Byelection for Pickering's Ward 2 local seat is Nov. 8 By Keith Gilligan Staff Writer PICKERING –Wa rd 2 residents will head to the polls on Nov. 8 to select a new City councillor. In a special meeting on Thurs- day, Pickering councillors unani- mously endorsed holding the by- election to fill the vacancy creat- ed when City Councillor Bill McLean was appointed to the Regional council position. That seat became vacant when Mark Holland was elected in June federal election. Nominations have to be filed by Friday, Sept. 24 and the elec- tion must be held no more than 45 days after nominations close. A report to councillors noted the byelection will cost about $80,000, primarily to prepare a voters' list, renting equipment and paying for polling staff. Mayor Dave Ryan noted Nov. 8 is almost one year to the day the last municipal election was held. By the time the byelection is held, there will be two years left in the council term. Councillors questioned if other voting methods were con- sidered to increase the turnout, such as mail-in balloting or In- ternet voting. Wa rd 1 City Councillor Kevin Ashe noted, "If we ever want to try it, it's best with a byelection. I hope it will enhance the turnout." Chief Administrative Officer Tom Quinn agreed, saying. "If we're going to do something, this isn't a bad time to do it." He noted other municipalities are being consulted on their ex- periences with different voting methods. "Some worked out very well. Some not," Mr. Quinn stated. "We're gathering information." Wa rd 3 Regional Councillor Rick Johnson questioned if the period between nominations closing and the election had to be 45 days. Mayor Ryan noted that could- n't be changed, but there was "some flexibility" as to how long the nomination period could be. The nomination period could be no more than 60 days. A date at the polls ✦See Everyone page 2 Women will be hurt by changing service providers, co-ordinator says By Mike Ruta Staff Writer DURHAM –The end of a program for women rebounding from abuse and violence means a void has been created in Durham, to the distress of local women, says a program co-ordinator. "We would like to see this ser- vice continue in our community, because we have women calling who are panicking," says Bonnie Porter, of the Ajax office of Skills Marketing and Recruitment Team (SMART Inc.). SMART also has offices in Os- hawa and Bowmanville, but as- sists women across Durham. For five years, Ms. Porter says SMART has helped 1,056 women return to school, obtain employ- ment counselling and training, or get a job. She says women stay in or return to abusive environments because they are not financially independent. Starting next month, SMART won't offer services because the federal government is no longer funding it. Instead, a local review committee chose Northern Lights Vocational Services (NLVS) in a new call-for-proposal process ini- SMART is out of the picture ✦See NLVS page 4 DURHAM –Researching your family tree or finding out about local history is now just a mouse click away. Diane Wiggins, of the library’s children's services staff, was among the readers for different groups of kids on hand. Having the nomination period run until late Sep- tember gives everyone a chance to take part, the mayor said, while also keeping the election from stretching into the winter and forcing the electorate and candidates to deal with harsher weather. Deputy Clerk Anne Greentree noted the rules governing the byelection are the same as a regular election, including the $100 cost to file nomina- tion papers and regula- tions regarding fund-rais- ing and how and when money is spent. Municipal libraries in Ontario and their First Na- tion counterparts are work- ing together in the innova- tive program. Municipal in- stitutions will help with col- lection building for First Nation libraries, which in turn will make available their cultural resources, such as storytellers, to help provide greater awareness of aboriginal culture. The Pickering library pe- riodically weeds out titles that are duplicated, donat- ed or no longer needed by patrons and the Chippewas of Georgina Island Library has received its first ship- ment. In addition to ex- tending the usefulness of the books, the exchange also provides a greater range of materials for Chippewa library patrons. Karen Foster, of the Chippewa library, said in a press release, "I'm thrilled with what I have received from the Pickering library. This will certainly help our library immensely and I'm very happy that we now ac- tually have some audio books to offer our patrons with poor vision. "A gain, a Chi Miigwetch (big thank you)," she added. The Southern Ontario Library Service is helping with the program. O P EN SU ND A YSNews from all over Durham Region onlinedurhamregion.comAJAX –Durham Regional Police have released pho- tos in an attempt to identi- fy two brazen thieves who crashed a vehicle through the front of a store, then made off with cigarettes. The grainy images, taken by a security cam- era, show two men as they leap from the vehicle and grab cartons of cigarettes from the store during the robbery, which occurred in the early morning hours of June 11. Police said a stolen Neon was rammed into the front of the Kitchen Food Fair convenience store on Bayly Street East in Ajax by the suspects, who made off with cartons of cigarettes. Damage to the store, which included a broken window, door and brickwork, is esti- mated at $7,000. The suspects left the store and fled the scene in a green Ford Taurus. Store crashing thieves sought Durham man gets unfortunate package By Jeff Mitchell Staff Writer DURHAM –An Internet sale went south - big time - for an Oshawa man who found himself dealing with a disgruntled American, according to Durham Re- gional Police. Police took a report Thursday from an Oshawa man who said he had agreed to sell a video game system on eBay back in early July. He sent the Nintendo system off to a purchaser in North Car- olina, and received pay- ment by credit card, police said. ‘He discovered it was fecal matter wrapped in clear plastic.’ SGT.PAUL MALIK A short time later he was contacted by the Nor th Carolina buyer, who expressed dissatisfaction with the system. The 32- year-old Oshawa man agreed to reimburse the buyer once the system was returned. This week the local man received a package much smaller than the one he'd sent the game system off in, said Sergeant Paul Malik. Curious, he checked the package out. "He discovered it was fecal matter wrapped in clear plastic," Sgt. Malik said. Police have filed the oc- currence under the "Other Incident" category. "You'll have to check with Canada Post to find out if fecal matter is a con- trolled substance," Sgt. Malik said. Internet sale leads to mail from an unsatisfied customer tiated by Human Resources Skills Development Cana- da. But, Bev LeMay, SMART's director of clini- cal services, says NLVS is not qualified to serve SMART clients. She says she's been directed to refer them to NLVS but ethically cannot. "They don't have the ex- pertise; they don't under- stand the need for it be- cause they don't under- stand the issue," she says. Lisa Yassein, NLVS's pro- ject co-ordinator, however, says it is "well-equipped to deal with these kinds of is- sues." "To suggest that we wouldn't have that exper- tise is not fair," she says. Ms. Yassein says NLVS has more than 19 years of experience helping people break down barriers to em- ployment. She stressed NLVS was picked after a call for a provider of assess- ment and case manage- ment, employment coun- selling and job development services. "These are our areas of expertise," says Ms. Yassein. Asked for a rough idea of what percentage of NLVS clients are women who've left or are leaving abusive situations, Ms. Yassein says, "I'm not prepared to share that information." That's a red flag for Jaki MacKinnon, executive di- rector of the Bethesda House women's shelter in Bowmanville. She says NLVS is out of line in claim- ing it can serve abused women, she says, adding no other organization in Durham possesses SMART's knowledge base. "I think it's an insult for a generic employment agency to pretend they can provide these special services," she says. Ms. MacKinnon says the loss of SMART services will result in serious repercus- sions. "There will be women who will be further locked into the cycle of abuse and poverty; they are intimately related," says Ms. MacKin- non. Ms. Yassein acknowl- edges NLVS might have a different clientele. "We're not necessarily de- livering the service that SMART delivered...," she says. "It may be that the clients that worked with SMART will not be the same client group we work with." Ms. LeMay says she's con- cerned women who would have accessed SMART at NLVS could end up in work- shop group settings with men or, even worse, they might not seek assistance at all. Mary Crescenzi, director of the Oshawa Human Re- source Centre of Canada, says she's confident NLVS can assist clients who would have otherwise ac- cessed SMART. "We will be monitoring closely to ensure that the service that is provided to clients in this situation con- tinues to meet expecta- tions," she says. Six months ago a new na- tional policy was initiated that requires proposals of more than $500,000 be part of a public, request-for-pro- posals process, says Ms. Crescenzi. A five-member review committee, com- prised of four local people and one person from the HRSDC's Ontario regional office, chose NLVS. "Northern Lights has a number of years experience in Durham Region... that in- cludes... vocational coun- selling for clients with barri- ers to employment," she says. Agreements between HRSDC and partners "are for fixed periods of time, and not to create an expec- tation of permanent fund- ing," says Ms. Crescenzi. Ms. Yassein claims NLVS staff "work closely with Denise House and other shelters." That's news to Deb Koeper, program manager at the Oshawa shelter. "We don't have a lot of work with them; we have worked closely with SMART over the years," she says, adding staff is "very disappointed" SMART won't be offering services. Ms. Koeper says that doesn't mean Denise House won't work with NLVS. Durham Region's new six- storey, 338,000 sq. ft., $69.6-million headquarters is a hive of activity on this grey Tuesday, as EllisDon Project Superintendent Troy D'Ambrosio leads a tour of the building. Approximately 145 crew mem- bers in blue, white and yellow hard hats work in and out of the building on Rossland Road at Garden Street in Whitby. Every- where you look there are men moving: hammering, hoisting, snapping drywall. They're on scaffolding, ladders and scissor lifters - flat platforms with motors that rise in the air. They're outside in yellow Miller Paving gear, preparing the drive- way for asphalt. Once a building starts to be enclosed, the Min- istry of Labour requires access for emergency vehicles, Mr. D'Am- brosio said. The crew will peak at around 180 in late August and early Sep- tember as more drywallers, framers and plumbers move in to start the internal fixtures. And the news everyone is most proud of: construction is three months ahead of schedule. "EllisDon is very efficient," said Mr. D'Ambrosio, who has worked at Lakeridge Health Oshawa, the super jail in Penetanguishine and a resort in the Bahamas. "We ac- tually had a very bad winter...(but there was) good scheduling, good co-ordinating with the trades." "It's been a pretty smooth job," added Cliff Curtis, Durham's commissioner of works. He said the handover to the Region will be in February 2005, with staff to move in that summer. The floor inside the building is not so smooth. A typical con- struction site, there's stuff every- where: wood, slabs of concrete, metal air ducts and cables. Packs of red duMaurier ciga- rettes are scattered everywhere, in tool boxes, on concrete blocks. We see a man smoking a slender brown pipe. Mr. D'Ambrosio smokes half a dozen cigarettes during our hour tour. "It's been a design-build project which is challenging," he said while taking in the view from the roof. "From the start of the job the design is always changing. There's a lot of back-and-forth process with the architect." The view from the sixth floor is level, filled with rooftops and green trees. We only see a handful of apartment towers. "Whitby is a very flat city," Mr. Curtis said. "Plus, this is the high- est point in Whitby so the build- ing really stands out." And that it does. You can turn on to Garden Street where it starts at Consumers Drive at Hwy. 401 and see the structure. One of the building’s most dis- tinct parts is the circular council chambers at the north end facing Rossland Road. Right now it's a just a shell of vertical steel pillars. "It's actually bigger than the ex- isting council chambers because of the grandstand seating," Mr. Curtis said, standing in the mid- dle of the sunken concrete floor that's flooded with two inches of rain water. The windows at the top of the walls will have automated blinds. The walls will be two-toned wood, one being cherry and the other a lighter, undetermined type. "It depends on the price," Mr. Curtis said. "We have a cash al- lowance for that type of thing." All the offices will be smaller than what staff are used to. "Generally the people moving over here will find their spaces re- duced," Mr. Curtis said. "It's more compact. Mind you, it's more effi- cient." The building will house every- one from the regional chairman to Durham Regional Police ad- ministration, planning, clerks and works. The provincial offences act courts are on the first floor, with four concrete holding cells, indi- vidual offices and washrooms for the judges plus a separate en- trance on the west side. Judges can't mingle with the people they'll be presiding over, Mr. Cur- tis said. The Region is still in discus- sions with the Province as to what will happen with the criminal and family courts in the existing re- gional headquarters. Thus, there's no official date for demol- ishing that building, he added. I have to say that I am not surprised at this response from Stacy Wilson of Claremont. I am sure there are many people who agree with her opinion on this point, however, I for one do not. What many people fail to realize is that there are many unwanted preg- nancies out there that were the results of an accident or lack of proper educa- tion, and that the option to abort is not just about the lives of unborn fe- tuses, it is also about the lives of those who find themselves in a position where they would not be able to raise a child because of financial, personal, or medical inadequacy. All too often young girls become pregnant and rely on the welfare sys- tem to help them get by. There is often no partner to help out, or no parent, and because of an unfortunate lack of judgment in the heat of the moment they find themselves in a position that they should be allowed to have the op- tion to get out of. I was disgusted with this display of signs, headlines, and the 'I am right!' attitude displayed by these individu- als. Perhaps we should consider the con- sequences of our beliefs before we start making judgemental decisions that do not affect our own lives. Editorials &Opinions SUNDAY, AUGUST 8, 2004 ✦ News Advertiser ✦ DAVID STELL, NEWS EDITOR, 905-683-5110 EXT. 249 Editorial Letters to the Editor Full, open process needed Review of police complaints warranted Alleged police misconduct has hit the headlines recently in Tor onto and Durham Region, and here at home the OPP and an internal task force are looking at the Durham po- lice drug unit. While the OPP is probing allegations of criminal activity, the internal investigation is focused on possible miscon- duct. According to Durham police, 12 officers have been told they could be charged under the Police Services Act, the provin- cial legislation governing police behaviour. No one has yet been charged or formally accused of any wrongdoing, and if charges are laid, our justice system's pre- sumption of innocence until proven guilty must apply. But the issue has been raised as to whether cops should be investigating cops, and this fall a Superior Court justice is expected to release results of a formal review he's conducting into the handling of police complaints. While criminal allegations of any kind are best left to criminal investigators, complaints from the public about police miscon- duct on the job are another matter. There's a huge problem of perception on the part of taxpayers that, if they are taking a complaint about police to police, the officers are going to side with their colleagues. Durham's Deputy Chief Rod Piukkala as- sures the current system in place to handle public complaints is a transparent process, and the Durham force's numbers do look good. In 2003, out of 190,000 calls for service, there were 103 com- plaints from the public, reviewed by professional standards in- vestigators. Citizens who feel their complaints aren't fairly dealt with do have an avenue of appeal, through the Ontario Civilian Commission on Police Services. But critics, such as Oshawa lawyer Bernie O'Brien, who's rep- resented civilians and officers facing PSA charges, argue the cur- rent process can leave citizens reluctant to complain, and can leave officers feeling the deck is stacked against them. The prob- lem is one of perception rather than police brushing off com- plaints, he says. He suggests the process be opened to full pub- lic scrutiny, with complaints heard by a judge. There's no question a full and open process is necessary. When the formal court review is released, any identified ways to im- prove the system should be implemented, if they result in a more transparent, fair review that instils confidence in both citizens and officers themselves. Try out some of the local traditions around Durham A s hard as it may seem to believe, we're now already well into August. But rather than trying to fight off the end of summer, why not spend the next six or seven weeks exploring Durham's rural com- munities, our roots so to speak. We 're quickly moving up on the annual fair season, which runs in different communities through- out late August and early Sep- tember. For years now my kids have looked forward to the different fairs. Going from one community to the next, visiting places like Blackstock, Port Perry, Uxbridge, Sunderland and Orono. All the rides, games, horse races, dis- plays and more, are right up their alleys. No doubt it's the same for kids of all ages and adults too. Personally, nothing compares to the annual demolition derby. As wrong as it is to say and be- lieve it, something just seems so right about a bunch of cars bashing each other to small pieces and then a winner stand- ing triumphantly on his man- gled hood. My boys may be too young to realize it now, but these fun-filled visits are also developing an im- portant appreciation for the role agriculture plays in our everyday lives. More and more we see prime agricultural land across Durham paved over in the name of com- munity development, but what we're not realizing is that the cost to pay for these decisions won't be realized for quite some time. The fewer the farms and farm- ers, and the greater the distance products have to travel to mar- ket, the more the end users, you and I, will eventually have to pay. I'm just not sure enough people understand where we're headed unless we begin to exercise some sort of control. So, if there's a lesson to be learned from these annual fairs, it's an important one. But that's a whole other issue for another day. For now, make a date with your family and get in touch with an- other, very important side of Durham. The best thing is, most of the activity's within a half- hour's drive. You have nothing to lose and plenty to do and learn. Tony Doyle's column appears every third Sunday. It is taking place September 11 and 12. Approximately $8.5 million was raised last year, with the monies going to cancer research and The Princess Margaret Hospital. This year we hope to surpass that amount. I’ve always been an avid squash player and have always enjoyed racquet ball. When I decided to participate in this two-day walk, I thought I was in pretty good shape (for a 51 year old). But as I began training, everything I have always told my patients is being put to use by myself. The first place to begin even before training was purchasing a new pair of shoes. Buy your shoes from a specialized store where the staff are familiar with walking/running. I found the staff at The Running Room, here in Pickering, to be very knowledgeable about shoes, foot structures and gait mechanics. We ’ve spoken about buying shoes in previous articles, but the following important points are worth repeating: * Buy shoes well in advance of the event * Don’t forget to bring your orthotics with you * Wear the same thickness and sock type when trying on shoes * Fit shoes to your larger foot * Judge a shoe by the fit, not the size on the box * Your toes should wiggle and heel should be snug * Bring your old shoes with you * Have the sales person watch you walk Once I bought my shoes, I first began to wear them in the house. Once I knew they were a proper fit, I was confident to begin training in them, Socks are almost as important as your shoes, as they provide the medium between your skin and your shoes. Socks perform four basic functions; cushioning, protection, warmth and most important, absorption of moisture. Synthetic socks, either single or double layer are recommended. They are able to ‘wick’ moisture away from the skin to the outer layer of the sock where it will evaporate and keep the feet dry. Cotton or cotton blends do not ‘wick’ moisture from the skin, therefore the sock remains damp, keeping your feet wet, cold and prone to blistering. Walking as an activity uses different muscle groups than my game of squash, so it’s important to begin training slowly. To avoid injuries, I begin walking 8 to 10 km and have slowly built up my mileage and speed. This will allow my feet and legs to adapt to the added stress of walking. Avoid sudden increases in mileage as this can lead to potential injuries that can end your cancer walk long before the weekend arrives. They do this because medical science now understands that stress frequently makes back pain feel a lot worse, particularly chronic back pain. What ’s taught is not really all that complicated. If you’re willing to put in the effort you can learn a lot on your own. Stressors can be broken down into three main categories. They produce three kinds of symptoms. And there are three basic ways to cope. Three Kinds of Stress • Interpersonal stress has to do with the relationships you have with other people. An example is an overly critical boss. • Intrapersonal stress has to do with the demands you place on yourself, such as unrealistically high expectations. • Environmental stress has to do with external stressors. An example is physical discomfort from sitting in an uncomfortable chair. Three Sorts of Symptoms For some people, stress tends to get transformed into emotional symptoms such as: irritability, anxiety, or anger. (People who are quick to get angry also have the highest incidence of back pain.) For others, the symptoms are usually mental. An example is dwelling on a stressful event even after it has been solved. (Professionals call this “catastrophizing.”) Still others are unaware of feeling stressed out. They simply put it all down to a physical problem, such as a back ailment. Three Ways to Cope Sometimes, it makes sense to take on the stressor directly. If you change jobs, you won’t have to deal with your quirky boss - at least not that quirky boss! Other times, it’s a good idea to take a break from your work. You may worry that this will increase the chances of you missing your deadline but research indicates that if you continue to plod along you will likely make more mistakes. A third way of dealing with stress is less direct. You change how you perceive and/or react to a stressful situation. Jordan Matthews, of Pickering, a graduate of Pickering High School, and Devon Smith, of Ajax, an Ajax High grad, will play for Toronto's York Univer- sity Lions men's volleyball team for the 2004-05 sea- son. Matthews, a 6-feet-4 out- side hitter, is a two-time member of the Ontario provincial team, and a three-time most valuable player at Pickering High, while playing for head coach and York volleyball alumnus Scott Burrows. Matthews was a tourna- ment all-star at the 2002 Western Canadian Under- 16 Championship and the 2003 Canadian Juvenile Championship. Meanwhile, Smith, a 6- feet-1 setter, was a multi- sport athlete and the recip- ient of Ajax High's Coaches Aw ard. A member of the 2003 Ontario provincial team, he played for the Scarborough Falcons club team where he was coached by York volleyball alumnus Mark Ainsworth. As a member of the York Region Stingrays, Smith won bronze at the 2003 Canadian under-18 cham- pionship and silver at the 2002 under-16 champi- onship. Wally Dyba, the head coach of the York men's volleyball team, says the university will have another good mix of newcomers when the season resumes in the fall. "For the second year in a row, we have an excellent crop of student-athletes coming to York," says Dyba. Matthews will major in sociology, while Smith will major in criminology. The Pickering Heat ban- tams, sponsored by the Pickering Men's Slow Pitch League, captured bronze at the Provincial Women's Softball Association quali- fying tournament in Cobourg this past week- end. The bronze-medal finish was good enough to qualify the Pickering bantams for the provincial champi- onships in Stratford, Aug. 14 to 16. Due to heavy rains on Friday and Saturday, all five of the team's games were played on Sunday. The Heat lost the silver- medal game to a strong Whitby 'D' squad. No score was reported. The Heat defeated Pe- terborough to start the tournament, but then lost a tough extra-inning game to another Pickering squad. The Heat bounced back to defeat Kars (Ot- tawa area) and Cobourg. In other recent tourna- ment action, the Pickering Heat bantams claimed the silver medal at a Milton event last month. The Heat posted a 4-2 record at the tourney, with both loss- es coming in extra innings. The Pickering team also won gold at the Palmer- ston tournament earlier in the season. The Heat de- feated an impressive Mis- sissauga South West team 2-1 in extra innings in the final. The team went 4-0-1 in round-robin play to ad- vance to the championship game. Born in Surprise Saskatchewan, raised on a farm in Scandinavia, Manitoba and finally settling perma- nently in the Toronto area in 1960s. Survived by sis- ter Mary Kuchma of Hamilton, Ontario, and prede- ceased by brothers Mark, Tom, and Joe and sisters Anne Rodney and Margaret Baraniuk. Loving and cherished aunt and great aunt to numerous nieces and nephews across the country. Sylvia Sophie Soltys, thoroughly enjoyed a long career in the retail fashion industry that saw her working out of many cities across Canada, including Vancouver, Winni- peg, Ottawa, Kingston, Oshawa, Kitchener and To- ronto with regular buying trips to European fashion centers. She spent the last thirty five years of her career, prior to her retirement at the age of sixty seven, with the Fairweather organization before and throughout their ownership by the leading fashion retailing and manufacturing conglomerate of the day, Dylex Limited. Sylvia loved the specialty fash- ion merchandising business and excelled at it in a time when retail management was a man's domain. She was talented, hardworking and tough. She managed the biggest and the best of the Fairweath- er stores including the flagship 90 Yonge Street store and developed a reputation for breathing new life into unprofitable or problem stores across the chain. After retirement the irrepressible Miss Soltys joined the Pickering Seniors Club near her home and turned her people skills to charitable ends by volunteering her services with a variety of non profit or charitable concerns including helping out at the Seniors Club, teaching crafts at Ballycliffe and Rosebank Lodge senior's homes, volunteering at the Kumon Learning Centre for children and the Second Chance Wildlife Sanctuary. She was ac- cepted in to the Ajax/Pickering Lions Club in recent years and through the Lions has worked on many more charitable projects and had knitted and cro- cheted mitts, toques, scarves and created many other craft items as gifts to needy children at Christ- mas or for sale by charitable organizations to fill many a Santa's bag. It was a complete surprise to Sylvia when last month, while in the throes of her fi- nal medical setback, she received the Citizenship Award of the year by the City of Pickering, for all her efforts for the community in which she lived. Sylvia will be missed by many in the community and will be sorely missed by her family. She was truly one of a kind. Her chair at family gatherings cannot be filled. The latest jokes will go untold. The Corvette she bought new in 1987 at the age of 68 will be part of the lore. Always positive, always the optimist, al- ways understanding and always available to friends and family and those in need.
