The City purchased the land nine years ago - it used to be home to the Port Pickering Mari- na - and then it sat vacant for a number of years. The Canadian Progress Club of Durham South gave the City $75,000 towards the development of the park and work started last year. “That particular project was a long time coming,” Coun. Hol- land said. “It is an important and vital part of the waterfront.” The park features an stone sea- wall, a new playground and dock- Freedom of information request offers details of Pickering council expenses By Danielle Milley Staff Writer PICKERING – Christmas cards, desserts and clowns were just a few of the council expenses Pick- ering taxpayers paid for in 2003. In total, members of council racked up $69,000 in expenses last year. The News Advertiser filed a freedom of information request earlier this year to obtain specific details of the meal and newsletter expenses. The request cost $277.60, down from an initial esti- mate of $3,210. Wa rd 3 Regional Councillor Rick Johnson had the highest ex- penses in 2003, claiming $19,484, which included $3,255 for meals, $6,489 for phones and Internet, and $3,480 for newsletters and postage. Coun. Johnson submitted 81 re- ceipts for meals, including a $110 dinner for two in March and $105 dinner for two in April. “I meet with sometimes City of- ficials, sometimes constituents and sometimes it’s to attract business to Pickering,” Coun. Johnson explained. He did say the meal expenses were high. “That was high for me for that year because I was still on the conservation authority, chair of public works and on the hydro commission,” he said. “There were a lot of meetings where I was called out to meet people.” Coun. Johnson no longer has many of those responsibilities and said those expenses should be less in 2004. “We’ll see at the end of this year. “I don’t seem to be putting in as many lunches as when I was the chairman of so many commit- tees.” The majority of his receipts were for lunches in Pickering, al- By Jeff Mitchell Staff Writer DURHAM –The ongoing investi- gation into allegations against Durham Region drug unit cops has halted the progress of a number of high-profile cases through the courts. PRICED TO SELL QUICKLY!! wide widths also available cases in Durham Region. “Obviously, it’s a concern to the court and a concern to the Crown when there’s a delay of this sort,” Mr. Sosna said. “The last information we had was that perhaps what- ever investigation is ongoing may be completed in the fall,” he said. “That’s the information I have to work with and that in- formation I am conveying to the courts.” Mr. Sosna estimated there are five federal cases involv- ing marijuana grow opera- tions before the Superior Court and another four cases at the Ontario Court level that have essentially been left in limbo as the result of the OPP probe. The amount of time each of those charges has been on hold differs from case to case, he said. Oshawa criminal lawyer Bernie O’Brien, who is repre- senting one of the Durham Regional Police officers who are the subjects of the OPP probe, said the ongoing inves- tigation and the pall it casts over the drug enforcement unit (DEU) is providing de- fence lawyers with opportuni- ties to file motions aimed at bringing into question the in- tegrity of arresting officers in drug cases. “There’s a lot of cases that have been put on the back burner until this is resolved,” Mr. O’Brien said. One of the tactics being employed is applying for so- called O’Connor motions, in which a defence lawyer will seek disclosure of third-party records in an effort to uncov- er information about an ar- resting officer. Mr. Sosna said that while a number of such requests have been made in the year and a half since the OPP investigation began, none have been ruled upon, largely because the pertinent information - the results of the OPP probe - haven’t yet been released. Still, the result is a delay in the progress of criminal charges through the courts, Mr. O’Brien said. “It’s manifesting itself in re- quests for police records in- cluded in the OPP probe and personal records of individual officers,” he said. “These demands are adding an inordinate amount of time to these cases, and raising the possibility they’ll be tossed out. “It’s effective, and it’s being employed in a very sizeable number of cases.” The long wait for results of the OPP investigation is trou- bling to the Durham Regional Police Association, the union that represents rank-and-file cops in the region. Associa- tion vice-president Tom Bell said the probe - and the lack of information released since it began in February of 2003 - has cast a shadow over the activities of the DEU. Meanwhile, approximately 30 officers have been in- formed they may be asked to provide witness statements in the investigation of non- criminal charges relating to an in-house probe by Durham Regional Police. “They’ve put the reputa- tion of our members and this police service on hold,” Mr. Bell said. “If there’s something there, let’s have it,” he said. “If there isn’t anything, say there isn’t.” Durham Regional Police Chief Kevin McAlpine said the investigation has to be al- lowed to run its course. “Certainly any time justice is delayed, it raises concerns,” he said. “But it’s not really in my control.” OPP investigators are not commenting on the progress of the probe, except to say it is ongoing. Exactly what the OPP is looking into isn’t known. Even officers who are being investigated don’t know the nature of the allegations, Mr. O’Brien said. The allegations were made by a former member of the DEU who is still a Durham cop, according to several sources. By Jeff Mitchell Staff Writer DURHAM – More than two dozen po- lice officers crowded into a small meeting room Wednesday morning to show support for a former drug en- forcement unit (DEU) cop facing Po- lice Services Act charges. Detective Tom Andrews was ac- companied by lawyer Bernie O’Brien for the brief appearance, held at a Durham Regional Police administra- tive centre in Whitby. The proceed- ings have been adjourned until Sept. 2. Det. Andrews, who did not speak to the media, is one of several former DEU cops currently under investiga- tion for alleged misconduct. He was brought up on several PSA charges for allegedly breaching a directive or- dering him to refrain from contact with any of his former drug unit col- leagues. Among the charges are three counts of insubordination. Outside the hearing room, Mr. O’Brien said there remain many is- sues to be resolved; prominent among them is the legitimacy of the non- communication order, put in place when Det. Andrews was removed as head of the DEU in February of 2003. “I think the orders he was subject- ed to are a critical part of the case,” Mr. O’Brien said. “I think the order was overly broad,” he said. “It’s potentially unen- forceable or illegal (as) it’s outside the grounds of the Police Services Act to dictate on matters outside of legiti- mate police interests.” He said the results on the OPP in- vestigation, begun in early 2003 after allegations were brought forward by a former member of the DEU, will have to be made public before the hearing on Det. Andrew’s charges can pro- ceed. The OPP will not comment on whether or not the investigation is complete, or when the results of the 18-month probe will be known. But Durham Regional Police Chief Kevin McAlpine told the News Adver- tiser it is his understanding the re- port has been filed and handed over to the provincial Attorney General’s office. Federal Crown attorney Alex Sosna, said he’s been told results will be made public in the fall. An expense unique to Coun. Holland was more than $1,250 for 800 holiday cards. He said he expensed the $787 for cards and en- velopes and $473 for postage because he sends out a lot of the cards, which feature family photos, to constituents. “This was the first year I’ve done them not on a printer,” said Coun. Hol- land. “It was a lot more ex- pensive than I thought.” In previous years, he made them at home but said it was very time con- suming. The price of get- ting them professionally printed has deterred him. “I would go back to the old way if I was still a coun- cillor,” said Coun. Holland, who was elected the MP for Ajax-Pickering last month. Wa rd 1 Regional Council- lor Maurice Brenner’s total expenses were $8,491 and included $300 for musical entertainment and $749 for clowns and a musician at a waterfront celebration July 23. The cost for the items was divided among council- lors Brenner, Holland and Wa rd 3 City Councillor David Pickles. Wa rd 2 City Councillor Bill McLean’s total expens- es were $6,971 and included $230 for a photographer at the civic awards and at an event hosted by Pine Ridge Secondary School. Coun. Pickles’ $13,430 in expenses included $4,575 for five individual or group newsletters. He also spent $77 dollars at a business lunch with a Pickering contact in down- town Toronto, which in- cluded a $14 bagel with salmon. Mayor Dave Ryan (the City councillor for Ward 1 until December 2003) in- cluded only one meal re- ceipt: $218.16 for a Juno Beach planning meeting where six guests enjoyed dinner, alcohol and dessert. Mayor Ryan’s total expens- es of $1,113 were the lowest on council. Wa rd 1 City Councillor Kevin Ashe, elected in No- vember, did not claim meal or newsletter expenses in 2003. Former mayor Wayne Arthurs, who was elected MPP for Pickering-Ajax- Uxbridge last October, claimed $4,689 in total ex- penses of which $2,268 was for meals, including a $550 bill for a Toronto restau- rant. Will the Region be able to keep pace with the needs of its residents? Boom town is a 12-part series examining the issues we will confront now and in the near future. Part 6: Transit By Carly Foster Staff Writer DURHAM –What could easily be a recipe for disaster for this booming region is its residents’ love affair with the car. There are a lot of people still forecasted to come to Durham in the next 17 years: 320,000 to be exact. And with those people come cars, lots of them. The Region, in its recently adopted Transit Improvement Plan (TIP), has recognized that, in order to maintain the existing quality of life in Durham, and to keep people moving, the com- munity growing and the econo- my humming, people have to get out of their cars and onto public transit. That means reducing the peak-period automobile trips by 15 per cent and increasing tran- sit ridership by 167 per cent in just 17 years, the TIP says. The Region wants those people to take transit, walk, cycle, share rides or work at home. It’s an ambitious goal, but if it’s not met, the results could be catastrophic. “If everyone continues to use cars, the transportation system will grind to a halt,” said Don Gordon, the general manager for transit in York Region, which recently amalgamated. “As areas urbanize and population grows...(you) require a balance in how you deliver transporta- tion services. “We simply can’t build enough roads to accompany the number of trips.” Durham often points to neigh- bouring York Region as a model. In the past four years, York has gone from an overlapping tran- sit system with more than five providers to a seamless, brand- ed entity whose ridership has al- most doubled. Durham is in the midst of an $800,000 study looking at whether a region-wide system would work here. York was able to upload municipal transit to the Region “without any impact on the tax rate,” Mr. Gordon said, as it was accommodated by assessment growth. The TIP estimates that amal- gamating Pickering-Ajax, Whit- by, Oshawa and Clarington transit systems would cost more than $10 million and require 500 or more people to run. But it also “provides (the) greatest po- tential to achieve long-term planning objectives.” “As a transit professional, I find it quite difficult to identify any cons (with amalgamating),” Mr. Gordon said. “My own opin- ion...(is that) it would be diffi- cult to argue against this kind of amalgamation, certainly in a Yo rk Region context.” When asked, Alex Georgieff, Durham’s commissioner of plan- ning, rattled off a plethora of reasons that transit is essential to Durham’s continued growth. “Transit is a powerful tool for creating the compact urban communities...that we’re all ad- vocating for,” he said. “It re- duces road congestion, brings employees to their jobs. It en- hances the mobility of all people in society, like students, seniors, those with disabilities, those who can’t afford a car. “And it helps the econo- my...(with those) hidden costs of parking, policing, the environ- ment” associated with cars. A single transit bus, on aver- age, carries 40 to 50 people, Mr. Georgieff pointed out. That re- moves an equal amount of cars off the road and has “a pro- foundly positive environmental impact.” So how will the Region do it? What will make people give up their independence-giving but traffic-causing cars, trucks and SUVs? In putting together the transit plan and in holding public talks during the Region’s community strategic plan, the Region heard from hundreds of people who said transit was a top priority. They want reduced travel, wait times and numbers of transfers. They want more reli- able and more direct transit ser- vice, as well as better links be- tween municipalities. To make transit more cost competitive with the car, discounted tickets and region-wide passes could be offered. The Region already has The Durham D-pass that allows rid- ers to travel on any municipal bus or GO train/bus inter- changeably for one fee ($25, plus a monthly GO pass). Students attending the University of On- tario Institute of Technology and Durham College can pay $75 for a monthly pass that gives them somewhat direct travel through Durham and unlimited use of municipal transit. For Craig Kelly, who lives in south Ajax and works in promo- tions at the Toronto Star, tran- sit is a “convenient inconve- nience.” “You can’t beat the train, even if you drive,” said Mr. Kelly, who takes the GO train each day at a cost of $181 month. “But you’re tied to a time schedule (and) you’re at someone else’s mercy.” Currently, Mr. Kelly’s family has a second, cheap car that he drives to the Ajax GO station each day. He would consider taking local transit to the sta- tion - it’s only 50 cents - but the bus needs to come a little closer to his house and also means an even earlier wake up time. He cites many issues with GO, including needing more trains, staircases and parking. Plus the train is only convenient for those who work in the down- town core, he said. If you’re north of Bloor Street, it’s a waste of time. GO has recognized the in- creased demand on its system, forecasting a 23 per cent growth in 10 years, said Mike Wolczyk, manager of planning for the transit body. It’s 10-year plan calls for a third rail from Union Station to Scarborough and increased trains, he said. The TIP, on top of recom- mending an amalgamated tran- sit system, also suggests transit supportive infrastructure such as lanes just for buses and high- occupancy vehicles and transit- priority traffic lights. And fast growing areas such as Durham also need to think in a larger picture says one transit expert. “In a region like Durham, transit is a difficult thing to pro- mote cost effectively,” said Eric Miller, a civil engineering profes- sor and director of the joint pro- gram in transportation at the University of Toronto. “Low den- sity, suburban development, with single uses, no stores or of- fices...it’s often very difficult to serve that well with transit. “For places like Durham, it’s not really about amalgamating transit...they have to start thinking about it at the develop- ment level and designing their neighbourhoods and communi- ties to be more transit support- ive.” Next : the politics of growth Jason Liebregts/Times-Journal photo Craig Kelly waits for his train to take him to work in Toronto. That was the question the Greater Toronto Area mayors and chairmen had for Prime Minister Paul Mar tin and Ontario Premier Dalton McGuinty Tuesday. The GTA's top municipal politicians want these leaders to know they are anxiously awaiting word on the gas tax. While meeting in Whitby Tuesday, this group of GTA head honchos made it clear the gas tax is a priority for them and that handing it over to municipalities as promised needs to be at the top of the list for the feds and their provincial counter- parts. During the national election campaign, Prime Minister Mar tin promised 5 cents in gas tax would go the municipali- ties. This money, coupled with the 2 cents Premier McGuinty has promised, will go a long way toward solving the road prob- lems all across the GTA. Without the money, municipalities will have to make tough decisions about the state of roads here. In the end, the less money there is for roads and transit, the worse things are for the residents of the GTA. The GTA leaders went as far as to put a tight deadline on the upper-tier politicians, with a resolution calling for the im- plementation of the gas tax hand-over beginning in 2004-05. They have even called for both upper tiers of government to ensure they don't cut other taxes to accommodate the new gas tax. Durham Chairman Roger Anderson just wants his Region to get its fair share. "It's our money. Just pass it through. Don't take a commis- sion," he warns. This is a noble gesture, but the resolution will have very lit- tle bite in the long run. The teeth to this non-binding group's convictions will have to come from within. Mayors from across Durham will need to get the attention of their local MPs and MPPs, no matter which party they belong to, to ensure this promise doesn't fall by the wayside like so many others have. It's up to this group of mayors and chairmen to keep the heat on the Liberals and to force them to keep this promise. It is, after all, the least the Liberals could do for the people of the GTA and Durham Region. Vo ting would mean more in a real democracy To the editor: Re: 'Why oh why, won't people vote?' David Stell column, July 4. I would be happy and elated to vote as soon as we live in a true democracy. The person we vote for should carry the wishes of his riding forward and not be influenced by party politics. The elected officials do not know any more than the average person about the issues. It should be their job to inform us of both sides so we as the voters can decide, not the politicians who, once elected, vote for us. When I get a system that allows me to vote on all the issues, such as with a personal identification number, then I will vote. Until then, we are stuck with politicians who once elected, become our mothers and fathers and tell us what is best for us. The elected officials have one vote as citizens, as do you and I. Once elected they own all the votes, yours and mine included. Hypothetically, if a party, such as the 'Real Democratic Party,' comes to power, they would have no platform as they would have only one vote, just like you and me, and we would all sink or swim based on the majority of what vot- ers want. That way we cannot blame the politi- cians when things screw up. Case in point, years ago when the U.S. wanted to test cruise missiles in north- ern Canada, 90 per cent or more of Canadians wanted no part of this. Guess where they tested these missiles? So in reality my vote means nothing because the platform always changes following the results. Anyone who works out first thing in the morning will know that gyms are usually more pre- dominantly filled with older peo- ple. One woman I asked said going bright and early ensures she ac- tually gets up, out of the house and talks to other people. And talk these ladies do. They are a bustling, squawking, gig- gling bundle of energy that put me - still dopey, grumpy and sleepy at 7 a.m. - to total shame. They huddle in their swimsuits on the locker room benches, chatting about their grandkids, the local hospital or sewing. "Hello love!" yells one of my favourite ladies, a German woman with flaming red hair. She's constantly smiling, yelling and laughing, her eyes squinting closed. She leaned over one day and started to tell me how great I was looking. No, no, I told her, think- ing of the way she motors around the pool and locker room. Her secret? "Never step on the scale, darling. Trust your clothes. How do your clothes fit?" she asked, pulling at my waistband. She smiled. Another woman comes in a bit later, usually as I'm getting ready. One Friday she asked whether I was heading to work. I replied yes, but that I wished I could stay at home. "No, dear. That's hard work. Ve ry, very hard work. You don't want to stay home all the time," she said. She laughed when I said I just meant that day. But her message wasn't lost. Oh, and the flattery. They like my blouse, my earrings, and es- pecially the shoes. "Ooooooh!" they coo, crowding around. They probably have no idea how much their attention means, how much their energy moti- vates. Regardless of the age of participants, proper preparation and technique should be taken to avoid injury. Even children starting at the age of six or seven, who have no physical or pre-existing conditions, will find baseball a relatively safe game. Adults who play the game more casually and who are in a less than optimum condition should take it slowly at the start of the season. If you are over 40 years old, overweight, a diabetic or a smoker, you should see your M.D. before seeing your first pitch. If you have a pre-existing foot problem, you should see your podiatrist. Baseball involves a lot of sudden stops and starts, as well as lateral movements therefore, it’s important to loosen up before the game. Even young children should do simple stretches before taking the field. Before beginning the game, both teams should make sure the playing field is free from hazards such as holes, rocks, branches, glass or tin cans. This is one of the easiest way to prevent injuries. One of the most important pieces of equipment in any sport is the footwear, and baseball is no exception. For children under the age of 10, sneakers will suffice. When first introduced to cleats, the player should wear them gradually before the game. Although traction is improved with cleats, they leave the ankle more susceptible to twists and sprains. Never put a child in hand-me-down cleats, as ill-fitting cleats increase the chance of injuries. When sizing cleats, always measure feet while standing and use a game sock when trying them on for the first time. When wearing spikes, the player must have the maturity to appreciate the danger they can inflict. W hen wearing cleats or spikes for the first time watch for irritation, redness or blisters as they can indicates a biomechanical problem in the feet or legs. Pain is also an indicator of a problem and the use of cleats should be discontinued for two or three days. If the pain returns again, see a podiatrist to evaluate a possible gait abnormality. Injuries associated with baseball involve repetitive stress, especially in a pitcher’s feet and ankles. The squatting of catchers can be associated knee problems. Coaches should ensure players know how to slide properly, and bases should not be firmly secured, this could avoid any ankle sprains or leg fractures. Contusions can occur quite often in baseball from pitches balls, foul tips or sliding base runners. Often an ice pack and a few days rest will help ease the pain. The sudden stops and starts in the outfield or on the base paths without proper stretching can lead to Achilles Tendonitis and shin splints. Regular stretching can ease this problem. Planter fascitis, especially for catchers can lead to heel pain. This is often best treated with orthotics. Artificial grass laid on a concrete surface can accelerate these injuries. Although not a contact sport, baseball is not without its injuries, however with proper preparation and shoe wear, these injuries can be minimized. The Spartans doubled up the Mississauga Titans 8-4 in the final of the re- cent tournament in Brampton. Despite having two starting players out with injuries, the Spartans ran to a 5-0 lead and then held on for the win. Jeff Oliveira stepped up and gave the Ajax squad four strong innings on the mound. Paul Laforet tossed the final three in- nings. Paul Depass and Alex Cabral each crossed home twice in the first two innings. Justin Ryan belt- ed out a single and double to go with three stolen bases. Laforet chipped in offensively with a single, double and two RBIs. Cody Laing and Dan Don- lon both went 2-for-3. In the semifinal, Ajax knocked off Vaughan 6-2, as Laing and Aaron Peaks pitched seven strong in- nings, scattering five hits. Danielle Ryan knocked in a run and made a fine de- fensive play in right field. Her brother Justin did something no other player in the tourney accom- plished, blasting a two- run home run 290 feet over the centre field fence. Peaks walloped a first-in- ning triple and scored a run. Ajax opened the tourna- ment against Bloor and grinded out a tough 5-2 victory behind the pitch- ing of Laforet, Peaks, and f inally Oliveira, who closed out the final inning. Depass blasted a pair of doubles and scored twice, while Peaks had a double and two singles. Brandon Wheatley went 2-for-3 and stepped on the plate once. Next were the Bramp- ton Red Sox and they weren't up to the chal- lenge, as the Spartans pounded out an 11-0 four- inning win. Oliveira tossed a no-hitter, going only one batter over the minimum. Dane Laycox chipped in with a single and played excellent defence at sec- ond. Ajax faced a hard-hit- ting Sheridan team and topped them 11-7. Wheat- ley closed out the final three innings. Dodgers PA announcer will hit home run with exchange of wedding vows prior to game By Paul Futhey Staff Writer DURHAM –Next Saturday at Kinsmen Stadium, it will be time for Ray Miller to step up to the plate, both literally and figura- tively. Miller, the public ad- dress announcer for the Oshawa Dodgers Inter- county League baseball team, will be getting mar- ried in a short ceremony before the Dodgers take to the field against the Kitch- ener Panthers. The setting for the ex- change of vows is a fitting one, given how much baseball is a part of Miller's life. Since moving back to his boyhood town of Oshawa, Miller has coached at several levels of minor baseball, from T- ball through to minor ban- tam select and served on the local association's ex- ecutive. Despite Miller's back- ground and love of the game, the Kinsmen Stadi- um wrinkle was actually fi- ancée Cheryl Richards's suggestion. Miller's initial reaction? Kind of like that of a bat- ter to an inside pitch. "I took two steps back," he recalls, admitting he was taken by surprise. But he quickly warmed to the idea once he got the sup- port of Dodgers manager Troy May. While the cere- mony is at a neutral site and will remain low-key (about 30 friends and fam- ily members have been of- f icially invited), there is now the potential for hun- dreds of additional wit- nesses in the stands. Given Saturday's game is one of the more popular promotions, a Minor Ball Day, that potential will likely be realized. Following the ceremony, Miller, 42, will take his reg- ular spot in the announc- ers' booth along the third base line. Most Dodger home games fans can hear Miller and sound man Maurice Charland adding an enter- taining element to the ballpark experience. Com- pleting the booth's trio is Neil Luxton, the appoint- ed "conscience" of the group, whose responsibili- ty lies with the scoreboard and statistics. Miller, in his second sea- son with the Dodgers, credits his late father for his continued interest in the sport he once played. When it was announced Major League Baseball was expanding to Toronto, Ray senior promised Ray junior they'd go together and see a piece of sporting history when the Blue Jays opened their season. "He said, 'there's a team coming here to Toronto, and they're going to be here and I'm going to take you to the very first game." Tragically, the magical father-son experience at the ballpark never came to be. Ray Miller senior passed away from cancer that very day, April 7, 1977. Miller, who saw the game on television, never- theless remembers much about that game, a Blue Jays' victory at Exhibition Stadium against the Chicago White Sox. "Doug Ault - two home runs," he responds auto- matically of what turned out to be his "pivotal mo- ment" with the sport. "It was hard, then," he said, "but now I carry that with me. Even when I'm with my boys, or coaching my teams, I just remem- ber this is their time to play and keep it all in per- spective." His bride-to-be says the idea to incorporate base- ball into the wedding just seemed like a good fit. "This is his game," Cheryl says simply. What a weekend of sports! I was very excited to see Meg Mallon win her second U.S. Women's Open. She beat 155 players that included Annika Soren- stam, the world's number one and a couple of hot teenagers. Meg and I both went to Ohio State University, so Go Buckeyes! She is a few years younger than me and still on top of her game. Dawn Coe Jones finished 20th and will now get an exemption into next year's Open. She also got to throw out the first pitch at a recent Jays game. She had a great start to her play in the BMO Financial Group Canadian Women's Open at The Legends course on the Niagara, being com- pleted today. This tournament is every Canadian's dream to win and a player's favourite. Amateurs can really learn a lot from watching the women. They have a game that is easier to relate to than the men that hit the ball a country mile. The women time their swings so perfectly and hit it very long as well. It is very important to look at the driving range as more of a place to get loose before a round. Start with some stretching and then when you warm up start with your more lofty clubs before hitting your driver. If you are currently working on some things with your swing, be sure to leave all those thoughts on the range. It is much better to take just one or two swing thoughts to the course followed by having an awe- some routine. Remember to try and clearly see your shots before you hit them.
