The questions are part of a consul- tant’s slide show presentation to be presented at the North Picker- ing Planning and Design Work- shop, as the Ministry of Municipal Affairs and Housing holds its sec- ond public open house to discuss land use and community design. The details were obtained by the News Advertiser from Ward 1 Regional Councillor Maurice Brenner, who said he released the document so residents of Pick- ering would be prepared for the workshop. “It’s not a secret document. It’s a document that should have been released beforehand,” he said. “If the people of Pickering knew the densities they would have a reac- tion.” The presentation has been di- vided into three key issues: the transportation and transit frame- work; the green framework, in- cluding the natural heritage sys- tem and the agricultural preserve; and the urban framework. On Monday night executive council passed a new cat and dog bylaw that makes several changes to the existing bylaw, in- cluding defining what excessive barking or howling is, to make it easier for animal services to enforce the bylaw. “We have had, over the last several years, complaints with barking dogs and we had a prob- lem with putting a time frame on it,” said Ward 2 Regional Coun- cillor Bill McLean, a member of Pickering-Ajax-Whitby Joint Ani- mal Services Committee (PAW). Now a dog is deemed to be howling or barking excessively if it does so repeatedly for 20 min- utes. After the meeting Coun. If the changes to the bylaw are passed at the council meeting Monday, Oct. 4 the fine for allowing a dog to howl or bark excessively in- creases from $105 to $115. The bylaw also sets out several new areas where a fine can be imposed: allow- ing a dog to interfere with a domestic animal ($80), al- lowing a dog to bite a do- mestic animal ($150), allow- ing a dog to interfere with a person ($175), and allowing a dog to bite a person ($200). In addition to the fines, a muzzling order can also be issued for these offences. Interfering refers to situations where a dog may chase or frighten a person or an animal, but not bite them. “We’ve had problems with people walking their dog and the dog has been attacked but not bitten,” Coun. McLean said. As part of the bylaw the annual licensing fee for a spayed or neutered dog or cat is to increase from $15 to $20 and for an unaltered pet from $25 to $40. All increases go into effect Jan. 1, 2005. Residents can make delegations to council Monday regarding this bylaw if they register in advance. Bill McLean ✦ Fines from page 1 Annual event focuses on healthy living DURHAM – On Wednesday, stu- dents in Durham Region will join millions of other children around the world in International Walk to School Day. IWALK is an annual event that helps address issues of physical activity, safer communities and environmental health, and is cel- ebrated as part of IWALK Week from Oct. 4 to 8. This year, 35 schools in Durham Region will participate in IWALK on Oct. 6, joining students from approximately 1,000 other schools across Ontario. In Ontario, the 6th annual IWALK event is part of a larger transportation initia- tive called Active and Safe Routes to School (ASRTS), which engages young people to take up walk- ing, biking and in-line skating as a healthy and sustainable means to get around. Both programs address provincewide concerns about the health of youth, includ- ing obesity and inactivity, as well climate change issues such as air quality. Last year’s IWALK event in On- tario involved 330,000 students and avoided the release of 13 tons of carbon dioxide emissions, the Region of Durham said. Julie Matys, promoter of the ASRTS pro- gram at St. Mark the Evangelist Catholic School in Whitby, said a recent survey at the school indi- cated that roughly 70 per cent of the student population is either driven or bused to school during the year. A change has to occur, she said, and it begins with partici- pating in IWALK on Wednesday. “I watch people from across the street get in their car and drive their child to school,” said Ms. Matys. “It becomes so congested that cars become deadlocked, cars can’t move. Coun. Brenner said al- though intensification is good to guard against sprawl, in the case of en- vironmentally sensitive Seaton, less is more. “The higher you go, the deeper you have to go for footings,” he said, adding he couldn’t find any mention of the three major aquifers in the presentation. Coun. Brenner also took issue with the transporta- tion options presented, since neither Ajax-Picker- ing Transit Authority or re- gional staff were consulted. He did point out there is some useful information in the work the Province’s team of planners has done. Bryan Kozman, director of the North Pickering Land Exchange Team, said the presentation doesn’t repre- sent the final plan for the area but rather what plan- ner John van Nostrand is thinking at this point in the process. “What’s included in that presentation is not govern- ment policy, it is not the final plan,” he said. “One not ought to be thinking that stuff is set in stone.” He said the presentation shows the work that has been done since the last open house at the end of Ju ne, taking into account input from the public, the City of Pickering and other stakeholders. “We need to put something before the public saying this is where our heads are at,” he said. I’m a little surprised to be telling you about it actually. I was set to put the unpleasant conversation behind me and forget it happened. But this column is both to speak out against this woman’s opinion, publicly, and to offer my regret I didn’t tell her she was racist when I had the chance. As a representative of this newspaper, it’s important to me to act in a profes- sional manner and put my personal be- liefs and biases aside, even in the face of ignorance and prejudice. As a journalist, you have to be fair and sit on the fence, even if you do have a strong opinion. So, when a woman called the News Adver- tiser last week and suggested we don’t put enough pictures of white people on the front page of our newspaper, I went into my automatic reaction and gave her a chance to state her case. She, undoubtedly, would say she is not a racist. I have my opinion, but you decide yourself. Her reason for calling was that the front-page photograph on our Sept. 22 issue was the last straw for her. She had to call us, she said, and tell us she thought we were giving too much atten- tion to our multicultural community and not enough to the majority of the com- munity: i.e. Caucasian residents. She saw three girls of Asian descent on our paper and had to call. Just imagine that. I encouraged her to write a letter to offer her opinion and critique our photo selection. The News Advertiser is not above criticism. Unfortunately, she told me she was in the public eye and didn’t think people would see her criticism in the spirit it was given. She said she wasn’t against multicultur- alism, just that the paper should reflect the majority of its readers. Hmmm... OK then. Ironically, earlier this year I received a voice mail from a reader with exactly the opposite opinion. She said she was pre- pared to lead a revolt against the News Advertiser because, other than sports, we didn’t have any cultures on the front page, other than Caucasians. She threatened and promised to call again to express her anger at the paper. Unfortunately, and I mean that, she didn’t call again and didn’t leave a name. I really would have liked to talk to her about the content of the News Advertiser and what she thought we were lacking. Oh well, I guess I’ll just have to wait until the next phone call and hope we get accused of being too fair to all cultures. That’s all that’s left now. As Fire Prevention Week kicks off, residents are once again being reminded to install or test their smoke detectors. Smoke alarms are often lauded as being one of the greatest safety inventions, but they can’t save lives if they are not in- stalled or are not working properly. Alarms detect smoke early and can give a building’s occu- pants time to escape before a fire spreads. It’s a misconcep- tion that a sleeping person will awaken due to the smell of smoke; it’s smoke detectors that are credited time and time again when people escape a burning home safely. The Fire Marshal recommends installing an alarm on every level of the home and near each sleeping area. Replace smoke alarm batteries annually or whenever the unit sounds to warn of low battery power. A good time to replace your alarm batteries is when you set your clocks back and forward every six months. Consider this sobering fact: between 1995 and 2003, there was a smoke alarm warning in only 31 per cent of preventable, fatal fires in Ontario homes. In a full quarter of those fires, there were alarms with dead batteries, or no battery at all. Fire safety isn’t complicated. The Fire Marshal offers three basic steps to ensure your home is safe: hunt for home hazards; install smoke alarms; and develop and practise an escape plan with your family, with everyone knowing at least two ways out in case of fire. Local fire departments are conducting public awareness campaigns this coming week and are offering free smoke alarm batteries, in conjunction with Canadian Tire. The de- partment says anyone who needs a smoke alarm and doesn’t have the means to buy one will get one. Ta ke your safety seriously and spend a few minutes assess- ing risks at your home. It could save your life. Unite against terrorists To the editor: Re: Editorial cartoon, Sept. 15. I stand in solidarity with the Russians who marched in Moscow to denounce the terrorists who brutally massacred the children, their parents and relatives on the first day of school. This is the only nation in the world that has so far impressively demonstrated against widespread terrorism and also demanded that authorities take stern action against terrorists who do not care for or value human life. In this instance let me also appeal to organizations that fight for human rights, social justice, peace, etc., to organize in a more powerful manner to denounce world terrorism staged to achieve the varying values they are fighting for. In this context all these social organizations lost a good opportunity to condemn the bloody terrorist attack of Sept. 11 in New York. The millions who marched in various parts of the world to protest war against Iraq should have been first organized to show their might against such dastardly attacks on innocent lives. It is not too late to let these terrorists and their institutions know that we will not tolerate their present day tactics in achieving political, religious or social goals. Towards that end, let all religious, political and social organizations join unreservedly to fight against terrorists and terrorism. The candidate in the Nov. 8 Ward 2 city councillor byelection retired in 1998 as su- pervisor of community service teams for the City of Scarborough. Mr. James has lived in Pickering for 21 years with his wife Marie and three children. During that time he has been active in the community. He has been an organizer with the St. Paul’s-on-the-Hill food bank Christmas lunch, a member of the Pickering Village Museum advisory committee, founder and past-president of the Pickering Civitan Ser- vice Club and past-governor of Civitan Inter- national (Ontario), chairman of the Hospice Durham golf tournament, chairman of the charity golf tournament for Girls Inc., and chairman of the Pickering ‘Year of the Vol- unteer’ recognition committee. PICKERING – Pat Mattson has watched Pickering grow from a small town to a large urban centre over the last 35 years. Now, he wants to be a part of its future. The candidate in the Nov. 8 Ward 2 city councillor byelection has been involved in the community throughout the years in var- ious positions, including as a school trustee for Ward 2 for more than eight years, as a coach of youth baseball and hockey teams, and as a member of the Kinsmen Club of Bay Ridges. If elected there are several issues impor- tant to Mr. Mattson that affect residents of the ward and the city. Over the past few month he has become interested in the proposed public alerting system for the Pickering Nuclear Gener- ating Station. Mr. Mattson believes it is important for residents to participate in providing ideas and direction in the search for alternatives. Another issue is working on improving the transportation corridors serving the community. Mr. Mattson believes the major routes and high traffic patterns need to be analyzed for additional lanes and more traffic lights to improve the overall flow into and out of the area. Build a “study stadium” work environment for your child that supports his/her very best effort and provides the tools that make success easy. A student’s mind will literally shift gears upon entering it. It will be easier to get into the “study mode”. Don’t construct the kind of place you would like to study in. Build a place where your child feels energized and comfortable. It should be a safe environment where your child spends time learning. It shouldn’t be the same place he/she watches TV, stores junk or hangs out with their friends. A study stadium had the singular purpose of supporting your child’s best work. Don’t send mixed signals by adding other functions. A study stadium doesn’t require a rosewood desk, super-fast computer, and the latest reference library. In fact much of the furniture and many of the resource books can be gleaned from secondhand shops, garage sales and the basements of family and friends. The emphasis should be on function, not flash. Build a corner of the world that belongs to your young person; a place that is singularly focused on their access to knowledge; a study stadium should be quiet and private. It should be an environment where there are few distractions, away from the sights and sounds of television, radio, and other people. Your young person needs to be surrounded by firm reminders that their learning is a high priority. Whether you find this place in a corner of a bedroom, the basement or even the garage is not important. What is important is the message that it sends your kid and the message is: “Here’s a place to do your best work!” Don’t worry if your child is too young to use some of these items. It’s good that they become familiar with the tools of education. Who knows how much learning results from fooling around with things we aren’t formally prepared to use? The owner of Pickering- based Doyle Audio Engi- neering (DAE) - with a little help from some dedicated volunteers and local busi- nesses - has started the Light of DAE Foundation, which is going to give young musi- cians free studio recording time in exchange for them sharing some of their time with a community group or charity. “This world is full of greed and I plan on doing some- thing about it, which is to educate both young people as well as corporations about the joys of sharing,” Mr. Doyle explained as one of his motivations for the project. Once complete the studio is going to be 100 per cent dedicated to free recording - he says this is the first of its kind in the world. “In my industry I was told I would never get this done,” said Mr. Doyle, who has worked in the industry for 23 years. Time is going to be al- located to musicians who donate hours to community service, while high school students are going to have to volunteer additional hours on top of those mandated by the government to grad- uate. Mr. Doyle said people have also question him on what he gets out of it. “Simply getting people to share is what’s in it for me,” he explained. As part of the project, Mr. Doyle hopes to organize Light of DAE Festivals at high schools where students buy tickets to see bands com- pete for studio time - the audience picks the winner - and the money goes back into the school. This way the project benefits a number of people. Mr. Doyle has invested close to $50,000 of his own money into the project along with hundreds and hundreds of hours - but he hasn’t done it all alone. After hearing Mr. Doyle’s presentation at his school, Stephen Koszler is one of eight young audio engineers from Trebas Institute in To- ronto to sign up to volun- teer. “I’ve always wanted to set up a youth studio and when Gerard said he was doing it I jumped at the chance,” Mr. Koszler explained. He’s been involved for two-and-a-half months, working to get the studio put together so musicians can begin recording within a month. “Everyone’s been coming in as much as we can,” he said. “Most of us make it out here twice a week for a full day.” Mr. Koszler commutes from Toronto to Pickering to donate his time. “It’s what I like to do, it’s my passion,” he explained. “I love music.” In addition to people vol- unteering their time, several local businesses as well as equipment manufacturers have donated items such as wood, instruments and an engineering board. Mr. Doyle said a few items - glass, flooring and air con- ditioners - are still needed. “There are bits and pieces that are still needed but as the project is coming closer to being done, people are jumping on board,” he said. New studio p roject will help youth make beautiful music , boost community AJAX — A teenaged bur- glary suspect led police on a foot chase along streets and through backyards in a resi- dential neighbourhood south of Rossland Road Tuesday afternoon. Durham Regional Police officers responded to a resi- dential alarm on Delaney Drive around 1:20 p.m. and began a search in the neigh- bourhood, near the intersec- tion of Church Street North and Rossland Road, Sergeant Paul Malik said. Police soon spotted a sus- pect and called for him to surrender — and then the chase was on. The suspect took off on foot and led offi- cers as he raced through back yards and leapt fences along the way. The suspect ignored repeated calls from officers, Sgt. Malik said. But he was finally cor- nered and gave up his flight on Farmers Avenue, where he was taken into custody. Some Durham seniors face lack of service, high costs By Jillian Follert Staff Writert DURHAM — As the warmth of summer lingers, snow shovels are hardly at the forefront of most people’s minds, but for those who need help clearing the heavy white stuff, now is the time to apply for municipal programs. This winter, six of Durham’s eight municipalities will offer snow clearing programs for seniors over 65 years of age, and those with physical disabilities. To qualify, residents must provide proof of age or a medical certificate, and verify that there are no able-bod- ied residents sharing their home. While this year’s programs vary widely in terms of cost and avail- ability, all go into effect when more than 2 cm of snow accumulates, with plows dispatched between 24 and 36 hours after a snowfall ends. Service is typically better in urban centres, and can be non- existent in rural areas. Officials in Uxbridge and Brock, the region’s smallest and most rural munici- palities, confirm that no services for seniors or those with disabili- ties will be offered this winter. “We make sure to clear all the important routes from seniors’ residences and medical centres, but we don’t offer anything for individual seniors at their homes,” explained Judy Avery, director of public works for the Township of Brock. “Our municipality is mostly rural, we don’t even have side- walks in many areas ... so there just isn’t the same need for it here.” In neighbouring Scugog Town- ship, the public works department recently launched a pilot snow clearing program, with three tiers of service available to seniors and those with disabilities. Director Larry Postill said de- spite the fact that only 41 people signed up for the program last year, it will be offered again this winter to residents of Port Perry and Prince Albert, at an annual cost of $50, $175 or $225. “With the first level of service we clear the public sidewalk and a path to the front door, at the next level we do the driveway for one car, and at the next level we do both,” Mr. Postill said. “We charge a fee because it’s a very costly pro- gram for us. If we don’t see more interest this year, we will probably hand it over to a private contractor in the future,” The Town of Ajax is the only other municipality to charge for snow clearing services, ask- ing $50 for basic service which includes sidewalks, a pathway to the door and any windrows cre- ated by plows. For $100 annually, residents can have their driveway cleared in addition to the basic service. Operations official Heather Hannah said the program, which is growing in popularity, drew about 300 applicants last year and is expected to top that this winter. Seniors and those with disabili- ties living in the region’s larger municipalities of Whitby, Oshawa, Pickering and Clarington, can take advantage of free snow clearing services, as well as programs that link those in need of help with local students looking to complete volunteer hours. Residents in these areas can expect to see sidewalks, windrows, and a pathway to the front door cleared, with driveways cleared only in Whitby. To help keep service moving, Pickering limits its program to the first 200 people to apply each year, while others, like Oshawa, have no cutoff and regularly see numbers into the thousands, Seventy-two-year-old Oshawa resident Alice Lawrence is one of 2,600 people who used the city’s program last winter, and says it was helpful. “It’s just my sister and I that live here and we are both in our seven- ties, so we need help,” she said. “I have someone to drive me to my appointments, but they need to be able to get in the driveway, and I need to be able to walk down the path from the door ... it’s nice to see them come with the plow whenever it snows.” Residents who wish to apply for help with snow clearing should contact their local municipality for information on application dead- lines and procedures. While some accept applications year round, most set deadlines in late October and early November. The Durham District School Board member is seeking the vacant Ward 2 city councillor position on Pickering council. Nominations for the job closed a week ago and voting day is Nov. 8. “A ny meetings I would miss I would expect not to be com- pensated for it,” he said. “I would expect not to be paid for that time.” In an interview, Trustee Crawford explained he is refer- ring not only to school board meetings, but also standing and other committee meetings. All trustees sit on the board’s education finance committee, and Trustee Crawford is also a member of the board’s expul- sion appeal committee. Trustees generally make $5,000 per year and are paid about $400 per month. So if, for example, Trustee Crawford missed one of two meetings in a month, he said he would receive roughly $200. The Axemen (0-7-0-1) played their second of back-to-back OHA Ontario Provincial Junior ‘A’ Hock- ey League road games against the Newmarket Hurricanes on Thurs- day night. The weary Ajax juniors coughed up a 5-1 loss. The night before, against the Thunderbirds in Thornhill, the Axemen gained their first point of the season, playing the hosts to a 4-4 tie during regula- tion time, before surrendering the winner with a mere 17 seconds remaining in the five-minute over- time session. Ajax also played Monday night in Vaughan against the Vipers, los- ing 7-4. The Axemen played neighbour- ing Pickering Panthers (4-2-0-1) at the Pickering Recreation Complex on Friday night, with the result un- available at press time. The Axe- men finish off a busy week with a home date against the first-place St. Michael’s Buzzers (7-1-0-0) at the Ajax Community Centre today (Sunday) at 3 p.m. The perennially strong Hurri- canes of the North Conference led 2-0 after the first period. The teams traded goals in the middle stanza, with Newmarket sealing the deal with two goals in the final period. Jordan Hinrichsen scored the Ajax goal, assisted by Jordan Wein- berg. Axemen head coach Larry La- Belle noted fatigue played a role in the loss. “I think it was definitely in their favour. No doubt our guys were tired from playing Sunday, Mon- day and again Wednesday. We’ve played four games in five nights and by the end of the week our guys will have played games in six out of seven nights. At this time of the season, they’re not in full game shape,” he says. The Axemen were outshot by a wide 59-16 margin. A night earlier, the Axemen en- gaged in arguably their finest game of the young season, playing a vet- eran-laden Thornhill squad even through most of the contest. It was nice, says LaBelle, for his troops to finally bring their ‘A’ game to the ice. “The boys seemed more intense and they were more willing to put an effort forth to win,” he says. Although the loss was disap- pointing, more important was to nail down a single point, says La- Belle. “We finally broke the goose egg. It was important to get that one point. It was a hard game to lose, but it was good to get that point.” Vo wing changes after failing to secure a victory in eight games, LaBelle has made some alterations to his roster in an attempt to jump- start a team that appears to be off the rails. He’s acquired the rights to defenceman Peter Drikos from the Streetsville Derbys of the league’s We st Conference. Drikos was a late cut from the Ontario Hockey League’s Kingston Frontenacs. Last week, the Ajax club also brought in two forwards — Ryan Rosati, who played with the Va ughan Vipers two years ago before taking a year off to attend college. They also landed Michael Hanoun, who also took a year away from junior hockey after playing for the Newmarket Hurricanes two seasons ago. LaBelle says the roster moves were necessary, and he’s hoping its a sign to his rookies to step up their play if they wish to remain with the squad. “I think we made a statement that we weren’t willing to stand pat. We weren’t happy with the effort and we need to get better guys who will put in a better effort. If you’re on the team today you still have to fight to stay on the team.
