Tax hike target at 9 per cent Accused present at scene of murder: trial witness By Jeff Mitchell Staff Writer DURHAM –A shaken Cosmo Ja- cobson admitted his involve- ment in the slaying of Roy Jones the night the Ajax man was shot four times, a jury heard this week. But Mr. Jacobson insisted he was merely the lookout when the crime occurred, not the trigger man, his cousin Kirk Rainford testified. Mr. Rainford, who was the surety on Mr. Jacobson’s bail as he awaited trial on charges of robbery, also told defence lawyer Douglas Usher he concocted a false alibi for Mr. Jacobson to distance him from the killing - and lied to police on a number of occasions, telling investigators his cousin was with him on the night of Feb. 4, 2001, when Mr. Jones was shot. “He asked you to give a false alibi?” Mr. Usher asked Mr. Rainford, who was on the stand over two days this week. “That’s right,” Mr. Rainford replied. “He told you he was the look- out, so he’s involved?” “That’s correct,” Mr. Rainford said. Mr. Jacobson, also known as Avi Mundy, is accused along with Sean Hall of first-degree murder and conspiracy to com- mit murder in the slaying of Mr. Budget ‘what we need to carry on’ By Danielle Milley Staff Writer PICKERING – A proposed 8.9-per cent City tax increase is going to get Pickering residents more of the same for 2004. The low growth rate in the City meant the budget committee had little wiggle room when dis- cussing the more than $32-mil- lion operating budget and nearly $10-million capital budget Thurs- day. “It’s just what we need to carry on to keep the services we have in place,” said Gil Paterson, di- rector of corporate services and treasurer. The 8.9-per cent increase means a homeowner in Pickering is going to be paying an extra $78 a year (based on a home as- sessed at $250,000). The City por- tion of the tax bill is 26 per cent of the total. “This budget is what we said it was going to be - a safety and maintenance budget,” Mayor Dave Ryan said after the budget was approved. “No one likes tax increases, including councillors, but recognizing the cost pres- sures and the low growth I be- lieve this was a reasonable and responsible budget and I think taxpayers see that in terms of the services they’re receiving.” The City is facing cost pres- sures due to rising wages (con- tracts with City staff are current- ly in negotiations), the rising cost of utilities, debt charges and the return of OMERS payments (City pension plan). In addition to the pressure of increasing costs, the City experienced only 0.5 per cent growth last year while neighbouring municipali- ties had five- or six-per cent growth. Faced with those challenges, the City had little room to add new projects to the budget. There were a few projects not deferred to future budgets in- cluding $2.5 million for roads ✦See Jacobson page 2 ✦See Mayor page 5 Jones, who was gunned down on an Ajax street days before the two were to appear in court on charges of committing a home inva- sion robbery in June of 2000. It is the Crown’s con- tention that Mr. Jones, an acquaintance of Mr. Jacob- son, was slain to prevent him from testifying against the two. The two men have plead- ed not guilty to murder. This week Mr. Rainford told the jury that Mr. Ja- cobson came to his home the night Mr. Jones was slain and told him the man had been shot. “He was excited,” Mr. Rainford said. “He was anxious and terrified at the same time.” But Mr. Jacobson said he was not the shooter who pumped four bullets into Mr. Jones’s body and head. “He told you Roy Jones was shot and he was the lookout, right?” Mr. Usher asked. “Yes,” Mr. Rainford replied. Mr. Rainford testi- fied that more than a year later he recanted, telling police about Mr. Jacobson’s involvement. He also re- layed to police Mr. Jacob- son’s account of how he and Mr. Hall had tried to intimidate Mr. Jones. When Mr. Jones fought back, Mr. Hall shot him, Mr. Rainford said he was told. Mr. Rainford was sub- jected to a lengthy and withering cross-examina- tion by Paul Burstein, the lawyer representing Mr. Hall. Over several hours, the lawyer reviewed the various versions of the story Mr. Rainford has put forward as the truth. His questions appear to be aimed at chipping away at Mr. Rainford’s credibility. Yesterday, he produced police interview transcripts and wiretap recordings that contradicted some of Mr. Rainford’s testimony. “There’s nothing I have said that’s not the truth,” Mr. Rainford protested. “It’s more confusion.” “It’s hard to keep all the lies straight, isn’t it Mr. Rainford?” Mr. Burstein asked. “Is that what you think?” the witness shot back. Mr. Burstein suggested the witness has been lying all along in an effort to de- f lect blame onto Mr. Hall and help Mr. Jacobson beat the murder charge. “You want to help your cousin, right?” he asked. “I can’t help my cousin,” Mr. Rainford said. He said he was trying to distance himself from the crime, so as not to lose the $10,000 he had put up for Mr. Jacobson’s bail. “I had $10,000 on the line; that is a fact,” he said. “If I lose $10,000, I’m finished.” The trial continues. By Keith Gilligan Staff Writer DURHAM – The government met its “core commitments” of provid- ing more money for education, health and caring for the less ad- vantaged, says Wayne Arthurs. “I’m pleased with the budget,” the Pickering-Ajax-Uxbridge MPP said during a post-provin- cial budget breakfast hosted by the Ajax-Pickering Board of Trade Wednesday. “I think it’s a budget that reflects our values and values of Ontario. It reflects strongly on what I was hearing at the door and what people were asking for.” About 50 people attended the event at the McLean Community Centre in Ajax. Mr. Arthurs stat- ed the budget is part of a four- year plan to eliminate the $5.6-bil- lion deficit the Liberal govern- ment inherited when elected. “We will be judged not only on this budget year, but on the whole four years to see if our objectives are met,” Mr. Arthurs said. “Our commitment is to health, educa- tion and protection of the most vulnerable. “I don’t expect everyone will be 100-per cent happy. I’m sure we’ll hear from the people who aren’t happy. I’m pleased, very pleased. I’m confident we met the core needs of the people of Ontario.” Mr. Arthurs added, “The pre- mier was clear, we had to make a hard choice. We had a choice be- tween the Canadian Taxpayers’ Federation or the public. He made it clear. It was the people of Ontario.” A tax credit will also be offered to encourage employers to pro- vide apprenticeship training. “Those in our education system who choose not to go on to post- secondary education will have the support they need to go on in their careers,” Mr. Arthurs noted. “This is clearly a Liberal budget and we believe in public service. We’ll provide for the most vulner- able in Ontario.” One item he pointed to is the three-per cent increase in benefits for those on welfare or disability support. “It’s the first (increase) they’ve seen in many, many years,” Mr. Arthurs said. “If we don’t provide support to the most vulnerable, then there’s very little we can take pride in.” Jim Flaherty, the Whitby-Ajax MPP and Conservative Party leadership candidate, was less than kind, at one point holding up a ‘Fiberal’ Dalton dollar bill, which stated “Your Tax Dollars... Wasted.” Mr. Flaherty, who also spoke at the meeting, in an interview de- scribed his reaction to the budget as “just disappointing. I’ve been the minister of finance and I know what the challenges can be.” There’s “no significant increase in services,” adding hospital fund- ing will increase by only 3.4 per cent. “Where will the money go? Final details will be the key Parish and Ryan agree By Keith Gilligan Staff Writer DURHAM – Ajax Mayor Steve Parish has often said the devil is in the details and it’s a phrase that can be used when discussing a new transit authority. The Greater Toronto Trans- portation Authority (GTTA) was introduced by the provincial gov- ernment in the budget yesterday and the body would be responsi- ble for co-ordinating transit plan- ning in the Greater Toronto Area. “What will it be?” Mayor Parish questioned. “Is it an amalgama- tion of transit providers or will it just funnel funds? “The details will be very impor- tant. If it’s just transit, will it be done on riders or on population. If it’s based on ridership, Toronto will swallow up most of it. If it’s population, Toronto won’t get as much as it needs. It might take weeks or months to get the de- tails.” The Province also came through with the promised two cents of the gas tax to municipal- ities, which will have to be used on public transit. The money will be phased in over three years and start arriving in October. “My overall reaction is posi- tive,” Mayor Parish said of the budget. “The thrust to put more money into health and education is what they promised and needs to be done. I’m not surprised they raised taxes. It’s the only way they can do it.” The Province will also be cover- ing a greater percentage of health care costs, moving from the cur- rent 50 per cent to 75. Given the costs for such things as severe acute respiratory syndrome (SARS) and West Nile virus, “the Province had to inject more money. Municipalities couldn’t handle it.” Pickering Mayor Dave Ryan was also happy with the extra money. “I’m pleased to see some- thing’s in there for municipali- ties,” he said, speaking of several millions of dollars pledged for mu- nicipal infrastructure. “I’m wait- ing for the details.” He added, “If the gas tax is based on ridership, then all the money will go to Toronto.” Mayor Ryan also was hoping to see municipalities exempt from having to pay provincial sales taxes, similar to the federal gov- ernment waiving municipalities from having to pay the GST. “I’d like to see municipalities enjoy a PST exemption. It’s tax- ing people for something they al- ready pay for through their in- come taxes,” Mayor Ryan stated. PROVINCIAL BUDGET 2004 Mayors optimistic with budget initiatives projects, $380,000 for a new pumper for the fire department, $250,000 for new playground equipment, $290,000 for side- walks and $205,000 for street- lights. The road projects include $1.2 million for the Rosebank Road bridge and $1.2 million for the ex- pansion of Church Street from Bayly Street to Clements Road. Nine road projects were deferred. Wa rd 3 Regional Councillor Rick Johnson is frustrated that some projects have been de- ferred for the past decade. “Every year they promise to do more roadwork,” he said in an in- terview. “It’s just frustrating. Year after year they say we’re going to do it next year.” He said roads in south Picker- ing have received attention over the years while roads in the north have continued to deterio- rate. During the discussion he tried to have a project added to the budget. He received no support for his motion to add the recon- struction of Sideline 16 between Hwy. 7 and Concession 7, which he said would cost $350,000. That was the only attempt all morning to change the budget presented by staff. Mayor Ryan said everyone felt comfortable with the budget be- cause they understood the reali- ty facing the City. Staff had con- sultations with council about sig- nificant parts of the budget over the past few months so there were no surprises. But the diffi- culty level is only compounded when the community doesn't lend a hand. Case in point, the police investigation into an arson attack on a Pickering mosque a little under two months ago. The hate crime received a great deal of attention and Durham Re- gional Police Chief Kevin McAlpine visited the crime site that day to express his organization's interest in the well-being of the Islamic community. As for the perpetrators, the chief said Durham police "will do whatever we can do to apprehend who was responsible." Unfortunately, they have been unable to carry out that promise. No one came forward with information that could lead them to a suspect. Understand, if you know any details about a crime it is illegal not to come forward to the police and relate that information. This problem has to be one of the most frustrating for police. The mosque attack is a difficult case. It was a rural area, early in the morning, with every opportunity for an arsonist to go about the crime unseen. What we don't know, and what we may never know, is if there is a friend or acquaintance of the culprit out there who was confided in. What we as a society have to do is step up our vigilance again. No longer do we live in a time when we can leave our front door unlocked or pick up a stranger hitchhiking. We can't live scared, but we can be aware of what's happen- ing around us. If you see suspicious behaviour, by no means should you put yourself in danger, but keep your eyes open. A car idling across the road from a business late at night, for no apparent reason, is something to take note of. It can't hurt to write down the li- cence plate and any description of the vehicle or its occupants. Imagine how much it might help a police investigation if you hear about a crime occurring in that area at the time you saw the suspicious activity. Don't assume the police are responsible alone in fighting crime. We all have a part to play in a safe society. The Pickering and Ajax soccer clubs play host to 20 players on two teams -- under-17 and under-15 squads -- along with two coaches from the Nunavut Soccer Associa- tion in Iqualuit, Nunavut starting today (Friday) for a five-day visit. Randy Bulmer, an organizer of the exchange, says the group of teens from the farthest reaches of Canada are giddy with excitement for the trip that covers thousands of kilometres. "Travis (Hoffe, coach of the under-17 squad) e-mails me once a day saying how excited the kids are to come down here," says Bul- mer, adding the area families bil- leting the teens are also eagerly anticipating the arrival. The City of Pickering and the two soccer clubs, notes Bulmer, have embraced the exchange since it was announced several months ago. Since then, a great deal of work by a number of dedicated in- dividuals has occurred to ensure the visit is a memorable one. The Nunavut kids will be busy, with a jam-packed itinerary planned, beginning with a wel- come when they arrive in Picker- ing at about 6 p.m. Tomorrow, the Nunavut teams travel to the Durham Indoor Soc- cer Centre in Oshawa where they'll undergo an hour-long training ses- sion with area coaches, along with several members of Canada's na- tional soccer team. Later that morning, the teams play two in- door contests. The official welcome is at the Pickering Recreation Complex to- morrow (Saturday) at 2 p.m. when Mayor Dave Ryan and council members meet with the visitors and give gifts. Following that, the Nunavut players turn in their soc- cer gear for swim suits when they engage in a water polo game at the complex's pool. Most interesting for the Nunavut players is Sunday when they suit up for friendlies against local squads at the soccer fields at the Ajax Com- munity Centre, says Bulmer. That's because the players have never played an outdoor game. "All they've played is indoor soc- cer, so that will be something dif- ferent for them," he says. A trip to an area shopping cen- tre, a Toronto excursion, including a tour of Yonge Street, the Univer- sity of Toronto campus and a To r onto Blue Jays baseball game, as well as a visit to the Native Canadian Centre on Spadina Av- enue, will round out the exchange. Where have you been for the past few months, John Haste? Dr. Stas and "his petition waving troops" have been working hard in a con- structive way to maintain the Ajax and Pickering hospital as a full-service hospi- tal, and not as an appendix to Scarbor- ough's Centenary hospital, 25 kilometres away. Have you attended any of the open meetings of the hospital board or Ajax, Pickering, Whitby and regional councils, where the hospital problems are dis- cussed? Are you aware that all these councils supported the petition to the provincial legislature to "maintain the Ajax-Pickering hospital with all its excit- ing services at the time of amalgamation. Services that would not only be main- tained, but would be enhanced, with new services added as the need arose due to a growing and aging population." Wa ke up Mr. Haste. We, the friends of Ajax and Pickering hospital want the same thing as you. Dr. Stas warned us as to the direction the amalgamation was taking to the detriment of the Ajax, Pick- ering, and Whitby areas. Neighours’ feud could be at root of posters PICKERING –A dispute be- tween neighbours could be at the root of the ap- pearance of a number of posters on a Pickering street, labelling a resident a pedophile. A resident of Wildflower Drive called police around midnight Tuesday to re- port finding the posters. They listed his name, ad- dress and phone number and branded him a pe- dophile, said Durham Re- gional Police spokesman Sergeant Paul Malik. Police combed the neighbourhood and found more of the offending posters, he said. “A t otal of four posters were located, all saying the same thing,” Sgt. Malik said. The man assured police that, while he does have a criminal record, it’s not for any crimes involving the sexual abuse of children. He told officers the posters may have been placed by an ex-neighbour with whom he has feuded in the past. Police are currently try- ing to track down a man who is now living in Scar- borough. The posters were obvi- ously disturbing to the man who was targeted, Sgt. Malik said. “Of course the guy was concerned this was out there,” he said. Police have not yet con- tacted a suspect. Youth centre needs guiding hands on board DURHAM –The Youth Centre is looking for indi- viduals interested in serv- ing on its board of direc- tors or as committee mem- bers. Those with expertise or experience in accounting, fund-raising, human re- sources, community devel- opment or the law are being sought. The board helps set the strategic di- rection and oversees the resource management of the centre. Qualifications include being at least 18, living or working in Ajax or Picker- ing, and willing to commit at least two evenings a month (usually a Tuesday) to share ideas and opin- ions. Volunteers from every culture and nationality are encouraged to apply. The centre is a commu- nity health centre provid- ing medical, counselling and health promotion ser- vices for teens. The deadline is May 25. The male attacker fled the area and the victim called police. As officers conducted an investigation at the scene, they were approached by a man who began asking questions, a source said. This week: The affected By Carly Foster Staff Writer DURHAM – Rob MacArthur does- n’t smoke, but he’s defiantly against shutting smokers out. “Non-smokers should not have to put up with smoke, but smok- ers have a right, too,” said Mr. MacArthur, who owns the Puck and Beaver Pub in south Ajax. “If they (smokers) have an option to go elsewhere, they will.” He’s referring to the Durham reg ionwide smoking bylaw, which will ban smoking in all public and work spaces as of June 1. Smokers can smoke on patios, while casi- nos, bingo halls and racetracks can have a designated smoking room representing no more than 25 per cent of their total public space. It’s those DSRs that have Mr. MacArthur really upset. Neigh- bouring Toronto, despite also going smoke-free June 1, is allow- ing DSRs, and Mr. MacArthur said that’s not fair. “In doing this, they’ve allowed those bars, restaurants, bowling alleys to have a definite advan- tage over us,” Mr. MacArthur said. “Not that smoking rooms are cheap, but at least they give you an alternative. “A separate smoking room would take (the smoke) out.” Yet of the 6,500 “seated” estab- lishments in Toronto that will come under the city’s bylaw, only 185 have so far installed DSRs. If any bar in Durham should be worried about defectors to Toron- to, it’s the Fox Goes Free. Located on Kingston Road at Altona Road, it’s steps away from the Scarborough border. Ye t this quaint, Tudor-style British pub is going smoke-free early - two weeks before the bylaw kicks in. “We really should have gone a long time ago, that’s the reason- ing,” said Mark Vigna, whose wife, Paula, owns the pub. “When cus- tomers say it’s too smoky in here, we try our best to listen to them.” Mr. Vigna is confident any lost business from smokers will be re- covered and even be made up by non-smokers who have refused to go to smoke-filled bars and restaurants. And Health Canada says inde- pendent studies have shown “the hospitality industry does not lose business...after going smoke-free, insurance costs are lower, clean- ing costs are reduced, there is less damage to furniture...and less risk of fire.” While much press has been given to the plight of bars and restaurants, smoking in work- places has also been an issue, said Alex Connor, a manager of envi- ronmental health who will be re- sponsible for enforcing bylaw 66- 2002. The health department has a list of workplaces that have had complaints launched against them, and plan on enforcing the smoke-free bylaw there come June 1. “The public places of, for exam- ple, banks, the LCBO, have never been an issue,” said John Ingrao, who prosecutes those who don’t comply with the Region’s bylaws. “Where we’ve run into problems is backrooms, those private areas.” Many workplaces have smoking rooms, or designated smoking areas. General Motors in Oshawa, for example, has painted 4-feet- by-4-feet squares where smokers can puff indoors. Now the auto giant is creating smoking areas outdoors and preparing shelters for smokers in the winter and rain. “Employees are well-prepared for this adjustment,” said Pam McL aughlin, manager of public relations for GM. “I would say overall they’re accepting with the change.” The bylaw also extends to com- pany vehicles, and that’s caused some imminent changes at Taxi Taxi in south Oshawa. “Drivers that do smoke are going to have to get used to get- ting out and taking a break to smoke,” said manager Dave Smith, adding the company has posted notices and held meetings with staff. Ajax Bingo Country has been implementing the bylaw since February of last year when they reopened with a glass DSR and the required ventilation. “The only thing in that smoking room now are the smokers,” said Lucy Ogilivie, the hall manager, adding that none of her cus- tomers have had a problem with the switch. “The way we have it set up, nobody is isolated.” The same goes for Royal Cana- dian Legions, which are allowed to have smoking because they’re private clubs. To qualify, clubs must be non-profit, have a set of bylaws and must not advertise to the public. The new act aims to reduce Canada’s rate of youth incarceration, highest among west- ern nations, by introducing more communi- ty-based sentencing for non-violent crimes and by tackling the roots of crime through knowledge and intervention. “I believe that you have a right to make a mistake and it’s what you do after the mis- take that counts,” said Deputy Chief Mercier. “You can’t just throw someone in a cage. We have to prevent crime. Criminals, for the most part, don’t want to be criminals. They fall into the habit.” The deputy chief also noted that Durham Regional Police are taking a more preventive approach to youth crime by working with children through the school system. Scarborough man dies from injuries in highway collision PICKERING –An 18-year-old Scarborough man has died from injuries sustained in an accident in Pickering early Tuesday. Sivaruban Pancharfaram was airlifted to St. Michael’s Hospital in Toronto with life- threatening injuries after a two-vehicle crash at 2:19 a.m. He was pronounced dead at 9:03 a.m. in hospital. Mr. Pancharfaram was a passenger in a Toyota Corol- la travelling east in the ex- press lanes on Hwy. 401 east of Whites Road when police report it missed the transfer to the collector lanes and then began reversing in the lane. The Toyota was struck by a transport truck that was also travelling east. The male driver of the Toy- ota and the other male pas- senger were transported to hospital and both are listed in serious condition. The driver of the transport truck received minor injuries and was treated at the scene and released. Anyone with information is asked to call the OPP at 905- 668-3388. Nick Boccitto and Brian Butt know the value of mentoring Stephanie Mason Special to the News Advertiser DURHAM –Nick Boccitto’s mom says the family won the lottery with the arrival eight years ago of Big Brother Brian Butt. “I don’t think I would be the young man I am today, if it wasn’t for this big giant,” said Nick about Mr. Butt, who was introduced last week as the Big Brothers and Sisters of Ajax-Pickering’s Big Brother of the Year. Nick nominated his f riend for the award and noted he’s learned more from his Big Brother than anything he could have learned in a book. Mr. Butt helps to teach his Little Brother about respect, honesty, caring and most of all just to have fun, including playing lots of video games, watching Japanimation movies, photography, and even going to the Military Museum in Os- hawa. “Brian has taught me how to use a camera and how to see beyond the lens,” the 16-year-old said about photography and life. “He has shown me that educa- tion is very important.” Mr. Butt says having a Little Brother has helped him as well. “He helps me to keep my perspective. He helps me to see the world through a young person’s eyes,” said Mr. Butt, adding, “it’s so easy to turn old.” Nick says without Mr. Butt he would never have received the CIBC Youth Vi- sion Award last year. His Big Brother has been there for him through thick and thin, even when he has had trouble at school, with bullying or just wanting to quit. Mr. Butt helped give his Little Brother guidance. “He wants to go into computer graph- ics,” said Dawn Boccitto, his proud moth- er. “Brian is a brother, best friend and after all these years, a father figure to Nick,” she said. The perfect friendship began nearly eight years ago, when Nick and Mr. Butt were matched together through Big Brothers and Sisters of Ajax-Pickering. The charitable organization helps con- nect adult volunteers with boys and girls to form friendships. “They’re positive role models in a child’s life,” said Sharlene Melnike, the organization’s executive director. “I’ve seen so many friendships that have so many success stories.” Already, more than 80 matches have been made, 51 Big Brothers and Sisters and 31 in-school mentoring relationships are matched. Big Brothers, George Alphonso, Mike Mills and Neville White were recognized recently at the organization’s annual gen- eral meeting for being mentors for 10 years or more. In addition, the Big Sister of the Year award went to Robin Harvey who was nominated by her Little Sister, Krystal. The In-School Mentor of the Year award went to Lynne Garratt-Clark, who was nominated by her buddy, Jason. Mrs. Melnike noted the organization still has plenty of work to do. “We still have a large waiting list of at least 20 boys waiting for a Big Brother,” she said. Mrs. Melnike adds there are still a few more Big Sisters waiting for Little Sis- ters. Will the Region be able to keep pace with the needs of its residents? Boom town is a 12-part series examining the issues we will confront now and in the near future. Part 5: Roads By Carly Foster Staff Writer DURHAM — At 6 each weekday morning, the alarm blares at Kirk and Susan McMil- lan's downtown Oshawa home, setting the couple's day in motion. Ms. McMillan heads downstairs to show- er, while Mr. McMillan wakes and dresses the boys - Davis, three, and Griffin, five months. At 6:30 a.m., the couple switch places and Ms. McMillan feeds the baby. At 6:55 a.m., Griffin joins the boys at the kitchen table while Ms. McMillan finishes getting ready. By 7:15 a.m., the family is folded into two cars. Mr. McMillan heads south to Hwy. 401, while Ms. McMillan heads north with the boys to Taunton Road. The life of a commuter family begins. Durham Region is home to 832 kilome- tres of roads - 2,093 if you add together all the lanes - plus 220 bridges and culverts. During the afternoon rush hour in 2001, around 87 per cent of Durham residents travelled those roads by automobile, com- pared to six per cent by transit and seven per cent by other modes. If this trend continues, the number of au- tomobile trips will increase to 480,200 dur- ing the peak period of an average day in 2021, up from 249,000 in 2001, says the Re- gion's transportation master plan. "This forecast amount of growth in auto- mobile travel is almost double 2001 vol- umes - a trend that is clearly not sustain- able," the plan reads. That's a huge amount of stress on Durham's roadways, and scary news for a region that's forecast to hit 850,000 people in 17 years. "It's obvious to many people that traffic congestion has gone up in the past five years because of unprecedented growth," said Gene Chartier, manager of trans- portation planning and design for the Re- gion. "There's been a lot of pressure to maintain them, but roads compete with all departments." Regional council recently allocated $40.2 million for regional roads in 2004, and that's on top of what each of Durham's eight municipalities will spend. It's 7:30 a.m. and Mr. McMillan has bare- ly started his commute, when traffic on the 401 lurches to a stop. He's made it from Simcoe Street to Brock Street in Whitby before applying the brakes. For the next 20 minutes, he crawls through Ajax before the highway opens up again at Brock Road in Pickering. Mr. McMillan is a recruiter for ING in Toronto, and his cellphone is his portable office. "If I was doing it just to go in and sit at a desk each day, it would be a tad frustrat- ing," he says. "But a lot of it (traffic) you don't notice" being on the phone. Mr. Chartier pulls a giant map of Durham from behind his desk. He outlines imminent and essential road projects that must be done: Brock Road in Pickering, Bayly/Victoria Street in Ajax and Whitby, and Taunton Road across the entire re- gion. Seeing the words and numbers on paper is one thing. Sitting in traffic while they're being constructed is another. "It's one of the casualties of growth," Mr. Chartier said. Regional Chairman Roger Anderson said the Region is seven years behind on its resurfacing of roads. "The Region has increased taxes, unfor- tunately, but has increased them so we can invest in roads," he said. "So we can catch up before they become so bad we have to completely restructure them. "Because there comes a point where you just can't resurface." Mr. McMillan still has another 45 min- utes to his commute and it's 8:15 a.m. "I used to work right downtown. I always took the train. It was great," he says. "But now, being in midtown Yonge and Eglinton, it's just a horrendous place to get to. There's no other way (but to drive)." Asked to look out his window, Mr. McMil- lan says 90 to 95 per cent of the other dri- vers are alone in their cars - a phenomenon that municipalities in the GTA are trying so hard to combat. Before moving to Oshawa, the McMillan family was in Atlanta, Georgia. Hwy. 285, which rings the city, has a high-occupancy vehicle (HOV) lane. Cars with more than two people inside, motorcycles, buses and hybrid, or fuel-efficient, vehicles could all travel in the HOV lane. "The HOV lane could save you 20 min- utes to a half-hour each morning," Mr. McMillan said. Durham houses several provincial high- ways: the 401, highways 7, 12, 2 and 47. Some of them were downloaded to the Re- gion in 1997. The proposed extension of Hwy. 407 - if it ever goes ahead - falls under the responsibility of the Ministry of Trans- portation. "All those roads have been neglected and lack the attention and funding needed...in a region growing as fast as Durham," said Mr. Anderson. “At one time, we were told it was because we didn't have cabinet minis- ters. Then, we were told because we had cabinet ministers, we can't put a lot of money there. So I don't know what it is." The Province does have plans for Durham, although many of them have been on the books for decades. They in- clude widening of the 401 from Brock Road in Pickering to Oshawa, two new inter- changes at Stevenson and Lakeridge roads, new signals and grade reductions at Hwy. 7A in Port Perry, plus upgrades to highways 12, 48 and 35/115. Mr. Chartier is particularly concerned about the 407 continuing through Durham. "If the 407 wasn't to materialize...the rate of growth in Durham would probably be impacted," Mr. Chartier said. "It's a pretty big element of the urban structure." Mr. Anderson agreed. "Our job growth, our corporate growth, essential industries moving into Durham are substantially restricted (by the 407 not being extended)," he said. As for the perception that the Province seems blind to Durham? "We are equally committed to relieving traffic congestion... whether it be the east or the west of the province," said Danna O'Brien, spokesman for transportation Minister Harinder Takhar. But Mr. Anderson feels the future is bright. "Minister Takhar has been very, very gen- erous with his time with Durham," he said. "He does sound like he wants to talk." Luckily, Mr. McMillan only has to com- mute three or four days a week. It's just after 8 a.m. and he still has to squeeze onto the Don Valley Parkway and inch his way to Eglinton Avenue. Mrs. McMillan spends around 50 to 55 minutes on various back roads getting to her job in Markham. "But having to spend an arm and a leg for a house somewhere else? It's worth it for us," Mr. McMillan says. After two solid seasons with the Wexford Raiders of the OHA Ontario Provincial Junior 'A' Hockey League, including being a league first-team all-star, Danny Lefort is ready to make the transition to the U.S. colle- giate game after receiving a scholarship with the Quinnipiac University Bobcats of Hamden, Connecticut. "I've probably proved as much as I can in junior hockey," says Lefort, a 6-foot, 185-pound de- fenceman. "After playing two years with Wexford I feel I can play (in the States) and I think I can make an impact in my first year." Lefort finished as the Raiders' top scoring defenceman last sea- son, netting 12 goals and adding 31 assists. His 43 points was fourth best league wide for a de- fenceman. His game continued to im- prove throughout the season and especially in the playoffs where he amassed 12 points in 10 games. Lefort says he's grateful to the Raiders organization for a solid program that has allowed him to move up and onward in his ca- reer. The OPJAHL club has gained a reputation for moving a number of players each year on to the NCAA collegiate ranks, with several other Wexford play- ers earning scholarships this year. "Definitely, Wexford as an orga- nization is always very well- coached. (Current coach) Steve Cook and (former coach) Kevin Birkett are the best in the league and they send a lot of guys along to university," says Lefort. The 17-year-old rearguard says he received inquiries from sever- al other U.S. colleges seeking to sign him to a scholarship. Nia- gara, Clarkson, and Bowling Green universities, and Merri- mack College also made offers. But, Lefort says he was sold on Quinnipiac for a number of rea- sons. "Their campus is absolutely amazing. Their hockey program is getting stronger every year. They've been top two in the con- ference. They have a good chance of going to the NCAA championships each year," says Lefort. Lefort is trading in one win- ning program for another. The Bobcats finished their sixth con- secutive winning season in the NCAA division 1 Atlantic Hockey Conference with a 15-14-6 mark in 2003-04. They moved on to the conference quarter-finals before dropping a 1-0 overtime decision to Canisius College of Buffalo. Lefort says the Quinnipiac coaching staff, led by head coach Rand Pecknold, also made a big impression while visiting the campus. "I really enjoyed the coach. He's very good and very knowl- edgeable. They seem to care for the person as well as the hockey player," he says. The Grade 12 student at J. Clarke Richardson Collegiate says he knows the game is faster and more skilled than tier II ju- nior hockey. He does, however, feel he can adapt quickly. "I know it's going to be an ad- justment. It's so much quicker with much less time to make de- cisions. I think it will be a higher tempo, but I think I'm ready for that," he says. Kemp was also voted as the most valuable player and best defenceman on the Lakers this season. He led the conference in scoring by a defenceman with 26 points in 31 games. He was also the fifth leading scorer by a rearguard in NCAA Division 1 hockey this year. • Pickering's La Toya Clarke helped the University of Minnesota Golden Go- phers capture the NCAA na- tional champi- onship. She picked up an assist in the Gophers' 6-2 win over the Harvard Crim- son in the title game. The senior at Minnesota was third in team scoring, scoring 20 goals and adding 21 assists. Clarke and her teammates visited the White House to meet President George W. Bush on Wednesday. • Former Ajax Axemen forward Tyler McGregor led his College of the Holy Cross Crusaders (Worces- ter, Mass.) team to its first ever NCAA appearance this season, win- ning the Atlantic Hockey Conference title.
