HomeMy WebLinkAboutNA2004_09_19 Statistics Canada report points to minimal increases in Ontario By Mike Ruta Staff Writer DURHAM – During the Tory government’s reign, Ontario in- creased student spending less than any other province or ter- ritory, even though it was one of the only areas with a growing student population, according to a recent report. Among other things, Statistics Canada’s public school indicators looked at spending by Canadian governments from the 1996/97 to 2002/03 school years. Over that period, British Columbia’s per- student spending rose by 17 per cent, Quebec’s by 24 per cent and Alberta’s by a whopping 40 per cent, to $8,775 per pupil. In On- tario, however, the government by 2002/03 was spending $7,805 per pupil, $599 more than seven years earlier, for an eight-per cent hike. In the first year the study looked at numbers, Ontario was spending more per student than any other province; the final year shows Ontario sixth among the 10 provinces. Staff is currently preparing the amendments required to incor- porate the growth management study from Dillon Consulting into the City’s Official Plan. The GMS Phase 2 report was endorsed by council at the end of June as the basis for establishing an urban boundary and land use designations. In order to change the urban boundary, the Official Plan has to be amended. The report recommends de- veloping the provincially owned Seaton lands for 39,000 residents and the southern portion of the Duffins Rouge Agricultural Pre- serve, known as Cherrywood, for 37,900 residents. The issue was discussed at the management forum meeting Sept. 13. “The urban boundary in Pick- ering com- pared to other mu- nicipalities - especially in Durham - is obsolete,” Ward 1 Re- gional Coun- cillor Mau- rice Brenner. “When you begin to look at the urban areas we need to have a definite urban boundary.” A public meeting is being held Thursday, Oct. 14 to gather input from residents regarding the Of- ficial Plan amendment. Once the meeting is held staff is to prepare a report, which should go to the executive committee meeting Monday, Nov. 22. Council gives the final approval. One problem the City may face is putting the urban boundary in the agricultural preserve because Ontario Minister of Municipal Af- fairs John Gerretsen has repeatedly indicated it should become a part of a Golden Horseshoe Greenbelt. This event, now in it’s ninth year, is one of the most successful fund raising events in all of Durham Region and has raised over $1.1 million to help purchase vital medical equipment for Rouge Valley Ajax and Pickering. The team has plans to present the data they gather in a report to the fed- eral government by November, 2005. The Nuclear Waste Management Organization was established in 2002 to recommend a long-term strategy for storage of spent nuclear fuel used in the generation of electricity. Between January and March 2004, a dialogue between 462 randomly se- lected Canadians aged 18 and older from diverse backgrounds took place. The goal was to reflect the values they would want applied to the long-term management of spent nuclear fuel. Jacquie McInnes, media relations officer for OPG Darlington, said there are three options currently being con- sidered for long-term waste disposal. These include storing the waste on site at nuclear facilities, deep geo- logical burial in an area such as the Canadian Shield, and use of a central disposal depot. Pickering Mayor Dave Ryan agreed that technological advances will likely change the way Canadians look at nuclear waste. “We will find ways to re-utilize or... decontaminate if you will,” said Mayor Ryan. “You’ve got something that is radioactive, that has a life of thou- sands of years, and to let it sit there malignant for thousands of years, technology will find a way to decrease the life span or reuse it. Given that, it makes sense to have it in a safe con- tainment. That is acceptable.” Mayor Ryan said current contain- ment consists of concrete bunkers, and he would like to see on site con- tainment of waste continued. “It would minimize the risk,” he said. “The hazard associated with transporting material is significant, and the cost associated with digging a hole in the ground and burying it, such as in geological disposal, is ex- tremely costly and environmentally unproven.” But Mayor Ryan emphasized that it is very important that host munici- palities be compensated accordingly for the cost of containing the material. As well, he said he is not worried by the idea of storing waste in the com- munity in which he lives. “I’ve lived in this municipality since 1985, and I moved here knowing nu- clear waste was stored in the area. I’m looking forward to raising my grand- children here as well.” The summary produced by CPRN showed the public wants more trans- parency from the nuclear industry, disclosure of shortfalls and a greater understanding through education of nuclear technology so they can par- ticipate with understanding on deci- sions related to disposal. They want to protect future in- terests for their grandchildren and therefore encourage use of alternative energy and conservation to reduce waste. As well, proper education for future generations so they can effec- tively deal with a product that could have an impact on the environment for thousands of years was deemed important, as was the development of an independent body to oversee the government and make sure decisions are not motivated by profit. To day we look at the current state of power demand in the province. By Keith Gilligan Staff Writer DURHAM – Flick the switch and the light comes on. Who thinks about how that works? Aug. 14, 2003 brought home how high our reli- ance on electricity is. It’s something most of us thought little about. Melted ice cream, a freezer full of thawed meat and a house full of cranky kids with no TV to watch may have stirred us for a short time. In the days that followed, provincial and municipal officials asked Ontarians to cut back on their con- sumption and we did so. One such measure made locally was keeping sports fields in the dark by not turning on lights at night. Since then, Ontarians have returned to their power-happy ways. On a normal day, Ontario uses about 25,000 megawatts of electricity. For comparison, a nuclear gener- ator pumps out about 515 mw at full power. Ontario, however, could be facing an un- certain future when it comes to electricity. Demand is growing, yet much of the genera- tion is getting older or being phased out and new generation isn’t coming online as fast as hoped. Unless something is done soon, the engine that drives the Canadian economy could be sputtering. A 10-year outlook released by the Inde- pendent Electricity Market Operator (IMO) notes over the next 18 months, the Province should be fine in terms of supply. Beyond that, the report stated, “More resources are required in every year of the 10-year outlook period, some with a high degree of urgen- cy. With the lead times and the quantities of supply and demand resources needed over this period, commitments are required now.” While 30 new generating proposals have been submitted to the provincial govern- ment, most are years away from happening. Add to that, the Liberal government ran on the pledge to phase out coal-fired plants by the end of 2007. Those five plants now supply 25 per cent of the electricity used in Ontario. Demand is also increasing, what with all those air conditioners and computers hum- ming along. “Ontario must meet its future electricity needs through demand-side measures, new large generating stations, distributed gen- eration, increased renewable energy, con- tinued access to imports, and transmission upgrades and additions,” the IMO report notes. Ontario Energy Minister Dwight Duncan said in an interview his government will be outlining a plan this fall that “we believe will be the proper mix between what the different generating sources are, including nuclear. “That’s an important sign post or an im- portant indication from the government of where we think the future is and what rela- tive portion of our electricity consumption should be made up of the various inputs,” he stated. “Coal has to be out of the mix. The cost of coal in terms of our environment and in terms of our health is too much. I’ll have more to say about the nuclear question this fall.” Shutting the coal plants by 2007 is “very realistic and we’re moving in that direction. The first plant will be out next summer and that’s Lakeview (in Mississauga),” Mr. Dun- can added. “We’ll be spelling out more details later this year, but I stress we’ll do it prudently and responsibly. We won’t phase out coal until we have the alternatives in place, but we’re aiming for an end of 2007 date and we’re moving quickly but responsibly to achieve it,” he said. The IMO report noted there have been new generation proposals submitted to the Province, but only three have actually started construction. “Over the last four years, few of the proposed projects have come into ser- vice.” By 2014, up to 11,600 mw of electricity now used in Ontario will have to be “met with new supply, refurbished generation or demand-side measures. Of this amount, up to 5,400 mw is associated with economic demand growth and other known generation retirements, with the remainder required to replace existing coal-fired generation in the province.” Mr. Duncan admitted the timeline is tight, saying, “We’ve begun to call for proposals for 2,500 megawatts of new generation capacity or conservation initiatives. It’s the first time in Ontario history where we’ve treated the demand and supply side issues equally.” Among the highlights are 300 mw of re- newable coming online this year, while it also approved the continued refurbishment of Unit 1 at the Pickering nuclear station and the building of a third tunnel at the Beck hydroelectric generating station at Niagara Falls. He added more announcements will be made in the near future. “The blackout last summer underlined just how tight our supply situation is in Ontario,” Bruce Campbell, vice-president of the IMO, said in a speech. “While many of the jurisdic- tions around us were back to normal at the start of the week fol- lowing the blackout, Ontario was struggling to meet the electricity needs in the province. As it was, only through the efforts of business, industry and residents were we able to avoid rotating load cuts dur- ing that week. “In the past few years, we had become increasingly reliant on imports to help meet demands in Ontario during peak conditions. In the summer of 2002, there were several occasions when we reached our import ca- pability of 4,000 mw.” Before the summer recess, the govern- ment introduced Bill 100, the Electricity Re- structuring Act. Mr. Duncan told a legisla- tive committee reviewing the act that prices could rise, although new regulations will prevent the large increases. Allowing electricity prices to fluctuate ac- cording to the spot market isn’t something the Liberal government is prepared to do, he noted. “The (former) Conservative govern- ment did that and prices went through the roof. “We’re proposing regulated prices that will give greater stability to consumers. They won’t be subjected to the kinds of fluctua- tions they saw when the Tories opened the market,” Mr. Duncan said. “We’ll also use our so-called heritage as- sets, like Niagara Falls, to keep down the final prices to consumers. That is to balance low-cost electricity that’s produced with the new, renewable forms, the new gas forms that tend to be higher in price, to protect small consumers,” he added. “We believe we’ve crafted a solution not based on ideol- ogy, but one that works. The Conservative plan was an abject failure. The only other place that tried that plan was California and we saw what happened there. “The way to decrease prices is to decrease demand and increase the supply and we’re moving on both fronts. When you do that, eventually prices will come down. In fact, it’s the only way prices will come down.” Next: The controversies surrounding the nuclear systems, particularly here in Durham Region. Ontario elected a Progressive Con- servative government in 1995 and the To ries governed until last fall. Over that time, the government made major edu- cational reforms, centralizing control at Queen’s Park, re-writing the entire curriculum and introducing standard- ized tests. In 2002, Dr. Mordechai Ro- zanski delivered his government-com- missioned report, recommending over $2 billion more in education spending in Ontario by the 2005/06 year. The Progressive Conservatives had begun implementing some of the recommen- dations when they were defeated. The province’s public high school teachers’ union, the Ontario Secondary School Teachers’ Federation, jumped on the Stats Can findings, saying the report confirms the underfunding Dr. Rozanski cited. President Rhonda Kim- berley-Young, in a press release, also called on the Liberal government to “first address the fundamental under- funding Dr. Rozanski identified before investing in new programs.” Durham District School Board chair- woman Elizabeth Roy says she “com- pletely agrees” with OSSTF’s position. “(The Province) should be address- ing what he iden- tified because it was a report re- ceived from all stakeholders,” she says. J anet Ecker, minister of education for al- most three of the To ry’s eight years in office, said the government in- herited an $11-billion deficit from the NDP, substantially increased health- care spending, from $17 to $27 billion over its mandate, and focused educa- tion resources “on priority classroom items as opposed to administration.” “We were also changing the climate, changing the debate, from an endless argument about, ‘let’s spend more,’ or ‘how much more do we need to spend,’ to a discussion around what is the ef- fect of the spending,” she said. "Children begin learning from birth. And, when it comes to literacy and numeracy development, a child can't begin learning early enough," says Dr. Donna McGhie- Richmond, Educational Specialist with Kumon Math and Reading Centres. "Learning to read is the foundation of all academic achieve- ment." Parents need to provide developmentally appropriate ways of encouraging and sup- porting early learning. It is important to understand that young children learn through play, exploration, dialogue and interaction. While building sandcastles in a sandbox or moulding an inter-planetary spaceship with play dough may seem like only fun, children are actually fine-tuning their motor skills with every shape they create. They are learning about shapes and quantities, and if we look very closely we can see that they are expressing their understanding of their world. And while a child's head may perk up over hearing about how old Mother Hubbard got stuck in a cup- board, the child is also absorbing the rich language and sounds of the words expressed in the nursery rhyme. Nursery rhymes and songs are a good way to teach young children about rhythm, language and rhymes. Understanding and being able to manipulate the individual sounds in words is critical to learning to read. Fundamental skills are learned through play and contribute to the development of early literacy and numeracy skills. And, as the family becomes a child's first teacher, the learning experiences they provide will have an impact on their child's future reading and math skills. But, there is a limit to how a baby or young child can be taught through structured learning activities. Kumon recommends that children this young learn in a stress-free environment. "Learning should be stressed, not stressful," says Dr. McGhie- Richmond. "It can be part of their routine, not all of their routine." Electricity is as simple as flipping a switch and it’s been there for us all of our lives. Even the ‘great blackout’ of 2003 was a mere blip in time when you consider electricity use in North America over the past century. Much of Ontario lost power for a couple of days, but in warm weather we didn’t feel any dire con- sequences. Imagine going days without power in sub-zero temperatures in February. It would be terrible to predict such an occurrence, but based solely on the facts before us, the possibility seems more real than ever. A crisis is looming. The current Ontario government is at this moment mov- ing toward reducing power generation at coal plants and eliminating them by 2007. This would be a noble deed, a necessary step toward improving our air quality, if a replace- ment was there when the move is complete. But the answer is, there’s no alternative on the table. Ontario’s power needs are growing every day and alter- native electricity generation is not. Today, one third of the province’s electricity comes from coal, but only a fraction from green sources. The government is seeking new sources, such as the wind turbine project recently announced at the Brock West Power Plant, on a former landfill in Pickering, but it’s only that, a pilot project. Suggesting this type of effort will fill the gap when the coal plants are taken offline in 2007 is ludicrous. Some day, hope- fully in the near future, they will have alternatives that meet the province’s needs, but rushing into change is a bad idea. To day the News Advertiser begins ‘Ontario Unplugged’, a four-part series examining the issue of our energy needs and the future of the industry. In the editions ahead, we outline the problems facing the province and you will hear from proponents of the current system and those who would change how we make electric- ity in Ontario. No, we shouldn’t take our electricity for granted and, yes, we need to conserve and find green energy alternatives. But, despite the angry cries of environmentalists, a more realistic timetable has to be considered. After reading Ontario Unplugged, we hope our readers will have an opinion on the topic as well. It’s a pressing issue that needs our attention and a realistic plan, not years from now, but today. Canada’s medal haul doesn’t match up after all To the editor: Re: ‘Olympic medal haul not bad at all,’ Sept. 8. When making comparisons, make it on a population basis. For example, Cuba, population 11 million, one third of Canada, yet its total medal haul was 27. Australia, 19 million, two-thirds of Canada, total medals 49. Greece, 10 million, total medals 16. Sweden, nine million, total medals seven. Belarus, 10.5 million, total medals 15. Netherlands, 16 million - total medals 22. The numbers speak for themselves. Forcing worst offenders to pay a sure way to cut hydro and health costs S ometimes it’s hard not to be cyni- cal. Especially, it seems, for me. Yet as we read and hear and see more about our current electricity supply and the prospects for the future, one can’t help but cast a wary eye. Like health care, everyone, or every politician to be more correct, seems to have a solution. As new governments replace old ones, one political stripe exchanged for another, it seems we’re constantly receiving a new flavour of the day. For current Ontario Energy Minister Dwight Duncan, his plan to meet our current and future needs is coming to light with more details to follow down the road. It’s still early, but Mr. Duncan may finally have hit the nail on the head with his talk of making conservation a part of the Province’s approach. Let’s just hope he goes far enough. We can talk all we want about restarting the Pickering and Bruce nuclear reactors or developing new technology, but the first place to start should be conservation. It’s quite simple people. If we want to cut down on our hydro costs individu- ally and as a province, all we have to do is follow some pretty simple steps. Turn the lights off when leaving a room. Don’t leave the television and computer on all day. Use the washer at off-peak times. The ball’s in our court. Making smart meters available en- sures those who play nice win, while the worst offenders lose. It’s the same for the health system. Wa nt to unclog our hospital emergency rooms and doctors offices? Then why not set predetermined limits on how many times you can visit in a year, for let’s say, little ailments that really could be nursed at home. Blow your limit and you start taking those hard-earned dol- lars from your wallet or purse and turn- ing them over. How many more problems will we have with people needlessly using emergency services because they have a fever? Then there’s photo radar. It’s not a cash grab if you don’t break the law. In fact, it’s a way to ensure more peo- ple start driving appropriately around schools, on side streets, and on high- ways. Again, if you want to tempt fate, go ahead, but get out your wallet. The list goes on and on. If we really want to control escalating costs, it’s time to start hitting people where it truly hurts. To ny Doyle’s column ap- pears every third Sunday. The ball’s in our court Tony Doyle managing editor Tr ustees to reject reopening policy, says Roy By Mike Ruta Staff Writer DURHAM – The Dur- ham District School Board is standing pat. Faced with a barrage of criticism over its busing policy, which nixed sur- plus seating, trustees are not expected to make any changes to it on Monday night, says board chair- woman Elizabeth Roy. “As it stands right now, it’s status quo,” she said. Trustees met last week to talk about possibly tin- kering with the policy, approved in April. While “a nything can happen on Monday night” at the standing committee meet- ing, and Trustee Roy ex- pects further discussion on the issue, she says there are no recommendations to alter the policy. She says trustees in general are tak- ing to heart staff’s warn- ings that the board is facing a large cut in its transporta- tion grant next year. “The general opinion is (our new policy) is driving towards where we will be going to, in terms of what’s to come,” said Trustee Roy. In the past, many surplus seats have been taken up by students a year or two away from starting the French immersion program, which begins in Grade 1. As kin- dergarten students, not yet entitled to busing to the FI school, they have received a ride thanks to a surplus seat. Parents have said the busing cut means the bus picks up one child at the end of the driveway but leaves a sibling behind. That’s what’s happening in front of Denise Barrett’s home every morning now, said Ajax mother. “I’m on vacation for the next two weeks until I can sort this out,” she says. Ms. Barrett has two chil- dren attending Southwood Park Public School, one in the FI program and one in senior kindergarten. Her eldest daughter has a bus ride to school, but her youngest does not. Ms. Barrett says she has to be in two places at the same time when school lets out since one daughter arrives home on the bus and the other doesn’t have a ride. “She’s dev- astated,” she says of her youngest. “Because if I can’t make this work, she’s going to have to go back to Bolton C. Fa lby (Public School) for a year, and then I’ll have to turn around and send her back to Southwood Park.” Ms. Barrett says the spring letter informing her of the policy change “was so poorly written it was hard to make heads or tails of what it was saying.” In the letter from trans- portation manager Lynda Smith, two refer- ences are made to surplus seating. The first states “the general surplus seating guidelines” are being replaced with “a specific amendment to provide in- creased flexibility for child-care ar- rangements.” The second says “the transportation department is no longer authorized to accept appli- cations for surplus seating for September 2004.” Ms. Barrett says the sec- ond reference made her and her husband think they had to apply elsewhere, namely at the school or bus company. She learned sur- plus seating was cancelled when she went to apply for it on the first day of school. Ms. Barrett says the new policy has made an exist- ing traffic congestion prob- lem at the Ajax school even worse because more par- ents are driving their kids. “It’s a madhouse,” she says. Trustee Roy agrees “con- gestion is a huge issue ev- erywhere,” but not that the new policy is contributing to it, since it affected rough- ly 600 families across the region. She says it might be time for a campaign urg- ing parents who are close enough to schools to en- courage their children to walk. As for the letter, Trustee Roy says she didn’t see it before it was sent out. Playing tapes from a secretly- tapped phone at the Whitby Jail, defence lawyer Paul Burstein had the jury listen in as Mr. Jacobson, who was incarcerated and await- ing a trial that could send him to prison for several years, beseeched his long-time friend Mr. Hall to help him out with cash for a high- powered lawyer. “I’ve got to get out of here,” Mr. Jacobson is heard saying on the tape. “I’m doing dead time, man.” The evidence came as the trial of Mr. Jacobson and Mr. Hall passed the five-month mark. They are charged with first-degree mur- der in the 2001 shooting of Ajax resident Roy Jones, an innocent man who was to be a key wit- ness against Mr. Jacobson on the robbery charge. Mr. Jacobson has testified that Mr. Hall pulled the trigger. Mr. Burstein is attempting to assail Mr. Jacobson’s assertions that Mr. Hall also participated in the home invasion robbery, and therefore had a stake in ensuring Mr. Jones did not testify. Mr. Hall has denied taking part in the home invasion. Mr. Jacobson has testified he needed $11,000 in cash to hire a lawyer to fight the robbery charge. He was heard on the tape, which was played in court on Friday, ask- ing Mr. Hall for $1,000, explain- ing he’d already approached nu- merous friends and relatives for contributions. The tape was made June 24, 2001, several months after the murder. Asked straight up if he could raise $1,000, Mr Hall appeared to hedge: “I can’t say, man,” he told his friend. “I can try to pull some strings.” “Pull hard,” Mr. Jacobson re- plied. Mr. Burstein noted Mr. Hall’s apparently nonchalant response to his friend’s plea — and Mr. Ja- cobson’s failure to squeeze him for cash. “A t no point did you say, ‘Hey, look pal, you’re in this,’” he said. “A t no point did you press him.” Mr. Jacobson responded that he didn’t take that approach because he suspected the phones at the jail were tapped. The trial continues. Pickering Trustee Sherry Croteau and several senior board staff members came to the Sept. 13 management forum to discuss building permit fees for schools in the city. “We’re here simply to ask if you or your staff could look at those costs to see if there could be some re- duction in the future,” said Craig Burch, director of ed- ucation. The cost for a building permit for an average el- ementary school in Pickering is $62,000 while the average for a high school is $168,000. Mayor Dave Ryan pointed out Pickering fees are lower than in other municipalities in Durham. “We know that Pickering rates are reasonable com- pared with other rates, but we didn’t think it was appropriate to bring a sheet of all the rates,” Mr. Burch said. “If there’s anyway you could review that we’d certainly appreciate it.” The board rep- resentatives are going to make the rounds to all municipalities. City staff is going to re- view the fees. Being half way around the world just part of military life By Danielle Milley Staff Writer PICKERING – The hot and dusty environment of Kabul, Afghanistan is a far cry from the late sum- mer days of Pickering but it is where his career in the Canadian Armed Forces has taken Master Corporal Colin Hoth. The 27-year-old Pickering native is one month into a six-month stint in Kabul as part of Operation ATHENA, a peacekeeping and secu- rity mission involving 700 Canadian troops. He is with the National Command Element and his main job is being the driver for the Commander of Operation ATHENA. Driving in Kabul isn’t like driving in Canada. “The driving is difficult,” he said. “You take the worst driving you have in Canada and multiply it by 10.” Reckless driving isn’t the only danger to worry about in Kabul. “There’s always danger. We wouldn’t be here if there wasn’t,” Master Cpl. Hoth said. There have been lots of vehicle accidents since he arrived, as well as some rocket attacks. “Their aim is terrible, they’ve never been close to us,” he said. “We’ve been lucky.” Master Cpl. Hoth and his fellow soldiers call Camp Ju- lien home. The area is just a couple of square kilometres surrounded by barbed wire and fencing. There isn’t a lot of space or privacy - one of the many things soldiers have to learn to adjust to with military life. The life takes some get- ting used to - personnel are limited to two beers a day, 35 minutes of telephone time per week and 30 min- utes of e-mail time every 48 hours. The days can be long - it isn’t unusual for the work day to start at 5 a.m. and go until 8 p.m. In the few hours of down time the soldiers do get each day there are some comforts of home including TV, pool, darts, various clubs and a gym. Master Cpl. Hoth said the hardest thing about being half way around the world is being away from your fam- ily. He has only been mar- ried for a few years and it is hard for him to be away from his wife Sheri and his 17-month-old daughter Ab- igail. They are back in Ed- monton, where he has lived since 1996. “The hardest thing is being away from my little girl. She’s doing a lot of ex- citing things and I don’t get to see it,” he said. His wife does send him daily letters to keep him up- to-date on Abigail’s progress and he took many pictures with him. “I probably have about 18 photo album pages posted in my room.” Master Cpl. Hoth said being away for months at a time does make him won- der if he could do some- thing where he’d be home at night. “I still can’t see myself doing anything else,” he said. He knew what he was get- ting into when he signed up. “You join the army to do certain things and traveling overseas is one of them,” he said. “You’d be a fool if you didn’t think you’d go over- seas.” Master Cpl. joined the army in 1995 and in early 1996 left his family and friends in Pickering for Ed- monton where he became a member of Lord Strathco- na’s H orse (Royal Canadi- ans) Regiment. More positive, is the improve- ment of indi- viduals with 391 personal best per- formances recorded this year, an average of more than nine per athlete. With two more track meets in Decem- ber, the club could top 500 per- sonal best performances. Highlights include Mike Ander- son of Ajax winning the juvenile 3000-metre run at the Provincial Club Championships and Julian Patchett, also of Ajax, taking silver in the 400-metre event for 11 and 12-year-olds at the Hershey Inter- national Track Championships.
