sure that you dress appropriately.’” Const. Rathwell said the police are grateful to have the help of the Pumpkin Pa- trol, because they already have their hands full that night chasing down kids throwing eggs, causing havoc and stealing other trick-or-treaters’ candy. “The police really appre- ciate the extra eyes out there...it’s wonderful,” she added. The Pumpkin Patrol rec- ommends that children wear bright and non-flam- mable costumes, use make- up or a mask that does not hinder vision, and that they visit the front door of well- lit homes and never go in- side. They should also plan a route and curfew time, travel in groups and never stray too far from home. It’s also important that they not eat any treats until an adult has checked them first, the patrol said. Football Trojans exact payback on St. Mary Charles paces Pickering High attack with two touchdowns, 200 yards rushing By Al Rivett Sports Editor DURHAM — The Pickering High School Trojans waited three long years for Friday’s senior football game against the St. Mary Catho- lic Secondary School Monarchs. Billed as the clash of the Dur- ham Region football titans, the contest featured two teams with identical 3-0 records entering the pivotal contest at Pickering High School. What it ultimately turned out to be, however, was a good, old-fashioned thrashing adminis- tered by the Trojans on their old nemesis from Pickering who’ve had Pickering High’s number over the past several seasons. Riding an outstanding perfor- mance by running back Adrian Charles, who carried for two touchdowns and 200-plus yards, the fired-up Trojans took no pris- oners en route to a 41-7 pasting of the five-time LOSSA champions. After being drubbed by St. Mary in last year’s LOSSA West Division semifinal 35-0, the Trojans were poised and ready for their first meeting since that lopsided con- test. “It was payback time for St. Mary,” says Charles, who celebrat- ed with teammates at midfield following the big win. “St. Mary was talking about whipping us. We wanted to give a little payback to show that we’re a new and im- proved team.” Charles noted he and his team- mates circled the calendar and ze- roed in on the Monarchs at prac- tice this week. With the celebration going on around him, Trojans head coach John Martini says his team will be anything but satisfied with the win over St. Mary. He notes his team can still improve and won’t have to be guarding against over- confidence when the playoffs roll around. “We’re not going to be over- confident. We know (St. Mary) is going to be healthy and we know they’re going to be in the final. I think we can still improve.” Martini gave kudos to Charles who may have been slowed down, but was never stopped by the St. Mary defence. “He’s a hard runner and he can’t be tackled by one guy. He going to give us a second and third effort. We’re really happy with Adrian. The offensive line was doing a good job, too.” For his part, St. Mary quarter- back Erik Glavic was picked off and tackled numerous times by a swarming Trojans’ defence, which made life miserable for the Mon- archs’ vaunted offence. The all- star pivot tipped his hat to Pick- ering High following the game, saying his Monarchs are going to have to play at another level to beat them if they meet again. “They wanted to win. We knew they were going to be tough. We’re going to have to step up. It means a little tougher road to get to the final. We’ll probably meet Paul Dwyer in the semifinal now,” he said. Charles got the Trojans on the scoreboard first on their second play from scrimmage following an interception by Sean Walker off an errant Glavic pass. Charles ran 20 yards up the middle to put Picker- ing High in front. The Trojans offence also found the end zone in its second se- ries of the opening quarter.
