He added the projected deficit is lower than other hospitals in the eastern GTA. Lakeridge Health an- nounced earlier this month it was looking at a deficit of more than $19 million. “It’s a major concern for us. We’ve always tried to be really ef- ficient and do more with less but we’re very concerned with the situation,” Mr. Martin said. The hospital has no cash re- serves and it is already carrying a debt load so it can’t afford to run a deficit, nor is it allowed to under provincial guidelines. The deficit has come about, he said, because in July when the Province announced an additional $469.6 million for health care (4.3 per cent) Rouge Valley saw only a 1.6-per cent increase over its base funding. It had estimated it would need a 2.5-per cent jump. As the board faces a looming deficit, savings in administration is going to be the first place it looks. “We’re going to continue to do everything we can to find non- clinical savings,” Mr. Martin said. WITH Multi-million dollar deficit for Rouge Valley But key details of land exchange still to be announced By Danielle Milley Staff Writer PICKERING – While a deal has been reached to swap pro- vincially-owned land in Picker- ing with privately owned land in Richmond Hill, many questions remain. “All we have now is the confir- mation of the quantities involved and the statement from the fair- ness commissioner that it was a good deal,” Pickering Mayor Dave Ryan said. “Other than that we’re no further ahead.” Late Thursday afternoon the Ministry of Municipal Affairs an- nounced a land exchange deal had been signed that would see 1,057 acres of developer owned land on the Oak Ridges Moraine in Richmond Hill come into pub- lic ownership in exchange for 1,275 acres of publicly owned land in Seaton. The public has been waiting since 2001 to hear the details of the deal, first started under the Conservative government to stop the building of homes on the environmentally sensitive Oak Ridges Moraine. Despite the deal, residents will have to wait a little longer for details. The 18-hole, sold out event, took place at Cherry Downs Golf and Country Club on September 9th, and was attended by business and communi- ty leaders from across Durham Region and Toronto. Since June, hundreds of patients have benefited from having the new cys- toscopy suite at their local hospital. Rouge Valley’s Dr. Steven Smith and Dr. Arthur Grabowski are now able to better examine a patient’s renal system in the new suite and can even perform some day surgery procedures so that a patient does not have to be admitted to hospital. The new anesthetic machine, purchased with funds from the Golf Tournament, helps to keep the patient comfortable throughout the procedure. This event, now in it’s ninth year, is one of the most successful fund raising events in all of Durham Region and has raised over $1.1 million to help purchase vital medical equipment for Rouge Valley Ajax and Pickering. Premier Dalton McGuinty on Wednesday announced the Province had changed the defi- nition of a rural school, add- ing 466 to the classification for a total of 1,149 in Ontario. He also said school boards would receive $31 million extra to ad- dress “some unique challenges” those schools face under the Education Ministry’s “flawed funding formula,” introduced in 1998 by the previous govern- ment. School boards were already receiving a distant schools grant introduced by the former Con- servative government last year. The new funding is in addition to what boards received in that grant, and will be provided every year. Amanda Alvaro, Education Minister Gerard Kennedy’s press secretary, says the board has flexibility on how it can spend the money, but it and others in the province “have to spend the money on rural schools.” The money can be spent to boost the staffing complement, buy resources and increase services. She explained that previously, a rural school was so defined because of its distance from the next nearest school. The new definition uses Statistics Can- ada data and postal codes to identify a rural school. For the Durham District School Board, it means nine more schools for a total of 16 rural schools and an additional $315,558, or about twice what it was receiving. Board chairwoman Elizabeth Roy says the announcement shouldn’t have an effect on the board’s upcoming accommoda- tion plan. Ms. Alvaro says the Durham Catholic District School Board has three rural schools and is receiving $34,745 more. “There was always a grant for remote schools,” noted David Visser, the board’s business su- perintendent, adding the grant has had different names over the years. He identified the board’s rural schools as St. Leo Catho- lic School in Brooklin, St. John Bosco Catholic School in Os- hawa, and Holy Family Catholic School in Beaverton. The former Conservative government introduced a dis- tant schools allocation to the funding formula in the last school year, providing the pub- lic board with about $300,000 last year. The board expected to receive $327,288 in distant schools funding this year, while the Catholic board budgeted for $211,276. Tr y packing some volunteer work into your week not only does the hospital have to pay sick time but it has to pay a premium for replacement staff. The fiscal situation is nothing new for Rouge Valley. It finished the 2003- 04 fiscal year with a slight surplus only after a last-minute funding announce- ment by the Province in February - it was the first time in three years the hospital had not finished in the red. Had the Province not stepped in, the hospital was anticipating a deficit of nearly $4 million, despite making numerous changes. “We did cut costs by $9 million last year and we did that through operating efficiencies,” Mr. Martin said, adding the number of vice-presidents was cut from seven to four. The hospital isn’t counting on an- other bailout this year. “The minister (of health George Smitherman) has made it clear that there will be no more funding,” Mr. Mar tin said. Still, Mr. Martin holds out hope more money could be coming. In the budget speech Mr. Smither- man said when additional funds are available from the federal government they would flow to hospitals. The fed- eral government just struck a deal with the provinces on health care that will see $2.1 billion transferred this year. The 65 charges, including 28 counts of mischief under $5,000, were laid after an investigation launched in the wake of a vandalism spree that took place in Ajax overnight from July 28 to 29. Investigators credited tips from the public as helping solve the case. Windows were shot out of more than 25 vehicles parked in driveways or on streets in front of homes. Most of the incidents occurred on Harwood Av- enue between Bayly Street and Hwy. 401, police said. Mikael Lee Sigus, 22, of Porte Road in Ajax and 20-year-old Alan Bowers of Maxwell Court in Bowmanville are charged with Mischief under $5,000; careless use of a firearms; carrying a concealed weapon; possession of a dangerous weapon and using an imi- tation weapon while committing and offence. Mr. Sigus is also charged with pointing a firearm. Both men are to ap- pear in court in Oshawa Oct. 27. One that should have caught the attention of every resident in Durham, however, was a Statistics Canada report pointing out the obvious: Ontario lags behind the rest of Canada in education spending, despite having the fastest- growing enrolment. Even to a Grade 2 student, the math just doesn’t add up. One wonders how a system that is being stretched every year, lacks appropriate funding. It wasn’t always that way, and the numbers prove it. The study was conducted between the 1996/97 to 2002/03 school years, and when it began Ontario was spending more per student on average than any other province. That all changed by 2002/03, though, when this province, while under the Tories, dropped to No. 6 overall. It could be said that Ontario schools were doing more with less, but the labour strife and dissension during that time indicates oth- erwise. The Tories, including former education minister Janet Ecker, say they took money out of administration and put it into the classroom where it was needed most. Finally, the Tories tried to do a little catch up when the Mordechai Rozanski report came out and recommended that more than $2 billion more be spent on education. The To r ies didn’t ignore this report, which they commissioned; they began pouring money back into education before losing to the Liberals. Now, all eyes are trained on Premier Dalton McGuinty as he grapples with education issues. It’s promising to see the Liberals following up on some of their election promises and now it’s up to the school boards to spend the money wisely today and in the future. Give teachers a break To the editor: Re: ‘Teachers’ act wearing thin,’ letter to the editor, Sept. 12. It is pitiful to read the above-mentioned letter in which the writer expresses envious and jealous thoughts about teacher salaries and benefits. Rather than belittling the teachers’ success at negotiating their working conditions, the writer’s time would be better spent seeking opportunities for others to aspire to and achieve similar conditions. It is a worthwhile exercise for anyone claiming to be Ca- nadian to tour this enormous wealthy nation of ours and be- hold the various sectors that produce goods from the bounty of the Canadian section of this God-given Earth. Agriculture, forestry, mining resources, industry and manufacture are but a few of the wealth producing sectors. This nation produces sufficient wealth to sustain teachers’ remunerations, and similar salaries and benefits for all. The difficulty in Canada is the continuous and terrible lack of po- litical leadership, which is void of courage and backbone to confront democratic duty to ensure a greater and equitable distribution of the enormous wealth that Canada possesses. For big and little it’s all about the money, honey You’ve probably heard a bit about the municipal quest for a new deal for cities. It started out in Toronto, but has been picked up across the province. And you’d best get used to hearing those four buzz words now that our very own re- gional chairman, Roger Anderson, has received the presidency of the Associa- tion of Municipalities of Ontario (AMO), whose members represent 99.5 per cent of the province’s population. (It was quite fascinating to see Mr. Anderson juggle his chairman’s hat with his president’s hat while debating the new deal with Ajax-Pickering MP Mark Holland this week.) Communities have a very simple wish list: money from the feds and Province to build infrastructure such as roads, community centres and transit to keep up with growth. Unfortunately, it’s not as easy as that. While both levels of government have acknowledged the need for funds, it’s a snail’s-paced, red-tape-laced process to actually get money into municipal cof- fers. The feds have promised $2 billion in gas tax money...soon. Mr. Anderson wants it now and wants it protected, in case a new government changes its mind. The Province has promised $312 mil- lion, but they want municipalities to spend it on transit. If it’s based on rider- ship, the majority of that money will go to Toronto, leaving regions such as Dur- ham with nary a penny. Hardly a new - or fair - deal for all municipalities. While big cities like Hogtown feel they’re the driving force of the province and should get it all, any Durhamite that’s driven on a pot hole-laced road or been turned away from a rink for lack of ice time knows we need our share, too. That’s why we hope Mr. Anderson will remember his Durham roots when he’s fighting for money for communities. He obviously needs to be impartial and represent all areas in Ontario, but it’s good to have the head of AMO be from a smaller area that has felt the brunt of not enough government funds. And with a past that shows he’s not afraid to speak his mind, let’s hope Mr. Anderson stands up to the big boys and remembers the little guys, too. Carly Foster’s column ap- pears every third Sunday. Today we look at where the government’s policy will take the existing grid. By Keith Gilligan Staff Writer DURHAM – Any parent can tell you about wasted electricity. How many times must a par- ent tell a child to turn off the lights when leaving a room, only to come along later and find the lights burning bright and nobody within screaming range? With the state of Ontario’s en- ergy situation, conservation will become more important than dad yelling for the lights to be turned off. The provincial government has set an ambitious target of reducing demand by five per cent by the end of 2007 and 10 per cent by 2010. In fact, conservation will prob- ably become a lynchpin if Ontar- ians are to have enough electric- ity in the near future. Bruce Campbell, vice-president of the Independent Electricity Market Operator (IMO), said in a speech that last year’s blackout “underlined just how tight our supply situation is in Ontario.” On an average day, about 25,000 megawatts of electricity is used in Ontario. Up to 4,000 mw has to be imported to meet the daily demand. In the days follow- ing the blackout, officials called on everyone to reduce electricity use. Since then, however, Ontarians have gone back to using the same amount of power. With demand going up, the government needs to either cur- tail energy consumption, increase supply or both. That’s what the Province plans to do - all three. In the spring, Ontario Ener- gy Minister Dwight Duncan in- troduced Bill 100, the Electric- ity Restructuring Act. Among the proposals are a new Con- servation Bureau, led by a chief conservation officer; incentives for the private sector to invest in new generation; establishing the Ontario Power Authority, which will ensure a long-term supply of electricity; and having the energy ministry set targets for conserva- tion, renewable energy and the overall supply mix. Mr. Duncan said the govern- ment will make major announce- ments in the fall regarding both the supply and demand side. “The problem is the govern- ment of Ontario hasn’t given the people the tools needed to make conservation happen,” argues Greenpeace Canada spokesman David Martin. The need to use energy more efficiently is obvious, he says, noting that way “the system would be more secure and more stable. If we reduce the demand to the most efficient, it’s techni- cally possible.” The Aug. 14 “blackout was a wakeup call for Ontario and North America. The lessons still need to be learned,” he adds. “The good news is the people of Ontario re- sponded in spades to requests for conservation after the blackout.” “We have to deal with the de- mand and supply problem. We need more demand measures.” Rather than a large, centralized supply system, Mr. Martin sug- gests more local, smaller generat- ing stations, or “more decentral- ized centres. If it’s closer to the demand, there’s less stress on the grid.” An examination of the blackout found it started in Ohio and one of the major problems was the grid couldn’t handle the load. “We have a very fragile, brittle system in Ontario. It’s highly cen- tralized,” Mr. Martin says, noting about 80 per cent of Ontario’s power comes from three nucle- ar stations and five coal-fired plants. “In those terms, it’s very stark and that has to change,” he adds. “It doesn’t make sense if we con- tinue to rely on massive centres, especially if it’s nuclear. “We should be looking at the bigger picture, rather than deal with immediate causes. Let’s take a step back and look at the system as a whole and it’s not a pretty picture. “Sadly, the conclusions of all the commissions of the blackout was to beef up the grid - fewer branches falling on lines and bet- ter security.” Ensuring the grid is safe isn’t a long-term solution, he adds. He ques- tions if Bill 100 is “going to do it. I’m very wor- ried. The government continues to pay lip ser- vice to con- servation and renewables, while they continue to support the old option. “That’s clearly not the experi- ence with green energy.” Mr. Duncan agrees with Mr. Martin about the lack of “tools” needed to reduce and conserve electricity. “He’s right and part of what will come out of this bill is time-of-use rate plans and time- of-use meters. He’s absolutely right about that and we’re mov- ing to address that.” Current meters only record the amount of power used, while a smart meter records the amount and time the energy was con- sumed. Electricity used either in the early morning and late at night is cheaper than power used during peak hours. The Ontario Energy Board wants a provincewide plan to cut both general demand and ‘peak- hour’ usage. It also wants the Province to find long and short- term opportunities to reduce de- mand. Having a conservation bureau is a good idea, according to the OEB, as it would ensure consis- tency and eliminate competing business goals. Can you help clear up my confusion? You haven’t given me enough information specific to your foot structure and sport type to accurately answer your question. I do, however think it’s important to spend some time addressing the purchase of new shoes. With normal everyday activities, the average person walks over 100,000 kilometres in their lifetime, about four times around the world. The foot must shock adsorb on impact, adjust to contours in the ground or changes in surface firmness and propel you in all directions. The shoe type and fit cannot be over- emphasized for everyday wear, but it certainly takes on greater importance with athletics. To answer the first part of your question, a cross- trainer is not a shoe that will fulfill all the needs of a serious athlete, whether he participates in one sport or a multitude of sports. For example, the motion of the foot in a racquet sport with all the lateral or side to side movement, as well as the sudden starts and stops is far different than the heel to toe shock absorbing requirements of the foot with jogging. However, the cross-trainer may fulfill the needs of the casual athlete or young person. Before getting into the specifics of shoe types, knowing when, where and how to get a good fit is a good place to begin, so here is my TOP 10 LIST FOR BUYING SHOES: 1. Buy shoes late in the day, feet swell as the day goes on as well as with exercise. 2. Go to a store where the sales staff are knowledgeable, the shoe selection is wide, where the staff participate in your specific sport and they have an understanding of biomechanics. 3.Always have your feet measured while standing before the purchase of every new shoe. Never assume your foot size is the same, feet lengthen and splay with aging. Not all sizes arecreated equal, an eight in one brand may be and eight and a half in another. 4.S hoes should be approximately a half inch or a thumb nail longer that your largest toe and remember that for about 30 per cent of the population, the longest toe is not the big toe. 5.The widest part of your foot should fit the widest part of the shoe and should always be fitted for the larger foot. 6.The heel should fit snuggly to avoid excessive movement and blisters, yet the toes should have room to wiggle. 7.Always try the shoe on with the same type of sock you will be wearing for the sport that the shoes were intended for. 8.When trying on shoes, walk around the store for several minutes and test drive the shoes for their specific activity. Telus Lightning goaltender Amanda Cronin, 24, whose trademark is her large smiley face on her face mask, was invited to the training camp of the U.S. national women’s hockey team next month. The Kettering, Ohio native whose family now lives in York, Maine will be one of four goalies at the camp at the Lake Placid Olympic Training Centre in New York State on Oct. 30. Being invited to camp, says Cronin, is the culmination of a life’s work in hockey. “This is my ultimate dream come true. This is what I have lived for,” says Cronin, adding she was phoned per- sonally by Ben Smith, the head coach of the U.S. women’s hockey program, for the invite. “I have lived and breathed hockey since I was five. At 24 my dream is finally coming true.” While at the training centre, Cronin will be part of team scrimmages and several exhibition contests, with several prep schools and men’s teams provid- ing the opposition. Depending on how well she performs, she may be asked to stay on to play in next month’s 4 Nations Cup, an international women’s hock- ey tournament involving the national teams of the U.S., Canada, Sweden and Finland. This year, the tourney is being hosted in the U.S. at Lake Placid and at the University of Vermont. In the meantime, the graduate of the University of Maine Black Bears women’s hockey program will start her third season with the Telus Lightning of the National Women’s Hockey League. St. Mary Catholic Secondary School grad Frank Jonke has played a pivotal role in helping the Notre Dame Col- lege Falcons (South Euclid, Ohio) to a solid 4-2-1 start to American Mideast Conference play, not to mention be- coming the AMC’s offensive player of the week recently. It was the first time in the four-year history of men’s soccer at the school that a Notre Dame player has won the award. In short, the forward has been on an offensive tear, kicking off a history- making debut in scoring four goals in a season-opening 10-0 rout of Ohio Valley College from West Virginia. Jonke outdid himself by netting six goals in a 10-0 shutout of Adrian Col- lege from Michigan. His offensive dis- play also tied a program record for goals scored in a single game. After seven games, Jonke is at the top of the conference in both goals- a-game average (2.0) and points per game (4.14). In fact, Jonke is averaging a goal for every 27 minutes of play.
