PICKERING –The end of another year arrived for the public school board Friday, with Elizabeth B. Phin Public School students alive with activity at the final bell. The Catholic board finished classes Thursday. Surplus seating won’t get extra look By Mike Ruta Staff Writer DURHAM – The public school board has closed the book on its new busing policy, meaning sur- plus seating is no longer an op- tion for parents. At Monday’s board meeting, Durham District School Board trustees in a recorded tally voted 5-4 in favour of reopening the transportation policy, passed in April. Two-thirds, or six trustees, however, had to favour Uxbridge Trustee Gordon Bax- ter’s motion to take a second look at the policy. An angry Lynda Hartmann threw down her agenda and left the boardroom after the vote. The Uxbridge parent had waited about four hours to hear trustees discuss the policy and, like others, was hoping for amendments. “It was a waste of time,” she said in an interview. “They didn’t want to listen to the people. It shouldn’t have been pushed through at the beginning.” Trustees approved the policy at the standing committee level, agreeing to breach the rules since it would normally have gone to the next board meeting for final approval. The policy recognizes that day care is a way of life for many local parents and offers busing to a second ad- dress after school. But, surplus seating, where a child can get an empty school bus seat, was taken away, prompting a flood of calls from parents to the board office and trustees. Ms. Hartmann’s son, a junior Task force could solve chairman issue DURHAM –While the move to have the regional chairman di- rectly elected may be dead, there could still be changes to the role. Oshawa Councillor Brian Nicholson brought forward a notice of motion at last week’s council meeting to set up a task force to review the role of the re- gional chairman. Even some of those munici- palities that voted against hav- ing the chairman directly elect- ed asked for reform. The policy change means he no longer has a bus ride there. “I put him in that school not re- alizing that surplus seating was going to be axed,” she says. Several trustees were willing to re-open and probably tinker with the policy. Oshawa Trustee Michael Barrett had previously apologized to his constituents, saying he made a mistake in ap- proving it. But, he is on vacation and Scugog Trustee Steve Martin was also absent Monday. Trustee Baxter said the board needs to “review what the public raised about surplus seating.” He noted that kindergarten students attending out-of-area FI schools, their siblings and those of special education and gifted students are all impacted. “I believe that throughout the process of re-examining the transportation bylaw there was some information that was not taken into consideration early enough,” said Pickering Trustee Sherry Croteau. Later she told her colleagues, “what we’re looking for is to have the debate, to have the discus- sion, and that is of great impor- tance.” However, Oshawa Trustee Kathleen Hopper said “a lot of ra- tionale” is behind the new policy and didn’t favour re-opening it. “We’ll just be putting off the in- evitable one more year,” agreed Ajax Trustee Lisa Hill. Trustees Baxter, Croteau, John Dolstra (Whitby), Marilyn Craw- ford (Ajax) and Paul Crawford (Pickering) favoured re-opening the policy. Trustees Hopper, Hill, Elizabeth Roy (Whitby) and Susan Shetler (Oshawa) were against the move. Trustee Paul Crawford, who has called for a public meeting on the issue, in an interview said trustees “should have discussed this. “It seems ridiculous to hear from the people and not at least consider what they said,” said Trustee Crawford. He noted that the issue could be re-opened next fall, adding, “I hope that happens.” The board says the Province has signalled it is going to receive less transportation money in the future, and that it is preparing for it. If a new provincial transporta- tion policy is implemented in 2005/06, the board says it will re- ceive roughly $3.7 million less per year. It is slated to receive $18.4 mil- lion this year. At the direction of the Province, the board is align- ing its busing policy with the Durham Catholic board’s as they move closer to a joint busing sys- tem. The two boards already share buses in parts of the region and plan to do more of it, starting next year in Whitby, with the goal of saving money. Ms. Hartmann rejected the ar- gument that the board is being forced to cut back. “I don’t take them at their word,” she says. “If you can’t pay the rent next month, do you move out this month? Pickering trustee wants everything considered Numbers jump 14 per cent, with 200,000 annually on the horizon By Carly Foster Staff Writer DURHAM –Officers will probably respond to more than 200,000 calls for ser- vice this year, says the force’s police chief. Kevin McAlpine made the announcement as he presented the Durham Re- gional Police’s 2003 report and 2004 briefing at last week’s regional council meeting. On an average day last year, Durham police an- swered 521 calls, for an an- nual total of 190,346. That’s up 14.4 per cent from 2002. “The bad news is that it’ll probably go up past 200,000 this year,” the chief said. Last year, the force drove 9.1 million kilometres last year, made 10,852 arrests, received 103 public com- plaints and issued 50, 194 tickets for offences such as speeding. There were 231 officers injured last year. Chief McAlpine also noted that injuries to mem- bers of the public as a re- sult of car accidents were down 6.5 per cent to 2,404, and again thanked Durham residents for showing calm on the roads during the blackout in Au- gust. “The good news about our roads being so over- loaded...is that people can’t go fast enough to hurt one another,” he said. “We may turn the traffic lights out once in a while because people behave better,” he joked. Other highlights from 2003 included: • 28,300 cars were stopped as part of the year- round RIDE program, with 44 charges laid; • 10,000 children through the Kid’s Safety Village in Whitby; • 7,700 children took part in the Racing Against Drugs program. The goals of the police for 2004 are traffic safety, public awareness, intelli- gence-led policing and tar- geting gangs like street and motorcycle gangs, said Doug Moffatt, police ser- vices board chairman. DURHAM – A staff recom- mendation to set up a community waste commit- tee was met with anger. In a report to regional works committee Wednes- day, staff suggested setting up the committee – com- prised of politicians, envi- ronmental groups and the public - to deal with the next steps in alternative waste options. The Region is currently looking at an incinerator or energy from waste. The Region spent $90,000 to hire a consultant who was supposed to help with a proposal for an in- cinerator. The company has since come back and said there are several ques- tions need to be answered before that, including pick- ing a site, establishing a guaranteed waste tonnage and getting public input. “This (the committee) is another year, and it’s ab- solutely unacceptable,” said Regional Chairman Roger Anderson. “I’ve gone through this a thou- sand times in this room and I’m getting a little tired of it.” Pickering Councillor Rick Johnson said the works committee is the proper body to make the above decisions. Mr. Anderson said the suggested committee would take six months to set up and “you’ll fight about who’s on it.” Mr. Anderson said the public would be invited to comment on the answers the works committee came up with, and would include public meetings. A final decision will be made before July 7, region- al council’s last meeting before summer recess. Golfer, worker hit in Ajax attacks DURHAM –Durham Regional Police investigated several inci- dents of drive-by shootings in- volving air or paintball guns Wednesday, the most serious of which saw a girl shot with a pel- let in Port Perry. The 16-year-old girl was walk- ing along Union Avenue around 1 p.m. when she was struck in the shoulder by a pellet, police said. As of yesterday, it had not been determined who fired the shot. In other incidents: • A worker repairing side- walks in Ajax told police he was walking on Sullivan Drive south of Bray Drive in Ajax around 2:25 p.m. Wednesday when he was struck by several paint- balls. The 47-year-old man said he saw a red Oldsmobile leaving the scene after he was hit. • A golfer on a course near Salem Road south of Taunton Road was hit by several paint- balls around 4:30 in the after- noon, police said. He reported seeing an older model Toyota with four occupants driving away after the shooting. • Around 7 p.m., police were called to a townhouse complex on Concession Street in Bow- manville for a report of youths f iring a paintball gun. Police saw splatters on the walls of a house and several street signs. The cops seized paintball guns from youths aged 13, 14 and 15. The investigation con- tinues. And, how many of you feel Paul Martin is better leadership material than Stephen Harper or Jack Layton? Or, is it Mr. Harper ahead of Mr. Mar tin and Mr. Layton? Truth be told, the answers are already available. A majority of you will head out Monday (though not nearly enough of our eligible vot- ers), while more of you prefer Mr. Mar tin over the other two options. In our world of polls and surveys, we know more about our commu- nities, province and country than ever before. From how much money we make on average, to where we shop, how often we vaca- tion, what we spend on homes and cars, the information is available to you. One day it’s Ekos, the next day it’s Ipsos, the next it’s Statistics Canada, and the next... well you get the picture. At times they offer a fascinating glimpse of our country. They can indicate where we are as a nation and where we’re headed. But, maybe it’s time to look at eliminating their use during elec- tions, when they are particularly magnified, their frequency in- creased, and the results trumpeted high above just about any other news of the day. Just think about it for a second. Nothing to tell us who the front- runner is in local ridings or across the country. Nothing to tell us what the supposed number-one issue is. Just you and your own, un- biased decision about who gets your vote. You doing your own homework on such an important responsibility. We hear plenty about the prospect of close elections and parties pushing strategic voting, now and many times in the past. We know people will vote for a pro- jected landslide winner rather than for who they like best. And we also know people won’t bother to vote at all if their candidate of choice is headed for a big win or loss. Everything else is failing and no matter what is tried, too few peo- ple are voting. Let’s take the relative certainty out of elections and put some fear back in voters. Make them believe that if they skip out on election day, they risk changing the out- come. Often, these youths, who range in age from 13 to 18, pack athletics, academics and artistic pursuits into their very busy lives. And they do it all with talent and extraordinary enthu- siasm. Our Faces, who are chosen by teachers and administrators at their schools, also present a terrific example for their peers. In addition to their talents across a wide spectrum, many of the nominees are natural leaders, the kinds of stu- dents others gravitate to and learn from. They often show an interest in taking part in activities beyond their own peer group, eager to gain experience in the wider world. When they move on to high school or post-secondary school, these faces will no doubt continue to get involved, to participate and to lead. They’re off to a great start in their lives and whatever they accomplish in the future, they can look back on their elementary and secondary school lives with pride. Every year more than 15 ,000 people in Ontario, young and old, are hurt or die in a work-related inci- dent. In particular, younger people working for the ini- tial time can be more at risk. “Their first job, they are very eager to please,” ex- plained Peer Frederiksen, a health and safety officer with the Durham District School Board. “They may get themselves into situa- tions that are very unsafe.” In order to help reduce the number of workplace accidents, Safe Communi- ties of Ajax and Pickering (SCOPA) and the DDSB are educating youth about the dangers and what to watch for. The program was first introduced as a pilot project in 2002 at Dunbar- ton High School in Picker- ing. “The students really en- joyed it because we brought in health and safety practi- tioners,” said Mr. Frederik- sen. “They heard people who were actually in the in- dustry.” Vice-principal Keith Wainwright said Grade 11 students receive a certifi- cate upon completion of the program. He said many stu- dents put their certificate in their portfolios. “That just shows me they are very proud of it,” he said. Passport to Safety is a We b-based test that guar- antees a pass to every stu- dent taking it. The test is made up of six chapters: a worker’s rights and respon- sibilities, supervisor and employer responsibilities, Wo r kplace Hazardous Ma- terials Information System (WHMIS), common health and safety, common work- place hazards, and control- ling workplace hazards. “Each student will get their own unique PIN num- ber and password,” said Sarah Goodhope, client and service co-ordinator for Passport to Safety. She says if a student gets an answer incorrect, more and more information is provided until they get it right. “It’s a quicker, easier, and more convenient way,” said Jeff Vukasinovic, a Grade 11 student about the online test. “It’s a program with a whole page of information.” The mission of Passport to Safety, which has a num- ber of business sponsors, is to eliminate the number of deaths of young workers, said Ms. Goodhope. “You can never count the accidents that don’t hap- pen,” said Mr. Wainwright, and so he encourages every- one to at least try it. June 30/0 4 ) Now that summer has finally arrived and the temperature continually increases, we all look for ways to keep cool. What better way than a trip to the beach or swimming pool? Competitive swimmers spend most of their time in a pool and suffer from a specific foot tendonitis, while the recreational swimmers’ injuries include puncture wounds, marine animal stings and sunburn. Tr eatment of extensor tendonitis injuries involves rest, icing and a non- steroidal, anti-inflammatory. The most common injury for a recreational swimmer is puncture wounds. These can occur by stepping on a foreign object, either by walking on the beach or swimming in a lake or ocean. The easiest way to avoid these injuries is to wear beach shoes. However, if a foreign object has entered the foot, be sure to use a local anesthetic. More severe penetrations may require antibiotics. Ocean swimming involves the danger of contact with a marine animal, such as a jellyfish, a stingray or a sea urchin. Even some coral have poisonous darts. Again, be proactive by wearing beach shoes. If you are stung by any of the above marine animals, gently irrigate the area with salt water to remove loose tentacles. Do not rub the area. The toxins released by sea urchins, stingrays or catfish are heat sensitive and the affected area should be soaked in hot water for 30 minutes. This will also ease the pain. Sunburns affecting the front of the leg and the top of the feet can be very painful beach injuries. You will notice redness, swelling and possible blister formation. Initially, you should cover the burn area with towels soaked in cool water. Never apply ice to the area, as this will irritate it further. If blistering occurs, do not puncture the blister. However, if they break on their own you can use a topical antibiotic cream. Avoid further exposure to the sun until the area has completely healed. Another problem that begins quite innocently is walking or jogging barefooted on the beach. This can lead to an inflammation of the plantar fascia ligament, which runs along the bottom of the foot and attaches at the heels. The softness of the sand causes the foot to overextend. This pain usually takes a day or so to resolve on its own. The best way to enjoy the summer months is to avoid injuries. Remember to wear beach shoes to avoid wounds or stings. Sunscreen of 15 SPF or higher will provide you protection all throughout the summer. Summer is too short to waste nursing a foot injury that could have been avoided. Look for an assessment test that pinpoints learning strengths and weaknesses while identifying gaps in reading, math, writing and study skills. That puts a positive spin on assessment and any subsequent work that is recommended. 2. Develop a summer learning program. Studies show that children lose approximately 40 per cent of their learning momentum during the summer. Parents can keep the momentum going by reviewing the previous year’s lessons and getting a head start on upcoming subjects. For example, give a lesson about space travel by visiting an aviation museum or solicit your kids’ help in cutting and counting summer fruits and vegetables. You can also incorporate journal writing into your children’s day by asking them to write about their day’s activities, as well as their thoughts and feelings. This is an excellent way to teach them how to organize their thoughts. You can even teach them organizational skills by showing them how to keep a calendar of their many activities. Remember to set both short and long-term goals as part of your summer learning program. Writing a page each day in a journal and doing a 20-minute math lesson three times per week are realistic goals. 3. Supplement your child’s education. By Vince Versace Staff Writer AJAX — Former Ajax high school golfer Paul Deuzeman credits his recent success on the links to keeping the game simple and just enjoying it. "I am serious when I have to be but I keep it pretty casual," says Deuzeman, who lived in Ajax be- fore moving to Cobourg. "I am just casual and I hit the fairways and the greens, it is a pretty sim- ple game." Deuzeman, 17, will be teeing off against the best amateur golfers in the province in a couple of weeks at the 2004 Ontario Men's Amateur Championship. This year Deuzeman clinched the Kawartha Pine Ridge District School Board golf championship, finished second at the Central Ontario Secondary School Ath- letics (COSSA) championship, and seventh out of 120 golfers at the Ontario Federation of School Athletic Associations (OFSAA) championship. The Dalewood Golf Club mem- ber credits a golfing trip this past March to South Carolina, with Port Hope Golf and Country Club instructor Kelly Mills, as the catalyst to his recent run of success. Deuzeman was also Mills' caddy this year as he at- tempted to qualify for the U.S. Open. "I think going down there with Kelly helped me out the most," says Deuzeman. "We played for a week together about 36 holes a day. The thing Kelly helped me out the most with is course man- agement." Deuzeman first started golfing in Grade 9. The future business student at University of Ontario Institute of Technology started to golf with his father at Dale- wood Golf and Curling Club be- cause, "it is better than sitting in- side doing nothing." He didn't look to the U.S. for scholarships, preferring to get his education in Canada. "Most of the golfers that go down there come back," states Deuzeman. "There are good am- ateur golfers here. You do not have to be a pro to enjoy golf." The weekend of June 12 and 13 Deuzeman finished second, shooting a 142, just one stroke back of the winner, at the Maple Leaf Junior Golf Tour's stop at the Timber Ridge Golf and Country Club in Brighton. Local athletes impressive at central regional championships AJAX — Ajax Aquatic Club swimmers piled up a series of strong results at the Central Re- gion Swimming Championships in Toronto earlier this month. Hosted at the Etobicoke Olympium by the Mississauga Aquatic Club, the meet attract- ed competitors from across cen- tral Ontario. The AAC sent 30 athletes. Carolanne Landry, in the 12-13 age group, earned gold in the 100-metre backstroke, posting her first provincial qualifying standard. She was also eighth in the 100m freestyle. In the same age group, Tom Lawrie won gold and met the provincial qualifying standard in the 200m free. He also won bronze and met the provincial qualifying mark in the 200m indi- vidual medley. He was sixth in the 100m free and seventh in the 100m butterfly. Aidan Zoellner-Dougan, com- peting in the 14-15 age group, posted gold-medal efforts in the 100m and 200m back, meeting provincial standards in both. He also qualified for the provincials in the 100m free and 100m fly. He placed sixth in the 50m free. Greg Laughlin, also swimming in the 14-15 category, won gold in the 50m free and met the provin- cial qualifying time. Deanna Bannister chalked up gold in the 14-15 200m fly, meet- ing the qualifying standard provincially. She also won gold in the 400m IM and was sixth in the 100m fly. In the 16-and-over category, Leanne Steward captured gold in the 400m free, meeting the provincial qualifying standard. She also won silver in the 100m free, again meeting the stan- dard. Her other results: gold in the 200m free, fifth in the 50m free, seventh in the 200m back and 10th in the 100m breast- stroke.
